OF BRAZIL'S MALL BIZ BOOM Far from Rio de Janeiro's beaches and boutiques, Brazilian shopping centres are emblematic of the economic boom fueled by Brazil. "I want your store in my mall," reads a recent ad for a megacomplex due to open in November. It will be a hub of middle-class aspiration with not just a food court, eight anchor stores, six "megastores," and 250 smaller shops, but also a university, private high school, gym, medical center, movie theaters, and a bowling alley. More than 84 percent of the property has already been sold. The companies that build and own shopping centres would not have been able to grow without the support of Brazil's stock market. Just under a decade ago, the head of the country's Securities and Exchange Commission lamented that there were only two ways a Brazilian could become a big businessman: be born rich, or receive funding from the state-owned development bank. Now, equity investors have arrived, enlarging the possibilities. “That was the big revolution: when investors started believing in medium-sized companies,” says Carlos Jereissati, chief executive officer of Iguatemi, the luxury retailer group that opened Brazil's first mall in 1966. Having raised £200 million in the initial public offering, Iguatemi has added as much floor space over the past four years as in the previous 40. It focuses on wealthy consumers, the kind who can be enticed not just to shop in the mall, but also to stay for dinner and a movie. Other companies, however, are racing

towards Brazil's traditionally poor regions where growth is being fuelled by government spending and the expansion of commodity industries. Selling in these regions often means competing with family-run companies or buying them out. Those companies have often worked up sizable revenues through detailed local knowledge – and, some say, through their ability to comply only selectively with tax and labour laws. However, the chance to tap into such fast-growing markets has helped make Brazil one of the world's top private equity targets. ROUSSEFF : Deforestation will not be encouraged Brazil's President Dilma Rousseff reaffirmed last Tuesday that she does not intend to take any actions that will encourage deforestation. At a meeting to discuss preparations for the UN Conference on Sustainable Development to be held in Rio next year, the Brazilian president said she would keep her promises and not negotiate with deforesters, referring to a bill which reforms the country's current forest code. The bill, which has been approved by the House of Representatives and is now waiting for the Senate's vote, grants an unrestricted pardon to farmers who deforested protected areas in their lands. Supporters of the bill claimed that it would help small farmers increase their production, while opponents said the real problem is the inefficiency of the Brazilian agricultural sector, especially of the animal husbandry. It occupies much more land than necessary, which could have been used to produce vegetables and grains. It is not the first time Rousseff has said that she would never compromise on the issue of deforestation. Before the House voted on the changes in the forest code, she publicly said she would veto any articles of the bill which foresee a pardon for deforesters.

China builds first high speed train for Brazil

China has built the first high-speed electrical train for Brazilian capital Rio de Janeiro in time for use during the 2014 World Cup Football and 2016 Olympic Games. This is the first time that a Chinese high-speed train has successfully entered the South American market, media sources reported. The train is made of Type A stainless steel with a maximum speed of 100 km per hour. Each unit is composed of four coaches. The designed for the Electrical Multiple-Unit train's body strength is 2.5 times that of European manufacturers, it said. After an operation test lasting nearly one month, the train will be delivered in preparation for the 2014 FIFA World Cup and the 2016 Rio de Janeiro Olympic Games.

Fred's match-winning goal was set up by the latest Brazilian golden boy Neymar, who has been linked to a move into the English Premier League. Ronaldo announced his retirement in February citing recurring injury and health problems. During a glittering 14-year spell in Europe, Ronaldo scored goals at a prolific rate for PSV Eindhoven, Barcelona, Inter Milan, Real Madrid and AC Milan, before returning to Brazil in 2009. He won the World Cup with Brazil as a youngster in 1994 and then in 2002 and became the leading scorer in World Cup finals tournaments when he scored his 15th goal at the 2006 tournament in Germany. He was twice named European Footballer of the Year, in 1997 and 2002, FIFA world footballer of the year in 1996, 1997 and 2002 and finished his international career with 62 goals in 97 appearances.

Brazil to use drones to stop smuggling along borders Brazil says it will boost security along its porous borders to stem weapons and drug smuggling. Justice Minister Jose Eduardo Cardoso said that the number of guards along the 10,440 miles (16,800 kilometres) of borders that Brazil shares with 10 countries will be doubled. He said that for security reasons he could not reveal the number of guards currently deployed. He said that by September two Israeli-made drones will be used in anti-drug surveillance missions along Brazil's frontiers. The border security program was launched on last Wednesday.

Brazilian President Dilma Rousseff said last Monday that her administration would tackle extreme poverty with determination. In her weekly radio address, the president commented on a mega welfare scheme called Brazil without Poverty, launched recently to lift millions of people out of extreme poverty by the year 2014. According to the 2010 Census, 16.2 million people, or 8.5 percent of the country's population, are classified in extreme poverty, defined as having an income of 70 reais (44.3 U.S. dollars) or less a month. The president praised the efforts taken by her predecessor Luiz Inacio Lula da Silva to reduce poverty, but stressed that there was still much to be done. Instead of having the poor asking for aid, the government will make an active study to satisfy their needs, the president said. According to the scheme, technical assistance will also be provided to help them find better jobs in addition to the cash transference.

‘India will do many things but it will never bore you' India's senior tourism ministers announce new UK-India tourism strategy

Senior ministers from India's Ministry of Tourism made London their first stop as part of Incredible India's UK road show encouraging UK tourism to India. A press conference was held in London on 7th June 2011, chaired by renowned UK journalist of Indian origin Mihir Bose. The promotional tour also covered Manchester, followed by Birmingham, Glasgow and Dublin. Only 40 years ago the idea of India as a tourism destination was unheard of. Today, India is seen as an exotic and idyllic location and many tourists opt for the unique experience while enabling India to explore tourism as a lucrative and crucial option for the economy. The objective of the Incredible India campaign is to generate awareness about the tourism products and destinations of the country and to promote India as a preferred tourist destination in the source markets overseas. Incredible India is also in discussion with British universities to arrange exchange, sabbatical and work placement programs to make a bigger impact on the educational scene within both the UK and India. The intention is to make India - a round the year tourism destination, with visits to Delhi and Agra in the Winter, in addition to Kashmir in the Spring. The India tourism plans and offerings were discussed as part of the programme. Some excerpts of an interview with Shri RH Khwaja, Secretary Ministry of Tourism, regarding the Incredible India campaign:

This issue will be sorted imminently; extensive work will begin shortly on the transport infrastructure within the North East. This key process has been made easier now that the Communist party is no longer in power in the North East. Q) Are there any plans for Budget Tourism? India has 650 million internal visitors a year and 6 million international visitors. To bring more budget tourism to India, a bed and breakfast scheme has begun, as has a scheme to bring 2-3 star hotels to a higher standard regarding health and safety. Q) Does India have any plans to have large-scale sea cruises along its coast? India already has many riverboat cruises. However, very soon we will see the first seaborne cruise along the coast of India. The intention is that within a year cruises will operate along

Q) How can Incredible India make more journalists aware of some of the more remote areas? Every year there are eighteen sponsored tours organized for British journalists to go to India and experience the wealth of variety it has on offer. However, one of the difficulties they face is that tourism is run on a state level and the amount each state puts into its tourism and the level it will sponsor foreign journalists varies considerably. Q) How can tourists be made to feel safer about travelling to India? The tourist board actively promotes safe and honorable tourism; in some states they now even have specific police whose purpose is the welfare of tourists. Q) India is a highly spiritual place for many, how can this be used to aid tourism? India is indeed highly spiritual and from within its borders it can be traced through the origins of many religions including Buddhism, Sikhism and many more. There is definitely large scope for tours aimed around this to be uncovered. Q) How can India's cuisine be used to promote tourism? India recently set up its first national culinary institution. There are several new publications on Indian cuisine, which will soon be released.

Q) What efforts are being made to open up areas like Kashmir using India's legendary trains? Work has already started on the railways in the Northern parts of India, and within only a couple of years dramatic improvements will be seen. Already India has the fourth largest rail network after the United States, Russia and China, this will be expanded further with the hopes of opening regions such as Kashmir to tourism. Q) What is being done to make access to regions in the North East easier?

During his speech, Mihir Bose highlighted David Cameron's comment that, 'India has the whole world beating a path to its door. But I believe Britain should be India's partner of choice in the years ahead.' As highlighted by India's Ministry of Tourism, the British PM's encouraging invitation for forging deeper bonds is clearly welcomed and reciprocated by India.

Worst flood hits northern Brazil The Brazilian state of Roraima, in the country's northern region, is facing the worst flood since 1976, local authorities said on last Monday. The level of the Branco River rose 10.02 meters, surpassing the 9.8-meter level in 1976, isolated several areas and flooded 80 percent of the neighborhoods in Roraima's capital city Boa Vista. It also blocked main federal highways in the state. Authorities declared state of emergency in almost all municipalities of Roraima. Governor Jose de Anchieta declared public calamity in the state on last Sunday. The governor requested help from the armed forces and traveled to Brazilian capital Brasilia for federal help. Over 400 people had to leave their homes and schools in the affected areas suspended activities, leaving 25,000 children without classes. According to Colonel Kleber Gomes from the local Civil Defense services, the isolated municipalities still have supplies for some weeks, but after that, they will need help.

Rousseff appoints second woman to key post Brazilian President Dilma Rousseff continued her cabinet reshuffle, appointing the second woman to a key post in her administration. Rousseff named fisheries minister Ideli Salvatti, 59, as her new Head of Institutional Relations. On last Tuesday, Rousseff, in the first major scandal of her administration, was forced to remove chief of staff Antonio Palocci for his alleged involvement in an influence-peddling scheme. Palocci was replaced by Gleisi Hoffmann, 45. Savlatti is known for her explosive temper, but in her new position she is responsible for the delicate job of coordinating relations between the government and its coalition partners and opposition parties. "We can't believe it," one PT member said. "It's like putting an angry elephant inside a porcelain shop." In her first announcement last Friday, Salvatti tried to calm those fears. "I do not know if I will be the little Ideli of 'peace and love' but I would like to be the Ideli who listens more and negotiates more," she said.

Made in UK William and Kate to live in Diana palace Prince William and new bride Catherine will within the coming months move into Kensington Palace, the London residence once shared by the prince and his late mother Diana, St James's Palace said on last Sunday. The newly-titled Duke of Cambridge and his brother Prince Harry lived in the palace after Diana and Prince Charles divorced in 1996, but the newlywed couple will move into a different property within the grounds. A spokesman from St James's Palace said: "We can confirm that The Duke and Duchess of Cambridge's official London residence will temporarily become a property at Kensington Palace. "A number of options for longer term solutions are still being considered. "The couple's main home will continue to be their house on Anglesey, and their Household Office will continue to be based at St James's Palace," he added. The duke and duchess currently live on the north Wales island of Anglesey, where the prince works as an RAF search and rescue helicopter pilot. William, 28, is second in line to the throne for the 16 Commonwealth realms, including Britain, Canada, Australia and New Zealand.

Teenager shot dead in south London Detectives are searching for a gunman who shot dead a teenager outside a block of flats in south London. The 18-year-old victim was shot four times and died at the scene in the grounds of Purser House, Tulse Hill, on last Monday night. He was the seventh teenager killed in the capital this year. The attackers sped away in a car. Police are investigating claims that the shooting was a gangland hit. Scotland Yard's Operation Trident unit, which investigates gun crime in London's black communities, has taken charge of the case. Detective Chief Inspector Gordon Allison appealed for witnesses to come forward. He said: "We would urge anyone who may have seen or heard anything between the hours of 9.30pm and 11pm, or seen a suspicious vehicle in the area at the time of this murder, to contact us and assist us in this investigation." Chuka Umunna, the Labour MP for Streatham, said he had been in close contact with police over the incident. He said: "My condolences go out to [the victim's] family and friends. This will have rocked them, and the wider community on the estate, to the core." It is the third killing in south London in the last fortnight. Alper Pasha, 43, from Bermondsey, died in hospital after being attacked outside a KFC fast food outlet in Coldharbour Lane, Brixton, and Sadiq Adebiyi, 25, was shot dead outside the Stockwell Gardens estate.

Stricter marriage visa rules urged for migrant spouses Expressing its alarm over a statistic that says that one in three foreign spouses are either of Indian or Pakistani origin, Migration Watch UK has called for the introduction of stricter rules for those who want to marry a foreign partner to ensure confidence in the immigration system. It called for a crackdown on marriages arranged for immigration purposes, which it said could be "harmful to the cohesion of our society". According to media reports, Migration Watch UK demanded full interviews for those wanting marriage visas, with a specific focus on those with a low average age of marriage, and tougher earnings and language conditions should be brought in before a visa is granted. The number of people given leave to enter the UK as spouses rose from 21,000 in 1992 to 47,000 in 2006, before falling to 31,000 in 2009, figures showed. Most foreign spouses come from Pakistan or India, and, together with those from Bangladesh, they accounted for almost one in three foreign spouses in 2009. In its report, Migration Watch UK said the "virtual abandonment" of the interview process in recent years "leaves the door wide open for marriages where one or both parties have come under pressure to marry against their will". "It also fails to ensure that the spouse will not become a burden on public funds and that the spouse has the language skills necessary to integrate into wider society," it said. Sir Andrew Green, the group's chairman, said the measures would be "fair to those who seek to marry a foreign partner while also commanding the confidence of the majority of the population something which at present is sadly lacking".

Tony Blair says EU should elect its president Former British Prime Minster Tony Blair says the European Union should have an elected president, though he says there's no chance of that happening soon. In an interview published on last Thursday, Blair is quoted as saying that the 27-nation EU needs to become more united to meet the challenge from China, in particular. Blair says that electing someone on a European-wide basis could foster a debate on the direction Europe's citizens wish to go. Blair was reportedly interested in getting the job of President of the European Council, as the job is formally known, when it was up for grabs in 2009. Instead, EU leaders backed Belgium's Herman Van Rompuy. The President chairs regular meetings of EU leaders and helps forge compromises on difficult issues.

Deadly virus kills 180 of Queen's swans A deadly virus is said to have claimed the lives of more than 180 of British Queen's swans. According to David Barber, the Royal Swan Marker, fewer cygnets will be born on River Thames this year because duck virus enteritis is killing birds, many of them breeding pairs, the media reported. He expects to confirm the decline in births during next month's Swan Upping, the annual census that dates back to the 12th century, that takes place between Sunbury in Surrey and Abingdon in Oxfordshire. A harsh winter and attacks by youths have also had an impact, Baber said. "Shootings are up in the past year. These cause horrific injuries and slow deaths," he said.

Hi guys, last saturday, more than a thousand people stripped and joined others on a naked bike ride through London streets to raise awareness of the need for improving safety for cyclists. The event was part of an annual protest against oil dependency, the culture of cars and a celebration of the human body. It was exhilarating to see the enthusiastic turnout. Pacino to play an ageing rocker Acting legend Al Pacino is reportedly in talks to play an ageing rocker in "Imagine" in writer Dan Fogelman's directorial debut. The film will focus on Pacino's character, a rocker who decides to track down his estranged biological son after finding a letter written to him by the Beatles' John Lennon. Reports say that comedian Steve Carell was set to appear in the film, but he had to turn down the role after date conflicts.

Actress Angelina Jolie will reportedly reprise her role as Evelyn Salt for the sequel of "Salt" after Sony Pictures commissioned writer Kurt Wimmer to press ahead with a screenplay. According to reports, Jolie has always been open about wanting to do a sequel of the movie because she thinks there is more to discover from her character. "I'd love to do a sequel. You never know if you're going to get the chance, if audiences are going to love it. But particularly with this character, I think there is so much yet to explore in her life with her - with her family, with coming to terms with who she is in the end, because of the way it's set up, she could be anybody," Jolie was quoted as saying. "She could be in any country, she could speak any language, and so we have a lot of opportunities. As an actress, and somebody who loves to travel, it would be nice to be able to explore the world with her," she added. FROM BOREDOM TO ENTHUSIASM Boredom is associated with routine and uninteresting tasks or with activities that require little creativity and don't make much use of our skills. Actually, it's not routine that creates boredom – that's a misconception. Boredom is in fact the result of zoning out – it is a numbing out of spirit. We are no longer learning, growing and having fun. Challenge boredom! Start by paying more attention to your everyday routine and switch the controls back onto manual from auto-pilot. Challenge yourself to wakeup and become present in the now. One way we can do this is by introducing some newness into our everyday routine, for example, one can change the order of doing everyday things, take a new route to work, go out for lunch if they usually eat at their desk or find a creative way to modify tasks? Another thing we can do is challenging our mind to notice what is different and unique about each passing minute – as no minute is exactly the same – or to see things from different points of view. Become creatively curious. Be curious about why you are bored! Boredom is very much connected with having moved into automatic and unquestioning thinking - being on auto-pilot. How aware are you of what you are thinking right now? Do you really know everything about everything? Question, explore and reflect deeply. When we discover truth for ourselves, rather than just going along with what has been said, life becomes much more interesting and the sense of wonder we had as a child re-emerges. Try out some creative visualisations or meditation exercises: decide what you want to feel and give yourself that experience. Also, experiment with your thinking; for example, begin the day with the

Chilean volcano grounds flights, coats ski slopes

An erupting Chilean volcano sent a towering plume of ash across South America, forcing thousands out from their homes, grounding airline flights in southern Argentina and coating ski resorts with a gritty layer of dust instead of snow. Booming explosions echoed across the Andes as toxic gases belched up from a three-mile-long fissure in the Puyehue-Cordon Caulle volcanic complex on last Monday - a ridge between two craters just west of the Chilean-Argentine border that began erupting last Saturday. Winds blew a six-mile-high cloud of ash all the way to the Atlantic Ocean and even into southern Buenos Aires province, hundreds of miles to the northeast. Authorities in Chile went house to

house, trying to persuade stragglers near the volcano to leave because of an increasing danger of toxic gas and flash floods. By last Monday, about 4,000 people had been evacuated from more than 22 communities. They began fleeing as swarms of earthquakes on last Saturday heralded the eruption and hundreds more fled on last Monday to shelters farther away. Some refused to leave, wanting to protect their homes and livestock. Chile's verdant lakes region is a center for dairy farming, with more than 9,000 cows and sheep. Deputy interior minister Rodrigo Ubilla said about 50 families in the Rininahue area refused to abandon their homes. "Everything is prepared with shelter and transportation for them to immediately leave the danger zone," added Vicente Nunez, director of Chile's emergency preparedness office, urging them to leave. Just north of the complex of volcanoes, the city of Futrono and the communities of Lago Ranco and Entre Rios were particularly vulnerable to flash floods.

Fighting in Qaida-held Yemen town kills 45

At least 45 people were killed in an al-Qaida-held town in the latest violence in Yemen as protesters took to the streets of the capital on last Tuesday to demand that president Ali Abdullah Saleh stay in exile. The army said it had killed 30 Islamist militants, including a local al-Qaida leader, in the southern town of Zinjibar. A local official said 15 soldiers had been killed in the battles for control of the town seized by militants a few days ago. The fighting was another symptom of instability in Yemen, whose leader left for Saudi Arabia at the weekend for surgery on wounds suffered in an attack on his palace in Sanaa. Demonstrators, who have been trying to topple Saleh for months, called a "million-man march" in Sanaa to pile pressure on him to stay away and hand over power permanently. The volatile situation in Yemen, which lies on vital oil shipping lanes, alarms Western powers and neighbouring oil giant Saudi Arabia, who fear that chaos would enable the local al-Qaida franchise to operate more freely there. They see Saleh's absence for medical treatment in Riyadh as an opportunity to ease the president out of office after nearly 33 years ruling the impoverished Arab nation. "We are calling for a peaceful and orderly transition," US secretary of state Hillary Clinton said. Yemen's acting leader, vice president Abu-Rabbu Mansour Hadi, said Saleh would return within days. Saudi officials say it is up to Saleh whether he returns home or not, but they and their Western allies may want to revive a Gulf-brokered transition deal under which the Yemeni leader would quit in return for immunity from prosecution.

‘Pak risks losing control of N-arsenal to terrorists'

Pakistan is in danger of "losing control of part of its nuclear arsenal" to terrorists, according to a new report published by the Stockholm International Peace Research Institute (SIPRI). In its report published on last Tuesday, the global think-tank said that India and Pakistan are "expanding their capacity to produce fissile material for military purposes." The report said that the world's eight nuclear powers - Britain, China, France, India, Israel, Pakistan, Russia and the US - possess more than 20,500 warheads. It argued that prospects for meaningful disarmament in the short term are grim, as all eight countries seem committed to either improving or maintaining their nuclear programmes. "The five legally recognized nuclear weapons states (Britain, China, France, Russia and the US),

Prince Khalid bin Abdullah bin Abdulaziz Al Saud, the eldest child of Saudi Arabia's King Abdullah, has died, state media reported Saturday. He was 54. Prince Khalid died last Friday and funeral rites were performed in the Saudi capital Riyadh, according to a statement by the Saudi royal court. Prince Khalid was honorary head of the Jiddah-based football club Al-Ahli and was on the board of trustees at the King Abdullah University of Science and Technology. He was not in line for the throne.

Obama's top adviser US drone strikes Austan Goolsbee to quit kill 22 in Pakistan The top economic adviser to US President Barack Obama, Austan Goolsbee, has announced his decision to leave the White House this summer. The development is considered to be a setback for Obama, especially as it comes at a time when his administration is struggling to bring the economy back on track. The announcement by Goolsbee, chairman of the President's Council of Economic Advisers (CEA), that he plans to return to his position as the Robert P Gwinn Professor of Economics at the University of Chicago Graduate School of Business came as a surprise to many, given that the economy is going to play a major role in Obama's reelection next year. In a statement, Obama described him as one of "my most trusted advisers" and one of "America's great economic thinkers". "Over the past several years, he has helped steer our country out of the worst economic crisis since the Great Depression, and although there is still much work ahead, his insights and counsel have helped lead us toward an economy that is growing and creating millions of jobs. Goolsbee said he looks forward to returning home to Chicago, but will always be proud of the years spent working for President Obama. Stepping up missile strikes against terrorists in Pakistan's restive tribal belt, US drones targeted an insurgent training camp and a vehicle in North Waziristan on last Wednesday, killing at least 22 militants and injuring several others. In the first attack, the drones fired four missiles at a compound being used as a militant training camp in Shawal area of North Waziristan tribal agency, officials were quoted as saying. Eighteen militants were killed and the compound was destroyed in the attack. Local residents said more persons could be buried in the rubble of the compound. A drone targeted a car in the second attack, killing four militants. Both attacks, in which several militants were also injured, occurred within minutes of each other. The US carried out five drone strikes in Pakistan's tribal belt last week, indicating that Washington has no plans to roll back the campaign with unmanned spy planes despite protests from Islamabad. On last Monday, at least 18 suspected militants were killed in three drone strikes in South Waziristan. Al-Qaida terrorist Ilyas Kashmiri was reported killed in a drone attack but US officials have said they have no confirmation of his death.

Gaddafi forces attack Acid spill in China river Misrata: Rebels effects water supply

An attack by Muammar Gaddafi's forces on Libya's thirdlargest city Misrata on last Wednesday killed 10 rebel fighters and wounded 26, a rebel spokesman in the city said. Between 2,000 and 3,000 Gaddafi troops attacked the Mediterranean port city from the south, west and east, Hassan al-Galai said. They deployed Grad rockets as well as tanks and heavy artillery but were repulsed by the rebels who prevented them from entering the city, Galai said. He said there had been no intervention by NATO-led aircraft and that the fighting was still raging at 6pm (1600 GMT).

A toxic chemical spilled into a river that supplies drinking water to the scenic city of Hangzhou in eastern China, knocking out supplies to more than half a million people and creating a run on bottled water. A tanker truck carrying 20 tons of carbolic acid overturned late Saturday night. The chemical, also known as phenol, was washed by rain into the Xin'an River about 150 kilometers (90 miles) southwest of Hangzhou, the city said in a report on its website. The city said an emergency worker died, but did not say how. It said authorities temporarily shut down water plants and released extra water from nearby dams to dilute the spill, which affected the water supplies of at least 552,000 people in Hangzhou's suburbs. The concentration of carbolic acid near the accident site remained more than 900 times the safe drinking level as of late Monday, the report said. Local officials did not immediately respond to requests for comment. Carbolic acid is an industrial chemical used to create plastic and other materials. Contact with it can cause burns and ingesting it can cause damage to internal organs and the nervous system. No details were available on the exact level of contamination in the water supply. Despite assurances that drinking water in Hangzhou itself was safe, residents rushed to buy bottled water, leaving shelves in some supermarkets empty.

EU raises farmers' E.coli aid to â‚Ź 210 mn The European Union's executive has offered an improved 210 million euros in financial aid to farmers hit by a deadly E.coli outbreak, after EU governments said an initial offer of 150 million euros was insufficient. "In total we will have a budget of 210 million euros which will be earmarked for the measure. This envelope will enable us to respond to the compensation requests for the period from the 26th of May through to the end of June," EU farm commissioner Dacian Ciolos told a news conference on last Wednesday. Consumer demand for products such as cucumbers, lettuce and tomatoes fell after authorities in Germany initially said they were the most likely source of the outbreak, which has so far killed 25 people. Producers in Spain have been hardest hit after cucumbers from the country were wrongly identified by German authorities as the source. Since then, Spanish farmers are estimated to have lost 200 million euros per week in lost sales.

STAY strong, urged Venezuela's leader, Hugo Chávez, as he embraced Antonio Palocci in front of politicians and photographers on a visit to Brasília on June 6th. Just a day later Mr. Palocci, the embattled chief of staff of Dilma Rousseff, Brazil's president, had resigned. Newspaper revelations last month of his sudden enrichment from political consultancy while a federal congressman from 2006 to 2010 left him open to accusations of influencepeddling. The attorney-general's ruling that there was no evidence of wrongdoing merely provided face-saving cover for his inevitable exit. His departure, less than six months into her government, is a setback for Ms Rousseff. By swiftly dumping him she has tried to limit the damage. Her choice of Gleisi Hoffmann, a newly elected senator for the ruling Workers' Party (PT), as her new chief of staff is a bold, but risky, attempt to recover the political initiative. Unlike Mr. Palocci, who had close ties to Luiz Inácio Lula da cholanda@brazilianpost.co.uk Silva, Ms Rousseff's predecessor and political mentor, Ms Hoffmann owes loyalty to nobody but the president herself. “The appointment shows Lula, the PT and every government minister that the president has the courage to exercise her power and make her own choices,” says Alberto Almeida, a political analyst in São Paulo. It was the second time Mr. Palocci has left government under a cloud. As Lula's first finance minister he was credited with reinventing the former trade-unionist along more centrist lines and persuading him of the merits of fiscal responsibility. His career looked over when scandal forced him to step down in 2006—but worse scandals thinned the leading ranks of the PT to such an extent that Mr. Palocci managed to make himself indispensable again. Edward Amadeo of Gávea Investimentos, a fund based in Rio, thinks that without Mr. Palocci to counter the PT's left-wingers, Ms Rousseff may over time stray from the macroeconomic straight-and-narrow. But financial markets reacted calmly to his defenestration. By appointing Mr. Palocci in the first place, Ms Rousseff had sent a strong signal to investors that she could be trusted. But he had quickly morphed from an asset into a liability. He was supposed to act as the political enforcer to keep Ms Rousseff's unwieldy coalition in line. But the PT's coalition partners took advantage of his problems to press for concessions. The opposition was fast gathering support for a congressional investigation that would have dominated the airwaves for months. The choice of Ms Hoffmann came as a complete surprise (her husband, Paulo Bernardo, the communications minister, was a hot favourite). Already commentators have christened her “Dilma's Dilma”: like Ms Rousseff she is a former bureaucrat plucked from political obscurity and appointed as chief of staff because of her managerial prowess. The corollary is that Dilma must start acting more like Lula. The best advice he could give to other leaders, Lula told media sources last September, was not to outsource politics. “Whoever was elected must do the politics,” he said. “If he sends a proxy in his place, it won't work.” It seems that Ms Rousseff has taken that advice. She now has to show that she can be her own political enforcer.

Rising rents price tenants out Growing numbers of tenants are finding themselves priced out of the market as strong demand and a shortage of supply continue to push up rents, research shows. Although rents increased across the whole of the UK, London and the south-east continued to see the most notable rises. Surveyors said rents in some areas had risen so sharply that previously affordable homes were now out of reach for many people, leaving growing numbers of tenants priced out. Estate agents Cluttons said tenants in central London should brace themselves for increases of between 8% and 10% following record increases of 19.1% in 2010. It added that existing tenants who wish to renew their contracts are facing smaller rises in the region of 4%, as landlords concerned about the general economic outlook opt to retain quality tenants rather than risk void periods. But the high cost of being a tenant was failing to deter people from renting, with many having no alternative due to the large deposits currently demanded by mortgage lenders. A balance of 35% of surveyors reported a rise in demand for rented accommodation during the three months to the end of April, the highest level for more than two years. The proportion reporting an increase in demand was also significantly higher than the 6% who said they had received a rise in new instructions from landlords during the same period, suggesting the mismatch between supply and demand would get worse. Rics said it was the first time the overall level of instructions had increased since April 2009, but this rise was doing little to help the situation as tenants were staying longer in properties than they previously would have. "There has been a small uplift in supply, but the imbalance between demand and availability can only mean rents will continue to rise." Looking ahead, 33% more surveyors were predicting further rent rises than those who thought rents would fall, with expectations that the cost of being a tenant would increase highest in London, followed by the Midlands, the south-east and the north.

Europe's debt crisis VIENNA'S glories are largely faded but its name is being mentioned with increasing frequency by the euro area's policymakers. The “Vienna initiative” was a plan, drawn up in 2009 that halted the rot of financial contagion spreading through central and eastern Europe. Foreign banks pledged not to cut their exposures to the region and run. It is now being discussed as a possible model for resolving Greece's sovereign-debt crisis. The need to come up with a new plan for Greece is mounting. On May 20th Fitch, a ratings agency, cut the country's debt rating by another three notches. Yields on Greek ten-year bonds this week reached 16.8%, more than twice what they were a year ago. With the markets shying away, the country will not be able to borrow afresh next year, as had originally been hoped when the country was first bailed out in May 2010. The IMF's latest review is due out in June; it is likely to praise Greece for its progress so far but also to fret about how next year's numbers add up. The Greek government is playing what few cards it still has. On May 23rd it announced plans to speed up the sale of state-owned assets, including its telephone company, post office and ports. Under pressure from its neighbours and the fund it hopes to raise €50 billion ($70.8 billion) from privatisations. Asset sales are an attractive way of cleaning up the public balance-sheet without doing anything that further chokes demand. There are, however, doubts that Greece can realise its ambitions, partly because the absence of a land registry means that the government may not have clear legal title to all of the things it wants to sell, partly because it is not clear what price they could fetch, and partly because privatisation arouses political opposition at home.

Former BP Chief Hayward launches comeback The former BP boss pilloried by US politicians over the Gulf of Mexico oil spill last year, launched his comeback with a £1bn stock market float that will catapult him back into the oil business. Less than a year after he was forced out of BP by a wave of anger in the US, Hayward launched the new company, Vallares, alongside high-profile financier, Nat Rothschild, and backed by US investors. His new venture plans to use the money raised on the London market to buy into an oil and gas company in need of capital, with a value of up to £8bn. But instead of buying the company, Vallares will offer shares in itself therefore give the company access to the global financial markets. Hayward is a non-executive director of Vallares but would become chief executive of the newly merged operation and would build an operating team around him suited to the kind of oil and gas assets that are obtained. Vallares, which has another ex-BP man, Rodney Chase, as chairman, stresses that it is not an investment company but will seek to mirror the success of sister company, Vallar, which has made a big investment in Indonesian coal. Vallar was established last year by Rothschild, while the four founders of Vallares – Hayward, Rothschild, former Goldman Sachs partner Julian Metherell and ex-Schroders man Tom Daniel – are committed to providing £100m of the £1bn, including buying £80m of shares as part of the flotation. The shares are expected to list in London at £10 a share and the order book will close around 20 June. Rothschild, who is one of London's most successful hedge fund managers, said: "I am delighted to be partnering with Tony Hayward, whom I have known for many years, on this exciting new venture. Together, we believe the company is well positioned to capture value in a sector with attractive fundamental supply-demand dynamics." The company plans to capitalise on the growing global demand for oil and gas, particularly in emerging markets, which could outpace the ability of the energy industry to bring in new reserves. Hayward, who became a non-executive director for the newly listed commodity trading multinational Glencore,

said there was no place for renewable power in the portfolio and he had already made a list of potential assets in South America, Africa and even Russia. He remains on the board, as a non-executive, of TNK-BP, the Moscowbased joint venture at the centre of a row between BP and local investors over the former's desire to form a joint venture with the Russian state-owned oil company Rosneft. Hayward quit BP last July, taking responsibility for the spill. He said then: "The Gulf of Mexico explosion was a terrible tragedy for which, as the man in charge of BP when it happened, I will always feel a deep responsibility, regardless of where blame is ultimately found to lie." But friends have since argued that his demonization in the US was exaggerated by the media and his reputation outside the US – and particularly in the business community – remained largely intact.

Cable rules out Southern Cross rescue

Business secretary Vince Cable came under fire for ruling out a taxpayer rescue of Southern Cross, Britain's largest care homes operator, which is on the brink of financial collapse. Justin Bowden, national officer for the GMB union, said: "Cable is out of touch with the public mood. If government can bail out the banks, what about a business that looks after 31,000 of society's most vulnerable people? "Research shows that if homes are closed and individuals are moved, mortality rates rise. What is urgently needed now is a commitment by government to ensure stability for Southern Cross's residents." Cable said: "There is no way we can bail out the company. But I have asked my officials to look carefully at the business models of companies that provide public services and ensure they are stable and the sector regulators responsible for them are able to act responsibly." The GMB said that given the firm's precarious finances "government is obliged to step in and provide immediate financial support". A care worker at one of Southern Cross's homes, who spoke on the basis of anonymity, said patients at one centre were visibly horrified as they watched television news programmes about the company's uncertain future. She said: "The look on their faces was unbelievable. They asked whether the home would be shut down and became extremely agitated. Think about the stress of moving house, then consider what it might be like for someone over 90 who is suffering from dementia." Southern Cross continued to draw fire after announcing on last Wednesday that it was axing 3,000 jobs. Emily Thornberry, Labour's shadow care services minister, said: "The government must give a guarantee to residents and their families that there will be no fall in standards or safety in Southern Cross homes." Employees contacted by the media said working conditions were already harsh and that cuts would add to the pressure. One said: "On my 12-hour night shift there are just three caretakers and one nurse for around 50 residents. But these are patients with acute needs and it's impossible to give them the attention they need. "Over the years, the demands on staff – most of whom are on the minimum wage – have increased as cutbacks take their toll; there is an increasing burden of paperwork that has to be completed, with the company threatening disciplinary action if tasks aren't completed on time." The company stoked more controversy after it emerged that fees to advisers are running at £500,000 a week, with accountants KPMG, legal firm Clifford Chance and investment bank Greenhill taking the lion's share. Labour said: "It is deeply concerning that Southern Cross is paying such large sums for consultancy at the same time as laying off staff.”

Citi says credit card customers' data was hacked

Citigroup acknowledged that unidentified hackers had breached its security and gained access to the data of hundreds of thousands of its credit card customers in North America. “During routine monitoring, we recently discovered unauthorized access to Citi's account online,” the bank said in an e-mailed statement. “We are contacting customers whose information was impacted.” The bank said about 1 percent of its North American credit card holders had been affected, putting the total count of customers exposed in the hundreds of thousands, based on its figures for 2010, which said it had about 21 million credit card customers in North America. While information concerning customers' names, credit card numbers, addresses and email addresses was exposed, the bank said that data like the “Social Security number, date of birth, card expiration date and card security code were not compromised.” Citi is notifying cardholders who have been affected via mail, as well as via their online accounts. Most customers will also receive a replacement card, the company said. “Citi has implemented enhanced procedures to prevent a recurrence of this type of event,” the bank said. “For the security of these customers, we are not disclosing further details.” While no group has claimed responsibility for the breach, it is part of a spate of recent cyber attacks. Sony has reported a

series of assaults on its PlayStation network and several Sony Web sites —one hacker site says, there have been 18 so far — after the company sued, and then settled with, a programmer who had cracked the PlayStation code. Other attacks have hit PBS, Fox and an F.B.I. affiliate known as Infragard. And most worrying of all, perhaps, they compromised the security system of RSA, maker of the popular SecurID. But none of those breaches appears to pose as direct a threat to consumers as the one reported by Citi. A spokesman for the bank said that only credit card customers had been affected, not debit cardholders, and that law enforcement had been alerted. Two people associated with the hacker collective Anonymous said they did not believe the group was involved. Anonymous kind of moved off the banks, one said, adding that it was because they were bored. Anonymous has become known for prominent denial-of-service attacks that disable and deface the Web sites of companies the hackers dislike; for example, the group disrupted service at Visa and MasterCard after they stopped allowing donations to WikiLeaks. “For-profit attacks are always foreign,” one of the people said. “I've never heard of an American group doing that. You can deface a website, but once you start stealing money … we understand the FBI. They can kick your door down for downloading torrents.”

EDUCATION SCORES OVER SOCCER Education has surpassed soccer as a national concern. The Brazilian system of reforming education is a model of innovation.

Ask international education experts about the state of education in Latin American countries, and the one country they will speak of most positively is Brazil. According to Fernando Reimers, the head of Harvard's International Education Policy Program, Brazil is making the most progress in improving education standards than any other country in Latin America. Even the World Bank has acknowledged Brazil's efforts: Barbara Burns, World Bank economist and author of a book about Brazilian schools, has called Brazil's system of measuring education results one of the most impressive systems in the world.

BREAKING AWAY FROM THE PAST What makes this progress perhaps more commendable is that Brazil has not had a culture of education excellence to build on. The country started to develop its education institutions very late, and did not build strong teaching and academic professions that could provide the necessary support for education policies committed to equity, quality and efficiency. In contrast, Argentina's schools, which were among the best in the world a century ago, are on a path of steady decline. In fact, they performed worse than Brazil's in the fourth PISA study (Programme for International Student Assessment) published in December 2010. Compared to a decade ago, there is now far more awareness across Latin America that poor education is a major obstacle to progress. Brazil's complacency towards education was broken in 2000 when then president Fernando Henrique Cardoso entered the country in the PISA study, even though all other participating countries were part of the OECD (Organization for Economic Cooperation and Development). Not surprisingly, Brazil came last. But the result clearly proved to be a productive shock. In the 2010 PISA results, Brazil showed improvements in all three tested subjects: reading, math and science, and ranked 53rd out of the 65 participating countries in reading and science.

THE LEGACY OF GOOD POLICY The government's initiative is definitely commendable. Under Mr. Cardoso's administration, several effective education policies were put in place. A national program was implemented, that provided free books to children in public schools for fundamental courses. The book-list, prepared by the Ministry of Education, was based on teacher's opinions and was re-evaluated yearly, hence improving the quality of educational books in Brazil. Courses too, became subject to evaluation for the first time. A program called 'Provao' was implemented for the evaluation of higher education institutions, whereas intermediary courses and fundamental education were evaluated by systems called ENEM (National Examination of Intermediary Learning) and SAEB (Fundamental Education Evaluation System) respectively. The results of all evaluations were made public, lending increased transparency to educational institutions and the larger educational reality. In addition, FUNDEF (Fund for Maintenance and Development of Fundamental Education and Valorization of Teachers) was deployed, and the law established that resources from FUNDEF must be invested in fundamental education, particularly in physical infrastructure and teacher salaries.

Another landmark initiative of the Cardoso government was the national implementation of the BolsaEscola program, under which a small monthly payment (R$25 per month per child) was made to parents of poor children, on the condition that their children attended fundamental schools. Though the amount was small, it had a significant impact on school attendance. The United Nations elected this program as one of four that it would try to implement in other countries. By the end of his government, President Cardoso announced that 97% of children aged 7 to 14 were attending school, a never-before-seen figure in Brazil. Cardoso's successor Luiz Inacio Lula da Silva continued and extended both the Bolsa-Escola program as well as the policy of school funding that mandated minimum perpupil spending and teacher salaries. Despite reaching these important milestones in universality of education, much is still to be done about quality. School spending too, needs a revamp: Up to half of schools' budgets go on pensions; more than a tenth of spending goes on students who are repeating grades. Most importantly, Brazil needs to invest in training its teachers and creating career paths for them.

WHEN CIVIL SOCIETY DOES ITS PART Business leaders have been hugely important in leading the way for education reform in Brazil. Instead of the biggest industrialists each having their own discrete education foundations, Brazil's biggest business tycoons came together in 2007 and formed a coalition called Todos Pela Educacao (All for Education). With the help of top Brazilian and U.S. education experts, it came up with five concrete goals (including one that all Brazilian children remain in school until age 17) to be achieved by 2022, the bicentennial of Brazil's independence, and also with ways to monitor progress on each of those goals annually. The next challenging step was recruiting Brazil's biggest media companies, leading journalists, academics and artists to launch an education awareness campaign for parents, while simultaneously pressing the government to meet the group's five goals. The campaign worked: a poll in late 2009 showed that the quality of education had become the second biggest concern of Brazilians, after crime – a huge shift from previous years in the last decade. The government reacted to the public's demands. President Lula presented a five-point program that was almost identical to the one proposed by 'All for Education', and set a date of 2021 as its completion date.

CONTINUING THE POSITIVE TREND Brazil aims to reach the average standard of the OECD in the coming decade, but at the current rate of progress, it will achieve just half that goal. Experts envisage that increasing school spending is unlikely to have as much of an impact on progress as extending to all corners of the country, the kind of landmark innovation practices for which Brazil has become known.
