External Affairs Executive, Dominic Beck shares an update on the Chamber’s Policy activities and outlines what’s to come in the future.

The Policy and External Affairs department of the Chamber is as busy and active as we have ever been and this is set to continue over the next year or so. In the past year we have continued to be represented at local and regional strategic boards, partnerships and forums that enables the Chamber to ensure that the best interests of our members are articulated and heard. One of the Chambers core priorities is to increase and develop the influence and reach of the organisation at strategic levels within Barnsley, Rotherham and the wider region. We aim principally to achieve this through our relationships with key decision makers within local government, non-governmental agencies and private sector interest groups. Our strategic work over the past year has included hosting the Director General of the British Chambers of Commerce, John Longworth who visited the Chamber on two separate occasions to discuss national policy issues around growth, business support and the structural rebalancing of the economy. Mr Longworth was also introduced to one of our Patrons, Solar Europa Ltd. They were then subsequently invited on a delegation of other businesses from across the country to meet the Prime Minister at Downing Street. This is exactly the sort of engagement and access we are able to leverage to ensure that no matter what size of company you are, the Chamber can always support you in achieving your aims, whether they be commercially or socially driven. On a more day-to-day basis, the Chamber was approached by the South Yorkshire Police & Crime Commissioner to manage the ‘Efficiency Advisory Panel’, which is a body that will identify

areas where efficiencies and cost savings can be delivered within the Police force, whilst ensuring service performance is protected. The Commissioner saw the value in involving the business community in this process by taking advantage of the related experience businesses have in managing large budgets and addressing financial pressures. The Efficiency Advisory Panel is made up of eight business people from across South Yorkshire from a diverse range of business sectors. Again, this is demonstrable of the high regard that firstly the business community is held in the region and secondly the inextricable link between the Chamber and the business community which makes it well placed to take the lead on initiatives such as this. Over the next 6 – 12 months the Chamber is set to be as active as ever hosting and being involved in a variety of events and activities such as the Yorkshire International Business Convention next March and topped off next summer by the Chamber’s Regional Business Conference to be held in Sheffield. Chamber supports Meadowhall HS2 station If there is one topic that is dominating the headlines, political divides and the long-term debate around the competitiveness of the UK economy it is that of the hot potato that is - High Speed Rail. This is to be expected with what is estimated to be a ÂŁ50 billion decision by government; the strong feelings of both proponents and opponents of the scheme is very raw. The Chamber, as one of many consultative bodies, is very keen to ensure the views and long-term interests of our members are reflected during the consultation process. The Chamber over the months has been collecting and listening to the views of our membership, through our Policy & External Affairs Committee, Transport Working Group and in other forums, such as the MPs breakfast meetings, to form a rounded and informed view of whether we support the proposals or not around High Speed Rail.

For too long we feel a disproportionate amount of large infrastructure investment has occurred in the South-East and particularly in London. High Speed Rail would enable shorter journey times between the country’s major economic hubs, of which the Sheffield City Region is a major part. Furthermore, the backbone of our support for High Speed Rail is entrenched in our full support of the station located at Meadowhall for the Sheffield City Region. Locating the station at the proposed Meadowhall site

would unlock the benefits of the project to the wider region, taking advantage of the connectivity with the M1 motorway and would ensure the benefits are not primarily realised by the Sheffield urban centre. Most leading bookmakers would struggle to lay confident odds on whether we will ever actually see the High Speed Rail scheme come to fruition, but what is for sure is the debate around High Speed Rail and the wider argument around the long-term competiveness of the UK economy are set

Opinion on both sides is often polarised by people who are on the one hand, very supportive of the investment in infrastructure and the long-term benefits the scheme will harbour for the UK, and those on the other hand, who feel strongly that the level of investment would be better spent elsewhere on housing, small business support and up skilling workforces and that would deliver more value for money both in terms of the economy and the wider social well being of the country. As a business representation organisation the Chamber as before, when the initial proposals were out for consultation in 2011, is still broadly supportive of the proposals and the salient benefits the scheme is proposed to have on the UK economy and the regional economies within it.

Chamber looks forward to Managed Motorway Last December the Chamber welcomed proposals from the Highways Agency for a £150 million transport scheme aimed at relieving congestion on the M1 motorway and following a recent announcement, work looks to begin soon. In the announcement, Jeremy Bloom, Highways Agency, Major Projects North Divisional Director, said: “The M62 managed motorway scheme between junctions 25 and 30 is now fully operational. Over the next two years we plan to continue to expand the region’s managed motorway schemes and bring this innovative approach to the M1 in West and South Yorkshire. “Barrier renewal work began earlier this summer on the M1 between junctions 32 and 35a, and 39 and 42. On the M1 junction 28 to 31 section, central reserve barrier work started in September. This improvement work will replace the existing metal barrier in the central reserve with a stronger and safer concrete barrier, and assist in the future installation of the managed motorway systems which are planned for these locations.

“Construction of the managed motorway schemes on the M1 between junctions 28 and 31 is currently scheduled to start in early 2014 with the junction 32 to 35a section due to start in late spring 2014. Both schemes are subject to the completion of ongoing environmental assessments. The start of the managed motorway work between junctions 39 and 42 is subject to completion of statutory processes, but work is expected to start before the end of the financial year.” Andrew Denniff, Executive Director at the Chamber commented on the recent announcement, “The Chamber has kept a close eye on the progress of the proposed Managed Motorway scheme which we believe will harbour significant benefits to businesses in the region.

Chamber’s Transport Working Group earlier in the year we are broadly supportive of the important benefits the scheme will deliver and we consequently responded to the formal consultation along those lines. “With the road network becoming increasingly congested and the reliability of journey times becoming harder to ascertain for businesses, this scheme will hopefully improve this situation particularly during the morning and evening peak. “We are confident and fully supportive of this scheme which we believe may save local businesses millions of pounds owing to improved connectivity along one of the major transport arteries in the country.”

Accountants Hart Shaw and Atkin Macredie & Co merges Hart Shaw and Atkin Macredie & Co, two leading Chartered Accountants merged on 1st October 2013. The merger means the Atkin Macredie & Co team will join Hart Shaw at their offices. “Ales of March” raises £40,000 for local good causes Organisers of The Rotherham Real Ale and Music Festival proved that ‘there’s no place like Rome’, after donning togas to celebrate raising £40,000 for local good causes.

The proceeds of “Baa’sil Goes West”, will be divided equally between Bluebell Wood Children’s Hospice, the Rotherham Hospice, Weston Park Hospital Cancer Charity and the Magna educational trust, with each receiving a £10,000 share from the proceeds raised at the 2013 festival.

The Rotherham Real Ale and Music Festival is the largest event of its kind in the north, with bars stretching for over a quarter of a mile in total, spread across a magnificent seven different bars. More than 100,000 half pints of real ale were sold during the 2013 four day event.

“Baa’sil Goes West”, saw the festival’s popular sheep mascot visit counties in the West of England, attracting more than 11,000 real ale lovers to pack into Magna and enjoy a diverse range of entertainment along with more than 250 varities of real ale as well as 80 varieties of ciders, lagers, wines and perries.

Festival organiser Stephen Burns said: “I’d like to thank everyone who helped to make 2013 another successful year for the festival, from local businesses who supported the festival through sponsorship, to our legion of volunteers that are needed to run the event.

Since the festival relocated to Magna in 2011, it has helped to raise more than £125,000 for local good causes. The organisers confirmed that the festival will return to Magna between 5th – 8th March 2014 when it hopes to bring a taste of Rome to Rotherham, featuring real ales that have been chosen from areas in the UK known for having a strong connection to the ancient Roman Empire and are looking for more volunteers and businesses to get involved with the event.

“The Rotherham Real Ale and Music festival is not only a chance for people to enjoy real ale and live music, but it’s a genuine community event that firmly puts the town on the map. Over the years we’ve developed a terrific following, and see regular visitors to the festival travel the length and breadth of the country to support the popular event. “We always try to build on the success of the previous year, and we are already starting our search for companies interested in getting involved with supporting next year’s festival

and would welcome anyone who thinks they can help – either through sponsorship or simply giving up some of their time to help during the event to get in touch.” Sponsorship opportunities are now available for the 2014 Rotherham Real Ale and Music Festival. Chamber Patronage For Barnsley Football Club Barnsley Football Club have become the latest company to join Barnsley & Rotherham Chamber of Commerce as a Patron. Established in 1887, the Football Club is one of the oldest organisations in Barnsley and is one of the biggest brands in the town and South Yorkshire. For many years the Football Club has worked closely with the Chamber and has been a member for over 20 years. It is now the club has taken the decision to strengthen its links with local businesses and by doing so upgraded their membership to Patronage. Rachel Hearne, Commercial Manager at Barnsley Football Club said, “Barnsley FC are proud to become a patron of The Barnsley & Rotherham Chamber of Commerce. Local company launches Halal Food Festival at ExCel London A specialist South Yorkshire Exhibition consultancy is reeling in the success of one of their most recent projects, after assisting the recruitment of around 100 exhibitors and 15000 visitors at the inaugural Halal Food Festival at ExCel London. The event, brainchild of London based Halal Events Ltd, was created to fill the growing desire from affluent Middle Class Muslims to experience a greater range of Halal offerings and companies wishing to raise the profile of their Halal Brands.

Barnsley College offers free support to Yorkshire businesses Barnsley College is offering businesses a range of services to help support their organisation and their staff. The College can provide free recruitment support, apprenticeship training, training in the workplace and support for businesses and staff facing redundancy. As well as offering free training opportunities and recruitment services, the College has opened dedicated Skills Hubs in Barnsley, Leeds and Sheffield to help business owners to provide extra support to their staff following redundancy.

The importance of retail in our region Ann Cadman, director of The Source Skills Academy and vice-chair of the Local Enterprise Partnership Retail Sector Group, discusses why retail matters in the Sheffield City Region In 2008 our Local Enterprise Partnership (LEP) identified retail as a sector which will be absolutely vital to the future of economic growth and job creation within the Sheffield City Region. During the subsequent 4 years, through the role as vice chair of the Retail Sector Group, I have worked closely alongside retailers, business leaders, local councils and Chambers of Commerce to provide the LEP with information on the retail sector as they put together a growth plan for our region. Once completed, this growth plan will allow our region to compete with other UK areas for powers and funding handed down by central government.

I have been delighted to see the project grow during the last year, and in September 2013 our second Retail Matters Conference was attended by over 100 independent retailers from across the region, and the fourth Retail Matters magazine was distributed to over 26,000

businesses. I am incredibly excited about the developments taking place through the Retail Sector Group and Retail Matters, and am looking forward to continuing to work closely with retailers across the region to promote the importance of our sector and help the Sheffield City Region to achieve status as the Retail Hub of the North.

Most recently the Retail Sector Group has been working to pull together research demonstrating the importance of retail to the Sheffield City Region. We have found that the sector is worth £1.6 billion annually to the region, employing a workforce of over 79,000 people , and that retail also plays an invaluable role stimulating economic growth, attracting investment from abroad, and contributing to the public purse – nationally the retail sector paid £17.5 billion in net VAT payments during 2011 . We have also found the extent to which retail provides the principle route to market for British industry, purchasing around £180 billion worth of good for resale every year, and supporting a further £47 billion of output from other sectors such as construction and transport at a national level . The desire to promote the importance of retail is partly why the Retail Sector Group

Castus win industry awards Dinnington based Digital Designers Castus, have shown their skills and won a number of industry specific awards. Castus have received two CSS awards and an honourable mention by Awwwards. The CSS awards are open to all website developers, designers and website owners worldwide so competition is tough. Castus’ own website – www.castus. co.uk won; CSS Light – Featured Site of the Day and CSS Reel Winner of the Day. Chris Harpin, Castus Commercial Director said “I’ve always hoped but never expected to win a website of the day award. Netcraft reported that 17.6 million websites

Barnsley firm inspiring students Dodworth based financial management company Lifetime have launched a series of events aimed at inspiring students. the launch, future events are expected to prove popular.

“Barnsley Businesses Inspiring Students” is part of Lifetime’s commitment to giving something back and supporting the community. The first BBIS took place at Horizon Community College and feedback was encouraging.

Lifetime’s Communications Director, William Bottomley explained the reasoning behind the project, “The BBIS project is about the positive messages we can give local students, about living and working in and around our community. We are a local business, employing local people and living locally, sending our children to local schools, and we love it!

Stocksbridge MP, Angela Smith was the special guest at the launch night and was highly impressed, “The enthusiasm everyone has for the project, from Barnsley business people to the teachers and students, is something that I’m sure will drive the venture forward.” Lifetime is delivering an innovative series of events, where enthusiastic and knowledgeable speakers from Barnsley share their relevant experiences with students from Horizon

Community College, with planned rollouts to further schools in the area. Already 70 speakers have confirmed their commitment to the project and following feedback from

Classroom of the future – Immersive Learning Sudbury Primary School in Wembley and Dixons Academy, a brand new build situated in Bradford, are the first recipients of the Classroom of the Future launched by Osborne Technologies Ltd at BETT 2013. These highly innovative IT driven projects transform a standard classroom into an exciting and engaging learning environment that takes teaching and learning in to a whole new arena. Instead of describing to children what it would be like to explore the top of a mountain or dive to the bottom of the ocean teachers are able to take them there (or as close as you can go without getting wet!). Pupils engage with large scale interactive video scenes, add in special effects using tablet and touch screen controls to shape their own experiences, stimulate the imagination and encourage the desire to know and learn more. When turned off the room appears close to being an ordinary classroom where more traditional school activities can be applied making the space highly versatile and efficient. To bring the features back to life requires no more than a basic knowledge of everyday computer devices, if you know how to press an app button on an iPad then you can set up and operate the immersive classroom.

Sheffield Hallam University’s design team is nominated for six top design awards Design Futures, Sheffield Hallam University’s design consultancy group, has been shortlisted for six accolades at this year’s UK Packaging Awards. The team has been nominated for Design Team of the Year, Cartonboard Pack of the Year, Resource Efficient Pack of the Year, Innovation of the Year, the Consumer Convenience Award and Best Repackaging of a Brand in the awards, run by industry publication Packaging News. The nominations involve the work they have done with Kiroco Jewelery, Yorkshire Provender Soups and labels created for Ampleforth Abbey beer and cider. Arla Foods UK and Payne have been also been shortlisted for awards and the team contributed to the design, research and testing of these items. Design Futures is no stranger to winning awards. Last year, it won Cartonboard Pack of the Year and was highly commended in the Best Repackaging of a Brand category. It was also shortlisted for Design Team of the Year.

Profits maintained at ASD ASD Lighting Holdings Limited, the holding company for Rotherham lighting manufacturers, ASD Lighting, and Rotherham United Football Club has published its financial results for 2012, indicating steady profits for both subsidiaries. ASD is owned by Rotherham United chairman Tony Stewart who saved the football club in 2008. The latest financial results for the Barbot Hall company showed that pre-tax profits were maintained at £3.7m in the year ending 31 December 2012. Rotherham United, promoted to League One last season in their £20m New York Stadium, posted a small profit of £29k. Turnover during the year increased to £25.8m from £23.3m in 2011 with £21.4m attributed to ASD and £4.4m at the football club (an increase of nearly £2m on the previous year).

Feeding Rotherham’s Future Greencore Group and KP Snacks have been offering skills training to help tackle UK youth unemployment in Rotherham as part of a nationwide initiative by the entire food and grocery industry. The Institute of Grocer Distribution’s (IGD’s) “Feeding Britain’s Future” initiative pledged 12,000 training places for young unemployed people that would see them given the opportunity to go into farms, factories and stores for free skills training.

Carillion selected for Tinsley Link project Carillion, a leading integrated support services company, has been named as the preferred contractor for the £10m tender for the Tinsley Link road that will cut journey times and relieve congestion between Rotherham and Sheffield. The link road connects Meadowhall Way, Sheffield and Sheffield Road, Rotherham under the Tinsley Viaduct at Junction 34 of the M1. It is the key part of the Northern route of the South Yorkshire Bus Rapid Transit (BRT) scheme that aims to improve the links between Rotherham and

Sheffield passing Meadowhall, the Lower Don Valley and Templeborough. Six bids were received and Carillion Construction Ltd in Sheffield has been named as the preferred bidder by Sheffield Council. It is hoped that the scheme will launch in Summer 2015.

Rotherham MPs breakfast meeting The Chamber once again held its annual Rotherham MPs Breakfast Meeting to discuss key business issues. The event jointly hosted by the Chamber and RBS, was attended by over 40 businesses that joined Kevin Barron MP and John Healey MP. Topics discussed were around High Speed Rail, the proposal for the creation of a Combined Authority for the Sheffield City Region and discussions around support for small business and access to finance.

The MPs breakfast meetings held in Barnsley and Rotherham continue to be amongst our flagship business and partner engagement events with the Chamber. These are genuine, honest and upfront opportunities for business

people from across the area to question, and gain support from their elected national representatives and local decision makers, on some the most crucial topics. The Chamber is grateful that the Members of Parliament, who cover our region, recognise the good and support the Chamber with these aims. Commenting on the recent, well-attended MPs forum Andrew Denniff, Executive Director, said: “Once again the Chamber has demonstrated the value of its close and constructive relationships with all of our local MPs. “I was delighted that we had such an excellent turnout and the variety of opinions, especially on key subjects like HS2 and the developing Sheffield City Region’s economic agenda. This provided fertile ground for a wide ranging debate. “My thanks to both John Healey and Kevin Barron for giving their time and sharing their opinions and also once again to our excellent chairman Peter Sorsby from RBS Bank”.

Policy & External Affairs Committee The first meeting of the newly formed committee was held in September and Matt Jackson of UK Workspace was named as Chair of the committee, which will incorporate all aspects of business interests locally, regionally and nationally. The key agenda item was to consider the Chamber’s view on High Speed Rail2 given the escalating costs and ever diluted feeling around support for the project. Two representatives of High Speed Rail joined us from London to go through the proposals and the important impacts they will have on our region. The conclusions were that the Chamber is broadly supportive of the proposals which will, if nothing else, increases the competitiveness of the UK economy. There were also wider debates around transport funding, economic development

and the proposal for a Sheffield City Region Combined Authority which the Chamber also supports as we see it will provide a framework through which cross boundary local authority consensus can be achieved to deliver some of the regions priority infrastructure programmes. The next meeting takes place on the 26th November, if any members or local businesses have any issues they would like raised, they can submit these to Dominic Beck – dominic. beck@brchamber.co.uk

Business Crime Business crime is an area of concern for many businesses and can take on many forms. We often hear of various ways in which people are targeted and it is important to notice the risks and what you can do to reduce those risks.

Cyber Crime Cyber crime on the increase – Highlander tells us the risks of WiFi A recent prediction states that because of the increasing number of devices connecting to the Internet there is going to be an escalation in Cyber attacks over the next decade. Cyber criminals are getting ever smarter about how they harvest people’s personal data – partly because of new devices available but also because they now operate from geographies throughout the world where they are not policed as heavily. This means that we all need to be more vigilant about our online activity, however as more and more businesses are offering their visitors free access to their WiFi while on their premises it’s not just your own online safety you need to be mindful of.

Increase your security: Support available from the Police and Business Crime Reduction Centre (BRBC) The prevention and reduction of crime against business is of great importance to South Yorkshire Police in Rotherham. There are three Police Community Support Officers (PCSO) based at Rotherham police district, who have been trained to offer crime reduction advice and support to businesses. These staff are part of the Forcewide Business Crime Reduction Centre (BCRC) scheme The BCRC is an initiative established by South Yorkshire Police and People United Against Crime. The PCSOs working on this initiative will if invited, spend time with businesses identifying potentially vulnerable areas in and around their premises, and making recommendations as to how the security of

these areas could be improved. Hopefully this input will make the business less susceptible to crime. The suggestions made by BCRC staff with regard to security are intended to be both effective, and cost effective. Because of the financial stream that funds the work of the BCRC not all businesses are eligible to receive this service. So, staff are not able to offer their service to retail outlets, or to businesses with a very large turnover. It’s becoming much more common for hotels, cafes and restaurants to offer free WiFi access to customers but it’s not just hospitality establishments that are offering guest WiFi, as many businesses now like to offer their visitors the chance to access free WiFi while they are visiting them. It is a huge benefit to people who are on the road and can help to encourage visitors to stay around for longer, there is also a sales and marketing benefit to your business when providing guest WiFi. But as well as benefits, there are also risks. You need to ensure that WiFi services are connected in the right way to provide the right security levels for you and your customers. Women in business are a group of volunteer Chamber members who meet regulary to develop ideas and opportunities for creative, inspiring and interactive ways for women to network, learn and share with each other. Lisa Pogson, Women in Business Working Group Member tells us about their next event and the Women of Steel Appeal In December Women in Business are hosting a fundraising event – “Sparkle and Steel” in aid of the Women of Steel Appeal. The Sparkle and Steel event is a three course Christmas lunch which will be held on 13 December at Carlton Park Hotel, Rotherham. All proceeds from the event will be donated to the appeal and on the day additional fundraising activities will take place including a raffle. The appeal aims to celebrate a special group of women whose exceptional work ethic, stamina and bravery in the steel factories went unrecognised for years. The Women of Steel project will produce a permanent memorial in recognition of women across the region who served their country by working in the steel industry. The surviving Women Of Steel are all in their 80s and 90s, and are hoping to see the statue erected next year, the anniversary of

the outbreak of World War One. Kathleen Roberts, Kit Sollitt, Dorothy Slingsby and Ruby Gascoigne, the real women of steel, are the ambassadors for the project and have campaigned to highlight the role played by female workers in ensuring the continuation of steel production during wartime Britain. We are excited that some of the real women of steel will be in attendance at the dinner and will no doubt share their amazing and courageous experiences from their time in the factories and talk to us about how they have become ambassadors for the project and what the appeal really means to them. Work survey reveals UK is nation of ‘stressed staff’ We are a nation of stressed staff - eating lunch ‘al desko’ as well as working overtime, through holidays and even when ill, according to new research. Further findings from the survey include:

The Big Work Survey of 2,000 UK working adults and 500 senior decision makers across Great Britain found 64 per cent of us admit to being stressed at work.

• Water is the nation’s drink of choice in the workplace, followed by coffee and then tea

The research, conducted by YouGov on behalf of health insurance provider Westfield Health, found 82 per cent of employees had worked over their contractual hours in the last 12 months and threefifths (59 per cent) admit to turning up despite being ill because of work commitments. Nearly half of us (46 per cent) eat lunch at our desk/place of work - and 54 per cent don’t take breaks (other than lunch) on a typical day – with 29 per cent revealing they have even missed longer breaks by cancelling annual leave because of work commitments. And our colleagues don’t always help reduce our stress levels, it seems, with the top three workers’ annoying habits rated as regular lateness, gossiping and loud talking. Westfield Health Executive Director Paul Shires said: “There are certainly positive signs to be found

Two thirds (66 per cent) of the North West / West Midlands say they are stressed and 69 per cent of the Yorkshire & Humber workforce.

• …but worryingly, more than a third (35 per cent) try to counter stress by drinking alcohol and 27 per cent admit to comfort eating.
