Almost immediately the now annual Global Manufacturing Festival is being centred on the Advanced Manufacturing Park in Rotherham and the Sheffield City Region Chamber’s Conference for Growth is being hosted at the EIS in the Don Valley, the same weekend as the Tour de France Grand Départ hits South Yorkshire.

As we look forward to the second half of 2014 you will see featured in this edition the plans for our Business Awards due to be held at Barnsley’s Metrodome Centre on 17th October. Queen’s Speech What impact does the Queen’s Speech have on business? Last month the Queen delivered her annual speech to MP’s highlighting the Government’s plans for the new session. There are a total of 15 bills to be presented to Parliament over the next year and here we will give a brief overview of those that will have an impact on business.

Infrastructure There will be a number of changes in the infrastructure bill. Firstly the Highways Agency will become a government-owned company which should provide a more flexible body, with five-year investment programmes, which we think will offer more certainty to business on key road projects. New powers will be given to developers to enable them ignore local authorities if they delay decisions about planning conditions. Shale gas continues to be on the agenda, subject to a consultation, shale gas companies could be given the right to frack under people’s home without their permission,

Small Business, Enterprise and Employment The new bill will makes it easier for small businesses greater access to government procurement contracts. There will be tougher rules for businesses not adhering to minimum wage rules and penalties for organisations “abusing” zero hours contract. The vast majority of law-abiding businesses will also favour a clampdown on rogue employers who do not pay the National Minimum Wage, and on company directors who act unscrupulously. The key here will be to ensure that enforcement focuses on those businesses and individuals that knowingly and wilfully flout the law. There will also be improvements to childcare regulations making them more flexible.

National Insurance Contributions National Insurance collections will be made easier for people who are self-employed.

Andrew Denniff commented on the announcements made: “This Queen’s Speech was listened to with particular interest as it is the last before the general election next year. It is clear that the government is setting out an agenda to support, encourage and incentivise businesses to grow and create jobs. “As a Chamber we welcome the approach the government looks to be taking, but we

would urge them to underpin this with an appropriate level of funding and resource to ensure opportunities are not missed by lack of genuine Whitehall funding which the government may have been accused of in the past. “We wait to see the impact of some of the measures outlined in the Queen’s Speech and hear what feedback real business provide. After all, although businesses do not have a vote, they can be a useful barometer of how ‘business friendly’ our government is perceived to be.”

Chamber helping Case unemployed into study self-employment Effendis The New Enterprise Allowance Programme (NEA) aims to help those in receipt of unemployment benefit make the transition into self-employment via business mentoring and support available through Barnsley & Rotherham Chamber of Commerce. Business Mentors, employed by the Chamber, work with people with aspirations to own their own business for up to eight weeks, leading to a business plan that in some cases can lead to securing loan funding to help the business grow. Since April 2013, the Chamber has accepted over 350 candidates from the Rotherham area for business planning and mentoring support. Of these, 181 have gone on to commence trading.

Over the same period a further 350 potential clients considering selfemployment have been referred by Job Centre Plus in the Barnsley area onto the Programme. With a further 191 clients starting their businesses in Barnsley this means the Chamber have helped 372 people into self-employment via the New Enterprise Allowance route.

Eggs

One candidate who has completed the programme is Stewart Effendi. In 2013, Stewart found himself out of work. He decided the time was right to try out something he’d been considering for some time. Through NEA mentoring, Stewart was able to quickly set up his business selling and delivering eggs door to door from his cart. In the last few months his business has quickly grown to offer a full mobile green grocer service, and he has upgraded his cart to a tuk tuk. Stewart is well known in his local area, and has plans this year to expand further into Rotherham and surrounding areas.

Westfield Health shapes up its fitness benefit Barnsley & Rotherham Chamber patron Westfield Health has enhanced its health club concession benefit, meaning member companies can now offer their staff more choice when choosing a gym membership. Sheffield-based Westfield Health, which provides the Chamber Primary Health Plan, has joined forces with health club company Incorpore through its existing supplier roadtohealth, to increase and improve the health club discounts available. Thousands raised for Charity Guests at this year’s President’s Annual Ball dug deep to raise thousands for local good causes. Over 500 guests attended for the James Bond Inspired “Shaken not Stirred” Ball. The event raised over £7000 for the President’s Charity Fund which will be awarded to local member charities at this year’s Barnsley and Rotherham Business Awards taking place in October. Charities will have the opportunity to apply to the fund and prizes will be awarded to projects and initiatives that charitable causes need vital funds for. Guests were wowed by show stopping performances by the Gillian Banks Theatre School, who set the scene by performing to Bond greats, Goldfinger, Moonraker and Skyfall with aerial performances, dance routines and vocals and were entertained by the events very own baddie, Blofeld. Commenting on the night, Chamber President Owen Gleadall said, “What a night! The support for the event has been wonderful and I am so grateful to all of the sponsors, especially Jeremy Neal Funeral Directors and Morthyng Group who headlined the event. “The entertainment was once again just jaw dropping and the feedback from guests has been just fantastic. I am so proud of what we have achieved and the money we have been able to raise for my President’s Charity Fund – thank you to everyone who have donated and given to the fund.” The annual event takes place to raise vital funds for local member charities.

Metrodome Celebrates 25th year The Chamber, as part of this year’s Barnsley and Rotherham Business awards has recognised host venue, the Barnsley Metrodome’s 25th Birthday. Chamber Chief Executive, Andrew Denniff presented the certificate of recognition to Joni Millthorpe, Facilities Manager at the Barnsley Metrodome. Joni was joined by Head of Business Development, Steve Roberts, Metrodome Events Manager, Richard Bailey and Adrian Bailey, Head of Finance & Systems.

As part of the 25 year anniversary, the Barnsley Metrodome are hosting a fun day on Saturday, 12th July which will include live music and prize giveaways for items such as family passes to offers for the Rigby Bar and Restaurant.

Chamber Team Up With Rotherham College Six students from the painting and decorating department at Rotherham College have been working at the Barnsley and Rotherham Chamber building on the Genesis Business Park in Rotherham. The students have been showing off the variety of skills that they have learnt at the College by helping give the office building, where the Chamber are located, a face lift. They have been painting the ground floor of the building including a conference room and corridors. The Chamber would like to thank the College and students for the hard work they put in to help us brighten our office space.

Nick continues to work closely with the Chamber with his own business at Stafforce, his work with Gallery Town and with his chairmanship of the Rotherham Economy Board.

South Yorkshire entrepreneur plays influential role in national debate on young enterprise Jason Mace, managing director of Gala Tent, is playing an influential role in stimulating new opportunities for the young entrepreneurs of the future. Jason was recently invited to attend a private discussion at the House of Lords by Lord Borwick of Hawkshead on the subject of young enterprise and how teenagers leaving school could be encouraged to set up their own businesses and be more enterprising. Mr Mace was contacted by Lord Borwick, due to his involvement with Rotherham Ready and Rotherham Young Enterprise, as well as with local schools and colleges including the Peter Jones’ Academy at Sheffield College. Jason presented his ideas to several influential people, including many of the UK’s leading entrepreneurs, for a National Entrepreneurial Service, where school leavers would be given support to set up their own businesses for two years after they leave school. This would include help with formulating a business idea and creating a business plan and would be backed up by ongoing support from a national body of entrepreneurs. At the end of the two year period, the most successful business ideas would receive a cash prize and an Entrepreneurial Business Award. Jason also explained to the influential delegates about his plans for setting up a social enterprise called the Lennon Tree, which aims to help young people to seek volunteering opportunities and placements that improve their future career prospects. Commenting on his visit, Jason said “It was fantastic to be invited to join this debate at the House of Lords as I am very passionate about helping young people to become the

entrepreneurs of tomorrow. This country has the potential to be one of the world’s most enterprising economies and it all starts with young people.

I look forward to presenting my vision for the National Entrepreneurial Service to other influential bodies in the future.”

Parseq buys 2Touch as part of ambitious growth strategy Leading UK business process outsourcer Parseq has bought 2Touch from US-based Acxiom for an undisclosed sum as part of its strategy to create a business with £100m turnover in three years. Sunderland-based 2Touch, a major contact centre and fulfilment business, adds a complementary 1,000 seat call centre and back office fulfilment operation to Parseq’s existing back office, call centre and fundraising services. Parseq chief executive Derwyn Jones said: “2Touch is a cultural and operational fit for Parseq which gives us the scale and geographical coverage to attract new clients and deepen our relationship with existing clients. “2Touch’s established client service ethos and great reputation links closely to the Parseq business model and together provides us with a strong sector footprint particularly in utilities, financial services and insurance providers. “We are delighted to be bringing together

two industry leading businesses with the people, processes and operational capabilities to enhance our proposition as the only mid-sized corporate providing end to end outsourcing services combining front office, back office and IT.” The combined organisation will employ around 2,700 people working from five key sites in Sunderland, Glasgow, Rotherham,

London and Brighton and have a turnover of around £65m. The additional operational site will enhance Parseq’s business continuity proposition. Its business and client footprint covers the top 10 international banks, a third of the UK’s utility sector, the charity sector and a significant presence in the UK insurance sector.

EXTERNAL AFFAIRS

External Affairs Update May and June were particularly busy months for the Chamber generally but notably by some of the work and activities we have been getting involved with from a policy and external affairs perspective. The Chamber working groups have been busy discussing issues around HS2, cross Pennine links and business crime and we continue to be represented and involved in a wide variety of partner meetings across the region and nationally.

Corporate Covenant The Chamber has been working with the Community Covenant partnerships in Barnsley and Rotherham for a couple of years now and as part of our ongoing commitment to the aims of the covenant we signed the first ‘Corporate Covenant in the area which is designed specifically for businesses to sign a pledge of support. As the leading business representation organisation in the area we have submitted a bid to for funding to deliver on an innovative project aimed at not only encouraging

businesses to sign up to their own Corporate Covenant but also to assist service leavers back into employment or alternative training provision. If successful it is hoped that a full-time project coordinator will be appointed to

establish, deliver and embed within the mainstream offering of the Chamber in partnership with some of the key partners involved in the local Community Covenant, including the local authorities in Barnsley and Rotherham.

Representative Council The Chamber recently carried out a survey of our Representative Council (Rep Council) members to gauge opinion on issues relating to the format, timings and content of our meetings to ensure we are as flexible as possible in accommodating the varying demands on member’s time. The key aims were to improve and maintain healthy levels of attendance and improve on some of the content material and opportunities for debate during the meetings. Following the survey results, one of the key findings was around the timing of meeting. Subsequently, it has been agreed that for the six Council meetings in the year, three

of them would be held in the morning and three early evening. Other information that the survey identified was that most members did not think that a guest speaker or presentation was necessary at every meeting. It was felt that in future the Council would only receive presentation of high value to the membership; that were appropriate for

discussion and from high profile speakers. There were several other key findings of the survey which may be implemented for future meetings also. As a Chamber we are keen for Council meetings to work for our members as we value the input and often ‘critical, but friendly’ approach that they take to ensure the organisation is moving in the right direction.


External Affairs News from the our Policy and External Affairs department.

Working Groups Our working groups lay at the heart of the Chamber’s representational activity and your input is key to establishing the policy and future strategy of the Chamber´s lobbying activity. The Working Groups offer a great opportunity for individuals and companies alike to get involved and take part in local developments. It also gives

you an opportunity to feed important information back to us to help us improve our services.

Policy and External Affairs Committee (PEAC) The Committee is the overarching vehicle through which a number of key business issues are discussed, such as business crime, red tape, construction, access to finance and also elements of some of the initiatives and external affairs activities the Chamber is involved with at any given time. The Committee consists of a couple of dozen business people from businesses across Barnsley and Rotherham and we try to ensure a spread of representation

from key sectors. The Committee meets bi-monthly at venues across Barnsley and Rotherham.

Transport Working Group The Transport group consists of those members whose expertise, experience and interest in transport matters (as operators or users of transport services) will allow the Chamber to make informed and constructive comment on those issues which we feel are in our members’ interests. The group meets regularly to debate and discuss the current transport issues in the region. Current priorities for the transport working group are around HS2, TransPennine Links and continuing developments of the local road infrastructure including the

This is then fed into the Local Enterprise Partnership, local authorities and government itself to help shape and influence the core manufacturing strategy in the City Region. Portas highlights Rotherham town centre turnaround

Retail guru, Mary Portas has followed up her 2011 governmentcommissioned review into the nation’s high street and referenced the work taking place in Rotherham as a “beacon many should follow.” With council-led projects such as vitality grants, pop up shops and the Makers Emporium, 86 new businesses have opened in the last three years, vacant units have gone from over 20% to 14%, and levels of shopper satisfaction have increased.

A massive boost for the borough, Rotherham United’s promotion to the Championship is set to increase turnover at the club, that was last in English football’s second tier in 2004/05 and was only brought out of administration in 2008, by an estimated £4m due to increased TV money (£1.7m), prize money and attendances. Back in town with a new £20m stadium, Rotherham United increased turnover by nearly £2m to £4.4m for the year ending December 31 2012. It is likely to have increased again following promotion to League One in their first season at New York. Turnover at clubs in the Championship is over £8m, even for those struggling at the bottom. Turnover at some of the bigger names in the league is over £25m.

“I have so many stories,” Kenny told the group of young professionals, “I’ve thought about writing a book for a while and I approached a very good ghost writer. But he wanted a month of my time and there’s no way I can do that.”

Hydrogen fuel putting Rotherham at the front of the grid A new hydrogen storage and vehicle refuelling system is set to be constructed at the Advanced Manufacturing Park (AMP) in Rotherham to bring the unique Hydrogen Mini Grid System (HMGS) back to life and fuel the vehicles of the near future. Barnsley Norse wins £1.6 million Facilities Management contract Barnsley Norse has been awarded the soft facilities management contract for buildings in the Barnsley LIFT (Local Improvement Finance Trust) programme.

The three-year agreement, worth £529k a year, includes cleaning, window cleaning, caretaking, grounds maintenance and pest control at nine sites in and around Barnsley and Rotherham. Tony Taylor, Facilities Manager at Barnsley Metropolitan Bough Council said: “Barnsley Norse was awarded the contract to provide Soft Facilities Management Services to Barnsley LIFT Buildings after successfully beating competitors in a tender exercise, finishing first on quality and price.

“We were pleased that a locally based company, with an excellent reputation and proven track record for delivering quality services to customers in and around the Barnsley area, was successful in gaining the work. My colleagues and I are now looking forward to working with Barnsley Norse over the forthcoming years. ” “This is a major contract win for our company,” commented Jo Taylor, Head of Facilities Management at Barnsley Norse, “and is particularly rewarding as we were placed top in both key criteria, against

stiff national competition. The judges will look for evidence of individuality, creative marketing, innovative merchandising and quality service based on a keen understanding of the customer base.

Apprentice of the Year Award This award will recognise an inspirational individual on the basis of outstanding occupational progress, practical and theoretical ability, positive approach to employment and personal qualities. Applicants must, at least, be in the second year of an apprenticeship programme, or have finished their apprenticeship within the 12 months previous to September 2014.

Business of the Year Award To recognise an organisation which has demonstrated outstanding achievement across all aspects of business. The judges will nominate one company from each category to be considered for the Business of the Year Award. There are no direct entries for this award.

Design and Innovation in Business Award This award will recognise a business that has developed an innovative product or process or has diversified through analysing market factors, supply and demand, which has been implemented successfully.

Double turnover leads to new staff Following re-location to Barnsley Business & Innovation Centre (BBIC) last year, Barnsley based Consultancy firm Brook Corporate Developments has achieved its own growth aim by doubling its turnover in the past 12 months. The business is going from strength to strength since undertaking a Growth Accelerator exercise and accessing the Enterprising Barnsley business support scheme as part of its strategic growth programme. During the past year the Consultancy has expanded the range of advice and services it offers and now covers most areas where SME’s might need assistance/advice. The Consultancy has also increased its profile with regional and national support agencies who provide funding. Brook Corporate Developments Limited has secured approval on several major funding initiative frameworks and is able to offer their Clients support for the cost of the services provided. In order to keep abreast of the variety of these Support Agency funding schemes, Brook has increased its backroom resource and joined the Barnsley College Apprentice Scheme, by recruiting Monika Mazurkiewicz an Office Assistant, just over 12 months after her arrival in the UK from Poland. Dianne Bentley, Office Manager at Brook commented on the appointment: “We are pleased to

welcome Monika, who has already proven to be an asset, since joining Brook on an Apprenticeship scheme at the beginning of April 2014”.

Barnsley strengthen off field team Barnsley have strengthened their Commercial and Finance teams as the club prepares for League One football. The club has appointed Ray Storey as Head of Finance and Linton Brown joins the commercial team to support the Commercial Manager Rachel Bentley. Ray joins the Oakwell Club from Nottingham Forest and Linton joins from Hull City of the Premier League. Ray spent eight-and-a-half years at Forest, the last four years as Financial Controller. “They’re putting together a very good group of people to enhance the current staff at Oakwell and I see this as a great opportunity. I want to help improve the off-field aspect, making the Club more efficient which in turn will give the opportunity to be more competitive on the field.” Linton has joined Barnsley following seven successful seasons as Commercial Manager with Hull City. “I’m thrilled and delighted to be joining Barnsley Football Club and I am hugely looking forward to being part of a new era at the club. “Barnsley Football Club is a brand with a great

Barnsley copier dealership handed prestigious award Barnsley based Copier Systems Ltd have been named as the ‘New Dealer of the Year’ by photocopier and printer manufacturers Develop. The Chamber on China Andrew Denniff, Chamber Chief Executive reflects on his recent visit to China, travelling to Shanghai and onto Xi’an to attend and take part in the Silk Road Trade & Investment Co-operation Conference. “My first ever opportunity to visit China involved three hectic days in Shanghai, made even more interesting by the visit of Russia’s Vladimir Putin at the same time (although we were not involved in the same meetings) and then on to Xi’an for a further four days. We had a number of opportunities to meet with and develop a variety of business orientated contacts including an initial briefing session at the British Consulate, followed by meetings with key people at the British Chambers of Commerce in Shanghai, the China-Britain Business Council, the China Council for Promotion of International Trade, the China Chamber of International Trade and a visit to the Shanghai Technology Innovation Centre. Having virtually exhausted half my supply of business cards within the first 48 hours we then flew out to Xi’an. Arriving early in the morning it was straight off to the trade fair for a prompt 9.00 o’clock start and a tour of the international pavilion, which provided a wonderful opportunity to meet with a talk to exhibitors from across the world, including Spain, Italy, Ukraine, Kazakhstan, Japan, Norway, Canada and New Zealand to name a few.

Later on in the day there was a unique chance to see some of the dynamic inward development plans that continue apace to move China well and truly into the 21st century.

“Whilst our own Chamber has evolved and changed with the times, we must also encourage our own member businesses to look further afield and recognise that in a global economy there are no limits to where we can all trade and invest.” Away from the trade fair after the first day we were welcomed to the Shaanxi Women’s Federation dinner and as well as meeting with a number of local delegates there were again visitors from around the world.

“The final business day of the visit was to attend a private meeting with senior civic dignitaries and then on to the conference on Economic Co-operation, part of which was our own opportunity to present on the UK, the Sheffield City region, Rotherham in particular and to extend invitations to attend the Global Manufacturing Festival. All in all a whirlwind introduction over five days to the Chinese way, where business is always conducted on a formal but very personal level. A culture which is hundreds of years old has very quickly adapted to the modern age and the move to a more western style economy has made great progress in a very short space of time. I hope that despite having only a few days in China, and only simply scratching the surface, the Chamber is at least out there and being visible. Whilst our own Chamber has evolved and changed with the times, we must also encourage our own member businesses to look further afield and recognise that in a global economy there are no limits to where we can all trade and invest.”

Social Media & Company Security The way we use the internet in the workplace has changed over the last 20 years. The ability of the web to provide us with such a broad range of information brings with it significant challenges for businesses, particularly for those looking to maintain or increase productivity amongst its staff. One obvious problem for a lot of companies is that many employees have taken their social networking addiction into the office. While loss in productivity is a concern resulting from this trend, companies are also quickly realising that security is also an important issue.
