Not content with their present responsibilities, the Occupational Safety & Health Administration is now proposing an Ergonomics Standard aimed at "materially reducing" muscle strains and sprains suffered at work. Like many ideas from government, it seems on its face to have merit. But even a cursory examination indicates the proposal fails the real world test of practicality and affordability.

While the standard would affect the entire U.S. economy, one of the first to object was the National Lumber & Building Material Dealers Association. They didn't mince words: "This proposed standard...would easily force a significant portion of our members to throw in the towel."

One example cited by NLBMDA was a lumberyard in Maine that had two "musculoskeletal disorders" (job injuries) and called in an ergonomic specialist and an occupational nurse to analyze the job and make recommendations ala OSHA. Their suggestion: Hire two more employees so the work could be rotated. A con-

servative estimate showed it would cost an additional $67,0O0 to run the yard.

Figuring a 2.57o profit annually, the store would need to generate $2,704,000 in additional sales. But, because the yard specializes in supplying large commercial contractors, a l.9Vo profit figure is more to the point. At that level $3,558,000 in new annual sales would be required.

After the expense of analyzing each job as OSHA proposes, ergonomic solutions then would be implemented. Many aren't tangible or proven, making the whole procedure more of an ongoing process than a one-time situation. It is not difficult to see this exercise as never-ending government overview and involvement in operations; all wrapped up in reams of red tape.

Government is concerned with workers' well being. But, so is business and to a greater degree. As any employer will tell you, without good and healthy people a business ceases to exist.

OSHA's latest brainstorm isn't law yet. Let's hope common sense prevails.

LTOW THAT OSB reportedly comI \ mands a 757o share of the North American residential structural panel market, the last significant residential sub-market left for it is in flooring.

An engineered wood panel made from strands of small-diameter trees aligned longitudinally and laterally in alternate layers for structural strength, OSB has more or less taken over residential wall sheathing and roof decking. Its share in structural panel flooring, however, is about one-third, with plywood accounting for the balance.

Another manufacturer guarantees its special OSB flooring panels, used for residential and commercial single-layer and sub-floor applications, for 50 years. Manufacturers are also selling thicker OSB structural panels made for sturdier sub-floors. Heavier panels bounce less when walked on.

These value-added elements, from thicker to higher-resin water resistant OSB panels, are being marketed the most in single-layer floor construction.

OSB's key product advantage is based on performance standards matching those of plywood and lower manufacturing costs. The high quality OSB floor panels on the market now match prices of non-OSB panels but are being purchased for their higher value-added content.

Even in the Northwest, where moisture is a key concern and builders tend to have a stronger preference for lumber, a fair amount of OSB has been sold for single-layer flooring, according to Darin Thompson, OSB,

lab and composites division manager of Tsco, a certification firm. "Plywood still dominates but more companies are developing water resistant, large warranty OSB floor panel products."

A project manager from Eugene, Or., says, "We have lumberyards where the quality of OSB is enhanced while that of plywood is decreasing so that the quality differences for flooring are becoming difficult to distinguish."

OSB's performance standards are no different from plywood. Panels, however, must be covered on the construction site, lest they be exposed to rain. "OSB can be substituted, thickness for thickness, for plywood essentially in equivalent structural applications," says Professor Jim Bowyer of the University of Minnesota's Department of Wood & Paper Science.

Having taken over a majority share of such commodity categories as floor, wall and roof sheathing, OSB is now cracking new value-added markets, a development that is expected to further spark demand.

OSB for the first time outstripped plywood by a slim margin in North American structural panel production last year, totaling 40.2 billion sq. ft. (3/8" basis). According to APA-The

Engineered Wood Association, that margin will increase to 5.6 billion sq. ft., a 657o share for OSB, by 2002. The Structural Board Association provides the following factors to explain why OSB will continue to gain major strides:

One - Low cost

OSB has the lowest cost structure of all structural wood panels. That means huge savings for builders and end consumers. In addition, OSB is now one of the most profitable sectors in the wood products industry.

rTt I WO - No Big Glut

This factor is why manufacturers are racing to build new mills. Production is now about 95Vo of capacity, which will drop slightly as new mills are built, but production will remain well above the 1996 low of 797o when there was a huge glut that slashed prices.

Thfee - Environmental Advantages

The erosion of softwood plywood production will switch demand from plywood to OSB. Leonard Guss, Leonard Guss Associates, estimates that at least 6 billion sq. ft. of plywood production will disappear in eight to 10 years, due to mothballing of antiquated plants and the diminishing availability of construction grade plywood.

The scarcity of larger trees has affected plywood, which must be made from individual veneer strips, or peeler logs. OSB is made from strands of small diameter trees such as aspen. The strands are aligned longitudinally and laterally in

alternate layers for structural strength and bonded with water resistant resins under heat and pressure.

Using all parts of the log, OSB is an extremely resource-efficient product. It makes the most of fast growing trees, a factor complementing environmental considerations.

FOUf - Product Advantages

OSB, Guss believes, is not only an adequate replacement for plywood but convincingly better. "OSB has unlimited size variation, even up to 8' x 24'. It's good on both sides and offers a broad array of thicknesses," he says.

Guss says OSB's blending process allows for a more thorough distribution of wax and resin on the strand surfaces, improving control of board properties. Its manufacturing process yields consistent panels free of knots, splits and voids, making them easier to saw, drill, nail, plane and sand.

FiVe - Consolidation

Last year two of the largest wood products acquisitions ever occurred. The two largest OSB manufacturers in North America, Louisiana-Pacific and Weyerhaeuser, bought out Le Groupe Forex and MacMillan Bloedel, respectively the second and third largest Canadian OSB makers. Duplicating functions for the combined entities will be cut and efficiency increased.

These moves underscore a new strategy by manufacturers moving toward manufactured wood products to supply higher margin building materials. A decade ago, firms were not pressured to adopt such a strategy because traditional lumber was plentiful and generating good returns.

Six - Technotogy

Consolidation is being accompanied by a frenetic push to upgrade existing mills and develop new mills with the latest technology that increases efficiency and results in lower cost but higher quality panels.

Manufacturers are mass producing high quality boards with a very high degree of efficiency. Change the process, manipulate resin content and strand orientation and flexible or stiffer panels can be produced. Board dimensions also can be customized from the factory floor to fit the needs of builders, homeowners and valueadded product manufacturers.

Eignt - Marketing & Branding

An interesting trend, with farreaching ramifications, has companies installing whole engineered flooring systems, combining l-joists and OSB panels into a single branded product. There is no end in sight to the expansion of this value-added approach. Firms will race to supply entire OSB roofing, flooring and wall systems in which multiple components will be branded as value-added single products with 25- or 50-year guarantees. No longer can OSB, in this context, be considered a commodity product.

ttlne - Engineered Wood Boom

The boom in engineered wood will further increase OSB demand and accelerate value-added OSB use. A striking example involves wood Ijoists. Composed of a thin OSB web that is bonded to top and bottom flanges of lumber or LVL, I-joists are commonly used in roof and floor systems. From virtually zero market share in the early 1990s, it is estimated that in several years half of all new homes in North America will be supported by wood I-joist floor systems. Energy efficient structural insulated panelsfoam sandwiched by OSB panels-are beginning to catch on, and may make the same sort of impact as I-joists over the long run.

rTt I en - Housing Fundamentals Still Strong

Despite concerns about housing starts slowing, there are no signs of a dramatic downturn. If starts do begin to slow, due to interest rate hikes, the home repair and the remodeling market would take up some of the slack, since potential new buyers would be motivated to hold off on purchases and renovate existing homes. The popularity of engineered wood is dovetailing with shifting residential needs: homes and garages are larger, so more materials, including OSB, are required for each residential unit.

Some start-ed 15 years ago with the realization that they were the last to know what kind of truss-to-truss connector was needed. Since it was not available at the lumberyard, these pioneers began to offer a hardware package. They were undaunted by talk about taking additional responsibility because they knew that a failure of "hangers by others" would draw them into litigation in any event.

A decade later, ANSI-TPI 1-1995 set the standard requiring the designer to call out the connector for all trussto-truss connections. With that and now code adoption, truss-to-truss connectors and field splices have drawn nearly every manufacturer into some level of truss hanger sales.

Connector usage has grown as code officials look for "metal" on the job and as states add to their code, such as last year when Wisconsin required hurricane ties on all roof members for the first time.

There are many more connector products to chose from today as devices for specific conditions hit the

market. Despite this, there is more and more call for custom parts to fit the slopes, angles, heavy loads and multiple member connections that roof systems require.

What's the future for hardware?

In the short term, truss design software will address the hanger callout and, in effect, take on the responsibility that so concerns manufacturers. The software will consider ANSI-TPI load conditions, select the best hanger (even telling why others were not

chosen), and total the hardware takeoff. Activities such as picking tickets, inventory control. purchasing. pricing. invoicing and profit reports will feed off the design output.

In the long term, especially if the National Association of Home Builders experts are co{rect, the roof, wall and floor systems will come as components to a jobsite-probably from the same supplier. In the case of residential systems, we see the component supplier calling out the hardware needed for the load path from roof to foundation.

To recover some of the design cost, the component supplier will also sell the hardware that has always been a good profit center. Hopefully a software solution will quickly do the detail work.

The very computer that made possible the elaborate roof designs which required all the hangers in the first place will come to the rescue and tell us what connectors to use.

MDF and particleboard for special needs

lf-TUSTOMERS with special needs \-rincreasingly are turning to MDF and particleboard to provide the solution, according to the Composite Panel Association.

Need a panel that holds up in high humidity, or one that meets government fire specifications? Looking for a lighter board that stands up to rigorous processing and application demands, or a thicker board that eliminates costly glue-ups?

There's a composite panel for each of these needs and many others, as necessity continues to foster innovation. Some of these new engineered wood products include moisture resistant, fire retardant, thin, thick, high density and light weight.

Specialty MDF and particleboard products are much in demand, according to industry analysts, with laminate flooring, moulding and countertop markets at the forefront for these niche-minded composite panels.

"Although it's a niche product, moisture resistant particleboard is our fastest growing market," says Ted Hetzel, western region sales mgr., Willamette Industries. "It's the lowest cost choice for moisture sensitive applications."

Hambro Forest Products, Isobord Enterprises, MacMillan Bloedel (now Weyerhaeuser), and Uniboard Canada also produce moisture resistant particleboard, as will newcomers AgraFibre Industries and Phenix Biocomposites. A related specialty product is Proboard's moisture resistant particleboard flooring underlayment, which features a 6mm thickness and a water resistant resin.

Moisture resistqnt MDF can be a problem-solver where there is a risk of occasional wetting or prolonged exposure to high humidity, such as kitchen and bathroom cabinetry, kitchen countertops, laminate flooring, institutional casework and counters. store fixtures and marine furniture.

Low thickness swell properties and a smooth surface make it an ideal substrate for thin paper and foil, especially when used with water-based adhesives. It can be machined or fabricated using standard tools.

Low density fiberboard (LDF) products offer excellent machinability and a consistent core, making them a smooth, cost-saving substrate choice wherever excess weight is an issue.

Light (usually less than 40 lbs.) and ultra light (under 30 lbs.) composite panel products are useful when there is a need to reduce weight without sacrificing strength and versatility.

Specialty products offer

a host of solutions for specialized applications.

Applications include architectural mouldings, trade show exhibits, store fixtures and displays, ready-to-assemble furniture, and mobile home interiors. Lighter composite panel products are also useful in situations where manual handling, tooling or freight costs are a consideration.

"LDF is a relatively new product within the industry, but we've experienced a 25Vo growth in our volume in the last year, and expect to produce up to 2 million ft. annually," says Bob Goin, SierraPine's Medite division.

MOISTURE RESISTANT particleboard, ideal for bathrooms, is a fast growing market.

Moisture resistant particlebourd is suggested for situations with intermittent wetting and high humidity because the product offers reduced thickness swell and retains strength after wetting. Uses include bathroom and kitchen cabinetry and sink counters, institutional casework, storm door cores and displav fixtures.

"Moisture resistant MDF is a costeffective replacement for some of the expensive plywoods and hardwoods used in the past," says Michael Dawson, general sales mgr., Norbord Industries. "For example, in a fast food restaurant's salad bar that needs to be wiped clean every night, a moisture resistant fiberboard can take this occasional contact with moisture without breaking down or splitting apart. The product also offers a wide range of size choices, giving designers a lot of flexibility at a good price point."

In addition to Norbord, Allegheny MDF, Flakeboard Co. Ltd., SierraPine Ltd., West Fraser Mills and Willamette Industries also produce moisture resistant MDF. and CanFibre plans to do the same.

Other light and ultra light LDF producers include Allegheny MDF, Flakeboard Ltd., G-P Flakeboard Ltd., Pan Pacific, Uniboard Canada, Willamette and newcomer CanFibre.

Super refined MDF, which contains wood fibers that have been double-processed for added smoothness, was developed for applications where routing and finishing characteristics are important, says Will Warberg, Plum Creek sales and mktg. mgr. He projects a fast-growing market for the product, especially among architects and other end users concerned with style and design flexibility.

"Super refined MDF's uniform results make it a viable, less costly substitute for solid wood, especially with painted finishes," Warberg says. Uses include raised panel doors, interior mouldings and other architectural millwork and store fixtures.

"Superior raw materials are essential to what we do," says Kevin Leuning, general mgr., American Millwork Inc., a manufacturer of primed and prefinished mouldings and millwork for residential homes and luxury hotels. "This MDF substrate is consistent all the way through, with no pits or holes, allowing us to achieve the smoothness our customers expect."

"Thick MDF has solved some major issues in a variety of situations," says Bob Metzger, sales mgr., Creative Products, Inc., a custom profile wrapper. "For example, it saves labor and time to use a single thicker panel without having to glue parts. Of equal importance, a single piece is more dimensionally stable than two glued-up pieces, avoiding problems of bow and warp for designs like large sleigh bed rails or crown moulding. And thick MDF offers excellent machinability."

FIRE RETARDANT particleboard provides the perfect wall subshate for public spaces where fire retardancy is a concern.

Fire retqrdqnt particleboard from Willamette Industries was developed 25 years ago in response to stricter building code requirements. The smooth, grain-free Class 1 rated substrate is used in malls, offices, hospitals, hotels, restaurants, elevator cabs, jet ways and other locations where fire retardancy is a concern.

"Our fire retardant particleboard is used primarily for wall panels since it's an excellent substrate for both wood and laminate veneers," Hetzel explains. "And it can be routed, drilled, bullnosed, beveled and precision-machined."

Fire retardunt MDF, like fire retardant particleboard, can satisfy stricter building codes, liability concerns and the desire to provide safer workplaces and living environments. It meets the requirements of Class I fire retardation in accordance with UL 732 Flame Rating without sacrificing strength or machinability.

Fire retardant MDF is typically specified for public buildings such as museums, schools, hotels, restaurants and libraries. With more and more

Thin MDF, usually 1/4" (6mm) or less, is a viable alternative to hardboard and imported plywood, reports Chris Mclver, general mgr., panelboard sales and mktg., West Fraser Mills, Ltd.

"Thin MDF can be produced economically and has quality characteristics such as improved thickness tolerance, smoothness on both sides, paintability and printability," says Kevin Shotbolt, Flakeboard v.p.-sales. "In the last seven years, we've more than doubled our production of thin MDF, going from 3 million sq. ft. per week to upwards of 6.5 million sq. ft."

Thin MDF is used on door cores, drawer bottoms, store fixtures and kitchen cabinet case backs as well as for auto industry applications such as spare tire covers and seat backs. Allegheny, Georgia-Pacific, G-P Flakeboard, Langboard, LouisianaPacific, Norbord, SierraPine, Temple, Uniboard Canada and Willamette also produce thin MDF.

And the needs of the booming laminate flooring industry helped propel the development of moisture resistant HDF. "HDF substrates dominate the laminate flooring market because they have essential performance characteristics," says Henry Sobiech, general mgr., Columbia Flooring, a laminate flooring maker. "HDF is very machinable with a good strong core and good results in moisture resistance and swell. It's also a heavier product with good dent resistance and a richer feel to it, sending a message of quality. The laminate flooring market is projected to grow dramatically in the next five years, and HDF substrates will be the majority of that growth."

Other HDF producers include Allegheny, Georgia-Pacific, Langboard, Louisiana-Pacific, Norbord, Plum Creek, SienaPine, Temple, West Fraser, Uniboard Canada and Willamette Industries.

Specialty products are proving their versatility and reliability in the marketplace. Although standard particleboard and MDF remain essential and dependable for the widest range of applications, specialty products offer solutions for a host of specialized applications.

House Probes Maxxam Deal

A House Resources Committee task force is investigating possible banking regulatory improprieties regarding an $821 million federal claim against Pacific Lumber parent Maxxam Corp., Houston, Tx.

Under particular scrutiny is a 1995 plan by the Federal Deposit Insurance Corp. and Office of Thrift Supervision to pressure the federal government into taking ownership of roughly 63,000 acres of Northern California timberland in lieu of claims against Maxxam and its chairman, Charles Hurwitz, pertaining to a failed thrift.

Latest E-Casualty

Its investment capital exhausted, FPIX, Dallas, Tx., has shut down its electronic marketplaces after two years due to insufficient usage and revenue.

Mills and other suppliers used the service to list their inventories electronically, so commodities buyers could check prices, submit requests and place orders.

FPIX's system was created with the intent of preserving traditional buyer-seller relationships. Transactions. for example, were conducted by transferring funds between buyers' and sellers' existing banks.

Unfortunately for FPIX, every week seemed to bring a new competitor, making it more difficult for any of them to acquire enough participants to create a viable e-marketplace.

The acronym FPIX stands for Forest Products Industry Exchange.

Excess Inventory Online

An online building materials marketplace that connects buyers and sellers of excess inventories has debuted at www.bargainbuilder.com.

Based in Research Triangle Park, N.C., BargainBuilder.com allows users to locate and purchase reportedly more than $2.5 million in products from over 50 companies, making commissions only on completed sales.

"The vast majority of products we list are first-quality, even factory warrantied goods," said ceo John Sanford. "For one reason or another, however, they can't be sold through regular channels."

The U.S. excess building material industry is said to be over $1 billion.

Millwork Auction Site Debuts

The millwork industry now has its own B28 Internet marketplace with the arrival of MillworkSource.com.

The site features an online auction and classified ads for buying and selling surplus inventory and idle assets. Sellers list items for free, with the exchange paid on completed transactions. Full escrow services also are available through E-Escrow.com

lnspiration for the service came from seeing the trouble millwork companies had locating an efficient

channel to dispose of surplus inventory and equipment, according to Todd Braid, co-founder with his father, 30year industry veteran Fred Braid.

The Braids also operate Full House Co., a Melbourne, Fl., manufacturer of prehung door machinery.

Hardware.com Pulls The Plug

Soon after shifting its focus from d-i-yers to professionals, e-tailer Hardware.com, Seattle, Wa., has shut down its online superstore.

Hardware.com began selling in October 1998 as Superbuild.com, but a year later acquired the "more prominent, easier-to-remember" domain name from Mitch James, James Ace Hardware, Poulsbo, Wa. Although he received several large cash offers over the years, James sold the name to Superbuild for stock-and likely will walk away with only a minimal settlement from a deal with Onvia. His store now uses the URL www.acehardware.net.

Small business e-marketplace Onvia.com will pay under $5 million for Hardware.com's computer equipment and other assets. Onvia also will retain Hardware.com's programmers and developers, as well as ceo Mike Pickett, now Onvia's president and chief operating officer.

Do it Best Corp. has joined Talpx Inc.'s e-commerce exchange in a pilot program to purchase lumber for their reloads, a union that gives exchange suppliers access to Do it Best's distribution network.

Based in Chicago, Talpx Inc. is an online business-to-business lumber and panel facilitator that includes 123 mills and 672 buying member locations, representing $6 billion in retail sales.

Exchange Arranges Shipping

Buyers and sellers at B2B lumber exchange YardConnect.com, Seattle, Wa., can now schedule materials shipments with their online transactions.

YardConnect.com is partnering with eflatbed.com, an online logistics source for the flatbed shipping industry, to provide rate quoting and logistics management services so that buyers can base their purchasing decisions on the delivered cost of products on the exchange, calculated automatically to their location.

Orders will be moved by eflatbed.com's network of more than I,600 qualified carriers.

Lowe's Bans Environmentally Sensitive Wood

UFPI Secures Cypress Supply

Universal Forest Products will begin offering a range of cypress products for the d-i-y market, after inking an exclusive long-term purchasing agreement with Sunshine State Cypress, Inc. for its entire production capacity.

Sunshine State Cypress' new Hosford, Fl., sawmill will provide approximately 10 million bd. ft. annually of cypress lumber that will be remanufactured at Universal's Moultrie, Ga., facility.

"We are very excited about the new product potential made possible by this agreement," said Mike Glenn, UFPI president and chief operating officer. Value-added possibilities include decking, fencing, lawn and garden products, mouldings, paneling and flooring.

Sunshine State has an exclusive 2}-year agreement with St. Joe Timberlands to purchase all of the cypress fiber from 300,000 acres of northwest Florida timberlands.

"The best solution is to let the fire bum itself out," Faircloth said, adding that sprinklers were used to douse the remaining embers.

Terry Shepherd, 44, president, Mid-America Hardwoods Inc., Fulton, Ms., died in a freak accident Aug. 8 following an employee picnic.

A third generation lumberman, he founded Mid-America Hardwoods with his brother Rob and father Gary in 1919.

The business grew to include a moulding, flooring and dimension plant in Sarcoxie, Mo., and two plants in Pierce City, Mo.

Rob Shepherd, brother-in-1aw Kenny Porter and son-in-law Scott Templeton continue to run the business.

Solly Moglovkin, 78, sales mgr., Tapper Lumber Sales, Houston, Tx., died luly 27.

A native of Detroit, Mi., he served in the U.S. Army Air Corps during WWII in North Africa.

An employee of Tapper Lumber since 1969, he was past president of the Houston Hoo-Hoo Club.

Wayne Knoth, 59, retired executive vice president of engineering. Universal Forest Products, died of

cancer Aug. 5.

A native of Muskegon, Mi., and a U.S. Air Force veteran, he worked for Universal Forest Products from 1970 to 1998.
