Ready To Roll

Unfortunately, the danger in writing a monthly column is that by the time it's read, two to three weeks later, much can have changed. I will take that risk, as today I scrapped my original column, because I cannot pretend that life is normal.

My no-brainer prediction in March's column that war seemed inevitable has indeed come true. Since the start of the war last week, we talk about the issues here in the office, and I, like many of you I suspect, have been up several times a night to watch tv and follow the latest news. The insight we are being given by the media crews has been quite incredible. While I have often been quick to bash the national media, they have paid a price to allow us to literally look over their shoulders, and follow each and every movement. I suspect more loss of life to come. I am thankful my job is to sit at my desk out of harms way.

Today the situation with our troops is very tense and fluid, but still remarkable in the progress made in a matter

of days. While much of the world-including many of our own-marches in protest, our troops bravely press on. Saturday March 22 was a high, with reports of mass surrender and cheering by residents. Sunday was the first real telling day, after the alleged capture and execution of our soldiers, and the coalition forces had their highest casualty rates to date. Resistance appears to be stiffening the nearer we get to Baghdad, and I suspect that this will be the tip of the iceberg. It is clear there will be many more dangerous obstacles to face. However, as we become addicts of "reality tv," there is a real danger that the public may not understand or may underestimate what truly is happening. I do not want to downplay bad news, but replayed over and over again, it can truly distort the bigger picture.

Monday in response, the stock market retreated by 307 points suggesting that Wall Street thought it would all be over in the first weekend-oh for it to be so-but I fear the conflict will last the anticipated three to four weeks. Our troops and planners have done superbly in such a short time, and while it is clear the outcome is inevitable, I hope there will be as few casualties as possible. In just a few days we have achieved so much, and despite the apparent race to Baghdad, there is still much to do, and war can never be pretty.

To business: I speak to several hundred companies each month, and since early February, much of our talks has centered on the impending war. Business owners, not only in our industry, have curtailed spending and eliminated hiring. It is hard to suggest that they should do otherwise. However, as I call around the country I get the sense that the bigger issue in those geographical pockets where business appears to have been tough, has been the harsh winter and weather. Indeed the levels of pessimism are not as bad as I would have expected. Quite a few companies have told me that business has hung in there.

Many of you might be just sitting there waiting for events to unfold. The trouble is we have no control of the outcomes of the war. I have never been good at sitting by waiting for the worst to happen as treading water is not in my vocabulary-ask my wife. Consumers by first accounts are still spending. I think the market is there for those ready to roll. If you are selling what people need they will buy in both good and bad times, although the "mix" may be different. We as business leaders need to take care of our economic recovery. No one can do that for us.

Lastly, our thoughts and prayers go out to our soldiers who are in Iraq today, and to those who have made the ultimate sacrifice including their immediate families. parents and grandparents. No one can walk in their shoes, but their unselfishness will make this world a better and safer place.

Itr/OOD preservers have until December 31, 2003 to V V discontinue treating with CCA for residential applications-and timing is everything. No one wants to be caught selling products their customers don't want or to be unable to produce what they do want.

Yet while treaters and dealers across the country slowly, often reluctantly wean themselves from CCA products, wood preservers in the West appear to be ahead of the curve when it comes to alternative chemicals.

Royal Pacific Industries, McMinnville, Or., is "almost completely borates," says Keli Von Pinnon. "We phased out CCA at the end of last year. We've been doing borates for the last seven or eight years, and it's been a natural progression for us. Our customers were ahead of the curve."

Pacific Wood Preserving Cos. reportedly produces more borate-treated wood than any other treater in the U.S. and more ACQ-treated wood than any other treater on the West Coast. Among 12 installed retorts at four locations, only one conversion remains-its Arizona Pacific Wood Preserving, which will switch its CCA cylinder to ACQ by September. The Eloy, Az., facility also has been using PacBor borates for eight years.

Pacific Wood Preserving of Bakersfield, Ca., has used Pac-Bor for the last nine years and ACQ for the last five. Nevada Wood Preserving uses Pac-Bor, pentachlorophenol and CCA, which it likely will continue for industrial purposes. Its newest location, Pacific Wood Preserving of Oregon, Sheridan, Or., has five retorts, offering Pac-Bor, ACQ, Hi-Bor (clear and colored), CuNap-8 and staining.

"It has been our position for several years that due to

public pressure and the work of environmental advocacy groups, it would be likely that there would be restrictions placed upon the 'traditional' wood preservatives, and hence our early start in the direction of producing low environmental impact products," explains PWP president Dick Jackson. Last year, Allweather Wood Treaters added NatureWood ACQ at its facilities in Medford, Or.; Washougal, Wa., and Fort Collins, Co. The majority of production remains CCA, but the copper-based alternative is making steady gains.

"California is leading the demand curve for the new generation preservatives, and our southern Oregon plant ships a lot into California. Our only site that is solely CCA is Loveland, Co., and we expect to convert it prior to end of the year. We are considering whether to continue with CCA. We'll listen to our customers and evaluate what they want."

Superior Wood Treating, Sumner, Wa., has two treating cylinders, one CCA, one ACQ. "Currently, 5O7o to 60.Za of our inventory is ACQ," says sales manager Tom Cleary. "It should be all ACQ by the end of the year."

As of mid-2002, Honolulu Wood Treating, Honolulu, Hi., "has been completely out of providing any CCA or other wood treatments with arsenic as an ingredient," says president Hap Person. In fact, HWT has been providing "arsenic-free" alternatives, including borates-based Hi-bor and oil-borne Trib II, for 12 years.

Fontana Wood Preserving, Fontana, Ca., according to Bob Schmidt, "added borates last year, and it is being very well accepted. The D-blaze will go on line this month as well as heat treating and kiln services. Fontana will be adding on ACQ in the third quarter of this year."

"We have made significant changes to our plant recently to accomodate the demand for the new copper-based systems," says Mike Reimer, president, Western Wood Preserving Co., Sumner, Wa. "However, we still see spotty demand for the new products, but anticipate this to change rapidly over the next nine months. We will be converting one of our cylinders over to Naturewood ACQ this summer and the other toward the end of the year. Next year for us looks great, with all of our production geared towards Naturewood and FirePro pressure treated wood."

Conrad Forest Products, North Bend and Rainier, Or., has been using Chemonite (ACZA) since 1990. It added TimBor (borates) in 1990, and ACQ Preserve in 1993. Later the company changed from ACQ to CBA (Natural Select).

Next month, Conrad will start up a new facility in Arbuckle, Ca., designed for the next generation of preservatives, and in June the North Bend facility will begin production of Dricon interior fire retardant.

After the December 31 deadline, Conrad will continue to offer CCA for allowed applications. "CCA, while still available, is being gradually phased out for some uses," Maryann Rohrer says. "CCA has been an exceptional, reliable preservative for many years and has succumbed to what is politically expedient, rather than based on sound science."

Coos Head Forest Products, Coos Bay, Or., is currently treating with ACQ Preserve, CCA and TimberSaver PT (borates), which is being marketed as DuraBor in Hawaii and DuraSill in the mainland U.S. Ronald McCormick, v.p.-sales, says, "We are in the process of converting a second larger facility on our 2J-acre site to ACQ Preserve. Our third plant will, in the short term, continue to treat with CCA. However, it is being plumbed to include ACQ Preserve to allow us the ability to respond to any potential increase in demand for ACQ Preserve that may arise as we evolve through this year's transition and into the future."

"The addition of our third plant," he adds, "has dramatically increased our overall capacity allowing us the ability to very promptly process our customers' orders of ACQ Preserve, TimberSaver PT, DuraBor for Hawaii, TimberSaver PT DuraSill for the mainland, and CCA regardless of whether our customers choose to make their treated inventory transition anytime during this year or at the end of the year. We are well positioned to respond to the changes as they occur during the transition."

Thunderbolt Wood Treating, Riverbank, Ca., recently added ACC to its mix and hopes to introduce ACQ in about 60 days.

J.H. Baxter, San Mateo, Ca., has been using a variety of alternative chemicals that are not affected by the phase out. According to v.p.-sales & marketing Dick Keeley, its industrial products facility in Eugene, Or., treats utility poles, marine and foundation piling, highway materials, and railroad ties. The plant uses creosote, 50/50, Penta, ACZA and ACQ.

Its Arlington, Wa., produces and treats Douglas fir and western red cedar utility poles, which represent 707o of Baxter's total business. In addition, to the traditional pentachlorophenol preservative commonly specified by utilities, Arlington has developed the technology to butt-treat western red cedar poles with copper naphthenate.

builders, is unaffected by the voluntary action taken by the CCA registrants. Baxter will continue to offer ACZA through its licensees at nine treating facilities for use in commercial and industrial applications.

Primarily a fence treater, Marks-Miller Post & Pole, Clancy, Mt., has made no changes yet and is "still patiently waiting to see if EPA will exempt roundwood," says Gary Marks. An exemption, he explains, "would make [a decisionl a lot easier for us."

(In fact, in late March, EPA agreed to allow continued use of CCA for agricultural fence posts.)

Muny treaters are waiting, listening to their customers and watching their competitors. Mendocino Wood Specialties Co., Ukiah, Ca., is continuing to treat with CCA, but is prepared to make the switch to an arsenic-free alternative as soon as its customers dictate, according to executive v.p. Marty Olhiser.

In the South, Russell Davis, president/sales manager, D&D Wood Preserving, Albany, Ga., echoes: "I'm waiting for Home Depot and Lowe's to switch. I don't sell to those places, but I think everyone else will follow them."

Davis says few customers are seeking an alternative just yet, but he is anxious to switch to ACQ as soon as demand surfaces.

The farther you get from the West-and the deeper into the South-the more CCA has maintained its marketshare. Wood Protection LP, Houston, Tx., treats with CCA in two cylinders and Osmose's ACQ, NatureWood, in a third. Yet, currently CCA accounts for 99Vo of their sales. (Wood Protection will convert a second cylinder to NatureWood by January l.)

Texas Forest Products, Gilmer, Tx., which restarted the old Dean Lumber plant, only has one cylinder, offering CSI's ACQ Preserve. "Starting anew as a new company with a new name, and with only the new chemical preservative to offer, has been excruciatingly slow," admits Steve Dean. "We officially got the treating plant recertified on October 1. Not until January did we sell our first truckload. Since then, I believe we have sold a total of eight truckloads of treated wood. Before we closed. we were selling at least l0 loads per day."

No longer a sawmill or a timber company, the new business does offer a full range of lumber remanufacturing services including custom kiln drying, planing, moulding, precision end trim, and truck/raiVcontainer reload.

Curt Bean Lumber Co., Glenwood, Ar., switched its smallest plant (Amity, Ar.) to a copper-based alternative early last year and planned to change over Buckner (Kansas City), Mo., a few months later, but "mostly people are still staying with CCA, and ordering CBA for special orders," says sales manager Linda Priddy.

Bean will probably convert Buckner to CBA in the third quarter, and convert Glenwood last, at which time Amity will discontinue CBA and return to Dricon fire retardant.

Yet a large number of treaters has vowed to stay with CCA until the final second, stockpiling CCA treated lumber that it can sell well into 2004. Could that result in dozens of treating plants shut down in January, helplessly waiting for their turn to be converted?

"We've tried to warn everybody not to wait," says Curt Bean's Priddy. "There could be a shortage of chemicals if

everyone changes over at one time. People have been used to next day delivery. Treaters are starting to keep a lot of their inventory white, as it becomes harder trying to anticipate what people will want."

She adds: "A lot of people think if they wait it won't change. I try to tell them that won't happen, that the EPA said there's no reversal."

Muny smaller treaters operate only a single cylinder, so they don't have the option of gradually integrating a new preservative. Size presents an advantage. Universal Forest Products has a network of 28 treating plants across the U.S. In those plants, Universal currently treats with ACQ at three locations, borates at one location, FirePro fire retardant at two locations, and CCA at 24 locations.

"The bulk of our CCA production will be switched to ACQ between now and the end of the year," says Scott Conklin, vice president-wood preservation. "We will see the December 31,2003 date come and go with no disruption to our customers; we are well prepared and will ensure that any products we sell are in accordance with the applicable label requirements. "

Multiple locations allow treaters to convert gradually through the year. Georgia-Pacific, Atlanta, Ga., which has 12 treating facilities, has already switched two plants to ACQ Preserve-Rochelle, Il., and Richmond, In.-and will be switching other plants on a schedule later in the year, says Ed Galt, group manager.

Eastex Forest Products, Houston, Tx., will upgrade, reconfigure and refixture its three cylinders to accommodate ACQ during the summer and then gradually shift production in the fall, possibly a first cylinder in September, a second in October and the third in November.

and as an industry," says Craig Forbes, v.p./sales manager, New South, Myrtle Beach, S.C. "We have a good new preservative-that's not the issue. The challenge is the price differential, carrying double SKUs on the same dimensions, how to transition ourselves and our customers."

Says Universal's Conklin: "We continue to believe that the wood treating market has been forever changed by the events of the last two years. We are seeing significant research and development in wood preservatives with modifications to 'existing alternatives' like copper azole (introduction of Type B) and ACQ (introduction of Type D) and new systems (e.g., Copper HDO). We expect this pace to continue and possibly quicken."

Pacific Wood Preserving's Jackson agrees: "The industry is working on even newer generations of preservatives, including fixed borates, organic preservatives and moldfighting treatments. How the industry changes will depend upon the costs of these new treatments, the environmental impact these preservatives have, and how long it takes to register them with the EPA and California-a country unto itself, and importantly the marketing skills and capabilities of the treaters producing the products."

Consequently, his company's philosophy has been "to remain flexible to utilize a variety of preservatives, and to stay on the cutting edge of new preservative developments," he says. "We don't think there will be just one main preservative (like CCA has been most recently), but instead there will be several niche markets based upon usage and customer preference."

What to expect in Specialty Structural panels

f, lthough a great majority of OSB la.oanels are described as commodity pinels used for residential wall, rool'. and floor sheathing. a growing number of specialty panels featuring new applications continue to make deeper inroads into the market.

"Specialty panels currently account for a small percentage of the North American market." said Mark Angelini of the Structural Board Association. "But their value-added applications and higher product qualitywill help specialty panels to increase market share."

Because OSB is made from tree stands orientated in different directions and assembled with various amounts of adhesives. OSB can be

engineered for customized purposes such as flexibility from longer strands and additional resin for durability.

Manufacturers, with advanced production technology, have come up with new formulas utilizing strand length. orientation and resin content. to produce panels with new applications and limited warranties of up to 50 years.

Higher resin for example, has resulted in an OSB flooring panel that is more resistant to swelling resulting from moisture uptake.

By applying more resin in the bonding process, the panel can better withstand construction delays, and prevent additional maintenance of panels on building sites.

New additions to the basic panel have targeted problems such as moisture and dampness in the basement.

Some manufacturers combine their panel product with plastic cleats that raise the boards off the floor, any seepage or condensation resulting from temperature fluctuations is channeled between the cleats and toward a central floor drain, keeping basement surfaces dry.

The panels can be snapped into place because of their tongue and groove edges without nails and adhesives.

The addition of a patented system of cutting/nailing grid lines that are stamped every eighth of an inch on OSB panels is another innovation that helps homeowners and builders install panels for various applications including roof sheathing, side walls, subflooring and siding.

Other firms have developed a radiant sheet barrier that can be attached on structural panels to reduce summer heat gain and winter heat loss.

These products are said to prevent up to 977o of the sun's heat from entering the attic, significantly reducing the run time of air conditioning units.

"Anytime a builder can convince a customer that a structural panel product will save on energy costs, you are adding a new dimension that has favorable environmental implications valued by homeowners," explained Angelini.

Although consumers have so far been slow to favor certified wood, Angelini stressed that all members of the distribution chain who work with OSB should expect that to change in the near future.

EPA Okays CCA Phase Out

The Environmental Protection Agency granted the voluntary cancellation and use termination requests affecting residential uses of CCA heated wood.

Under this action. CCA cannot be used effective December 31, 2003 to treat lumber intended for use in most residential settings, including play structures, decks, picnic tables, landscaping timbers, residential fencing, patios and walkways/boardwalks.

Consumers may continue to buy and use CCAtreated wood for as long as it is available.

For the time being, EPA will continue to allow use of CCA for two uses involved in the termination requests-permanent wood foundations and agricultural fence posts.

EPA also plans two Preliminary Risk Assessments for CCA. The first, the Occupational & Environmental Risk Assessment, has been completed. It has been released to CCA manufacturers for error correction only, and will be made available to the public in the spring of 2003. The second, the children's risk assessment, should be completed in late 2003, when it will be reviewed by the Science Advisory Panel, then made publicly available on EPA's docket and website,likely in2ffi4.

The Environmental Working Group has been urging the Consumer Products Safety Commission to immediately ban on CCA for use in playsets, recall existing CCA playsets, and force playset manufacturers to refund consumers.

Weyco CEO's Pay Drops

Weyerhaeuser Co. c.e.o. Stephen R. Rogel saw his salary drop 237o last

year according to a recent regulatory filing.

Excluding options, Rogel's salary fell from $2.1 million in 2001 to $1.6 million last year.

Rogel's base pay was still $l.l million, but his bonus dropped from $950,000 to $500,000. He also received $8,400 in other expenses.

Weyerhaeuser's top man also has the option to buy 175,000 shares, worth $4.1 million based on a proxy statement filed with the Securities and Exchanee Commission.

PCBC Show Set For June

PCBC, the West Coast's premier homebuilding trade show and conference is set for June 17-20 in San Francisco. Ca.

Spenard Adds 2 Alaska Yards

Spenard Builders Supply agreed to acquire Homesteader's Cache, Inc., with a truss plant and lumberyards in Wasilla and Houston (Big Lake), Ak.

The transaction was expected to close April 7, at which time the operations would begin doing business as Spenard Builders Supply.

"The Homesteader's acquisition adds to our ability to service our professional builder customers in the Mat-Su Valley, 40 miles north of Anchorage," said Ed Waite, SBS president. "This opportunity helps to achieve our objective to broaden our base of value added services that we offer our core customer."

SBS, with 13 locations in Alaska, is one of four divisions of 220-unit Lanoga Corp., Redmond, Wa.

Mill Fire Can't Quash Growth

An electrical fire that damaged its Marysville, Ca., mill was not enough to deter Custom Moulding from expanding its retail business.

The company opened a store in Wheatland, Ca., in December despite the Thanksgiving day mill fire that charred the building and destroyed considerable inventory, plus about

3,000 saw blades. Damages are estimated at $50,000 to $80,000.

The mill was closed for a month for repairs. Owner Mickey Gower is still remaking the blades; each takes anywhere from 20 minutes to eight hours to produce.

Custom Moulding also operates a retail store in Roseville. Ca.. and is considering a third location in Yuba City due to growth in the area, according to mgr. Cathy Mellem.

Cogeneration For Collins

A Lakeview, Or., sawmill is installing a new cogeneration facility with the help of an Oregon non-profit group.

Forest Sawmill, a division of Collins Cos., has received partial funding from The Climate Trust to modify its low pressure kilns and install a high efficiency backpressure steam turbine generator to produce low emissions electricity.

"This Oregon project allows Collins to use high pressure steam to generate their own power while emitting less carbon dioxide than gridbased power," said The Climate Trust's Mike Burnett.

"These changes not only reduce the

negative impact on the climate and the environment, but they are very compatible with our other environmental commitments," added Collins c.e.o. Eric Schooler.

NW Sawmill May See Upgrade

Weyerhaeuser Co., Federal Way., is looking to invest $l million in upgrades at its Raymond, Wa., mill.

Although still under consideration, plant mgr. David Roane said the plan calls for two new dry kilns and a cooling shed.

Roane said last year's curtailment at the company's Longview, Wa., kilns has resulted in a need for more drying capacity in Raymond.

"Our ability to transfer green lumber from here to down to Longview went away, so we had to get our sawmill in balance with our kiln," explained Roane. "If we can build one more kiln, it will allow us to produce more lumber on our site."

Roane is currently working with state and local authorities on getting the necessary permits.

Although low lumber prices have hampered the project somewhat, Roane is confident that work my begin late this vear or in earlv 2004.

Keith Brown Gompletes Planned Closures

Keith Brown Building Materials, Salem, Or., says it has completed its planned consolidation, merging some of its close proximity yards into regional contractor service centers and closing other underperforming yards in non-core market areas.

Six months ago, Keith Brown operated l9 lumberyards and two discount building materials outlets. The chain now consists of l3 lumberyards and the two discount outlets. Yet the 30Vo decrease in yard count resulted in only a l57o loss in sales revenue.

The cut-backs began in October, with the consolidation of yards in Porterville and Exeter, Ca., into the company's first regional contractor service center in Lindsay, Ca. In January, a smaller Woodlake, Ca., yard was folded into a regional contractor service center in Dinuba, Ca.

In recent months, the chain has closed stores in Ashland and Grants Pass, Or., areas now served by the larger Medford location, and Newman, Ca., now served by the regional center in Empire, Ca. Keith Brown also shuttered yards in Oregon

City, Or., and Enumclaw, Wa.

"Two years ago when we purchased a large number of the Copeland Lumber operations in Oregon and California, we knew we had big challenges at some of the locations," said c.e.o. Brad Pence. "After extensive efforts to improve performance of these yards with unsuccessful results, we are now focusing on growing our regional contractor service centers in our core market areas. We are confident we will be able to continue to provide the professional service, quality building materials, and on-time deliveries our customers expect from us at our remaining centers."

With the departure in January of president Jim Coon, independent consultant "C.J." Neil Murphy has been implementing the consolidations.

Weyco Sells Wa. Tree Farm

Weyerhaeuser Co. has sold its Snoqualmie Tree Farm to a timberlands investment group, ending what many hoped would be a nationwide model for land preservation.

Boston-based Hancock Timber Re-

sources Group acquired the 104,000acre farm March l0 for $185 million.

Last year Weyerhaeuser agreed to sell the tree farm to Evergreen Forest Trust, a group of investors who planned to preserve 20Vo of the land and continue sustainable logging on the remainder.

What had peaked interest in both timber and environmentalist circles, however, was that the deal was to have included a conservation easement against future residential development. The tree farm sits in the Cascade foothills, covering two of the state's most densely populated counties, prompting many to see the deal as a way for loggers and conservationists to unite against suburban sprawl.

Evergreen Forest Trust officials say the deal didn't go through because they failed to get approval from Congress to finance the transaction with tax-exempt bonds.

For now, Hancock will continue logging operations and consider proposals to set some land aside for preservation.

Proceeds of the sale will go toward shrinking Weyerhaeuser's $13 billion of debt.

Cedar Group Takes On Synthetics

The Western Red Cedar Lumber Association has launched a $2 million marketing campaign aimed at curbing the inroads that composite and vinyl have made into the western red cedar decking and siding markets.

The association, whose members produce 65Vo of the world's western red cedar, will emphasize its tradition-

al place as building product for decks and siding.

By featuring spoofs of plastic and synthetic building products in print ads, the association hopes to highlight what they say is "natural beauty and durability of western red cedar."

The campaign will target home builders, building material dealers and

homeowners.

"Western red cedar is what every plastic and composite substitute dreams of being," said the association's Peter Lang. "This is their wakeup call."

Lang added that cedar has to be thrust back into the public eye as a building product with proven durability.

"Substitutes may come with guarantees," he said. "But only cedar provides the time-tested assurance of centuries of real performance."

In addition to the ad campaign, the association is introducing a new visual image with the words, "Real Cedar," to appear on all western red cedar products from WRCLA members.

The association hopes that the campaign can protect western red cedar's market share, which has slipped in recent years because of stiff competition for composites. Western red cedar now holds 4Vo of the siding market and TOVo of the decking market.

The campaign will emphasize that western red cedar, among other attributes, contains natural compounds that act as preservatives, lays flat and straight for decking, and has excellent noise reduction qualities.

Dixieline Turns 90, Plans DC

Dixieline Lumber & Home Centers, San Diego, Ca., is celebrating its 90th anniversary this year and planning a new distribution facility.

Last month Dixieline purchased property in Perris, Ca., where it plans to build a new l6-acre DC to serve customers in Southern California's Inland Empire region.

The company was founded in l9l3 as North Park Lumber. After adopting the name Dixie Lumber & Supply Co. in 1916, the company's next move came when it merged with Airline Lumber in 1957 and officially became Dixieline Lumber.

The company now oPerates I 0 lumber and home centers that primarily serve the Southern California market.

Sawmill Vet Starts NW Yard

A Washington sawmill veteran has opened a new lumberyard in Diamond Lake.

Michael Hambidge, who until recently was the manager at Springdale Lumber Co., Springdale, is the owner of Diamond Lake Lumber.

Hambidge said he will carry cedar and redwood from inland mills as well

as composites and a line of economy lumber for sheds and non-bearing structures.

Right now Diamond Lake Lumber has some rental equipment, including a backhoe and a small bulldozer, with plans to offer more in the future.

Hambidge also said that a new lumber shed is in the works.

Old Mill Spawns Wholesaler

One year after Sweet Home, Or., watched Santiam Forest Products' mill close, the wholesale business that replaced it is still operating.

New Vision, which imports timber from Russia. China, New Zealand, Indonesia and Canada, started up last year with two former Santiam employees and now moves about 500,000 bd. ft. per month.

"Our target customers are mostlY remanufacturers," explained owner Ted Fullmer, adding that most make doors, windows or interior trim. New vision also sells some wood for framing and cedar siding.

When Santiam closed last year. it found itself $50,000 in debt. Fullmer says he sold off the firm's equipment to pay creditors and organize the transition.

New Vision now sits on half the property once occuPied bY Santiam Forest Products; the other half was sold to developers.

"I understand that this facility is short term," said Fullmer. "MY goal right now is to further develoP our Internet business (Quixtar) and, with that business, wholesale lumber from out of my house."

As for long range plans, Fullmer said, "I'll always stay in the lumber business. I love the lumber business. The Internet has more long-term potential."

Oregon Truss Shop Closes

Lumbermen's recently closed its Lakeview, Or., truss shop.

The Olympia,Wa.-based Pro dealer closed the shop because of "economics," according to district mgr. John Johnson.

Of the five workers affected, one will transfer to the comPanY's Klamath Falls, Or., truss and construction operation, while another, Bill Steelman, will retire after 12 years as foreman.

Lumbermen's building suPPlY center in Lakeview remains open, with no layoffs expected.

Reclaiming Millennia-Old Redwood

A salvage project in Oregon is turning up hundreds of thousands of board feet of clear heart redwood estimated to be more than 2,000 years old.

S&B James Construction, White City, Or., received the contract to remove and replace a 3,I0O-ft.-long redwood stave flow-line, comprised of two, side-by-side, 7-ft.-diameter tubes, in Prospect, Or. Since James had 90 days to replace the tubes with steel pipe, the company set aside l0 days to remove the redwood tube and enlisted Western Lumber Co., Medford, Or., to dismantle, salvage and sell

the reclaimed wood and steel from the tubes. It took l0 days-and 123 truckloads-to haul the lengths of tube to White City. James Construction cut the tubes into 20-,40-, and 50-ft. lengths and loaded them with a crane onto flatbed trucks with bunks and log stakes. Within two months, the tubes had been reduced to one massive stack of lumber. Western salvaged over 780,000 lbs. of steel (that ended up at a Portland shredder) and 382,000 bd. ft. of 3x6 redwood on stickers under cover. "Not knowing how the final product would turn out caused a great deal of skepticism and concern with everyone involved," said Western Lumber's Bob Crews. "The original product was 2-llZ"x 5ll2" RlL 12' to 2O' and after having water flowing through it for 74 years and moss growing on the outside for part of that period created an interesting texture to say the least. The wood has held the width, and the thickness is a full 2" for the most part. This pipeline was built with totally clear lumber, and to no surprise to us, there have been no knots found. The only significant defect is the amount of grain separation that we see."

Most amazing was the age of the wood, which was cut from 1924 to 1926. "After using a magnifying glass to count the growth rings and discovering 154 rings per 5l/Z"s, we knew we had very old wood," Crews said. "Given the fact that in this time period we were falling redwood trees that were 12 to l6-ft. diameter, we have wood that was most likely a seedling tree 2,000 to 2,500 years ago. This is the oldest of the old growth wood that we are totally recycling through the system. It will be very rare to obtain wood in this quantity with such a unique history."

Westem Lumber expects to market the wood for paneling, siding and other applications in the higher end and exotic housins market.

TruServ Settles With SEC

TruServ Corp. and a former executive have settled federal charges that the company overstated profits in the late 1990s.

In early March, the Securities and Exchange Commission reported that the Chicago-based hardware cooperative and its former chief financial officer, Kerry Kirby, agreed to settle charges that they failed to maintain accurate records and misrepresented financial reports.

The SEC noted that the cooperative discovered the problems in early 2000 and began steps to rectify the situation.

The company stressed that it has made changes in its internal auditing procedures.

"Initiatives have been implemented and will continue to be implemented by the board and by our management team," said TruServ chief executive Pamela Forbes Lieberman. "TruServ is a better company today."

The SEC's report states that TruServ understated expenses and overstated net income in 1998 and 1999. The report further alleges that Kirby knew about the inaccuracies. but did nothing.

In a separate complaint against Kirby, the SEC wrote, "His role as c.f.o. places him in the position to remedy TruServ's problems, and he failed to do so."

As part of the settlement, TruServ will hire a director of internal audit and a public accounting firm, in addition to filing SEC annual reports on its audits and internal controls.

Western Mills Think Small

Western sawmillers met in Montana last month to discuss ways to survive, and thrive, in the new market of small diameter wood.

The March l1 conference, sponsored by the Department of Agriculture's Resource Conservation and Development Division, examined how wood manufacturers could benefit fiom President Bush's recent forest thinning proposals.

Many expect that the new emphasis on thinning near populated rural areas will produce an abundance of small diameter trees.

One of the speakers, Chris Parmenter, owner, Stillwater Forest Products, Kalispell, Mt., showed how a mill can live off what another considers waste. Stillwater makes fingerjointed studs out of the best pieces of low-grade lumber bought from other companies.

Parmenter noted that when his business started in the 1980s, the industry didn't recognize the value of small trees. "It's a joke in our family

now, all the studs we tumed into chips over the years," he said.

Another sawmill success story is Riley Creek Lumber, Plummer, Id., which started in 1998 with no wood supplies from national forests.

Although the mill benefited from help from the Coeur d'Alene Tribe, it was the establishment of a profitable cogeneration facility that produces electricity as well as a change in thinking that kept the mill afloat, according to mgr. Alan Harper.

"A lot of it was education-getting contractors and landowners to recognize that there's value in a 4" log," added Harper.

Various other speakers concurred that small generation plants fueled by timber slash and biomass may be the key to keeping Western sawmills viable as they transition to small diameter timber.

Weyerhaeuser Co. is installing a new multi-million dollar planer at its Longview, Wa., finishing mill.

"For years the planing and finishing process ended with a manual grading line," said Weyerhaeuser's Del Berg. "Grading the lumber involved lumber graders turning boards by hand to visually judge the grade."

"The new system will allow better, more accurate grading because computers will help the graders judge quality and strength," Berg added.

It is expected that when installed, the planer will help supply customers at the company's Snoqualmie, Wa., mill.

More Cal Logging Proposed

The Bush Administration has released a new plan that would nearly quadruple the amount of logging in California's Siena Nevada mountains.

Recommendations by the U.S. Forest Service conclude that the Clinton-era Sierra Nevada Framework was too restrictive to properly address

wildfire concerns.

The details of the federal plan include:

. log 450 million bd. ft. annually in the first l0 years, log 32,500 acres of old growth, only extracting trees less than 30" in diameter, and

. allow 60Vo of forest canopies to be removed and for canopies in spotted owl habitat to be hand thinned.

The plan did omit an earlier provision that sought to log one to two acre plots in the forests.

The recommendation will now be sent to Pacific Southwest regional forester Jack Blackwell for review.

Expo Suit Over Racial Slurs

A customer at an Expo Design Center in Monrovia, Ca., has filed a defamation suit against the Home Depot-owned company.

Arthur D. Thomas says that an Expo Design clerk added racial slurs to a typed, four-page ceiling fan installation contract last summer.

"It was very disrespectful of them to treat me this way," said Thomas, who is of African and Japanese heritage. "And it bothers me that I couldn't get an apology."

Loss Dogs Builder, Supplier

A Colorado lumberyard has teamed up with a distraught contactor to help bring his lost dog home.

Mesa County contractor Steven Josephs has offered to build a house, at no markup for his labor, for anyone who finds his missing dog, Shelby.

To sweeten the reward, Foxworth Galbraith Building Materials, Grand Junction, has pledged to provide the building materials at cost.

The savings on a new $200,000 home would come to more than $25,000.

"You always hear people say, 'I'd do anything to get my dog back,"' said Josephs. "Well,I would.I will."

Josephs' dog went missing on Super Bowl Sunday in January.

Josephs has received over 200 phone calls, some as far away as Quebec, Canada. So far, none of them have led to the yellow labrador's return.

Lumber Wins Over Movies

Lumbermen's Building Centers is expanding its Mccall, Id., location, and in doing so, is closing down a popular local movie theatre attached to the store.

Lumbermen's bought the store and movie theatre space from Payette Lakes Lumber in 1993. Payette originally divided the neighboring retail space into a movie theatre and a Radio Shack in 1986.

Lumbermen's store mgr. Craig Perseo said that his store needed the extra retail space to keep up with customer demand and its main competi-

tor, May Hardware, which is moving into a larger retail space this spring and expanding its services.

The new space will allow the firm's Radio Shack franchise to expand as well.

The operators of the closed Evergreen Theatre, Teresa and Joe Johnson, said they were forced out by Lumbermen's executives.

Lumbermen's contends its was a simple business decision.

"Everybody has a right to be mad at Lumbermen's. but we are trying to grow the business and keep up with the times." said Perseo.

Pacific Inspection Now 100

The Pacific Lumber Inspection Bureau, Federal Way, Wa., is celebrating its 100th anniversary this year.

Founded in 1903, PLIB started out providing grading and mill inspection services to lumber producers along the tidewaters of Oregon, Washington and British Columbia.

Today PLIB provides services to mills in Idaho and Northern California, in addition to its original territory. Covering 33 firms and 46 mills, PLIB clients produced over 3 billion bd. ft. of lumber in2002.

The Bureau also provides heat treat (HT) certification to four dry kiln operations, which is often needed for lumber exports to Japan, Europe and other overseas destinations.

B.C. Overhauls Forest Policy

The government of British Columbia has unveiled sweeping forest policy changes that could result in up to 45Vo of the province's timber harvest eventually being offered on the open market.

The new rules are designed to ease the cost burden on the industry by easing provincial regulations, remove barriers to regional job creation, and create new partnerships with other countries.

Minister of Forests Mike Mr. de Jong said the provincial government initially will reallocate 207o of logging rights from major licensees, adding to what is already available on the open market.

He also said that barriers to regional job creation will be removed by allowing the province's 600 mills to obtain B.C. timber no matter where it is logged. The share ofthe province's allowable annual cut available to other countries will be more than doubled. from 3Vo to about 87o. The province will also share $95 million in forest revenues with these nations over the next three years.

Refocusing your brqnd? Proceed with coution

1f-}NE of the questions I am most \-foften asked during workshops or by clients is, "We want to change the focus of our company. Is it a good idea to try and change our brand or should we create a new brand?"

This decision is often very difficult and not clear cut-make the wrong decision and you can do considerable damage to your business.

The Lifecycle of a Brand

Like all things in life, brands are born, mature, and eventually die. Successful new products or services are perceived as new or different; those qualities (new or different) are part of a new brand. As a product or service becomes established in a marketplace, being a market leader replaces being new or different as a brand quality. At one time, Pepsi was

new and different. No longer. Now, the Pepsi brand has matured and is perceived as a market leader.

Eventually, all brands die. Sometimes this happens because companies simply make mistakes that kill a brand (or sometimes the entire company), but changing market conditions is the most common reason that once successful brands die. As powerful as the Kodak brand has been, it has begun the process of dying due to the emergence of digital technology (industrywide, digital product sales are now outselling traditional film products).

Savvy companies acknowledge the reality of this cycle and when the time comes, they let obsolete brands die. With that said. the decision on whether you can change or refocus your brand should be based on a few conditions...

How Strong and Focused Is Your Existing Brand?

Simply put, it's very difficult if not impossible to refocus or change the perception of a strong brand. What I mean by this is that if a product or service is perceived strongly in the marketplace, it is extremely difficult to change how people think about it. Whether the perceptions are good or bad doesn't matter-changing people's mind is tough.

Kodak has been trying to extend or refocus its brand to include digital products and services. I think this is a big mistake. As one of the strongest brands ever, Kodak is associated in people's minds with photography and, specifically, film. Kodak is fighting a losing battle and the writing is already in the wall. They would have done better to accept the reality that eventually the Kodak brand would die, and use the opportunity to launch a new digital photography brand.

Think back a couple decades to Mazda and its rotary engine. The engineering behind these new motors was revolutionary and the first generation of those cars was launched with a great ad campaign. They were ready to change the industry. The problem was,

the first wave of these new motors had problems in manufacturing and the "Rotary Engine" brand ended up being perceived as inferior to piston engines. The rotary engine failed to change the industry because Mazda did such a great job of marketing a first generation of faulty cars. The brand was forever associated with these negative qualities.

If you have a strong brand, live with it, or let it die. It's hard to make it something different.

Product Brands

If your business sells products, improving or altering a brand is fairly easy-simply kill the old brand and replace it with a different, refocused, or repackaged brand. This happens all the time. Procter & Gamble has done this over the years better then anyone, with currently over 180 brands in their product line. Managing brands from A to Z (Always to Zest), they sell you such well know brands as Charmin, Ivory soap, NyQuil, Old Spice, PeptoBismol, Pringles, Scope, Vidal Sassoon, and many more familiar products. They create new brands, push the successful ones, and pull old ones when they stop selling.

Sertice or Company Brands

Refocusing the brand of an entire company is much more problematic than a product brand. You can't kill companies like you can products. Nevertheless, companies reach a point in their development where they have outgrown their current brand. The company name may be misleading, the visual identity (logo, marketing materials, etc.) may not be communicating the brand qualities that have developed over time. So now what?

If you have a weak or unclear presence in the marketplace, my advice is this: Make the identity change and make a big deal about it. Let nothing be sacred and make the changes that will allow you to communicate what makes your company special. If you currently have a weak brand, making this change will be like launching a new brand. Forget about the old you and charge forward.

If you have a well known but misstargeted brand, it's not so simple. Some companies choose to change their company name when the negative brand perceptions are overwhelming. Philip Morris Companies appears to be distancing its corporate empire from tobacco-related issues that are

under fire by becoming Altria Group. Altria, which owns Kraft Foods as well as the Philip Morris companies, says specifically on its Web site, "Our name change reflects the fact that we are no longer the same company we once were." If the negatives outweigh the positives, sometimes changing your company name may be the only choice.

In other instances, simply altering your existing brand and promoting those new qualities can be effective. You can't be subtle about it thoughif you are no one will notice. A recent, hi-profile example of this was the retargeting of the Subway brand. Not long ago, Subway was trying to com-

pete with other fast food giants such as MacDonald's, Burger King, etc. About a year ago, Subway refined its brand to focus on the healthy qualities of its food and has since become a leader in a new category of restaurant-healthy fast food.

Successfully altering a prominent brand can work, but only if you are altering or simply emphasizing some of your brand qualities-not changing everything. With a well-designed campaign, it is possible to turn a duck into a swan-but not into a tiger.

Court Denies Treated Lawsuit

A U.S. District Court in Florida has denied class action status to a lawsuit challenging the safety of CCA treated wood and its warnings.

In denying the plaintiffs' motion, and after a thorough review of CCA treated wood products and their markets, the court held that the plaintiffs' claims failed to satisfy several basic requirements for class certification and that "class action treatment would not be the superior method of resolving this dispute."

Among other reasons, the court stated that the establishment of class action status is unwarranted given the relatively small number of claims related to CCA treated wood. "For instance, even in spite of the 7O-year history of treated wood's use in this country, there is no track record of cases in which plaintiffs were alleging property damage as a result of treated wood," decreed the court. "And there is no indication that a sea of litigation over treated wood is imminent."

In fact, during the course of oral argument, plaintiffs conceded that there have only been a handful of personal injury cases filed involving these products.

Tool manufacturers S-B Power Tool Corp. and Vermont American Corp. have merged into Robert Bosch Tool Corp. Combined, the firms have over 5,000 employees and annual sales ofover $l billion.

Fortuna Backs Palco Against County

Following heated public testimony, the city of Fortuna, Ca., has decided to oppose the suit brought by Humboldt County against The Pacific Lumber Co.

The city council directed city mgr. Duane Rigge to write a resolution that strongly condemns the county's suit.

Pacific Lumber Co. began removing tree sitters last month on its property near Eureka, Ca., after a local judge backed a restraining order against the activists.

As of late March, tree climbers hired by the Scotia, Ca.-based frm had removed three sitters who were then arrested by awaiting sheriffs. Two of the vacated trees were subsequently reoccupied by new activists.

Officials suspected there were 16 other tree sitters in the redwoods, adding that it would take days to remove all of them. Palco was able to harvest one of the trees before sir

Pacific Lumber Co. warned they would sue the office of district attorney Paul Gallegos if the suit isn't immediately withdrawn.

The company contends the suit is based on "bad facts."

"We don't know whether you were simply misled by others with respect to the facts you have relied upon in your complaint," wrote Pacific Lumber Co's attorney, Edgar Washburn, "or whether you have manipulated the facts so as to fabricate a legal action."

Gallegos insists the matter can only be settled in court.

"We're solid on what we have," he said. "Our decisions are driven by evidence and the law."

Inits statement to Gallegos, Pacific Lumber Co. also included a letter from the state Department of Fish and Game that they say challenges the legitimacy of the suit.

D-l-Yers A Bit Confused

Results of a new homeowner survey show that electrical and plumbing projects give do-it-yourselfers the most trouble.

The survey queried 1,000 homeowners on what projects troubled them the most.

Thirty-one precent of respondents said working with fuses, outlets, and lighting was the number one project that forced them to seek out expert advice.

The next tricky area was plumbing, which stumped 2l7o of those surveyed.

Expectedly, cleaning supplies and paint-related products posed no problems for d-i-yers.

"The fact that electrical fix-ups often can become complicated likely explains the high discomfort level for this category," said Ace Hardware Corp.'s home improvement expert Lou Manfredini.

He also noted that repairing toilets, drains and faucets is understandably worrisome to some homeowners, as they deal with water flow.

When asked where they get information about performing home projects,497o said at a local hardware store or home center. whereas 44Vo and 37Vo of those surveyed cited family and friends, respectively.

When visiting a hardware store, 67Vo of homeowners said store employees helped answer their questions. while onlv 37Vo found answers

in free handout materials, such as brochures.

NYSE Drops Crown Pacific

In another blow to the fortunes of Crown Pacific Partners, the company has been moved from the New York Stock Exchange to a regulated quotation service.

The Portland, Or.-based firm's trading price slipped below required minimums in early March, prompting an emergency meeting by top officials.

A company is delisted by the

NYSE when its average market capitalization over 30 days is less than $15 million.

Crown Pacific's stock has not paid a dividend since the end of 2000.

Chief financial officer Steven E. Dietrich said the company's problems were the result of debt and not indicative of operational problems.

"The crisis is not one of liquidity," Dietrich added. "This is an asset rich company. We have good assets and good people."

Despite present difficulties, independent stock analysts say the company's timber assets are worth more than its liabilities.

Patrick Chavez, 47, owner of Truss World, Bernalillo, N.M., was killed in a private plane crash March 7 in Albuquerque, N.M.

Mr. Chavez died with friend and pilot Richard Fuller and Fuller's son, Erik, after the single-engine plane crashed into power lines.

Ivan Hanson. 83. retired sales manager for Idaho Forest Products, Coeur d'Alene. Id.. died Feb. 26.

A native of Montana, Hanson moved with his family to Coeur d'Alene when he was two-years old. He served in the Navy as an officer during World War II.

After the war, he worked with Potlatch Corp. and then Atlas Tie Co., which later became Idaho Forest Products. He retired in 1989 after 32 years with IFP.

Barnes Everett Mauk. 89. retired salesman for Mauk Forest Products, Redmond. Wa. died Feb. 22 in Seattle, Wa.

A native of Ohio. Mr. Mauk served as a lieutenant in the Navy during

After college, he joined the Mauk Family Lumber Co., Toledo, Oh., in 1937 He spent 40 years with the Mauk Seattle Lumber Co., Seattle, before joining Mauk Forest Products. He retired in 1996.

Eugene "Gene" A. Yates,91, former owner of Novato Lumber & Fence Co., Novato, Ca., died March 16.

A native of Marin County, Ca., Mr. Yates served as an officer with the Merchant Marines during World War II.

He bought Novato Lumber & Fence in 1960 and operated it until 1992.

Tree Thinner On The Move

Forest researchers in California are working with a new movable sawmill they hope may help out-of-work loggers profit from harvesting small diameter trees.

Members of the non-profit Hayfork Watershed Research Center recently gathered in Williams, Or., to seea demonstration of the Economizer Small Log Mill processing more than 650 trees thinned from a private property owner.

The portable mill, which is compact enough to fit inside a two-car garuge, can handle trees from 3-ll2" to a I ft. in diameter.

"We're making product out of stuff that used to be left as waste," said Hayfork's Dan Naef.

The hope is that the moveable mill will make some thinning projects. which otherwise might not have been undertaken, profitable.

Stands of trees near Medford, Or.'s municipal watershed, full of small diameter firs, are not economically viable by traditional harvesting methods.

"It could cost $800 to $1,000 an acre to get the work done," said Bob Jones with the Medford Water Commission. "With the Economizer. we could recover two-thirds of that."

Jones is looking for a way to have the mill in Rogue Valley where it could cut trees in surrounding public and private forest.

"We're hoping to set up a wood product center in Southern Oregon," said Jones. "It would sort and process small-diameter material and would be a clearinghouse for marketing the product."

War Creates Need For Lumber

Top lumber and building material suppliers have already been contacted by the U.S. Defense Supply Center and told to ramp up their product lines, according to CNN Money.

"About 6O7o of lumber, plywood and other wood products going to the Middle East is for the U.S. Central Command Center in Doha, Qatar," said Frank Johnson of the Defense Supply Center, a unit of the U.S. Department of Defense.

"That material is being used to construct support structures for troops. Lumber hasn't gone into Iraq yet (as of March 28), but we'll need more of it to set up structures for troops in areas like Basra when it's safe to do so."

Tom Laversen said the DOD gets most of its lumber from smaller distributors that subcontract with companies like Georgia-Pacific Corp. and Weyerhaeuser Co.

The Pentagon's annual budget is $7.8 billion for nonweapons related supplies; $2.5 billion is set aside for lumber and other products.

"The wood industry would certainly welcome boosted demand," said financial analyst Steven Chercover. "Especially since the pricing for wood hasn't been strong despite a good housing market."

Portland, Or.-based Sylvan Industries, which is a top DOD supplier, has been asked to ramp up its supply of lumber, according to Cindy Blackman.

"Although it hasn't been substantial yet, we have to be ready to ship within seven days of getting an order," said Blackman in late March. "I don't anticipate the demand spiking significantly in the coming weeks."
