bcfore the war and since completed, are now <lccupie<l by (/r fanrilies.
1'hc original portiorr of the housing project, built before thc rvar, contains 1,316 apartmcnt units. Thus, thc complctcrl dcvelopnrent, located on a 176-acre tract near the farnous Wilshire lloulevard "Miracle Mile" district, will lrrovi<le a total of 4,253 dwelling units capable of housing ovcr 13,000 t)ersons, 'fhere are several novel features allout the design and building methods used in the I'arklalrrea project. The design is noterv<lrthy because, in an area rvhere rnost lluildings arc built in sllrarvling horizontal m:rsses, thcse btrildings go up to a height of 13 stories, renriniscent of torvering Ncrv York aparttnent houses. This rvas done rnainly because land values in l,os Angeles have soared t<l a point u'hcre it has beconre impractical to purchase enough far'orirlrly located lan<l to :rccomnto<l:rtc thc same numlrer of al):rrtnrcnt units in lrorizontal tyl)e structures. According to the architectural representatives of Leonard Schultze and Associates in Los Angeles, cooperating orr the Parklabrea development, Douglas fir plylr,'ood was specified for all form work because the sr.r.rooth, rigicl panels create a "more monolithic looking job, u,ith far feu'cr joints to rub and grind". The above reminded me of a speech I heard long ago, falling fr.om the lips of Joseph Weldon Bailey, who was the greatest orator I ever heard. He said that the grandest title any man can ever trear on this earth "is the kingly crotvn of an American "or.r.ttt. * *
' I have revelled in that magnificent thought ever since. And now that the day has arrived when a basic struggle has begun between security and freedom-between planned and controlled economy on one side and free enterprise on the other, I begin for the first time to wonder if Bailey's incomparable title will be*permanent.
History bids us beware. Time was, you students of history will recall, when to be called a Roman citizen was the proudest title on this earth. "I am a Roman citizen" were words that for generations fell boastfully and proudly from the lips of millions. Yet the time came when to be a Roman citizen was a pathetic reproach.
a government. Could any individual, any business, any corporation, or any family elude bankruptcy if they handled their affairs as the affairs of this American goveinment are being handled today, do you think? ***
Can you deliberately throw thrift, and conservatism, and saving, and hard work, and the payment of just debts out the window, and continue to prosper indefinitely? That is the question before us this day.
with all the laws o, ,,lr,rl", lr "rrppty and demand, of sound finance being deliberately thrown out the window in our national planning; with God being replaced by government in the direction of our affairs, what is to become of us ? Since all the Americans whom I trust and rtlspect are asking this question today, it seems but proper that the rest of us should likewise consider it.
Some wag has said ,rr", ,r* .la. -" .r"ln.orr.rsing we will soon be able to fly around the world in two hours; one hour to fly, and one hour to get to the airport.
And likewise, at the rate we are traveling down the dark highway of socialism, it will not be long until we have left to us only two time-honored fundamentals; the purgative properties of castor oil, and the killing qualities of carbolic acid.
from within.
f recall hearing another eloquent American orator issue the solemn warning that "it COULD happen here." He said "the fabric of our civilization may fall crumbling to unmeaning chaos and formless dust; where oblivion broods and even memory forgets." Lincoln said the same thing, yet in his always simple words. He warned that if this nation is ever destroyed, 1,
Recently in the public press I have read the quoted words of many of the best Arrrrericans now living, saying just as seriously if less eloquently, those very things. These are not partisan political thoughts tainted by personal pessimism, but rather the opinions of good men and true who shudder at the things an?
read, and hear.
One of my most esteemed friends, an old timey dyed-inthe-wool Democrat, said to me the other day, "Did you read the President's speech on the state of the union, and also his budget speech?" I said I had read both, very carefully. He said, "If he were running a business, how would you like to orvn stock in it?" f said no, if Harry Truman ever goes in business again, the same old fate will befall him. He'll go broke. * * ,<
All practical men agree that the same fundamentals prevail in the affairs of an individual, a family, a business, or
It has been said. arr.r" I..*a*l ways to kill a cat. one is to muss him all up with a club, and the other is to convince him that a big dose of chloroform is good for his fleas. ***
And it has been repeated so often as to become an axiom of late, that there are two ways to destroy a Democracy and create a socialistic state: one is to muss it all up with open revolution, while the other is through bloodless taxation. Taxation without cessation will do it more certainly than revolution.
No rational human d.ir;.;" l"r.n .n" general aims announced by Mr. Truman in his messages to Congress. They are lofty and honorable and desirable. "All men are created equal," he said. "They are entitled to life, liberty, and the pursuit of happiness. America must be a land of opportunity for all of us. We seek to establish those material conditions of life in which without exception men may live in dignity, perform useful work, serve their communities, and worship God as they see fit." And "business must continue to have the incentives necess:rry for investment and for the development of new lines of enterprise."

Bcautifult Wondcrfull Splcndidl But how? Ah, Junior' therc comer the rub. Eithcr Mr. Truman did not tay' or he proporcd that thc govcrnmcnt do it rll. Billionr to be handed out in all directions. Governmcnt programr for incrcasing purcharing powcr, governmcnt rticking itr nore into more businege financing, government help to builderc' to education, eubsidiea and still more eubsidies, increaeed benefits for all those now receiving benefits, lomcthing for everyone, high prices for farmera, high wages for unione, comfortable peneione for millions, free medical carc for all, handoute and circuses galore. All of which means higher taxeE, higher pricee for all.
He spoke of huge ,""rJ"ri i,l ,n. national income, but did not mention tfie fact that with such increases, the price of everything the consumer buys, must go up. He did not say what butter and meat and bread and milk would cost if his generalized program should become effective. And not once in all his remarks did he nlention such things as thrift' economy, the honest repayment of debts, the merit system which made America great by giving every individual a goal to work for; things our fathers esteemed more than precious gold. These things are one hundred and sixty years behind the times, as he said once before.
The President's program leans toward socialistic philosophies, wants higher taxes, proposes to continue deficit financing, which means living on borrowed money even with the huge income of today, wants to repeal the TaftHartley law, wants to stuff a fair practices law down the throats of the Southerners ,outlines a vague future for the American people in which everybody gets something for nothing, and an all-wise and all-benevolent government takes care of it all and makes all things right. That is, it makes all things right for those who vote right.
And one wonderful ,"".;.; "1" o" doubly certain he did not m.ention (but can you doubt that he had it in mind when promising something to so many?) was the marvelous relationship between government hand-outs and those so desirable things called votes. But did you know, Junior, that in the present fiscal year federal and state checks went out to 25,700,000 individuals; and in the recent Presidential election Mr. Truman received ovet 24 million votes? Coincidence, you think?
There was once a fellow named Thomas Jefferson. He said so many wonderful things, uttered so many thoughts that should rightfully be our guiding lights and road maps in times like these, that I find myself going back to him for comfort. But I fail to see how his advice and philosophy can be much comfort to our political leaders of today. Wonder what red-headed Thomas would say about the recent Truman messages? If I have the faintest under standing of the English language, I can only conclude that if he knew what is going on in this country today, he would be doing flip-fops in his grave that would make "Whirling Jim Smith" look lazy by comparison.
You may rcmcmbcr the famour ltory of thc attractivc widow of Jim Smith, who, aftcr Jim dicd, livcd a rathcr erciting life. Beforc dying Jim had rworn that if lhc cvcr loved another man, he would turn ovcr in hir grave. Finally she also died, and gctting to heaven she arked St. Peter where she could locate her husband? St. Peter asked her if shc wae looking for the Jim Smith who had taken that oath about turning over in his grave? She admitted that she was. St. Peter taid, "\Afe have many Jim Smithr up here, but I think I know the one you are looking for. We call him 'Whirling'Jim Smith."
So I think if Tom Jefferson could have heard the rccent Truman messages, he would have become "Whirling" Thomas Jefferson. His pet philosophy was, "I place economy among the first and most important virtues, and the public debt as the greatest danger to be feared. To preserve our independence we must not let our rulers load us with perpetual debt. wE MUST MAKE OUR CHOICE BETWEEN ECONOMY AND LIBERTY, OR PROFUSION AND SERVITUDE. If we run into such debts we must be taxed in our meat and drink, in our necessities and in our comforts, in our labors and in our amusements. If WE CAN PREVENT THE GOVERNMENT FROM WASTING THE LABORS OF THE PE.OPLE UNDER PRETENSE OF CARING FOR THEM, THEY WILL BE HAPPY." So, you see' Junior, o'ld Thomas Jefrerson was 160 years behind the times, too. If a man rose in a New Deal and Fair Deal gathering today and made the speech just quoted, he would be rotten-egged and run out of the so-called Democratic :"tlt.
Let us close with a bit of recent cynicism on the difference between the old and the new that says, "The old trails where two cars could barely pass without colliding, are happily being replaced with wide highways where six or eight cars can collide t ,1" same time."
And finally with this bitter description of our present day Supreme Court: "A tribunal made up almost entirely of lawyers who will never be judges, and judges who will never be lawyers."

Simpson's \(/oodfiber Plant Featured In Seatde Times Sunday Rotogravure
Horv the Simpson I-ogging Companl' makes building materials fron.r n'ood once rvasted, u,as the featured picture in the rotog'ravure section of a recent Seattle Sunday Times.
The article, under the title "Waste \\rood Irays Off,". illustrated graphically horv Simpson, using wood u'hich is useless for its lumber, door.and plyrvood op_ erations, now manufactures a variety of Insulating board and acoustical tile products. The raw mater.ial u,as formerly left in the forests or burned in the sawmill burners.
Five full pages of pictures took Seattle Times readers through Simpson's entire woodfiber operation, from the time l'aste logs and mill scrap are brought in to be chippecl, until the finished products are shipped out from Simpson's orvn railroad siding in Shelton, Washington.
Included in the series are illustrations sl.rotving the steam digestor in rvhich chips are softened under pressure before being fed into the pulping machines. The machine rvhich actually forms the pulp into boards and the 385-foot bat-
tery of ovens in which it is dried are next shorvn. Also pictured were testing, finishing and packaging operations.
The u'oodfiber plant $,as established nearly three years ago to make full use of forest products in line u,ith Simp_ son's forest management and sustained yield
'r,vith the United States government. Woodfiber insulating board products manufactured by Simpson include, building board, decorative plank and tile, aspl.ralt impregnated sheathing, lath, acoustical tile and roof insulation.
Besides its u'oodfiber plant Simpson has sawmills and a plywood plant in Shelton, \\rashington, and a plywood and door plant at McClearv, Washington. Logging opera_ tions are located in the forest community of Grisdale, \vashington. Ilxecutive and sares offrces are at 1065 Stuart 13uilding in Seattle.

\Tholesalc Lumber Firm Starts in San Francisco
Announcement is made by Charles J. Schmitt and H. M. Scales of the formation of a partnership between them for the purpose of engaging in the wholesaling of lumber and lumber products under the name of Edgewood Lumber Company.
Offices were opened in Room 450, Monadnock Building, 681 Market Street, San Francisco 5, January 15, 1950. The telephone number is YUkon 6-5500.
The principals are well known to the lumber trade. Challes J. Schmitt, widely known plywood and lumber salesman, was until recently associated with Georgia-Pacific Plywood & Lumber Co. as Northern California sales representative. He was graduated from the University of California and started to work for the Chas. R. McCormick Lumber Co. at its St. Helens, Oregon, mill in 1928. trollowing two years in the mill and yard he was in the sales department in the San Francisco office until 1936, at which time he joined the staff of United States Plywood Corp., San Francisco as salesman. He was there until 1940. During the intervening period until March, 1946, he was in the Army, with more than three years' overseas service. He came out as Lieutenant-Colonel, and returned to work with United States Plywood Corp.
H. M. Scales has a thorough knowledge of the lumber business having been associated from early youth r,r'ith his father in the wholesale lumber business in San Francisco for many years. This concern, the Sugar Pine Lumber Co., specialized in Ponderosa and Sugar pine lumber.
"Vhere to Buy" - - New Membership Directory
A new and fully revised membership directory, entitled "Where to Buy," has just been published by the West Coast Lumbermen's Association. Detailed information is given on sawmills, remanufacturing plants, timber fabricators, a wood pipe and tank manufacturer ,and wood treating plants in the Douglas fir region of Washington, Oregon and Northern California.
Thirty-two new operations are listed in this latest January 1, 1950, edition which gives a much more exact breakdown of facilities and products manufactured by individual mills than has been possible in previous directories. Included are complete addresses of mills, sales offices and officers, production capacities, manufacturing and shipping facilities, and percentage production of each species.
The 1950 "Where to Buy" is twice the size of last year's edition. Inclusion of much new material makes it a handbook of buying information for Douglas fir, West Coast hemlock, Western red cedar and Sitka spruce. Copies may be obtained without charge by writing the West Coast Lumbermen's Association, 1410 S. W. Morrison Street. Portland 5, Oregon.

Indicative of the extremely smooth, blemish-free surface obtainecl with the plastic faced panels is the fact that the undcrside of the concrete floor slab is painted and left exposcd to form a 56ooth ceiling for the apartnrent beneath.
Form clamps rvitlt otttside spacing arrangenrents are used in all form construction. A template, ()r jig, is used to pl;rce the st)acer lock in thc correct position for rvalls of diffcrent thicknesses. After being transportetl to thc building site, the nssemblf is then l)ut ()n the form. Thc external sllacing arrangement obviates thc nee<l for ntetal or rr'<lod spreadcrs iu tlte concrete rvall form.
In or<ler to lruild the apartment structtlrcs according to thc architccts' design which called for structttres built u1r to thc height limit irrrposed by local builtling codes, an cntircly new structural engineering tcchnitluc lvas devclope<l by the structttral engineers for the project. In a<l<litiorr, the concrete floor slalls are ttsctl as ;t structtlral diaphragm t() assure ample safety in an arca rvherc earth<ltrakc strcsses nrust be considered.
Some idea of the tremendous size of thc job is given by the fact that well over 2,000 workers are employed on the job. 1,800 under the direction of the gencral'contractor and an additional 500 under the sttb-contractors.
An unusually intricate operational organizati<ln rvas instituted so that the builders, Starrett Rros. and Eken, Inc., Nerv York, could keep track of the progress of each of the several "jobs-rvithin a-job" and exercise quick control over thc large rvork area ancl its army of workers.
This was done by breaking up the job into a great number of sultcontracts. A total of 60 subcontractors will have worked on the job by the time it is completed. In additior.r, constrttction activities are broken up into frve separate rvork areas, each under the direction of an area foreman rvho is directly responsible to the general field superintendent. The superintendent has tr'r''o coordinators in the fiel<l to help him give overall supervision to the job.
The plywood forms used in pouring the 9tl"-thick walls are three stories high, rvith scaffolding built right into the forms. Panels ol 4'x8', s/"-thick plastic faced plyr,r'ood, are nailed across to 2" x 4" studs, 16" <';n center, braced by 4" x 4" wales to form the outer surface of the rvall. Exterior type fir plywood, sf" thick is used to forn-r the inside surface of the wall. Because the eighteen 13story structures have a total o{ 16,5@ lvinclo'lv openings, all forms are carefully engineered.
Five-eighths inch thick plyr,r'ood for foundations and elevator shaft rvalls is the same as that usecl for the other rvall forms.
Plastic facecl Douglas fir plyrvood is also used for forming tlre 7" thick reinforced concrete floor slabs, which act as a structural diaphragm. The 5/t" thick panels are nailed to 2"x4' joists, 24" on center, r.r'ith 4"x4'wales, 4' on center. This framing is braced with 4" x 4" T-posts, set 3' apart. The upper surface of the floor slab is hand troweled.
A tu'o-slraft stcel torver 190' high is erected at each of the t3-story structure buil<ling sites for lifting concrete and other nraterials. One of these shafts is eqtrippc<l as a skiphoist u'ith a concrete lrttckct ; a cab for lifting material is installed in the other shaft. In atlclition, each tou'er has :r lroonr for liftirrg matcrials to<t llulkv for hoisting irrside thc shaft u'ell. Cloncrete, ready for prturing, is llrotlght to cach lruilding site b-v mixer truck, lroistcd up the to\\'er u'cll to llouring level, thencc to lto;tpcrs erltrippe<l lvith doulrlc g:ttes. Ii'ronr the h<tplters the cotrcrctc is cotrvel'ed into han<l lruggvs for the actual potrrir.rg.
Thc concretc is placed in a cycle of tu'tt lx)urs: the first is frour sill to rvin<lon' hea<l of the otttsidc 'rvall, an<l from turrdersi<le of floor slatr and coltttttns to trndersi<le of slab on the interior rvall. The second pour is fror.n head to sill of s'indou'. including the floor slab, in a monolithic pour. After each llour the concrete is vibrated. As the lvork I)r()gresses, the ltlywood forrrrs are moved up in sections. Irr order to obtain maximttm serviceability, the panels are spra)'ed u'ith a paraphine oil after each ttse. Pouring is donc at as rnany as four or five buildings each day.
Trl relieve the monotony of flat surfaced concrete lvalls, :r rrrsticated joint is employed at u'indorv sill and head levels orr all stories, running continttottsly arouncl the buil<ling. 'I'his joint is formed rvith a narro\\', trapezoidalshalred rvood moulcling, measuring fu"x%"xfo,", nailed to the inside c,f the plywood forming sttrface. In addition, the first tlro stories l.rave another three horizontal rusticated joint-lines evenly spaced betrveen those at r'l'indow sill and head levels.
The exposetl architectural concrete sttrfaces on finished brrilclings are given trvo coats of cement n'ater paint.
Altogether, the total form area of the eighteen 13-story brrildings is 8,756,694 sqtlare feet, rvhile the total square footage of form area for the seven 2-story garage buildings totals 911,682. Each of the 13-story buildings contains 20,000 tons of concrete and ah.nost 1,000 tons of re-inforcing steel ; garage buildings contain 31,768 cubic yards of concrete and 1,750 tons of reinforcing steel.

Science And Philosophy
By Will Durant
"Science tells ue how to hcal and how to kill; it reduces the death rate in retail, and then kille us wholesale in war. But only wisdom can tell ue when to heal, and when to kill. To obeerve processes and to construct means, is science; to criticize and coordinate ends, is philosophy; and because in these days our means and instruments have multiplied beyond our interpretation and synthesis of ideals and ends, our life is full of sound and fury, signifying nothing. Science without philosophy, facts without perspective and valuation, cannot save us from havoc and despair. Science gives us knowledge; but only philosophy can give us wisdom."
He Knew
Jenkins had discovered a delightful but inexpensive mountain retreat, and suggested they go there for their summer vacation, but his wife was strong for a swanky seaside resort where she could show off her best clothes, and mix with the elite. So they argued.
"The mountains! The mountains!" said she. "!l/ho started this silly fad about going to the mountains, anyway?"
"Mohammed," said her husband.
Ideal
Oh, would that some Burbank

"Are you familiar with road maps?" asked the employer. "Yes sir," said the chauffeur.
The car owner handed him a road map that looked well rumpled.
"Let me see you fold it," he said, triumphantly.
Revenge
The sweet young thing stepped into the phone booth while several people waited for their turn, and looked at her anxiously.
"Don't fret," she said. "I'll be right out. I just want to hang up on that smarty."
In The Blood

"There are many croakers this summer upon the edges of lakes and creeks. There they sit croaking and croaking, but they are only frogs after all. And so it is along life's shore, but the croaking men, are only frogs of men."
The Chcnge
"I've got a shiny new car," said Jones, "so now I don't have to walk to the bank to make my deposits."
Said Smith: "You mean you drive down now?"
Said Jones: "No, I mean I don't make any."
Dirty Reply

Two colored boys were lying to each other as they lunched under the shade of a tree. One of them told about passing through the cemetery the night before, and being chased by a ghost.
"What wuz de ghos' doin' when you seed him last?" asked the other.
"Fallin' behind !" said the first; "fallin' behind-rapid !"

Cartoon Filmstrip Stresses Forest Fire Prevention
Washington, D.C.-Keep your eye on a cartoon film character named "Woody." As the featured player in American Forest Products Industries' newest filmstrip, ,,Keep America Green," he appears headed for certain starclom in the field of forest fire prevention.
Through 48 frames of a four-color, 35 mm. filmstrip, Woody does a convincing, if sometimes puckish, job of telling the American people why and how forest fires shoulcl be prevented.
Woody introduces his subject by pointing out that a forest fire starts somewhere in the United States every three minutes. "In an average year," he continues, "these fires burn an area as large as Indiana. They destroy enough sawtimber to build 86,000 houses and enough potential paper to print all United States newspapers."
Copies of a 48-page, shirt-pocket-size booklet keyed for use with the filmstrip are now being distributed on a national basis to state foresters, Keep Green chairmen, private foresters, wood-using industry leaders and other interested persons. These booklets, all done in two colors, cartoon style, are available free of charge. Requests for copies of the booklet or filmstrip should be addressed to American Forest products Industries, Inc., l3l9 Eighteenth Street, N. W., Washington 6, D. C.

More Housing Being Built Outside Cities
'f rvice as nruch housing is now bcing built otttside city linrits as in the rrritl-20's, the Housing and Horr.re Finance Agency relx)rts. ln 1948-49, rttrltl nonfarn.r housing accottnted for allgrrt -l-l percent of the uerv resitlentilrl starts its cgttlllared with less than 20 percent in 1925.
This increasetl construction in areas on the fringes of cities, bc1,1v1.1 the city lirnits, is attributecl principally to ( 1 ) scarcity of acccptable in-town sites for large develolltlents, (2) the fact that outlying sites are cheaper and easier developecl, and (3) the fact that r.notor vehicles have increasetl the clistance that can be traveled to ancl fronl work.
