As the war with lraq winds down, entering a mop up and rebuild mode, perhaps we can now take this monkey off our backs. The economic news seems to be positive these past days, with housing up 8Vo in March over February, consumer spending holding up and inflation steady.
As I travel around and speak with dealers, I'm delighted to hear so many doing great business. In one past life I was in the book industry where we publishers sat and watched the demise of the independent dealer. They just could not compete against the Barnes & Nobles and Borders Books of this world. We watched as on Main Street after Main Street, independent booksellers closed down.
While the big boxes have made an impact, many LBM dealers have risen to the challenge to create solid highperforming businesses. Many consumers, as well as the builder community, have found that there are alternatives that provide better knowledgeable service, comparable pricing, and reliable after-sales help.
As in any industry, every retailer would like higher margins. While commodity prices have remained low, high-performance dealers have been able to increase margins that have provided ROI's of 9-l0%o by offering an e ver i ncreas i ng assortmen t of product. However, one recent report suggests that the top independents are further increasing their profit perfor-
mance over the rest of the pack with very healthy ROI's well in excess of 20Vo. This increase would appear to come from being able to achieve higher gross margins than their counterparts, while not necessarily indicating that they have been able to grow sales at any faster rate.
Many factors impact profitability at the retail level or any business for that matter. Having a high ROI, generally suggests that a business can afford to see a drop in performance and still not have to face any difficult business issues-a great cushion in a difficult time. However, under that same premise, a healthy cash flow better positions a business to expand and capitalize on market opportunities.
Better performing stores generally achieve a 20-30Vo greater floor sales productivity than poorer performing stores, while at the same time achieving higher inventory turns, higher sales per employee, higher gross margins, lower receivables and a lower payroll percentage of revenue. Keep these ratios steadily improving, in line or better than average industry ratios, the better the opportunity to compete.
Locally, I've been impressed how retailers are effectively competing with the big boxes. Fliers and specials in my newspaper, trained and enthusiastic inside and outside sales teams. classes, competitive prices, friendly and knowledgeable service, accessibility, an ever-widening range of services along with one-stop shopping, all drive u business as a destination store. In other words, by offering value, they can compete more than effectively.
The lifetime value of every customer won and lost can dramatically impact business results. The biggest tangible lost in statistics, is the quality and the motivation of employees. Their knowledge to save customers time and money are invaluable in differentiating a business from all the rest. Getting people to walk into the store is only part of the battle, getting them to purchase. and more importantly giving them enough "customer delight" to bring them back over and over again is the key. Yet, a recent survey of all businesses suggests 557o of all employees are intensely negative about their job and company. Now think that these same people might be the first impression a potential customer gets of your business. Hmmm...

Arizona dealer embraces e-technology
E!FFICIENCY and productivity are -U./two words Julie Buchkowski understands. She has actively sought out ways to rid her business of time consuming processes and manual tasks, adopting new technologies along the way in order to streamline and achieve her goals. At the same time she has managed to put smiles on the faces of her best customers, and her emplovees too.
"Our customers were able to log in and pull down their own lost invoices, even when we were not open. They loved it."
Buchkowski is vice president of Paul's Ace Hardware stores. Founded by Paul Dauwalder in 1956, Paul's Ace Hardware started as a single location, 1,000-sq. ft. hardware store in Scottsdale, Az. Today that location has grown to a thriving full-service hardware business. In 1973, a second Arizona location was opened in Fountain Hills, and in the early 1990s they acquired a third location in Tempe, later turning that location into a full-service lumberyard.
A few years back, Buchkowski evaluated the business and spotted some glaring areas of inefficiency. One of them was the process used to manually file invoices, and then gather them by account to manually send out with the 1,500 monthly statements. "This was a very time intensive process," she said.
She started phasing out their routine of sending invoice copies to each account, and today sends invoices to about one-quarter of her accounts.
This saves a great deal of time each month, something Buchkowski is very happy about.
There was one problem, though. "Many of our contractor accounts send 'runners' to pick-up supplies. More often than not, they lose their copy of the invoice, and never deliver it back to their office," Buchkowski explained. "After our statements went out each month, my bookkeeper would spend the next seven days faxing invoice copies to bookkeepers as they phoned us, needing to get additional copies of those lost invoices."
Not very efficient. To solve this dilemma, Buchkowski implemented a new process in the fall of200l. Paul's Ace Hardware started offering their charge customers online access to their accounts. Using CcrTzueo's iNet Accounts On-Line technology, which allowed their Triad Eagle computer system to work with the Internet, they set up a number of their accounts with a Web-based log-in. That allowed customers access to their account via www.paulsacehardware.com.
"Our customers were able to log-in and to pull down their own lost invoices, even when we were not open. They loved it, and we saved hours of time we used to spend manually looking up invoices," said Buchkowski. "The number of post-statement phone calls requesting invoice copies dropped from 20 to 30 a day down to four or five a day. My bookkeeper is ecstatic !"
Buchkowski found out that her bookkeeper was not the only one who loved the new technology. "My outside salesperson found our online iNet services to be a great competitive edge. Online account access not only saved us hours of time, we gained additional business by staying a step ahead of our competitors," she said.
Their customers loved it too.
Buchkowski explained, "At first we assigned a log-in to just a few of our key accounts. The demand grew to where we set up all of our accounts with a user name and a password for logging in. That way, when a customer called about our online services, we could instantly instruct them how to get online to access their account."
Having found early and quick success with their online service offerings, Paul's Ace Hardware is introducing two brand new services, eStatements and e-Invoices.
Buchkowski's computer system partner. CcrTnrao. announced these new technologies just a couple months ago, and Paul's Ace Hardware was one of the first in line to implement them.

The program also calculates the material order down to the last bag of concrete to set the posts and even determines how many nails are required to fix the lumber in place. "It leaves nothing to the imagination," Hauca commented.
If a contractor uses the software at home. he can then fax or e-mail the finished data directly to the lumberyard.
Hauca said, "It's difficult to estimate the amount of materials needed to complete a job. Once a user has designed a deck [with the software], he just e-mails the order, prints out the step-by-step instructions, straps on the tool belt and sets to work."
Itr/ITH summer approaching, lumY Y ber dealers are looking for creative ways to push decking projects that move boards quickly through their yards. One New Zealand-based timber company has introduced software that gives retailers another tool to get contractors and d-i-yers in "deck mode."
Straightedge North America, which is owned by Carter Holt Harvey, has introduced software that allows pros and consumers to design and build their deck before they ever purchase a single piece of lumber.
The new software. named Biz-e Builder, creates a virtual 3D plan of the deck project, showing all elevations and providing measurements for bearer andjoist spans.
The software is cunently in use at lumberyards in Australia and New Zealand and is in the process of being rolled out in the U.S.
"Biz-e Builder is designed for the serious d-i-yer and small builder," said Straightedge's Greg Hauca. "IIt] enables them to pick and click their way from an idea to a fully specified and priced, building code compliant design for a deck, retaining wall or fence."
Lumber and building material dealers can either stock the CD software, having pros and consumers buy it and then use it on their home computer, or they can have the program installed at their yard. Dealers can install the program at the sales counter, in the manager's office or in a special deck planning kiosk.
"The contractor version of the tool," noted Hauca, "affords the opportunity to manage the customerestimating feature, by adding mark-up to materials, labor and print a customized quotation."

Straightedge hopes the software builds ties between the dealer and the end-user, which will ultimately help the dealer attract and acquire the customer's full decking supplies order.
According to Hauca, a dealer in New Zealand reported 28 deck quotes in three months, with nearly 50Vo of all quotes proceeding to orders.
"The beauty of the product," added Hauca, "is the customer can visualize the end product by viewing the 3D diagrams."
Dealers that install the program at their yards will get technical assistance over the phone setting up the database. Straightedge also provides on-site orientation seminars for multiunit dealers.

New iNet e-Invoices allows point-of-sale systems to automatically email a copy of each invoice to customers. Seconds after completing a transaction, the customer's bookkeeper automatically gets a copy of the invoice.

Channelinx's new elinx release, Version 3.79, contains approximately 170 enhancements throughout the e-commerce platform and specific expanded functionality to its OCI Punchout and Sourcing modules.

ScoopSoft Version 7.0 features an improved order entry screen, directly from the whiteboard, to view available-forsale inventory. This helps sales personnel quickly create sales orders, therefore reducing available inventory from the whiteboard in seconds.
New features also include two-way match (or reverse billing) for freight invoices. For selected carriers, the system can generate an accounts payable directly at time of shipping, based on pre-negotiated rates (as opposed to creating the usual accounts payable accrual).
Accounting department users will also be able to electronically reconcile checks by downloading a check file from any bank.

CAI has released its interface program to the Andersen Windows Intelligent Quote (IQ) system. The program allows Andersen dealers and distributors to generate an Andersen product quote on IQ, then submit the quote.
CAI's new Ponderosa Building Materials software system captures the information and brings it forward into a quote or sales order. Part numbers, pricing, description and other information are polled from IQ.
Once the Andersen IQ quote is in the CAI system, individual lines can be changed, selling discounts applied and load factors calculated. Also other products can be added providing a single quote for all lumber and millwork items needed for the job.
When the job is sold, the entire quote or any portion of it can be turned into an order without re-entry. Non-stock items can be converted into the Purchase Order system or the order can be classified with CIA's new Crossdock
Module. Crossdock orders can be combined for van shipment and the van number tracked through the CAI software. Products may also be selected individually for the crossdock order so the dealer or distributor can "pick and choose" what products can come from stock versus those shipped from Andersen. When the van is received, another program sorts the receiver by Andersen parl number, reducing the effort to match shipping and ordering documents.
In addition to Andersen Windows, interfaces have been developed for Caradco, Vetter, Windsor Windows and 20/20 for Kitchens. Others are in the works.

Through advanced features in Inventory and Attribute Viewer screens, DMSi's Agility software Version 2.3.4 enables wholesalers and treaters to quickly access on-hand lumber to help create custom orders.
For example, users can search inventory records based on attributes, items, size, description, product group and supplier. Even with minimum information, it's easy to find accurate inventory information on products immediately in a point-and-click Windows environment.
"Our customers want accurate information on inventory while their customer is on the phone and ready to place an order," said Monte Jensen, DMSi software lumber industry sales representative. "The latest version of Agility provides the tools to easily locate items through attributes, item characteristics, ordering status, view groups of inventory items and their quantities for one or more branches, and dynamic features allow Agility users to select items and add them to orders instantly."

Enterprise Computer SUstems
Best known for its POS systems and productivity tools, Enterprise's latest development is its estimating service. The service frees dealers from adding a dedicated estimator as well as purchasing the software and hardware to generate automated takeoffs. So far, 80 dealers have signed on. Enterprise currently has five full-time estimators on staff and is looking to add one more. Since custom databases are set up for most customers, any of the estimators can work with any customer. "We are doing a full range of takeoffs-from small residential house plans to large commercial projects and everything in between," said Dan Kukol, general manager of estimating services. "Most customers send us the more difficult plans that would be very time consuming for them to estimate."
Enterprise provides professional takeoffs with a quick turn around and gives dealers the ability to review the takeoff from their own point-of-sale system. Enterprise dials into customers' POS systems and deposits the material list for the dealer to review and price, eliminating the need to key lists back into the system.
Takeoffs can also be received by fax, e-mail plan file or export file. Customers choose the time frame in which they need the takeoff back. There is an option to use a generic database or to have a custom database created with specific item numbers, phases, assemblies, and delivery loads.
Enterprise also markets the service to dealers using its Professional Estimating module, to assist when an estimator is overwhelmed with requests, on vacation, or out sick.

MacBeath Hardwood is the first firm to operate Lumber Track's Point-of-Sale functionality. The California-based hardwood manufacturer, distributor and retailer uses the system to better track and handle inventory management and determine the cost of goods sold, helping to ensure adequate margins. Lumber Track also allows MacBeath to standardize business practices at all locations and integrate their retail sales into their overall inventory management.
New tag printing and data collection products allow companies to tag inventory at receiving or production and track it throughout their operation. Tag Track is a standalone, rugged printing station for printing product identification tags, including bar codes. Hand-held data collection devices running Progressive Solutions software for inventory counts, load tallies and end tallies help track and tally

Order Track, a new e-commerce add-on product, allows wholesalers' customers to check the status of their orders online with standard Internet browsers. It can be plugged into an existing Web site or set up as secure space on the Order Track server.

A good deck system will offer features that can handle the vririous demands users place on it. Features such as ultraviolet protection, color retention, impact retention, the proper use of co-extrusion all affect the quality and impact the longevity of the product.
Ultraviolet (UV) protection is essential in vinyl products that are intended for exterior applications. The
UV additives work like a window shade to protect the vinyl from breaking down, becoming brittle or discoloring.
The industry standard for the UV additive is 10 parts per hundred. The best vinyl decks on the market are produced with 12 parts per hundred of titanium dioxide. the best additive available.
Several deck systems are offered in different colors. Make sure they are manufactured with good quality color additives to ensure that the colors do not fade. Vinyl deck manufacturers that use the best proven color blends certify the steadfastness of the colors.
In the vinyl industry, the co-extrusion manufacturing process is becom-
ing more common because it reduces material expense. This process normally results in a high quality product if used properly.

A reputable manufacturer will submit its vinyl decking to strength, aging, durability and safety testing by independent labs and testing specialists that are submitted to the Building Officials Code Administrators (BOCA). Ask manufacturers' representatives for testing information.

IaIONSUMERS who are offered a choice of paper or \-,plastic at the grocery store may one day be able to choose between wood or steel framing at the lumberyard.
"Once we see steel studs on the Home Depot shelves, we'll know that steel framing has officially arrived," says one Houston, Tx., builder.
Currently, less than 5Vo of all U.S. homes are framed in steel. Still, that represents 30OVo growth over the last four years. Yet Vickie Jones estimates that the number of inquiries her Texas Steel Framing Alliance receives from seriously interested builders and homeowners has risen IOOVo in the past year.
Proponents say light-gauge steel framing has a higher strength-to-weight ratio than wood; it resists insects and fire; is recyclable, and will not warp, shrink or rot. Builders also appreciate the precision angles and reduced on-site waste steel framing can provide.
Critics point to the unfamiliarity with steel by contractors, home builders, architects and engineers' A majority of lumber framing crews are untrained to install steel framing, they maintain.
Organizations, such as the Texas Steel Framing Alliance, are committed to working with technical schools
and providing continuing education to bridge the gap. As well, new tool designs are under development to make the equipment and the process for installing wood and metal more compatible. Some manufacturers offer steel home-building kits or software for estimating steel framing specifications.
Ready access can be a problem since currently so much steel framing is made to order. "If there are changes to the order, you may have to wait days or weeks to get the part," says Bryon A. Parffrey, a certified instructor for Builders Academy.com.
Opponents also claim steel studs typically are more expensive than wood. Jerry Huckeba, owner of steel framing manufacturer Steel Tree Inc., Willis, Tx., balks: "There are a lot of myths out there. People have heard that steel framing costs much more than wood when, in fact, the prices are comparable-especially when all the costs are considered."
Nevertheless, as long as lumber prices remain low, most buyers don't see ample incentive to make the switch. Steel supporters admit that that situation has slowed-but not stopped-them from taking market share. They point to noticeable in-roads into states with tropical climates, such as Florida, Alabama, Hawaii and Texasand discussions in some states to mandate steel frame construction for public safety.
Says the owner of a recently-built steelframed home: "This is the wav of the future."

Treated Wood Associations In Transition
A glimpse at the future of pressure treated wood was unveiled during the American Wood-Preservers' Association's 99th annual meeting in Boston at the end of April.
In addition to presentations on emerging preservatives, the eventthemed "Your Industry in Transition"-featured the first ever business meetings of AWPA's standards-setting committees outside of the usual week-long September sessions. AWPA hopes to streamline its standards-setting process by having technical committees meet twice annually instead of once.
During the event, AWPA proposed allowing corporate sponsorships to augment dues. The association also introduced its new executive vice president, Colin McCown, who succeeds the retiring John Hall at the end of May.
AWPA installed its new officers: president Dr. John N.R. Ruddick, lst v.p. Scott C. Conklin, 2nd v.p. William Grimes, 3rd v.p. Wayne P. Ryland, treasurer Randy Deweese, and executive committee members David D'Hooge and G. Paul Merrick.
Other associations-including the American Wood Preservers Institute. the American Forest & Paper Association, the Timber Pile Council and the Southern Pressure Treaters Association-also addressed serious changes during the event.
AWPI now is being overseen by an association management company. April James is executive director, assisted by Melissa White.
In the wake of AWPI's restructuring, SPTA is considering expanding its focus beyond industrial treaters to the entire southern treating industry.
And, AF&PA is taking over the Treated Wood Council to continue the legislative and regulatory functions of AWPI.

Olympic Panel Products has acquired Simpson Timber Co.'s Shelton, Wa., specialty overlay plywood business.
Olympic plans to keep the opera-
tion in Shelton and intends to retain all employees.
On site management includes former Simpson employees Ben Horn, general mgr.; Jim Langenberg, production mgr.; Jim Zmudka, sales and marketing; Ken Pratt, technical director, and Jim Larsen. controller.
Founded by Connecticut-based Atlas Holdings, Olympic Panel Products includes industry executives David Wang, ex-International Paper, and Richard Yarbrough, who worked for both International Paper and Louisiana Pacific.
Cal Cedar To Shutter Mill
California Cedar Products Co., Stockton, Ca., will begin layoffs at its McCloud, Ca., mill in June and shutter the facility in August.
The mill primarily cut wooden flats for pencil-making, reportedly becoming the world's leading supplier of wooden slats for wood-cased pencils.
According to debark operator John Prinz, Cal Cedar officials said the mill had to close because it had made too many pencils to sell-two years' worth.

U.S. Lumber Volume
U.S. lumber consumption roared to an all-time high in 2002, fueled by strong activity in the repair/remodeling and new home construction sector, according to the Western Wood Products Association.
Estimates show U.S. lumber consumprion toraled 56.3 billion bd. ft. in 2002, surpassing the previous record of 54.3 billion bd. fr. set in 1999.
Consumption in repair/remodeling jumped ll.9Vo in 2002 to 18.1 billion bd. ft., while demand for lumber in residential construction rose 4.97o to 22.3 billion bd. ft., reported WWPA.
Final 2002 lumber consumption and production statistics will be released in the fall followins WWPA's survey oF Western mills.
Tracking with the record consumption, lumber imports entering the country also reached a new high, rising to 2l billion bd. fr. in 2002. Canadian imports rose 2.17o to 19.1 billion bd. ft., while non-Canadian imports spiked 37 .5Va to 1.9 billion bd. ft.
Output at Western mills increased 5.5Va to an estimated 17.4 billion bd. ft. Mills in the Oregon and Washington coastal region increased production l}Vo to 9.6 billion bd. ft. and accounted for most of the gain in the West.
Looking ahead to 2003, lumber demand will likely fall 1.87o to 55.2 billion bd. ft. Even with the anticipated decline, 2003 would be the second highest lumber consumption year on record.
Roseburg Trims Workforce
Roseburg Forest Products, Roseburg, Or., has cut l27o of its work force and scaled back plywood production by 2OVo.
Most of the 450 job losses last month occurred at the company's Dillard, Or., plywood plant.
Company officials blamed the cuts on a weak economy and stiff competition from OSB.
President Allyn Ford said sales of high-end hardwood plywood have been "very slow."
Despite the recent moves, Roseburg officials expect to see a slight increase in sales from last year.
Roseburg has made gains with lumber and EWP, and plans to increase capacity at its Dillard srud mill by 707o bv vear's end.
Increases To Record
A predicted rise in the interest rates in the latter part of 2003 should slow new home construction modestly to 1.65 million units for the year.
Western lumber production is expected to ease l.9Vo to l7 billion bd. ft. as consumption declines. Canadian imports are projected to fall 18.8 bilIion bd. ft. Imports from Europe, New Zealand and Latin America should drop 5.9Vo to 1.8 billion bd. ft.
USFS Reduces Owl Study
U.S. Forest Service will scale back a plan to monitor the effects of different levels of logging on spotted owls in California, citing a lack of public support.
Announced in December (see Jan., p. 27), the plan would assess the impact of varying degrees of logging on 180,000 acres of owl habitat in Northern California's Plumas and Lassen national forests.
The study called for the cutting of 600 million bd. fr. of rimber and rhe building of 160 miles of roads.
The downsized plans call for monitoring regular forestry work instead of setting up scientifically monitored log-
grng scenarlos.
"We still expect good scientific information," said the USFS's Matt Mathes. "But not as good as the original plan."
The plan met with criticism from environmentalists who said it required too much logging over too much time on too small a land base.
Pick Paint The Depot Way
Home Depot stores are introducing an interactive paint center that seeks to simplify paint selection for customers.
The Color Solutions Center features new color technology, brochures and project idea cards in a 30-ft. display. The results of several years of consumer research, Home Depot will use the center to showcase paint brands by Ralph Lauren, Glidden and its exclusive Disney Color by Behr.
The center incorporates technology that lets consumers choose a color and then preview its application in virtual computer "rooms." There are also peel and stick paint chips that can be applied to any wall surface.
"Our research clearly pointed to customers' desire for a more userfriendly color presentation system," said Depot's Sophia Schade.

Palco Tears Down Historic Mill
Pacific Lumber Co. has begun dismantling its shuttered, 93-year-old Mill B in Scotia. Ca.
The massive structure had become
a safety hazard and was expensive to maintain. Palco closed the mill in May 2001 and auctioned off its giant head rigs and band saws last year.
"The decision was that there was far greater opportunity with the building down than with the building up," said spokesman Jim Branham. He noted that although there are no immediate plans for the site, Palco is trying to attract new businesses to the old mill town and the building was unsuitable for other uses.
The structure was built from huge redwood beams and a large quantity of old growth lumber. Branham said the lumber salvaged should more than pay for the cost of the dismantling.
Blueprints As Marketing Tool
Associated Press will now allow building product companies to advertise in its study plans and blueprints purchased by customers of the AP House of the Week.
AP's weekly home plan is distributed to 1,600 AP member newspapers and study plans bought by homeowners represent a potential construction of nearly $250 million in new homes.
"We think there is a place for advertising in our home plans," said
home plan publisher David Bradley. "Advertising is an additional source of legitimate information for readers."
Wa. Cities In Big Box Feud
A dispute over who will host the area's first big box home center has the cities of Walla Walla and College Place, Wa., trading litigation shots.
In late March, Walla Walla said it planned to take lead agency status over a proposed Home Depot in College Place, which led College Place officials in April to file a complaint in Superior Court against a proposed Lowe's in Walla Walla.
College Place asked the court to mandate Walla Walla make a study of traffic impact and that they refuse the city any construction permits.
"College Place is doing exactly what they had accused us of doing, which is delaying the project," said Walla Walla city manager Duane Cole.
Walla Walla's bid to oversee the proposed Home Depot in College Place was the result of College Place not addressing issues of traffic flow and jurisdictional wetlands, according to Walla Walla officials.

Final Days For N.M. Sawmill
Unless a buyer can be found, New Mexico's last major sawmill will close permanently June 7.
Rio Grande Forest Products, Espanola, attributes the shutdown to low timber prices and a shortage of large logs.
Although the mill was retrofitted in the mid-1990s to mill smaller trees, it could be retooled further to cut even smaller, 6" to 11" diameter timbers or to produce wood chips, according to Jack Beverage.
The facility employs 87 and has been producing 160,000 bd. ft. of timber daily since reopening in January after a two-month curtailment.
The operation, a subsidiary of Idaho Timber Corp. was purchased from Duke City Lumber.
Ganahl Gets lts Wings
Ganahl Lumber Co., Anaheim, Ca., has begun building wood targets for air forces around the world at its Corona, Ca, mill.
The mill is currently building 1,200
3'xl6' towable targets, called "wings," that are towed 1,500 yards behind airplanes, allowing other fighter aircraft to shoot at them with paint pellets as part of accuracy testing.
Mill manager Travis Long said the contractor is supplying all of the lumber, glue, staples and staple guns.
Ganahl's contribution includes: creating the template for the wing's frames: cutting the clear sugar pine. and then sizing and stapling it together; getting the wings back after another company has added an aluminum cover, and finally adding holes and routing a beveled edge on the wings.
The finished wings are shipped to militaries in Malaysia, Brazil, Spain, India, Egypt and South Korea.
"There is a good chance that this current job could turn into a 13,000wings-per-year job with this contractor," added Long.
No Takers For Timber Sale
Sierra-Pacific Industries irked environmentalists last month when it failed to bid on the larsest timber sale in
California's Stanislaus National Forest in two years.
The criticism came as the Redding, Ca.-based firm closed its Chinese Camp, Ca., small-log sawmill for three weeks claiming, in part, a decline in logging on national forests.
SPI's Chris Conrad said the company did not bid on the sale because it wasn't economically viable to do so.
In fact, no company bid on the largest timber sale in the Stanislaus forest in two years. The U.S. Forest Service estimated the sale would provide 6 million bd. ft. of timber. Much of the 14,200-acre area was burned in a 2001 wildfire.
John Buckley of the Sierra Central Environmental Resource Center said the lack of bids shows that "there really isn't a market demand for much in the way of Forest Service timber. It's mostly rhetoric that the timber industry wants more wood."
Sierra Club's Warren Alford claimed global timber prices were at play in the decision to temporary close the Chinese Camp mill.
SPI officials noted the sale was contingent on many complicating factors, including building $155,000 worth of roads, removing vegetation that can't be used as logs, and extracting logs by helicoptel-4n slpsnsivs procedure.
Conrad also added that much of the burned timber in the area deteriorated. The Forest Service said it will reassess the sale proposal, dropping certain requirements.
Firms Expected To Invest
North American forest products companies are expected to increase spending in fiscal year 2003 on plant, properties and equipment.
A survey of 39 companies tallied expected expenditures at $8.1 billion, an ll.6Vo increase over spending during2002.
Last year the same comPanies sPent $7.3 billion. $2.1 billion less than in the previous year.

California Mulls Logging Limits
The California state legislature is now considering a 10bill package that looks to give local water quality boards more discretion to block logging proposals, restrict logging along creeks and require regulators to consider the broader impact of cutting tress on specific watersheds.
The California timber industry strongly opposes the measures.
"That package, in its entirety, spells complete devastation for our industry," said the California Forestry Association's Mark Rentz. "Every one of those bills has serious economiO ramifications."
Advocates of the bill say they expect no adverse effect on the timber industry.
Lawmakers supporting the bills further add that the measures are needed because the Bush Administration is pushing new policies from the federal level that would double the amount of timber removed from the state's national forests.
Rentz argued that the proposed bill would simply add more environmental quality rules to a state that already has the strictest in the nation.
D-l-Yers Have Their Cash ln Place
A new survey of homeowners indicates that Americans will invest significantly in home improvement projects this spring.
The American Express survey of 341 households found that the average home improvement budget this year is $3,800. The figure is a big jump from 2000 when the annual d-i-yer's budget was estimated at $2,900.
Homes with an income of $50.000 or more are exoected
to spend nearly $4,300.
With summer approaching, 44Vo of respondents said that home improvement spending was a higher priority than taking a vacation (20Vo) or dining and entertainment (l5%o). This is up from 33Vo in2000.
According to the survey, T3Vo of homeowners will spend their d-i-y dollars at home improvement centers, followed by department stores and then hardware stores. Only 67o of those surveyed plan to shop at a lumberyard or specialty retailer.
The survey found that home owners will use nearly half (447o) of this budget for interior decorating, followed by remodeling, landscaping and other critical maintenance.
Less than 2O7o said they would tackle exterior house decor, add a room or expand a deck or patio this year.
When picking projects and materials, two-thirds of respondents said price determined where they shopped, followed by selection, service and location.
The survey also found that homeowners are tuning in more to home improvement shows-44%o now as opposed to 38Vo three years ago.

Days after a $79 million jury verdict that found Weyerhaeuser Co. guilty of illegally monopolizing the alder industry, five other Northwest mills filed lawsuits against the Federal Way. Wa.-based timber giant.
Westwood Lumber, Reedsport, Or.; Morton Alder, Willamina, Or.; Cascade Hardwoods, Chehalis, Wa., and Alexander Lumber Mill, Onalaska, Wa., are seeking damages estimated in excess of $100 million. The mill owners also want wide-ranging injunctive relief and a courtordered breakup of Weyerhaeuser's alder division.
A second lawsuit was filed by B.C.-based Coast Mountain Hardwoods, which is seeking $500 million dollars in damages.
The flood of litigation follows a jury's decision to award Ross-Sim-
mons Hardwood Lumber Co., Longview, Wa.,$79 million. RossSimmons, which went out of business in 2001, claimed Weyco bought large quantities of red alder to deprive competitors of logs.
"We think it sends a positive message to the small alder mills that continue to compete against Weyerhaeuser," said Ross Simmons' attorney, Mike Kelley.
Several days after the ruling, Weyerhaeuser said it would dispute the decision, claiming that information given to the jury was informing and led to an unfair ruling.
"We continue to believe we competed fairly in the marketplace," said Weyerhaeuser's Robert A. Dowdy.
Not finished either, Ross-Simmons went back to court in late April to try to unseal sensitive corporate docu-
ments related to the case. "(We) have secured a successful verdict, but the record in this case is so damning of Weyerhaeuser's corporate behavior that is imperative that it be made available to the public, the press, and appropriate law enforcement agencies," said the plaintiffs in a letter to U.S. district court judge Owen Panner. According to the original lawsuit, there were 40 alder mills in Oregon and Washington in 1980. When Weyerhaeuser entered the market, it bought Northwest Hardwoods' two mills, and by 1995 it controlled 657o of the market. By 2001, the suit claims, Weyerhaeuser occupied 7 57o of the market.

Boomer Housing Trends
Fully one-fourth of home buyers aged 50 and older are paying more for retirement homes than for their previ-
ous house, and their new home likely features next-generation amenities like structured wiring and exterior maintenance services, according to a new national study by the National Association of Home Builders and Countrywide Home Loans.
The study of builders and developers revealed that more than half of their buyers in age-qualified, age-targeted and independent living communities are spending the same or more on homes. An even higher number are paying with cash or with high down payments of 3OVo or more.
Builders noted that the majority of buyers use equity in their current home and are willing to pay extra for high-tech options and upgrades in their homes. "Successful builders are offering yard service, high-speed Internet access, universal design features and social activities to attract 50+ customers," said Kent Conine, president of NAHB.

Palco Opponent Under Fire
A 78-year-old former logger and mill owner has started a recall campaign against the Humboldt County district attorney suing Pacific Lumber Co. over allegedly reporting fraudulent timber data to the government.
Robin P. Arkley Sr. of Arcata, Ca., has seeded the campaign to oust new DA Paul Gallegos with $5,000 of his own money.
Arkley has been seeking out employees of the Scotia, Ca.-based company and making his case.
"We're asking them if their jobs are important to them, and if they feel they are, we ask for $99 donations," he said. "I tell them that I'll lend them the money if they don't have it. The response has been very positive."
The recent lawsuit (see March, p. 43) has intensified resentment between the local timber community and regional environmentalists.
"This has become a rallying cry for a lot of people," said Pacific Lumber's Walter Chalton. "We don't think it's the DA's job to do rhis."
Pacific Lumber has also threatened to countersue the DA's office.
Area attorney Joe Cotchett, whose attempt to become co-counsel for the
county's suit was rejected by the county board of supervisors, said Pacific Lumber's potential litigation is a Strategic Lawsuit Against Public Participation-a corporate lawsuit designed to confound and bankrupt opponents.
Cotchett described the DA's case as a legally sound and "well written complaint."
Meanwhile, Arkley said that he expects to file a recall petition with the county "very soon."
Arkley anticipates getting the necessary signatures to prompt a special election.
Despite the recall effort, Pacific Lumber received more bad news last month, learning that Humboldt County assistant DA Tim Stoen had filed additional charges against the company.
Stoen said the impetus came from material submitted on Palco's behalf by state and federal agencies.
"Although I'm sure this was not their intention," Stoen said, "they have made our case stronger than before."
The DA's office did not outline the new charges.
Pacific Lumber officials insist the
charges are false.
"When you've got a weak case like he's got, you've got to do whatever you have to do to strengthen it," said Palco's Jim Branham.
Colorado Dealer Opens Big True Value Lewis Mercantile,
Bayfield, Co., reopened April l4 in spacious new quarters to serve both contractors and consumers.
Ryan Sower, co-general manager with Travis Hayden, said the recent opening of a Home Depot wasn't a factor in the expansion. A replacement for the former 20-year-old location had been planned for three years. "Customers were asking for items we just didn't have room for in the old facility," he said. "We needed to change with the times."
Although pro-focused, the new store nearly doubled the size of its hardware department and increased staff size by about 157o.
The old building was 14,000 sq. ft., with a 4,000-sq. ft. shed and small garden center. The bright, airy replacement features a 23,000-sq. ft. store with 26,000-sq. ft. drive-through lumber yard and large outdoor covered garden center. An 8,000-sq. ft. warehouse will also be added.
Sower's family owns the building and is a partner in the Bayfield Center development, where the new store is located.
The old building is being remodeled for retail and office space.

Stimson Lumber Co.. Portland. Or., is considering donating its shuttered plywood facility in Libby, Mt., along with its 400-plus acres to the Lincoln County Port Authority for use as an industrial park.
Key issues to be resolved before a self-imposed May I deadline are the environmental condition of the mill site and the sale or lease ofits boiler.
Stimson would net considerable tax benefits through the donation. The boiler, which was installed following a 1992 sawmill fire, was valued at $8.5 million in 1995.
The company is currently cleaning the site, including the removal of storage tanks and asbestos from old dry kilns.
The mill was closed at the end of last year due to insufficient timber supply and rising imports of lowerpriced plywood.

Weyco C.E.O. Maps The Way
Weyerhaeuser Co.'s c.e.o. Steve Rogel told shareholders recently that the company's immediate focus will be on paying down debt.
"Lean, nimble, quick, opportunistic. That's what we are trying to do," Rogel told shareholders at the firm's annual meeting in Federal Way, Wa.
This year the company has had to grapple with low lumber prices and shrinking profits.
In 2002 the company's profits plunged to $241 million, from a high of $840 million in 2000
Rogel said the company was still facing internal challenges from the Willamette Industries acquisition.
Weyerhaeuser is not going to be a comfortable fit for everyone," Rogel said. "As I've told our employees: You're going to find our workplace of the
orientated."
As far as future acquisitions, Rogel noted that the company didn't have the cash now for bold moves. "We wouldn't preclude ourselves from a minor acquisition," he said, "but any-
thing major will have to wait."
In the future Rogel said the company would likely expand its international operations, particularly in China.
In the short term, however, Rogel said, "We're going to continue our focus on capturing synergies from the Willamette integration, paying down our debt and reshaping the company."
Rogel predicted that Weyerhaeuser will be out of debt in 30 to 60 months.

Big Upgrade For ldaho Mill
Potlatch Corp., Spokane, Wa., will invest $2.7 million upgrading its St. Maries, Id., lumber and plywood sawmill to increase capacity.
Potlatch spokesman Mike Sullivan said the improvements should increase the facility's flow of logs and lumber by up to 4O7o and permit recovery of more usable wood from the logs it processes.
"The investments at St. Maries are part of an overall program to increase lumber production by up to 15Vo and reduce costs in our wood products division," he said.
Equipment upgrades at the plywood mill also will enable Potlatch to peel veneer that itwill sell to other manufacturers for use in laminated veneer lumber.
The plants should be running with new equipment by July 23, Sullivan said. Most of the improvements will be made during a 2l-day closure in July, but some work is set for a sixday shutdown late this month.
The St. Maries sawmill currently has an annual capacity of 100 million bd. ft., the plywood facility has a yearly capacity of 145 million sq. ft.
The plywood mill also has begun experimenting with production of a radiant-barrier plywood, LumaPly. Encouraged by sales ofits radiant barrier OSB (LuminOx), Potlatch is selling LumaPly on a limited basis now and hasn't decided whether to roll it out on a broader scale.
Dealers Demand Free Trade
Last month a North American Free Trade Agreement bi-national panel accepted a "friend-of-the-court" brief on behalf of LBM dealers and home
builders that seeks to overturn tariffs on Canadian softwood.
Filed last fall, by the National Association of Home Builders and the National Lumber & Building Material Dealers Association, the brief argues that U.S. consumers and dealers who rely on Canadian lumber have been left out of recent softwood talks.
The brief also documents that different types of lumber produced by the U.S. and Canada are not interchangeable in the home construction industry. The groups argue that many builders prefer Canadian S-P-F for wall framing instead of U.S. southern yellow pine.
The U.S. residential housing market relies on Canadian lumber for 3OVo of its needs and fears that home buyers may pay as much as $1,000 more because of the tariffs.
The U.S. currently imposes a 2'77o tariff on all Canadian softwood.

Mendocino selected Paclease and Redwood Reliance Sales Co., the local Paclease franchise in Windsor, Ca.
"This is a much better solution for us than buying and maintaining our own trucks, and with the lease, we are able to keep our costs under what the big trucking operations said they could provide," Vaughan said. "Maintenance is available through Paclease around the clock so we don't have to hire a mechanic. It provides us with ease of operation, plus, after being in this business for 30 years, I appreciate having the same trucks."
Maintenance is handled in Mendocino's shop by a Paclease mechanic who uses Paclease parts. When work is required on their trailers, Mendocino pays the mechanic by the hour.
IIMendocino uses its trucks to deliver redwood and treated lumber products to Home Depot stores within a 150mile radius of its 380,000-sq. ft. distribution center in Calpella, Ca., three hours north of San Francisco. Mendocino calls on owner-operators to deliver to stores farther afield and Home Depot distribution centers in Southern California and Arizona.
Mendocino's fleet consists of l9 leased Peterbilt 379s and 60 flatbed trailers, including 33 45-ft. semis and the rest 24-ft. doubles. All but six of the trailers are owned by Mendocino.
During the peak home building and remodeling season, Mendocino delivers up to l million bd. ft. of products daily. It operates 12 trucks during the day to deliver to stores that are open only during the day and seven trucks at night to service stores with longer operating hours.
"All of our deliveries are done by appointment. We have to be there to make our deliveries during specified hours," said Vaughan. "With the PacCentral (roadside assistance program) service, we know we can get outstanding service if one of our trucks breaks down on the road. If they can't fix it right away, we get a loaner to make sure we make our deliveries.
He said. "We strive to be on time l00%o of the time. Through our leasing package, we are able to do it."
