Publisher’s Letter The California Asphalt Pavement Association turned 70 this year (on Nov. 9, to be exact). It’s worth noting that our organization is older than the National Asphalt Pavement Association (founded in 1955), the State Asphalt Pavement Associations (which first started meeting formally in 1965) and even predates one of the most important dates in our industry’s history: June 29, 1956. That’s when President Dwight D. Eisenhower signed legislation funding the U.S. Interstate Highway System that now bears his name. Over the decades, sharing of knowledge has always been central to our mission. CalAPA members see this concept on display in many different forms, such as our weekly eNewsletter, this bimonthly magazine, exclusive “Member Alerts,” our annual Market Forecast, Asphalt Pavement Conferences, webinars, technical meetings and more. But beyond sharing existing knowledge and best practices, I’m particularly pleased about our work helping to create new knowledge. Working closely with our partners in academia is an important contributor to achieving this goal. The University of California Pavement Research Center, housed on the campus of the University of California Davis, is constantly churning out cutting-edge research that we have spotlighted many times. That research also informs our discussions with owners about specifications, test methods and construction standards. Partnering with CalAPA members, the UCPRC has placed test sections of asphalt at its facility, which has two hulking Heavy Vehicle Simulators that replicate decades of traffic loads on pavement sections to gauge long-term performance. Important work on the award-winning Long-life (Perpetual) Asphalt Pavement design strategy now in widespread use at Caltrans was born at the UCPRC. UCPRC research has also informed the work of Caltrans as they develop changes in specifications and policy guidance about infrastructure, with Life Cycle Cost Analysis, Environmental Product Declarations, pavement constructability, smoothness, Reclaimed Asphalt Pavements (RAP), Rubberized Hot Mix Asphalt, and Mechanistic-Empirical design tools to name just a few. We have also invested in the next generation of engineering talent. CalAPA has sponsored free attendance at CalAPA conferences to select college students, and also sponsored graduate students into the “Road Scholar” fellowship of the International Road Federation. Yuan He (2014), Shawn Hung (2015), Stefan Louw (2016) and Yanlong Ciang (2017) represented UCD in the program, and CalAPA sponsored their travel to Washington, D.C. for Transportation Research Board meetings. Sometimes mentorship opportunities come in unexpected ways. Back in 2015 I was invited by Harsev Singh, the American Society for Civil Engineering UCD chapter president, to speak at a meeting on campus. There I met Hamza Shallwani, a promising undergraduate student in engineering. Shortly afterward, Hamza was working as an intern at CalAPA. I’m pleased to say upon his graduation he was hired on by Webcor and became a successful project manager. This issue spotlights another impressive collaboration, the work of the City & County Pavement Improvement Center that we are proud to support. One can only imagine what wonders the next 70 years will bring, but I know that our industry-academia partnerships will help us help shape that future for the benefit of all.

City-County Pavement Improvement Center expands offerings By Russell W. Snyder

he City and County Pavement Improvement Center (CCPIC) was officially chartered on Sept. 28, 2018, but the idea of a resource for local agencies had been germinating for years. Spearheaded by Dr. John Harvey of the University of California Pavement Research Center (UCPRC), the CCPIC was envisioned as a clearinghouse for practical information and education on best practices for local public works agencies seeking to protect and enhance one of their most valuable assets – pavements. The CCPIC is organizationally sponsored by the League of California Cities, the County Engineers Association of California and the California State Association of Counties. It is funded by Senate Bill 1 funds managed by the University of California Institute of Transportation (Davis and Berkeley annual operating funds, and one-time startup assistance from Los Angeles and Irvine) and SB1 funds managed by the Mineta Transportation Institute at San Jose State University for the California State University Transportation Consortium. CalAPA, while not a formal partner, has been an informal adviser to the effort, and has provided educational resources and a forum to promote the CCPIC, in keeping with CalAPA’s longstanding mission to be a credible technical resource to local agencies that maintain vast pavement assets. The CCPIC mission states that it “works with local governments to increase pavement technical capability through timely, relevant 8

and practical support, training, outreach and research.” The CCPIC vision states, “Making local government-managed pavement last longer, cost less, and be more sustainable.” Founding partners of the CCPIC are UC, Davis, UC Berkeley, CSU Chico, CSU Long Beach, California Polytechnic State University San Luis Obispo, and the Mineta Transportation Institute. Now five years on, the CCPIC has a number of successes under its belt, and is charting a path forward to be an even more important resource to local agencies. And that constituency is massive. The nation-state of California has 58 counties and 482 incorporated cities and towns, which collectively manage about 85% of California’s roadway lanemiles that carry approximately 45% of all vehicle traffic in the state. That adds up to 144,530 centerline miles of local streets and roads, valued at more than $253 billion. The need to protect these assets is equally massive. According to the most recent Pavement Needs Assessment Report published

in 2023, the average pavement condition index for streets and roads statewide is 65, which is similar to 2020 and still considered in the “at risk” category. The Pavement Condition Index (PCI), which is a numeric value on a scale of 1 to 100, is a key indicator of the health of pavements and helps drive decision-making and investments on the part of local public works directors on what strategies make the most sense and at what time to keep the roadways in safe condition. A PCI of 100, for example, indicates a newly paved road, whereby a PCI of 60 indicates the condition where pavements deteriorate rapidly and could require major reconstruction. Below 25 and routine maintenance options are off the table – the pavement is failing and must be reconstructed. The numbers can vary widely around the state, the annual Pavement Needs Assessment Report notes. Affluent and urbanized Orange County, for example, had an average countywide PCI of 79, while rural Tuolumne County had an average PCI of 24.

The report indicates that the current level of annual funding for local routes, about $3.3 billion, will cause the current statewide PCI of 65 to slip slightly to 63, firmly in the “at risk” category. An annual funding level of $8.54 billion would be required to put the roads on a path to achieving the desired PCI of 87, which is considered “excellent.” The influential report is sponsored by the League of California Cities, the California State Association of Counties, the County Engineers Association of California, the Rural Counties Task Force and the Regional Transportation Planning Agencies. Helping local agency personnel make good decisions with regard to protecting and enhancing these assets is the central theme of the CCPIC. And a vital component of that is professional education. The CCPIC held 32 classes since 2018, attended by more than 1,354 people, with class titles as varied as “Pavement Life Cycle Cost Analysis: The Basics,” “Introduction to Pavement Engineering and Management,” and “Pavement Management Systems and Preservation Strategies.” Other classes held in 2023 included “Pavement Construction Specifications and Quality Assurance,” “Pavement Sustainability” and “Asphalt Concrete Materials & Mix Design.”

The latter class, held Feb. 27-March 3, was developed and taught for the CCPIC by Brandon Milar, P.E., Director of Technical Services for CalAPA, and was attended by 20 local agency personnel. Other classes in the pipeline for 2024, in addition to repeats of some of the classes above, include “Fundamentals of Inspection Practice,” “Pavement Construction Specifications and Quality Assurance,” “Asphalt Pavement Preservation Treatments, Materials, Construction and Quality Assurance,” and “Construction Inspection of Asphalt-Rubber Pavement Materials.” “I really feel like we are hitting our stride now in the number of classes we are putting on, and what is coming in the near future,” said Laura Melendy, director of the continuing education program at UC Berkeley's Institute of Transportation Studies, the CCPIC partner developing and operating the educational program for CCPIC. She noted that Caltrans is also supporting the effort by subsidizing the class registration fees through the department’s Local Technical Assistance Program (LTAP). The CCPIC is another legacy of Senate Bill 1, the Road Repair & Accountability Act of 2017 that increased pump prices to fund an array of programs to improve the state’s transportation network. Education, and ensuring that all SB1 dollars are used efficiently, was a centerpiece of SB1, which was

authored by state Sen. Jim Beall, D-San Jose. Jay Johnson, the CCPIC Program Manager for training, is very excited about the upcoming rollout of self-paced on-line learning modules that will be offered through the CCPIC, leveraging technology to make the learning more accessible than ever. Evaluations of the CCPIC offerings so far have been excellent, Johnson noted. “The pavement classes are the easiest to run,” Johnson says. “They are very successful. Participants are very talkative and get their questions answered. We are offering more classes than we originally thought would be needed.” Much like CalAPA, the CCPIC has also identified the need for certification that indicates completion of a program of professional training. In the case of CalAPA, that is in the form of the “Quality Paving Certificate” aimed at licensed asphalt paving contractors. To achieve the CalAPA certification, applicants must perform a self-assessment, complete continuing education requirements and pass a multiplechoice exam. Applicants also undergo a review to ensure their license has not been subject of a complaint before the Contractors State License Board that has resulted in the issuance of an administrative citation. The CCPIC is building out its own certificate program for Pavement Engineering & Management 9

targeted for agency personnel, which includes core classes about pavement engineering and sustainability, construction and finance, materials and construction, and design. Another certificate, Pavement Construction Inspection, is also being developed with classes heavy on inspection techniques and best practices, plus various electives, such as “In-Place Recycling,” “Roadway Construction Phasing, Scheduling and Traffic Control,” “Construction Inspection of Asphalt-Rubber Pavement Materials,” “Construction Inspection of Traffic Signals” and “Excavation and Trenching Safety.” The Pavement Construction Inspection certificate program was developed starting three years ago when the CCPIC Governance Board, composed of six county and six city pavement officials, noted that they needed to rebuild their construction inspection workforce as SB1 funding was beginning to expand their maintenance and rehabilitation work that they could do. Leveraging the latest technology available for on-line learning, both certificate programs are built around web-based training, including live classes and new 10

technology for self-paced webbased learning. Two of the Pavement Construction Inspection still are taught live in person. The CCPIC also continues to update and distribute technical guidance and tools of interest to local agencies. One of the signature features of the CCPIC website shortly after its creation was serving as a repository for a model asphalt pavement specification created for use by local agencies. More than 10 years in development, the model specification, known as HMA-LG (the LG stands for Local Government) was unveiled Oct. 13, 2021 at the CalAPA Fall Asphalt Pavement Conference in Sacramento. As reported in this magazine back in 2021, the idea for the specification grew out of a collaborative effort between the asphalt industry and the California Department of Transportation (Caltrans), and ultimately involved local agency representatives and academia. After countless revisions and refinements, the CCPIC agreed to complete the development of the specification, with CCPIC engineer Erik Updyke (retired from the County of Los Angeles) and John Harvey working with Brandon

Milar from CalAPA and Dr. Frank Farshidi from the City of San Jose. The specification is published it on the CCPIC website to facilitate the widespread use of the specification by local agencies. Raising awareness among local agencies about the HMA-LG specification is ongoing. The HMA-LG specification is flexible, featuring criteria based on three different levels of traffic loading so that agencies can select the one that is most appropriate for the pavement to be built or rehabilitated. It is available in Microsoft Word format so local agencies can customize it as needed. The origin of the specification was in the old Rock Products Committee, a Caltrans-industry forum that later morphed into what is now known as the Pavement & Materials Partnering Committee (PMPC). Although Caltrans engineers were heavily involved in the early iterations of the specification, Caltrans elected not to post the specification on their website to avoid confusion with the regular Section 39 asphalt specifications that are the standard for projects on the higher-traffic state highway system. endorsed the hosting of the specification at the UCPRCCCPIC site, which also hosts other resources for local agencies. The CCPIC is currently updating existing technical guidance on Life Cycle Costing of Pavement Preservation and Rehab Treatments, with the LCCA modeling completed by UC Davis and CSU Long Beach, using data from the County of Los Angeles and the Cities of San Jose and Berkeley, and a soon-to-bepublished California MechanisticEmpirical (CalME) Pavement Design Catalog. Other noteworthy technical guidance documents in the development stage include a Site Investigation Guidance Manual, a Reclaimed Asphalt Pavement technical paper being prepared by California State University, Long Beach, and a Warm Mix Asphalt Pavement technical paper being prepared by Cal Poly San Luis Obispo. Additional guidance for local agencies on the utilization of Reclaimed Asphalt Pavement (RAP) is also in development in response to legislation (AB2953) calling for the use of higher RAP and other recycled materials by local government in alignment with Caltrans specifications “to the extent feasible and cost-effective.” The growth of the CCPIC has won widespread praise, including from the former state Senator who authored SB1, the Road Repair & Accountability Act of 2017, which created the funding stream for sharing innovative information and best practices. “Accountability in how tax dollars are used to protect and enhance our vital transportation network is a central feature of SB1, and that included making sure agency personnel have access to the latest knowledge and best practices,” former Sen. Jim Beall told California Asphalt magazine. “I’m pleased to see that, through these ongoing 12

and sustainable educational efforts, our public works professionals around the state are receiving high-quality training to ensure that tax dollars are expended wisely and these important transportation assets are protected.” One of the recent attendees of the CCPIC’s “Pavement Management Systems and Preservation Strategies” class, in a post-class evaluation, wrote that the training was “super informative and well instructed by both professors.” The person added, “This may provide future opportunities to assist my agency’s Pavement Management System efforts.” Harvey, the Director of the University of California Pavement Research Center and also head of the CCPIC, said he is gratified that the effort is meeting a critical need. “I think it is so important that local governments get the maximum value out of their pavement funding, both because of limited resources, and because the overall state economy and quality of life are so dependent on local government pavement,” he said. “We need to do everything we can to empower people with knowledge

and technology to be more cost-effective and less environmentally impactful.” “Maintaining pavements for a lower cost usually leads to a lower environmental impact,” Harvey noted. “Those two things are not at cross purposes.” When you consider the CCPIC’s vision of “Making local government-managed pavement last longer, cost less and be more sustainable,” the CCPIC effort has clearly become one of SB1’s unheralded success stories. avid Diaz (Diaz) has been involved in the emulsion manufacturing and distributing business since 2010, working for two separate companies in Bakersfield that have been in the business for many years. Diaz spent a significant portion of his career in research and development (R&D), concurrently gaining experience in the testing lab and production. can assist a contractor in opening up roads sooner to the public. Standard Emulsions has an in-house lab where every single production batch is tested and modified according to various local public works specifications. “We manufacture products based on our customers' needs, and our specifications are broad, offering various options and additives. We continue to add and test new emulsion designs. I have done a lot of lab work and blending in the past and I know how the binder works. We don’t utilize the standard EBS, but go with straight PG-64 material and strive to offer the highest quality for optimum stability on materials and performance. We will continue to grow our emulsion production division while also expanding

the contract spreading side of our business,” says Diaz. “Expansion is always on the table, if and when the appropriate opportunities arise. We performed well on the contracting side, and now we are looking to expand this aspect of the business. Despite the challenges posed by heavy rainfall and work backlog, we had a successful 2023. Looking ahead to 2024, we aim for a growth of 20 to 30 percent." ASSOCIATION NEWS Comprehensive EPD workshop approached complex issue from all sides

At the conclusion of the comprehensive CalAPA workshop on Environmental Product Declarations, Jeremy Peterson-Self with Caltrans appeared to represent the sentiments of many other attendees when he shook his head about the volume of information presented. Even a subject-matter expert — he was one of the presenters —walked away with new knowledge and new insight on the complex topic he did not possess just a few hours before. And this much is certain — something is bound to change again next week. Such is the nature with EPDs, the so-called "ingredients list" for products designed to provide information on their potential to contribute to Greenhouse Gas emissions, and by extension, bring about changes to the Earth's climate. Although much progress has been made on this front in recent years by the asphalt industry, with support from agencies and academia, it was evident by the end of the workshop that much more needs to be done. That throughline echoed the position of CalAPA during its successful opposition to an EPD bill 26

that was making its way through the Legislature earlier this year. CalAPA was the only entity to officially register opposition to the bill even though the association said the industry supports the EPD concept in general and is working on adopting them nationwide. The EPD bill, sponsored by environmental groups, was too prescriptive and contained unrealistic deadlines that were not reflective of where the industry as a whole is with regard to EPD implementation, CalAPA argued. Work on Product Category Rules, the essential bits of information that feed into EPDs, similarly is evolving, the association noted. CalAPA stood alone in this position.

Dr. John Harvey with the University of California Pavement Research Center (UCPRC) did double duty at the workshop, first presenting on the overview of EPDs, and then later presenting on the "challenges to EPD implementation." Harvey, who is a respected voice nationally on the topic, noted that the evolution of EPDs has been chronicled in the CalAPA magazine, "California Asphalt," up to and including this year’s environmentalthemed issue. Amlan Mukherjee with a consulting firm, WAP, with expertise on the NAPA EPD software tool, discussed the latest software updates and tips on informationgathering, while T.J. Young, a nationally-known expert on asphalt plant optimization, discussed the nexus between EPDs and efficient plant operations. Shacat and Bhat participated via remote meeting technology. Brandon Milar, P.E., CalAPA's Director of Technical Services, served as the day's moderator and fielded the many questions from the audience, giving attendees an

ASSOCIATION NEWS Paving contractors and friends gather in Southern California CalAPA members from Southern California representing asphalt pavement contractors and professional colleagues converged on the famed Dal Rae Restaurant in Pico Rivera on Nov. 14 for fine food, conversation and insight into issues important to the industry.
