The New Building Godes

About two decades ago, design and building professionals began to advocate the creation of a national building code. Then the feds began to make rumbling noises about creating a government building code that they would enforce. The reaction of the three model code writing organizations was predictable: We'd better get together and create our own before someone else does it for us.

So last fall in St. Louis, the International Conference of Building Officials (ICBO), Building Officials and Code Administrators International (BOCA), and the Southem Building Code Congress International (SBCCI) did just that, bringing forth a new International Building Code as well as an International Residential Code, replacing the current One & Two Family Dwelling Code.

The appeal of a unified code seems obvious. An architect in Atlanta, for example, designing a new building to be erected in Phoenix, could work from a single set of standards. The new codes eliminate a quagmire of regional variances, yet allow for regional modification where applicable. That way, the designer won't have to

research hundreds, if not thousands, of local codes and regulations. Yet the new I-Codes recognize that the snow load factors in Minnesota don't really apply in sunny Florida.

While the code changes are evolutionary rather than revolutionary, they allow more options and opportunities for designers of woodbased buildings. As set out in Chapter 23 (the wood chapter), more wood framed structures will be allowed in commercial construction and these new buildings can also be larger and sited in areas not previously allowed. Those who had input into the codes did their job well as wood now has a bigger marketplace than before.

The new I-Codes, which also encompass electrical, plumbing and related building ingredients, now are going through the process of adoption by the various states and international jurisdictions that use a model code. Some experts expect three-quarters of the U.S. will be enforcing the new standards within three to five years.

Then it will be up to the marketing and distribution folks to seize the advantages presented by the new I-Codes.

IaIUSTOMERS selecting a roof \-rsystem for their home or project should balance at least five considerations: cost. durability. fire resistance. aesthetics and architecturral style.

To help them make the right decision, dealers should display full-size samples of their market's most popular options, as well as manufacturers' brochures. Photography of buildings roofed with different products can help buyers better visualize how their homes will look.

According to the National Roofing Contractors Association, each type of roofing has its own advantages. Among the products commonly used fbr steep-slope structures :

Asphalt shingles, often reinforced with organic or fiberglass materials, hold by far the largest share of the U.S. steep-slope roofing market. Although asphalt shingles reinforced with organic felts have been around much longer, fiberglass-reinforced products now dominate the market.

A shingle's reinforcement has little effect on its appearance. Organic and fiberglass products are offered in laminated (architectural) grades that provide a textured appearance. Zinc or copper-coated ceramic granules also can be applied to organic or fiberglass products to protect against algae attack, a common problem in warm, humid climates. Both types of shingles are available in a variety of colors.

Regardless of their reinforcing type and appearance, asphalt shingles' physical characteristics vary significantly.

Asphalt shingles' fire resistances, like most other roofing materials, are categorized by Class A, B or C, with A denoting the greatest fire resistance. Most fiberglass shingles have Class A fire ratings, while most organic shin-

Wood shingles and shqkes are made from various hearty species including cedar, redwood and southern pine. The natural look of wood is especially popular in California, the Northwest and parts of the Midwest and South. Wood shingles are machine sawn: shakes are handmade and rougher looking.

Some local building codes limit the use of wood shingles and shakes because of concerns about fire resistance. Many wood shingles and shakes only have Class C fire ratings

or no ratlngs at all. However, Class A fire ratings are available for certain wood shingle products that incorporate a fac to ry - app I i ed, fire-resistant treatment.

Tile-clay or concrete-is a durable roofing material. Roundtopped, mission

and Spanish-style tiles are used widely in the Southwest and Florida, and flat styles also are available to create French and English looks. Tile is offered in a variety of colors and finishes.

Tile is heavy, so the structure should be checked to ensure it can support the load, particularly if the tile is replacing another material.

Slate, quarried domestically in Virginia, Pennsylvania, Vermont and New York, is available in different colors and grades, depending on its origin. Considered virtually indestructible, it also carries a significantly higher price tag and installation requires special skill and experience. Yet many old homes, especially in the Northeast, still are protected by their original slate roofs.

Metal, typically considered a lowslope roofing material, has been found to be a roofing alternative for structures with steep-slope roofs. Metal roofing products come in panels or shingles.

Metal panels are available in numerous shapes and configurations. Shingles usually simulate traditional roof coverings, such as wood shakes, shingles and tile. In addition to metal roofing's longevity, metal shingles are relatively lightweight, have greater weather resistance, and may be aesthetically pleasing. Some have Class A fire ratings.

Synthetic roofing products primarily simulate wood shakes, shingles, slate and other traditional roof coverings-although they do not necessarily boast the same properties.

Fiber cement sidin

A FEW years ago, .CLwhenthe fiber cement industry predicted it would quickly double and then triple production and sales, producers of competing siding materials may have laughed at the ambitious forecast. No one's laughing now.

With new plants continuing to be built and existing plants expanded, fiber cement siding capacity remains on track to meet the projections, and has been increasing sales at a similar pace.

Late last year, the nation's largest

producer, James Hardie, developed several advances in its proprietary process technology that it is currently incorporating into two of its four

existing U.S. plants to dramatically increase their capacity. The upgrades will increase the capacity at Cleburne, Tx., from 290 million sq. ft. to 386

million sq. ft. and at Tacoma, Wa., from 150 million sq. ft. to 200 million sq. ft.

Hardie also is using the new technology in a new facility under construction in Peru, Il., providing an annual production capacity of 200 million sq. ft. from a single line. The plant, expected to begin production by the third quarter of this year, is being configured to accommodate a second

production line to meet future demand.

The facility will be completely automated from a materials handling perspective, including automated finishing and paint priming lines matched to the capacity of the fiber cement sheet machine.

Cemplank, Inc., which currently operates a fiber cement plant at its headquarters in Blandon, Pa., has two more facilities under construction.

"Currently, we're selling everything we manufacture at our Blandon facility," says Cemplank president Toussaint Dolmans. "Opening these new facilities is a proactive move to support our customers' needs."

The first will open in July in Summerville, S.C.. with an annual capacity of 150 million sq. ft. Fourteen months later, the next facility will open in Sherman, Tx., with an annual capacity of 180 million sq. ft.

Additionally, Cemplank's Blandon facility recently became the first among North American plants to gain ISO 9002 certification.

At its Roaring River, N.C., plant, CertainTeed Corp. recently installed a new paint line that applies a special surface sealing system to its products prior to shipment. They also installed a packaging system for palletizing the plant's

products to improve the loading and stacking of products at customers' warehouses.

The new line allows CertainTeed to apply a new-generation sealant called FiberTect to its fiber cement products. Unlike conventional primers, FiberTect penetrates and seals the surface of the siding to protect it from unwanted moisture, while acting as the base coat for painting.

CertainTeed acquired the facility in 1999 from ABTco and later added a second fiber cement siding plant in White City, Or.

Also operating fiber cement facilities in North America are Temple in Waxahachie. Tx.. and MaxiTile Building Products, with four plants in Mexico.

According to Hardie, fiber cement's share of the U.S. siding market has grown from less than l%o in 1990 to more than 97o last year. But since the growth is mainly due to sales for new residential construction applications, the company sees huge potential in repair and remodeling, as well as the manufactured housing segment.

By 2002, fiber cement is predicted to achieve about a l57o share of the U.S. siding market. Over the next seven years, total U.S. demand for fiber cement could grow by an annual average of 20Vo, increasing from about 690 million sq. ft. annually one

year ago to an estimated 2 billion sq. ft. by 2006.

And while fiber cement wrests a larger share of the siding market, manufacturers also have begun targeting other products, including interior residential applications such as tile backerboard, commercial applications such as abuse resistant internal wall linings, manufactured housing exterior wall panels, residential roofing slates and shingles, residential soffits and trims, plus new patterns, profiles and coatings across the product range.

What is fiber cement?

Fiber cement dates back to the early 1900s when the Europeans produced cement-asbestos materials. Later, when asbestos use was banned in many products, cellulosic fiber from wood was found to be an acceptable substitute.

Fiber cement products, including siding, soffit, trim and backerboards, are made from cellulose fibers, such as kraft pulp, combined with an inorganic mix of sand, cement and other additives. The mixture is formed into large sheets on equipment called a Hatschek machine and cut to the desired size.

The products are then pressed to produce either a smooth or textured appearance, autoclave cured and factory primed. Pressing reduces water absorption and increases strength and density, making fiber cement an exceptionally durable building material. Factory priming can improve painting efficiency and long-term performance.

The final product is said to be more durable than wood and engineered wood siding, look and perform better than vinyl siding, and weigh less than solid masonry, while remaining cost competitive. Easy to install and maintain, fiber cement products reportedly resist moisture, mold, mildew, pests and other adverse affects of nature; won't expand or contract with changes in temperature or humidity, and, with a "0" smoke development rating, won't burn.

I took another step in its efforts to eliminate the use of all non-fire retardant wood shakes and shingles in California by enacting a new provision specifying that "any roof covering applied in the alteration. repair or replacement of the roof of every existing structure shall be a fire retardant roof covering."

AB 423, which went into effect January l, bolsters an existing law that since 1995 required fire retardant materials on new roofs. "What this means," said Hugh Council of the State Fire Marshal's Office. "is that whether you replace one shake, one square, or the entire roof, the materials must be fire retardant."

In closing a loophole that had permitted the use of non-fire retardant materials on many re-roofing projects, legislators were trying to help change the state's record of structural loss in urban-wildland interface fires.

"Untreated shakes and shingles are no longer allowed to be used in California," said Council. "We have sent a bulletin to every fire department in the state notifying them of this provision, and we are hopeful that they

will be tough in enfbrcing these new requirements. We have also placed the bulletin on our Web site (www.fire.ca.gov)."

California's history of disastrous fires had spurred the state in the early '90s to take aggressive steps. Over several years, legislation was carried out that created fire hazard severity zones for the state, placed restrictions on building practices, encouraged the adoption of new codes specific to these hazardous severity zones, and mandated the requirement for fireretardant roofs on all new buildings.

The first such law went into effect in 1995 stating that all new roofs be fire retardant, with a minimum of a Class C rating. Later laws mandated Class A and B roofs in specified hazard zones.

The acts effectively eliminated untreated shakes and shingles as a roof choice for California's homeowners.

However, due to the way the early requirements were written, a generation or so would have to pass before all roofi in Califbrnia were fire-safe. Earlier, when less than 50Vo of a roof

was replaced in any one year, it was not required to meet the fire retardant standard-leading to continued high use of untreated shakes and shingles.

For example, 510,000 squares of shakes and shingles were sold in Califbrnia in 1998. Of these, only about225,0O0 squares were in compliance with the requirements of state law regarding both classification and weathering. In effect, only about 44Vo of the products being used were both appropriately classified as Class A, B, or C and had completed the legally mandated actual weathering tests. Moreover, another 30,000 squares were classified as fire retardant, but did not meet the required weathering tests. That leaves a total of 285,000 squares which either were non-fire retardant or did not meet the current law.

To bypass the requirement, many homeowners and roofers would replace roofs one portion at a time, believing that fire retardant products cost too much, looked different, or had some other undesirable quality.

Legislators also discovered that only about 57o of the sales of starter courses and hip and ridge caps in California met current standards. indicating that the majority of such products were not fire retardant.

The figures convinced lawmakers that further legislation was needed to rid the state of non-fire retardant roofs.

For its part, the industry has committed to a comprehensive and aggressive public education campaign to make roofers, distributors, enforcement officials. and homeowners aware of the new law.

Wholesalers cautious about e-commerce

I-lpresent building material wholesalers and manufacturers with an opportunity or a threat?

A survey of North American Wholesale Lumber Association members reveals some hesitation, some anticipation, and a lot of asitation.

While retailers are being assisted into the waters of online sales by their buying groups (see May, p. 12), their suppliers have been, more or less, on their own. The new survey, presented at NAWLA's recent annual meeting (see event coverage, p. 5051), indicated that at least 6l%o of wholesalers and 38% of manufacturers didn't even oDerate a Web site. Those without an online presence tend to be smaller (757o are wholesalers with less than $50 million in sales).

The maioritv of sites offer general information about the company and its products, but few accommodate electronic sales. Fourteen percent of manufacturers as well as l47o of wholesalers identified their company's Web site as an independent selling channel capable of handling e-commerce. They tended to be larger companies (over 250 employees, over $100 million in annual sales). Yet, even those capable of ecommerce weren't necessarily mak-

ing many online sales.

Few are currently involved in an online trading community (197o of manufacturer respondents, 87o of wholesalers). Among those not yet affiliated, 46Va of wholesalers are considering joining and 197o are leaning toward not joining. For manufacturers,267a expect to join, whlle lTVo anticipate not joining.

assessing the quality of trading partners as the most significant barrier joining, followed by no rules of engagement. They ranked the remaining options. in order of significance, as lack of policing, security, product handling, product movement, and lack of technical capabilities.

Several respondents added other barriers to the list. including no demand or customer need,lack of personal contact/relationship with customer. no clear benefit. added or uncertain costs, not within current business plan and/or strategy, and lack of management interest.

Only 2l7o of the response base said their organization is budgeting this year for e-commerce spending. Most of those will spend less than l7o of net, pre-tax profit on e-commerce (56% wholesalers. 9 l%o manufacturers), although 16%o of wholesalers (but no manufacturers) plan to spend over 57o. Those without a formal ecommerce budget, however, mostly explain that e-commerce dollars are buried in overall estimates for technology spending.

In software selection, 287o give great weight to e-commerce functionality. Still, 19Vo assigned little weight, 377o some weight, and l77o

Wholesalers and manufacturers surveyed simply do not see e-commerce as one of the most significant threats to the long-run viability of their company or the industry in general. It registered minimal concern when compared to other hot buttons such as environmental efforts, growth of home centers, and consolidation.

Respondents believe that the real impact of e-commerce is still years away, and more see it as an opportunity rather than a threat.

While the majority of companies currently receive less than 57o of their sales via e-commerce, two-fifths

Wholesalers believe end-users will gain the greatest cost savings from e-commerce, followed by retailers and then distributors. Manufacturers think retailers will benefit the most, followed by end-users, distributors and infomediaries. Both aeree that it is unlikely manufacturers will i reap the greatest benefits.

Most respondents wanted NAWLA to serve some part in transitioning to e-commerce, with the edge going to a more passive rather than an active role. NAWLA setting standards and rules for engagement was envisioned by 167o, facilitating/ introducing trading partners by 197o, assisting with technical decisions by 287o, solely providing information by 25Va, and playing no role by 1Vo.

As far as NAWLA serving as an e-commerce intermediary, l57o were strongly in favor, l3%o slightly in favor, 417o neutral, 197o slightly opposed, and l27o

A central activity of the first meeting will be presentations by technology experts and service providers focusing on the IBM e-discovery program. Programs will include tracks for chief executive officers, sales managers, chief financial officers and IT managers.

Co-op Gives Away The Web

Do it Best Corp. has launched a new program to provide free Internet service to retail members and their customers.

The program, in partnership with service provider freelnternet.com, offers members' customers free dialup access, free Web browser software and free e-mail. Retailers can order CD-Roms containing the software from their retail service center at minimal cost and distribute them free to their customers. For customers who already have Web access, the software can be downloaded from doitbest.com or from any member's Web site.

A small ad banner is displayed online. The ad cannot be eliminated, but it can be moved around the screen.

"Estimates are that members could save their customers an averase of $200 per year in Internet fees. -That means if 2,000 members each gave away 200 CD-Roms, we could potentially be saving our customers $80 million a year," said Larry Pensinger, director of e-commerce.

In addition to the free Internet, members are issuing promotional offers to customers for their first electronic order. Individual retailers

decide what discount they'll offer, such as free shipping or 257o off the total.

Depot To Open Western DC

Home Depot has signed a five-year, $13.25 million lease for a West Coast import distribution center in Mira Loma, Ca.

Initially, the firm will occupy 825,000 sq. ft. of space, however, the facility could be expanded up to 1.2 million sq. ft., according to the brokerage company that handled the transaction.

Eel River Sells Timberland

Eel River Sawmills, Inc., Fortuna, Ca., has agreed to sell 1,075 acres of old growth forestlands in the Mattole River valley of Southern Humboldt County to Save-the-Redwoods League, an environmental group.

The deal reportedly will commence prior to the sale of Eel River's assets to The Pacific Lumber Co.. Scotia. Ca. (see May, p. 37).

Eel River also plans to sell the group 280 additional acres of old growth Douglas fir on the northern boundary of the King Range National Conservation Area.

L-P Buys StranDek Plant

Louisiana-Pacific has acquired Hoff Companies Inc.'s StranDek business, accelerating its entrance into the composite decking market.

The purchase includes a 22,000-sq. ft. manufacturing facility that opened in Meridian. Id.. in late 1998 and a 70,000-sq. ft. facility on the same site, in which Hoff is winding down wood moulding operations but LouisianaPacific eventually will use for composite products.

The acquisition appears a perfect fit for Louisiana-Pacific , which expected to open its first composite decking plant in late May in Selma, Al., and was scouting locations in the West. Additionally, both facilities license Strandex Corp.'s proprietary extrusion technology.

The plants now produce decking, but complementary products, such as deck posts, railing and balusters, will be introduced over thenext 12 months.

Louisiana-Pacific will maintain and expand upon Hoff's network of distributors, but likely will abandon the StranDek name in favor of Boardwalk or WeatherBest, according to marketing mgr. Marty Fajerman.

Clinton Edict Shutters Mill

Sequoia Forest Industries is closing its 50-year-old Dinuba, Ca., mill, citing President Clinton's recent establishment of the Giant Sequoia National Monument.

The business handed its 105 workers "last day" notices May ll, less than a month after Clinton ordered the formation of a national monument that prohibits commercial timber sales on 355,000 acres of the Sequoia

National Forest, leaving enough Forest Service timber for only a single mill to operate.

Soon after the announcements, someone nailed up a large hand-painted sign in front of the mill's office: "Clinton-Gore Closed This Business."

"This is one of the most painful decisions our family has ever had to make," said owner Glen Duysen. "For most of our employees, these are the only jobs they've ever had."

While the Duysen family's other mill, Sierra Forest Products, Terra Bella, Ca., will continue to operate, layoffs in Dinuba begin next month. The pallet operation is scheduled to close July 9, the sawmill luly 15-24, the bark operation Aug. 23, and the planer mill Sept. 5-15.

Goodman Victim Of Infighting

After more than 50 years, Goodman Lumber Co., San Francisco, Ca., will permanently close its doors in late August, apparently the victim of a longtime family feud.

Charles Goodman, 55, owns the 150-employee business with his two sisters, Joan Goodman Zimmerman, 51, and Gloria Clumeck, 59.

Goodman, who said his $1 million annual rent was recently increased, called the renovations costly and impractical, claiming he would lose a significant portion of the retail area and would have to separate the indoor and outdoor nurseries by a block.

"Our closure is purely a business decision," he said. "I haven't been able to sleep in a month."

The longtime retail veteran said he has been helping his employees find other jobs, asserting that he has "put together a good severance package for them."

While employees and customers expressed their sorrow about the firm's demise, opinions differ amongst the siblings as to who was responsible for the end of the busiNESS.

The impending closure will not affect 45-year-old Goodman Building Supply Co., Mill Valley, Ca., which is a separate entity and is under different ownership.

International Paper Chase Comes To An End

After a tense bidding war, International Paper Co. successfully outbid Finland's UPM-Kymmene Corp. to acquire Champion International Corp. for $7.3 billion, or $75 a share in cash and stock (see May, p. 36).

The world's largest paper firm is "in a hurry" to improve its financial status, said John T. Dillon, chairman and ceo, who no doubt was pleased that the Justice Department swiftly

approved the merger. Canada and Brazll are expected to follow with their consent shortly.

To help improve its bottom line, International Paper, which assumed $2.3 billion of Champion's debt, will most likely sell over $3 billion in assets within the next 18 months, including timberland in Texas and Washington, according to industry analysts.

Lumber Demand To Decline

Lower economic growth and an expected decline in housing starts will end a three-year run of record lumber demand, according to the Western Wood Products Association.

The group forecasts lumber demand to be 52.55 billion bd. ft. this year, a 37o dip from 1999's 54.3 billion bd. ft.

Residential construction lumber volume is predicted to decline 5Vo, attributed partly to a 6.27o decrease in housing starts to 1.56 million units.

Western mills will get hit worse than other regions this year, according to the WWPA, which asserts that regional firms should expect a 4.'77o decrease in lumber production to 16.9 billion bd. ft. The shrinkage of timber supplies from federal lands will most likely continue unabated as well, comprising less than 7O7o of logs processed in the West---quite a change from over 407o a decade ago.

After producing a record 16.8 billion bd. ft. in 1999, southern regional mills are forecast to produce 2.97o less volume this year. Overall, nationwide production is expected to total 35.3 billion bd. ft., a 3.8Vo decline since 1999.

While imports from non-Canadian areas and countries, such as Europe, New Zealand and Brazil, will be up slightly, Canadian imports will be down roughly 27o this year to 18.8 billion bd. ft.

There is some good news, however, in the continued improvement of American lumber exports, which are forecast to increase by 4.9Vo in 2000 to 1.5 billion bd. ft.

Copeland Trims 10 More Yards

In one year of liquidating its onetime 68-unit chain, Copeland Lumber Yards, Portland, Or., now is looking for new owners for just 16 locations, after selling seven more and shuttering three.

Four-unit Keith Brown Building Materials, Salem, Or., agreed to buy Copeland yards in Hollywood, Parkrose, Oregon City, Molalla, Silverton and Lincoln City, allowing the company to expand into the Willamette Valley and Oregon Coast.

Myrtletown Lumber, Myrtletown (Eureka), Ca., agreed to acquire Copeland's Arcata, Ca., yard, with the deal set to close June 15.

Copeland also closed yards in Seaside, Or., and Lacey and Puyallup, Wa.

Of the 16 remaining yards, I I are in California's San Joaquin Valley, three in Oregon, and two in Washington.

Gang's All Here For Universal

Seeking to expand the geographical reach of its engineered wood components business, Universal Forest Products has acquired the assets of Gang-Nail Components, Inc., Fontana, Ca.

"Since their beginning in 1965, the Gang-Nail Components facility has emerged as the largest supplier of roof

and floor trusses in Southern California," said William G. Currie, Universal Forest Products' ceo. "We have been looking to enter the engineered wood components business in the high growth Southern California market, and are very excited to have the opportunity to establish a platform."

The acquisition is scheduled to close in the next few months.

Wyoming MillTo Close

Pope & Talbot will permanently close its Newcastle, Wy., mill July 7.

Employing about 75 workers, the facility, which the firm purchased in 1989, annually produces 120 million bd. ft. "Over the past four years, the Forest Service has allowed only 75Vo of its planned volume under the Black Hills National Forest Plan to be harvested, making it impractical for us to maintain two separate operating facilities," said Michael Flannery, president and ceo.

Pope & Talbot will continue operating a nearby Spearfish, S.D., mill.

Trex To Expand Plants

Trex is upping capacity at its plants to keep up with demand for plastic decking.

The Fernley, Nv., facility will soon finish installation of manufacturing lines five and six in the existing 160,000-sq. ft. plant, to be followed by construction later this year of a 100,000-sq. ft. addition to accommodate six new lines, for a total of 12.

A lifetime Oregonian, he briefly worked for the U.S. Forest Service before beginning his long tenure in the lumber industry with Newell Brothers Lumber Co., Parkdale, Or., in 1937.

He founded Hanel Lumber in 1943 and ran the business until his retirement in 1993. The firm is now owned by Quality Veneer Lumber, Inc.

He was named Portland Wholesale Lumberman of the Year in 1986.

John Crawford Kettenring, 86, former owner, Battle Ground Lumber Co., Battle Ground, Wa., died March l0 in Vancouver, Wa.

A native of Vancouver and graduate of the University of Washington, he served in the U.S. Navy during WWll and commanded mine sweepers in the Sea of Japan. before retiring as a Rear Admiral.

A native of Alberta, Canada and a WWII veteran, he opened the mill in 1933 and ran Canyon Home Center until its sale in the late 1960s.

Jerry Roy Senske, 60, salesman, Grant Western Lumber Co., John Day, Or., died of cancer May I 1.

A native of Hillsboro. Or.. he served in the U.S. Marine Corps from 1958-1962, then worked for lumber firms in California, Oregon and ldaho before joining Grant Western Lumber in November 1999.

Nel Esther Halvarson, 81, former president and ceo, Santa Ana Plywood and Door Co., Santa Ana, Ca., died from complications of Parkinson's disease April 19.

A resident of Seal Beach. Ca.. she and her husband, Herman, founded Santa Ana Plywood in 1956.

After her husband's death in 1989, she continued to run the operation until the firm closed in 1991.
