GALLIFORD TRY’S Building East Midlands business has entered into contract with the Department of Education (DfE) to deliver the new Catherine Infant School in Leicester.

The new £14m facility will be designed to be a Net Zero Carbon in Operation (NZCiO) school by using sustainable elements in its design, such as photovoltaic panels and a green roof.

The project will see the creation of a new two-storey building, to replace the current school, which was graded as outstanding by OFSTED during its last inspection. The new site will also include new car parking, as well as a Multi-Use Games Area (MUGA) and a play space that will have direct access from the classrooms.

PLANNING GRANTED FOR 75 NEW HOMES IN MARKFIELD ROAD, RATBY

LAGAN HOMES is pleased to announce that planning permission has been granted for the development of 75 new 2,3,4 & 5-bedroom homes in Markfield Road, Ratby.

Work starts on second phase of Oadby residential development

PROPERTY CONSULTANCY Carter Jonas has secured planning consent on behalf of Pigeon for up to 213 new homes, amenity space, allotments and areas for outdoor play and landscaping on land off Burley Road in Oakham, Rutland. Planning permission was granted by Rutland County Council.

Of the 213 homes, 64 (30%) will be affordable housing. The scheme will also provide a circular walk and perimeter trail, areas of wetlands where nature can flourish, two children’s play areas and allotments. The development will be attractively landscaped, providing substantial areas for informal recreation in addition to pedestrian and cycles routes to the nearby Co-op, Burley Road and Burley Park Way.

Pigeon’s vision for the site is to create a beautiful and sustainable neighbourhood, which provides links for walking and cycling to Oakham, set within a network of green spaces.

WORK ON phase two of the Horwood Gardens development in Oadby is now under way.

The scheme being built by Ashberry Homes – part of the Bellway Group – is named after the first curator of the University of Leicester’s Botanic Garden, Arthur Horwood. Horwood Gardens is bringing 71 homes for private sale and 46 affordable homes available for local people through low-cost rent or shared ownership.

UK house building in dire straits as it falls at fastest rate since May 2020, says FMB

The house building sector is in crisis with too few homes being delivered with not enough being done to boost the market, says Federation of Master Builders (FMB) in response to the latest S&P Global / CIPS UK Construction PMI data.

Brian Berry, Chief Executive of the Federation of Master Builders said “This latest data makes for worrying reading, it is the sixth month in a row that residential building has declined and if you discount the exceptional circumstances of the pandemic, it’s the lowest housing delivery for over 14 years. We need to see Government get to grips with this issue as it is vital to secure a healthy, growing economy. The 300,000 housing target must be reinstated to give hope to both consumers and house builders alike that it is serious about increasing the supply of new homes.”

Berry continued: “For too long we have not been building enough homes, resulting in overcrowding and young people not being able to afford to get on the housing ladder. What is very concerning is that the Government lacks a clear plan to solve the housing crisis, with the result being that the housing market continues to soften and housing remains unobtainable for many members of the public.”

IMA Architects Flex Design Muscles with £1.9m Rugby Gymnastics Project

LEICESTERSHIRE-BASED architects, IMA Architects, has successfully delivered a brand-new, purpose-built gymnastics facility for Rugby Gymnastics Club.

IMA has been part of a team including KAM Project Consultants and BWB, on behalf of Sport England, that has worked with the Gymnastics Club to realise the 19,655 square foot scheme at its new home on Kilsby Lane.

IMA Architects was part of the design and delivery team consisting of main contractors, Wilten Construction and Civil and Structural Engineers, Jackson Purdue Lever. As Architectural Consultant, IMA oversaw the coordination of the project.

Construction at the site started in August 2022 and practical completion for the first phase of works was achieved on 6th February 2023, with the Gymnastics Club due to relocate to its new home in the coming weeks. With an estimated construction cost of £1.9m, the Club has generated the majority of the funds from the sale of its existing premises as well as various fundraising schemes and donations. It has also received circa £500,000 in funding from Sport England.

Leicester car wash set to be flattened and replaced with flats

AS REPORTED in the Leicester Mercury, councillors are set to debate a plan to flatten a car wash on a main gateway into the city to make room for two blocks of flats.

Original plans submitted to Leicester City Council revealed developer West London Properties’ aspiration to build a four-storey and a five-storey block of flats on the site of the Woodgate Car Wash, with 42 flats between them.

West London Properties has since reduced the scale of its proposal. The new plan would see a four-storey building and a block stepped at four and three storeys built instead. There would now be 39 flats if the proposed scheme is granted planning permission at the city council’s planning committee meeting on Wednesday, June 21.

The single-storey car wash building, which sits opposite the junction of Blackbird Road and Groby Road, in the Fosse ward, would be torn down to make way for the new homes. The development site sits on the Fiveways junction, which is said to be one of the most confusing stretches of road in the city. Last year, the council announced a £10.4m project to completely remodel it.

The larger of the two blocks would be situated on the Balfour Street side of the site, while the smaller would sit adjacent to the existing four-storey building in Fosse Road North. There would be 30 one-bed homes and nine two-beds, if approved. The development will also include a courtyard area separating the two blocks with shrubs and trees to provide an ‘oasis in the urban landscape’.

Hinckley & Bosworth Borough Council

Planning Team performance is on the up

HINCKLEY & Bosworth Borough Council’s planning department is now out-performing government targets after an influx of new staff arrived to work with the existing team.

Following several struggles in late 2020 until September 2022 - resulting from the pandemic and a higher than usual rate of staff turnover - planning performance has significantly increased over the past six months as new members of staff have joined existing planning officers to improve the customer focus and response.

This means residents have seen a vast improvement in the responses and updates to their queries, while the speed of processing applications has also increased significantly since last summer.

The council has been performing consistently above the government’s performance thresholds for both minor and major applications from October 2022. As well as this, 80 per cent of all minor applications have been turned around within target times since January this year - well above the government’s target of 70 per cent.

Stuart Bray, Council Leader, said: “Regrettably, some of the information currently being circulated in the press and on social media isn’t correct. We’re keen to allay people’s concerns about what this actually means, and to that end, I recently wrote to Dr Luke Evans MP clarifying the facts and seeking his help in ensuring these facts are understood and communicated accurately in future.”

In summary, the letter states:

The issue with performance was from late 2020 until September 2022. The council has always been transparent about the issues it experienced within the planning service and a cross party Scrutiny review of the service and issues, including performance levels, was publicly reported in November 2022

Performance for minor applications for the last two quarters of 22/23 was above the required government target of 70% and is currently over 80%

The threat of designation is not for the whole planning service; it is for minor applications only. The council does not face ‘losing control of planning’, as has been reported, but should it be designated, PINS could process minor applications only, and then only if the applicant chooses that route for their application, it would not be compulsory.

Council officers contacted government officials when the letter was received on 12 April and met with them on 26 April. Officers have also invited officials from the Department for Levelling Up, Housing and Communities to visit the council and specifically meet with the planning team. This invite has been accepted.

Funding secured for £24m Build to Rent scheme in Leicester

UNITED TRUST BANK (UTB) is providing £15.3m of funding to growing Build to Rent developer Oblix Living to complete their conversion of Saxon House in central Leicester.

Founded in 2020 by Rishi Passi and Anthony James, Oblix Living is a specialist developer, investor and operator of residential rental assets in strategically selected locations across the UK. It develops mid-sized schemes in urban areas where there is demand for well serviced rental accommodation. Its developments are service led, technology enabled and focus on young professionals seeking flexibility, security and amenities fit for modern day living.

Saxon House was built in 1993 and occupied by HMRC until 2021. It was acquired by Oblix Living in 2022 with plans to convert the 89,000 square foot, six storey former office building into ‘The Saxons’, comprising 100, one and two bedroom apartments with a gym, workspace, residents lounge and 28 resident car parking spaces.

Specialist lender, United Trust Bank, is providing the £15.3m of funding required to complete the scheme which has an estimated GDV of £24m. This is the second Oblix Living development supported by UTB which also provided £11m towards the developer’s £17.2m, 95 apartment scheme at Iron Yard in Sheffield city centre, which is now complete and leasing up.

Civil engineering sector set for growth in the Midlands –but key issues remain

THE CIVIL ENGINEERING sector in the Midlands is set to grow in the coming year – but labour shortages, rising costs and a drop in road projects are key issues for firms in the region.

Midlands firms have contributed to the Civil Engineering Contractors Association’s (CECA) latest workload trends survey and it reveals how the sector is expected to fare in the coming 12 months.

More than half the firms surveyed (53 per cent) said that orders had risen with 28 per cent saying that their order books had decreased.

Areas such as renewable energy works, water & sewerage and railways have grown but preliminary works and motorways & trunk roads have seen a drop off.

On balance, 30 per cent of businesses expected workloads to increase in the next year and this trend will continue to impact the already tight labour market, according to the survey.

Firms in the civil engineering sector reported an increase in staff over the past year and, on balance, 43 per cent were forecasting a rise in skilled operatives and 38 per cent were expecting an increase in wider staff employment.

That is contributing to a rise in staffing costs – 6.1 per cent for engineering staff and 4.7 per cent for administrative staff.

Other costs also continue to rise although the rate of the increase has slowed compared to a year ago.

Aggregates, bricks and clay products have all risen by seven per cent or more. Fabricated steel is also up by seven per cent although it was rising by more than 13 per cent a year ago.

The rate of inflation has also dropped on timber and plastic but it is still relatively high at 7.7 per cent and 6.3 per cent respectively. The rate of increase on fuel prices has also fallen sharply but is still more than four per cent.

Construction output gains momentum amid strongest rise in new orders since April 2022

Key findings

• Total activity increases at fastest pace for three months

• Growth driven by commercial and civil engineering activity

• House building falls at steepest rate since May 2020

May PMI® data signalled a modest upturn in overall UK construction output, driven by faster rises in commercial building and civil engineering activity.

Meanwhile, house building remained by far the weakestperforming category of activity, with output declining at the steepest pace for three years.

Supply conditions continued to normalise in May, as highlighted by the greatest improvement in vendor lead times since August 2009. This helped to alleviate cost pressures across the construction sector, with the overall rate of input price inflation easing to its weakest for 32 months.

The headline seasonally adjusted S&P Global / CIPS UK Construction Purchasing Managers’ Index® (PMI®) – which measures month-on-month changes in total industry activity – registered 51.6 in May, up from 51.1 in April and above the neutral 50.0 mark for the fourth successive month. Although indicative of only modest growth, the latest reading pointed to the strongest upturn in total construction activity since February.

There were again divergent trends across the three main categories of construction activity. Commercial building (index at 54.2) was the best-performing segment, with output rising at a robust and accelerated pace. Construction companies cited a gradual turnaround in confidence among clients and faster decision-making on new projects. Civil engineering also gained momentum (index at 53.9), with growth hitting an 11-month high in May.

Worries about the impact of higher interest rates and subdued market conditions continued to dampen housing activity. Work on residential building projects decreased for the sixth month running and at the steepest pace since May 2020. Aside from the pandemic-related downturn, the latest reading for this category of construction activity (42.7) was the lowest for just over 14 years.

Total new business meanwhile increased at a strong pace in May, despite weakness in the house building sector. The overall rise in construction order books was the strongest recorded since April 2022. This spurred an upturn in staffing numbers for the fourth month in a row. However, input buying remained broadly unchanged during the latest survey period, which partly reflected efforts to reduce excess inventories.

Supply conditions improved considerably in May. Average lead times for the delivery of construction products and materials shortened to the greatest extent since August 2009. This was attributed to fewer logistics bottlenecks, alongside an improved balance between demand and supply.

Purchasing price inflation eased sharply since April, which some firms linked to rising competition among suppliers alongside softer demand for construction inputs. Although still signalling a robust increase in cost burdens, the latest survey data indicated the weakest rate of inflation for just over two-and-a-half years.

Finally, construction companies remain upbeat about their growth prospects for the year ahead. Around 45% of the survey panel expect an increase in output levels, while only 14% predict a decline. That said, the degree of positive sentiment slipped to a four-month low in May.

Survey respondents suggested that concerns about the UK economic outlook and the impact of rising interest rates were the main factors holding back growth projections in May.

Rising demand among corporate clients and contract awards on infrastructure projects meanwhile underpinned the fastest rise in new orders since April 2022.

“However, cutbacks to new residential building projects in response to rising interest rates and subdued housing market conditions resulted in the sharpest drop in housing activity for three years. This meant that residential work underperformed the rest of the construction sector by the greatest margin since October 2008. Survey respondents also commented on concerns about the broader UK economic outlook, which contributed to an overall drop in output growth projections to the lowest for four months.

“Inflationary pressures meanwhile eased considerably May, with purchase prices increasing to the smallest extent since September 2020. Supply chain normalisation helped to moderate cost inflation, as signalled by the strongest improvement in delivery times for construction products and materials for almost 14 years.”

• DR JOHN GLEN, Chief Economist at the Chartered Institute of Procurement & Supply (CIPS), said: “Though overall output in the construction sector showed an improvement for the fourth month in a row, the steepest drop in house building activity since April 2009, barring the initial pandemic lockdown in early 2020, will send a chill down the spine of the UK economy.

“The residential sub-sector is closely linked to consumer confidence and levels of spending. A further hike in interest rates this month, along with the relentless increase in the cost of living is making buyers hesitate about purchasing homes. As a result, builder confidence was pinched to remain below the survey average, as business costs remained high and firms expanded their workforce numbers at only a modest pace as they were cautious about their own affordability rates.

“Even with the strongest increase in new orders for just over a year, where commercial and civil engineering projects made up the shortfall, purchasing activity remained flat. Companies were de-stocking their builtup supplies because, with the fastest turnaround in supplier delivery times since August 2009, builders expected that demands for materials would be met should a longawaited sustainable upturn ever arrive.”

Planning over-reach?

AS THE HBA prepares to release the first chapter of its report on planning and productivity, the second weekend of June 2023 exampled how backward the UK has become in relation to planning, as two industries have felt a slap down by the public sector’s god-like complex.

The first involved a planning application for a Papa John’s pizza shop in Tyneside, as central governments planning inspectorate blocked the move due to concerns around childhood obesity.

This was despite the local council already bringing in rules to stop takeaways opening within areas where childhood obesity was above an acceptable rate and the shop ensuring it was not within that catchment area. Yet planning inspectorate concluded that distance was less of a concern than any potential exposure.

To say this is over-reach would be an understatement, but it should come as no surprise because a month earlier, Michael Gove, the secretary of state who oversees the planning inspectorate, rejected a planning application on grounds of ‘ugliness’. Despite the project being praised by the planning inspector dealing with the case and submitted by multiple placemaking and design award winners, Berkeley Group.

With central Government deciding what is pleasing on the eye and what food you should consider eating, we would hope local government might be more sensible, but they too engage in over-reach. On 14 June 2023, Greenwich Council meets to ratify its proposal to ban ice-cream vans on thirty of its streets. Some reasons are understandable, such as pollution caused by idling but others less so, for example ‘nuisance’ long queues causing ‘clutter’.

The ’cluttering of views’ is a particularly interesting comment, as it centralises on the impact of local tourism on World Heritage Sites and Conservation Areas. However, it ignores the fact that the queues exist because tourists and local people frequent and value the ice cream vans. And some might argue the 100 plus year history of this very British institution should be conserved as part of British heritage.

Electric ice cream vehicles may be permitted to ‘assist with improvement of air quality’, though that doesn’t fix the ‘clutter’, and in the reports, the accessibility element of mobile ice cream sellers was not noted in regard of the 15.7% of disabled residents.

Stipulations on roads which are not closed to the vans are being brought in, ensuring no trader can operate for more than fifteen minutes at a time and sellers must not return to the same street on the same day.

Although these two stories poke fun as the thin end of the planning wedge, they illustrate the over-reach and personal politics that has crept into planning.

A system where housing supply is restricted by people who own homes, services such as eye hospitals don’t have enough places for new entrants because expansion might blight your view and transport infrastructure is opposed because people working from home, now have more time to tell people off for needing to travel to work.

The initial decision to block the eight storey scheme in July 2022 came despite recommendations for approval by the planning officer.

Detailing why the plans were refused, the planning committee noted that there was “concern about the amenity of students living in the accommodation because the rooms were very small, and the intensity of occupation was too high for the size of the site.”

It was also highlighted that there would be an impact on neighbour amenity because of the lack of car parking provided on the site and because the students would only be in occupation for part of the year. The design of the building was also considered to be “unimaginative and inappropriate as a gateway building to Beeston.”

The 419-student bed space scheme from Midlands-based developer Cassidy Group, planned for Station Road, next to the Arc Cinema, is now set to go ahead.

Cassidy previously said that the scheme at the edge of Beeston town centre would breathe new life into a derelict site and bring increased footfall and economic benefit to local retailers. Victorian factory in Birmingham’s Jewellery Quarter with Grade IIlisting to be auctioned

AN IMPRESSIVE Grade II-listed former factory dating back to 1870 that sits in Birmingham’s fastdeveloping Jewellery Quarter is likely to draw fierce bidding in Bond Wolfe’s auction this month.

The property - at 85-87 Vittoria Street - which is to be sold on behalf of Birmingham City Council, will appear in the livestreamed auction on 13 July with a guide price* of £350,000+.

Joe steps up with RICs achievement

DEDICATED

WORK and good communication skills have enabled Andrew + Ashwell junior surveyor, Joe Dodd, to celebrate the next step in his career with the achievement of Associate of the Royal Institution of Chartered Surveyors (AssocRICS).

At 26, Joe is one of the leading Leicestershire-based commercial property specialist’s Andrew + Ashwell’s younger team members, previously gaining experience in agency and development work in his former role at Phillips Sutton and as a sales negotiator with residential agency William H Brown.

Leicester born Joe, a former student of St Paul’s Catholic Secondary School, Evington, completed a Building Surveying Diploma at The University College of Estate Management in 2018. He then took a break from the industry to run his own menswear fashion business and travel round Asia. He returned to surveying in late 2020, joining A+A at the start of the second Covid lockdown, where he has maintained a firm focus on gaining his Associate RICS qualification, on the path to achieving full chartered surveyor status.

“Having taken time out I wanted to lock back into commercial property. I saw surveying as a fruitful career path for the future and have always maintained my interest in the property industry as a whole,” explained Joe.

“Senior colleagues have all been very supportive in providing training and guidance towards achieving my qualification, giving up their own time as I finalised matters in the lead-up to the submission deadline. Kelvin Wilson was particularly helpful, given he is the most recent member of the team to achieve an RICS Professional qualification and Malcolm Grayson, as my appointed counsellor, oversaw the entire submission, providing effective direction throughout. I am truly grateful for their assistance.”

With the latest hurdle over, Joe plans to use his proven appetite for work to continue specialising in his current commercial agency role, also dealing with professional work involving lease renewals and rent reviews.

Malcolm Grayson, Director at A+A, said: “This qualification is a great milestone for Joe as he continues to progress in his professional qualifications, both demonstrating his capabilities and understanding of the profession, its standards and ethics. It will enable him to broaden the complexities of work as he continues to build his knowledge and experience.

“While Joe’s primary role remains agency work, I have seen how his abilities have grown since joining A+A. Having spent over 30 years in this role myself, I can say it involves a continuous learning process, so he still has plenty to look forward to as he focuses on that part of the business. “A+A undertakes professional services and manages more than 600 commercial tenancies. We encourage staff to experience these additional parts of the business, since it provides a rounded understanding of other aspects of the property industry.”

A man with two left feet walks into a shoe shop and says, “Got any flip flips?”

PLANS TO BREATHE NEW LIFE INTO GRADE II LISTED UNION HQ

AWARD-WINNING Leicesterbased Architects, project managers and interior designers SKM Design have recently submitted a planning application to bring a local vacant Grade II listed building back into use. The proposed scheme aims to transform the site into a multi-use offering that includes a gym, offices, café and rooftop shisha bar.

The property on St. James Street in Leicester city centre was built in the early 1900s and was the location of the former Boot and Shoe Operatives Union and National Union Headquarters. It is symbolic of Leicester’s prominence in the national boot and shoe industry and a reminder of its strong working-class traditions. However since the last occupiers, the Swaminarayan Mission group, left the premises in the early 2000s, the building has unfortunately fallen into a state of disrepair, suffering significant water damage and deterioration.

The new owners are two brothers who are embarking on this project after running a successful clothing manufacturing business. They understand the value of such a building for the city’s future and are determined to give back to the community, saying: “We have a plan [that will] preserve a historic building and make it accessible to the local public, promoting community engagement and participation, charitable events, youth programmes as well as wedding events and contributing to the local economy by attracting people to the area. It’s a heritage at risk building which needs full renovation. In this area many developers are converting buildings into flats and there is a huge demand for buildings like this especially with such a historic. [The development] will not only bring the building back to its former glory but also help to revitalise the surrounding area and bring people together once again.”

The brothers were keen to employ SKM Design following an introduction by a mutual contact and being made aware of director Sanjay Mistry’s notable experience and expertise in projects of this type. Plans were drawn up, supplemented with 3D visualisations and an in-depth supporting Design & Access Statement. The proposal required two separate planning applications: one for the change of use of the main part of the building and one for alterations to the listed part of the building. Leicester City Council’s decision on the St. James Street application is expected in August.

SKM Design are also working on the preliminary stages of several more city centre schemes, converting former commercial and industrial units into a variety of mixed use as well as residential schemes to help regenerate the area.

Two Mather Jamie graduates qualify as Chartered Surveyors

MATHER Jamie is pleased to announce that Sam Tyler and Tim Jones have passed their Assessment of Professional Competence (APC) and are now professionally qualified Chartered Surveyors.

Sam Tyler joined the development team in January 2021 after graduating from Sheffield Hallam University with a degree in Real Estate. He has assisted on a range of land deals and grown his knowledge of advising landowners on consented land and strategic development land. Now that he is fully qualified, he will continue assisting Directors on their deals whilst also advising landowners how to unlock land with development potential and the sale of consented land for development.

Tim joined the rural team at Mather Jamie in February 2019 after completing a Master’s degree in Rural Estate and Land Management at Harper Adams University. He is currently involved in the management of three large estates and over 61 properties. One Estate has recently made a number of acquisitions and now qualified he will be managing more of this portfolio and overseeing the refurbishment of properties and further development opportunities.
