BOREL PARK CITY OF SAN MATEO GRAND OPENING

The initial plans for this new park include maintaining the twenty-five tree oak glade which will provide a strong centerpiece for the park. The meandering walkways will allow easy access to the bay views from the high point of the site and will beckon park users to wander up to this knoll on clear days. A seamless integration of the new fire station’s landscape with the park will make the length of the park along Shaffer Street one nice, cohesive public space. The Barneson Avenue edge also has a couple of beautiful oak trees and the lower area of the park, below the intersection offers a welcoming entry sequence that can be exploited to invite park users into the interior of the space.

This park’s lineal layout and grades and existing trees make for a unique and interesting design allowing for “discoveries” along a site wide pathway. The design embraces the lay-of-the-land and the opportunities for an interesting park walk on this site. The community will have a play space for children, gardening opportunities for the neighborhood, a dog run on site and preservation of the Oak glade. Our design carefully considered the site and the exciting site opportunities as a spring board for a creative and enhanced park experience.

The DVD provides imaginative play and varied experiences each time the community visits the site. A sequence of spaces, outdoor rooms, can be discovered as one circulates through the space. From the lower end “pocket” to the Oak tree glade and up to the viewing knoll, play spaces, seating areas, seasonally interesting gardens and an overlying theme that is revealed through the detailing and objects of the proposed design.

Achieving Our State Board Goals

This is my final note as the president of the California Park & Recreation Society. I had several goals for this year. First was to create a stronger level of synergy among the state board and I feel that we have achieved that working through bylaws and other matters that relate to governance of our society. My second goal was to help teach parks and recreation professionals how to tell our story. I have done this through presentations in Lake Arrowhead, Sacramento, Coronado, Solvang, Chino Hills, West Hollywood, Tustin and everywhere in between. My third goal was to have a unique way to connect with members in all 15 districts through running a 5K with professionals in that area. At the time I am writing this article, I have six more to go. I still plan to get to all 15 districts.

Connecting with members in this new way by running, walking or hiking a 5K has been a great experience. Most recently I was in Healdsburg with CPRS District 1 being led by Matt Milde. It was a cool 33 degrees when we’re about to start the 5K that morning and I didn’t plan too well. I was the only one wearing shorts. Then there was a young man from the local running store that was there to start us in stretches and he was wearing shorts. I congratulated him for being the only

other person wearing shorts. He said he was from Alaska. Being that I am from San Diego, I could not relate, but we had a great laugh.

During that run all 30 of us were wearing yellow. In the CPRS world the color yellow refers to our advocacy efforts, or as I like to say, “sharing our story.” Everybody we passed would say hello to us. Toward the end of the run an older couple stopped me and asked why all the yellow. I stopped and shared that I was happy they asked and that the yellow is for the California Park & Recreation Society. More importantly, it is about sharing our story and sharing the value of park access for all.

I also look forward to the upcoming years of leadership on the state board. Your next President, Doug Grove, is going to take our society to the next level followed by Kyla Brown and Cindy Bagley. All three have a long history of supporting the parks and recreation profession and leading us through very difficult times, most recently during COVID. Lastly, it has been my sincere pleasure representing you at the state level and serving the profession as we leap into the future.

Learning CONNECTIONS

Our highly rated educational program has always been the major draw to the CONNECTIONS Conference. And this year’s program includes a variety of topics that will satisfy attendees. From creating outstanding programs to how to market those programs, from developing staff to managing volunteers, from overhauling an aquatic facility to dealing with the drought. It seems society is more divided than ever, and that tumult presents itself in our daily lives. As park and recreation professionals, there is often an expectation to “keep the peace”, even while dealing with difficult personalities. Sometimes, people who feel wronged are intent on venting their anger and directing it towards staff, whether or not staff had any control over the outcome.

This keynote, presented by the President of the National Conflict Resolution Center, will help you see beyond the complaint to the underlying need of the person, recognize the importance of solving problems with members of the public and show how to respectfully respond to the emotions of others to achieve better outcomes.

Reimagining Conservation & Recreation

Data-Driven Effort to Reimagine Conservation and Recreation

On December 6, 2022, the Los Angeles County Board of Supervisors unanimously adopted the 2022 Parks Needs Assessment Plus (PNA+) Final Report as the county’s 30x30 plan. 30x30 refers to the goal of conserving 30 percent of lands and coastal waters by 2030 to address climate change and protect biodiversity. The federal government and various states, including California, have committed to achieving this goal.

Prepared by the Los Angeles County Department of Parks and Recreation (DPR), the PNA+ Final Report focuses on environmental conservation and restoration, regional recreation, and rural recreation. Like the 2016 PNA, the PNA+ involved extensive data collection and analysis, mapping using geographic information system (GIS), coordination with park and trail managing agencies, and public outreach and engagement in partnership with community-based organizations (CBOs).

Environment Conservation and Restoration

The PNA+ focuses on the most vulnerable residents living in park-poor, tree-poor urban and rural areas with limited access to local and regional parks and recreational facilities. Vulnerable communities are identified and mapped using data from the Healthy Places Index (HPI), including indicators that address four dimensions:

“Black and brown communities often have the highest environmental burdens, with people of color accounting for 84% of the residents living in areas prioritized for restoration. The traditional conservation framework has left these communities out of the policy and funding equation which makes the stakes higher for advancing climate resiliency in these communities,” said Norma Edith García-Gonzalez, Director of DPR and the Los Angeles County Regional Parks and Open Space District (RPOSD). “DPR is committed to walking hand in hand with our community-based organizations and the Board of Supervisors to advance the PNA+ priorities. The PNA+ is a critical step towards environmental justice.”

The PNA+ identifies priority areas for environmental conservation and restoration which forms the basis for a 30x30 strategy for Los Angeles County. This strategy reimagines conservation through an equity lens to include both traditional efforts that involve the protection of natural lands and the restoration of degraded lands, especially in lower-income communities of color where vulnerable populations and environmental burdens are concentrated.

Priority areas for environmental conservation are those that offer the most environmental benefits as measured by species diversity, significant habitat, habitat connectivity, proximity to a waterbody, and habitat type. Examples of these areas include portions of the Antelope Valley, Puente-Chino Hills Wildlife Corridor, San Gabriel Mountains, Santa Monica Mountains, and Santa Clarita Valley which are not currently owned and managed by public agencies and conservancies.

spect to groundwater threat, hazardous waste, poor air and water quality, and pollution burden. Examples include oil fields (such as the Inglewood Oil Field in Baldwin Hills), brownfields, landfills (such as the Puente Hills Landfill), and other degraded lands which may be converted to parks and open space in the future.

“I want to thank the many residents, community-based organizations, and State Conservancies who provided input to help shape and inform this study, said Los Angeles County Supervisor Hilda L. Solis, First District. “The PNA+ serves as a national model for park equity and will have a transformative impact in the region. It will help us reimagine and redefine traditional conservation – including the restoration of degraded lands such as the Puente Hills Landfill in my district.”

Regional and Rural Recreation

The PNA+ also identifies priority areas for regional and rural recreation based on population vulnerability, access to and availability of recreational facilities, and the amenities these facilities offer. Los Angeles County has about one million acres of parkland which account for 38% of the county’s total land area. There are, however, challenges associated with access to these areas due to their distribution and other factors such as the lack of public transit service. In particular, parklands account for less than 5% of lands in the most urban areas of the county. Also, while rural areas have significant acres of parkland, they are lacking in certain amenities needed for public recreation and climate resiliency, especially water-based recreation facilities such as swimming pools and splash pads, as well as shaded seating, play areas, and walking trails.

“The completion of this report is a milestone for our County because it helps us advance our work to promote health, play, and a sense of community,” said Supervisor Kathryn Barger, who co-authored a motion for the Board of Supervisors to approve the PNA+ Final Report. “The report’s needs assessment also highlights that rural communities in particular – like the ones I represent in the Antelope Valley – need access to more waterparks, walking trails and

play areas. I intend to use this report’s findings as another tool, as I advocate to bring more of those assets to my Fifth District residents. They deserve to have equal access and enjoy healthy living activities in their communities.”

Community Engagement and Outreach

The PNA+ involved extensive public engagement and outreach done with the support and assistance of over 20 CBO partners. To keep the public engaged and informed, DPR regularly updated the Parks Needs Assessment website, created accounts on social media (Twitter, Facebook, and Instagram) for the project, and used the latest tools for community engagement to conduct online workshops and surveys, and collaborated with CBOs on outdoor outreach events and distribution of paper surveys. Thousands of residents completed surveys and participated in workshops and other events. DPR also conducted focused outreach to Native American stakeholders using a tribal needs survey to collect input from native and indigenous peoples in L.A. County.

Next Steps

Based on its key findings, PNA+ offers various recommendations and next steps which are detailed in the report and organized by the following categories: funding priorities; park, trail, and open space provision; collaboration and coordination; access and information; community engagement; and capacity building.

With Board adoption of the PNA+ Final Report, DPR is now working at the federal, state, and local levels to incorporate PNA+ into programs, legislation, policies, and funding opportunities. Board adoption of the PNA+ is a critical first step to help L.A. County to secure funding and other resources to expand environmental conservation and restoration and address regional and rural recreation needs identified in the PNA+. Specifically, the PNA+ aligns L.A. County with federal and state 30x30 efforts and enables DPR and partners to tap into a variety of conservation, infrastructure, environmental remediation, and other fund ing opportunities offered by federal and state agencies and other grantors.

CPRS has been making strides towards becoming a more inclusive and equity-centered organization. Through our continuous hard work and determination, we feel more ready than ever to assist agencies all over California in their own journeys towards creating equitable and inclusive environments and increasing access to park and recreation services. At the same time, CPRS will always acknowledge that this journey is an ever-changing one, where no one will ever have “all the right answers”. We take this work seriously and commit to evolving and learning every day with you.

Before learning more about the Counsel, why we exist, and what we are working on, it is worth noting some key definitions which are important to focus on in this space. While you read these definitions, take a moment to internalize them and reflect on what they mean to you.

Justice: Dismantling barriers to resources and opportunities in society so that all individuals and communities can live a full and dignified life free of inherently oppressive structures and systems.

Equity: Allocating resources to ensure everyone has access to the same resources and opportunities. Equity recognizes that advantages and barriers—the ‘isms’—exist and must be addressed in different ways since the same answer is not right for everyone.

Diversity: The range of differences between us based on whether we experience advantages or encounter barriers to opportunities.

Inclusion: Fostering a sense of belonging by centering, valuing and amplifying the voices, perspectives and styles of those who experience more barriers based on their identities.

Why is it so important to always keep these definitions front and center? Mostly because each one of these concepts are so deeply intertwined with the others, and without any one of them, outcomes would suffer. A truly equitable environment cannot exist without inclusion and diversity. Fostering justice requires an understanding and dismantling of the systems in place which create inequities. If we accurately respond to and address the concerns and needs as listed in the above definitions, the ideal outcome is a true sense of belonging, for everyone.

To ensure CPRS was focusing on all these concepts and more, in 2022 we took the monumental step of forming the CPRS Justice, Equity, Diversity & Inclusion (JEDI) Counsel. The JEDI Counsel was approved as a permanent standing committee by the CPRS Board of Directors after seeing all the work and value of the JEDI Task Force. The JEDI Task Force was initially formed to create an official CPRS position statement on JEDI and serve as a temperature check of the CPRS

membership regarding JEDI. This taskforce quickly evolved into a group of individuals who were committed to the advancement of JEDI work within CPRS, thus forming the foundation of what is now the JEDI Counsel.

Another definition worth notice is why we are called the “JEDI Counsel”. We were very intentional in calling this a “counsel” versus a “council”. This distinction exemplifies the concept that the JEDI Counsel is available as counselors and supporters of the work our members are doing to incorporate JEDI within communities. We are not here to act as an advisory board, enacting rules and regulations, but rather we exist purely to assist, build and connect our collective stories.

The JEDI Counsel is co-chaired and led by Tiarra Warner, Community Services Manager at the City of Rohnert Park and Marina Servantez, Director of Education at the California Park & Recreation Society. Our Counsel is also made up of 18 counselors (see list to the right) representing various locations, job focuses, backgrounds and more.

Each counselor brings with them a unique talent and commitment to advancing this important work. As such, everyone was given the opportunity to choose which area of expertise they wanted to focus on in their JEDI work, between the Data, Education, Engagement or Strategy & Policy Cabinets. Ultimately, our Cabinets all embody and strive towards achieving the JEDI Counsel mission in various ways. Our mission is to “Champion Justice, Equity, Diversity, and Inclusion and empower CPRS members to incorporate these values within communities” and each Cabinet has developed specific goals that showcase how they plan to achieve our mission.

Data

• Collect and provide data to measure the efficacy of specific interventions and methods consistent with JEDI values.

• Analyze and interpret the data in a way that widens perspectives, helps communities identify gaps in equity and showcase best practices.

• Utilize the data collected to reveal the stories of the impact of JEDI values and recommending practical ways of pursuing them.

Education

• Empower CPRS members to share the knowledge received through lived experiences and educational opportunities.

• Encourage CPRS Members to seek a better understanding of diverse communities and how to serve all communities.

Engagement

• Establish communication pathways for the CPRS membership to access JEDI resources and connect with the JEDI Counsel.

• Invite all members to engage in JEDI conversations, resources and education.

• Support and encourage CPRS to take an active role in advancing JEDI values in all communities.

Strategy and Policy

• Develop the framework for the JEDI Counsel, facilitating Counsel discussions and providing direction.

• Compile a database of resources, including examples of strategies and policies that CPRS members can use in their JEDI journey

• Evolve our mindset, goals and approaches to ensure CPRS members and the Counsel are innovative and intentional in pioneering new ways of looking at work. We envision that with enough work on the above goals and metrics, we can help park and recreation agencies throughout the state immensely in their own journeys towards incorporating JEDI into all they do. The hope is also that as the JEDI Counsel works towards these aspirations, we will see CPRS become a space where all individuals feel they belong.

Fundamental to this work, there were also several values determined and crafted by the Counsel. These values showcase why this work is important, what we are striving towards and how we see park and recreation agencies

fitting into this journey. Our JEDI Counsel believes that:

• Access to public lands, parks, recreation and facilities is an inherent right of all people and increases the physical and mental health outcomes of communities.

• Diversity in leadership increases emotional intelligence, improves decision-making and instills confidence in future leaders.

• The park and recreation profession has the unique opportunity to positively impact communities through intentional and inclusive community engagement.

• The park and recreation industry has always and will continue to be a conduit to providing a voice to underserved communities, and with the proper funding and resources, has the opportunity and ability to be the leading expert in actively and inclusively engaging all communities.

• JEDI work is necessary and ongoing because marginalized communities have historically had limited access to park and recreation services.

By this point, we hope that you feel ready to engage and interact with all the work going on with our Counsel. If you want to ensure you get updates about all the JEDI Counsel is doing, be sure you are a member of the “JEDI – Justice, Equity, Diversity & Inclusion” Community on www.cprs. org. All members should have access to this community, and our Counsel hopes to use this as a place for people to post questions, concerns, and reflections on JEDI as well as an area where great resources are shared.

One of the large accomplishments of the JEDI Counsel in 2022 was launching our first ever 21-Day JEDI Challenge, with a fantastic turnout of people willing to take on the challenge.

This challenge asked participants to engage in one JEDI focused activity per day such as reading a chapter or article, watching a video, listening to a podcast or engaging with others and then reflecting on the experience. We ended the challenge with one large roundtable amongst all participants to allow for a space for people to share what they learned, any conflicts they might have run into and to connect with others who went through the same experience. The Counsel had great feedback on the challenge, and plans to launch another challenge in Spring 2023, so be sure to stay engaged with the Counsel on the JEDI Community to get signed up!

Beyond this, some of the projects in the works by our Counsel will be available soon and we hope these opportunities for engagement will help you in both your personal and professional journey. Currently, our Counsel is developing and collecting sample resources and policies for agencies, reviewing and refining how we collect data as it comes to JEDI metrics and feedback on events and we are also developing a number of education opportunities for members to engage in. We are looking very forward to the CPRS Annual Conference & Expo on April 3 – 6, 2023 in San Diego as we will not only see a number of pertinent and exciting sessions focused on JEDI, but also our JEDI Counsel will be hosting an in-person roundtable for people to connect and share. We invite you to join us at that roundtable on April 5th from 2:45 – 4:00 pm.

Our hope is to see you engaged in our efforts throughout 2023 and beyond. Welcome to another new year and of course, there are emerging trends to report for 2023 and beyond. Trends can sometimes mean good reading but there are two other options when examining trends: Possibilities and Practices.

Possibilities

The entire agency or even individuals within the agency come up with 2-3 ideas that may be possible for the organization and then decide to be on the lookout for such opportunities.

Practices

This is the most optimum choice whereby 2-3 ideas are identified and then implemented.

So, when reading the trend information listed be on the lookout for possibilities and practices that might apply to your organization or program/ service area.

Trend-Watching Takes on Trends

Trend-Watching refers to itself as another traditional trends firm for a couple of reasons. The firm is determined to gather and disseminate trend information that is actionable AND because it is quite generous sharing trend information at no cost. Go to trendwatching.com to learn more.

These trends for 2023 and beyond identified by Trend-Watching are:

1. Age of Healing

Consumers seek new routes to enlightenment

The pursuit of self-improvement is giving way to self-transformation mostly due to the pandemic experience. People’s definition of wellness is moving beyond the physical to encompass mental, emotional, spiritual and social health. In fact, 76% of global citizens now say that mental health and physical health are equally important.

2. Aided By AI

Consumers seek assistance via AI

This could mean a number of things among them contactless solutions. An emphasis upon seamless change or attention. Watch how this happens as 43% of adults have indicated that technology has complicated their lives

3. Behavi:OUR

Make way for values led segmentation

The old world of marketing through demographics, i.e., age, education, income, etc. has been supplanted by values and passion. The most recent rise of gender variations is just one such aspect of the need to zero in on the values and lifestyles of a market segment.

4. Brand Beings

From authenticity to action

People will become increasingly cognizant as to how certain companies, organizations and brands take on the role of delivering action on issues that are important to people. Intentions or value statements just don’t cut it anymore.

5. Creator Inc.

Enterprization of Consumers

Businesses and organizations are not the only players in town. Individuals have become mini-business people as they are busily creating content and products and providing services for others.

The pandemic may have started us down this path, but the onslaught of nonstop and unpredictable change has helped the value. 72% of Gen Xers globally now identify fun as their number one value.

8. Glass Box Transparency

There are no secrets anymore

9. Joyning

Finding meaningful connections in a lonely world

TIPS has long provided growing evidence of this situation. The groups of people especially impacted are teens, young adults, and the elderly.

10. Metaphysical

An evolved Internet

Physical and technological convergences are leading to the next online evolution. At the same time, globally 64% of people have indicated that they have purchased a virtual product or had a virtual experience.

11. Power to People

Citizens are taking back control

This is fairly self-explanatory with evidence of it in all aspects of life.

12. Precariousness

Continual adjustment to an uncertain world

This trend surfaced in a big way during the pandemic and continues to be a constant.

MEGATRENDS by SALZMAN

In 1982, Alvin Toffler was the author of a best-selling book, Megatrends: Ten New Directions Changing our Lives. The method used by Toffler

was to gather evidence of smaller aspects of life that when taken together form a more significant, overriding direction or trend. Since that time “megatrends” has been a widely used concept.

A more recent illustration of megatrends for the future lies within Marian Salzman’s recent book, New Megatrends – Seeing Clearly in this Age of Disruption. Salzman’s list of megatrends is not as linear as Toffler’s and includes several themes:

• the pandemic and its impact upon society and the world

• the great reboot partially due to the data explosion

• beating the clock that predicts a work world when people work according to their biological clock, lifestyle and household arrangements

• climate change with a focus on starvation, loss of resources, and damages inflicted by floods and fires. Some stats included within this book of interest include:

• Amazon has tripled its number of warehouses in Southern California since 2020

• Attributes of Metaverse as people opt out of real life and using their avatar for some sense of control

• Wealthier communities now employ crisis concierge

• There are more people living in LA than people living in CT, OK, NV, MI, and 19 other states

• Off the grid, tiny houses will be the new country home as respite from modern life and escape from emergency situations

• Gender identification of all kinds will remain an issue until norms are established

• The multi-mandate – multi-generations, multi-lingual, multi-racial

Creating Possibilities and Practices

Many of these opportunities, whether they become possibilities or practices may incorporate more than one trend at a time. Here are two examples of possibilities that became practice.

Park in a Truck – Creating a Small Park with the Neighbors

Two professors at Jefferson University created this “Park in a Truck” led by Kimberly Douglas of Landscape Architecture and joined by Drew Harris of the Public Health. There are 40,000 vacant spaces in Philadelphia. The process they devised resulted in turning open spaces into much simpler parks that reflected the preferences of the neighborhood and happened much more quickly. It is a relatively simple process

Local residents are given the resources and training to design, build and maintain parks on unused land in their own neighborhoods. These residents decide whether it’s a place to grow vegetables, a setting to show off local art and culture, a space for child play, or simply a green place for rest and relaxation.

There are no permits or special permissions required as the park is built on top of the ground with no special fencing, foundation, or footings

There are a variety of resources and information that can be found on the Internet including specific assistance.

LA County Parks and the Pandemic

Norma Edith Garcia-Gonzales was named Director of the LA County Parks at the height of the pandemic. At this time LA County Parks were overcrowded, especially in lower income areas with people trying to deal with the life changes of the pandemic. Fast Company, a business publication with a focus on innovation, named GarciaGonzales as one of the innovators of the year.

The agency did a 180 turn and transformed parks into community centers by providing covid testing, food banks and other community services required by those times. This is a perfect example as to how parks and recreation can address needs rather than just interests of communities.

Alex Posada Celebrates 30 Years as Director

With more than 40 years working for the city of Santa Maria, Alex Posada still gets a thrill at what the job of Recreation and Parks Department Director job brings on a daily basis.

“It’s really just that every day I come in I don’t know exactly what’s going to happen that day. I know in my mind what I’m supposed to get done that day, and then things just

come up,” said Posada, director of the department since 1993.

“If it was a boring job or a job that was repetitive, I probably would have left a while ago,” he said, adding that he and his wife have talked about his possible retirement sometime.

Posada will mark his 30th anniversary of leading the department on Aug. 16, 2023. By far, this makes him the longestserving department head in the city currently.

Some may be surprised to hear that Posada has hinted at retirement.

“I said I will not be here forever,” he said, recalling a conversation with

colleagues before laughingly adding, “My wife has told me that.”

After growing up in the East Bay and attending San Jose State University, he worked for teen programs in San Jose and for the Hayward Area District.

He had a brief stint working for the Santa Barbara County Social Services Department before returning to the city.

Posada was hired full-time as a recreational specialist in May 1979 at the opening of the Minami

Community Center in Santa Maria. He was promoted to recreation supervisor in April 1981, and director in 1993.

The city now boasts 28 parks, swimming pools and multiple community centers.

“I think the best part of the job, and probably the proudest part is, when I see people that are now in leadership roles, principals of schools and educators, who used to be rec leaders for me. That’s a pretty gratifying feeling to have,” he said.

Since becoming director, Posada has worked for seven mayors and at least four different city managers.

“Alex has been with us since 1979, which is remarkable, and is by far our longest-serving department director now at nearly 30 years,” City Manager Jason Stilwell said. “He epitomizes public service, and his whole family believes in supporting our growing community.

“He deflects attention from himself, but he’s deservedly earned recognition awards such as the Robert F. Grogan Public Service Award from the Santa Maria Valley Chamber of Commerce. He’s an advocate for recreation

for everyone, helps the Kiwanis raise large sums, and is a great mentor.”

Among parks added under his tenure, Santa Maria opened Los Flores Ranch Park, which actually sits approximately 12 miles south of City Hall.

Los Flores has become his favorite among the city’s parks.

“It’s out in the open, obviously. You have room to roam,” he said. “I think it brought Santa Maria from having the neighborhood park kinds of things to being able to offer the residents another experience without going to the mountains.

The park at 6271 Dominion Road sits in the Solomon Hills, and covers 1,778 acres and boasts 8 miles of hiking, equestrian and mountain biking trails

“You can go to Los Flores, and you see people horseback riding, hiking, doing the bicycle thing, and be out literally with no one else around you for several hundred yards easily. It gives that other kind of experience,” Posada said.

Recent efforts have focused on renovating the older parks, with Buena Vista, Oakley, Russell, and Atkinson already done.

As a Kiwanis Club member, Posada proudly pointed out the organization’s efforts that led to the installation of Santa Maria’s first inclusive playground, which is at Preisker Park.

Veterans Memorial Park is the latest being modernized.

“That’s a huge project,” he said. “There’s a real need in that neighborhood to make the park more functional for the neighborhood.”

He enjoys the challenge of creating parks to serve the residents who live nearby.

Not all new parks come from development. A pocket park on DeJoy Street is in the works on a site that once housed city utility equipment.

COVID-19 relief funds will allow the city to move forward on the park’s development with plans for completion by the end of summer 2023.

He’s also proudly noted the city has received funding to provide lighting at two sports fields — Adam and Crossroads — to extend their hours of use by 40%.

“That’s what people want — field space is in demand everywhere,” he said.

Under his leadership and with the help of community members, People for Leisure and Youth or PLAY formed to help raise funds and collect donations for programs and parks.

“The generosity of the community is what makes Santa Maria, I think, a great place,” Posada said.

David Bradstreet

Passes Away

David Bradstreet passed away peacefully in his home on January 1, 2023, after a nearly 3-year illness with Esophageal Cancer.

He was born in Lander, Wyoming on April 24, 1936, to Lee and Thelma Rook Bradstreet. His family left Lander when he was 3 years old and lived in Oregon, Nevada, and Utah before settling in Stockton, CA in 1944. While in Stockton, David helped his family run a grocery business and worked on their walnut farm while he attended school.

When David was 20 years old, he branched out on his own and headed to the beaches in San Diego. He began working for Rohr Aircraft and held a number of positions. He completed his undergraduate degree at San Diego State University and received a Master’s Degree in Public Administration

from National University. Additionally, he received a teaching certificate and taught recreational classes at both Southwestern College and San Diego State University.

In 1962 David began his career in City Government in Chula Vista as part of their Parks and Recreation Department, working in all facets of recreation programming. In 1970 he was selected as the city’s Parks and Golf Course Superintendent. In January 1979, David was hired as the City of Carlsbad’s Park and Recreation Director. For the next 19 years, he and his talented staff embarked on an aggressive park development program. These efforts played a major role in developing Carlsbad’s Park system, consisting of over 480 acres of parks and facilities which have played host to thousands of recreation program enthusiasts within Carlsbad and throughout San Diego County. In June 1994 David further expanded his responsibilities by assuming the position of Community Service Director which included many Public Works Functions as well as the Park and Recreation Departments. After 35 years of public service,

David retired in 1997. His recreational interests during his life were many. He was an avid water and snow skier. He tried his hand at fly-fishing, but found out you didn’t catch a lot of fish with a fly. He played recreational basketball and softball, even injuring several fingers as a player in Overthe-Line tournaments. His absolute two loves in sports were sand volleyball and golf. He always tried to be paired in volleyball with rated players and went on to win several major 2-man tournaments in the South Bay and in Mexico. In golf, he was known as a grinder who had a good short game. He had four holes in one. David often said, if you play long enough, you’re bound to get one hole-inone somewhere!

Flowers lay Tuesday at the bottom of a boulder at Rotary Centennial Park in honor of the late Ann Willmann, who died Jan. 6, 2023. The rock bears a plaque that dedicates the park’s play area to Willmann, the retired general manager of the Chico Area Recreation and Park District.

“The Chico Area Recreation and Park District

board of directors dedicate this area to honor Ann Willmann’s faithful service to the district and significant contributions to ‘Helping People Play’ during her tenure from 2006 to 2022. Ann is a devoted and loved member of the Chico Rotary Club,” reads the plaque.

It was the Rotary Club that raised the funds and put the park into motion to recognize the organization’s 100th year. According to her family, it was a project that provided a lot of gratification and pride for Willmann. Once a bare plot of land known as Ceres Park at Ceres Avenue and Whitewood Way, the lot was transferred to CARD as home for the new park.

There were others high points for Willmann too, including the creation of Creekside Rose Garden, which is where her memorial will be at 1 p.m. Feb. 18 behind the Chico Community Center, 545 Vallombrosa Ave.

Renovation of the Humboldt Avenue Skate Park was another highlight, and family and friends remember how jazzed she was to hear

that skateboard icon Tony Hawk was unexpectedly skating there one day.

A tax- and program feesupported special district, getting CARD through the pandemic was another achievement after seeing revenue-generating programs shut down for months and months.

None of these projects were wrinkle-free, but her family recalled she handled all things in her life with a positive outlook, from work to her struggle with cancer.

Willmann worked with the city in the transfer of city-owned parks to CARD, such as Wildwood Park and Humboldt Avenue Skate Park, as well as new recreation opportunities, such as answering the demand for more facilities from pickleball and bocci ball enthusiasts.

“I think Mom would like to be remembered for her kind heart and adventuresome spirit,” noted daughter Grace. “She was always looking for the next adventure.”

That may have been camping, repainting her daughters’ bedrooms, building furniture or going for a run in the rain.

“We were a close family,” said Hans Willmann, who said he came home after a work shift to find she had single-handedly painted the house’s exterior. She also made sure everyone sat down to eat dinner and talk about their day.

Willmann was born in Woodland, and came to Chico in 1990 to attend Chico State.

and others before moving back to Chico in 2000 with her husband Hans, an emergency medical technician. She worked for the Butte College Small Business Development Center before joining CARD.

Willmann started with CARD in 2006 as a recreation supervisor under General Manager Steve Visconti, then left in 2013 to manage the Feather River Recreation and Park District in Oroville. In 2015, she was hired as the CARD general manager to head a staff of about 40 full-time and several hundred part-time employees, along with answering to an elected board of five directors. At the time, she told a reporter, “It’s like coming home.”

Current CARD board chair Michael McGinnis noted Willmann’s handling of the special district matters over many years, saying she did “a tremendous job.”

“Her time at CARD was the beginning of reassessment, given the city’s desire to get out of the parks business. She was part of that process and took on the challenge. She did a good job advocating for additional recreation too.”

CARD director Tom Lando wrote, “Ann was a great leader of the organization, following in the line of excellent general managers CARD has been blessed with. She showed great innovation and insight, and of course also led during a time of personal challenge,” in reference to her cancer. “I considered her a friend and was honored to know her and work with her.”

She also worked with former Chico assistant manager Chris Constantin, who now is city manager in San Dimas. Constantin wrote, “Ann was a remarkable partner in providing the highest quality park and recreation. She and I worked closely and her passing is a tremendous loss. Chico is today in parks and recreation because of Ann’s love and care.”

Willmann retired in October 2022, citing health issues. She struggled with cancer, which ended her life, but not before sharing her voyage and goalsetting on her Facebook page. Reader comments there reflected empathy for her journey, but also an appreciation for sharing what she learned and her bravery. Readers said she was an inspiration.

She is survived by husband Hans Willmann of Chico, and daughters Alison of Anaheim, and Maddie and Grace of Chico.

In lieu of flowers, the family requests donations checks be made to the Jan Sneed Youth Scholarship Fund, in care of CARD, 545 Vallombrosa Ave., Chico.

Passing of Frances Hernandez

Frances Marie Hernandez passed away from this life, peacefully, on Thursday, November 30, 2022, after a 15-month long battle with cancer. She was surrounded by her many loved ones during her final days.

Frances was born in Pomona, California on March 30, 1963, to par-

ents Robert and Rebecca Vidaure, and her four siblings, growing up and attending primary and high school in La Verne, California, excelling in both academics and athletics, being a powerful force in the sports of Field Hockey, Tennis, and Softball, eventually pursuing opportunities to coach youth teams during her time in college. Frances met Joseph Hernandez in 1980 and eventually married in 1988, after an 8-year romance, and started a family with her high school sweetheart, being blessed with four children, all boys, in the growing city of Fontana.

Frances studied Liberal Arts at Mt. San Antonio Community College from 1981 to 1983, eventually earning her degree, and pursued her bachelor’s degree even further in Human Services, with a concentration in Counseling, at California State University of Fullerton, graduating in 1985.

Frances was no stranger to her surrounding community, making her entire life’s work and career based around helping others. From June 1986 to March 1991, Frances worked as a Recreation

Therapist at Mckinnley

Residential Treatment Facility in San Dimas, CA, creating daily activities that gave residents in the home a chance to express themselves and find their won passion. Frances later expanded upon this recreation mindset and became the City of Fontana’s Community Services Manager from March 1991 to May 2014. Later on, Frances worked for the City of Yucaipa in their own Community Services Department, acting as the Community Services Director from May 2014 to January 2018, a 26- year career that was dedicated to the greater community around her that she adored from the bottom of her heart. Frances, along with her husband Joseph, eventually retired from full-time work in 2018, with Frances taking up part-time work as the Director of Resource Development at the Boys and Girls Club of Fontana and Pomona, working before and during the COVID-19 pandemic to create fun, engaging, and educational activities for kids during an uncertain time, all the way up until her diagnosis in August of 2021, further cementing herself as a gracious, loving, and charitable person on this Earth.

Frances is survived by her husband Joseph, sons, Joseph Jr, Samuel, Matthew, and Alexander, daughters-in-law, Ixchel and Adrianna, parents, Robert and Rebecca, and siblings, Bobby, Anna, Lisa, and Louie.
