Building a Better Bournemouth and beyond

The starting date for BCP Council is just around the corner on 1 April. Councillors and council officers have worked hard to make this significant change to local government happen. Bournemouth Council welcomes this opportunity to protect services and boost the wider area of Bournemouth, Christchurch and Poole. Now is also a good time, in the last edition of BH Life magazine, to reflect on all that has been achieved in Bournemouth and review the progress that has been made in the town and to council services (see page 8). In the meantime, major Bournemouth projects and developments continue. These include planning approval for the Winter Gardens development (page 4), improvements to Beale Place in the town centre (page 12) and new community initiatives in the form of BH Coastal Lottery, which is providing vital funds for Bournemouth’s good causes (page 18). The Council’s achievements have only been possible by working with others. Local councils, partner agencies, businesses, charities, community groups and dedicated volunteers have all come together to deliver outstanding results for the town. Our Building a Better Bournemouth legacy enables optimism for the future with so very much investment by businesses and public institutions having already taken place.

Iconic £150 million scheme receives planning permission The Winter Gardens scheme will combine new homes, leisure and social spaces where people will want to live, work and socialise. Proposals include: • • • • •

Eddie Howe receives New: evening and weekend Freedom of the Borough annual parking permits We’ve introduced annual evening and weekend parking permits for Bournemouth car parks. The new permits are easy to apply for online and are ‘virtual’, making the process of parking even simpler.

AFC Bournemouth Manager Eddie Howe has been awarded Honorary Freeman of the Borough - the highest award that the Council can bestow. Eddie becomes only the 28th person to receive the honour, awarded to local people who have undertaken exceptional and widely-recognised services to the Borough.

Permits can be shared between two vehicles, however, only one vehicle at a time can use it. Permit holders need to select online the vehicle they are using each time they wish to park. Councillor Mike Greene, Cabinet Member for Transport, Cleansing and Waste, said: “These new virtual permits will benefit a variety of people including residents, those who work nights or in the evenings and those who visit the area regularly. Straightforward to use, permit holders can register two vehicles and will never need to remember to carry a physical permit again.”

Councillor John Beesley, Leader of the Council, said, “There is an eternal fondness and admiration that the people of Bournemouth have for Eddie that the Council wishes to recognise.” Eddie said, “This is an award not only for me but for the board of directors, the staff, the players and the supporters, and I would like to thank the Council for thinking of the club.” Eddie received the honour at a Special Council meeting on 5 March and this was the last ever decision made by Bournemouth Council.

Theses permits are valid Monday to Friday between 5pm and 8am, plus all-day Saturday and Sunday. They are valid in a group of town centre outer area car parks and individual permits for selected local car parks in Westbourne, Winton, Boscombe and Southbourne. Find out more online. Bournemouth Pavilion enters its ninetieth year

Bournemouth Pavilion, the town’s Grade II listed theatre, ballroom and cultural venue, is celebrating its ninetieth anniversary. The Pavilion opened on Tuesday 19 March 1929. The much-loved venue has a 1,500seat theatre, a full-sized ballroom and hosts a diverse programme of events including musicals, opera, ballet, pantomime, comedy, gala dinners and more. Exciting plans to restore some of the original features and launch new ones are set to be announced soon. These will

A planning application for Smugglers’ Cove Adventure Golf at the Waterfront area (Pier Approach) has been approved.

Did you know 96 adults across Bournemouth and Poole benefit from living with a Shared Lives carer? Our ‘Shared Lives’ service offers help to those aged 18 and over who have a learning disability, mental health concern, a physical disability or are an older person needing care and support. Councillor Blair Crawford, Cabinet Member for Adult Social Care, said: “This is a unique and valuable form of care which enables vulnerable adults to live in a home environment with the benefit of living with a Shared Lives carer who is there to help meet their needs.” Shared Lives carers receive full training, ongoing support and payment for the people they care for. Placements can be long-term, short-term, respite or provided on a day support basis. Carers will be carefully matched with the adult to ensure the placement best suits everyone involved. Pier Approach

The 18-hole course will be based on Bournemouth’s swash buckling history. The attraction will feature natural planting and a roaring waterfall cascading in the centre of the course. Recycled groyne timbers from the beach will also be used to provide an authentic, natural feel. Councillor Pat Oakley, Cabinet Member for Tourism, Leisure and The Arts said: “Currently, the Waterfront space functions as an event area with mixed success. This project aims to deliver a high-quality family attraction for Bournemouth’s visitors and our residents. With the inclusion of Bournemouth’s smuggling history, we are able to combine one of the more colourful aspects of our local heritage with a real top-quality family fun attraction.” The attraction is set to open in the summer. Beryl bikes are on their way Beryl has been announced as the preferred operator to deliver an innovative bike share scheme across Bournemouth and Poole, set to be launched this spring/summer. The distinctive green bikes will soon be available for instant hire via the Beryl App. The App tracks a bike’s GPS location, allowing users to easily access and unlock it simply using a smartphone. Initially, 50 brand new bikes will be available at key destinations including rail and bus stations, town centre shopping areas and tourist attractions. Councillor Mike Greene, Cabinet Member for Transport, said: “I am delighted that we are partnering with Beryl to deliver an innovative bike share solution for our conurbation. The scheme will be a convenient, flexible and affordable option for both residents and visitors to our area.”

There is no initial or ongoing cost to the councils. Beryl will be responsible for supplying the bikes plus management and maintenance of the service.

A338 / Blackwater improvements

Major transport boost for the South East Dorset city region

The A338 / Blackwater junction improvements are moving into their next phase this spring. Phase 3 works involve a two-lane contra flow northbound from Cooper Dean roundabout to Blackwater junction to enable further strengthening works on the bridge piers and vehicle restraints. This phase is due to finish in June.

The government recently announced that the Bournemouth, Poole and South East Dorset area is to be one of twelve city regions set to receive a share of £1.28 billion as part of the Department for Transport’s £2.5 billion Transforming Cities Fund.

A338 / Wessex Fields link road update Planning Board has voted to support the recommendation to grant planning permission for a new link road and junction directly connecting the A338 with the Wessex Fields Business Park and Royal Bournemouth Hospital.

The scale of investment will enable a step change in tackling congestion locally, including providing high speed bus corridors and major new cycling routes. Councillor John Beesley, Leader of the Council, said: “The modern transport system we hope to develop will reflect the ambitions of the new BCP Council, ensuring that we can create and accommodate new jobs and bring forward housing in a sustainable manner.” The South East Dorset area will receive an initial £50,000 from the government to work up more detailed plans for presentation to an investment panel, which will decide on the final allocation of funding across the 12 selected city regions.

At the time of going to print, this was subject to the outcome of the Secretary of State’s decision on whether the matter should be ‘called in’.

Bournemouth’s achievements

‘Building a Better Bournemouth’ Before the start of the new BCP Council, we’re taking the opportunity to reflect on our progress towards Building a Better Bournemouth for all those who live, work and visit our town. We have faced unprecedented challenges, not least to protect and deliver high quality council services as Bournemouth’s funding has continued to reduce drastically. Despite this, we have worked closely with our partners to develop an exciting and ambitious vision for the area’s future.

Here are just some of our achievements: •

Protected and enhanced the seafront – including regeneration at Boscombe in 2009, demolition of the privately developed Imax building in 2013 and completion of the Pier Approach improvements in 2018.

•

Opened new community facilities such as The Kinson Hub in 2010 - home to a library, housing office and children’s centre, the Bournemouth Velodrome at Slades Farm in 2011 and the Hengistbury Head Visitor Centre in 2014.

•

Made the Stour Valley Trail along the River Stour more accessible for wheelchair users, cyclists and pedestrians. Introduced sustainable travel improvements to Bournemouth Station, Horseshoe Common, Boscombe town centre and Castle Lane West.

•

Worked with academies and invested nearly £115 million since 2017 in primary and secondary school buildings to create additional school places and provide children with high quality learning.

•

Set up Tricuro in 2015 to provide short and long-term high-quality care and support to adults, their carers and families.

•

Set up Aspire Adoption with other local councils and partners in 2017 – this was one of the first regional adoption agencies in the country.

•

Have become even more efficient including through the sharing of services, such as HR, Finance and IT. In total, cumulative savings of £540 million have been made since 2007 against a target of £326 million by 2020.

•

Delivered a programme of free festivals enjoyed by residents and visitors, including the Bournemouth Air Festival, Christmas Tree Wonderland, Summer Live and Arts by the Sea.

•

Established the Bournemouth Development Company, a publicprivate partnership with Morgan Sindall, to deliver our Town Centre Vision through the development of council-owned land. Bringing housing, lasting economic and social regeneration to the town.

Councillor John Beesley, Leader of the Council, said: “When I look back on the past decade, it seems remarkable that so much has been achieved by Bournemouth Council, especially given the constant pressure on finances and the increasing demand for public services. We are indeed fortunate to have found ourselves working with so many talented and dedicated people and I hope this will act as a catalyst for enhancing the ambition of the new BCP Council.”

Is it time for a spring clean?

FACT Millhams has been undergoing its own tidy up during the autumn with essential improvements being made to the site. A full drainage system was installed to comply with Environment Agency standards and prevent the site and nearby road from flooding. At the same time better signage and road layouts were installed to make it easier to navigate and improve user safety.

It’s that time of year when many of us have a good clear out - around the house, in cupboards, sheds, garages and gardens - to get rid of items that are no longer needed.

Councillor John Beesley, Leader of the Council, said:

Residents continue to do an amazing job of reducing, re-using and recycling their waste. Thanks to these efforts, in 2017/18 89% of Bournemouth’s waste was diverted away from landfill

Don’t forget, if you have extra waste this spring it can be taken to Millhams Community Recycling Centre. Millhams is open seven days a week from 9am to 4pm (October to March) and 9am to 5pm (April to September). Items that can be taken to Millhams include: • large household items such as fridges, computers, televisions, mattresses and furniture • garden waste • all kinds of wood and metal items • household paints, garden pesticides and chemicals - these must be clearly identifiable • car batteries, household batteries and oil • light bulbs and fluorescent tubes • textiles such as clothes, shoes and linen • books, CDs and DVDs • excess recycling - paper, cardboard, cans, glass and plastic bottles • excess household refuse

Get gardening and sign up to our garden waste service

There’s a charge to dispose of some non-household waste at Millhams, including tyres, rubble and soil, plasterboard, asbestos and gas bottles.

You can also drop off good quality items at Millhams. These are sent on to the ‘new to you’ reuse shop in Poole. You can visit the ‘new to you’ shop most Saturdays from 9am to 1pm to view and buy second hand items for the home (Albany Business Park, Cabot Lane, Poole).

Registrations for the garden waste collection service remain open all year round. The scheme runs until December and collections take place every two weeks. The service costs £43 for one bin and you can find out more and sign up online.

Beale Place is being revitalised

“I am looking forward to seeing the difference these works will make for everybody using this busy part of Bournemouth.”

Shoppers and visitors at Beale Place are set to enjoy a more vibrant and welcoming experience now that work is underway to revitalise the area. Work started in late January to replace the current street layout with new landscaping and paving, modern seating and planting, as well as public art celebrating Bournemouth’s literary history. Councillor John Beesley, Leader of the Council, said: “These improvements will completely revitalise this key town centre location making it a new place for people to enjoy, and for events to take place. Council officers are working closely with local businesses to ensure access to shops, cafes and properties is maintained.

The developments are being supported by business leaders in the town. Paul Kinvig, from Bournemouth Town Centre BID, said: “It’s great news that this much talked about development has started, connecting the upper and lower parts of Old Christchurch Road. The resulting space will be a great place for visitors and shoppers to enjoy and be an added attraction for events and performances.” Works are being completed in phases to enable Beale Place to remain open. Access to shops, cafes, banks and other properties will be maintained throughout. Works are expected to be finished in June.

Bournemouth Bay Run, 7 April Supported by the British Heart Foundation, the Health-on-Line Bournemouth Bay Run is set to welcome more than 4,500 runners to the resort to participate in the popular half marathon, 10k, 5k or 1k family fun run.

Bowling greens can be found all around Bournemouth and they are run by dedicated local bowling clubs. The season starts in spring and many of the clubs hold open days and taster sessions to invite new players to try the game. The bowls clubs are a friendly bunch so if you’re looking to find a new activity, meet more friends and support local facilities then look no further. DID YOU KNOW? You can volunteer at your local library. We welcome volunteers to help with a number of library tasks including: housebound rounds, helping with children’s activities and even gardening!

Don’t forget that our team at King’s Park Nursery are all gardening experts and enthusiasts. There’s a mixture of volunteer supporters and horticultural staff who are keen to pass on tips and help with garden design ideas. You can buy high quality plants from the nursery including hanging baskets, seasonal bedding, tropical plants, herbs and shrubs.

Bournemouth’s Fringe Festival Returns in May Discover your artistic neighbourhood this spring. From Saturday 4 May to Sunday 12 May Bournemouth’s largest independent arts and cultural festival, B. E. A. F. (Bournemouth Emerging Arts Fringe), will provide plenty of opportunity to explore creative projects on your doorstep.

The nursery is opening on Thursday 28 March – just before Mother’s Day. Public opening hours are Wednesday to Sunday 10am to 4pm until the end of October, plus they are open on Bank Holiday Mondays.

New council

BCP Council – coming soon From April, the councils currently serving Bournemouth, Christchurch and Poole will be replaced by one new council responsible for all local government services for the area. We will be known as BCP Council. We’ve been working hard to make this significant change to local government happen. Our focus is to achieve a safe and smooth transfer of services to BCP Council, so that on day one - 1 April, you notice as little difference as possible. This means our priority is to ensure all legal, constitutional and financial requirements are met and your services continue to be provided as normal.

What does this mean for you? This is a big change for us but please don’t worry as you shouldn’t notice any major changes to your council services. Your bins will be collected as usual, you’ll still be able to visit the library and we’ll continue to maintain roads, public spaces and more. Services are operating just as they were before, unless we advise you otherwise. If we do need you to do anything differently, our services will contact you directly about any changes. You will also continue to pay for your services in the usual way. If you pay your Council Tax by Direct Debit, this will be automatically taken care of. This will appear as BCP Council on your bank statement, as will any other payments you make to or receive from the council.

You will recognise BCP Council by this logo. A logo helps ensure we are visible and accountable to you, our residents and customers. We are being extremely costconscious about how this change is introduced, so you will still see some old council logos for some time yet. If you are worried that any council staff visiting you or any communication sent to you is not genuine, please contact us to check the details.

Why is the change happening and what are the benefits? One council will provide greater opportunities for business, growth and prosperity across our area. BCP Council can more easily plan and bid for extra funding for things like housing, roads and schools. Plus, this change will: • save money • protect services (such as social care, road maintenance, parks, libraries and more) • help to eliminate duplication and waste • result in fewer councillors • mean less management and back-office staff are needed.

Councillors and local democracy The Bournemouth, Christchurch and Poole area will be made up of 33 wards with 76 elected councillors to represent residents. Elections to the BCP Council take place on 2 May. Your vote is your way of influencing who runs the new council. If you’re registered to vote, you will be sent a polling card before the election - look out for details of your polling station as this may have changed. If you have not already

Council Tax and spending plans The 2019/20 budget for local services in Bournemouth, Christchurch and Poole was approved by councillors at the BCP Shadow Authority on 21 February. Local services are funded by a combination of business rates, Council Tax, service fees and charges, plus other income. If you haven’t already received your Council Tax bill, it will be arriving shortly. Your bill will detail your Council Tax payment options. What happens after day one? Day one is just the first day of the new council. Once it exists as a single organisation, more work will take place to reduce inefficiencies, eliminate duplication, become more efficient and raise our game and ambition for the whole BCP Council area.

Introducing Bournemouth’s new lottery scheme Have you heard of BH Coastal Lottery? It’s our new weekly lottery that raises money for local charities, voluntary organisations and other good causes in Bournemouth. Councillor Jane Kelly, Cabinet Member for Regeneration said: “We are really excited about the BH Coastal Lottery and how it will benefit local causes. We initiated the lottery as we recognise that as pressures on budgets continue to increase, we need to support our local charitable and voluntary groups. All good causes supported by the lottery will benefit Bournemouth and its residents. The BH Coastal Lottery will attract supporters who are looking to help our local causes with the incentive of winning prizes, including the jackpot of £25,000.”

How the lottery works 60% of ticket sales will go directly to local groups and 20% for prizes, the remaining 20% covers the costs of running the lottery. The lottery is operated by an external lottery manager with experience in running other successful schemes.

How much does it cost and what are the prizes?

In Bournemouth we recognise the importance of providing, and encouraging, good quality housing for local people to rent and buy.

Private rented sector In Bournemouth, around one in three properties are rented privately. We work with landlords to raise standards across these homes. We have a ‘targeted inspection programme’, known as Operation Galaxy, working in areas of concern to ensure suitable housing conditions are met. Action is taken against rogue landlords and work takes place to reduce anti-social behaviour and identify vulnerable people in need of support. We also have responsibility for licensing shared homes, known as houses in multiple occupation (HMOs) of which there are many in Bournemouth.

We manage over 5,000 council homes, are making more affordable properties available, deliver services alongside partners to tackle homelessness and work with private landlords to improve housing standards.

Managing and building quality homes With 4,000 households on the housing register and in need of an affordable home, our new-build programme of council housing and other schemes are helping to meet this demand. Since 2010 we have delivered 226 additional affordable homes in areas including West Howe, Boscombe, Townsend and elsewhere in the borough. Shared-ownership is a popular low-cost homeownership option. Last year 11 families moved into Boscombe’s Cherries Court, a part council-funded shared ownership scheme. There are other affordable housing schemes in the pipeline, including a large mixed housing development in Westbourne made up of private rented, council homes and shared-ownership.

Our Housing Options service advises and assists thousands of households every year who come to us seeking help. And our free additional Housing Early Prevention Service, has helped more than 180 Bournemouth and Poole households to avoid eviction. This service will run through into next year.

Rough sleeping and homelessness We continue to invest significant funding for the purchase of existing properties on the market, all of which are housing people who come to us as homeless and would otherwise have been placed in bed and breakfast accommodation. We’ve accommodated over 250 people so far, half of which are children. We fund a joint ‘Bournemouth and Poole Rough Sleeper Team’ and provide housing and support options to prevent rough sleeping. This team helps around 10 rough sleepers into accommodation every month. We also fund support and care alongside accommodation which helps vulnerable people with specialised and often complex needs live as independently as possible.

Councillor Robert Lawton, Cabinet Member for Housing, said: “Housing is a key priority for the Council and we are committed to the delivery of real housing solutions. This means providing housing of all tenures, including enabling local residents to gain a foothold on the property ladder.

HELPING THE NEEDY IN BOURNEMOUTH

Last month we fed 1200 people... 500 cups of tea, 1200 sandwiches, 1200 cups of soup, 1200 hot meals. Hope for Food is a local charity based in Bournemouth set up and run entirely by Volunteers. We need your help so please get in touch if you would want to help.
