President’s Report

In plastics, the world is changing at a faster pace than certainly I have witnessed before, but the many challenges are also accompanied by a range of opportunities. When it comes to the most widespread challenges - the coronavirus – I am pleased to see the industry is making a good recovery from the effect of infections on
challenged by increasing energy costs, staffing issues and potential disruption to supply chains. Thankfully, throughout 2021 the BPF did a great job of keeping members well informed by increasing the number of webinars and seminars on diverse topics, ranging from raw material supply through to key sustainability issues. My role as president means I am now more immersed in the whole breadth of activities staged by the BPF, whereas previously my role within the organisation had me far more focused on the Rotational Moulding Group that I chaired. The broad width of the Federation’s programme is very evident at the BPF’s annual Group and Central Committee Chairpersons Meeting, which was held on 7 November 2021. This meeting is always valuable as it enables a cross-fertilisation of ideas among the diverse parts of the Federation. It really does endorse our theme that we are ‘stronger together’. In my capacity as president, I enjoyed
business activity. By August 2021, the BPF Business Conditions Survey discovered capacity levels were at near-record highs (82.5%), with most groups within the BPF reporting they were operating at capacity levels that equalled or exceeded prepandemic levels. Although that situation has now eased, the industry is still being
meeting the Parliamentary Under Secretary of State in the Department for Business, Energy and Industrial Strategy (BEIS) Lee Rowley MP at the BPF’s parliamentary reception on 30 November, where pressing issues were raised. The reception, held in the House of Commons, was well attended, despite a competing covid-

related debate taking place in the chamber. It was particularly well supported by the membership, 110 people were there, including 16 MPs and peers, with a further 11 government and parliamentary representatives – so it is safe to say that our messages are being heard. At Interplas, in late September, I had the opportunity to provide my views about equality and diversity within the industry, and it was good to see the industry reconvene at a UK tradeshow after such a long period of restrictions. I was also delighted to be invited to become an honorary member of the Worshipful Company of Horners for the period of my presidency. I believe that the longstanding relationship between the BPF and the Horners (going back to the 1940s) could be deepened even further, to the benefit of the industry, particularly since we could face further challenges from financial institutions deciding to distance themselves from funding fossil - related industries. I was also very pleased to preside over the BPF’s Annual Dinner, where I presented the immediate past president, Martin Althorpe, with the BPF’s gold medal for services to the Federation. Martin did a fantastic job as president during a truly trying time, spanning the height of both covid and Brexit. He has been and still is a marvellous chairman of the Windows Group and I am glad to have played a role in honouring his services to our industry. Finally, I would like to thank the BPF staff and fellow council members for making my job as president easier to fulfil. We still face many challenges – but by working together, the UK plastics industry will seize the opportunities and continue to excel. Karen Drinkwater BPF President
Director General’s Report
We have been able to maintain a strong growth in BPF membership and by the end of 2021 the BPF had 498 members. A number of factors have driven this: Brexit, the need for companies to exchange experience and access information following lockdown, and opportunities arising during key trade fairs at which the BPF exhibited such as Interplas. The BPF turned in a very solid financial performance in 2021 and I am pleased we were able to implement a 0% membership subscription increase for the second year running. Our financial strength rests upon ownership of the BPF’s building in central London, a diversified membership across many different business sectors, continuing opportunities for growth (particularly in the SME area), and our ability to attract financial grants from awarding bodies. The development of an IT-based membership experience, facilitated by online platforms, particularly Teams and Zoom, are presenting us with wider opportunities and more choices for our members. In addition to numerous group meetings, we ran 61 webinars and 13 seminars, and these were attended by over 3,300 people. I was also delighted that Platts became part of our Business Support Network and am confident that their expertise and insights will continue to enrich the seminar and webinar programme and benefit the wider membership. The BPF has been developing a hugely capable CRM system, enabling us to reach out to increasing numbers of industrial contacts, further improving our capacity for communicating with the industry and streamlining the membership experience. Our eLearning programme also continued to develop and we released a comprehensive course about energy management for plastics processors that can be tailored to specific manufacturing processes, as well as an entire course specifically for those
involved in rotational moulding. We have been putting greater emphasis on facilitating the industry as it makes positive changes and communicating these evolutions. This included further growth in Operation Clean Sweep, which has the highest participation rate out of any European national plastics industry. The BPF also played a leading role in developing the world’s first ever PAS standard for pellet loss, a very significant achievement. Responding to government targets, the BPF set up a Net Zero Committee to support the industry and released a Net Zero Hub, which contains a plethora of online tools and information. We also developed a Carbon Reporting Tool that was released on a trial basis at the end of the year, prior to a planned full release in 2022. 2021 also saw the BPF markedly expanding its parliamentary activities, joining the Industry and Parliament Trust (presenting our BPF Recycling Roadmap in one of their events), while also publishing four exclusive, keynote articles (and many other press releases and statements) on the political website, Politics Home. This work culminated in a highly successful Parliamentary Reception, held on 30 November. All this activity was underpinned by the release of some very solid documents, including the BPF Recycling Roadmap, which projects what the UK can realistically achieve in terms of growing its domestic recycling capacity over the next decade, provided that the correct drivers are in place. Sustainability in the Plastics Supply Chain provides an indepth analysis of many initiatives underway,
supported by many case studies. Finally, Plastics Explained provides an overview of the current issues surrounding plastics, outlining the industry’s position on a range of key topics. It serves as a highly useful reference document to share with concerned customers, curious journalists or political contacts. When it comes to Brexit, some issues persist such as the mistaken labelling of products, container shortages, transport difficulties (which to some extent are easing), while the complexities surrounding trade with Northern Ireland have become an issue that remains a particular concern. There is still considerable ambiguity over the extent to which the UK will follow its own legislative pathway and to what extent it will reflect EU legislation. There are many good elements in EU legislation that we want to have maintained and in trade with the EU we don’t want the burden of having to respect two different sets of requirements. For these reasons the BPF is still very much involved in European discussions. and the Brexit ‘divorce’ has not significantly changed the BPF’s need to commune with the UK’s biggest single trading partner. There is also significant ownership of UK industry by overseas companies, so it is vitally important that we maintain the very best of links with European plastics industry organisations at an EU as well as a national level. We have therefore maintained our membership of all key European organisations and I am proud to represent the BPF on the EuPC steering committee. We also highly value our alliance with Plastics Europe, where we have an excellent working relationship with Virginia Janssens’s team there. Overall our representation on an international level is as follows: EuPC – Philip Law EPPA (Windows) – Martin Althorpe EUMEPS (EPS) – David Emes EUROMAP (Machinery) – Stephen Hunt TEPPFA (Pipes) – Caroline Ayres CIPAD (global plastics associations) – Philip Law Finally I would like to pay tribute to our president, Karen Drinkwater, who has made herself unfailingly available and is a fund of balanced percipient advice. I must also also record my heartfelt thanks to the great staff team we have at the BPF, who regularly go the extra mile for our members and make running this organisation such a pleasure. Over the course of 2021 the BPF had a record year in terms of new members, with 43 joining the Federation. Knowledge is Power The BPF continues to monitor industry trends and report these direct to members. Throughout the year we carried out a number of surveys including Covid surveys (specifically one to track the impacts of the so called ‘pingdemic’) and also a material shortage survey in direct response to members’ queries about how widespread the problems were. These surveys are always sent to members within five days of them closing so the information is as live as possible. All historic surveys can be seen online at www.bpf.co.uk/ surveys Following concerns raised by members about raising salaries we worked with a number of key members to develop a brand new ‘Salary Survey’ which is set to be launched in 2022.
BPF Reaches Agreement to Provide Platts Polymer Price Information and Insights In April 2021, a record 97% of our members reported problems sourcing polymer and the situation was causing significant issues for members across the board. Over the course of 2021 the BPF were in dialogue with S&P Global Platts (the leading independent provider of information and benchmark prices for commodities and energy markets in the world) and in December it was announced that BPF members would be provided with access to key polymer prices and market information. This includes access to virgin and recycled plastic price spreads, infographics and news via a dedicated S&P Global Platts area on

The numbers had steadily increased but in 2021 we carried out a significant overhaul, adding new features and an improved ‘user journey’. We sent over 1,600 sales leads direct to members with numerous reports from members that they secured ‘significant’ business as a result.

The year of 2021 was again a challenging one for the UK economy as COVID-19 wreaked it’s destructive path across the world. The Federation continued to grapple with issues and problems giving essential guidance and information to the membership, industry and indeed the government. Investment in our online events and training infrastructure generated increases in both revenue and attendee numbers with a significant contribution to this cost in the form of government grants. Group meetings, events and seminars continued in an online format and indeed, a return of in-person meetings started to gather momentum, including a very welcome return of our annual dinner. Towards the end of the year and on the back of a strong financial performance, the Federation recruited additional staff members giving further strength and additional skill sets to our already talented team. The BPF’s financial results were again impacted by the COVID situation, with our events, trade shows and catering facilities income at subdued levels — but not to the extent of the previous year and with the addition of other income streams. The total income for 2021 of £3,059,487 (2020: £2,722,177) increased to near pre-pandemic levels. Growth in membership was highly encouraging and testament to our performance, direction BPF House
and value to the membership. Administrative expenses at £2,927,309 (2020: £2,583,778) reflected the partial re-introduction of physical meetings, events and trade shows and their associated costs. Spending on communications and engagement was again increased and investment in innovation and technology ongoing with the addition of a new CRM system largely developed in-house by our excellent marketing and finance teams. Our commitment to investment in the recruitment and retention of high-quality staff was seen as key to the aims of the organisation, with a focus on culture development and a vibrant, productive and happy workforce. All in all, the maintenance and continuous improvement of strong and responsive financial systems and controls enabled a stable financial performance. The financial outcome in this year reflects another positive result for the Federation, generating a surplus after tax of £106,029 (2020: £96,991) and a further strengthening of the organisation’s balance sheet (statement of financial position) and reserves. As well as the aforementioned investment, this also enabled the Federation to announce a second successive 0% subscription increase! In summary, a good year for the Federation with increased overall revenues facilitating investment in both our core activities as well as infrastructure necessary to ensure we are well positioned for the future to continue to deliver additional value to the membership. Financial Security through the effective Management Systems The BPF continued to ensure that the organisation remains financially secure in all areas through regular management

reporting; monitoring of key financial metrics; robust budgetary systems (setting, monitoring and control actions). BPF House A focus on the Federation’s premises was deemed necessary with increased competition for office rental income stemming from a change in working patterns, in particular home working which has resulted in companies needing less office space. With this in mind, the redecoration programme continued to enhance the BPF tenant and guest experience. With the gradually re-emergence to post-COVID normality and face-to-face meetings returning, I would just remind our members that these excellent meeting room and catering facilities will be available at a discounted rate reduction of 25%. Still fantastic value! Finally, as the world gradually returns to normality I hope that we will be able to welcome guests and members back to BPF House in the very near future.

material supply issues, driver shortages and logistical issues; keeping the membership up to date with the latest data on pricing and material availability whilst briefing key government departments weekly on the issues facing the sector. We liaised heavily with BEIS to ensure uninterrupted manufacture of plastic products relating to Critical National Infrastructure (CNI), as well as ensuring businesses had the means and capacity to continue testing staff as we emerged from the pandemic. The return of events saw the BPF host its first Parliamentary Reception since 2019, with a record number of signups. The autumn emergence of new coronavirus variants somewhat impeded numbers, but the event succeeded with 110 people, including 16 MPs and peers, with a further 11 government representatives. The

BPF utilised the time to call for greater support in increasing UK recycling capacity, including innovative technologies such as chemical recycling. The event also heard from Parliamentary Under Secretary of State in BEIS, Lee Rowley, who thanked the industry for its support in the fight against COVID-19 as well as acknowledging the breadth of the industry. Sustainability remained a priority, and we witnessed a raft of legislative consultations in the UK and Europe. A record number were responded to, focusing primarily on legislation, including the upcoming plastics packaging tax, the role of bioplastics in the future, and extended producer responsibility and consistent collection reforms. The BPF also began its net zero journey, forming a key industry working group on the topic, hosting a seminar and launching the first net zero briefing document for the plastics industry. 2022 will see the BPF continue its stewardship through uncertainties faced by industry, whilst leading its sustainability agenda to enable a UK plastics industry fit for the 21st century.

In 2021 the BPF continued to liaise with the press to communicate the value of plastic and the industry’s perspective on key issues, responding to over 70 media enquiries from both national and trade press. This resulted in over 1000 mentions of the BPF across mainstream media, trade press and online news websites, including the Financial Times, the Daily Express, the Guardian, the i, the Independent, the Sunday Times and the Times, as well as appearances on BBC News, ITV News and ITV’s Good Morning Britain. In 2021 the BPF released 36 press releases and statements on a wide variety of topics, including responding to Boris Johnson’s comments about recycling in October, which was covered in the Times. The BPF also published a press release after BPF Director General Philip Law wrote to the Secretary of State for International Trade at the time, Liz Truss, objecting to the end of Tradeshow Access Programme (TAP) grants for exhibitors at foreign tradeshows.
Notable other press releases included the release of the BPF’s Recycling Roadmap, Sustainability Report and Plastics Explained; the world’s first PAS standard to help prevent plastic pellet loss; as well as the launch of a new EPS recycling trial with the North London Waste Authority. In 2022, plans are afoot to build upon our relationship with the press to further embed the BPF as the goto organisation for information and statements about topical issues in the world of plastics.

Managing Director of ProAmpac The Plastics and Flexible Packaging Group liaised with the supply chain to help develop responses to consultations and attended meetings to represent the industry on Extended Producer Responsibility (EPR), Deposit Return Schemes (DRS), Consistent Collections, Waste Prevention and Single Use Plastic consultations from devolved nations. The BPF also gave evidence to an EFRA Committee inquiry relating to DRS and plastic waste. From these meetings consensus emerged for the collection of films and flexibles from the kerbside to be rolled out, commencing with the introduction of EPR. The BPF has also set up meetings with the FSA to liaise on food contact
regulations for the packaging industry post Brexit and responded to an EU food contact consultation. We have continued to liaise with WRAP as a technical partner and signatory of the Plastics Pact and compiled a response to consultations on problematic materials. The BPF are a member of the Industry Working Group (IWG) to advise HMRC on the design of the Plastic Packaging Tax. We attend the All Party Parliamentary Group (APPG) for Packaging meetings throughout the year, have set up member meetings
with HMRC to discuss issues relating to the tax and consulted on several short technical consultations as part of the IWG on issues relating to the tax. Regular member meetings were scheduled each month throughout 2021 to brief members on key issues including Covid-19, supply issues, EU & UK legislation. Philip Tyler Polymers Ltd Throughout 2021 the Recycling Group has consistently maintained engagement with all relevant stakeholders to tackle the challenges brought before them. Starting with the launch of the BPF Recycling Roadmap in January, this culminated in the BPF providing a united voice for the industry at the parliamentary reception in November. The BPF Recycling Roadmap provided an ambitious route to circularity for 2030, with the possibility of reducing landfill to just 1% of the waste mix for plastics, as well as eliminating low quality exports. The report also provide a map to increase domestic reprocessing, with a potential to grow UK recycling capacity by 3.5 times in 2030. A useful tool in promoting the ‘good in plastics’, the roadmap shows what recycling

will look like as the plastic value chain shifts towards a circular economy and companies are incentivised to use more recycled content in their products. Since the initial proposal of the plastic packaging tax (PPT), the recycling group has worked hard to ensure all members are prepared for its April 2022 implementation; and the BPF has assisted the group by providing legislative & technical guidance. The group helped input into key issues, including the acceptance of chemical recycling and definitions within the legislation. With the changes in waste shipments under the Basel Convention and a further consultation on Extended Producer Responsibility reforms, the group remained focused on ensuring new regulatory changes will provide a benefit in UK domestic recycling, as well as improve the quality of exports.

went ahead (having been postponed due to Covid from 2020). The virtual event was well-received, with international speakers and attendees alike. Technical, regulatory and market updates were covered, the comprehensive programme achieved great participation and the Organising Committee now have their sights set on the event for 2024. November saw the annual VinylPlus UK Seminar ‘The Journey to Net Zero for the PVC Industry’ being held online for the second year in a row. The number of participants rose again attracting more international delegates and included speakers such as Jason Leadbitter presenting on EPD’s, Carbon Trust on and the Plastic Packaging Tax approaching in early 2022, the focus was to ensure that members were aware of their responsibilities. The group met a record number of times as the meetings moved online, with a higher-than-average attendance. Finally, as the price of oil continued to rise and the constant geopolitical tensions and uncertainties, the group surveys have been valued more than ever. The monthly sales index was well received and this provided meaningful data to contributing members, the BPF and government.
