Chamber View Chief Executive, Andrew Denniff brings you up to date with the Chamber and the local economy.

Despite Brexit, HS2 and the failings of the Devolution Deal, the Chamber goes from strength to strength. As we approach the end of another year which has been full of challenges and uncertainty for most businesses, with an unscheduled General Election, the opening of Brexit negotiations, the huge fallout around the Devolution Deal and regional mayors, not to mention HS2 and a little closer to home, the lack of progress around Tram Train, the expansion plans for Meadowhall and the opening of IKEA as ever there is plenty for the Chamber to “get involved in”. However, whilst trying desperately not to get dragged in to local and national politics, it is often very difficult to avoid as there are clear political agendas around many of the issues. The Chamber must, and I hope does retain an apolitical stance as it reflects the wider views of our members and business interests generally. I am delighted and pleased to report the past 12-months have seen the Chamber continue it’s sound, financial

plan to develop the business even further. The main business has seen a us achieve a modest surplus on activities and our acquisition of the training business Chamber Skills Solutions, in May of last year, has seen a significant growth in training provision and a subsequent additional healthy income stream for the group. With Rotherham Enterprise Agency also seeing record occupancy levels in our various properties, it is pleasing that all three parts of the Chamber‘s activities continue to operate in profit. Announcements during the summer around Maclaren and Boeing arriving at Waverley, the establishing of Liberty Steels across the region, the planned proposals for the Gulliver’s Valley theme park near Rother Valley and the aspirations for Barnsley and Rotherham town centres have all given us reason to look forward to next year. As I have mentioned, there remain huge challenges for business, particularly as we travel down the road to Brexit, try to piece together the remnants of a failing Devolution Deal and deal with the continuing negative impact that HS2 has had on relationships across the wider region. The challenge of economic regeneration in Barnsley and Rotherham and the never-ending demand for increased and enhanced inward investment means that the Chamber will continue to collaborate as widely as possible, not only with our partners and members, but also within the wider family of chambers at both a regional and national level.

Members refer new business to the Chamber Since launching the Chamber Referral Scheme earlier this year, Barnsley & Rotherham Chamber has received five successful referrals. The referral scheme was launched in June 2017 so the Chamber could give back to our members for the business they are referring our way. For every new member referred who subsequently joins the referral scheme, members receive a £25 voucher to spend at Meadowhall and the new member receives 13 month membership for the cost of 12.

Chamber set to recognise the ‘Best of the Best’ South Yorkshire businesses and individuals will battle for honours at the Barnsley and Rotherham Business Awards ceremony, taking place on Friday, 13th October at Magna, Rotherham. This year a record number of entries were received, with 128 submissions across all categories, with just 60 being shortlisted for the 12 categories on offer. In addition to this, the Chamber of Commerce Lifetime Achievement Award recipient will be announced on the evening. The shortlisted applicants in all business award categories have been automatically entered into the much sought-after Universal Components Business of the Year Award, which will recognise one outstanding organisation across all aspects of business. Chief Executive of Barnsley & Rotherham Chamber of Commerce, Andrew Denniff said, “We’d like thank everyone who submitted entries this

year, the standard was particularly high and the judges were faced with some very difficult decisions. Everyone who has secured a place on the shortlist should be proud of their achievements over the past twelve months. “This year saw a high number of entries submitted, reflecting the sheer the diversity of the local business economy and we look forward to welcoming all the finalists to our celebration evening which takes place at Magna in October.” The ceremony will also include the annual Salute to Business presentations which celebrate the achievements of our regions longstanding businesses, a special Charity of the Year Award which will see one charity receive £3,000, becoming the Chamber’s Charity of the Year, and

the addition of the new Chamber of Commerce Lifetime Achievement Award. The awards, this year in association with RNN Group, are taking place in Rotherham, where we will be set to celebrate the success of our region.

New University Centre planned for Rotherham Philip Sayles, Deputy Principal of the RNN Group, explains how a new university centre in Rotherham will provide a boost to the town. “It has always been our priority to increase the opportunities for local people to access university-level education and gain higher-level skills. So I am pleased to announce that the RNN Group will open University Centre Rotherham (UCR) in autumn 2018.

By 2020, we expect to be running over 50 new courses at UCR in key economic sectors where the local economy needs more qualified people to fill jobs; these include digital, creative, health, technical construction, engineering and leadership and management.

The new centre will offer a new programme of Degree and Degree Apprenticeships, validated by major universities, and for the first time will bring a wider range of education and training opportunities to the region.

We will also continue to work with our university partners and key employers in the local area to ensure our courses meet the needs of employers, helping to upskill the workforces of the future.

UCR is part of the Rotherham Plan 2025 - a regeneration strategy for Rotherham, led by the Rotherham Together Partnership. It is an important factor in helping to bring additional investment and employment to the area.

We have appointed Willmott Dixon as the contractor to build the 3,300m² state-of-the-art campus on Doncaster Gate in Rotherham town centre. The campus will offer a dedicated facility for university students with specialist teaching, study and exhibition spaces, a library, café and social areas.

Chamber Chief comments on collapse of Devolution Deal Andrew Denniff: “It would seem, as I write this piece that the region’s devolution deal has collapsed.” “Decisions made by local authority leaders last month meant plans to press on with the next stage of the deal in readiness for the election of a Sheffield City Region mayor in May 2018 have been scrapped Barnsley and Doncaster have voted against plans and are now pursuing the ‘One Yorkshire’ model in potential partnership with 15 other Yorkshire councils, despite government ministers telling us that no such deal is on the table. As things stand it still means a Sheffield City Region mayor election will still take place in May, but the mayor will have very few powers. The decision also means South Yorkshire will not receive the £30m a year in extra funding agreed as part of the deal signed two years ago Apparently “a lot has changed” since the deal was first signed, including the decision of Chesterfield and Bassetlaw to pull out earlier this year. That is true, but what has also changed is that other devolution deals have been signed

and are up and running, with places like Manchester, Liverpool, the West Midlands and Tees Valley beginning to leave our part of the UK behind with newly elected mayors driving forward regeneration and inward investment projects. Local Government Secretary Sajid Javid has made a final attempt to save the Sheffield City Region deal with comments that effectively ruled out the government ever supporting ‘One Yorkshire’. In effect, it amounted to a warning to Barnsley and Doncaster that

if they voted down the Sheffield City Region deal they risked never benefiting from any future devolution agreements. From the Chamber’s perspective, we have consistently supported the original deal and still believe that with no other offer on the table, this must be the only realistic way forward. As ever our politicians will have the final say, we just hope they will see the ‘bigger picture’ and recognise what is in the best interest of the whole region.

Barnsley Sixth Form College celebrates 99% pass rate Barnsley Sixth Form College is celebrating another excellent set of A Level results with a 99% overall pass rate and a 100% pass rate in 21 subjects, including English, History, Chemistry, Geography, French and Sociology. Nine out of 10 students achieved three or more A Level passes with a continuing increase in high grades. Many students are now looking forward to starting Higher Education courses at universities throughout the country, including Sheffield, York, Manchester, Bristol and Lancaster. Outstanding individual successes include former Horizon Community College pupil Ella Spence, 18, who achieved an A* in Maths and two As in Further Maths and Economics and is going on to Lancaster University to study Maths; former Holy Trinity School pupil Kienhan Powell, 18, who achieved an A* in Economics, an A in Business and a B in Law and is now going to the University of York to study Philosophy, Politics and Economics; Jessica Charlesworth, 18, a former Winterhill School pupil who achieved an A in History, an A in Classical Civilisation and a B in Law and is going to the University of Manchester to study Ancient History; and James Carlow, 18, a former Barnsley Academy pupil who achieved an A* in Maths, an A in Further Maths and an A in Chemistry and is

MKB Solicitors LLP celebrate 50 years in business Barnsley based solicitors mark their 50th anniversary with celebrations at The Mayors Quarters, Barnsley Town Hall. The firm marked the anniversary by inviting local businesses to celebrate their success with a champagne reception and canapes, in September. Known originally as Mills Kemp and Brown, MKB was formed by the merger of W. Winter Kemp and Co. and JD Driver, Mills and Co. on 1st July 1967. Expansion was seen in 2000 as the firm merged with Hinchliffe Baker with a rebranding taking place prior to the turn of the decade upon the firm incorporating as an LLP. Having originally offered their services from 3 Huddersfield Road, MKB now occupy six Victorian buildings between 1 -11 Huddersfield Road as a result of their growth over time. Recent success has seen David Wright, former Managing Partner, awarded Yorkshire Lawyer of the Year in 2014 and the firm awarded Yorkshire Law Firm of the Year (1-10 partners) in 2016 at the Yorkshire Legal Awards. The founding partners of the practice were David Mills, Douglas Kemp and Rodney Brown. Mr Kemp and Mr Brown intend to take part in celebrations with the firm throughout the 50th year, with

Mr Mills sadly passing away in 2012. Mr Kemp, who qualified as a solicitor in 1956, commented, “The merger of the firms was a legal first in Barnsley. Probably the greatest change I have seen would be the introduction of legal aid, which granted a huge section of the public access to legal services. Computerisation also changed everything.” Current Senior Partner at MKB, Steven Dawson, said, “We are incredibly proud to be carrying on the firm started by Mr Mills, Mr Kemp and Mr Brown 50 years ago and handed down to us by all those who went before us. The firm really is a

Barnsley success story and, as such, we are very grateful to the wonderful people of Barnsley for supporting us over these last 50 years. The partners, past and present, acknowledge the success of the firm has been due in large measure to the hard work and loyalty of the members of staff who work for us now and who worked for us in the past.”

BARNSLEY TOWN CENTRE

Latest phase of £130m Barnsley Development now underway Permission has been granted for the next phase of the £130m Glass Works development scheme in Barnsley. The £130m development scheme, funded by Barnsley Council, will transform the heart of the town centre.

The developers Queensbury are working towards a completion date of 2020 for the entire scheme.

Construction has already started on the initial phase of the scheme, which includes a new Library @ the Lightbox and a contemporary transformation of the Metropolitan Centre, which will provide a brand-new home for the town’s famous markets. Both are scheduled to open next year.

Roy Miller from Barnsley MBC, said: “We are delighted to get the green light for this next stage of The Glass Works. The approval keeps everything nicely on track and within our projected timescales.

The second stage of the development, will begin in autumn 2018 and develop 25 new retail units and 10 family-friendly restaurants, framing a new public square and shopping route. This phase will also see the delivery of The Glass Works’ two key leisure anchors, 13-screen Cineworld and Superbowl UK, who both signed 20-year leases earlier this year.

“Making Barnsley town centre a daytime and evening destination that families and friends can enjoy has long been a priority of the council. “We are extremely proud to now have the opportunity to deliver a modern and vibrant town centre, served by the cinema, bowling venue, new shops and popular restaurants. “It’s great news for the town and the scheme will also stimulate inward investment, economic growth and create better jobs here.”

Stuart Harris from Queensbury, added: “This is a major landmark for the scheme and we can now look forward to completing the great work that has already started. “Before we began working in Barnsley, the comment we often heard was that the town centre didn’t have the right offer to keep people in town outside of work hours, particularly into the early evening. “Changing that has always been one of our key goals and with the signing of our anchor tenants, Cineworld and Superbowl UK, Barnsley residents will no longer need to travel further afield to find first-class leisure facilities. “The Glass Works has also attracted a lot of interest from nationally renowned retailers and restaurants and we look forward to announcing some of the new occupiers in the months ahead.”

Annual business Expo attracts record numbers Barnsley and Rotherham are well and truly open for business! That’s the message which was shared by more than 300 businesses who came together to take part in this year’s annual Chamber Means Business exhibition. Designed to provide local companies with an opportunity to connect, collaborate and engage with others based within the region, whilst showcasing the diverse range of businesses operating within South Yorkshire, the annual business expo was hosted by Barnsley & Rotherham Chamber at the AESSEAL New York Stadium. During the one day event, delegates were given the chance to take part in a range of seminars designed to share best practice, including an introduction to Marxist Capitalism delivered by Barnsley Entrepreneur Simon Biltcliffe,

overcoming gender equality issues in the workplace, hosted by the Chamber’s Women in Business group, whilst business owners were also given the chance to find out more about the tough new EU data protection laws which come into effect next May. Supported with a sell-out exhibition which featured over 50 businesses from across the region, the event recorded its highest ever number of participants and brought together senior business figures alongside new entrepreneurs, showcasing some of the innovative work currently being undertaken across the Sheffield City Region. Could you coach a young person? The Raising Aspirations Project is seeking volunteer coaches to support young people across Barnsley. The aim of the project is to improve young people’s self-belief and raise their aspirational life goals so they can fulfil their potential. It achieves this by matching coaches with young people from Dearne ALC, Holy Trinity and Horizon Community College. The coach will meet with their student on a one-to-one basis once or twice every half term for no more than one hour. Meetings are conducted on school premises, during school hours and regular support and training is provided to all coaches. Barnsley entrepreneur ties up Dream Dragon Investment It takes more than a good yarn to stitch up a deal with a dragon investor, but a Barnsley-based entrepreneur has tied up support from TWO of Britain’s leading business tycoons following a successful appearance on the hit BBC TV show, Dragons’ Den. wellbeing and having Tej on board, with his background in health and wellbeing to explore this opportunity further is a very exciting prospect. The support we’ve received from Launchpad has helped us lay solid foundations for the business and with the Dragons on board, I’m hopeful that the business will grow rapidly, as we target future international growth, particularly in America and China.”

Claire Gelder, founder of artisan woolcraft business Wool Couture, secured a joint deal with retail magnate Touker Suleyman and new dragon Tej Lalvani, the man behind Britain’s most successful vitamins company. The duo have pledged their support to help Claire inspire a new generation to take up the centuries-old pastimes of macramé, knitting, weaving and crochet, giving them a twenty-first century makeover by using giant yarn and metre-long knitting needles which are hand-made in Claire’s Yorkshire factory. The former NHS Director launched her business less than two years ago after realising that she had knitted more scarves than she could possibly wear. Determined to share her love of knitting with others, she decided to sell some of her designs on craft website ETSY where she quickly started pulling in orders from the hobby she first fell in love with aged just eight years old. As her business began to grow, Claire called upon help from Launchpad: a free-to-access business support programme part funded by the European Regional Development Fund which delivers free business advice and support to new business owners and entrepreneurs across the Sheffield City Region.

Claire Gelder, founder, Wool Couture said: “I was hopeful of receiving one offer in the den but to receive two, and ultimately two new business partners is a significant step for my business. Touker’s extensive knowledge of the retail world, coupled with Tej’s understanding of how to build and grow online businesses will help us unleash the potential of Wool Couture, enabling new lines to be developed. Ultimately, I want to encourage more people to take up the hobby which has given me so much pleasure.

Local entrepreneur invests in Mexbrough regeneration Mexborough’s iconic Empress Building is about to receive a new lease of life, thanks to a local entrepreneur who hopes to kick-start a regeneration of the old town. Almost one hundred years old, the three-storey Empress Ballroom was a cornerstone of the Mexborough social scene for many years, attracting bands and dancers from all walks of life to its grand halls, and attracted huge names from boxing and wrestling, in its heyday. More recently it has been building a formidable reputation as a boxing venue and gym, and one local businessman sees huge potential in the grand old building. Rotherham-born Jason Mace, founder of the award winning and highly successful Gala Tent Ltd, has purchased the imposing historic building and plans to invest heavily in updating it. The charismatic entrepreneur has a string of successful ventures to his name. Wentworth Woodhouse confirms partnership with National Trust The Wentworth Woodhouse Preservation Trust (WWPT) has announced plans to work in partnership with the National Trust at the historic Grade I listed mansion in Rotherham. The two trusts said that they will work closely together on operational aspects of opening and managing the house, to enable the general public to continue to visit and enjoy the historic attraction.

The National Trust is advising on areas such as presentation, visitor services, opening hours, visitor experience, volunteer management and marketing.

Homeless Eagles team support Sheffield’s homeless Last month the Cathedral Archer Project (CAP) were excited to welcome players from the Sheffield Eagles to help serve breakfast. CAP were also delighted to learn that they are going to be the Sheffield Eagles’ chosen charity for the forthcoming season. Approximately 70 of Sheffield’s homeless and vulnerable attend CAP each day for help. One of the many ways they receive that help is to be offered a warm and hearty breakfast each morning. Council to set up JV for Forge Island development Rotherham Council has approved the adoption of the town centre masterplan - enabling the authority to secure a development partner for the £43m leisure proposals for Forge Island. Seen as the major catalyst project in picking up the momentum for the town’s regeneration, the plans reiterate the desire for a leisure, retail and residential development around the riverside. With the council as landowner, a Joint Venture (JV) is set to be created to realise proposals which include a five screen cinema, 60-bed hotel, food outlets, bars and cafés and 120+ residential units. A 300+ space multi storey car park is also in the plans and a feasibility study is being carried out on the potential of a new theatre and arts space on the adjacent

site of the former Law Courts, which is also owned by the Council. A council report on the plans sates: “The masterplan contains a series of proposals and plans which bring to life how the town centre can move forward. It includes proposals to transform a number of key sites across the town centre utilising the river and canal, open spaces and feature buildings. At the heart of the masterplan is a vision to create a much-improved visitor experience with more to do and to see particularly targeted at families and young people.”

Apprentices get to work with Liberty A new cohort of apprentices and graduates have started their careers at Liberty Speciality Steel in South Yorkshire.

“Tram-train will benefit Rotherham” The first Citylink Tram Train has gone into passenger service on the Supertram network in Sheffield but they won’t reach Rotherham town centre until next year. Cllr. Denise Lelliott, Cabinet Member for Jobs and the Local Economy at Rotherham Council, was on the inaugural journey. She said: “Whilst it is frustrating that there’s been delays, it is a pilot project, the first of its type in the country, and it has not cost the people of Rotherham or Sheffield any money.

“What we have got is inward investment of £75m to improve our infrastructure, which will then be a benefit for jobs and the local economy. The connectivity will be key to other developments in our town centre masterplan.”

Having formally completed the £100m deal to acquire the Speciality Steels division of Tata Steel UK earlier this year, international industrials and metals group, Liberty House went on to announce that it will be creating around 300 new steel jobs in South Yorkshire. As part of the expansion, the company recently signed a deal with The Sheffield College to train 50 new apprentices. New starters have begun Level 3 apprenticeships with some completing a higher apprenticeship in engineering.

What’s On – Events for Exporters Northern Powerhouse Mission to Poland 21 - 24 November 2017, Warsaw Poland - Advanced Manufacturing Sector The Department for International Trade (DIT) is leading a Northern Powerhouse Trade Mission Trade Mission to Poland which will highlight the key opportunities for businesses in the advanced manufacturing sector. DIT invites businesses in the advanced manufacturing sector to join them on this visit to Poland. The mission is one of many initiatives encouraging growth across the Northern Powerhouse. The aim is to showcase Northern expertise in Poland and encourage companies to develop business overseas in attending the mission will give delegates an insight into the Polish market and there will be plenty of opportunities to network with industry experts.
