While the ease of complying with Voice #l is undeniable, prudence dictates that we pay serious attention to the sober warning of Voice #2. lt may be added effort to do that, but long-term profitability and even corporate survival clearly belong to the latter choice.
Planning ahead is something we hear about a lot from Corporate America. Both bigs and smalls piously trot out tentative scenarios ranging frorii sales forecasts to next year's inventory control, slated improvements in operations, financing future projects, corporate goals and the like. Some are verbal, sometimes mainly hot air. Some are written down and presented as Holy Script by
High Priests of the Company. Some, remarkably enough, are even begun. To the surprise of almost no one, very few are ever carried through to completion. The record of planning completed is not a promising one.
Yet the talk at all levels in business and in the country in general seems to be: How long can these good times continue? Housing starts have been at very high levels. The stock market is playing around in mountaintop territory. Inflation and interest rates, and hence mortgages, are at low, valley levels. The best of all worlds. Some seers have proclaimed that we have moved into a new era of continuing prosperity. We hope they're right, but we don't think so.
Given the vast and amply proven human ability to screw up things, the idea ofeternal prosperity seems a fable for the foolish.
The voices of reason are clear. Plan now for the tough times sure to come, or pay dearly for your neglect later.

Hawaiian retailer reorganlzes to grow
IETERMINED to return to profI-litability, Trojan Lumber Co., Hilo and Kona, Hi., just completed a fiveweek reorganization placing a new emphasis on contractor, commercial and do-it-yourself homebuilders.
"The biggest change is that now we are actively pursuing business," says president Rocky Campbell. "Before, we were waiting for it to come through the door. We already have people out on the road."
With no outside sales force, only 15% of Trojan's business was to contractors and just 4Eo commercial, despite the area's military base and large concentration of hotels, condominiums, and opportunities for government business.
Operating two locations provides convenience for Trojan's retail customers, but also led the company to duplicate many efforts. Both locations, for instance, had their own managers, yard supervisors, buyers, and accounting personnel.
Now, Trojan has centralized accounting and administrative functions at the Kona location. Newly promoted chief operating officer and general manager Marcy Strate, a lO-year veteran of the company, now oversees both locations. Doug Nabeshima, who had been Kona yard supervisor, will supervise both yards.
As a result, a handful of employees were released, always a difficult decision for an established familv business.
The company's roots date back to Rocky's father, Paul W. Campbell, who operated Trojan Lumber as a wholesale business in Southern California for more than 20 years. He closed the business and retired in 1970 to the Big Island of Hawaii, where his father ran a koa mill.
Disinterested in the milling business, Campbell opened Trojan Lumber in Hilo as a true mom and pop shop: the entire staff included Campbell, his wife and a truck driver. Rocky joined the business in 1972, and a year later they added a second store in Kona.
A building boom on Hawaii spelled tremendous growth during the 1980s. But after the Gulf War, the economy collapsed. Hotels went bankrupt. Lumberyards closed. Trojan, reportedly the last small lumberyard on the island, has been losing money and watching sales decline for the last five years.
In late January, the company enlisted industry turnaround specialist Clark Colvin, Clark Sherman Colvin Inc., Salem, Or., who suggested the change from expensive location-based management to a "profit center" approach. By splitting the business into retail, contractor and commercial departments, Trojan could better recognize who was buying what.
The Dimensions computer system was reformatted to provide accurate management accounting and breakeven costing. "Before, we never knew where we were making money and
where we were losing money," Strate explained. "Now we can get real information, factoring in overhead, to find break-even points. We found an incredible amount of dead inventory. We can evaluate each product line to see if it's worth carrying."
What the co-op won't take back, Trojan will price to move. "Even though the turn reports weren't indicating it, they actually were sitting on over $50,000 worth of co-op merchandise, and there was no customer for it," Colvin said. "They have to focus on their customers by figuring out who their customers are and what they're really buying."
Each profit center has its own manager, who can be held accountable. Through a new incentive program, said Campbell, "if their profit center does well, they do well. They don't get a bonus unless they perform. We have ' 18 employees between the two yards, and we've gotten everyone involved."
Campbell is sales manager of the new commercial department, tied in with TruServ's successful commercial program. Robert Irvine is retail sales
manager; Dave Worsham, contractor sales manager; Clinton Mercado, Hilo store supervisor; Kelly Goold, Kona store supervisor, and Lito Mercado, head of a new architectural design department at Hilo.
Even the union employees, once removed from decision making, are now included. Yard supervisor Nabeshima is a critical part of the budget committee. As such, he is both empowered and held accountable for yard efficiencies including inventory receiving and personnel supervision.
While stationed on opposite ends of the island, the newly empowered staffs at both stores feel part of the same team. "Before, the two locations operated as if they were two separate companies. Now they operate as one," said Colvin. The company is so confident the changes will work, he said, that "we are budgeting for a more than 5Vo bottom line this year from a previous negative."

The risks of switching to a pro focus
il /IANY retailers, faced with IYldeclining consumer sales, have added outside sales forces to pursue builder, contractor, remodeler and commercial business. Integral to their success, though, is being prepared for the risks.
Selling to professionals is the complete opposite of selling retail. In retail, the customer comes to you, usually pays list price, pays on the spot, and takes the merchandise away with them. Pro-oriented dealers, though, must go to their customers, discount the price, deliver the merchandise, and wait to be paid. And this new customer base often operates out of the back of a truck and has among the industry's poorest credit ratings.
As sales volume to pros increases, there is a reciprocating drop in gross profit and increasing risk from having so great an amount of sales to a small number of customers. In addition, the more outside salespeople focus on creating gross profit, there is a reciprocating drop in sales production, since high-ticket sales such as upscale hardware and kitchen/bath projects require more time and effort.
Nevertheless, dealers who sell to pros can develop long-term, loyal relationships that result in regular,
more personal attention, it's been among the most successful niches for dealers that compete against big box retailers. A pro focus helps even the playing field by negating some of the big boxes' greatest strengths, including retail square footage, location, advertising and promotions.
Yet, the competition often responds by grabbing an even greater share of your existing retail business. According to TruServ, the decision to sell to the pro segment requires several risks and investments. including:
o Usually, sacrificing margin for volume.
o Hiring or appointing an outside sales staff.
r Instituting accounts receivable and credit procedures.
o Catering to an often demanding business segment.

ARKET Resource Associates. Inc.. has released its 1998 Softwood Plywood and Oriented Strand Board Report revealing engineered panel buyers' ranking of top suppliers.
The industry-wide survey asked 1,050 retail (37Vo), wholesale distributor (487o), office wholesaler (87o), secondary manufacturer (2Vo), and industrial buyers (57o) to rate their suppliers of softwood plywood and./or OSB against specific performance criteria.
The study evaluated 2l companies, including 13 that supplied softwood plywood, nine that sold OSB, and six that handled both.

Mendocino Wood Specialties pressure treated products include 2x4 thru 2x72, 4x4 and 4x6 and peeler cores. All treated products
are stored under cover Our treating cylinder is 7' in diameter and 98' lons and
treats 22 thousand board t'eet / per charge. The plant's EPA certified drip pad can store up to 350,000 board feet of lumber. The entire treatins
process is computer controlled. The plant has four work tanks, an effluent water tank and a chemical concentrate tank.
The treating plant is part of a complex that includes a sawmill, planer mill, dry kilns, rail spur, fence line, covered boxcar loading spur, maintenance shop and air dry yards.

Western Wood Products Association. in a move to make its services more competitive, is reducing its grading dues and granting dues rebates for member mills.
Grading services have been reduced 8.5Vo to 32.5(, per thousand M. ft. of shipments.
Member companies also will receive a rebate equal to 7O Wr thousand bd. ft. for the coming year, effectively reducing the member dues rate to 7.59 from the current 14.5( rate. When combined with the grading service rate reductions, the dues ratd for member mills will fall to 409 per thousand bd. ft. for next year, or a decrease of 20% from the current rate.
"We can no longer be content with being the highest priced agency in this

Palco Agrees to Headwaters Deal At llth Hour
Minutes before a midnight deadline, Pacific Lumber Co. parent Maxxam Inc. agreed to a $480 million sale of the 3.500-acre Headwaters Forest and adjoining timberlands in Northern California to the state and federal governments.
The federal government's authorization to spend $250 million expired midnight March l. Just three days before, Palco had backed out of the deal, claiming that its terms would not have allowed sufficient harvesting to maintain economic operations, forcing hundreds of layoffs.
Pacific Lumber president John Campbell said the company needed to log at least 210 million bd. ft. a year to remain viable. When government officials initially estimated that the new Habitat Conservation Plan included in the Headwaters pact would limit Palco to 138 million annually, Palco walked away. After further meetings, officials revised their estimate to 179 million, while Campbell forecast that the agreement would, in fact, allow Palco to harvest close to 200 million M. ft.
State and federal officials maintained that terms of the deal had not
been altered, only clarified.
Under the agreement, approximately 10,000 acres transferred to public ownership and strict 5O-year guidelines went into effect for protecting water quality and wildlife habitat on over 200,000 surrounding acres that are still owned by Palco.
Federal and state governments will pay $380 million and possibly an additional $l0O million over the next five years for two other parcels.
Treater Expands Decking Line
Exterior Wood Inc., Washougal, Wa., a supplier of preservative and fire retardant-treated products, has expanded its non-treated decking line.
In addition to a large inventory of Wolmanized treated wood, Exterior Wood now stocks Alaskan yellow cedar, western red cedar, ClassikDek premium cedar decking, and Rhino Deck hardwood decking.

Depot Tests New Redwood Product
Home Depot is expected to begin exclusive lesting in the fint half of this year of a new redwood product in San Diego, Ca. If succcssful, the limited test is expecrcd to be rolled out in the San Francisco Bay area later this year.
The product is a con common redwood that is treated and stained a unifonn color to rcsemble all heart redwood. A dye is added during the pressure teating process. A final color stain is applied after beatrnent. The wood is also waterprmfed. There are
no incisor marks and application is for above ground use only.
While more expensive than treated hem-fit the new all heart lookalike is expected to be priced closer to con heart. The product was developed by Hickson Corporation and will be manufactured by Mendocino Forest hoducts.
If successful in test markes, it is anticipated the new line will be sold throughout the industry.

Andersen Acquires Morgan
Andersen Co.p. has acquired Morgan hoducts Ltd., Williamsburg, Va., the leading distributor of its wood windows and patio doors.
"This acquisition is consistent with our plan to strengthen our distribution system nationwide," said Andersen Corp. president and chief executive officer Donald L. Garafalo.
Morgan Products, a $7{0 million publicly held company with over 2,000 employees, became Andersen's leading distributor last month after its acquisition of Adam Wholesalers.
The sale is expected to close by mid-June. Andersen Corp. is a privately held company.

Construction Boom Leaves Drywall In Short Supply
While the burgeoning housing market is receiving kudos for aiding our robust economy, the boom is also being targeted for causing nationwide drywall shortages and record prices. This despite factories operating at full capacity of roughly 27 billion sq. ft. of board annually.
This time last year, wallboard was selling at $9 a sheet, compared to $ll today. Worse, commodity scarcity is producing costly construction delays for contractors and their customers, who must pay additional interest in building loans while their residential or commercial projects await completion.
"I've got at least 25 houses that I can't get boarded," moans Bob Pasarela, owner of a drywall installation firm.
He's not alone. Emerald Builders, Houston, Tx., has 79 houses awaiting drywall, with plans to continue building l5 new homes a week. Sadly, the product isn't forthcoming anytime soon, never mind the approaching peak construction season. "I don't know what I'm going to do come June," laments vice president Craig Dudley.
Contractor desperation is such that many have resorted to paying retail, only to find that big boxes have limited how many sheets customers can purchase. "You start to beg," notes Christin Cupp, Beazer Homes USA Inc., who reported that a local Home Depot would sell her only 20 boards, not enough tojustify the expense. Depot spokesman Jerry Shields understands customer dissatisfaction, but notes, "We can't get as much as we need either."
With single family homes at a 2D-year high of l.4l million units, an unusually mild winter has compounded the problem, permitting continued construction during a period
when bad weather normally prohibits such work. The country's remodeling fixation has further reduced supplies. Happily, relief is on the way, although not immediately. USG Corp., the nation's largest sheetrock producer, plans to open two more plants by year's end, with a third coming soon after. Currently, the firm is operating 23 hours a day, according to a spokesperson, a figure that has continued unabated for the past 15 months. Georgia-Pacific and Lafarge Corp. will open new plants late this year and next.

Lowe's Changes Ad Practices
As a result of a consulting firm's tests, Lowe's has amended several of its longtime advertising strategies.
The changes include deletion of cartoon figures from the #2 home improvement retailer's circulars and a stronger emphasis on tv ads.
"We've got to be smarter in the way we use our dollars," asserted Dale Pond, v.p., merchandising and marketing. He further noted that the tests, administered by QualPro, Nashville, Tn., revealed that customers prefer pictures of real people over cartoon figures and that additional circular pages don't improve sales. Lowe's newspaper circulars are delivered at least 25 times a year to 3G40 million homes. Future page counts will be shortened by 24 pages, to a maximum of 48.
After admitting that tv "has an even more important role than we thought," Pond disclosed that tv ad expenditures will increase over 207o this year. The strong link between consumers and sports marketing was another factor QualPro addressed, affirming Lowe's Nascar auto racing sponsorship.
Lowe's denied that the findings led to its recent decision to place its $100 million broadcast ad account in review.

Western Wood heservers Institute has developed a new identification program to help dealers, contractors and building code officials recognize and distinguish treated products under the American Lumber Standard Committee treated wood program.
Treated Wood locating the accredited agency's logo on teated wood stamps or end tags. The treating industry also produces products that do not r€quire ALSC oversight, such as landscape timbers for non-structural applications and decking products that carry their own manufacturer warranty.
In order to comply with the Uniform Building Code, treated wood must be marked with an AlSC-accredited agency's quality stamp or end tag. In the West, five agencies are ALSC authorized to inspect treated wood. Each agency has its own unique mark that it places in a different position within stamps or tags, making it sometimes difficult to recognize or locate.

Auto Racing Ads Reach Do-lt-Yourselfers
Home improvement stores increasingly are looking to auto racing to carry their message to d-i-yers.
Research shows that racing fans are loyal to their favorite drivers and the drivers' corporate sponsors. In addition, motorsports fans tend to be d-iyers.
"The typical NASCAR fan that shops our store spends 257o more than the average customer does," says Robert Tillman. chairman and ceo of Lowe's Cos.
Lowe's, which has sponsored a car in the Winston Cup races since 1995, will spend more than $20 million this year on racing-related advertising.
The company plasters its name and logo all over a car driven by Mike Skinner, even under the hood.
Home Depot joined the fray this year and will spend far less, but , says advertising manager Dick Sullivan, "hopefully, we'll outsmart them."
In February, Home Depot began sponsoring a car owned by former NFL coach Joe Gibbs, with driver Tony Stewart.
"We intend to make a total commit-
ment to NASCAR," Sullivan says. "We will build tluee 53-foot rigs, the largest on the road, to carry our message to our more than 700 stores. At as many as he can make, Tony will be there to sign autographs and sometimes talk to our guests."
Depot is distributing 80 million ad inserts featuring Stewart and Gibbs' Pontiac, estimated to reach 80Vo of U.S. households. In a cross-promotion with Coca-Cola, Stewart's visage will appear on thousands of vending machines at Home Depot stores.
The chain also acquired the rights to become "the official home improvement warehouse" of NASCAR.
In response, Lowe's paid Speedway Motor Sports Inc. to become "the official home improvement warehouse of Speedway Motorsports." As part of the deal, Lowe's is the only home improvement chain that will be allowed to erect billboards at the six tracks operated by Speedway. And, the Charlotte Motor Speedway near Charlotte, N.C., has been renamed Lowe's Motor Speedway.
Auto racing promotions, advertising
and sponsorships also have been successful for product manufacturers and other retailers such as Ace Hardware and True Value, which awards $2,500 to the "Hard Charger of the Race," the drivers who run the most laps in the top three positions.
Wood Vs. Concrete Study
Wood construction is faster and less expensive than concrete construction, according to two studies commissioned by the Florida Wood Council.
The first compared the cost of a two-story concrete block home shell and an identical wood-framed shell. Designed to meet ll0 mph winds, the shells were engineered with a formed and poured bond beam at the second floor and roof line. The concrete home took eight weeks from the pouring of the slab to the completion of the shell, while the wood shell took five weeks.
The second study, based on state adopted alternatives to meeting wind loads, compared identical single story structures built according to the Standard Building Code.
Both showed a20Vo cost advantaqe of wood over concrete.

Structural Panels Achieve Record Production
North American structural wood panel production increased SVo last year to a record 38.7 billion sq. ft.
I-joist output rose l2%o to 701.5 million linear ft.. while laminated veneer lumber production jumped l3Vo to 42.7 million cu. ft.
Due to decreased exports to Japan, glulam production slipped 3Vo to 306 million bd. ft.
During 1998, seven U.S. and Canadian structural wood panel mills began production, changed hands, or relocated, including: LouisianaPacific's new OSB mill in Carthage, Tx.; Grant Forest hoducts' Timmins,
Ontario, OSB plant acquired from Malette; Hardel Mutual Plywood Co.'s new Chehalis plywood facility; Freres Lumber's plywood mill #3 in Mill City, Or., bought from North Santiam Plywood Co.; McKenzie Forest Products' Eugene, Or., plywood facility purchased from Springfield Forest Products; Washington Veneer's Omak, Wa., plywood plant formerly operated by Omak Wood Products, and Rainier Veneer's former Hardel plywood plant in Graham, Wa.
Four facilities closed in 1998: LP's Corrigan, Tx., OSB plant; Plum Creek's Joyce, La., plywood mill;
Boise Cascade's Medford, Or. plywood facility, and Cantree Plywood Corp., New Westminster, B.C. industry production totaled 93Vo of capacity, with the ratio expected to fall this year to9lVo.
Virtual Store Gets Inventory
Housemart.com, Tulsa, Ok., now has what many other on-lines stores do not: inventory.
The business has struck a deal with Sutherlands, gaining instant access to about $50 million in building materials by using the chain's inventory and certain stores as shipping points.
"Housemart.com will be able to focus on exceptional customer service and refining the on-line store without spending a great deal of time worrying about vendors and products," said Chris Sutherland, Jr., ceo of Housemart.com. "We are essentially leveraging 80 years of building material know-how to use on the Internet."
The agreement turns a group of Sutherlands' retail stores over to Housemart.com from l0 p.m. to 7 a.m. seven days a week. The company address is www.housemart.com.
Reload Changes Hands
Construction Materials Inc. Northwest, Portland, Or., has assumed operations at Taylor Lumber Services' Grand Terrace, Ca., custom reload facility, according to TLS principal Terry Wesseln.

Wholesale Confidence Rises
Wholesale-distributors' confidence in current business conditions decreased on a short-term basis but increased for the long term, according to a recent Arthur Andersen survey.
Confidence in company prospects for the current quarter compared to the fourth quarter of 1998 slipped from 120.0 to 115.6. The index operates on a base of 100. recorded in the second quarter of 1991.
Confidence for the next 12 months compared to the previous 12 months rose from 107.4 to 107.9.

Anderson Buys Montana Yard
Anderson Lumber Co., Ogden, Ut., has agreed to buy the assets of Try-City Lumber Inc., Kalispell, Mt., from Brent Hall and John Hammett.
The purchase of the 23-year-old yard provides Anderson with its 34th yard, but first in western Montana, where it hopes to add several others.
Northwest Straw Board Plant
Rayonier's shuttered remanufacturing plant in Plummer, Id., is expected to reopen this summer under new ownership and producing a new product: straw board.
Joint venture partners have formed Pacific Northwest Fiber to buy the 46,000-sq. ft. mill as well as $5 million in equipment from an Australian company, and should begin turning straw residue into PacificBoard by July l, says interim general manager Dave Bauermeister.
Partners include Prairie Forest Products Inc., which makes particleboard from wheat stubble at its plant in Hutchinson, Ks., and Seeds Inc., a privately held Tekoa, Wa.-based corporation formed by farmers 27 years ago to clean and market Kentuckv bluegrass seed.
The new facility will use straw residues from 25,000 acres of bluegrass and wheat fields in five ldaho and Washington counties. The residues, which are illegal to bum in Washington but not in ldaho, are combined with resins and pressed into particleboard for use in furniture and interior construction.

WesternLumber Demand Hits New High
A record year for lumber consumption in the U.S. helped increase lumber production at western mills for the third straight year. Western lumber production rose O.lVo in 1998 to 16.79 billion bd. ft., according to preliminary statistics by Western Wood Products Association.
This year, WWPA forecasts lumber demand nationwide to slip l7o from its record heights to 52.1 billion bd. ft., still the second highest year on record.
Most of the decline in lumber use is expected in residential construction. Housing starts are forecast to fall SVo to L535 million this year. Single-family housing starts, which use on average 13,500 bd. ft. of lumber each, are anticipated to decline by 5Vo.
Lumber production in the West should decrease O.8Vo in 1999. Mills on the Oregon and Washington coasts will post slightly higher volumes, but further declines are expected east of the Cascades.
Mills in the Pacific Northwest fueled much of the gain in 1998, with production up 1.97o.

states was down slightlyWith single-family housing starts the highest in 20 years, lumber consumption in the country topped 52.6 billion bd. ft., up 3.3Vo from the previous record year of 1997. Prior to 1997, the all-time lumber consumption year was 1987, when 50.6 billion bd. ft. was used.
The increase in consumption also brought record lumber imports. Some 18.7 billion bd. ft. of lumber was imported to the U.S. last year, mostly
from Canada. Imports comprised almost 36Vo of the lumber used in 1998.
U.S. lumber exports were off 29.6Vo in 1998, pulled down by Asian economic problems. Exports to Japan, traditionally the largest foreign customer for American lumber. were down 53Vo.
For 1999, exports are expected to fall O.SVo to 1.269 billion bd. ft.
Final totals for 1998 will be available this summer, after WWPA completes its survey of sawmills operating in the 12 western states.
Lanoga Buys Home Lumber As New Division
The largest dealer in the Denver market and one of the largest singlemarket dealers in the country, Home Lumber. Littleton. Co.. has been acquired by Lanoga Corp.
Home Lumber operates two facilities in Littleton, a newly established distribution yard near Longmont, a millwork distribution facility in Colorado Springs, and a truss and wall fabrication plant in Fort Morgan.
Lanoga, which operates 182 stores in its united Building centers,
Spenard Builders Supply and Lumbermen's Building Centers divisions, has established Home Lumber as its fourth division. Mike Guetz, Home Lumber's majority shareholder and president since 1982, continues in his present position under Lanoga's ownership.
A month earlier, Lanoga acquired another market-dominant independent, McGuire Lumber, Yakima, Wa., which also kept its name.

But the former mobs that used to jam the Westin St. Francis Hotel lobby were conspicuous by their absence. Robert Guitteau, 79, retired cofounder of the former GuitteauNewland Lumber Co., Eugene, Or., died March 13.
He worked in the wholesale lumber industry for almost 40 years, before retiring in 1990.
In 1996, the firm changed its name to MacKenzie River Trading Co.
Robert John Shannon,64, a 45year lumber industry veteran, died suddenly of natural causes March 28 in Petaluma, Ca.
After service in the U.S. Army in Alaska, he began his career with the old Union Lumber Co., Ft. Bragg, Ca., later working for Georgia-Pacific and Boise Cascade before founding Noyo Timber Products, Santa Rosa, Ca., in 1974. In 1996 he co-founded The Lumber Outlet in Santa Rosa and
George F. Walker, 70, owner and president, Bald Knob Land & Timber Co., Creswell, Or., died of cancer Feb. 18 in North Bend, Or.
A native of North Bend, he attended Reed College and began working in the industry after graduation.
He exported lumber from Alaska to Japan for many years prior to opening Bald Knob Land & Timber Co. in r972.
Lola Walker, his widow, is now in charge ofthe business.

\pplications for treated oroducts include oof sheathing, roof trusses, roof framing, floor russes, joists, sub-flooring, blocking, furring, panlling, studs, architectural millwork and trim. treated products offer a lower in-place ;ost than noncombustible classified materials.
pressure-treated, fire-retardant lumber and rlywood is highly effective in controlling the spread lf flame, smoke and devastation caused by fire. treated products carry an "FRS" rating rnder UL classification, exhibiting a flame spread rnd smoke ratrng of 25 or less. At 30 minutes expo;ure to flame. treated oroducts show no :vidence of significant progressive combustion. All products are produced under a third-party
quality assurance program. Testing by UL@ for hygroscopicity has resulted in being classified as a Type A fire retardant as defined in AWPA Standards C-20 and C-27.
