Changing seasons, changing times
Winds of change are around local government in Dorset. Bournemouth Council is working ever closer with the Borough of Poole, and both councils have agreed to look at all services being delivered through a joint staff structure. This work will help us achieve necessary savings and will lay foundations for a new unitary council for the conurbation, should the government approve our ‘Future Dorset’ proposal. Read more about this on page 28.
We’re moving from the busy summer season into autumn and with it comes a new academic year. With the government’s help, we have invested over £85million in our schools over the past six years. Many of Bournemouth’s children will be learning in new school buildings, designed to cater for our growing number of pupils (see page 15).
There are still plenty of opportunities to get out and experience Bournemouth’s wonderful environment. Find out about the latest developments in parks (see page 13) and works taking place at the beach, including the second phase of improvements at Pier Approach (page 8).
Residents can also look forward to Bournemouth Arts by the Sea Festival (see page 16). Expect a week-long spectacle of performances and acts covering music, dance, theatre, art and film. There’s an exciting mix of creativity and culture with many free, outdoor events for all the family to enjoy.

A new stadium proposed for AFC Bournemouth The Cherries current home in Kings Park

AFC Bournemouth have identified an area of land in Kings Park as a site for a new stadium, which includes the current athletics stadium and the club’s existing training pitches.
Bournemouth and we recognise the importance of the club to both residents and fans.
“Our original timescale of completion by the summer of 2020 remains, and we are currently working hard to provide our supporters with a bigger stadium and one that is befitting of a Premier League club.”
“This will involve discussions with all interested parties to ensure the needs of the club are met, alongside those of users of the park and the local community.”
Neill Blake, AFC Bournemouth Chief Executive, said: “This is a major investment programme, not only for the football club but also for the town and the region.

A planning application for the new stadium is expected to be submitted next year.
Council backs plans to transform Winter Gardens site The development of a multimillion pound scheme at the Winter Gardens car park is a step closer, after councillors approved plans to acquire part of the land.
The £150 million mixed-use scheme will combine leisure, residential, restaurant and retail space with new parking facilities and public areas.
The scheme has been proposed by the Bournemouth Development Company, our town centre regeneration partnership with Morgan Sindall Investments.
Councillor Philip Broadhead, Cabinet Member with responsibility for Economic Growth, said; “The Winter Gardens scheme will be the largest project of its kind undertaken in the town centre and will see the delivery of

quality homes, boost economic activity and be an onward catalyst for growth.” Proposals include: • 350 to 400 apartments spread across four multi-storey buildings of varying heights • Dedicated space for indoor and outdoor family leisure • A ‘Grand Garden Walk’ – to provide a continuous promenade for pedestrians and cyclists around the town centre • Below-ground parking - 225 public spaces proposed plus a private parking space for each residential unit.
Cabinet has approved plans to loan 50% of the funding needed to enable Bournemouth Development Company to acquire a section of privately owned land, with the remaining investment coming from Morgan Sindall Investments. A planning application is expected to be submitted later this year.

New regional adoption agency launched
A new adoption agency covering the whole of Dorset has been established. Aspire Adoption Services is the name given to the new agency. It brings together the three local authority adoption services in Bournemouth, Dorset and Poole and works in partnership with ‘Families for Children’ a local voluntary adoption agency. B
As a regional service, Aspire Adoption is better able to respond to anyone expressing an interest in adoption or special guardianship to ensure that their application is undertaken without delay by highly experienced social workers.
The services Aspire provide include supporting those who have decided to adopt, ensuring timely adoption and special guardianship assessments, matching children for adoption more quickly, and supporting those who have adopted or care for children under Special Guardianship Orders. They will also be providing support and advice to others touched by adoption or special guardianship, including adopted adults and birth relatives. Aspire Adoption is based at the Kinson Hub in Bournemouth, where we host the agency on behalf of the other partners.

New home for Jon Egging Memorial The Jon Egging Memorial sculpture has been moved to the top of the East Cliff zig-zag, a location chosen by Jon’s widow Emma and mum, Dawn. Due to the landslip, the sculpture had become inaccessible in its previous location and was perched very close to the edge of the clifftop. In the summer, all the glass beads in the sculpture were removed for individual cleaning, along with the stainless steel trails. The sculpture was then carefully relocated in time for the anniversary of Jon’s passing and before the recent 2017 Air Festival.
The Jon Egging Trust (JET) has been set up in Jon’s memory and realises his dream of supporting young people to reach their full potential. Bournemouth University hosted 54 young people in the summer for the largest graduation of JET Dorset’s ‘Blue Skies’ students. Blue Skies is an accredited learning programme set up to develop young people’s life and work skills. It provides students experiencing difficulties, with access to inspirational role models and life-changing opportunities linked to aviation, engineering and science.
Local fundraising for JET is essential. With your help, they can change the lives of even more young people.

Join Bournemouth U3A, now in their 30th year
Bournemouth U3A has been celebrating a special birthday – a 30th anniversary. Formed in 1987, the organisation helps those who have retired (or semi-retired) to explore learning and new skills or keeping fit in one of their many exercise and dance classes. Bournemouth U3A now has over 1,000 members who come from Bournemouth, Christchurch, Poole and even further afield. There are around 90 group leaders who share their knowledge and interests in subjects such as photography, Tai Chi and philosophy to name just a few.
Members will be back in their groups at the end of September. If you’re interested to find out more, pick up a copy of the 2017/18 programme available in Bournemouth libraries, or visit the U3A website.

Bournemouth’s new Mayor
Councillor Lawrence Williams has taken on the role of Mayor and is joined by his wife Elaine as Mayoress for 2017/2018.
The Mayor represents the Council and the people of Bournemouth. Councillor Williams will chair Full Council meetings, preside over citizenship ceremonies, promote local businesses and charities, open events and welcome visitors to the town.
The Mayor raises awareness and funds for local charities though the Mayor’s Charity Appeal Fund. During his Mayoral year, Councillor Williams will be supporting: • Bournemouth Symphony Orchestra • The Hannah Levy House Trust • Pavilion Dance South-West • The Russell-Cotes Art Gallery & Museum.

Russell-Cotes: new improved galleries coming soon Renovation works are underway at the Russell-Cotes following an award of £132,453 by the Department for Culture, Media and Sport and Wolfson Foundation. This money will support our Art Galleries Skylight Project which will conserve the roof structures over our galleries, letting natural light in through the stained glass and improving environmental conditions. Long term this will enable us to bring you bigger and better exhibitions. To carry out this work, there will be partial closure of certain galleries. The historical house, gift shop, café and other areas will remain open throughout this time. There will also be several exhibitions and events still taking place during the autumn months, including work by the artist William Ranken, and decorative arts from Munich Art Nouveau. The newly improved galleries will be fully up and running from mid-January 2018.

We run the Food Hygiene Rating Scheme in Bournemouth and each business is given their hygiene rating when it is inspected by our food safety officer.
We check how well the business is meeting the law by looking at: • how hygienically the food is handled – how it is prepared, cooked, re-heated, cooled and stored • the condition of the structure of the buildings – the cleanliness, layout, lighting, ventilation and other facilities • how the business manages and records what it does to make sure food is safe.
At the end of the inspection, the business is given one of the six ratings from 0-5. The top rating of ‘5’ means that the business was found to have ‘very good’ hygiene standards. Any business should be able to reach this top rating. Look out for rating stickers on display in the window of food businesses or check ratings online.

Exploring and experiencing all the wonders of Bournemouth’s Stour Valley is now even easier. Kingfisher Barn Visitor Centre have launched a new website featuring news and events, volunteer opportunities and details of their new interactive ‘A-Z of the Stour’ exhibition. Work has just been completed on a larger car park at Granby Road and pathways to accommodate the increase in visitors to the centre. Our ‘Nature Tots’ events (pictured above) every Tuesday morning are extremely popular – a suggested £2 donation includes a cuppa for adults! To support our work, a new leaflet has just been launched highlighting three fabulous walks: the Dragonfly trail, the Butterfly trail and the Pollinator trail. These short, easy, circular walks take you through the Stour Valley pointing out wildlife and plants that feature in this stunning part of Bournemouth. We’re looking for volunteers at Kingfisher Barn and Hengistbury Head Visitor Centres to help with conservation management, visitor-centre welcome guides, events and activities, research and monitoring and wildlife gardening. Heading to the beach this autumn? The summer crowds of visitors may have dispersed but there are still plenty of pleasant beach days to be enjoyed in the coming weeks and months. The surf season in the UK gets underway in the autumn so it’s a great time of year to watch the surfers catching a wave. The beach can also offer you and the family options this October half term – from the amusements at the Pier Arcade to the fun of the treasure island themed play park at Alum Chine.
Whilst you’re heading out for a seafront wander, look out for works taking place to protect, enhance and improve the seafront for future generations to enjoy.
Improving Pier Approach
Transformation of Pier Approach can continue following the announcement by the Coastal Communities Fund to invest £1.9million in our seafront strategy. The next stage of the Pier Approach improvements are set to start in October, completing our major improvement project to this public space, which covers the western side of this landmark site.
Pier Approach has already benefited from a £4million investment programme. The contemporary gateway from the gardens to the seafront now attracts families and visitors to the water play feature and the vibrant atmosphere, whilst at night the area is lit up by colourful low-energy displays.
The final phase of work is expected to be finished in spring 2018. Businesses in the area will be open as usual during the works.

Coastal protection work continues
Our £50million programme of seafront coastal protection work is due to restart in the Southbourne area this October. Six new groynes will be installed. There will be some temporary closures to parts of the beach to provide working space so we can safely operate construction equipment. The promenade will remain accessible at all times. Please keep clear of the beach near the construction works and do read and observe the safety signs around the site.
To minimise seasonal disruption, the beach will fully reopen in April 2018.
Join our beach clean
On Saturday 14 October at 11am, come along to Bournemouth Pier for a community beach clean with a difference. Help create a ‘litter free coast and sea’ and let your creative juices flow at the same time. This is a fantastic, free and family-friendly event taking place as part of Bournemouth Arts by the Sea Festival. Participants will be invited to make litter mini sculptures which we will photograph after the beach clean has finished. There will also be some competitions and educational activities to get involved in. All equipment provided. Please wear sturdy shoes and dress appropriately for the weather. No booking required. Just turn up.

Advice and tips on how to save money on food
Every mouthful matters Many of us are already doing our bit to use up more of the food we buy each week. But are there any tips or tricks to help you reduce your waste just a little bit more? Small changes might not seem like much but over time, they can make a difference - to your pocket, to your community and to the environment. Start by doing everything possible to freeze, gift or cook up your leftovers.
Your freezer can be your hero in the battle against food waste. As well as storage space for your usual frozen foods, make some room for perishable items and freeze them before they go out of date and in the bin. Eggs, cheese, milk, fruit and more can all be frozen under the right conditions. If you have leftovers to cook up but need a bit of inspiration to help you do something creative with seemingly random items, then head to the ‘Love Food Hate Waste’ website. There are hundreds of tasty leftover recipes from the nation’s best chefs and leading celebrity food lovers. What are you waiting for? Gifting food is gaining momentum. OLIO is a free app that connects neighbours with each other and with local businesses so surplus food can be shared, not thrown away. This could be food nearing its sell-by date in local stores, spare home-grown vegetables, bread from your baker, or the groceries in your fridge when you go away. As part of our work with the Bournemouth & Poole Sustainable Food Partnership, we have recently been encouraging local businesses to sign up to OLIO. Why not download the app to your smartphone and look at what is being offered or start sharing your surplus food?
Turning food waste into compost
For all those bits of food leftovers that you can’t use in other ways, your food waste container comes to the rescue. Meat and fish bones, teabags and coffee grounds, fruit and veg peelings and egg shells can all be recycled in your weekly food waste collection service. This food waste gets composted locally in Dorset and generates energy and creates a liquid soil improver.

that’s good for families. It features five carved sculptures, Drovers Pond (a fine picnic spot) and goes through woodland and heathland.

Just a short stroll from Boscombe Pier through the picturesque Boscombe Chine Gardens, you will find Squirrel Café and Mini Golf (formerly the Clock Café). Parking campaign to help keep children safe
PLEA TO PARENTS:
Let’s tackle unsafe and inconsiderate parking
If you’re a parent or resident living by a local school, you will be familiar with the morning and afternoon rush at the school gate. It’s often chaotic, potentially dangerous and is a cause of stress for all concerned. But it doesn’t have to be this way. Anti-social parking is a real problem. Unfortunately, too many people think it is ok to park over residents’ driveways or wait on double yellow lines – even short stays and drop offs are not acceptable.
Tackling illegal parking and reducing congestion around schools can not only improve road safety and air quality, but it also offers opportunities to get our children more physically active, which is crucial to their health. We want to support pupils to walk, scoot, cycle or use public transport wherever possible - it’s known as ‘sustainable travel’ and is good for individuals, communities and the environment. Please help us to improve road safety this academic year, by parking legally and considerately. Where possible children and young people are encouraged to walk, scoot, cycle or catch the bus to school. If you do need to travel by car, let’s all ensure there’s safer parking outside schools. A good way to help ease congestion is to park further away from the school gate and then walk the last part of the journey.
Some schools offer STEPs training to teach children how to walk to and from school safely. Ask your child’s school for details.
Some schools are currently reviewing their Travel Plan – speak to the school and see if you can get involved in the process to reduce car journeys.
Three schools are trialling CCTV enforcement of parking on ‘School Keep Clear’ zig zags. This is resulting in fewer motorists stopping on the zig zags. Unfortunately, a small number are still doing this and will be receiving a Penalty Charge Notice in the post.

Investing in Bournemouth’s school buildings Linwood School’s new building
As another academic year begins, children in Bournemouth are reaping the benefits of the latest round of school building improvements - to temporarily or permanently expand some schools. Behind the scenes we’ve been working with schools to fund, manage and build teaching and learning spaces fit for the increasing number of pupils. Year-on-year building projects have got underway as part of our multi-millionpound investment, which has covered most primary schools in Bournemouth. Projects have come in all shapes and sizes. From refurbishing, remodelling and extending existing buildings to the creation of brand new schools. Councillor Nicola Greene, Cabinet Member for Education and Children’s Services, said: “The Council has carefully planned for the extra school places needed and secured government grants to help fund the cost of school building projects. We continue to work closely with local schools to ensure Bournemouth’s children have not only practical, but imaginative learning environments to help them succeed.” Just two of the most recent projects include St Peter’s Academy and Linwood School.
St Peter’s Academy was formerly a secondary school based over two sites. A primary school was introduced at its Iford campus in 2014. This has involved moving secondary pupils to their Southbourne site, upgrading existing facilities and recently opening the new ‘Brother Bernard Building’. The new accommodation includes a hall, dining area, changing rooms, science laboratories, art studios and 14 classrooms. By 2020, the school will be an all-through academy for children aged four to 19.
Linwood School has a number of campuses and caters for pupils aged three to 19 with special educational needs and disabilities. Work to improve classroom facilities at the school’s Alma Road (Winton) site, has involved demolishing part of the building and replacing it with a new two-storey modular extension containing six classrooms.
Meanwhile, the Education and Skills Funding Agency is progressing the Livingstone project for the Aspirations Multi Academy Trust. This will involve creating a brand new school for students aged four to 19, called Livingstone Academy. They aim to open in central Bournemouth in September 2019. The school will work with the digital industry and the curriculum will be centred on computer science and creative thinking. The vision is to develop young people as creative technologists with the skills to thrive in today’s digital world. The school building programme is part of our work to make sure there are enough school places available for children in Bournemouth. Our focus is now moving from primary to secondary school places With the government’s help, we have invested over £85million in our schools over the past six years. St Peter’s Academy

Especially if their exam grades were lower than expected, they’ve changed their mind about what they want to do, or something has happened to make them reconsider their plans.

Give yourself the best chance of living a longer, healthier life
Is there a secret to ageing well? People are living longer, often reaching a ‘ripe old age’ and becoming nonagenarians (aged 90 to 99) or older. Perhaps this is down to good genes, good luck or could it be good lifestyle choices? In Bournemouth, data tells us that the average life expectancy of a man is 78 whilst it’s 83 for a woman. But it’s not all about numbers. Reaching a good age is only half the story. Quality of life is also crucial – being healthy and independent for as long as possible. A good approach to both attitude and lifestyle could add years to your life. These measures can help you maintain your health and age well: • stop smoking • manage your weight • drink less alcohol • move more and get active.
It’s also important to keep an eye on your health and identify any risks early. An NHS Health Check can help you prevent dementia, stroke and heart disease.
If you are aged 40 to 74, at some point you can expect to receive an invitation in the post for a health check. Everyone who is eligible will receive an invitation every five years. In Bournemouth, your free health check will take place at a local Boots store. Your invitation will provide you with details of how to make an appointment.
The health check is a bit like a ‘midlife MOT’. It takes about 20-30 minutes, where you’ll be asked some simple questions about the health of your family and the lifestyle choices you make that may put your health at risk.
You’ll have your height and weight measured together with your blood pressure and cholesterol checked. Your results will be explained to you, exploring how you can reduce any risks identified in order to stay healthy. You may need further checks with your GP.

What’s it like being a foster family? Our foster mum cares for mother and baby placements
Local mum Lesley and her family have been fostering local children for 12 years. In a bid to help encourage others to come forward and foster, Lesley tells us how she got into fostering and the impact is has had on her children and family. “After the birth of my own children, I felt it would be difficult to go back to work and still give them the time they needed. I had met a really inspirational foster carer and enjoyed being around her and the children she was caring for. That’s how it all began…
We’re in need of more carers
“At first I had all the usual concerns, particularly about how fostering might impact on my own children. I really needn’t have worried. It has been a great experience for them – helping them become the rounded, non-judgemental young people they are today.
“There have been a few difficult times, but when I talk to my children, they always say: ‘Oh just get on with it, mum – that’s who we are… a foster family’. They’ve never asked me to stop doing it. We think around 30 children have now come to live with us for different lengths of time. Some still keep in touch.
“Initially, I started fostering under-fives but as my own children got older so did the children I fostered. I now foster mother and baby placements – helping mums to become more confident parents. Sometimes I have dad and baby placements too.
“My parents and my partner’s parents are really proud of what we do and they’ve been very supportive. To be honest, as with all families, the whole network of supportive family and friends is key to making the most of being a foster carer.
“Fostering really isn’t for everyone, but my advice is, if you think you might like to foster – then just make that first call. You aren’t committing yourself to anything.”

Tips to help our local wildlife
Help the hedgehogs this autumn Hedgehogs are common in parks, gardens and farmland areas, but prefer areas of hedgerow and woodland edges. Hedgehogs also settle in suburban habitats where food is plentiful. In the autumn, hedgehogs are getting ready to hibernate. They will be on the lookout for safe spots to stay until the spring. Unfortunately, the hedgehog population is in decline but if you have a garden there are a few things you can do to help.
If you’re planning a bonfire do check your woodpile before you light your fire, as this is a perfect spot for hedgehogs to hide. And don’t fork over compost heaps in case hedgehogs or other animals have taken up residence. Hedgehogs can travel up to 2km a night, climbing fences and swimming across ponds to get to neighbouring gardens. With many residents totally fencing off their gardens, these little creatures are finding it hard. Leaving a small, postcard-sized hole in your fence will make it easier for them to roam about and find food. Remember that the Hed geh o g f a ct f ile hedgehog is a gardener’s friend, eating all of the slugs in your garden. 1 He
Hedgehogs are nocturnal. If you find a hedgehog out in the daytime it’s probably unwell. Hedgehogs that are obviously sick or injured can be put in a box (wear thick gardening gloves) and provide it with some water and dog or cat food (a nonfish variety). Contrary to popular belief, don’t give the hedgehog milk or bread.

Plan ahead to avoid travel disruption
Improvement works start September at Blackwater Junction
A338 improvements consist of three elements and the first scheme, work on improvements to the Blackwater Junction, start this September. There is often significant queuing at the existing Blackwater Junction on the B3073. At peak times, queuing can extend to cause delays on the A338. The works seek to alleviate traffic congestion in the vicinity of Blackwater Junction, improving journey times and traffic flow. Works at the east junction are programmed for this September and construction of west junction is programmed for 2018.

A proposed new junction for Wessex Fields There are plans for a link road to improve access to the Royal Bournemouth Hospital and a major employment site earmarked for development. Delivered as part of the Dorset Local Enterprise Partnership’s Bournemouth International Growth (BIG) programme, the proposed scheme will enable people to access employment opportunities at Wessex Fields, and provide a second route into the Royal Bournemouth Hospital. The proposed link road and junction will unlock this area of land for development and create over 2,000 new jobs. The plans have been well received by business leaders and the Hospital. Councillor Mike Greene, Cabinet Member responsible for Transport, said; “Wessex Fields is a significant asset in Bournemouth and the area is already earmarked for economic development. However, the existing road networks are congested, inadequate and are acting as a barrier to growth. Through this additional government funding we have an opportunity to transform the transport infrastructure in this part of the town and enable Wessex Fields to reach its full economic potential, creating more jobs for the future.”
In addition to creating new jobs and providing a second access to the hospital, the new link road and junction will also retain existing jobs, reduce congestion on Castle Lane East, improve sustainable travel options and reduce road casualties in the area.
The Bournemouth Marathon Festival takes place in Bournemouth and Poole on Saturday 7 and Sunday 8 October.
To accommodate this popular event, there will be a number of road closures and parking restrictions, particularly in Southbourne, Boscombe, East Cliff and West Cliff, so make sure you check whether you will be affected.

Working together, saving money In the last edition of BH Life we told you about our work with the Borough of Poole to bring together essential support functions, including HR, IT, finance and legal services to create a single corporate services staffing base for the two councils. Work continues towards similar joint services for libraries, tourism and seafront operations. Now, both councils have agreed to look at all services being delivered by a joint staff structure. The partnership would be amongst the first of its kind nationally involving two unitary councils. It would see both councils served by a single, integrated team delivering services to more than 340,000 residents, 10,000 businesses and over eight million visitors across Bournemouth and Poole.
Importantly, both councils would retain their own sovereignty, identity and democratic processes under the proposals. Each council would also continue to set its own priorities and budget. Councillor John Beesley, Bournemouth Council Leader, said: “Through an extended period of budget constraints,
