BOWLS WA REPORTS - CEO As with many organisations the past twelve months has seen great uncertainty within the sport in general, both on and off the green. However, as this report will detail Bowls in WA has weathered this very well with no significant disruptions felt, thanks in part to the stringent lockdown policies employed by Government.
However, an area that continues to perform extremely well given the improvements in the world’s economies are our investments via IOOF. Our managed funds now sit above $850,000, an improvement of 15.25% or $112,482 over 2019/2020. These investments will continue to underpin the sport in WA for many years to come, with a prudent, conservative policy on investment maintained. Ken Pride

BOWLS WA REPORTS - COUNTRY It is with great pleasure that I give my annual report for the 2020-21 season. Except for the one week lockdown in February, we were still able to complete all pennant competitions and complete both Men’s and Women’s country weeks.

INTER ZONE ROUND ROBINS The Mens IZRR was to be played at Busselton on the first weekend in February, but was cancelled because of the lockdown. This will now be played next year at Busselton with the rotation moved forward by one year. I would like to thank those players from 2020 All Stars side who made themselves available to play against the State Squad.
This year’s annual awards night was held at the Royal Perth Golf Club. Clive Adams was to compare the night , however covid restrictions prevented Clive from returning from Melbourne. Ken Pride took over Clive’s place and did a fantastic job at short notice. It was again a very successful night with congratulations to those from Country Clubs who received Awards. Warren Holt and Aaron Smith tied for the Vice Patron’s Men’s Country Bowler of the Year. Chris Ace-Watson won the Penny Needham Women’s Country Bowler of the Year.

During the season the High-Performance Committee reformed and met to discuss the future of High-Performance Bowls in Western Australia. A major part of those discussions involved how we better identify talented

from players outside the squads to fill the remaining 23 positions in the eight player teams. A large number of nominations were received, and a draft was held to select the lucky 23 players. A mixture of Over 60’s, Academy and future Academy players were chosen by the eight selectors. At the stage of this report, the competition is halfway through, having played eight rounds over two Sundays with two more days to go with a further six rounds plus finals. The event has been successful in creating pressure for the players, having to compete in all disciplines in a meaningful competition with the best players in Western Australia. Looking forward to next season, the HighPerformance Committee will continue to look for ways to develop the talents of Western Australian players as we look to succeed at the National Side Series in October and beyond.

BOWLS WA REPORTS - GREENS & INFRASTRUCTURE Firstly, I would like to thank all the volunteers on the Bowls WA Greens and Infrastructure Committee and all the club personnel that we have been in contact with during the season for helping build a strong relationship between BWA staff, Jim Powell Clubs and inspection teams so that the greens are in the best condition for all their members and visitors. Volunteering, whether at Club or Association level is so important to the future of our sport, it must be celebrated along with succession plans put in to share the workload now and in the future.
Infrastructure Committee encourages all clubs who have had the experience of choosing surfaces and contractors to share their journey if contacted by other clubs. While Bowls WA can point clubs in a general direction and give general advice, it is only the clubs that have been on the journey of choosing surfaces and contractors, that can share firsthand the pitfalls along the way.
On top of this, synthetic greens that were installed over six/seven years ago are coming towards the end of their projected life expectancy. Many clubs will be starting to make decisions on when their surfaces will need to be replaced and what they should replace them with. BOWLS WA REPORTS - UMPIRES Another year impacted by COVID and also a high turnover year for the Umpire’s Committee. Even with those challenges we were able to fulfil the responsibilities in the Umpires Committee charter, namely:

BOWLS WA REPORTS - INCLUSIVE PRACTICES 2020-21 was a year that nobody could have seen coming, with Covid-19 restrictions affecting many state and national events. Despite the unrest we still managed to stage our AllAbilities championships Denise McMillan with an impressive 48 entries – a 26% growth from the previous year and a whopping 118% growth from the first event held in 2015! And our Bowling Arm players managed to fit in two state events within one calendar year, since the 2020 event was postponed due to Covid and played in October 2020 along with the 2021 event playing in May - resulting in a new state champion!

The 2020 State Arm Single Champion was Laurie Blurton for the second time – the only difference his home club changed from Bunbury to Eaton! The 2021 Champion is a fresh face from Bowls Safety Bay – congratulations to Bill Taylor for his inaugural win! A special mention to Warnbro Bowling Club who host the perpetual trophy for this great event!
Overall Bowling Arm Championship results for The 2021 State All Abilities Championships were 2020 and 2021: played in April at Kardinya Bowling Club with 48 participants – with new players in every category of Deaf, Intellectual and Physical Disability, and Vision Impairment. This is an area that needs considerable work and finding alternative sponsors remains a priority within our Strategic Plan. In every other year during my tenure as Finance Director the forecasts have been difficult but with plenty of upside on the horizon. All credit to Ken Pride as CEO, and his staff who have turned them around into valuable surplus outcomes. This year however that appears more troublesome unless sponsorship can be secured elsewhere. Emphasis of Matter – Basis of Accounting We draw attention to Note 2 to the financial report, which describes the basis of accounting. The financial report has been prepared to assist the Association’s Members of the Board to meet the requirements of the Associations Incorporation Act 2015. As a result, the financial report may not be suitable for another purpose. Our opinion is not modified in respect of this matter. Responsibilities of Members of the Board for the Financial Report Members of the Board are responsible for the preparation of the financial report that gives a true and fair view and have determined that the basis of preparation as described in Note 2 to the financial report is appropriate to meet the requirements of the Associations Incorporation Act 2015. The Members of the Board’s responsibility also includes such internal control as Members of the Board determine is necessary to enable the preparation of a financial report that gives a true and fair view and is free from material misstatement, whether due to fraud or error. In preparing the financial report, Members of the Board are responsible for assessing the Association’s ability to continue as a going concern, disclosing, as applicable, matters relating to going concern and using the going concern basis of accounting unless Members of the Board either intend to liquidate the Association or to cease operations, or have no realistic alternative but to do so. Members of the Board are responsible for overseeing the Association’s financial reporting process. Auditor’s Responsibilities for the Audit of the Financial Report Our objectives are to obtain reasonable assurance about whether the financial report as a whole is free from material misstatement, whether due to fraud or error, and to issue an auditor’s report that includes our opinion. Reasonable assurance is a high level of assurance, but is not a guarantee that an audit conducted in accordance with the Australian Auditing Standards will always detect a material misstatement when it exists.

Misstatements can arise from fraud or error and are considered material if, individually or in the aggregate, they could reasonably be expected to influence the economic decisions of users taken on the basis of this financial report. As part of an audit in accordance with Australian Auditing Standards, we exercise professional judgement and maintain professional scepticism throughout the audit. We also: •
Identify and assess the risks of material misstatement of the financial report, whether due to fraud or error, design and perform audit procedures responsive to those risks, and obtain audit evidence that is sufficient and appropriate to provide a basis for our opinion. The risk of not detecting a material misstatement resulting from fraud is higher than for one resulting from error, as fraud may involve collusion, forgery, intentional omissions, misrepresentations, or the override of internal control.

Obtain an understanding of internal control relevant to the audit in order to design audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Association’s internal control.

Evaluate the appropriateness of accounting policies used and the reasonableness of accounting estimates and related disclosures made by Members of the Board.

Conclude on the appropriateness of Members of the Board’s use of the going concern basis of accounting and, based on the audit evidence obtained, whether a material uncertainty exists related to events or conditions that may cast significant doubt on the Association’s ability to continue as a going concern. If we conclude that a material uncertainty exists, we are required to draw attention in our auditor’s report to the related disclosures in the financial report or, if such disclosures are inadequate, to modify our opinion. Our conclusions are based on the audit evidence obtained up to the date of our auditor’s report. However, future events or conditions may cause the Association to cease to continue as a going concern.

Evaluate the overall presentation, structure and content of the financial report, including the disclosures, and whether the financial report represents the underlying transactions and events in a manner that achieves fair presentation.
