Alan Boudreau, founder and President of Boudreau Pipeline Corporation.

Alan Boudreau talking with Abel Macias, Boudreau Pipeline’s 1st employee, at the Sendero jobsite in Rancho Mission Viejo. Written by: Brian Hoover

Boudreau Pipeline

Navigates Through Rough Waters To Become One of Southern California’s Most Respected Underground Pipeline Contractors Born and raised in Massachusetts, Alan Boudreau moved to California from Cincinnati, Ohio some 25 years ago for the expressed purpose of working for his father’s plumbing business. He was young, he was married, he was a new father and he needed a job to support his family. Like most any new laborer, Alan started

out working in the ditches and performing other manual tasks. Alan eventually worked his way up to the position of foreman and then in 1992, he asked his father if he could learn to be a backhoe operator. They had been utilizing owner operators up to this point and Alan soon took on the job of digging the ditches. The company had been

focused on plumbing work for schools, but with the addition of the new backhoe and Alan as its operator, they now could focus more on underground utility work as well. In addition to running the backhoe, Alan also started taking on the task of bidding more underground utility work, while his father continued to focus of the interior portion of the plumbing jobs. Then in 1996, things took a turn for the worse and Alan’s dad ending up closing down the business. Alan found himself looking for a job after working for his father for the past eight years. He wanted to work for himself, so he asked his dad if he could purchase the backhoe from the business. His father agreed and after acquiring his plumbing contractor license, Alan and his wife Christie started Boudreau Mechanical. He ran his equipment rental business under the name, A&B Equipment

and after a little more than a year, landed a nice job working for Mass Electric at the Port of Long Beach. Alan worked 80hour weeks for more than six months and continued to stay busy with smaller short-term owner/operator jobs for another year or so. He tried taking a full time job working for a local construction company, but that only lasted a day and a half, before he realized that he really needed to be his own boss. So he continued bidding one small job after another until he finally caught a break while working for another pipeline contractor as an owner operator. Alan Boudreau comments, “They asked me if I would be interested in bidding on a job that they were just too busy to get to at the time. It was for one of their good customers that needed underground utility work done on a 52-lot housing track in Santa Margarita, California. I agreed to bid on the work and ended up getting the job. I brought on a few other quality guys and together we did a great job. This ended up being the start of a very promising underground construction

career in the residential sector. Even still I never dreamed of becoming a large underground pipeline contractor. I was going to continue to focus on the operated equipment rental part of my business. I did however begin to bid on the new school build work that seemed to be plentiful at the time and relied on the Greensheet to bid on underground and residential building opportunities. Being an outsider at the time in the residential and underground utility business made it difficult to break into that line of work. Our second major job after the Santa Margarita housing project was a joint trench project and I had no prior experience with that type of work to date. Joint trenching involves burying all of the various utilities together into one trench. This was a great experience for our company and we ended up doing a stellar job. This led to more work with another prominant homebuilder on a San Clemente project where we did all of the wet utilities. At the same time, we were also getting our feet wet on a few commercial and public works projects. One

job led to another and we began developing relationships with other developers like Pardee Homes and MBK Homes and this continued to balloon in a big way. We were really growing and I wanted to assure that our growth remained manageable, so after attending a Management Action Program (MAP) seminar, I decided to utilize the services of Tim Bayley from MAP and I met with him once a month. It was almost like having a part time board member or CEO type person working for you. Tim and MAP helped us streamline our business and manage the tremendous growth that we were experiencing at the time. Alan Boudreau incorporated as Boudreau Pipeline in 2000 and everything went along like gangbusters through 2007, until residential construction came to a screeching halt in 2008. Unfortunately most all of the eggs had been put into the residential construction basket and the rug just got pulled right out from under Boudreau Pipeline. They had two very big jobs at Marblehead and Pacific Point and both were

became necessary just to have a chance to survive. Fortunately, Alan had the foresight to save back enough cash reserves to be able to reinvent themselves in hopes of one day prospering once more. Alan Boudreau explains, “ We kept a few of our core guys during the downturn and we ran through a lot of cash to stay afloat. I pretty much had to just pull myself back up by my bootstraps and start knocking on doors again looking for business. For all intents and purposes I was once again a new guy in the construction Boudreau Pipeline and Heavy Equipment Rental business because we combining efforts at the Sendero project in RMV. had relied so heavily on the residential market. I being underwritten by Leahman continued to do the estimating, Brothers. Need we say more? hired a new superintendent to Boudreau Pipeline was on the handle the fieldwork and brought hook for around $3.5 million and on another estimator to help that was almost enough to push with the bid work. I slowly put them over the edge. As a matter together the best team possible of fact, Boudreau went from $19 and together we concentrated on million in annual sales in 2007 the commercial and public works to $6.5 million in 2008. 2009 projects. We landed enough work brought even lower numbers to survive and then in 2011 we and major cuts across the board

were given the opportunity to finish that Marblehead project. We settled in 2009 with the bonding company to recoup some of our losses and then in 2011 we ended up getting hired by Fullmer Construction to finish the work that had already been started out at Marblehead. The job was around $3.5 million and it lead to a great relationship with Fullmer and other general contractors. The key to making a successful comeback was to build successful relationships with these GCs and doing just that has enabled us to remain much more diversified this time around. In 2012 we scratched our way back up to $16.5 million and I am confident that we will be somewhere between $30 to $36 million by the end of 2013. Boudreau Pipeline had once owned and maintained a large fleet of construction equipment, but after going through the recent down times, Alan decided to rethink how his company would manage heavy equipment needs. Boudreau had auctioned off much of his fleet during the recession. The work had changed and there was just not

as much need for the 100,000 lb. excavators. He asked himself several questions. Do we buy new or used and what about rental? He decided to manage his equipment usage by owning half of what he projected they would need and then supplement that with rental equipment. Today their fleet is made up of around 11 excavators and six wheel loaders and includes the recently purchased used Hyundai 100,000 lb. and used Hyundai 85,000 lb. excavator from Heavy Equipment Sales. Their fleet also includes four new Link-Belt 350 excavators. Alan Boudreau comments, “We primarily rent excavators, wheel loaders and water trucks from companies like Heavy Equipment Rentals out of Corona. We met with Heavy Equipment Rentals (HER) back in 2010 when our heavy equipment needs began to increase. HER offers excellent pricing and outstanding service and they have the majority of our rental business right now. Their equipment is always well maintained and when we have any kind of issue, their representatives, Buck and George, have always been Johnny on the spot. We are on around 15 jobs right now and we have HER machines spread throughout with probably 10 machines on rent from them at this time. In addition to the rentals, we also have three Dash 9 Hyundai excavators on RPO at this time, which is working out nicely. We are still being very careful about what we purchase. The housing market is on a huge up tick right now and our work is around 50 percent residential and 50 percent commercial right now. As I look at the next five years, I see nothing but growth for our company. I would not mind being the largest underground pipeline contractor in Southern California,

as long as it is sustainable growth. It is important to learn from these past hard years and 2013 will be a good test of how well we manage growth. Our key personnel includes Christie Boudreau our VP, Dave Reynolds our Chief Estimator and Ron Jacobson our CFO. They are all just awesome and are a big part of how we were able to manage through the down turn. We also recently acquired Paul Russo from So Cal Pipeline to run our field operations and Bill McMains, who has worn just about every hat in this company, has now moved from his job as a superintendent to estimating. California Rental Equipment Industry Continues Its Upward Trend in 2013

Housing Starts are up and that means a higher demand for rental equipment. As housing starts and industrial, commercial and private work continue to grow in California, so do the companies that supply the construction rental equipment. Economic indicators point to a recovering construction economy and one question is whether or not contractors will continue to rent their equipment or take advantage of the available low or no interest deals at their local dealership to purchase. Many rental companies are betting on continued rental growth and they are backing this by increasing their inventory in preparation for the growth. Rental companies welcomed the return of profitability and the rise in usage in California. After reducing their fleets as much as possible in order to survive, purchases of new equipment continue to rise as business continues to improve. The word of the day is still controlled cautious growth, knowing that the economy can go from up to down in a moment’s notice. Several national rental companies have expanded their operations through acquisition over the past two years as well. The major highlight of 2011 was definitely the acquisition of RSC Holdings by United Rentals. Number one buying number two is always big news, but this particular transaction had many in the industry crying monopoly. The truth is, United Rentals now controls just over 10-percent of the rental equipment market and still have several transactions in their future before having any sort of national control. 12

2013 Rental Guide ISSUE CALCONTRACTOR

2011 was a year of growth in the rental industry, as more contractors made the move to rental over purchase. This is not to say that the sales of construction equipment have not also grown. They have. It is just that many of the newcomers and smaller companies that withstood the recession have decided that rental may be a safer choice now and in the near future. The last several years of economic difficulties have forced many contractors, agencies and industry in general to rethink the way that they will do business. Renting equipment has proven to not only conserver case reserves, but also to lower maintenance costs and other fees associated with owning a fleet of heavy equipment. Renting has unfortunately been the only choice many contractors have had over the past few years due in part to poor credit opportunites. One other factor that has contributed to the recent modest growth of the rental industry is the emergence of the EPA emission regulations. Renting offers a way to put off that purchase of expensive Tier 4

United Rentals acquired RSC Holdings in 2011. machines until economic indicators become even more stable. It is clear however that those utilizing a particular piece of machinery on a daily basis would certainly be better off in the long run purchasing that piece of equipment. Many will choose to purchase, but as rental companies improve their efficiencies, and the quality, scope and reliability of their service offerings, more customers will continue to increase the percentage of their equipment needs coming from rental. A large amount of the growth in rentals and sales of construction equipment over the past two years came from the energy sector. Oil and www.calcontractor.com

The California Energy Industry has helped to turnaround the rental equipment industry. gas companies, along with solar and wind power developers have been great customers to not only California rental companies, but nationwide. As oil and gas exploration continue, along with pipeline construction and refinery advancements, it is certain that rental equipment usage will grow right along side. Growth in some rental areas like cranes and highlift equipment is actually being impeded by long lead times from many of the manufacturers. Here demand is most certainly outpacing supply perhaps the time has come for these manufacturers to begin ramping up their sales projections and doing a little more to meet demand. Rental Equipment Register has long been the voice of the rental equipment industry since its inception back in 1957. RER Editor, Michael Roth leads an award-winning editorial team that puts out a very well researched RER Top 100 each year. We have included all of the California rental equipment

companies that have made this list for your review in this article. According to a press release recently put out by the ARA (American Rental Association), “Revenue growth for the equipment rental industry in the United States will continue to outperform the general economy in 2013. According to the latest American Rental Association (ARA) forecast from the ARA Rental Equipment Monitor updated last week, industry revenue will grow another 7.6 percent to reach $33.5 billion next year.” This is certainly good news for everyone in California that makes their living renting construction and industrial equipment. Equipment Rental Industry Poised for More Growth in 2013 (March 1, 2013) MOLINE, ILL.: Revenue growth for the equipment rental industry in the United States is expected to grow another 6.9 percent in 2013 to $33.5 billion after growing 9.2 percent in 2012, according to the latest American Rental Association (ARA) forecast from the ARA Rental Market Monitor™ updated in late February. The forecasted growth rate for the equipment rental industry — including construction/industrial, general tool/homeowner and party/special event segments — is nearly four times the forecasted 2013 growth of 1.7 percent in gross domestic product (GDP) in the United States. Equipment rental industry revenue, led by strong double-digit growth in the construction and industrial and general tool segments, is forecasted to grow 10.2 percent in 2014 and 14.9 percent in 2015. Total annual industry revenues in the U.S. are now expected to reach $46.4 billion in 2017. “There has been a secular shift to equipment rental,” says Christine Wehrman, ARA CEO. “The industry continues to build customer demand, which drives the growth of the equipment rental industry. There is unlimited potential for the rental concept.” The optimism of the industry also was evident at The Rental Show 2013 held in Las Vegas Feb. 10-13, with an extremely active show floor, sold-out seminar and more reflecting an equipment rental industry continuing on an upward trend. “The industry is moving forward with optimism following The Rental Show in Las Vegas. The show as vibrant in all ways — from the sales volume on the show floor to capacity-filled educational

seminars, a sold out Events & Tents program and the valuable networking that took place throughout the show. The industry is position to continue to grow,” Wehrman says. “Rental has grown during the anemic economic recovery through increased penetration. As industrial and construction markets continue to improve, rental will see further growth from a larger share of the equipment market, leading to double-digit revenue gains by 2014,” says Scott Hazelton, director of consulting for IHS Global Insight, which compiles data for the ARA Rental Market Monitor service. ARA also continues to forecast significant increases in equipment investment by equipment rental companies. More than $10 billion was invested in rental equipment in 2012 and will increase 13.2 percent in 2013 to reach $11.4 billion in 2013. In 2014, the forecast is for $13.6 billion, up 19.4 percent, and in 2015, $17.4 billion, up 28.3 percent. “Our forecasts show growth in construction spending will be double-digit in 2014 and 2015, so there will be strong demand with a broad-based recovery,” Hazelton says. According to the ARA Rental Market Monitor, investment in construction and industrial rental equipment is projected to see a compound annual growth rate (CAGR) of 8.8 percent over the 20132017 forecast period, with investment expected to accelerate through 2014 and into 2015, when growth is expected to peak at a 32.5 percent yearover-year increase. 50G and 60G Strengthen John Deere Compact Excavator Line MOLINE, Illinois (March 5, 2013)— The John Deere 50G and 60G Compact Excavators are the newest models to join the G-Series line after the introduction of the 35G at World of Concrete 2013. The 50G and 60G units feature a wide variety of improvements, many of which affect the cab design to The 50G Compact Excavator is one of the improve visibility, operator comfort and newest models in the G-Series line. thus productivity. These new models are particularly well suited for the rental, commercial/residential building, landscaping, underground and site development segments. “These new machines continue to expand on the success of John Deere’s larger line of G-Series excavators,” said Mark Wall, product marketing manager for excavators, John Deere Construction & Forestry. “We continue to implement customer-inspired features such as a widened and lengthened cab for improved operator comfort and a Final Tier 4 solution offering a seamless operation experience with no interruption. And like our other compacts, our two largest models excel in close-quarters work and are easy to transport.” The 50G (36 hp/ 26.8 kW) and 60G (53 hp/ 39.6 kW) are outfitted with a DOC/ DPF aftertreatment device to meet the Final Tier 4 emissions requirements. The FT4 design is based on John Deere’s IT4 strategy that has a track record of exceptional reliability. Both models incorporate the popular auto-idle feature that slows engine speed when the pilot-control levers are momentarily released – for reduced fuel consumption and noise. One of the biggest additions to both models is a new door design for improved entry and visibility to the left hand side of the machine. The door design also widens the size of the opening for entering the cab. Within the operator station, a new multifunction monitor provides a coolant temperature and fuel gauge, clock, two trip meters, regeneration inhibit, auto shut down control, and machine hours among the many functions. Since machine uptime is imperative on today’s jobsite, John Deere added a third service door to the 50G and 60G to provide improved access to the cooling core. The cores were also positioned side-by-side rather than being stacked inline for increased cooling performance. But not everything in these new excavators changed. Similar to all G-Series models, the compacts include unique features such as an oil-impregnated boom, and arm and bucket bushings to help deliver unsurpassed long-term durability. Attachments and options also strengthen John Deere’s excavator offerings. These models can be equipped with an optional, hydraulic, adjustable-angle backfill blade that features 25 degrees of adjustment to both the left and right for more efficient trench backfilling. In addition, a standard coupler accommodates a wide variety of available attachments such as hydraulic breakers and augers. Contractors also have the ability to choose the tracks that are best suited for their work. Rubber tracks, steel tracks and steel tracks with rubber pads are all available. Robert and Hunter Haitbrink established their asphalt paving company back in 1986 and their number one goal remains the same today as it was back then; to continually invest in quality people and state of the art equipment. Haitbrink Asphalt Paving, Inc. (HAPI) specializes in all aspects of the paving industry including grading, paving, overlays, concrete, patching, utility trenches, seal coating, and striping in both public and private work. In keeping with their constant pursuit of quality, HAPI recently purchased a new LeeBoy 8515B paving machine from Nixon-Egli Equipment Co. Tim Maus, Operations Manager for Haitbrink talks about their new LeeBoy, “LeeBoy has proven to be the quality leader in its class and our operators like working with the dual lever joystick steering controls, as well as the 8’ to 15’ Legend Screed System. The size of our new LeeBoy is just perfect for our scope of work. The overall efficiency, power and mobility that we get with this machine is in my opinion unmatched in the industry. It is a small paver that performs like a much larger machine.” Haitbrink Asphalt Paving, Inc. was looking for a distributor that could offer reliable service and support. Nixon-Egli Equipment Co. is currently celebrating their 48th year in business and has earned a reputation for selling only the best names in the industry, all backed by a full inventory of parts and the industry’s best factory-trained service personnel. Tim Maus has this to say about Nixon-Egli, “Alan Hahn has been great to work with. He has really bent over backwards on this deal by first setting up a demo, followed by factory technicians to train our operators after the sale. They are located very close to our Corona headquarters, which is extremely convenient for when we need them for parts and service. It is a good feeling knowing that Nixon-Egli has been around for such a long time and an even better feeling knowing that they will be there for us in the future.”
