De a r F r i ends , 2016 was a very rewarding year for Buffalo Bayou Partnership (BBP). Each and every day, our board and staff are gratified by the hundreds of Houstonians and visitors who are biking, walking and jogging along Buffalo Bayou’s trails. These individuals come from all walks of life and truly represent the multi-cultural diversity of our city. After many years of planning and construction, it also was gratifying to see several of our projects completed. Whether it was a unique downtown trail or an preservation and infrastructure reuse are the hallmarks of our work. One of our most important restoration projects came to fruition as we completed construction of the historic Sunset Coffee Building at Allen’s Landing. Buffalo Bayou Partnership’s signature events, boat tours and programs brought thousands to the bayou’s shores, with many highlighting the waterway’s history and ecological past. And the opening of the Buffalo Bayou Park Cistern attracted visitors from throughout the world! While we continue to hear positive comments from Houstonians about Buffalo Bayou’s transformation we also received prestigious local, state and national awards and accolades in 2016. In the coming years, we are committed to leveraging the work we have done along Buffalo Bayou’s west and downtown sectors as we restore and enhance the waterway to the east. We also are excited about working with neighborhood partners to preserve and celebrate the area’s rich cultural and industrial legacy. As we continue acquiring land, building trails and creating parks, we invite you to join us in what we know will be many more years of rewarding restoration and reclamation work!

In 2016, Buffalo Bayou Partnership completed its first full year of maintaining and operating the park’s 160 acres. To supplement the work of our full-time maintenance team, BBP relies on a strong volunteer workforce. Besides scheduled volunteer activities for groups from

Buffalo bayou park cistern 5 extensive local and national media attention, and the repurposed industrial site instantly became a point of great civic pride. Docentled tours highlighting the architecture of this former drinking water reservoir (built in 1926) and the history of Houston’s water system were initially offered. Fulfilling the organization’s goal of presenting periodic art installations in the Cistern, BBP partnered with the Museum of Fine Arts, Houston (MFAH) to open Rain: Magdalena Fernández at the Houston Cistern in December. This inaugural installation featured the influential Venezuelan artist’s abstract video projection 2iPM009 from the MFAH’s permanent collection.

After more than a decade of work, BBP completed restoration of the historic Sunset Coffee Building. Located at Allen’s Landing, Houston’s birthplace and first port, the building houses BBP’s administrative offices. A future café and boat and bike rental will ensure that the site becomes a popular waterfront destination.

Located under a network of downtown streets, the trail incorporates bridge abutments and other infrastructure behind the historic Magnolia Ballroom. The $4.6 million trail was funded with a federal grant and additional private funds contributed by BBP Chair Emeritus Mike Garver. 7 2016 ANNUAL REPORT

With this trail segment completed, BBP is partnering with the Bayou Greenways program, Harris County and Harris County Flood Control District to construct a trail from Allen’s Landing to east downtown. Once again, existing infrastructure will be used as the trail winds its way through the basements of several historic County buildings.

With the enormous success of Buffalo Bayou Park and downtown improvements, BBP began turning its sights

along the waterway’s east sector, from US 59 to the Port of Houston Turning Basin. Funded by a grant from the Houston Endowment, the organization hired Houston’s Asakura Robinson and New York’s HR&A Advisors, a nationally-recognized real estate and economic development firm, for an initial planning phase. BBP is now gearing up for a comprehensive master plan that will focus on the following themes:

Reflect the cultural and industrial legacy of the bayou’s east sector.
Bring longtime residents and businesses along and not leave them behind.
Link adjacent neighborhoods to Buffalo Bayou and to each other.
BBP hosted a fall meeting to update community leaders on the organization’s east sector planning, to obtain their input on priorities for waterfront development, and to seek their assistance for future community engagement. The event was co-sponsored with the Fifth Ward Community Redevelopment Corporation and Greater East End Management District.
Along the east sector, we hope to create a blueprint for investment in the economically disadvantaged Fifth Ward and East End communities, and a national model for inclusive development around parks and green space.

YOLANDA BLACK NAVARRO BUFFALO BEND NATURE PARK Yolanda Black Navarro Buffalo Bend Nature Park in Houston’s East End was another BBP project completed in 2016. Once used as a dumping ground for construction debris, the site has been transformed into a 10-acre green space that includes three wetland ponds, native plantings and interpretive signage. In constructing the park, BBP and Harris County Precinct Two recycled the site’s concrete and used it for seating walls and the pond overlook’s columns. A huge concrete culvert, another industrial remnant, has been repurposed as a cistern to hold recirculated water that flows from the bayou through the ponds

and back into the bayou. Demonstrating how water can be naturally cleansed, the park is a favorite environmental education destination for school groups. Just before the close of the year, BBP purchased an adjacent property which creates 23 acres of green space and provides a trail connection which will link Buffalo Bend Nature Park to the city’s Hidalgo Park.

In 2016, nearly 150 tours were scheduled on BBP’s pontoon boat, Spirit of the Bayou. Whether it is the abundant wildlife they see or the historical facts they learn about, tour goers are always amazed at how much fun and educational it is to glide down the waterway.

HIGH L INE NET WO R K BBP is honored to be part of a new national coalition called the High Line Network. Friends of the High Line, the organization overseeing New York’s famous elevated park, established the group which is focused on a growing movement to transform abandoned infrastructure into new public space. In June, BBP President Anne Olson traveled to New York City for two days of meetings with staff from such groups as the Atlanta BeltLine, the Underline (Miami), Klyde Warren Park (Dallas), Waterfront Seattle and River LA. At the convening, participants discussed best practices, fundraising, and park maintenance and operations. Social equity, however, was the lens for all conversations and will be a major focus at future meetings.
