Great public spaces make cities come alive and are key to their vitality. They also make residents feel proud of their city and often are the reason they decide to stay. Buffalo Bayou is doing all that and more.


DEAR FRIENDS, History-making transformation is taking place along Houston’s historic waterway. If you walked, hiked or just drove by Buffalo Bayou Park in 2013, you undoubtedly noticed new pedestrian bridges, expansive tree plantings, and other amenities under construction. In Downtown and the East End respectively, Buffalo Bayou Partnership (BBP) finalized plans for the long-awaited Sunset Coffee Building’s renovation at Allen’s Landing and Buffalo Bend Nature Park near the Port of Houston Turning Basin. BBP-sponsored events such as the Buffalo Bayou Regatta, KBR Kids Day and Buffalo Bayou Ball broke all-time fundraising and attendance records while the organization’s Buffalo Bayou Park capital campaign came one step closer to its $58 million goal. BBP’s board and staff take great pride in our 2013 accomplishments. But equally, if not more gratifying, has been seeing the increasing number of people using the bayou. Whether biking, hiking, canoeing or kayaking, Houstonians of all ages, ethnicities and socio-economic backgrounds are enjoying Buffalo Bayou’s trails and parks. Buffalo Bayou Partnership’s 28 years of progress would not have been possible without the unwavering support from our public sector partners and private donors. BUFFALO BAYOU PARK Significant and awe-inspiring progress took place at Buffalo Bayou Park from Shepherd Drive to Sabine Street in 2013. In cooperation with our partners, Harris County Flood Control District (HCFCD) and Houston Parks & Recreation Department, park enhancements are already making a difference in Houstonians’ lives. On any given day, you will see mothers with strollers, Millennials jogging, and people from all walks of life and countries enjoying the park. Buffalo Bayou Park is truly becoming THE place where people want to be.

In 2010, the Kinder Foundation awarded a catalyst $30 million grant for Buffalo Bayou Park, one of the largest private gifts in the history of Houston’s park system. Buffalo Bayou Partnership is committed to raising the remaining $23 million needed to complete the project. Over the 30-year life of the project, Downtown Tax Increment Reinvestment Zone (TIRZ) #3 will contribute $2 million per year for the park’s maintenance and operations.


Bridging the Bayou In 2013, three new pedestrian bridges opened, providing improved safety and important connectivity to nearby neighborhoods and park amenities. Shepherd Drive Bridge With this new bridge, park users no longer have to use narrow sidewalks and fight dangerous on-coming traffic. A project of Texas Department of Transportation (TxDOT) and the City of Houston, the new pedestrian connection was installed below the existing Shepherd Drive Bridge.

Jackson Hill Bridge

Jackson Hill Bridge Crossing the bayou got considerably easier in 2013 with the installation of the Jackson Hill Bridge. The 355-foot-long structure (length of a football field) connects with the existing bridge over Memorial Drive, providing access to the bayou’s south bank and neighborhoods to the north. Carruth Bridge Providing first-time access to the Police Memorial, the Carruth Bridge is a welcome park addition. The Carruth Foundation, a long-time and dedicated supporter of BBP, generously donated $1 million for this new park amenity.

Restoring Buffalo Bayou Park’s rich landscape began in earnest with the planting of nearly 1,000 native trees, many donated by Apache Corporation. Continue to watch for the planting of thousands of Redbuds, Cypress and Red Maples, which will bring year-long color to the bayou’s banks. The long-awaited Sandy Reed Memorial Trail opened in 2013. Serving as the park’s backbone, the 10-foot-wide concrete trail was a project of TxDOT and the City of Houston. Anticipating heavy use by cyclists, BBP has designed narrower asphalt footpaths for walkers and joggers.

Buffalo Bayou Park’s footpaths, which will extend throughout the park, offer walkers and joggers a comfortable surface and close access to the bayou. 5


Partnering for the Prairie BBP launched a collaboration with the Katy Prairie Conservancy in 2013. Throughout the year, Conservancy staff and volunteers combed nearby prairies to collect native wildflower and grass seeds that ultimately will be planted in 11 acres throughout the park. Once completed, these prairies will be magnets for wildlife, an attraction for photographers, and a reminder of Houston’s rich ecological history.

Lighting it up Installation of the park’s Lunar Cycle Lighting was completed from Sabine Street to Montrose Boulevard on the bayou’s north bank. Transitioning from white to blue as the moon waxes and wanes, the lighting will illuminate the Sandy Reed Memorial Trail, bridges and other park destinations.

LET IT FLOW Year’s end brought completion of Harris County Flood Control District’s (HCFCD) channel conveyance work and realignment north of the Police Memorial west of Sabine Street. Additionally, sediment removal and grading of the channel’s slopes were completed in the Montrose Boulevard area. Hundreds of native trees were planted at those sites and other park locations.

People Power In July, BBP welcomed Gregg Burks as the new Buffalo Bayou Park Director. Hailing from Texas, Gregg previously served as Director of Operations at Atlanta’s Piedmont Park where he led a $46 million expansion. Gregg will eventually supervise a staff of 20 full-time employees and seasonal crews to ensure that Buffalo Bayou Park is well maintained.

Communicating with the Community —C ontinuing to seek community input and keep the public informed of Buffalo Bayou Park’s progress has been a BBP priority. Over 100 people attended a fall meeting where project consultant Guy Hagstette answered questions and received the public’s feedback on park construction. —T o get the word out about Buffalo Bayou Park’s improvements, BBP hosted a series of informal gatherings for residents living along the bayou. —“ Walk and Talks,” Saturday morning informal events held at the “dog park” off Allen Parkway, also helped spread the word about Buffalo Bayou Park’s transformation.

DOW NTOWN Sunset Coffee Building BBP kicked off the year with a groundbreaking event to celebrate the long-awaited restoration of the Sunset Coffee Building at Allen’s Landing, Houston’s birthplace and first port. Transforming the building into a major bayou destination is a joint effort of BBP and Houston First, a local government corporation that oversees the city’s convention and cultural facilities. Housed in the building will be a boating/biking concession, BBP’s office, a rooftop terrace, and exhibition space highlighting Houston’s history. Construction will be completed in spring 2015.

Hike and Bike Trail One of Buffalo Bayou’s most unique trails will be constructed under a network of downtown streets. Connecting Smith Street at Sesquicentennial Park to Milam Street near Allen’s Landing will be the $4.6 million “TIGER” trail. Funded through the highly competitive Transportation Investment Generating Economic Recovery (TIGER) grant program administered by the Federal Highway Administration, the trail is part of a $30 million project that is making possible trails and on-street bike and pedestrian connections along Buffalo and White Oak bayous and East End streets. BBP partnered with the Houston Parks and Recreation Department, Houston Parks Board and Greater East End Management District to provide the $4 million in local matching dollars and an additional $15 million to make the overall project possible. BBP contributed $1 million which was generously donated by a BBP board member.


EAST END

Finding Common Ground— Livable Centers Study

With significant restoration and redevelopment at Buffalo Bayou Park and Allen’s Landing, it is the right time to turn to the bayou’s east sector to make a comparable level of investment. Meeting that goal came one step closer in 2013 when BBP, Fifth Ward Redevelopment Corporation and Greater East End Management District were awarded a $230,000 Houston-Galveston Area Council (H-GAC) grant for a Livable Centers Study, a planning initiative designed to create walkable, mixed-use neighborhoods, multi-modal transportation choices and private investment leveraged from public improvements. A key component of the Livable Centers Study will be identifying connections from the Fifth Ward and East End to the bayou where BBP owns considerable property. Strategically located between these two historic and culturally rich neighborhoods, Buffalo Bayou can be the “bridge” that unites these two distinct areas, creating a combined and compelling vision. The study will serve as a prototype for a comprehensive master plan of the bayou’s entire east sector that BBP hopes to get underway in the very near future. The Livable Centers Study grew out of an American Leadership Forum (ALF) class, which sought to strengthen collaborative decision-making among diverse East End and Fifth Ward leaders.

Buffalo Bend Nature Park Located at the Port of Houston Turning Basin, Buffalo Bend Nature Park is becoming a beautiful and much needed trailhead. Improvements already in place include three storm water filtration ponds, a natural amphitheater and native wetland plantings. In 2013, Harris County Precinct Two, the park’s owner, agreed to provide BBP with matching funds for a $500,000 Texas Parks & Wildlife Department (TPWD) grant that will make possible the following enhancements— boardwalks, learning station, trails and interpretive signage. BBP is currently focused on purchasing a trail easement from an adjacent property owner. Through this acquisition, Buffalo Bend Nature Park eventually will be connected to the City’s Hidalgo Park resulting in 23 acres of continuous open space.

Hike and Bike Trails BBP’s long term goal is to put in place a continuous trail from Shepherd Drive to the Port of Houston Turning Basin. Incrementally, easements have been secured from more than 20 private and public property owners to make this vision a reality. During the past year, BBP worked with the Houston Housing Authority and CenterPoint Energy to acquire critical “missing links” that will help connect trails from the west to the East End. In 2014, TxDOT and BBP hope to begin construction on a trail and pedestrian bridge at the Houston Housing Authority’s Clayton Homes site, just east of US 59. 9

BAYOU BUDDIES Bayou Buddies, BBP’s young professionals group, hosted its annual spring Bayou Bash, at Sabine Promenade. More than 700 guests enjoyed an afternoon of crawfish, music and lawn games, raising a record $34,000 for the organization. PR + EVENTS BBP continued its efforts to activate the bayou by creating innovative marketing tools, sponsoring its ever popular annual events and pontoon boat tours, as well as bringing “on board” new activities.

Trail Guide BBP’s Trail Guide debuted in 2013. Whether exploring Buffalo Bayou by foot, bike or paddlecraft, visitors are now able to better plan their routes and obtain information on trails, parks and other destinations. The fold-out map, funded by METRO, showcases 10 miles of Buffalo Bayou—from Shepherd Drive to the Port of Houston Turning Basin. Mobile App Another valuable communication tool—the Buffalo Bayou Guide mobile application arrived during the year. Everything bayou visitors want to know about Buffalo Bayou Park and Downtown bayou areas can now be found in the palm of their hands. BBP collaborated with its long-time graphic design firm CORE Design Studio and Pariveda Solutions, a technology consultant firm whose summer interns created the app, with Pariveda donating more than $300,000 of in-kind services. 13


BRUNCH ON THE BAYOU Brunch on the Bayou was the unique fall ribbon cutting event celebrating the opening of Buffalo Bayou Park’s Jackson Hill and Carruth Bridges. Hundreds of Saturday morning joggers and bikers stopped by for tasty treats and libations courtesy of Kroger and other eateries.

Kids Day The beautiful October weather was a perfect fall backdrop for the seventh annual KBR Kids Day, Wild on Buffalo Bayou! This free family festival brought thousands to downtown’s Sabine Promenade. Over 20 non-profit organizations offered interactive environmental and art displays as well as hands-on activities. Adding to the fun were many local performers showing their dance moves. The birds of prey shows rounded out the WILD day. 14

Blanket Bingo

UnSilent Night

Downtown neighbors and friends grabbed their blankets and lawn chairs and headed to Market Square Park for Blanket Bingo, an inaugural series sponsored by the Downtown Management District, with proceeds benefiting BBP.

Partnering with the University of Houston Cynthia Woods Mitchell Center for the Arts, BBP brightened up the holidays by hosting Unsilent Night, an interactive music parade that is guaranteed to be an annual event.

REACHING OUT Whether it’s planting trees, pulling weeds or removing invasive vines, volunteers play an important role in helping maintain and beautify Buffalo Bayou. In 2013, more than 1,000 individuals, corporate employees and students contributed their valuable time to assist BBP with conservation and maintenance. Volunteers also provided vitally needed administrative assistance and event support. With increased maintenance and operations responsibilities being taken on in Buffalo Bayou Park, volunteers will be needed more than ever in the coming years. BAYOU CLEAN-UP

A strong public-private partnership makes possible a comprehensive clean-up program for Buffalo Bayou. Now in its 11th year, the initiative is funded by Harris County Flood Control District, Shell Oil Company and the Port of Houston Authority. In 2013, BBP’s five-member field crew worked tirelessly on the water using specially-designed skimmer boats and on land picking up more than 3,000 cubic yards of trash and debris—enough to fill 250 dump trucks. Supplementing BBP’s staff is a workforce of probationers and jail inmates from several Harris County correctional programs who contributed 15,000 volunteer hours. Over the past two years, BBP has expanded its clean-up of certain areas along Brays and White Oak bayous.
