Bringing people together, safeguarding our future Bournemouth has a really diverse mix of communities. People with different backgrounds, faiths, nationalities and political views for example. This diversity is one of the things that makes Bournemouth vibrant, why our local economy continues to grow, why businesses want to invest here and why students come to study. The Council strives to make Bournemouth a tolerant, safe and welcoming place for all. In many ways, these are similar themes to creating a new council for the conurbation. Despite some differences, Bournemouth, Christchurch and Poole are working together by recognising and valuing that we are stronger and more co-ordinated as one council. We will be better placed to deal with the ongoing issue of less money being available, whilst protecting local services in the future. The Shadow Authority, made up of all existing councillors, is overseeing plans to create the new council. Detailed work is underway to disaggregate the Christchurch budgets from Dorset County Council and combine with those of Bournemouth and Poole. Behind the scenes, staff and councillors are concentrating on a smooth transfer of services to the new council. Whilst this is a huge task, residents’ services will continue to operate as before.

Lansdowne’s changing landscape A major long-term transformation is starting to take shape at the Lansdowne, which will make the area a unique place to live, work, study and enjoy.
The Lansdowne is a key location. It’s an important area for the local economy and for education. Councillor John Beesley, Leader of the Council, said: “We are delighted to have been awarded this additional government funding to invest in the Lansdowne. Our long-term vision is to secure changes to make the Lansdowne a more vibrant, enterprising and dynamic place that continues to be attractive to future generations.”
£150 million of external investment is already underway. With additional government funding secured through the Dorset Local Enterprise Partnership (DLEP), major changes are being proposed to roads, pavements and infrastructure. Parts of the Lansdowne could be completely transformed in what will be the biggest major change in the town since the pedestrianisation of Bournemouth Square.

Multi-million-pound development completed
Bournemouth Development Company, the Council’s publicprivate partnership with Morgan Sindall Investments.
Following a two-year build programme, the £27 million Berry Court development has officially been handed over. The development features 113 high-quality new apartments and a multi-storey car park with public spaces, replacing the former surface car park. Berry Court is on St Peter’s Road, close to the town centre and less than a 10-minute walk to Pier Approach and the seafront. It was built for housing provider Radian by the
Councillor John Beesley, Leader of the Council, said: “It is great to see this high-quality development being delivered at Berry Court. The Council is committed to delivering much needed private rented new homes in Bournemouth which will make an important contribution to regeneration and securing long-term economic growth.” The apartments are all exclusively available to rent through Radian’s private lettings service SMART, offering flexible tenancies and the security of a registered landlord. Electoral register – have you confirmed your household’s details? The annual canvass is taking place to make sure we have your correct details on the electoral register. Household forms were sent to each property in the summer and those who didn’t respond initially, are being sent reminder letters. Have you completed your household form?
Please confirm your details as soon as possible if you haven’t already done so. We are required by law to send reminder letters and pay visits to households that haven’t responded. Last year this cost us £55,000, money that could be better spent on essential services in Bournemouth and Poole. The next local council elections take place in May 2019. A new wave of Bournemouth Beach Lodges Work starts this autumn to build a further nine beach lodges, ready to welcome their first guests for Easter 2019.
They sleep up to six people and feature a stylish kitchenette, shower room, living space, TV and WIFI.
Wider improvements across Manor Steps site will include a ramp to improve access for all, a new office for the beach lodges team and raised deck to lessen the impact of an obscured view for existing tenants. Some beach huts in the area will relocate under the scheme and we will work closely with affected beach hut tenants.
This is the second phase of beach lodges located at Manor Steps. It follows the successful opening of 15 beach lodges in Easter 2017. Beach lodges are for overnight stays and have proved incredibly popular.

Southbourne groyne works to continue Work to install a further six new groynes along the Soutbourne-end of the seafront get underway this October. The essential works are part of our ongoing beach management scheme, which is a long-term investment programme to provide coastal protection in Poole Bay. The construction of the new groynes, from west of St Catherine’s Path to the end of the promenade toward Hengistbury Head, will complete a four-year programme to replace 30 worn out timber groynes. Surplus tropical hardwood timber that can’t be re-used, will be recycled and used on other projects elsewhere in the country. Any site safety messages and promenade access restrictions will be clearly displayed, please take note of these if you are visiting this section of the beach.

New council

New ward boundaries set to be announced Elections for the councillors that will serve the 400,000 residents of Bournemouth, Christchurch and Poole will take place on 2 May next year.
What changes were proposed? For Bournemouth, Christchurch and Poole Council, the electoral review proposed 76 councillors across 33 wards. 23 wards would have two councillors and ten wards would have three councillors – meaning an average ratio of 3,963 residents for each council seat. Currently, all Bournemouth wards have three councillors each. The final recommendations of the Boundary Commission will be made on 23 October and will then need to be approved by Parliament.
In readiness for this, a consultation over the summer was undertaken by the Local Government Boundary Commission. It gave residents a say in an electoral review that will set the number of councillors that should be elected to the authority, as well as the names and boundaries of council wards.

The Boundary Commission’s original proposals are largely based on recommendations from the former Bournemouth, Christchurch and Poole Joint Committee, which was made up of councillors from the existing local authorities.

Setting a budget for the new council Detailed work has been undertaken to set the budgets for service departments and the council as a whole for 2019/20. The main aim is to ensure sufficient budgets for services to continue as normal in April next year. The first draft of the 2019/20 budget will be discussed at the Shadow Executive Committee on 17 October. Roads and travel
A338/Blackwater improvements continue As part of Dorset Local Enterprise Partnership’s Bournemouth International Growth (BIG) Programme, major works on the A338 are underway and speed limit restrictions in place.
A temporary 40mph speed limit is in place between Blackwater Junction and Cooper Dean roundabout to ensure work can be carried out safely. There is a permanent 50mph limit on sections of the A338 northbound and southbound to make it safer and easier to enter and exit the A338 at Blackwater Junction.
Programmed works will include: • creating an extra southbound lane on the section of the A338 between Blackwater Junction towards the Cooper Dean roundabout • improving the southbound ‘on slip’ to the A338 from the B3073 at Blackwater East Junction • B3073 bridge works and widening.

Wallisdown Road: scheme update We are in the early stages of developing plans to improve Wallisdown Road, specifically at Boundary Roundabout and Wallisdown Crossroads. Recently, nearly 3,000 people took part in a survey to help shape our plans. Wallisdown Road is a key commuter route, serving two universities. The road scheme will: • improve access to public transport, walking and cycling facilities • reduce road collisions and casualties • create a higher quality public space • improve journeys for motorists.
Partnership (DLEP) via the government’s Local Growth Fund for Boundary Roundabout. Construction is likely to start in 2020.

Funding boost to help address rough sleeping Rough sleeping - the most severe form of homelessness - has increased recently across England. Unfortunately, Bournemouth is no exception. Councillor John Beesley, Leader of the Council, said: “On top of existing funding, the Council recently bid for and was awarded, £387,500 to help further tackle rough sleeping this year. Our action plan for this funding was highlighted as a good practice example in the government’s national Rough Sleeping Strategy.”
There is already a huge amount of work underway to reduce rough sleeping in Bournemouth, including yearround support to help people move off the streets and into accommodation. Councillor Robert Lawton, Cabinet Member for Housing, said: “There are many specialist services working together to deliver support and accommodation to help people. Many individuals have support issues in addition to the need for accommodation, so the network and range of services provided is complex but essential.” On average, Bournemouth Council helps 15 rough sleepers each month to access suitable accommodation.

Calling all book lovers Our popular home library service, run by Royal Voluntary Service, is looking to grow its service for housebound readers in Bournemouth.
The service brings books to people who can no longer get to a library. Volunteers deliver books and share their love of reading with the people they visit. They are a friendly face and a regular visitor to those whose mobility and social interactions are limited, and they provide a useful check on the safety and wellbeing of their readers too. Councillor Pat Oakley, Cabinet Member for Leisure, Tourism and the Arts, said: “The Home Library Service offers a vital link to the local library and enables people to carry on doing something they’ve always enjoyed. It also helps alleviate feelings of isolation and loneliness.” The Home Library Service is not only for older people, but for anybody who finds getting to the library difficult, including carers.

Battle’s Over: reflection and remembrance Bournemouth’s commemoration events for the centenary of the end of World War One (WW1), provide an opportunity to find out about some of our local heroes and remember the sacrifices made. Armistice Day Bournemouth will take part in ‘Battle’s Over’, a national daylong commemoration on 11 November. The day begins at 6am at Bournemouth’s War Memorial with a lone piper playing Battle’s O’er, a traditional tune played after a battle. Readings from 1918 will include the Armistice telegram and the Mayor of Bournemouth’s announcement from that day 100 years ago.
Other events • On 1 October at 10:30am, a service takes place at special Bournemouth War Memorial for Sergeant Frederick Charles He was a Bournemouth Riggs. born soldier, killed in battle on 1 October 1918. He was later awarded the Victoria Cross, which is the highest and most prestigious award for gallantry in the face of the enemy.
The annual Remembrance Day Service at the War Memorial starts from 10:57am with a two-minute silence at 11am. Veterans, serving members of the Armed Forces and civic and community representatives will be in attendance. An evening commemoration outside the Town Hall includes music, readings and commemorative poppies plus beautiful cascading poppies projected onto the Town Hall. A trumpet will sound the Last Post followed by Reveille, and then the lighting of a Beacon at 7pm to signify peace. Local churches will be invited to join with others across the country in ‘Ringing Out for Peace’. Events are open to all. Please check details before attending. Councillor David Kelsey, Member Champion for the Armed Forces, said: “Our events are a fitting tribute to the heroic men and women who sacrificed so much for the freedoms we enjoy today.”
• The Russell-Cotes’ WW1 exhibition from 11 September to 18 November, contains a selection of military memorabilia, artwork and artefacts. • During November, Bournemouth Library will host an exhibition telling the stories of local men who died in 1918. • You can also see the information board and display in Lower Gardens commemorating those who served the in the Hampshire Regiment. Arts Festival
Bournemouth’s annual celebration of art, culture, people and place This autumn, Arts by the Sea brings you another visual feast of inspirational and exciting experiences over eight days from 29 September to 6 October. The 2018 theme is ‘New Frontiers’ with a strand of events highlighting everything from technological innovation through to dystopian futures, amongst a broader programme. Councillor Pat Oakley, Cabinet Member for Tourism, Leisure and the Arts, said: “The Arts by the Sea Festival is a wonderful showcase for the arts in Bournemouth. You may not have experienced an ‘arts festival’ before, but don’t exclude yourself and miss out on the fun. There are interactive performances plus a truly amazing and exciting mix of events. Bring all the family and enjoy the free entertainment on offer.”
Festival highlights The opening weekend promises a whole host of fun with curious characters, intriguing performances and amazing artworks. Throughout the week there will be many fringe events, leading up to our closing nighttime procession on Saturday 6 October. DisOrgan by Circus Kinetica, Central Gardens Saturday 29 September, 5pm to 11pm The DisOrgan is a reimagining of a seven-metre high musical instrument, once used to convey sacred music to gathered communities. It’s now an unusual, interactive musical machine. Silicon Shores by The Colour Project, Town Hall Saturday 29 September – 8pm, 9pm and 10pm Sunday 30 September – 8pm, 8.40pm, 9.30pm The Town Hall will become a grand display surface in a visual story featuring animated fish, an octopus and other sea creatures. See how the art of 3D projection mapping brings architecture to life. Herbert’s Dream by Compagnie des Quidams, Library to Pier Approach Saturday 29 September - 9.20pm Watch out for larger than life illuminated characters that manoeuver around on stilts in this unique procession. Are you planning a trip to the tip? If you’re having a clear out, please be aware that Millhams Community Recycling Centre is closed from 24 September to 21 October for essential drainage improvement works. As an alternative during this time, you can take your waste to: • Nuffield Household Recycling Centre, Nuffield Road, Poole, BH17 0RS from 8am to 8pm. • Christchurch Household Recycling Centre, Wilverley Road, BH23 3RU, from 9am to 6pm (car users only).
These centres will be busier than usual. You may wish to postpone your visit until after 22 October, when Millhams has reopened. You could donate unwanted items still in good order at a Give or Take Day. These are like jumble sales but everything is free. New mums - low mood? Being a new mum is amazing but it can also cause all sorts of strange things like feeling really low and anxious and not quite right in yourself. These feelings are probably due to the sudden hormonal and chemical changes that take place in your body after childbirth. These feelings are normal and usually only last for a few days. Councillor Nicola Greene, Cabinet Member for Education and Children’s Services, said: “Bournemouth Children’s Centres provide a wealth
of advice for local families with children under five years old. This includes health visitor run services for new mums experiencing low mood and a family support service, which provides intensive help to families at times of need.” Low mood is common in new mums. New park volunteer groups to improve health and wellbeing A new Parks in Mind ecotherapy project is creating volunteering opportunities in local parks to help improve people’s mental and physical health and reduce social isolation. Through participation and using the therapeutic power of being outdoors, people will be able to meet up, talk and support each other. Ultimately, people will maintain and improve their own health whilst helping to create better local parks.
