’n Munisipale verordening bepaal egter tavernes mag nie ná 02:00 sake doen nie.

Worrying winds of change ANNETTE THERON

A possible detrimental effect on the tourism industry, bird life and aesthetic appeal of the Overberg are some of residents’ main concerns about the proposed development of a wind farm comprising 45 turbines between Bot River and Caledon. Residents seemed divided on whether to welcome or fear the project and voiced polarised opinions at an open day organised by the developers of the proposed farm on Wednesday 30 January. The Langhoogte wind farm, to cover 3 783 hectares if realised, is the second wind farm for which a proposal have been drawn up in Theewaterskloof. Land will be leased from Rietfontein, Schulpads Gat, Keissies Kraal, De Vlei, Windheuwel, Bruinklip, The Hill, Langhoogte and Huveltjies Kraal. Residents were not only concerned about the effects of the tall turbines, but also about the 132 kV overhead power line that need to be put up for distribution of the energy being generated. Paul Slabbert from PHS Consulting, an environmental, heritage, land-use and eco-tourism planning specialist, said he was approached by the owners of the Wildekrans wine estate to observe the developing process. “I am a registered interested party and Wildekrans is concerned about the visual impact of the overhead power lines. “The transmission line aspect does not usually get as much attention as the wind turbines.” Slabbert says three lines will traverse over Wildekrans or very close to it. “These are industrial, large-scale pylons. Those overhead lines definitely will have an imposing impact on Wildekrans. “Wildekrans has a lot of investment and future investment, but the reason for their success is not only the wine but also the scenery.” He is also concerned about the impact on property value, future developments on the wine estate and job creation. “Wildekrans employs quite a large number of farm workers, but a wind farm is not a job creating industry.” Slabbert believes the natural, tranquil environment, and the future potential of the wineeco-tourism sector are threatened by the scheme with industrial-like structures and distribution networks, and the flood of wind farm applications in the Western Cape which will have a cumulative effect. Another concern voiced at the meeting was the possible effects on the area’s pristine bird life, with turbines being in the flight path of blue cranes and migratory birds. “In America bird-watching brings in more money than golf as a tourism industry, and the only thing we’ve got here is tourism. Are we just going to sit back and cry when it is all over?” Noise polution was a further fear. Johnny Swanepoel, a self-declared “techno junky” from Bot River, said he has no problem with the turbines. “I approve of it in principal as it does not

seem as though there will be a visual impact on Bot River.” Another resident who attended the open day said: “If we can get cheaper electricity, and as long as it is clean, I’m okay with it.” Mich Nieuwoudt, director of Sagit, says the visual impact on Bot River is considered low. The greatest visual impact will be from the R43 from Villiersdorp. “One cannot hide the turbines; they will be visible. But there is no bio-physical damage – the closest turbine to Bot River will be three kilometres away.” Nieuwoudt said they have received overwhelming support from the community of New France and farmworkers on neighbouring farms, as well as the great majority of the Bot River community. “These people have expressed concern about the lack of investment and opportunity in the area.” According to Nieuwoudt the project comes with a regulated community developing programme included in the contract with the government. “There are community ownership and community fees that flow directly to the community to stimulate both socio-economic and small business development. “These initiatives are aimed at sustainable projects around environmental development, empowering women, and education and are determined by specialised consultants to determine the needs of the community.” Niewoudt said statistics show the impact on birds is insignificantly small, while bats, on which turbines have a greater effect, are few in the Overberg. “We have done an extensive bat study and with bat monitoring we will stay away from

valleys where bats live, eat and feed. In consultation with the bat specialists and turbine designers, turbine wings have been adjusted so that the low pressure is not fatal to bats.” Noise pollution will be zero, he said. “When the turbines start turning, the sound that the wind makes is louder than the sound of the wind turbines and we will remain 400 m away from any place where people live.” The Gazette approached Josh Reinecke, engineer at the Centre for Renewable and Sustainable Energy Studies at the University of Stellenbosch, to list the pros and cons of wind energy. He says it is a viable alternative to current energy forms for two reasons – it can be put up within two to three years from ground breaking, and it is cheaper than using coal. He says the criteria for the development of a wind farm are incredibly strict. “One of the rules stipulates that a wind farm cannot be within four kilometres of the coast and heritage issues are taken into serious consideration. Reinecke, who says that turbines have a 20year life span after which they can be reused or the metal recycled, believes that only the surface is being scratched with wind farm technology and that it is the future in South Africa. “The government is the driving force behind the wind farm negotiations. It helps South Africa grow. “It competes strongly with coal and nuclear energy, and it compels people to come up with good ideas.” He feels that the impact on birds is blown out of proportion, but that only time will tell what the impact will be on the electricity grid.

Wind farm fast facts •) The Langhoogte wind farm is expected to produce between 112 and 162 mW of electricity and will consist of 45 wind turbines, each producing between 2,5 and 3,6 mW. ) One turbine will provide a 3 000 kilowatt power supply, serving between 400 and 500 homes. )The hub height will be 80 to 110 metres and the turbine blade length between 40 and 50 metres. •)Associated infrastructure will include turbine tower foundations, an on-site substation, underground cables between towers and an internal access road to the wind turbines. •) The overhead power line will be constructed to transfer electricity from the onsite sub-station to the Houw Hoek sub-station south of Bot River. Four possible routes for the line are proposed. )The line would be eight to ten kilometres long, depending on which of the route alternatives is selected. Both routes are being assessed as part of the environmental impact assessment process. •) The draft environmental impact report is currently available for public review at the Bot River, Caledon, Greyton, Genadendal and Villiersdorp public libraries, as well as at http://projects.gibb.co.za/enza/ projects/sagitlanghoogtewindfarm.aspx.

B’dorp residents’ concern for teens ANNETTE THERON Anene Booysen’s death caused outrage the world over, but for local residents she isn’t just a girl they heard of in a news story. How do the people of the Overberg community, the same one in which Anene lived, feel about the incident? Residents and their friends commented in their numbers on social networks: A Facebook page called “Let’s remember Anene Booysen” was created on Thursday 7 February. It received 6 533 likes by midnight on Sunday. Esna Swart wrote, also on Facebook: “MARCH people! I will be there and I hope to see everybody I know there. I am closing for two hours to attend this march. I believe there is a march tomorrow in Bredasdorp, in protest of the shockingly violent rape committed in that town. I am closing my business and marching, no question, because what I really want done to these men can’t be done so I must do the next best thing. Join me please. It’s time to do something. Another innocent life lost, another mother’s child dead, violated, tortured. It’s enough now.” On Twitter, Jade Mathieson wrote: “So sickening, even my home town Bredasdorp is a scene of monstrous gang rape.” Alison Coughlan said: “My beautiful Bredasdorp is in mourning.

The oldest ‘dorp’ in our country bows her head in respect. Join the people of Cape Agulhas in the march to honour Anene and say Never Again.” Melanie Trapman wrote: “I feel so sorry for her family and the community. We should all be marching; the whole country. It has to stop!” Many people changed their Facebook profile or cover pictures to depict a “stop rape” message.

Sonja Daniels, also of Bredasdorp, says she feels very sad about what happened. “It could have been my child.” She believes that if there were other recreational facilities for young people, this would not have happened. “It scares me. I fear for the safety of my children when they go out over weekends.”

The Overberg District Municipality has the following vacancy in the Department: Community Services, Section: Municipal Health, to be filled as soon as possible.

LABOURERS

Felicia Daniels (19) of Bredasdorp asks how it is possible that a 17-year-old was allowed into a pub. “Security allowed her in. It isn’t right.” PHOTOS: ANNETTE THERON

Daniel Pontac of Struisbaai says the incident was cruel. “Those people have to get the gallows – it’s inhumane what they did to that girl.”

Fiela Eden of Tussentuine says she is deeply shocked. “I have teenagers and it could have happened to one of them.” She says security should be improved, because teenagers are allowed into the pub every Friday and Saturday.

Edgar Cornelius of Napier says he is raising a stepdaughter himself. “It’s cruel that her life was cut short. It’s shocking and repulsive to slaughter someone like an animal.”

Anene het dikwels by my kom kuier, sê Anna Edon.

Outrage expressed all over the world Sadly, the rape and subsequent death of Anene Booysen of Bredasdorp was so shocking that the incident made international headlines. The news agency Reuters compiled a report, which stated that “the case has echoes of the gang-rape and murder of a 23-year-old student on a New Delhi bus that has triggered huge protests in India against endemic antifemale violence. The Bredasdorp murder is unlikely to provoke such a large-scale outpouring of anger in South Africa, where women’s groups say rape has lost the power to shock.” This report was used by broadcasters such as Voice of America, TVNZ in New Zealand and New Delhi Television, as well as by publications such as Irishtimes.com, The National (an English-language publication in Abu Dhabi), Daily News and Analysis (DNA) in

Mumbai, Chicago Tribune, Hindustan Times and Euronews. Extracts from news reports include: • South Africa’s statistics agency concluded in 2000 that it had the highest reported rape rate of all 120 Interpol member countries. Even when suspects are caught, only 12% of cases end in conviction. Sexual crimes rarely spark media outrage. One rare exception was when seven men aged between 14 and 20 went on trial last year for raping a mentally handicapped 17-year-old girl and recording it on a cell-phone video that later went viral. The case is continuing. Even then, the incident spurred little beyond soul-searching editorials and anguished radio phone-ins. – Reuters • The BBC’s Peter Biles in Johannesburg says unlike India, where there has been a huge public outcry recently over the issue of rape, sexual offences in South Africa often

go largely unnoticed. – BBC Africa • In South Africa 71% of women experience sexual abuse, 1 in 4 men admit to rape and 1 in 7 men admit to gang rape. – CNN Some high-level commentary was also seen: President Jacob Zuma called for the harshest sentence possible for perpetrators in such crimes, as part of “a concerted campaign to end this scourge in society”. Zwelinzima Vavi, secretary-general of Cosatu, said on Twitter: “Can we rise above compartments and express our disgust at the death of this 17-year-old girl? We have to get criminals scared of society.” A official Cosatu statement said, “When a very similar incident occurred in India recently, there was a massive outbreak of protest and mass demonstrations in the streets; it was a big story around the world. We must

show the world that South Africans are no less angry at such crimes and make an equally loud statement of disgust, and protest in the streets.” Others who expressed shock were the ANC Women’s League, the Police and Prisons Civil Rights Union (POPCRU), the Commission for Gender Equality, Dan Plato (Western Cape MEC for Community Safety) and United Nations human rights chief Navi Pillay, who said in Geneva that very strong signals need to be sent to rapists and that authorities have to do more against the “pandemic of sexual violence”. Primedia’s radio stations – Kfm, Cape Talk and 702 Talk Radio – repeated a beep every four minutes throughout Friday to represent women being raped in South Africa. This was in a bid to bring across the severity of sexual abuse in the country.

Felecia Farmer sê genoeg is genoeg.

One of the most powerful characteristics of a breakthrough believer is passion. Only passionate believers satisfy God for He said He would spit them out of His mouth if they are lukewarm (Rev. 3:15-16). Adesireisanactivestrong-willedefforttobring into fulfilment the expected event or answer. Passion is created or stirred in our hearts when we know a sense of the urgency of time. Passion grows when we think and plan to reach out in the directions where our heart is.

BRESLER VAN BLERK, Botrivier

Mnr. AGRICULTURAL ART: Klaus Ottersbach from Villiersdorp, previously the winner of the Gazette photo competition, took this picture on his way to Helderstroom. “This is what I call agricultural art.” He says the splash of bright green colour, which contrasts with all the brown harvested fields around it, prompted him to capture the scene.

Undeserved blessings nurture my unquenchable optimism

WHAT gets you up in the morning? My reply to this recent question was that at this stage of my life, with the bond and HP redeemed, the kids educated and the only remaining expense my inevitable eventual capital-intensive progression from the clinic to whatever lies beyond (for which the medics apparently budget on palming 25% of my assets to get me there), gathering money is not my prime matutinal elevator. My investment consultant retains me as a client mostly for my entertainment value, I think. He charges me hardly anything, not just because my earnings don’t breach the sub-minimum that triggers his automatic billing accounts, but because I intrigue him; he apparently regards my active, cheerful lifestyle as impossible for anyone as poor as me. I am touched in turn by his fruitless battle to keep up with the seriously rich, a moving target that keeps evading him. He has shown me that despite the Merc, the big house, the

dishy wife, the designer dog &c, the failure to attain material goals that are by definition unattainable leave you unfulfilled. Here’s what throws my switches: first thing in the morning I stroll around my rural patch. I check the level of the dam, now much down on its spring levels, I juggle the streamlet coming down the mountain to water the fish while maintaining minimum levels of personal hygiene and hydration. Next I inspect my absent neighbour’s empty fishpond for the tortoises and scarabs that fall in there and die. Then I patrol the various proteas, mimetes and leucadendrons for blooms, which I barter for cups of coffee in the village, while I catch up on the news and do my daily networking and neighbourising. Ditching all TV is crucial to one’s happiness – this liberates astounding amounts of time for reading, handiwork, exercise, socialising and general pottering about. And when I need to catch up on some tennis or rugby (two activities I see as still relatively untaint-

ed by the tweaking going on elsewhere) I go to a local pub. I watch the youngsters of today mooching about, manipulating their smartphones and games machines and my heart bleeds for them. Their world has morphed them into pathetic, passive consumers of a violence-fuelled virtual parallel universe. When I was a kid, we spent our time much more wholesomely, waging war with home-made cannons, catties and arrows, by slinging wads of clay into each others’ ears, eyes and noses, occasionally relieved by torturing small, innocent animals to death. I almost did for myself once, when a homemade gun, charged with a ball bearing and a wad of potent home-made gunpowder, discharged itself backwards. This sent the breech block through a solid garage door instead of through my head, which I had removed from the unintended line of fire a mo-

ment before. I like to think that this narrow escape, along with all my other blessings, has done much to endow my spirit with its totally undeserved, irrational and unquenchable optimism. fouriejh@mweb.co.za

Less labour next season Christopher Rawbone-Viljoen, marketing manager of Oak Valley Wines – one of the biggest farms in Grabouw – says this has highlighted the need for farmers to investigate mechanisation alternatives “sooner rather than later”. He says the recent strikes in both the agricultural and mining sectors highlighted the volatility of labour in South Africa and violent protest action may intensify in future. “It is likely that the frequency of violent protests will intensify into the future, given that wildcat strikers have been rewarded for their efforts.” Against this backdrop, farmers will continue to look for ways to improve productivity through mechanisation, thereby negating the risk of managing a volatile and increasingly expensive workforce. When asked about the plans local farmers have made to accommodate the increased wages, Rawbone-Viljoen said that, unfortunately, the reality is that less labour will be used in the upcoming season. “Over the medium to longer term, technological advances in the pack houses and on the farms themselves will lead to a smaller, more productive workforce.” According to Porchia Adams, spokesperson for Agri Wes Cape, farmworkers will definitely be faced with retrenchment. “We’re trying very hard to look at how producers can accommodate this drastic increase

of the minimum wage in their businesses, but the possibilities do not look good at all at this stage. We haven’t seen definite job losses yet, but the possibility is not at all excluded in the near future. The harsh reality is that large businesses in particular, that employ large numbers of workers, will not be able to afford these extra costs. The next few weeks will shed more clarity on the issue.” She said seasonal workers will be affected because fewer will be employed this year compared to previous years. But how do farmworkers feel about the increase? Algulhas Fourie, foreman at Barton Wine Estate, earns more than the minimum wage but says it will mean a lot for farm workers. “Workers struggled to survive on the R69 minimum wage. I am of the opinion that they deserve an increase as nobody can put food on the table with R69 a day.” Nosey Pieterse, representative of Bawsi, Bawusa and farm workers in general, issued a statement on Monday. It says the strike was never ended, only suspended. They had demanded R150 and the minister only give R105, while some workers are still in jail and about 400 workers face charges of intimidation and public violence. Furthermore, Bawusa recommends that “we accept the R105, but the annual increase of inflation plus 1, 5% is rejected, and that we will return to the streets on 1 November 2013 to determine the new Sectoral Determination”. Oak Valley workers said the following:

Willie Scheepers is a supervisor at Oak Valley and has been in their employ for 23 years. “The protest action was a little worrying insofar as someone is always at the losing end.” He says government took too long to approve the increase. “We are hoping that one of the spin-offs of the protests will be better communication between farmworkers and their employers. “Once a conflict situation arises, it is difficult to resolve.”

Mkoseleli Mdelem is a seasonal worker at Oak Valley and stays in the resident hostel. “The toy-toying was not beneficial, because at Oak Valley – and I am not talking about other farms – we have many benefits.” He says they get transported to town, to soccer matches and even to the Eastern Cape, free of charge. “I have a wonderful job here.” He is happy about the increase as it will change his life. Mdelem sends money to his parents in the Eastern Cape and also funds the education of a young pupil there.

The 52% wage increase in the agricultural sector has narrowed the gap between the cost of labour and capital outlay for mechanical equipment.

Petrus Mouries has been a foreman at Oak Valley for the past six years. He is very happy with the wage increase. “The wage increase is good. People can take more money home at the end of the day.” He added that co-operation between workers and farmers will result in greater productivity. Not everyone participated in the protest action, but those who did, were a bit hasty. PHOTOS: ANNETTE THERON

Cecilia Jantjies has been with Oak Valley for 15 years and also lives on the farm. “I am satisfied with my wage but am a bit uncertain as to exactly how much more I will be earning after the wage increase. I will just have to wait and see.”

Stormers give a hand at coaching clinic ANNETTE THERON The Stormers presented a coaching clinic on the sports field of Overberg Primary on Wednesday 6 February with the back-line and their coach Robbie Fleck. This initiative is a partnership that the Caledon Casino Hotel & Spa has with Club Newlands whereby they bring rugby and players closer to the community. Local schools Lukhanyo Primary, Overberg Primary, Bredasdorp Primary, Hawston Primary, Elgin Primary, Greyton Primary, The Glebe, Mount Pleasant Primary, Okkie Smuts Primary and Berea Primary attended the coaching clinic.

By haar is Abri Dickason van Overberg Agri.
