Dear Friends, What an historic and exciting year for Buffalo Bayou Partnership! It has truly been a time of celebration and appreciation. After more than four years of planning and construction, Buffalo Bayou Park was completed and special events were held to honor this transformative and momentous accomplishment. It has been so gratifying and heartwarming to see the newly restored park embraced by Houstonians and visitors to our city. We have also been amazed by the publicity and nationwide interest this project has generated. Without the record setting $30 million catalyst gift from Houston’s Kinder Foundation and other lead contributions from foundations, corporations and individuals, this ambitious park project would not have been possible. We are truly grateful for their generous support. While Buffalo Bayou Park has been BBP’s most recent and visible revitalization effort, the board and staff also have been working on projects in downtown and the east sector to further enhance our city’s historic waterway. We continue to activate and beautify the waterfront through creative programming, our signature clean-up programs and volunteer initiatives. In looking back on 2015 and thinking about the work that lies ahead, we hope you share in our pride and sense of accomplishment. Buffalo Bayou’s transformation is truly a testament to the civic will of Houston’s people. From visionaries like Nancy and Rich Kinder, to BBP board members and staff, to governmental leaders who have worked alongside us for decades, and to the thousands of citizens who have shared their ideas and time—all have played a vital role in making Buffalo Bayou what it is today. Buffalo Bayou Park “Buffalo Bayou’s Back” was the theme touted throughout 2015 to let Houstonians know that Buffalo Bayou Park had been fully restored.
As various project components were completed, the public realized the full scale and high quality of Buffalo Bayou Park’s amenities and landscape. What also became immediately apparent was that the iconic green space was being enjoyed by Houstonians and visitors from all walks of life. It has been gratifying to see children climbing logs at the Barbara Fish Daniel Nature Play Area, dogs frolicking at the Johnny Steele Dog Park, and record numbers of bicyclists, joggers and walkers enjoying the trails.
Johnny Steele Dog Park January saw the opening of the Johnny Steele Dog Park. More than 5,000 visitors and what seemed like even more dogs took part in an afternoon celebration that included a “strut your mutt” fashion show, dog and owner look-a-like contest, and dog park etiquette and training tips sessions. Featuring two ponds, dog washing stations, and shade structures where pet owners can watch their furry friends, the park is one of the most popular areas in Buffalo Bayou Park.
LANDSCAPE In 2015 Buffalo Bayou Park literally blossomed into becoming Houston’s most iconic landmark. Each and every day wildflower meadows and prairies popped up all over the park, resulting in a blanket of vibrant color covering more than 11 acres. Enhancing the sense of seasonality are the spring’s redbuds and Mexican plums and the fall’s copper cypress trees. Preserving and reinforcing the plant species historically found along the bayou amidst today’s dramatic downtown skyline has created a strong and spectacular sense of place.
PUBLIC ART With its topography and diverse landscape, Buffalo Bayou Park is a magnificent setting for public art. By year’s end, three major works of art had been installed. Anthony Shumate’s Monumental Moments are scattered in surprising locations along the Kinder Footpath. Six words— Explore, Pause, Reflect, Listen, Emerge and Observe—peek out unexpectedly, causing park users to stop and pause. Located on The Brown Foundation Lawn at The Water Works is New York artist Donald Lipski’s Down Periscope which allows visitors to peer into the park’s Cistern below. In addition, one of artist John Runnels’ metal boats was added to the park’s public art collection complementing his signature installations at other bayou locations. 5

Several Buffalo Bayou Park destinations—The Water Works, Lost Lake and Barbara Fish Daniel Nature Play Area—were the last sites to be completed and opened just days before the park’s fall grand opening.

Anchoring the eastern edge of the park at Sabine Street, The Water Works serves as a grand gateway. It is home to the Wortham Insurance Visitor Center and Terrace offering bike rentals, restrooms, food trucks, and a place where visitors can pick up a trail map and have their questions answered. Atop the site sits The Brown Foundation Lawn with the open-air Hobby Family Pavilion.
Perhaps the park’s most scenic area is Lost Lake, located at Dunlavy Street along Allen Parkway adjacent to Beth Yeshurun Cemetery. In addition to its large pond and lush landscaping, the site includes a visitor center housing canoe and kayak rental, and the popular Kitchen at The Dunlavy, a unique café serving breakfast and lunch as well as rental space for nighttime events.
At year’s end, the finishing touches were being put on the historic Cistern, the park’s amazing underground space at The Water Works. As large as a football field (87,500 square feet), the site includes 221 massive 25-foot concrete columns that hover over two inches of water. BBP’s plans for the space include regular tours highlighting the site’s former use as the City’s drinking water reservoir and temporary art installations.
Barbara Fish Daniel Nature Play Area Buffalo Bayou Park offers something for everyone … especially children and their families. Serving both as a recreational and educational space, the Barbara Fish Daniel Nature Play Area helps stimulate children’s curiosity and connects them with nature. The unique spot features a rolling lawn, climbing logs, tree house, and perhaps the longest slide in the city.

Park Opening Celebration It was a perfect fall day for Buffalo Bayou Park’s October 3rd grand opening celebration. Up and down the trails and at numerous destinations throughout the park, tens of thousands of visitors enjoyed music and dance performances, poetry readings, Zumba, yoga, arts activities and more! The highlight of Buffalo Bayou Park’s opening celebration was Confluence: A Journey in Five Movements, an evening procession. Beautiful illuminated lanterns, ranging from turtles and butterflies to canoes, art cars and running shoes, snaked their way along trails throughout the park, while colorful magnolia floats glided down the bayou. More than 400 volunteers participated in monthlong workshops to create the lanterns.
Seeking to provide transformative gifts for Houston parks and quality of life projects, in 2010 philanthropists Nancy and Rich Kinder awarded Buffalo Bayou Partnership a $30 million catalyst grant for Buffalo Bayou Park, one of the largest in the history of our city’s park system. Joining the Kinders in making the park project possible were other lead donors including The Wortham Foundation, The Brown Foundation, Houston Endowment, and Silver Eagle Distributors/Nau Family. Public sector partners included Houston’s Parks & Recreation Department, Harris County Flood Control District which provided $5 million for the project, and the City of Houston and Downtown Tax Increment Reinvestment Zone (TIRZ) #3 which contributes $2 million annually for park maintenance and operations. This unique public-private partnership model has served as a precedent for other park projects in Houston. 9
Downtown Hike and Bike Trails A continuing and important goal for BBP is providing connectivity up and down Houston’s historic waterway. At year’s end, the finishing touches were being put on one of the most distinctive trails in the city. Located under a network of downtown streets extending from Smith to Milam streets, the trail incorporates bridge abutments and other infrastructure behind the historic Magnolia Ballroom. The $4.6-million trail was funded through the federal Transportation Investment Generating Economic Recovery (TIGER) program, with additional private funds contributed by BBP chair emeritus Mike Garver. Another exciting trail project will extend from Allen’s Landing to east downtown and beyond. Partnering with the Bayou Greenways Initiative, BBP began talks with Harris County Flood Control District to develop an innovative plan to construct a trail through the basements of several County structures. Securing trail easements on these properties as well as on land owned by CenterPoint was a major focus in 2015.
Sunset Coffee Building Significant progress was made on the redevelopment of the historic Sunset Coffee Building at Allen’s Landing, Houston’s birthplace and first port. At the end of 2015, BBP staff eagerly awaited its move to the site. In addition to the organization’s administrative office, the building will house boating and biking concessions and a café operated by BBP’s project partner Houston First, the local government corporation that oversees the city’s convention and cultural facilities. A rooftop terrace and outdoor plaza also will be available for rental. 10
East Sector Livable Centers Study Completed As Buffalo Bayou Partnership looks east to extend the waterway’s hike and bike trail system, planning will be a focus. In 2015, after nine months of work, BBP, Fifth Ward Redevelopment Corporation and Greater East End Management District completed the Livable Centers Study. Funded by the Houston-Galveston Area Council, the planning initiative is designed to create walkable, mixed-use neighborhoods, multi-modal transportation choices, and private investment leveraged with public improvements. To improve access to Buffalo Bayou, the study recommended: • C reating complete streets and a sidewalk network, connecting north and south to the bayou • I mproving bikeway connectivity • C onstructing bridges that serve as connectors and strengthen neighborhood identity Recommendations for redeveloping bayou-fronting properties was another focus of the effort.
Urban Land Institute Assistance In November, BBP along with the Greater East End Management District, New Hope Housing and METRO sponsored an Urban Land Institute (ULI) Technical Assistance Panel (TAP) that focused on an area from Harrisburg Boulevard to Buffalo Bayou. Over a two-day period, a group of ULI real estate and urban planning experts interviewed neighborhood stakeholders, business owners and developers. At a community meeting, panelists presented their findings and offered recommendations for transit-oriented development along the Harrisburg light rail line. Connectivity to Buffalo Bayou was another topic discussed at length among the group.
Houston Endowment, a long-standing funder of Buffalo Bayou Partnership, once again demonstrated its commitment to the organization by awarding a $500,000 grant for the development of a Buffalo Bayou East Sector Master Plan that will focus on the area from US 59 to the Port of Houston Turning Basin. Through this initiative, BBP hopes to establish a pioneering precedent where parks and open space can serve as catalysts for inclusive growth and neighborhood revitalization. The organization is also committed to creating unique park spaces that reflect the cultural and industrial legacy of the east sector.

Community Bridges BBP joined a group of Fifth Ward neighborhood organizations in a service learning program known as Community Bridges. Through an academic course and active fieldwork sponsored by the Kinder Institute for Urban Research, Community Bridges Fellows developed and implemented Fifth Ward neighborhood projects to address social equity, poverty and socioeconomic mobility. As part of the program, Caroline Brigham, a Rice University architecture student, researched and created a plan for green space connections from Buffalo Bayou to the Fifth Ward. Japhet Creek, a tributary, was the focus of Caroline’s work. BBP purchased property along this “greenfinger” and hopes to undertake a planning effort to fully restore the area.
Buffalo Bend Nature Park Significant construction took place at Buffalo Bend Nature Park, a 10-acre green space located near the Port of Houston Turning Basin. In collaboration with Harris County Precinct Two, BBP spearheaded the park’s development which includes three wetland ponds, trails, pond overlook and interpretive signage. With the future addition of adjacent property for a trail connection, there will be 23 acres of open space extending from Buffalo Bend Nature Park to Hidalgo Park to the south. The site will become a wonderful trailhead for volunteer activities, and in the future, a site that can be programmed for environmental education field trips. 12

Buffalo Bayou Partnership Gala: Celebrating the Path to Buffalo Bayou Park With the transformation of Buffalo Bayou Park, BBP applauded the “pathfinders� who made the unprecedented project possible: catalyst donors Nancy and Rich Kinder, park project manager Guy Hagstette, BBP chair emeritus Sis Johnson and BBP president Anne Olson. A record setting $800,000 was raised at this festive evening where guests enjoyed cocktails and dinner atop the new Brown Foundation Lawn of The Water Works, with a surprise performance from the Hustlers Brass Band and an illuminated lantern procession. Buffalo Bayou Partnership Regatta BBP’s 43rd annual Regatta brought more than 500 canoes and kayaks to the bayou’s banks for a 15-mile race and raised over $100,000. For the third year, Gillman Subaru served as the event’s lead sponsor and helped activate a lively finish line area with Zydeco music, food trucks, giveaways and more.
KBR Kids Day October marked our ninth annual KBR Kids Day at a new venue—The Water Works in Buffalo Bayou Park. The free family festival, Captivating the Imagination, included interactive educational activities from 20 non-profit organizations, live music and dance performances, a variety of crafts, and a Halloween costume parade. Young attendees also explored the newly completed Barbara Fish Daniel Nature Play Area.
Bayou Buddies and Bayou Bash Bayou Buddies, BBP’s young professionals group, hosted another successful Bayou Bash at Sabine Promenade and raised $35,000. The afternoon crawfish festival featured live music, lawn games and a popular silent auction. Throughout the year, Bayou Buddies hosted a number of social gatherings in up-and-coming restaurants and bars and worked with Trees For Houston’s Redbuds during an important clean-up effort prior to Buffalo Bayou Park’s grand opening. 14
BBP’s boat tours provide a unique perspective of the city. Due to their increasing popularity, BBP added significantly more bat and history tours and “Foodie Floats” in 2015.

Public Relations and Marketing Media coverage for Buffalo Bayou Partnership was extensive in 2015. Buffalo Bayou Park garnered significant attention from local, regional and national news outlets for the park’s design and landscape architecture, and put Houston solidly on the map. BBP’s work continued to spur the conversation of adaptive reuse projects and public-private partnerships.
Media Partnerships with KHOU-11 and Houston Public Media/KUHF A partnership with KHOU-11 culminated in a one-hour special, “Buffalo Bayou Park: Where Houston Begins.” Viewers were taken on a tour of various park destinations and amenities, and heard interviews from park donors, planners and visitors. Houston Public Media also jumped on board to record radio and television personalities for a 12-track audio tour of key park destinations including The Water Works, Cistern, Johnny Steele Dog Park and more.
USA Today/10 Best ReadeRs’ Choice Awards—Best Urban Trail USA Today and a distinguished panel of travel writers and outdoor enthusiasts nominated 20 trail systems located in major US cities as nominees for “Best Urban Trail.” Competing in the “10 Best Readers’ Choice” contest, Buffalo Bayou Park was voted fourth in a field that included Lakefront Trail (Chicago), Rose Kennedy Greenway (Boston), and the River Walk and Mission Trail (San Antonio). 16
Volunteerism Buffalo Bayou Partnership continued to strengthen its volunteer program by recruiting individuals during outreach events, promoting opportunities via social media and reaching out to major companies. In all, over 2,800 Houstonians donated their valuable time and energy restoring and protecting Buffalo Bayou’s parks and trails. Contributing more than 9,400 hours, volunteers removed invasive plants, picked up trash and debris and spread mulch to help maintain the green spaces’ appearance. All of these efforts lead to a healthier environment and more aesthetically pleasing amenities.

Clean-up and Maintenance trail and park maintenance
Clean & Green program/ Skimmer Boat Program
With construction completed in Buffalo Bayou Park, BBP became responsible for maintaining the hike and bike trails, destinations and green space along the waterway from Shepherd Drive to Sabine Street. With the 160-acre park now under BBP’s jurisdiction, 22 employees round out the maintenance and operations team. To stretch the organization’s budget, community service workers and labor provided by the Harris County Sheriff’s Office provided more than 7,800 hours of work in 2015.
Through a much valued 13-year partnership with Harris County Flood Control District for the Skimmer Boat Program and an eight-year partnership with Shell Oil Company and Port of Houston Authority for the Clean & Green Program—BBP has been able to continue its comprehensive clean-up efforts along Buffalo and lower Brays bayous, and at the Port of Houston Turning Basin. Along with BBP’s crew, community service workers from seven different court and restitution programs logged 17,000 hours and removed nearly 2,200 cubic yards of trash and debris.
At year’s end, Houston First and Houston Parks Board, with the support of the mayor’s office, committed long-term funding to BBP to assume maintenance responsibilities beyond Buffalo Bayou Park all the way to Allen’s Landing in downtown.

After historic rain events in 2015 where the bayou rose over flood stage, approximately 60 cubic yards of plastic bags were collected from trees and bushes.
In 2015, Buffalo Bayou Park’s landscape was tested when Houston experienced two of the largest flooding events in its history. During Memorial Day weekend and then just before the park’s fall opening celebration, the waterway crested at approximately 33 feet. Our park team, with the help of volunteers, immediately undertook major clean-up projects and within days, the hike and bike trails were back open for business. Since flooding was taken into consideration during the park’s planning and design process, amenities and landscaping stood up to the waters that climbed as high as Allen Parkway and covered portions of Memorial Drive. 19
