Assets to Ashes, Dollors to Dust The RFC by Gongress Is 'Busl'
At midnight June 30, the Reconstruction Finance Corp., the once-powerful government lending agency, became a part of the Treasury department by Congressoinal order. The fallen giant is not dead, but dying, and will spend its last hours cleaning up its obligations after 22 years of often stormy controversv.
It might take several years and there is always the possibility, as long as the RFC remains a corporate body, o{ a reprieve in the form of a wartime emerge'ncy, but it seems more likely that government lending to business will be handled by the Small Business Administration, which was set up as the RFC's successor last year. The SBA has a loan limit of $150,000, as compared to one loan of $111 million which the RFC once granted to Kaiser Steel Co.
The RFC came into being in the last days of the Hoover administration. At its height in World War II, it had 11 subsidiaries. As a lending agency, it dispensed $12.3 billion and, by its o\rrn accounting, claims a $540 million "profit." In the business the RFC takes along to Treasury Secretary Humphrey might be loans and odds and ends of from $261 million to $537 million.
The Treasury also inherits some businesses over u'hich it rvill have to watch until they are sold to private industry. Other agencies rvhich 'ivill get RFC "bequests" include the Federal National N[ortgage Association, which u'i1l get $64 million of home mortgages partially guaranteed by the VA, and the Housing and Flome Finance Agency, rvhich u'ill get $42 million of apartment project mortgages.
