Budgets and big decisions With the continued withdrawal of government funding, Bournemouth is facing unprecedented financial pressures. In February, after months of detailed work to finalise plans for 2017/18, councillors agreed the budget and the level of Council Tax for the next year.

This very challenging financial situation means we have to consider how best to continue to deliver front line services, for example waste collection, in the most effective ways. See page 28 for further information about council finances and page 15 for details of waste collection changes and improvements to the food waste service. Other significant decisions include deciding the future of local government in Dorset. Recommendations to the government have now been submitted to create two new councils – one for the urban conurbation of Bournemouth, Poole and Christchurch and the other covering the remaining rural areas of Dorset. You can read more about this on page 8. Despite the challenges we face, you know that we remain committed to delivering the best possible outcomes for Bournemouth and its residents by continuing with our overarching ambition of ‘Building a Better Bournemouth’.

Town centre homes plan approved Forty-six homes are to be built in the heart of Bournemouth following approval of a £12.5 million housing proposal aimed at first-time buyers, young professionals, downsizers and families.

The St Stephen’s Road scheme, involving two multi-storey blocks with a mix of one, two and three-bedroom flats, has secured planning permission.

The site, earmarked for residential use for several years, has been brought forward for rejuvenation by the Bournemouth Development Company, our town centre regeneration partnership with Morgan Sindall Investments.

Councillor John Beesley, Leader of the Council, said: “We have a policy requirement to provide between 1,500 and 2,000 new homes within the town centre area before 2026. The St Stephen’s Road development will help towards meeting that target. “By offering a choice of high-quality homes, we can continue to support the vitality and vibrancy of the town centre. This scheme promises to stimulate further investment, increase footfall and retail spend, and create jobs during construction.”

One of the buildings will contain 28 flats while the other block will have 18. There will be 36 parking spaces, a motorcycle space and 52 bike spaces for residents and visitors. Work is due to start in the autumn and is expected to take 18 months to complete.

Have your say on Selective Licensing proposals

A public consultation is gathering views on a proposed scheme to licence all privately rented properties in Boscombe and the surrounding areas.

The introduction of a Selective Licensing scheme is being explored as an option to help reduce anti-social behaviour and improve private rented housing standards in a designated area, which includes Boscombe, East Cliff and Springbourne.

Councillor Robert Lawton, Cabinet Member for Housing, said: “Reducing levels of anti-social behaviour and improving housing standards is a high priority for the Council and forms part of the housing regeneration work taking place in the area. We believe that a Selective Licensing scheme may be an effective way of tackling these priorities and we are keen to understand the views of residents across the borough, landlords and other stakeholders.”

A new Coroner for Dorset

Rachael Griffin has become the new senior Coroner for the area, following the retirement of Sheriff Payne. Whilst Rachael is based in Bournemouth she acts as Coroner for the whole county representing Bournemouth, Poole, and Dorset councils.

A partnership project to improve the public health and wellbeing facilities at Stokewood Leisure Centre is progressing and is due to open to the public this spring/summer.

We are working with BH Live to significantly improve the overall customer experience and encourage local people to get active, especially young people and those living with health conditions. A larger gym will create more space for new equipment and QUAD functional fitness zones. This will mean a broader, and even more exciting, range of activities. The new space will also benefit from environmentally friendly (LED) lighting, insulation and climate control. Natural daylight will improve ambience. Original features to be retained include a stained glass window and grand central staircase.

A Coroner is an independent judicial officer with responsibility for investigating Rachael Griffin violent or unnatural deaths, and deaths where the cause is unknown, or where the death occurs in prison or police custody.

Councillor David Smith, Cabinet Member for Planning & Environment, said: “I would like to take this opportunity to extend our gratitude and thanks to Sheriff for his 16 years of dedicated service to Dorset, and simultaneously extend a warm welcome to Rachael who joined us in February.”

Rachael previously held the position of Assistant Coroner in Manchester West. We asked her why she chose this career path. She said: “I studied medical elective law at university and if I hadn’t been a lawyer I might have been a doctor. This profession is the perfect combination of both medical and legal interests. Co-working at The Old School House The Old School House Boscombe is a social enterprise, operating a Grade II listed building as flexible co-working and meeting space. It is adding to the cultural life of Boscombe and enabling job creation and stimulating regeneration.

Refurbished with funds from the Bournemouth 2026 Trust, as well as council and European funding, listed elements of the former school building have been restored and the building is already buzzing with the presence of small businesses using its facilities. Russell-Cotes works with LGBT+ community on new exhibition The new Russell-Cotes exhibition is being co-curated by the local LGBT+ community as a commemoration of the 50-year anniversary of the partial decriminalisation of homosexuality.

The exhibition will feature highlights of the museum’s collection, which have been selected in conjunction with the rainbow flag. Each colour of the rainbow flag has a separate meaning, for example red means life. The curation team have selected the objects and paintings according to these themes.

Proposal put forward to Secretary of State

A brand new Council for Bournemouth, Poole and Christchurch? The majority of Dorset’s nine councils have supported the public mood and backed a change to local government structures. Bournemouth has joined Poole, Dorset County, North Dorset, West Dorset and Weymouth & Portland councils to ask the government to replace Dorset’s nine councils with two brand new ones. Secretary of State, Sajid Javid, has been asked to create these new unitary authorities based on the following existing council areas: • The urban Dorset area: Bournemouth, Poole and Christchurch (including delivering the services currently provided by Dorset County Council in Christchurch). • The rural Dorset area: East Dorset, North Dorset, Purbeck, West Dorset, Weymouth and Portland (including the services currently provided by Dorset County Council in this area).

If approved, this plan will not just save millions of pounds for reinvestment in public services, but will give both areas a much higher profile nationally. This will mean a greater likelihood of access to government money for things like roads, education and housing.

Councillor John Beesley, Leader of Bournemouth Council, said: “I am passionate about Bournemouth’s future, committed to doing the right thing for residents of this town and the whole county. This plan will protect services and raise Dorset’s profile, whilst helping to grow the economy and generate prosperity in the longer term.”

If the Secretary of State agrees the proposals, change will then need to be approved by Parliament during 2017/18. A decision-making body would be appointed to determine the structure, budget and service delivery for the new council. For urban Dorset, this would be made up of councillors from the existing Bournemouth, Poole and Christchurch councils. The new council would ‘go live’ in April 2019, with full elections in May 2019.

Public consultation results show clear backing for the change, with the business community, voluntary sectors, MPs, town and parish councils also supporting two unitary councils for Dorset. A detailed study undertaken by PriceWaterhouseCoopers, cites a compelling case for local government reorganisation in Dorset. It found evidence that replacing nine councils with two would benefit the economy, improve services, help education and skills in Dorset, and improve the county’s infrastructure, housing and environment.

Improve your garden for wildlife

Discover natural history and the joys of wildlife gardening

If you love gardening, have a passion for wildlife or would like to discover one of Bournemouth’s best kept secrets, then head to Bournemouth Natural Science Society (BNSS) on Saturday 8 April from 10am to 4pm. Join Dorset Wildlife Trust and their ‘The Great Heath’ project for a wildlife gardening workshop and a museum open day.

Formed in 1903, BNSS is a natural history museum located in a Grade II listed Victorian building. The Society is home to fossils, minerals and an Egyptology collection and runs an extensive programme of events throughout the year. These include lectures, exhibitions, study groups, field meetings, cultural visits and social activities.

The BNSS garden is a home for plants and wildlife, providing year round interest and colour with many unusual species to be discovered. The garden is used for bird watching, the study of insects and plants, and photography.

• Bournemouth resident Dr Jane Goodall, the renowned primatologist, and television presenter Chris Packham are both BNSS Patrons.

• BNSS’s inaugural President’s Award was presented to our very own Richard Hesketh, a knowledgeable ecologist, ardent ornithologist and passionate astronomer. BOURNEMOUTH INTERNATIONAL GROWTH PROGRAMME

Preliminary works were undertaken on the A338 at Blackwater in January as part of Dorset Local Enterprise Partnership’s BIG Programme. This is an ambitious economic growth plan aimed at improving connectivity, easing congestion, protecting existing jobs and creating new ones in and around Bournemouth Airport and Wessex Fields. Preparation work was carefully scheduled to be ahead of the bird nesting season this spring. Starting in autumn, the second phase of the scheme consists of: • improvements to the A338/B3073 Blackwater Junction • a new on/off slip road to provide access from the A338 southbound to an employment development site at Wessex Fields • possible widening to the A338 Wessex Way between Blackwater and Cooper Dean.

Riding a bike can encourage independence, it’s a convenient way to get to school and a great form of exercise. Bikeability is a national cycle training scheme and in Bournemouth we offer free Level 1, 2 and 3 training courses for children, who live or go to school here.

The free Level 1 and 2 sessions are for 10 to 15 year olds and they take place at our King’s Park Cycle Centre with fully qualified instructors. This is a twoday course and takes place on consecutive Saturdays (both 9am to 1pm) and during school holidays (consecutive days). Children must attend both dates in order to complete the course.

Our free Level 3 Bikeability training courses are for children aged 11 to 18 who have completed Level 1 and 2 and want to improve their skills on more challenging roads and junctions. Training is delivered one-to-one or in groups of up to three and can be tailored to an individual’s needs. We also offer Bikeability courses to all schools, so you could ask your child’s school if they will be offering one of our courses in the future.

What not to waste Did you know that on average, each person in the UK throws away around seven times their bodyweight in rubbish each year? In Bournemouth, we want to reduce how much is thrown away, and you can help by reducing, reusing and recycling. breathing new life into your old possessions – it’s quick and creative but also reduces the amount that you throw away. Upcycling is taking something and giving it a new purpose within your creative ability.

Start small by gluing together different sized tins to create a handy desk organiser, use old coffee jars to store your pasta and rice in the kitchen, or even repaint an old looking chest of drawers.

Reducing and recycling your waste also helps to take care of the environment. It’s easier than you think too – try these tips: • Buy loose items where you can to cut down on pre-packaged goods. • Avoid disposable items – buy reusable items and refill them. • Reduce your junk mail by having your name removed from mailing lists. • Take along your unwanted items to our Give or Take Days – it’s like a jumble sale but everything’s free: bournemouth.gov.uk/giveortake • Recycle organic matter such as garden waste or uncooked kitchen vegetable scraps - discounted composters are available from just £6 at: bournemouth.getcomposting.com • Visit: lovefoodhastewaste.com for recipe ideas for your food leftovers. • Make the most of charity shops and try freecycle.org which is an easy and non-profit way of giving things for free in your local area.

Repair your broken possessions and save yourself some money. We’re working with Transition Bournemouth on a series of ‘Repair Café’ events. So, if you’ve got a broken toaster, a jumper full of holes or a bike with a missing wheel – don’t throw it away, come and repair it.

You can bring along your broken items from home and our ‘fixers’ will be available to help make all possible repairs free of charge, with tools and materials on hand. Clothes, bikes, toys, crockery... anything broken is welcome. The A local family at the Repair Cafe Repair Café also puts people in touch with each other, by sharing know-how and practical skills.

Enhanced weekly food waste collection

Bin collection changes on the way At the end of April, rubbish and recycling collections will change to alternate weeks and an enhanced food waste service will be introduced in Bournemouth. These changes are in response to substantial reductions in central government funding. Councillor Michael Filer, Cabinet Member for Cleansing & Waste, said: “Alternate weekly collections safeguard the waste collection service by making it sustainable in the long term. As part of the changes, we are also making a commitment to continue with the weekly food waste collection service.”

What changes are taking place?

Your Big Bin for recycling and Little Bin for rubbish, will be collected on alternate weeks, Big Bin one week and Little Bin the next. Your food waste collection service will take place weekly and you can decide if you would like a new larger 23 litre food waste container or continue to use your current 12 litre container. Request a new or additional food waste container for free via our website: bournemouth.gov.uk/binchanges

As part of these changes we also need to reorganise collection routes, which will mean some changes to collection days. We will send you an information pack with a collection calendar, ahead of the changes being made. Please remember to leave your bin out from 5am until 8pm (or until it is collected) on your collection dates as our teams are likely to work into the evenings.

If your flat has the Big Bin, Little Bin arrangement then new collection arrangements apply to you too. However, if your flat uses a communal rubbish bin then this will remain on weekly collections until a site visit has been carried out to check suitability.

recycling bins. We will not take excess rubbish placed on top, next to or overflowing from Little Bin. If you still have excess waste, you will need to take it to Millhams Community Recycling Centre or Christchurch Household Recycling Centre.

You can apply for an additional rubbish bin (cost £43) if you have a: • household with five or more permanent occupants • household with 2+ children in nappies • medical condition that generates extra waste.

Did you know that it would cost £40 per tonne more for us to dispose of food waste in the rubbish bin than in the separate food waste container? It would cost £75 per tonne more to dispose of good recycling in your rubbish bin, which is just one of the reasons why we’re encouraging you to recycle more. Wild about wildlife at Kingfisher Barn

Mothering Sunday takes place on 26 March. You could take your mum out for a walk along her favourite part of the beach or to her favourite local park. If you’re stuck for ideas, The Stour provides a lovely setting and is a fantastic place to see local wildlife. There are also a range of activities held at Kingfisher Barn Visitor Centre. On Mother’s Day younger residents can take mum to the Barn from 10am to 4pm to make a wildflower window box or pot that will give nature a home for the rest of the year. Booking is essential.

Whilst on 2 April from 10am to 4pm, it’s Otter Day at the Barn and that means lots of otter themed activities for all the family. If you prefer reptiles and amphibians then visit on St George’s Day, from 10am to 4pm, and discover what’s lurking in The Stour.

Reading and library activities this spring We have events for everyone in our libraries. You can listen to authors giving talks, come to a themed coffee morning or join a book club. Some notable highlights over the coming months include:

World Book Night on Sunday 23 April is a national celebration of reading and books, which takes place each year. In Bournemouth, activities will take place in our libraries on Monday 24 April and this will also include celebrating the 15th anniversary of Bournemouth Library. Wriggle and Rhyme on Bournemouth beach

Also on 24 April at 11:15am, a Shakespeare anniversary event takes place with a performance by members of Brownsea Open Air Theatre at Westbourne Library. The actors dressed in Shakespearian costumes will perform excerpts from Shakespeare’s works, including As You Like It, which will be their 2017 production. No booking is required.

To celebrate National Bookstart Week (5 to 11 June), we will be hosting our popular annual ‘Wriggle and Rhyme on the Beach’. This event takes place on Monday 5 June at 11am. If it’s sunny, the event will be on the beach opposite the Ocenarium and if it’s wet we will be in the Seafront Studio at Pavilion Dance. Over 200 babies plus their carers attend each year. Nature calls at Hengistbury Head The sounds as well as the sights of spring are a source of wonder and delight. Warmer days herald the return of the buzz of bees to add to the chirps of birds. But have you ever heard the loud calls of the Natterjack toad?

On Saturday 13 May from 8pm to 10pm, we will be holding a Natterjack Toad Expedition at Hengistbury Head. Britain’s rarest amphibian, the Natterjack was reintroduced to Hengistbury Head in the 1980s and is now very well established. Join us on this dusk walk to go in search of their loud calls, and hopefully catch a glimpse of these fascinating creatures. Booking is essential and the price is £5 adults and £3 for under-16s.

Our very popular ‘Bird Songs and Breakfast’ annual walk also takes place at Hengistbury Head on Sunday 14 May, from 5:30am to 9am. We will be listening to and learning the songs of both resident and migrant birds, from Chaffinches to Chiffchaffs, and Song Thrushes to Sedge Warblers. The walk will be followed by a cooked breakfast and hot drink at Hiker Café and this is included in the price of £11 per person. Booking is essential.

Wonderful workers at local children’s centres Did you know that Bournemouth’s seven children’s centres support parents and careers and their under-fives so that all children can be happy, healthy and achieve great things in life? From the early days of pregnancy, through the crawling, toddling and pre-school years until starting school, children’s centres are here to help. We run lots of engaging activities to help you as a parent or carer enjoy each stage of your child’s development as you learn together. We give advice and support on everything you may face as a family, sharing successes as well as life’s inevitable challenges. We support parents and carers to develop the knowledge, confidence and skills to care for children, and help give them the best possible start in life. Over the past year we have worked with almost 6,400 young children. These children have visited our centres an incredible 45,000 times. Our staff are all friendly and will warmly welcome mums, dads, step-parents, grandparents, childminders, foster carers and anyone else who cares for babies and children under five.

Here we meet just two of the many wonderful workers from Bournemouth Children’s Centres. Juliet and Arthur were recently announced as childcare heroes at the Early Years Sector Awards. An event which highlights the people that, every day, strive to provide outstanding care and education and the best possible outcomes for local children and their families.

Meet Arthur

Arthur has been awarded Children’s Centre Volunteer of the Year, for his work at Queen’s Park and Stokewood and Winton Children’s Centres. He helps run the Stay & Play sessions and benefits greatly from his time with the children. He said: “I have a few memory problems and my doctor advised me to keep busy and stay active. Voluntary work with young children certainly fits the bill and I find my time with them a real blessing. My memory condition has improved too.”

Staff at the centre said: “Arthur is amazing! The children absolutely adore him, he’s such a friendly and intelligent man. He loves playing and learning with the children and they love playing with him. I personally believe for many of them he is a grandfather figure.”

Meet Juliet

Juliet works at Southbourne Children’s Centre and was nominated by a local parent who said: “Life can be very challenging as a single mum of a beautiful child with special needs. Juliet has been regularly checking on us and even escorted us on visits to preschools for my little one, as she is very sensitive to noise. I will always be thankful to Juliet and her team.”

Thrilled to be named Children’s Centre Worker of the Year, Juliet said: “Being able to help families and see the difference we make is reward enough, but to be recognised with this award just celebrates the great work we all do.”

What about Fairtrade?

Another way to feel good about the food you’re eating is to buy as much Fairtrade produce as you can. For products like bananas and coffee that can’t be grown locally, you should aim to buy more sustainable options. Fairtrade products give back to the communities who grow them, just as the Food Assembly does, by enabling them to be grown sustainably with less damage to the environment. Look out for the Fairtrade logo on your food.

Seasonal food is fresher and so tends to be tastier and more nutritious. It may be picking up groceries or medicines, taking on extra chores around the house or accompanying someone to their monthly doctor’s appointment. You may not see it as caring for someone, but you could be one of 83,000 unpaid carers across Bournemouth, Poole and Dorset. Looking after a loved one, neighbour, friend or family member may feel like second nature to you, but we want you to know that you are not alone. You may not recognise yourself as a carer but we want to be there for you if you need any help and support.

Nigel looks after his wife who had a stroke five years ago. He said: “I’ve had to take on responsibilities such as most of the cooking, washing, ironing, helping my wife get up in the mornings, managing medications and medical appointments. I think people should speak up and accept help when it’s offered and say when they’re not coping.”

Louise cares full time for her teenage son who has severe autism. She said: “I’m more than just a mum and I feel very proud to be a carer. One thing caring has impacted on is my social life so, for me, one of the best benefits of the carers’ service is the activities. These allow me to have a bit more of a life than I thought possible.”

Sue’s father cares for her mother and she supports both of her elderly parents. She said: “After my mother came out of hospital in a wheelchair, she needed more care. I support both my parents to help them lead an independent life as much as they can. My dad is in his eighties and without the carers’ support service he would be home alone and wouldn’t know about all the support available.”

Did you know that Pavilion Dance present dance performances, live screenings, exhibitions and more than 40 dance classes every week at their venue based in the Bournemouth Pavilion? The Music Library, on the 2nd floor of Bournemouth Library, is accredited internationally for excellence. It holds over 18 thousand items of sheet music, choral and orchestral sets. There is also a large collection of books and magazines about music and musicians.

The Bournemouth Symphony Orchestra archive is held at the Bournemouth Library and if you’re looking for free online resources, these include Oxford Music and Naxos Music Library. You can even come in and play the Clavinova electronic piano, which also has Sibelius music software.

Join the Bournemouth Family Orchestra

The BSO’s Bournemouth Family Orchestra aims to encourage people to come together to share the joy of music making, experience playing in an ensemble with other like-minded individuals and to create brand new pieces of music from scratch.

The Family Orchestra is open to everyone whatever their musical standard. From experienced musicians to those who have just started on an instrument. From having a go on a hand-held percussion instrument to using your everyday voice, the orchestras are open to all. No auditions are necessary, just turn up and play. Your chance to try bowls for free

80s theme for 35th Bournemouth Bay Run The Bay Run, in association with the British Heart Foundation, returns on Sunday 2 April. Set along a sevenmile stretch of coastline, this is a fantastic challenge for new and experienced runners alike. There are four distances to choose from between Bournemouth and Southbourne - a popular half marathon, 10K, 5K or 1K family fun run.

Those running in the 10k and Half Marathon will be chip timed, ensuring accurate timing for all participants. New for this year is the fun 1980’s themed fancy dress element to honour the run starting in that decade.

The deadline for online entries is Friday 24 March. If you’re just starting out at running and fancy some fun - come down to Bournemouth Pier Approach and sign up to the 5k and 1k fun run on the day from 8:20am. With plenty of bowling clubs across Bournemouth why not give bowls a try? Suitable for men and women of all ages, this fun sport takes place in the fresh air, provides gentle exercise and is a great way to make new friends.

We have eleven outside bowling greens at various locations across the borough and there’s an indoor facility at King’s Park too. The new bowling season starts in spring but exact dates and opening times vary at each site.

All of our greens are available for public play but to get the most out of the sport, why not join one of the local clubs? Many have open days in May and June and even run taster sessions. Open Golf Festival, 30 May to 3 June

Join us for the Bournemouth Open Golf Festival this May and June, for a week of golf competitions for all ages and abilities. There are serious qualifier competitions, fun ‘four-ball-better-ball’ and waltz events as well as competitions for adults and juniors.

Council faces financial pressure Bournemouth faces unprecedented financial pressures over the next three years as the government continues to withdraw its funding. By 2020, here in Bournemouth we expect to be completely reliant on money raised locally to pay for services. With spend on adults’ and children’s social care services accounting for around 75% of Bournemouth Council’s entire budget, the government has pressed us to continue to apply an additional ‘adult social care precept’ to be paid by local Council Tax payers. In fact, this year the government has given us encouragement to increase this to 3%, which will be on top of the general Council Tax rise that needs to be implemented as a result of the cuts from the government.

Councillor John Beesley, Leader of the Council, said: “Demands on most council services are increasing, particularly in adults’ and children’s social care. Although these are costly services, we remain committed to our responsibilities for the most vulnerable in the local community.

Your council looks after more than 350 properties, including schools, libraries and adult education centres, together with nearly 6,000 council houses. Plus, infrastructure such as highways, footpaths and bridges, as well as parks and open spaces including the seafront and coastline.
