Decision time I would like to thank all Bournemouth residents, businesses and community organisations who have taken the time to read and digest the extensive ‘Reshaping Your Councils’ information. Having your say as part of the consultation on local government reorganisation has been a really important part of shaping the future of your local services. The results of the consultation will form one of three reports that councillors of all nine Dorset councils will consider before making a recommendation to government in early 2017. You can read more on page 8 about the timescales and next steps to reorganise local government in Dorset.

In the meantime, our ‘Building a Better Bournemouth’ work continues and, over the following pages, you can read how we are progressing with this. Find out about development proposals for the Winter Gardens site, refurbishment of the Pavilion and groyne replacements on the beach. There is also news about the support available to young people under council care, who are in the process of becoming independent adults.

Proposals unveiled for Winter Gardens site

Pavilion refurbishment underway

Plans to transform and rejuvenate one of Bournemouth’s most famous town centre locations have been revealed.

The site of the former Winter Gardens is the focus of plans featuring a £150 million mixed-use scheme combining leisure, residential, restaurant and retail space with new parking facilities and public realm.

The scheme is proposed by the Bournemouth Development Company, our town centre regeneration partnership with Morgan Sindall Investments.

Proposals include: • 350 to 400 apartments spread across four multi-storey buildings of varying heights • Opportunities for outdoor cafés and children’s play areas • Dedicated space for indoor and outdoor family leisure, including a new piazza • A ‘Grand Garden Walk’ - to provide a continuous prom for pedestrians and cyclists around the town centre • Below-ground parking consisting of 225 public spaces and a private parking space for each residential unit.

Councillor John Beesley, Leader of the Council, said: “The Winter Gardens site is a key town centre location that has been waiting for rejuvenation for many years. There is a need for a comprehensive redevelopment of the car park to provide quality homes, boost economic activity and be an onward catalyst for growth.”

A programme of essential maintenance is taking place to the Grade II listed Pavilion building.

Built in the 1920s, the popular venue includes a stunning Art Deco theatre and ballroom, alongside cafés, bars and meeting rooms. It is also home to Pavilion Dance South West and AUB at Pavilion who manage performance and dance studios within the complex. The work was identified following a survey earlier in 2016 and includes stonework repairs and cleaning, repairs and relining of gutters, repairs to soffits and fascias and redecoration of windows and doors at the southern end of the building.

Councillor Lawrence Williams, Cabinet Member for Tourism, Leisure and the Arts said: “Bournemouth Pavilion is a well-loved venue offering a wide range of popular events throughout the year. We’re refurbishing the exterior to ensure it continues to give good service in the coming years.” Work is due to finish in early 2017. Bournemouth Pavilion, Pavilion Dance South West and AUB at Pavilion will remain open during the works.

Awards bloom for Bournemouth

Bournemouth’s green spaces have been awarded a gold at the recent Britain in Bloom UK finals. Shortlisted in the large costal town category, we ranked extremely highly amongst the other finalists.

This year’s entry, as well as success in the regional competition, has been gained through our partnership work with Bournemouth in Bloom and many local volunteers. Congratulations to everyone involved, including households and businesses, for the hard work that made the campaign such a success. Make the most of free Christmas parking Selected council car parks will be offering free parking in the run up to Christmas on Thursday evenings and all day Sundays.

Free parking dates: • Thursdays (free to cars entering car parks from 4pm) on November 24, December 1, 8, 15 and 22 • Sundays (all day) on November 27, December 4, 11 and 18.

Participating town centre car parks are: Richmond Gardens multi-storey, Central, Winter Gardens, Eden Glen, Town Hall (Forecourt, Extension and Annexe), Braidley Road Bridge, St Stephen’s Road, Richmond Hill and West Hill.

Car parks in other areas include: Boscombe’s Hawkwood Road (main, No1 and No2)* and Palmerston Road*, Southbourne’s Woodside Road*, Westbourne’s Milburn Road*, Landseer Road and Alumhurst Road as well as Winton’s Leslie Road* and Cranmer Road*.

* These car parks are free every evening from 6pm.

Coastline protection work continues Work along Bournemouth’s coastline is underway to install eight new groynes as part of an ongoing beach management scheme. The groynes are being replaced along the stretch of beach from east of Fisherman’s Walk towards Southbourne. The work is expected to be finished by late spring 2017.

Public access to the promenade will be maintained at all times. However, you will need to take extra care as this particular stretch of promenade is more narrow. While works are ongoing the promenade will be busy at times with slow moving contractor vehicles. Some areas of the beach will also be sectioned off whilst works take place so please take note of the safety signs and site cordons.

Councillor David Smith, Cabinet Member for Planning and Environment, said: “These vital works are taking place not only to protect the coastline from future coastal erosion but also to maintain the award winning beaches which attract millions of visitors and residents to the coast each year. Smart meters are coming

Faster broadband . . . but only if you switch

It’s time for our energy system to change. Between now and 2020, every household in Bournemouth will be offered the opportunity to upgrade to gas and electricity smart meters.

Most Dorset homes and businesses can now receive superfast broadband.

Smart meters mean an end to estimated bills – you will only pay for the energy that you use.

Smart meters also come with a portable in home display that will allow you to see how much energy you are using in near real time, and the actual cost based upon your energy tariff in pounds and pence. Smart meters are available regardless of how you pay for your energy. If you currently use prepayment meters, you will be able to top up online, over the phone or like you do now - at a shop.

Individual energy suppliers are installing smart meters in the homes of their customers. To find out more, contact your energy supplier directly who will provide and fit your smart meter at no extra cost. This is part of a national rollout over the next five years. War on loan sharks

With many struggling with the cost of Christmas, there comes an increase in the threat of more people suffering at the hands of loan sharks.

We’re working with Citizens Advice Bournemouth to help residents avoid this illegal enterprise and those already suffering from it. Citizens Advice Bournemouth is training key people in the community to deal with illegal money lending to help those affected get the assistance they need.

Support for young people leaving care Did you know that we’re responsible for almost 200 young people aged 16 plus, who receive ongoing help as they leave children’s social care and become independent? Our Care Leavers’ service provides these young people with a range of support and advice on employment or further education and help setting up a first home. Our team work closely with other agencies, such as housing and health.

A new mentoring programme has been introduced to link care leavers with a professional mentor from local organisations. Mentors will offer young people regular guidance on different issues. This can help with reducing isolation, building confidence and supporting young

Apprentice scheme success

We recently received an award at the APSE Apprentice of the Year ceremony in recognition of our long term investment in our apprenticeship scheme and commitment to local employment.

Even better, our very own George Smith (pictured above), a third year electrical apprentice, won the title of National Mechanical and Electrical Apprentice of the Year. George works with our Housing and Communities team and fought off competition from gas, electrical and plumbing apprentices from all over the UK. Well done George.

Drunk does not mean yes

During the festive period many people will be enjoying a drink or two in Bournemouth’s bars and clubs or at the work party. We all like to enjoy ourselves, but one of the unpleasant sides of this time of year is the increase in reported sexual violence.

Sexual violence is any unwanted sexual contact. It includes rape, sexual harassment, unwanted touching and any other sexual offences. Sexual violence can affect anyone, regardless of age, gender, sexuality, ethnicity or class. And it doesn’t just take place between strangers. More often than not, it happens in relationships, between acquaintances or work colleagues. When one or both parties have had a lot to drink, it can be more difficult to clearly understand if the other person consents to sexual activity and some people may take advantage of this. We’re working with Dorset Police to raise awareness of what true consent is. If you or anyone you know has been the victim of sexual violence please contact Dorset Police.

Decision day approaches! Over 16,000 people from across Dorset – including more than 2,700 from Bournemouth - have had their say on the future of the delivery of services to residents across Dorset. Councillor John Beesley, Leader of the Council, said: “We have been heartened with the level of interest local people have shown, with thousands being involved. People have stopped to chat or have picked up information at the eight roadshows that took place in Bournemouth, attended residents’ meetings and completed the survey. I would like to thank each and every person who took the time to read and digest the detailed information available, and subsequently fill in the questionnaire.” The proposal to reorganise local councils aims to reduce the administrative cost of running services in Dorset by reducing from nine councils to two. This in turn means that a greater proportion of budget can be spent on frontline services. The consultation sought your views about this, and the options for the boundaries of the two new councils, should they go ahead.

What happens next?

Working with other councils in Dorset, we have employed three experienced external organisations to prepare the documents. These will then be considered, in public, by each council. Local Partnerships, a company jointly owned by HM Treasury and the Local Government Association, has produced a financial report. The consultants (ORS) are now working on the

analysis report after running the consultation, and Price Waterhouse Coopers (PwC) are preparing the case for change. This includes looking at how each option saves money and improves services for residents. No decisions have yet been made by any of the councils about the future of local government in Dorset. All councillors will receive the ORS and PwC reports on 5 December (the report by Local Partnerships has already been published). On 23 December, a public report will be published.

The Leader of the Council, Councillor John Beesley, explained: “Each council will take the report through a democratic process at meetings in January. These will be open to the public to attend and, in line with each council’s constitution, questions can be asked by members of the public. It is not until all meetings have taken place that a decision will have been made on which, if any, proposal the nine Dorset councils will collectively submit to the government for consideration.”

The Secretary of State for Communities and Local Government, Sajid Javid MP, makes the final decision. If he agrees to the proposals, legislation would go through Parliament and the new councils would be created in 2019.

2017 garden waste scheme details

Get garden planning The colder months of winter may not be the most exciting season for fair weather gardeners. But you can still put this downtime to good use and there’s even fun to be had in looking forward and planning the gardening year ahead. You could sort through your seeds, decide what you would like to grow and plan the type of outside space you want to achieve. Perhaps it’s time to try something new? There’s nothing quite as satisfying as growing your own produce such as fruits, vegetables and herbs. And let’s not forget the importance of the birds and the bees. There are plenty of easy things you could do to make your outside space more wildlife-friendly.

Details of the 2017 garden waste collection service have been confirmed. Do you want to sign up? The 2017 service runs for 10 months from February to December. Collections are fortnightly and the annual fee for one bin is £40. You can also opt for two bins at £60 or three bins at £80. Scheme members receive exclusive discounts and offers.

You must register every year, so please sign up by 13 January to be included for the start of the scheme.

If you live in a flat using shared bins, you can also take part in the service. Please register your interest with us. We will then contact your managing agent or committee to discuss bin options and payment.

A338 improvements and staying safe on the roads

A338 future improvement plans

Preparation is underway for the second phase of A338 schemes, set to open up opportunities for economic growth in and around Bournemouth Airport and Wessex Fields.

Over £45 million has been secured by Dorset Local Enterprise Partnership to fund a series of transport and infrastructure investments, known as the Bournemouth International Growth Programme. The first phase of this work finished in May 2016 and concentrated on resurfacing and improving the A338’s structure, to ensure that it meets current and future standards. We will now lead on the next phase of road improvement schemes planned for the A338, working jointly with Dorset County Council. The schemes will consist of three elements: • improvements to the A338/B3073 Blackwater Junction • a possible widening to the A338 between Blackwater and Cooper Dean • a new on/off sliproad providing access from the A338 southbound, to an employment site at Wessex Fields. Construction is expected to start in autumn 2017. Planning is in the early stages and details of the proposals are being drawn up to go on display at public exhibitions this winter, so look out for updates. Food for thought Food waste is a major issue. In the UK, we throw away seven million tonnes of food and drink from our homes every year, the majority of which could have been eaten. So, if you’re looking for easy ways to save on your monthly outgoings then head to the fridge! You may find some vegetables past their best but still useable, so make a hearty soup. Other nearly out of date items could be frozen now to use another time. That leftover wine could be popped into ice cube trays and frozen to put into your next casserole, stew or pasta sauce.

Councillor Michael Filer, Cabinet Member for Cleansing & Waste, said: “Food is a precious commodity. In decades’ time, food may not be as plentiful as it is now and how we have to grow, manufacture and consume food will be different. Future generations will look back and realise how wasteful we have been in the past.

“A food waste service has been operating in Bournemouth since spring 2014 and it is helping to reduce the ever increasing costs and environmental impacts of throwing away rubbish. Last year, Bournemouth’s collected food waste created over 2,300 tonnes of nutrient rich biofertiliser, which is sufficient to cover 146 acres of farmland. The composting process also generated enough electricity to power 139 households and the anaerobic digester (food waste) facility in Dorset.”

Most households have two containers for food waste - a small, five-litre kitchen caddy and a larger external container. If you live in a flat you may have a communal food waste bin. You receive a weekly collection of all cooked and uncooked food waste including: • meat, fish and bones • fruit and vegetables • dairy • bread and pastries • pasta and rice • teabags and coffee grounds • eggshells.

Replacement rolls of liners for your kitchen caddy are available from Bournemouth libraries. Take proof of your address with you (a household bill, driving licence or bank statement) and staff will provide a roll of liners free of charge.

At this time of year, fridges and cupboards are stocked with food and drink ready for festive and New year celebrations with family and friends. But it’s easy to get carried away, spend too much, and be left with more than you need. Christmas and all the trimmings – greeting cards, present boxes, wrapping, crackers and more – can create a mountain of extra waste. You may also be affected by a change in waste collection arrangements over Christmas (see right), so plan ahead and find even more ways to reduce, reuse and recycle. If you are affected by a missed collection, you can put two extra rubbish bags out on your next collection. Please don’t put bags out before your collection day, as this can attract vermin and cause a mess.

Recycling

Excess waste

If you have extra recycling this Christmas, put it out on your next recycling collection day in a cardboard box or use our clear recycling bags, which are available from Bournemouth libraries from 1 December. Excess rubbish and recycling can also be disposed of at Millhams in Longham or Wilverley Road in Christchurch, between 9am and 4pm daily. Both only close on Christmas Day, Boxing Day and New Year’s Day.

Christmas trees

Our crews will be collecting Christmas trees between 9 to 20 January. Homes will receive one collection and only on the day when just your weekly rubbish is collected (the opposite week to your recycling collection). Your tree needs to be left at the kerbside and must be clearly visible to our collection crews. If you miss your collection day, you will need to take your tree to Millhams Community Recycling Centre or Wilverley Road for disposal.

Whether you’re a confident skater or a total novice, this is a great way to enjoy a winter experience with family or friends. Friendly staff are on hand to help you find your feet and there are ‘seated skates’ for young children and ‘Toddler Time’ sessions. Group bookings and Christmas party packages are also catered for, but do book to avoid disappointment as sessions can be very popular.

After all that skating around you can sit down, wind down, and warm up in the Alpine Apres-Skate chalet. There’s plenty of indoor seating and blankets. Make sure you snuggle up and stay a while to enjoy the seasonal sights and sounds.

Have you seen the 20 Nutcracker Kings hiding in and around the town centre? They may be six feet tall, but they can be hard to find. Living well – courses for wellbeing

Skills & Learning Bournemouth Dorset and Poole are taking part in a large research project, funded by the Department for Education.

As part of this research, we are inviting people in Bournemouth and Example of a learner’s course-work Poole who are aged 19 and over to complete short, part-time community learning courses. We want to see if the courses help people develop strategies to manage mild to moderate mental health problems such as stress, worry, anxiety and depression.

Courses focus on self-help, lifestyle, confidence building, progression and employability and offer an opportunity to meet new people, learn new skills and develop new interests. The courses include: sewing machine skills, watercolour for beginners, mixed media painting, and expressive drawing – to name just a few.

NHS Health Checks now taking place at Boots

If you are between 40 and 74 and live in Bournemouth, you could be invited for a free NHS Health Check at your local Boots store.

An NHS Health Check helps identify potential risks early on. You can then reduce your chances of developing heart disease, stroke, diabetes, kidney disease and some forms of dementia by making changes to the way you live.

It takes about 30 minutes and you’ll be asked some simple questions about the health of your family and the lifestyle choices you make that may put your health at risk.

You’ll have your height and weight measured together with your blood pressure and cholesterol checked. Your results will be explained to you, exploring how you can reduce any risks identified in order to stay healthy. You may need further checks with your GP.

If you need help to make changes then the health professional can advise you. Support is also available through LiveWell Dorset, which can help you to make positive changes to improve your health. Look out for your invitation from Public Health Dorset and contact Boots to book your check.

The Bournemouth Parks Foundation is on a mission to create the very best parks, gardens and open spaces right here in Bournemouth. This involves going above and beyond our parks’ normal maintenance, to turn them into captivating spaces in which to relax, learn, exercise and play.

Set-up in January 2015, the Foundation is already working on a number of projects. These include fundraising to replace the Lower Gardens aviary with a beautiful new structure, creating an arts and sculpture trail along the Stour Valley, and working with local people to create a pocket garden on Kinson Village Green.

Donate and help save lives this winter Dorset Community Foundation’s Surviving Winter Appeal is helping vulnerable local people feel warm and well, this winter.

When colder weather set in last year, 75-year-old Joan* avoided switching the heating on because she could not afford the bill. Although she used to be an active player of sports, she can now hardly move due to a range of medical conditions which make her particularly vulnerable to the dangers of cold weather. Thankfully she received a winter fuel grant from Dorset Community Foundation to help her stay warm and well.

Around 350 vulnerable people die in Dorset every winter because of the combined effects of fuel poverty and social * Resident’s name changed

Walking is good for the mind and it’s good for the body, suitable for the whole family and doesn’t cost a penny. Some of us like to stroll, taking in every detail of the sights and sounds around, whilst others prefer a faster, brisker pace that gets the heart pumping. However you choose to take your walk, find new and interesting places to discover in and around Bournemouth.

If you want to join others and beat the Monday blues with a refreshing and fun stroll then join a Monday Morning Meander. All meanders start at 10am and last between one and a half to two hours. They are free to join and take place all across the borough including: Strouden Woods, Millhams Mead, Turbary Common and Iford Meadows. You can find our more in our latest Bournemouth Parks events leaflet or visit: bournemouth.gov.uk/parks The Upper and Central Gardens offer a quieter and calmer town centre walking experience alongside the Bourne Stream with beautiful scenery, outstanding trees and a boardwalk, which allows you to walk through an area of wet meadow. Look for the Tree Trail leaflet at: bournemouth.gov.uk/treetrail for a self-guided tree walk through the Upper and Central Gardens lasting around two hours.

Hengistbury Head is an excellent location to explore on foot. There are a myriad of paths winding across the reserve, reaching up onto Warren Hill, where, earned with a little effort, you can enjoy the spectacular views. Hengistbury Head is also a great place to see a range of wildlife and it is home to the Visitor Centre where many nature-based events take place. Take a break for refreshments at The Hiker or Solent Meads Golf Café or hop on the landtrain if you get too tired. Find out more at: visithengistburyhead.co.uk

Nothing says refreshing quite like a visit to the seafront with the sound of the waves lapping at the shore and the feel of the sea breeze on your face. You can choose to take in the views from along the cliff top or head for a stroll along the prom. Local charity celebrates 80 years The 1930s was an era of poverty, a time when the workhouse was still in existence. In Bournemouth, an almshouse charity was founded by the Mayor, JR Edgecombe. He envisaged a community of small villas where the needy could find security in the latter part of their lives. The Cooper Dean family provided a location on Castle Lane and included payment for three homes. In the summer of 1936 the first two blocks were built and ready for occupation. In 1952 plots in Hastings Road were purchased for more homes, and in 2000 a further building was added. Owned by the Eventide Homes Charity, there are 70 homes today providing accommodation for eligible people aged over 60.

To celebrate the charity’s 80th year in 2016, the trustees have renamed the site to Edgecombe Gardens. Earlier in the year a celebration and thanksgiving service was held, with afternoon tea for guests and the unveiling of a bird house in the grounds.

Philip Hardy designed the homes and he later entered into a partnership with fellow architect AJ Seal to form ‘Seal and Hardy’, whose work included the Echo offices on Richmond Hill.

Delve into the past Bournemouth Library has unrivalled information about the local heritage of our town. The Heritage Zone on the 2nd floor of the library has printed books, maps, local newspapers from 1850s onwards, census returns, historic electoral rolls and a large collection of images. Much of the material is unique, but some items are available for loan.

Homelessness

Councillors approve a five year strategy

How are we helping to address homelessness? A five-year strategy to help prevent and reduce homelessness and rough sleeping and improve support services, was approved by councillors recently. Reflecting national trends, Bournemouth has seen an increase in the numbers of residents contacting us because they are at risk of, or have become homeless. There is also an increase in the number of people sleeping rough.

Councillor Robert Lawton, Cabinet Member for Housing, said: “We are committed to tackling homelessness and rough sleeping in Bournemouth. We are facing increased demand on our services due to a number of reasons, including the current economic climate and changes to the housing markets as well as some residents having very complex support needs. So, it is vitally important that the Council is prepared and adapts its approach and services accordingly.”

Our approach includes support services with an emphasis on preventing people from becoming homeless in the first place. If you, or someone you know, is threatened with homelessness, contact us for advice as soon as possible. Our Housing Options team are available on: 01202 451467.
