Thoughts are turning to the New Year and 2019 will be a key milestone in the journey to reorganise local government. The Bournemouth, Christchurch and Poole Council will be formed on 1 April and lots of work is underway to ensure the smooth transfer of services.

Bournemouth’s Cabinet has recently given the go ahead to fund a series of renovation projects at the BIC, meaning a total investment of around £25 million. The BIC is a valuable asset, owned by the Council and operated by BH Live. This investment will help Bournemouth to be successful in competing against other towns and cities, safeguarding our area’s position in the premier league of conference destinations. Further details will be featured in a future edition of the magazine.

News in brief Creative outdoor work areas, modern street furniture, trees, plants and artistic features will form part of the improved public spaces for those who work, live, study and visit the area. Councillor Philip Broadhead, Cabinet Member for the Lansdowne Vision, said: “With the huge amount of external investment already underway at Lansdowne, our plans for the urban realm will ensure the area meets the future expectations of investors, businesses and generations to come.”
Bournemouth’s thriving creative quarter set to be transformed

Bournemouth University, Bournemouth & Poole College, local entrepreneurs, independent businesses and digital leaders are helping us to deliver the plans.”
Plans to create a dynamic and vibrant street scene around the Lansdowne and Holdenhurst Road, are being backed by local businesses and key investors in the town.

New planning application for Wessex Fields
Plans for a new link road and junction directly connecting the A338 with the Wessex Fields business park are still being progressed, with a new planning application submitted in October. The new planning application has taken on board additional information and addresses feedback raised during the original application, including: • re-aligning the spine road to address concerns about the impact on nearby properties • retaining Cob Barn • new walking and cycling routes connecting Wessex Fields to the Stour Valley Way • new pedestrian and cycle links
between Deansleigh Road and Riverside Avenue • a new Nature Reserve with improved access to the greenbelt • retaining all veteran trees • flooding, air quality and street lighting considerations. The scheme has the potential to create around 2,000 new jobs at Wessex Fields business park, safeguard the existing 10,000 jobs in the area, as well as provide a much needed second access to the Royal Bournemouth Hospital site. Bournemouth achieves ‘gold’ It was a golden night for Bournemouth at the Britain in Bloom 2018 Awards held in Belfast recently. The town has been praised once again for its horticultural excellence and achieved a gold standard in the category for ‘Coastal Town with a population over 12,000’ (ceremony pictured above). In addition, the town has won thirty awards at the South and South East of England in Bloom awards. Meanwhile
amateur and professional gardeners were also celebrated at this year’s Bournemouth in Bloom awards ceremony. Bournemouth in Bloom is a voluntary group which encourages local residents to take care of, and have pride in, their community. Beale Place set for revamp We will be creating a new public space for people to enjoy and to support events at Beale Place. The plans include new landscaping, modern seating, plants and trees, as well as creative design in the new surfacing celebrating Bournemouth’s literary history.
Councillor John Beesley, Leader of the Council, said: “These improvements will replace the current street layout and offer people a place to take time out and relax when visiting this part of the town centre.” Works will get underway in the new year and are expected to take around five months. Beale Place will remain open during the works and access to shops, cafes, banks and other properties will be maintained throughout.

Residential properties with five or more people (two or more unrelated) sharing washing or cooking facilities are now required to have a licence from our ‘Private Sector Housing’ team.

What opportunities does local government reorganisation bring?
As 1 April 2019 moves closer, work continues to ensure a safe transition to the new Bournemouth, Christchurch and Poole (BCP) Council. Our priority is to maintain current service levels with minimal changes for everyone. Of course, some changes will be necessary and our services may need to contact you with specific details. We will continue to keep you updated through BH Life, so look out for more information in the spring edition delivered to homes in March.
“Local government reorganisation will bring a range of benefits, particularly the opportunity to offer a more co-ordinated approach to services across the whole area. “The new council will also allow us to work with government on a much bigger scale than we have previously been able to. We can provide a strategic planning framework and services to an area that has regional and national importance.”
Tell us a bit about yourself “I enjoy keeping fit, so as I get to know the local area I will be finding a new hockey club and a new tennis club. I am also keen to get involved in local nature conservation and am particularly excited about the project to reintroduce ospreys into Poole Harbour. It is a delight to see these magnificent birds recolonising.”
On 17 October, the BCP Shadow Authority appointed the first Chief Executive of the new BCP Council. Graham Farrant is currently Chief Executive at HM Land Registry and Chief Land Registrar. Here he tells us a little bit more about himself:
Why did you apply for this role? “Creating a new unitary council which can provide much-needed public services across our three towns is the most exciting and interesting job in local government at the moment.”
What excites you most about the post? “The challenges of bringing together three large and complex organisations while setting out a comprehensive strategy for maintaining the local economy and enabling growth. We must work with a wide range of partners to ensure we continue to deliver high quality services to our residents.

Roads and travel
A338 / Blackwater improvements As part of the government’s Local Growth Fund for the Bournemouth International Growth Programme, £45.2 million is funding a series of transport and infrastructure investments.
Thank you for your patience during these works. Please continue to plan ahead, leave extra time for your journeys and, if possible, stagger your journey times. During off-peak hours the road has lighter traffic, meaning only minor delays or none at all.
Major improvements are underway on the A338 and at Blackwater Junction. The southbound slip road onto the A338 at Blackwater Junction is being extended with a third lane being added to the stretch of road towards Cooper Dean. These works are set to continue until June 2019.

Safety cameras have been operating during off-peak hours to support the speed limit. In just a four-hour period on one day in October, police detected 190 vehicles exceeding the 40mph temporary speed limit. The fastest vehicle was travelling at 76mph in the 40mph zone. Please observe the speed limit signs and keep your speed in check.
Part of this work has involved a complex project to join the two bridges that carry the A338 over the River Stour, using 17 large precast concrete sections, which were craned in overnight. This and other works have involved overnight closures for safety. During these improvements it has been necessary to have one lane southbound and two narrowed lanes northbound. The northbound restrictions have now been removed. For the safety of road users and the workforce, there is a temporary speed limit of 40mph on the southbound road. This remains in place southbound until 22 December.

There will be a return to four lanes over Christmas and New Year to relieve congestion, (from around 10 December to 5 January). Work re-starts from 6 January with one lane southbound and a 40mph limit in force.

Your guide to Christmas and New Year waste collections Your rubbish, recycling and food waste collections will change over the festive period.

Christmas trees
There will be no rubbish, food or recycling bin collections on Christmas Day, Boxing Day or New Year’s Day. Catch-up collections will instead run from Saturday 22 December to Saturday 5 January (see table below). Extra rubbish can be taken to Millhams Community Recycling Centre in Longham or Christchurch Recycling Centre in Wilverley Road. Both sites are closed Christmas Day, Boxing Day and New Year’s Day. Extra recycling will be collected if you place it next to your recycling bin in a cardboard box. Or you can

Protecting rough sleepers during severe weather We work all year round to reduce rough sleeping in Bournemouth, by working with people to address their needs and assisting them off the streets into safe and sustainable accommodation. Rough sleeping at any time of year is dangerous and the winter brings additional risks, particularly when the weather is severe. We keep a close eye on the weather forecast and when severe weather is predicted, additional help is offered to protect people who are sleeping rough from these increased risks.
Unfortunately, not all people sleeping out take up the offer of shelter, but the teams work in partnership with a range of services to encourage those people to ‘come in’ and address any continuing concerns for safety or welfare.
The ‘Severe Weather Emergency Protocol’ or SWEP for short, is introduced when conditions can threaten the safety and wellbeing of rough sleepers. When SWEP is activated, the Bournemouth and Poole Rough Sleeper Team, delivered by St Mungo’s, work tirelessly to offer shelter to every person sleeping rough in Bournemouth and Poole, assisting them to access overnight shelter out of the cold.

Showcasing Bournemouth’s great neighbourhoods Tell us about a street, community group, activity or business that makes your neighbourhood special. We want to discover more about what makes your community a great place to live, so we can celebrate the good ideas and inspire others around Bournemouth to do the same.

New community lottery coming soon
The lottery is operated by an external lottery manager with experience in running other successful schemes. Councillor Jane Kelly, Cabinet Member for Regeneration and Public Health, said: “A local lottery enables us to generate much needed income for local charities and the voluntary sector. It also offers an easy way for residents to support good causes, as lottery players can choose the organisations they wish to support.”
BH Coastal Lottery will soon be our weekly online lottery, created to support good causes that benefit Bournemouth communities. Tickets will cost £1 a week with prizes of up to £25,000. 60% of ticket sales will go directly to local groups and 20% for prizes, the remaining 20% covers the costs of running the lottery.

Broken or faulty boilers can be repaired or replaced free within 10 days! The Emergency Central Heating Offer (ECHO) is for owner-occupiers on a low income, receiving certain benefits or with certain health conditions. Other eligibility includes living in certain postcodes in Boscombe, West Howe or in a park home.

A complete gas central heating system can be installed free of charge if your property does not have one, and is reliant on expensive electricity or coal. All tenures (owner-occupiers, privately renting or social housing tenants) can apply. This offer is available to residents on a low income, receiving certain benefits or with certain health conditions.

Supporting adults with learning disabilities
Across Bournemouth and Poole, around £26 million is spent each year on council services to support adults with a learning disability. Did you know that the population of people living across Bournemouth and Poole with a learning disability, and aged 18-64, is estimated to be over 6,700? This includes people with a mild, moderate or severe learning disability. Many adults live independent lives and do not require specialist health and social care support. For those that do, we provide a combination of care and practical support to help. Our Learning Disability Teams include social workers, community nurses and occupational therapists. We’ve recently launched our ‘Big Plan 2018 - 2021’, setting out how councils and health organisations will work together to provide services to adults with a learning disability. Our plan identifies some of the key aspects that are important to people, such as having choices, keeping safe, staying healthy and having a good life.

Littledown play park improvements underway

Are you ready yet-i for a winter reading challenge? The Winter Mini Challenge encourages children to keep reading through these cold, winter holidays and this year’s challenge is snow much fun!
New play equipment is being installed at Littledown play park. The playground is designed for children aged three to seven and new equipment will include junior and toddler multi-play units (pictured) a carousel, see-saw and swings. Existing seating will be refurbished, plus new seating included.
Children just need to read three books between now and Friday 11 January to complete the challenge. Rate and review the books on the Reading Agency’s website while the challenge is on. Your children will unlock a limited edition virtual badge for their profile and will receive a special certificate that they can print out and keep.
The play park is located within the 47 acres of parkland next to Littledown Centre, which is operated by BH Live. Council funding of £100,000 is being invested in the improvements and these are being managed by our parks team. Works started in November and the play park remains closed until the improvements are finished – depending on the weather, this is expected to be in early 2019.

Get gardening in 2019 The Garden Waste Scheme for this year is coming to an end (last collection date is 14 December). We estimate over 4,000 tonnes of garden waste was collected and composted in 2018 – thank you to everyone who took part in the scheme.

If you want to receive collections in 2019, you can register now and pay securely via our website. We have held the 2018 annual collection fee, meaning one bin is £43, two bins are £60 or three bins are £80. The 2019 service will run fortnightly for 10 months from 11 February to 13 December 2019. If you want your garden waste collected from February, you must register with us by 11 January 2019.
Vegetable based events and activities are taking place all over Boscombe to encourage people to get growing, eating and enjoying vegetables. We’re working with the Sustainable Food City Partnership to help get everyone eating better through our new Veg Power campaign. As part of this work, we will put raised beds on the high street and have new growing spaces for people to grow ‘free to take’ veg. We are also providing cookery demonstrations and workshops. Finally, the campaign will help to reduce waste and redistribute surplus food by promoting Boscombe’s new community fridge, located in the library.
