How Lumber Looks

Structural Designs in Heavy Demand

There is no change in the strike situation at the Redr,vood mills in Humboldt and Mendocino connties as we go to press. The mills have been down since January 14. The demands of the union include a22l cent per hour rvage increase and a full union shop for all employes. On January 11, the operators offered a 15 cent an hour wage increase but it n'as turned down by the union. In all the recent strikes that affected the Western lumber industry, settlement was made on the basis of from l2l to 15 cents per hour vi'age increase, and the union shop was not an issue.

Washington, D. C., April l.-Despite the much talked oi government construction limitation order, many favorable signs of good business for light and heavy timber structures this year are shown in request coming to the Timber Engineering Company for typical designs.

Lumber Dealers Chargc OPA With Responsibility For Housing Shortage Washington, D. Printing was discovered in 1441. It might be truly said that the world really began to live with the coming of printitrg. Up to that time the past was a vast cemetery with scarcely an epitaph. The ideas that human brains had generated had mostly perished in the minds that produced them. The lips of the human race had been open, but their recordings had been sealed and lost. Printing came, and gave recordings and pinions to human thought.

It preserved ideas. It registered words. It became possible for the first time for a man to bequeath to the future the riches of his brain and the wealth of his soul. When people began to read, they began to reason. And when reasoning began, progress commenced. An entirely new world was ushered in by printing. Things printed can never be stopped. They are like babies new-born. Their souls go on forever'

An excellent illustration is Lincoln's Gettysburg Address.

It is universally acclaimed today to be one of the greatest utterances that ever fell from the lips of a man. Yet, we are told, when he delivered it, it made little impression.

The exalting inspiration that comes to you even today as you read over those eternal words in cold print, was lacking to the minds of that crowd that heard Lineoln deliver it. There was no thrilled audience that listened enthralled, knowing that what they were hearing would become immortal. They were not deeply moved, so we are told. One of the all-time masterpieces of human thought and utterance had touched their ears and their senses-but they

knew it not. It was only after the words had been printed and distributed that their immeasurable grandeur soared toward the sky, and the glory shone through. Had it never been printed, it v.rould have died a-borning, would that miracle of word and thought. It took printing to give it to the world-and keep it there forever.

Which thought prol"ur| ;";." a bit of history. The first printing press set up in America was the Cambridge Press, established at Cambridge in 1639. The first work produced on this press was the "Freeman's Oath," and the

first entire book printed on it in English was the "Bay Psalm Book." This famous press still exists, and was used for the design of the three cent stamp printed in 1939 commemorating the three-hundredth anniversary of printing in America. The first American newspaper was the "New England Courant" established by James Franklin, halfbrother of the younger Ben Franklin. I do not believe that even these five great and honorable and wise and inspired men possessed the ability to properly manage the job that these ordinary men in our bureaus now assume with so much assurance, to administer. There never were any men with that much ability. Is it any wonder, then, that our bureaucrats are making such a mess as even Hercules, himself, could never have cleaned up?

* >r< * Most of our entire population is living in violation of the price ceilings. Millions of people do so without even knowing it. Other millions deliberately seek to find a way around the rules. Some of them seek legal means for doing so, and countless ways of getting around the price ceilings have been found. An arrny of lawyers search the rules for legal loopholes they can recommend. We hear of them every day. And on top of all that there are now millions upon millions of people who are deliberately in the black market business. To recite the ways and means employed for beating the price ceilings would require volumes. But the result'is that the black market has grabbed the commercial ball and run with it, and to doubt it is to convict yourself of alarming ignorance. And, so far as I can disiover, there is nothing that can be done about it under present OPA philosophy. It seems all too evident that OPA would rather see a huge quantity of lumber sold in the black market at fifty to one hundred per cent above their ceiling prices, than try to arrange prices that would kill the black market. So far as I can see. the black market is strictly an OPA product; they not only created it, but they preserve and protect it.

Yet it looks like only death can dislodge them. For the past three months thinking and practical men from every part of the nation and in all lines of business have been trooping to Washington seeking relief from the only possible relief agency-the Congress-and never in American history has so broad, wide, and deep an indictment been drawn of governmental things. "Get rid of the bureaus before they get rid of us" is the slogan of business the country over. Yet the battle seems still in the hands of the entrenched bureaucrats. Never in history have the things been said about a government agency that have been said about OPA. Industry comes with facts and figures to show that OPA kills production, creates and supports the black markets, and in a thousand different ways prevents reconversion to ways of peace. But as this is written it is an odds-on bet that OPA will be continued, and the cry-"How long, Oh Lord, how tonSl*'7u;t still go on.

A would-be buyer called on a mill, according to one story, and found the mill sold out for several months ahead. The mill man pointed to a discarded piece of rusty machinery lying back of the mill. "I sold that to the same man that bought my lumber. Gave me eight thousand dollars for it' flasn't given me shipping instructions on it yet." And he grinned. And so it goes. We hear of mills going into the retail business and retailers going into the mill business. \ille hear everything, all the tricks reported being methods of selling and buying lumber above ceiling prices. I have heard and read that the same thing applies to nearly every other industry. Everyone is figuring how to get goods regardless of price.

The agency said the increase, announced previously, was granted to stimulate production for the housing program.

It added that, pending completion of a cost study of 1945 retail margins, the increases will be passed on to consumers.

With certain exceptions, mill increases of $4.50 per 1,000 feet were granted for all lumber of the following species sold under Western Pine Association grading rules: Ponderosa pine, Idaho white pine, sugar pine, inland larch, Douglas fir and hemlock; white fir; Englemann spruce and lodgepole pine; inland red cedar and incense cedar.

I am certain we are riding, nationally speaking, the whole bunch of us, to a hard fall. The headline announcement that reconversion is now over and everything is hunky is too silly for words. Wages go up continually. Anyone who tells you that wages can go up without costs and prices going up, is imposing on your intelligence. Every time you read of a wage boost NOT ACCOMPANIED BY A PRODUCTION INCREASE EQUAL TO THE WAGE INCREASE, you can make a mental note that a stride has been taken towards inflation. You can't raise the level of the water in a tub on one side without raising it on the other side, too. We are climbing the ladder to dangerous inflation, and the OPA regulations furnish the ladder. Some of these days if we do not immediately get tremendously increased production of everything, this financial balloon.will hold no more gas, and what an explosion there could be, my brother ! Old Man Infation will walk in the door unannounced, and then we will really know what hell is.

We must have greatly increased production of all our real needs. and that soon. The well advertised notion that increasing wages increases purchasing power, is an economic fallacy that leads to destruction. There is no governor nor escape-valve on a financial balloon. Remember that. When the pressure gets too high-blooey ! And listen, brother! YOU WON'T LIKE INFLATION !

The exceptions are:

Lath-Four-foot lath in all species, raised $2 per 1,000 pieces ;32-inch lath in all species, $1.30 per thousand pieces.

Battens-Battens in all species have been granted increase of 50 cents per 1,000 lineal feet.

Beveled Siding-OPA said all species rvith the exception of inland red cedar may be figured at appropriate "selects" prices with the addition of $5 per 1,000 board feet (for remanufacturing) divided by two for reduction to surface measure. The agency said inland red cedar is priced at the same as Englemann spruce.

Standard Dimension-selling price increases of $5.50 per 1,000 board feet have been granted for inland larch, Douglas fir, hemlock, rvhite fir, Englemann spruce and l<ldgepole pine,

The exhibit of the United States Gypsum Company at the National Association of Home Builders Exposition, in Chicago, dealt with the fundamentals of improved construction for homes in the postwar period. The theme of the exhibit was "Modern Protection." The major point o{ this promotion is that regardless of the design of a home it cannot be considered modern unless it has adequate protection against fire, vapor, heat and cold, and noise.

The large 31'by 1,1' exhibit space was divided into three lines of interest : the four protections, u'all and ceiling assemblies, and new products.

Four glass-enclosed columns 8' high, 24" square, and spaced about 5' apart featured protection against fire, vapor, heat-cold, and noise, in action displays that shorved U. S. Gypsum products restricting these elements. The second line of interest in the exhibit was devoted to 19 rvall,

partition, intermediate and top floor ceiling assemblies which provide modern protection in varying degrees against fire, vapor, heat-cold, and noise. The third line of inter'

FHA rVlil Accept Priority Applications Involving Remodeling for Veterans Pending issuance of new procedures under the revised Priority Regulation 33, the Federal Housing Administration is now authorized to accept and process priority applications involving remodeling existing structures to provide additional room or rooms, or to obtain bathtubs where the subject additions (or bathtubs) are for veteran of World War II occupancy, it was announced by John E. McGovern, director, Southern California District, Federal Housing Administration.

Heretofore, unless the additions developed a complete living unit, the FHA was not authorized to accept and process priority applications whether or not the applicant were a veteran <.,f World War II. Applications involving this type of remodeling for nonveteran occupancy will not come within this new ruling.

Procedures for non-veteran occupanly applications have not been received as yet, but it is expected that there will be some clarification of the "hardship" program in the very near future, Mr. I\fcGovern said.

Applications under this new procedure are to be made on CPA Form 4386 and treated as a conversion. Dimension floor plan and the amount of rent which may be required by the applicant for the new addition should also be stated on the application rvhether or not the space is to be rented at this time, Mr. McGovern concluded.

Railroads Planning Extensive Repairs And Maintenance \(/ork Washington, D. C., April l.-Railroads can be expected to be calling for heavy shipments of lumber and timber as the year progresses for both maintenance and repair, as well as new construction, according to Robert L. Fletcher, Timber Engineering Company, railroad engineer, who has just completed a series of calls on leading roads in the south, east and midwest.

It appeats, according to Mr. Fletcher, that the northtern roads are not planning as extensive new construction or repair work as the southern roads. The midwest roads have rather extensive programs under way.

To encourage the widest possible use of timber construction, the Timber Engineering Company has distributed throughout the country a ZA-page illustrated railway book entitled "Teco Connectors for Timber Construction in Railroad Service." Copies of the booklet are available free to lumber salesmen interested in promoting railway sales.

Correction An item on the "Personal NewS" page of the April 1 issue stated the F. P. Drerv Lumber Co., at Mesa, u'as the oldest lumber yard in Arizona.

H. S. Corbett, of the J. Knox Corbett Lumber Co., advises that he does not like to get in an argument with his good friend, Cecil Drerv, but his company was established in 1890 and has been in business in Tucson ever since. "Do not know if we are the oldest in Arizona," says Mr. Corbett, "but we are older than the Drerv Lumber Co."

Lumber Producers Protest OPA Increases Washington, April l8-Little, if any, additional lumber for veterans' housing will be made available by the price increase announced by the OPA for Western pine lumber, rvestern lumbermen asserted here.

"OPA is only fooling the veterans and the public rvhen

it brags that its generous price increase will spur production of Western pine lumber," said Henry C. McQuatters of Flagstaff, Ariz., representing the Western pine lumber producers.

Mr. McQuatters pointed out that, including Friday's announced increase, Western pine lumber has had a total price rise of only 21.8% since Pearl Harbor. In the same period, he stated, the three major cost factors have increased as follows: Raw material (standing timber), as much as 1N%; lvages, 61.6%; and equipment, at least 30%.

Western pine producers were granted an increase averaging $4.6O a thousand feet Friday. They ask for at least o'not $3.4O more, Mr. McQuatters said, which represents nearly as much as \ve are entitled to in order to restore our pre-war cost-price ratios, but only the minimum required to bring out enough Western pine lumber to meet the objectives announced for us by the Government housing program."

Southern Hardwood Lumber Prices Raised Washington, April S.--OPA approved a general price increase for hardwood lumber produced in the southern region, averaging $3.35 a thousand board feet' The increase is effective at once and applies at the mill level.

OPA officials said the higher ceiling prices will be passed on to consumers pending completion of a review of the abilit1'of distributors to absorb the increases.

Today's action increases bv B%% the ceilings for most grades and thicknesses on such items as oak. poplar, gum, beech, cypress, cottonwood and other hardwood species and dunnage lumber. Such items as timbers, dimension and construction boards got no increases since OPA considers their ceilings sufficiently high.

A 7% increase in southern hardrvood lumber ceilings was granted Feb. 9.

Areas covered by the price action include all of Texas, Oklahoma, Arkansas, Louisiana, Mississippi, Alabama and Florida, and parts of Tennessee, Georgia, North and South Carolina and Virginia.

Interprets New Controls On Construction iWashington, April Z.-The Civilian Production Administration today set forth these interpretations of its new controls on construction which went into effect last week: Question-Horn' long will the construction control order remain in effect ?

Answer-C.P.A. hopes the production of building materials will so increase that the order may be either relaxed or lifted by the end of the year. However, while building matrials remain as short as they are now, restriction on use

is necessary.

Q.-What are the district construction committees?

A.-Review committees of representative citizens appointed by the Civilian Production Administration to advise the C.P.A. district manager on the essentiality and nondeferrability of proposed construction activities in their areas.

Community Facilities

A.-In the case of new construction: Concrete footings, steel girders, foundation brick work, when actually put in place on the site. In the case of repair work: Installation of new flooring or partitions or the like.

Q.-Does beginning work (putting in footings, etc.,) on one building which is part of a plan for the expansion of a plant, or the constructing of a group of structures for a race track, exempt the other proposed buildings from the order ?

A.-No, it does not. Application must be made for authorization for each separate building. g.-If a buildi:r has done his preparatory rvork such as preparing blueprints, obtaining materials and building permit, digging the excavation, but has not gotten his footings poured or girders, etc., in place, may he go ahead?

A.-Not unless the entire cost of the building comes rvithin the small job exemptions.

Q.---Can facilities be built for neu, commttnities-things like sewers, roads, schools, churches, drugstores, grocery tores ?

A.-Sewer and road building is noc affected by the order.

On buildings necessary for community life, the district constru.ction committee which knows the needs of the nerv community can be expected to act in accordance with that need.

Q.-What about applications for factorv construction, such as for a brick plant?

A.-If the product has been determined by C.P.A. to be critically short nationally, the application ordinarily rvould be approved.

Q.-What is the situation on jobs r'r'hich have started?

A.-If the job got under way before March 26 (date of the order) to the extent that materials which are to be an integral part of the structure had been incorporated in it on the site and work was being carried on and work is carried on normally after that date, authorization under the order is not needed for that structure-the order does not apply to it.

A.-If a job is being done on the entire building, such as replacing the hall flooring, authorization must be obtained if the total cost runs over $1000. But if several individual ofifices in the building are being renovated when they become vacant each renovation would be considered a separate job and would be exempt if below $1000.

Dams and Powerhouses O.-What about dams and powerhouses?

A.-Dams are not afiected by the order. Authorization must be obtained for construction on powerhouses beyond the exemption of $15,000.

Q.-Will Federal construction be exempt from the order ?

A.-No. Federal construction will be reviewed by arr inter-agency committee to see ii it is essential and nondeferrable.

Home-Building Loans Restored The Fecleral Housing Administration has announced a move to stirnulate home construction by private builders in the lorl'est cost bracket. 'l'he nen, program is designed to furnish homes for veterans at a cost of as little as $25 a month, including principal ancl interest charges as well as taxes, insurance, and special assessments, FHA Commissioner Raymond M. Foley said.

In brief, the plan reestablishes a type of loan insurance u'hich proved effective in prervar years, especially in rural areas, small towns. and urban and suburban centers where neighborhood houses are in the $3,000 to $3,500 price range.

NIr. Foley stated that this type oi home-ownership plan is being revived because of the interest currently expressed by private builders and lenders in its utilization in the current Veterans Emergency Housing Program. It is believed considerable construction of this tvpe can be accomplished irr lorv-cost site areas.

"We are reinstating the so-called Title I Class 3 small home program that was so successful in the prewar years," N'[r. Foley said. This adds another proven weapon to our attack on the housing problem. It is the desire of the FHA to encourage home ownership on a sound and economical basis."

The FHA inaugurated Class 3 loans experimentally for a short period in 1938. They were reinstated in 1940 and were , continued until 1942 when the war housing program under the ner,r' Title VI became fully operative. Approximately 40,000 Class 3 loans in the amount of 9100,000,000 were insured, all for fit.rancing small homes in the lowest price ranges. The record of loss on such loans has been among the lorvest of any type of financing insured by FHA. Class 3 homes conform with established FHA minimum property recluirements, and local FHA ofifices examine the sites, the proposed improvements, and the relationship be_ tlveen the properties and their environment. Meets in \(/ashington Washington, D. C., April l.-The Committee on Hardu'ood Research of the National Lumber Manufacturers Association met in Washington, D. C., March 18 and 19.

During the first day the group visited the Timber Engineering Company's research laboratory in Nortl-reast Washington to see the new developments that had taken place since the last September meeting of the committee.

Three outstanding developments were reported. A wallboard from wood waste material rvas exhibited. It is believed that this board can be produced and sold competitively lvith any board now on the market. dI particular interest were the results of the hardr,vood pulping pilot plant. The subscribers sarv the pulp which had been produced from their sawmill waste material by the Teco developed non-pressure,.low temperature pulping process. Real satisfaction for the process was expressed.

Market research for the product will be the next and final research phase of the process. This will be completed as soon as possible so that the stage will be set for full scale plant operations.

Methods of bonding auminum to wood by a cold press method was described and illustrated. This art is an important step in the development of cigarette-scorchproof furniture tops.

The second day the committee met in the NLMA conference room in executive session to consider budget matters and to establish various policies concerning future work to be conducted.

Omar Hilton of the Rradley Lumber Company, Warren, Arkansas, was elected chairman of the committee to succeed C. Arthur Bruce, who asked to be relieved because of his duties as NLMA president. Western Softwood Shingles Given Increased Ceilings for Sales at Mill Level

effective March 20, 1946, has been granted by the Office of Price Administration.

A square is the measure of shingles required to cover 100 square feet at standard exposure.

The action increases the ceiling prices of No. 1 grade of rvestern softwood shingles, 16 inches in length, the most popular sized shingle on the market, to $5 per square.

Consumer will pay the higher prices as several previous absorptions of increases by the mills have generally reduced distributors' margins to their operating expense rates.

The increase \\ras granted to compensate mills for an increase of $4 per 1,000 board feet in the price of shingle grade logs.

Opens Yard in Stockton Don Blair has opened a new retail lumber and building material yard at 2001 East Fremont Street, Stockton, and u'ill be knon'n as the Don Blair Lumber Companv.

Mr. Blair is an experienced lumberman, having been for some time a partner u'ith Oliver D. Ruse in the Ruse-Blair Lumber Co.. Stockton. He sold out his interest in that yard barly this year.

Los Angeles Building Hits New. High Los Angeles building for March broke all records for any month in the city's history, it rvas announced by G. E.

Nforris, building superintendent, u,'ho reported 5675 pe:. mits issued rvith a valuation of $30,339,308.

The best previous record was in August, 1923, when permits isstred represented a valuation ol $22,249,262. In March of 1945 the permit represented but $2,757,@1.

More than half the March permits were for residential construction, according to Mr. Morris.

U. S. Opens Drive To End Lumber Blcck Mcrket Washington, April 5.-Attorney General Clark and Pricc Administrator Porter launched an intensified drive today to end the black market in lumber.

Special OPA agents, operating u'ith regular OPA lurnber investigators, will refer evidence of price violations to Federal district attorneys for prosecution.

Clark said "complaints indicate that lumber black market conditions are threatening to hamstrir.rg the veterans' housing program and rve are eager to take necessary steps. All district attorneys have been directed to summon violators before a grand ju.y."

Timber Testing at Forest Products Lcrborctory Washington, D. C., April 1.-T. R. C. Wilson and S. D. Freas of the Division of Timber Mechanics, U. S. Forest Products Laboratory, recentlv conferred rvith R. G. Kimbell, Timber Engineering Company cl-rief engineer, and other Teco and National Lumber Manufacturers Association staff members on reinstituting the Teco timber testing program at the laboratory. Plans rvere made for an imm.ediate start on preliminary work with actual testing to go ahead this summer.

Cut Export ol Lumber

Lumber export quotas for the second quarter were reduced 2O/o belo*, the first three months of 1946. The ac-

tion was taken by the Civilian Production Administration because of the pressing need for the new houses in this country. The CPA said that with 4O/o of the domestic Iumber output earmarked {or veterans' housing, the new export quota is abofi 3/o of the lumber remaining for all other purposes.
