Western mills stay busy

A MERICA'S appetite for lumber fl,products continues to grow, with lumber demand in 1999 expected to reach an all-time high fbr the second consecutive year. Demand is forecast to decline modestly in 2000, but remain at historic high volumes.

Western Wood Products Association. in its semi-annual forecast of lumber supply and demand, estimates U.S. lumber demand will total a record 53.3 billion bd. ft. in 1999, an increase ot2.2Vo from 1998.

Unexpected gains in housing construction and continued growth in the economy will contribute to the record lumber demand. WWPA expects housing starts to finish the year at 1.65 million, the best year for housing since 1986. Lumber use for repair and remodeling is also forecast to rise l.5Vo. Together, residential construction and repair/remodeling account for two-thirds of the lumber use in the country.

Looking to next year, WWPA is forecasting lumber demand to slip by 2Vo to 52.3 billion bd. ft. While lower, the demand in 2000 would be

the second highest in history. Housing starts are expected to fall 5.3Vo to 1.56 million, as WWPA anticipates higher interest rates and slower economic growth in 2000.

Western lumber production should improve to nearly 17 billion bd. ft. in 1999, up 3Vo from the previous year.

Lumberdemand in 1999 is expected to reach an all-time high for the second consecutive year.

Output at western sawmills should fall a modest l.8Vo to 16.66 billion bd. ft. next year.

Lumber imports are expected to top a record 18.96 billion bd. ft. in 1999, with most of the volume from Canada. In 2000, WWPA estimates a l.l7o decline in lumber imports.

U.S. lumber exports should recov-

er in 1999 to 1.35 billion ft., following a sharp drop in 1998 caused by economic problems in Japan and Asia. In line with an expected economic recovery around the world, exports in 2000 should rise 4.3Vo.

In the West, lower lumber prices and more competition in the market pushed 1998 regional lumber production slightly lower, according to final totals published by Western Wood Products Association. WWPA released final industry figures for 1998 following its annual survey of more than 300 mills in the 12 western states and Alaska.

Lumber production in the West totaled 16.49 billion bd. ft. in 1998, down lVo from 1997 volumes. It was the first time since 1995 that annual production was lower than the previous year.

The decline came despite an increase in U.S. lumber demand, which topped a record 52.21 billion bd. ft. in 1998. Poor export markets for lumber-particularly in Japan(please turn to next page)

(continued frotn previous page) kept more lumber in the U.S., adding to domestic supplies. Also, lumber imports, mostly from Canada. increased 3.8Vo to 18.69 billion bd. ft., an all-time high.

The increase in supplies put downward pressure on lumber prices. With some product prices declining by as much as 20Vo from 1997 levels, many western mills faced difficulties competing for customers in 1998.

Oregon remained the top lumber-producing state not only in the West. but also in the entire nation. with sawmills cutting 5.49 billion bd. ft. at an estimated wholesale value of $1.91 billion.

Washington was the No. 2 producing state with 3.91 billion bd. ft. valued at $1.37 billion. Coming in third was Calitbrnia with 3.19 billion bd. ft. valued at $ 1.4 billion. Together, the three states accounted for more than threefourths of the region's lumber production.

Production and estimated wholesale values for other Western states were:

. Idaho, l.9l billion bd. ft., $714 million:

Montana, 1.3 billion bd. ft., $474 million;

. Wyoming, 214 million bd. ft., $80.1 million;

. South Dakota, 154 million bd. ft., $53.6 million;

Colorado, 88 million bd. ft., $29 million;

. New Mexico, 87 million bd. ft.. $30.2 million;

Arizona, 78 million bd. ft., $27 million;

. Utah, 67 million bd. ft., $22.7 million;

Given the small volume, totals for Nevada are included with California.

For the first time, WWPA collected lumber production statistics for Alaska. According to the survey, Alaskan lumber production totaled 78.9 million bd. ft. in 1998.

Managing a successful merger

rnHE TERM "successful merger" is I probably an oxymoron. ln fact. many mergers fail. Fail doesn't mean that the companies go bankrupt, but typically what happens is that they don't meet the expectation of the architects of the deal.

In a merger, security is number one on the list. People can do arithmetic. So, if you're going to put two companies together, folks freak real fast. "Who's going to be first to lose his job?" "I've been here a long time. What's going to happen to me?" "Who is going to be the winning company?" "Are we going to be like Mercedes Benz or are we going to be like Chrysler?" "And who's going to control this thing?"

Bottom line is that when you're dealing with a merger, folks are worried and the job is always bigger than you think it's going to be.

Our company, Monierlifetile, was formed as a result of a merger between Monier Inc. and Boral Lifetile-both over $100 million companies, with 17 plants and 1,500 employees between the two. Two companies that were working at about 50Vo capacity utilization. Two companies whose cultures could not have been more radically different.

It would be like putting the Denver

Broncos and the Oakland Raiders in a room one morning and saying, "You guys are now one team." At trade shows, these two companies would make sure that they'd go down different aisles so they wouldn't run into one another. Two companies that hated each other.

But thanks to a solid action plan and a proactive management team, today we are leading the new construction and re-roof markets with America's top selling roof tile.

So where do you start? First, one of the most important things you can do-and no one does this-is to put your head down and focus on the notso-obvious, the nuts and bolts. It's the boring stuff that makes mergers work.

I like to think of the process in eight steps that can be divided into three phases, beginning with:

I. PHASE I (30 days)

(l) Leadership. Somebody has to take charge, and you've got to sound like you know what you're talking about. You've gof to talk about why you're merging, what's it going to do for the company, and what's it going to do for the employees.

They want to know "what's it going to do for me?" And if they're

not convinced it's a good thing, you've got a problem. The vision must be communicated and someone needs to inspire passion to get people behind the new company.

The first day of the merger, every manager from both companies came in at 8:30 for what they thought was a company meeting. They just happened to meet in hotels about 200 yards apart, not knowing what was

(4) Initial Positioning and Communications. Change the corporate identity within the first two weeks. Immediately, within the first two days, all old posters, flyers, brochures, binders and signs have to come down and off people's shelves. Get the new logo up and running right away.

(7) Execution. If you actually do all the boring stuff-the nuts and bolts-and work on developing a new culture, you'll find yourself with a successful merger and a thriving new corporate culture.

about to be announced. At 10:00, one of the companies walked across the street, walked in the door, and the company that was in the room had a receiving line to welcome the people they'd always hated. We were there for 24 hours talking about the direction, the vision, the purpose and the benefits.

(2) Micro Pre-planning. Pick your executive team early in the pre-planning process. We went underground a week before the merger was announced and laid out everything that we were going to do the first 30 days, hour by hour.

Address employees' concerns head on. It buys a lot of credibility. Bring up controversial issues before employees do, even just to let them know that while you may not have all the answers today, here's how you're going to handle it. Don't hide from concerns. And make sure the team stands as one.

(3) Initial Launch. You need to put together an announcement schedule. What are you doing? Who, what, when, where? Make sure your customers don't know what's going down before the sales reps

Then you've got to get out and talk to people. We did this by going on a road show and visiting our employees, customers and vendors. We spent a week and a half meeting employees at the plants and giving them the new communication plan, so everyone knew exactly what we were doing and why. We set up a voicemail mailbox that folks could call and leave questions anonymously. We started internal newsletters. It's the little things that start making a difference.

(5) Assessment. While you're still in the first 30 days, do an analysis to determine where the two companies are in the marketplace. Identify strengths and weaknesses. Determine who stays, who goes. Get away from trying to balance keeping this many from this company and this many from that company. Make decisions based on skill and bring in a few folks from the outside to balance the thinking.

II. PHASE 2 (90 days)

(6) Rationalization and Gap Plan. This is where you get into deeper consolidation, where you start to look at how many products, plants and people you have and get your executives involved, really involved. When I go through manufacturing plants, I work on knowing some of

(8)Tree Trimming, Reassess and Modify Plan. I call this final phase the forever stage. The retraining, the reassessing, the modifying of strategic plans and communications, this never stops. If you are successful with your merger. you've got to maintain your new culture by constantly reassessing the environment.

In 1993, it became apparent that third-party inspection agencies monitoring treating plants needed an accreditation program to formally recognize quality treaters and inspection agencies. The result was the American Lumber Standard Committee's Treated Wood Program. Today, the l0 ALSC-

accredited agencies inspect approximately 250 plants that produce 5.9 billion bd. ft. of treated wood a year.

ALSC's is the only accreditation program for third-party agencies monitoring treated wood. Think of it as a security blanket for consumers, distributors and treaters: its purpose is the uniform application of American Wood Preservers' Association standards by the agencies and the treating plants. Identification labels with the agency logo on them are easily recognizable.

So how does the inspection process work? Treating plants are required to monitor each charge of pressure treated wood. They also must check the chemical's penetration into the wood and the concentration retained in the 19 -19 3

wood for various sizes and treatment levels according to AWPA standards. Inspection agencies are responsible for inspecting the plants, and the ALSC monitors their work through unannounced inspections at the treating plants and agencies. If improperly labeled wood is found, the problem must be corrected, or the ALSC labels must be removed from the shipment. An ALSC board of review meets quarterly to study the performance of each agency.

All major building codes in the U.S. require that pressure treated wood be identified with the quality mark of an approved inspection agency. All treated wood purchasers (architects, specifiers, contractors, dealers, etc.) should be aware that building inspectors can-and do-reject improperly identified treated wood. Jobs have been halted due to the use of treated wood not meeting code requirements.

Not all inspection agencies fall under ALSC's umbrella. To ensure the treated wood you carry is produced under the ALSC system, there are five pieces of required information you should look for on treating tags:

(1) The AWPA standard

(2) Plant name or number

(3) Preservative

(4) Retention

(5) Logo of the accredited agency

This complete tag is your assurance the lumber is produced by a plant that participates in the ALSC program.

Tags without complete information or an agency logo (sometimes called generic tags) may appear on treated wood not monitored by an ALSC agency. The presence of a plastic end tag does not necessarily indicate ALSC system treated lumber. The quality mark information should be printed separately from the manufacturer's warranty and guarantee information on the tag.

In addition. some treaters are using a voluntary CheckMark system, developed by the Western Wood Preservers Institute, as part ofthe label identification process. This system helps assure purchasers that the wood they buy is properly inspected and provides a simple method for identifying and distinguishing treated wood quality marks.

Universal Teams With TJM

Universal Forest Products and Trus Joist MacMillan have signed a national agreement to sell engineered lumber systems to customers in the manufactured housing market.

Universal will stock and distribute nationwide TJM's products such as Microllam LVL, Timberstrand laminated strand lumber, and the TJI Marriage/Ridge Beam.

The deal does not include products for other markets, nor does Universal have exclusive distribution rights.

Kiosks Help Depot FillJobs

Confronted with an employee shortage, Home Depot has installed computer kiosks in their stores enabling customers to apply for work when they shop.

The Atlanta-based retailing giant has placed kiosks in highly visible areas in every one of its stores. As candidates complete the application, they are screened by the computer, which requests that successful applicants remain for an interview.

According to several managers, the automation has not only quickened the application process, but has helped attract a better class ofcandidates.

Carolina Holdings To Acquire Terry Companies

The Terry Companies, Tarzana, Ca., has signed a letter of intent to be acquired by Carolina Holdings, Raleigh, N.C., one of the largest pro dealers in the U.S. If flnalized, the deal would be effective the first working day of January.

Carolina Holdings would then have more than 150 operations in 14 states as well as a strong presence in the important Califbrnia market. No price has been revealed in the transaction.

Terry sales are estimated to be just under $300 million for 1999.

Thc planning and decision by The Terry Companies has taken place over the Iast two years and involved founder Terry Mullin and his son, the late Tom Mullin, who was president and ceo of the company until his death July 5.

They interviewed several flrms, finally choosing Carolina Holdings as it matched "our thinking, wanted to expand our business and wanted to leave our people in place," according to Terry Mullin. He noted that Terry president Lonnie Schield will continue to run the operation and will report to Raleigh. Fenton Hord is president and

ceo ol' Carolina Holdings. The Teny name will be retained. "Our people will have more opportunity, it's good for the company and good for our people," Mullin said. "Their benefit package is dilferent tiom ours, but just as gocld."

Mullin called the decision to sell, "the toughest single decision I've ever had to make. I enjoy what I do, it's been fun. I'll stay around to help anyway I can."

The company began 50 years ago when Terry Mullin bought 60Vo of Tarzana Lumber Co., later acquiring the balance. The company evolved over the years to Terry Building Centers, then Terry Lumber Co. betbrc assuming its present name. The l'irm has 750 employees.

Deadly Blast At OSB Plant

One worker was killed and a second injured by an explosion and fire at Louisiana-Pacific's OSB plant in Olathe, Co.

According to the Montrose CountY sheriff's office, a small blaze broke

out near the plant's paint room at about l:30 p.m. Sunday Oct. 3. Employees continued working after the fire was extinguished, but 40 minutes later an explosion in the same spot caused a bigger fire. The body of worker Gary

Thornton, 53, was found near the source ofthe blast. Cause ofdeath has yet to be determined.

A 43-year-old employee was in stable condition after being treated for smoke inhalation at a local hospital.

The plant was severely damaged.

Depot Pays MayoralAide

In hopes of securing a store in the city, Hope Depot has paid over $330,000 to the top political consultant of San Francisco mayor Willie Brown, according to the San Francisco Chronicle.

City documents reveal the chain paid the money to Jack Davis, Brown's senior campaign adviser and presently a lobbyist. Brown has been lambasted for allowing big box retailers into city neighborhoods.

In refusing comment, Davis, who also served as Brown's 1995 campaign manager, referred calls to Home Depot, whose spokesperson said Davis was paid to "help find sites in San Francisco."

Brown said he could not recall speaking with Davis about the retailer's plans to build a 107,000-sq.-ft. store on a lO-acre site in Visitacion Vallev.

Hawaiian Panel Plant Coming

Hawaiian Commercial & Sugar Co., Maui, Hi., manufacturer of reportedly over 60Vo of the state's sugar, plans to construct a $10 million composite panel board facility near its Puunene mill.

Set to open next fall, the facility will produce Compak premium composite panel boards made from bagassee (cane fiber), a sugar byproduct.

HC&S plans to annually produce 15 million sq. ft. of the light, moistureresistant board, and sell them locally and in the western United States and Canada.

Deck Cleaner Recalled

The U.S. Consumer Product Safety Commission has recalled around 420,000 bottles of Olympic Deck Cleaner, claiming ill-fitting caps.

According to the USCPS, air pressure build up inside the jugs can be expelled once the lids are removed, leading to eye damage or skin irritation.

The recalled product was sold in land 2.5-gallon, green-capped containers. Beige-colored capped jugs were not affected.

Sold between June 1998 through June 1999, the recalled deck cleaners have batch codes beginning with 06C through l2C, and 01D through 06D. For further information, call PPG. (888) 774-7332.

Split On Glinton's Forest Plan

In a mid-October speech, President Clinton said he wants to permanently protect at least 40 million acres of f'ederal forest land from road building, logging and mining.

The President's plan calls for the Forest Service to rush through hearings and issue regulations by year's end, prohibiting development in the remote, non-road sections of national forests and in other undeveloped acres as well.

The majority of the newly set-aside land would be in undeveloped tracts of no less than 5,000 acres. currentlv not

protected by formal wilderness designation.

Timber and paper industries and legislators from logging states decried the plan, while conservation groups lauded it.

While the Forest Service governs 192 million acres of timberland, about 34 million acres, roughly l8%o, have been designated "wilderness areas" by Congress.

Over the past decade, the role ofthe nation's forests has shifted away from timber supplier, evidenced by a 70Vo decline in timber harvests on federal lands.

BC Closes U.S. Timber Deal

Boise Cascade, Boise, Id., has closed its $60 million sale of 56.000 acres of central Washington timberland to U.S. Timberlands Co.

"The newly acquired properties add approximately 460 million board feet to our timberlands," said John M. Rudey, chairman and ceo of U.S. Timberlands. "It's a win-win for both companies."

Separately, Boise Cascade signed a five-year agreement to buy 79 million bd. ft. of logs from U.S. Timberlands' Yakima L.L.C., subsidiary.

High seas Hoo-Hoos

[1or the first time in its 1O7-year his.|-' torv. Hoo-Hoo International has held its annual convention on an ocean liner.

The lumbermen's fraternity held its gathering on the Carnival Cruise Lines' ship Elation, 880 ft. of floating fun. The cruise departed Los Angeles Oct.3, visited Puerto Vallarta, Mazatlan and Cabo San Lucas, Mexico before returning home Oct. 10.

Attendance was nearly 250, surpassing the conventions in Detroit in 1998 and Boston in 1991. Because of the success of the event, it is expected the forest products fraternity will hold another seagoing convention within the next few years. Attendees did not have to be Hoo-Hoo members to sign on for the fun.

Unbeknownst to the officers of the ship, renegade Hoo-Hoo members somehow managed to raise a huge Hoo-Hoo banner with its black cat emblem on the ship's main communications mast. For two days, amongst national flags and maritime insignia, the fraternal flag proudly flapped in the breeze (see photo, top left). The ship's officers sternly, but politely, required it to be lowered.

The new international president is Teeny Johnston; I st v.p. Archie Brown and secretary-treasurer Chris "Tuffer" Goff. Ron Garka is the immediate past president.

The 2000 convention will be held in San Antonio, Tx., Sept.9-13. Convention headquarters will be the historic Menger Hotel, where President Theodore Roosevelt founded his famed Rough Riders that fought in the Spanish-American War.
