After two weeks of enquiries, the Stellenbosch municipality finally came back to the Gazette regarding a story that was published about money for housing that might be lost. Gazette published a story that the provincial Minister of Human Settlements, Bonginkosi Madikizela, was concerned about the slow rate of delivery on the municipality’s projects. In the letter, which was drafted in November, Madikizela said: “Despite repeated assurance that the targets would be achieved by 31 March 2014, it is evident that steps have not been taken to accelerate the delivery for the year to make up for consistent poor delivery of the past nine months.” He then requested the municipality to indicate if they will be able to deliver on these targets by 31 March 2015. Of the R28 327 000 that had been allocated to the municipality for projects for 2014/15, only R4 852 253 had been spent when the letter was sent. Some of the opposition parties in the municipality are concerned that the unspent money will have to be sent back to the provincial department and that money does not roll over. They were also unhappy that the municipality did not tell them about the letter that was sent last year. Vernon Bowers, spokesperson for the Stellenbosch Municipality, said they can confirm that no funding will be lost. “Monies not spent will be rolled over and all committed housing projects will be completed. The change in the nationally legislated housing standards delayed the implementation of the housing projects. While the delivery of houses forms part of the municipality’s core strategic goal of providing dignified living to all citizens, it is bound to adhere to legislation and good governance. The municipality is, in terms of good governance, the second most financially sustainable municipality in South Africa.” According to Bowers the main reason the allocated amount of the Human Settlements Development Grant (HSDG) cannot

be spent is that the implementing agent appointed by Stellenbosch to roll-out the housing projects requested additional funding to build the housing in accordance with the new national housing standards specifications. “The implementing agent indicated that they could not construct the houses within the approved subsidy budget due to the new housing standards that were originally not required when they tendered to build the houses. The greater portion of the HSDG for the current financial year was for the construction of houses and the installation of serviced sites.” He said the Stellenbosch Municipality in conjunction with the Western Cape Provincial Department of Human Settlements investigated various options to deal with the shortfall in funding. “On the services part, a new consultant was appointed to redesign the layout in order to minimise the cost for the installation of services and a tender in this regard will be advertised by the end of April. The Provincial Department of Human Settlements also embarked on a limited bid process to appoint a service provider to construct the houses. This process has been finalised and two contractors have been appointed and it is envisaged that construction can start as soon as possible. “It was agreed with the Provincial Department of Human Settlements that all funds regarding these projects that are not spent will be rolled over to the new financial year. The provincial government’s new financial year starts on 1 April.” Bowers said the municipality is a leader with regard to housing projects and won the SA Planning Institute’s Award for its projects. “Over the past three financial years (April 2012-March 2015) including the existing financial year, an amount of R124 088 000 was allocated for the provision of housing to Stellenbosch Municipality. The municipality has excelled over this period and could provide serviced sites and houses to the value of R132 482 000,” he said.

By groot en gereelde kliënte is persoonlike aandag veral belangrik.

New KickstART project takes e’Bosch art education to Stellenbosch’s local communities KickstART, in support of the Stellenbosch e’Bosch Heritage Project, will take art education to the communities of Stellenbosch this year. KickstART, the DeLoitte-funded educational arm of the Stellenbosch Outdoor Sculpture Trust, aims to have at least one mobile art classroom on the road soon, which will provide free art classes at schools in the symbolic e’Bosch “10 dorpies” in the greater Stellenbosch region. “Our mobile classroom is planned in addition to a number of student exhibitions and a workshop scheduled for the June/July holidays,” says Andi Norton, project manager of KickstART. “The mobile classroom will provide art tuition during free class times and over weekends at various schools in the Stellenbosch region. “We will also start with our normal programme this year with an exhibition of our current students’ work starting on 16 April, followed by our annual workshop for Grade 10 learners at the Stellenbosch University Museum during the June/ July school holidays. “This workshop normally at-
tracts some 100 or more learners. The theme for the workshop this year will revolve around places of worship through the mediums of photography and sketches. Selected artworks from this exercise will be displayed at various venues during the e’Bosch Heritage Festival in September this year.” “KickstART aims to make a longterm contribution and commitment to the development of vulnerable youngsters. We therefore actively search for creative youngsters in and around Stellenbosch high schools and introduce them to a range of job opportunities or career prospects within the creative industries. Our vehicles are interactive workshops facilitated by leaders in these fields, mobile art classrooms, and showcasing students’ creations at various public venues. “Each year a number of bursaries are also awarded to promising students who further their studies under the guidance of a personal mentor appointed by us.” Johann Murray, chairman of the e’Bosch steering committee, says: “We are delighted by KickstART’s proactive approach and especially taking art education to the commu-

Two houses in Cloetesville busted for drugs The station commander of Cloetesville, Lt.col. Mark Adonis, said that no drug houses will be tolerated in Cloetesville and Idas Valley. This comes after two drug busts in Cloetesville. Two prominent drug houses were searched with a search warrant, namely in Jakaranda Street and Chippendale Street in Cloetesville. According to Sgt. Zenobia Sedeman, spokesperson for the Cloetesville police station, they received various complaints from the community about these two houses. “At Jakaranda Street members searched the premises and found various drugs. Ivan Bruintjies, residing at the mentioned address, was arrested for the possession of Mandrax and Tik.” Sedeman said at the house in Chippendale Street Tania Olivier was arrested for dealing in drugs. Adonis thanked the community for their trust in their local police station.
nities of all the dorpies in the Stellenbosch region. “This certainly supports our e’Bosch mission to get all the Stellenbosch communities involved. “By learning, working and playing together we, children and grownups, will get to know and trust each other. This is the only way to make our town a place where visitors and residents alike are made to feel welcome, at home and secure.” KickstART is one of some 25 projects that run as part of the e’Bosch Heritage Project, which is now in its fifth year of operation. At present the e’Bosch steering committee has representation from at least 10 defined cultural groups or ‘dorpies’ in the greater Stellenbosch region. They are: Kayamandi, Cloetesville, Pniel, Idas Valley, Kylemore, Vlottenburg, Klapmuts, Jamestown, Raithby, Stellenbosch Central and the farming community. The e’Bosch movement aims to make Stellenbosch a place where visitors and residents alike all enjoy a mutual culture of belonging alongside existing cultural traditions and culminates in the e’Bosch Heritage Festival in September.

Is jy dalk Maart se Let’s Play sportster?

Hulle was meestal junior nasionale spelers.
