ARMY RETRIEVES HIGH-POWERED FIREARMS FOLLOWING CLASH VS NPA IN AGSUR TOWN
The 26th Infantry Battalion (26IB), under the operational control of 403rd Infantry Brigade, 4th Infantry Division, Philippine Army, retrieved three assorted high-powered and lowpowered firearms with ammunitions during an encounter while conducting focused military operations at the hinterlands of Sitio Damming, Barangay Zillovia, Talacogon, this province on January 12, 2022.
The encounter, which transpired at around 6 o’clock in the morning and lasted for seven minutes, resulted in the retrieval of two high-powered and one low-powered firearms which consisted of one Caliber .30 (Garrand) rifle; one Caliber .30 Carbine rifle; and one Caliber .22 rifle. Various war paraphernalia were also retrieved such as three cellular phones, subversive documents, and other belongings.

The presence of the armed group whose members belong to the HQS LOADER, SRC2 of the North Central Mindanao Regional Committee, was compromised by a concerned citizen confirming their location. Intensified military operations were then launched to suppress their planned atrocities in the area.
Lt. Col. Reynald Romel A. Goce, commanding officer of 26IB, extended his gratitude to the concerned residents of Brgy. Zillovia.
“Indeed, the terrorists were desperate to conduct terrorist attacks to harass the community despite the pandemic. Thank you to the residents of Brgy. Zillovia. Through your active support and cooperation with us, we were able to immediately disrupt their planned atrocities. We will not allow these lawless elements to extort all what you have,” he said.
“With the capture of these firearms, we believe that the NPA in our area of operations was demoralized. We will continue to pursue them aggressively under the rule of law until they abandon this futile armed struggle. PCOO Chief grateful to Congress, Sen. Go as Visayas Media Hub will push through this year

Presidential Communications Secretary Martin Andanar expressed his appreciation to Congress and Senator Christopher Lawrence “Bong” Go as the construction of the firstever Visayas Media Hub will push through this year.
This after the stalled project has been included in the 2022 national budget under the flagship ‘Build, Build’, Build’ program of the national government, nearly five months before President Rodrigo Roa Duterte steps down on June 30, 2022. As another legacy of the Duterte administration for effective government communication operations, the government allotted P300-million for the construction of the Visayas Media Hub in Brgy. Subangdaku in Mandaue City, Cebu Province which is sourced from the General Appropriations Act for Fiscal Year 2022.
“It is with profound appreciation that we thank Congress, specifically Senator Bong Go who initiated such an action, for the inclusion of a P300-million budget for the construction of the Visayas Media Hub in the General Appropriations Act for the Fiscal Year 2022,” Sec. Andanar said.
Sec. Andanar added that the initiative was primarily pushed by Senator Bong Go, a vital move for the continuation of the PCOO’s goal of modernizing government media operations nationwide. “Our apparent success in constructing and operating the Mindanao Media Hub speaks for the incorruptible disposition of the PCOO in carrying out such an initiative,” the PCOO chief added. The PCOO proper will take the lead in managing and maintaining the firstever media hub in the Visayas that will serve as the main broadcast for Central Visayas, Eastern Visayas, and Western Visayas. The People’s Television, Inc. (PTV), the flagship state broadcaster, will also serve as one of the locators of the project.
The hub will also house other PCOO attached agencies such as the Philippine Broadcasting Service (PBS), Philippine Information Agency (PIA), Philippine News Agency (PNA), and Radio Television Malacañang (RTVM).
Aside from the P300million budget for the construction of the hub, another P300-million will be allotted for stateof-the-art broadcast equipment and facilities including a 4-storey building with roof deck, broadcast complex, two TV studios and optional radio booths, automated master control system, transmitter and satellite uplink system, TV broadcast IT system, news graphics system, digital transmitters, and others.
The PCOO management will work closely with the Department of Public Works and Highways for the detailed architectural and engineering design, and the Department of Information and Communications Technology for use of the Subangdaku Wireless DICT lot - Innovation Hub Zone in Mandaue City.
“As we have undertaken measures and actions in bringing tailored news and information and establishing direct connectivity with the people, the world-class Visayas Media Hub will be constructed in Mandaue, Cebu. It will be equipped with stateof-the-art broadcasting apparatus, similar to the Mindanao Media Hub, to further advance this endeavor,” Sec. Andanar pointed out.
He also likened the success of the Mindanao Media Hub in Davao City to the Visayas Media Hub in Mandaue City as another world-class broadcasting hub in the country initiated under the administration of President Rodrigo Roa Duterte.

Despite the pandemic, NHCP helps shape the future by looking at the past

ROEMARI LISMONERO/ PRESIDENTIAL PHOTO The National Historical Commission of the Philippines (NHCP) continues to do its mandate despite the current coronavirus pandemic, restoring historical structures and landmarks, and serving as lead organizer in putting up various historical events significant to the nation’s identity.
Reporting the accomplishments of the NHCP to President Rodrigo Roa Duterte on Monday, Cabinet Secretary and acting Presidential Spokesperson Alexei Karlo Nograles said among the commission’s infrastructure projects include the conversion into a museum of the old provincial jail in Sorsogon.
NHCP’s efforts also include the restoration of the Bacon Church and Belfry in Sorsogon City, rehabilitation of the Emilio Aguinaldo Shrine in Cavite, the rehabilitation of the Pamintuan Mansion or Museo ng
Kasaysayang Panlipunan ng Pilipinas in Angeles City, and the restoration of 430 historical objects.
These historical materials include the La Justitia Mural, Pigafetta and Magellan Memorial monuments, and the material characterization of the La Intendencia Building.
The restoration project for the La Intendencia Building in Intramuros is being spearheaded by the NHCP in collaboration with the National Archives of the Philippines.
Once restored, the Intendencia Building will serve as National Archives’ central office and repository for Spanish-period collections.
One of NHCP’s successful projects was the restoration of the Manila’s iconic landmark, the Metropolitan Theater.
The project was completed through NHCP’s collaboration with the National Commission for Culture and the Arts (NCCA).
“Completely restored na po ito, Mr. President. After being closed down for 25 years, the Metropolitan Theater has been fully restored, renovated and reopened in October of last year,” Nograles told the President.
The commission’s task of marking historical sites, personages and events are also continuing, the Palace official said.
Last year, among those unveiled were the Bantayog ng GOMBURZA, Guiuan church, LapuLapu statue, Pulilan church, Convention Constitutional 1971, Casa Real in Lingayen, Manuel Quezon, Plaza Miranda, Loon church, Gen. Francisco Makabulos, and many others.
The commission also operates 27 historical sites all over the country as museums. But because of the current coronavirus pandemic, these sites have been shut down, and the NHCP resorted to holding online exhibits, webinars and lectures. So far, it has organized or led 120 public programs mostly on Facebook.
Also in 2021, NHCP led the observance of the National Heroes Day, 150th Birth Anniversary of Epifanio de los Santos, 500th Anniversary Celebration of the Victory of Mactan, 200th Birth Anniversary of Jose Felipe Del-Pan, 150th Birth Anniversary of Mamerto Natividad Jr., 50th Death Anniversary of Carlos P. Garcia, and the 75th Anniversary of the Inauguration of the Third Republic and the Philippine-American Diplomatic Relations. At the same time, the commission also kicked off the activities for the commemoration of the 150th Death Anniversary of GOMBURZA, which will be observed by the country this year.
This August, it will lead the History Month celebration, and the 54th Anniversary of the Association of Southeast Asian Nations (ASEAN).
“Right --- remain steadfast kasi ang NHCP in its mandate amid the challenges brought about by COVID-19 pandemic at siyempre resilient siya because it responds to the changing needs and expectations ng ating mga kababayan,” Nograles said.

President Duterte lauds AFP’s disaster response in Visayas, Mindanao

President Rodrigo Roa Duterte has commended the Armed Forces of the Philippines (AFP) for assisting communities devastated by Typhoon Odette last month and for fulfilling its mandate of securing the nation from the enemies of the state.
“And I would like to reiterate that in behalf of the people of the Philippines, I would like to commend and salute the AFP for their toil. It was really not --- it was a toil to be there helping everybody,” President Duterte said in his regular Talk to the People aired on Tuesday.
“So salamat sa --- for all of these achievements so far that you have gathered throughout the… It’s a never-ending job for you hanggang ngayon, but nagpapasalamat ang tao at ako mismo nagpapasalamat rin. Keep up the good work and you have my snappy salute also.”
During the President’s weekly public address, AFP chief of staff Gen. Andres Centino reported the contributions of the armed forces in the ongoing relief and rehabilitation efforts in the regions affected by the recent typhoon.
General Centino told the President that so far, the AFP has already deployed a total of 9,079 personnel in the five regions affected by the typhoon in the areas covered by Visayas Command, Eastern Mindanao Command, and Western Command of the AFP.
“Our personnel were immediately deployed in order to help in the prevention, mitigation, and response operations before, during and after the typhoon,” Centino said in his report.
Aside from the personnel sent to disaster areas, the AFP deployed about 28 Philippine Navy assets, 30 Philippine Air Force assets, and 769 land assets to provide assistance in the delivery and transport of relief goods, supplies,
Summarizing the AFP’s transport missions since the start of its Humanitarian Assistance and Disaster Relief (HADR) Operations, Centino said the armed forces has used its assets to deliver a total of 522,675 kilos of supplies by air and about 4.1 million kilos of supplies and cargoes in 97 sorties by sea.
“Likewise, a total of 4.8 million kilos of relief goods were transported by land using our 769 trucks and vehicles,” he reported.
At the same time, the AFP used its assets in the transport of 1,514 stranded individuals by sea and 667 individuals by air.
Centino said the AFP has also worked with other stakeholders.For instance, the Philippine Air Force tapped the services of its affiliated reserve units like Air Asia and Philippine Airlines in transporting a total of 17,000 kilos of cargoes.
The Philippine Navy also coordinated with its affiliated reserve units, transporting by sea a total of 277,000 kilos of cargoes.
The AFP has set off the CivilMilitary Coordination Center (CMCC), a facility activated during crisis and emergency situation to coordinate with government agencies, nongovernment organizations, and international humanitarian communities in the delivery of donated goods.
Through the CMCC, the AFP received over 8 million kilos of relief goods from 460 donors.
During HADR Operations, AFP’s newly acquired assets were used such as the Philippine Navy frigate BRP Jose Rizal, shifting from security operations to humanitarian missions for the delivery of relief goods to Palawan. The Navy’s sea asset made two sorties and facilitated the transport of 78,000 kilos of relief goods.
The BRP Ang Pangulo was converted into a floating hospital complete with medical teams and personnel on Siargao Island to provide medical assistance. So far, over 1,600 patients have been provided with medical service.
The newly acquired Philippine Air Force’s Black Hawk helicopters were also used during the initial rapid damage assessments, in the rescue of typhoon victims, and the transport of personnel and the delivery of relief goods in over 249 sorties, Centino reported. To help people rebuild their homes, the AFP also deployed carpentry teams.
Also, Army engineers were sent to disaster areas to provide engineering support in the clearing roads and removing debris immediately The AFP has provided mobile water tanks to give typhoon survivors with potable water. It also facilitated the transport of equipment and supplies of utility companies for them to restore the electricity and communication requirements in affected areas.
Although there was an increased deployment in typhoon-affected areas, Centino assured President Duterte that the AFP still has sufficient forces deployed in other parts of the country to secure communities from communist insurgents and terrorists.
Despite the AFP’s various tasks, it recently neutralized Menandro Villanueva aka “Bok,” the longest-serving secretary of the Southern Mindanao Regional Committee and the commander of National Operations Command of the CPP-NPA.
Centino also reported the neutralization of Norodin Hassan, the head of the DI Hassan Group, who was responsible for a bus bombing in Aleosan, Cotabato.
“We’d like to report also, sir, that we have sufficient forces to be deployed in checkpoints in coordination with the Comelec and the PNP,” he said. PND
Gov’t to intensify administration of COVID-19 booster dose

The government eyes to double the number of COVID-19 booster shots being administered to the eligible population from the current daily average as authorities ramp up immunization amid the rapid spread of the highly contagious Omicron variant.
In his report to President Rodrigo Roa Duterte on Monday, vaccine czar Secretary Carlito Galvez Jr., said that so far, there were 4.7 million Filipinos who received booster doses. “Ang average po natin naitala ay mahigit na 260,000 po lamang. Kinakailangan po na maiangat sa doblado or 500,000 doses kada araw,” said Galvez
during the President’s Talk to the People. To provide boosters to the targeted 72.16 million population, Galvez said the government’s strategy is to concentrate in the National Capital Region Plus 10 (NCR+ 10), and in areas with more than 70 percent fully vaccinated population.
The government will also expand the vaccination sites for boostering using facilities like Nayong Pilipino and malls.
In immunizing minors aged 12 to 17 years, Galvez, who is also the chief implementer of the National Task Force Against COVID-19, said 8.49 million or 67 percent received the first dose and 6.88 million or 54 percent are already fully vaccinated.
If the current output continues, the vaccine czar said the government can conclude vaccinating minors 12 to 17 years old by the end of March and the administration of boosters could begin by April once experts give the green light. Galvez also reported that for children five to 11 years old, 15.56 million could soon be vaccinated as 780,000 doses of the jabs intended for minors could arrive late this month and an additional 1,632,000 doses will be delivered on February 7.
These are part of the 7.5 million doses procured by the government, which are set to arrive in the first quarter of this year and another 7.5 million doses in the second quarter.
The government also placed orders for the delivery of 10 to 15 million doses to complete the second dose of children aged five to 11 years.
“Other orders will be in tranches considering this is a different formulation intended for the age group 11 years and below. Puwede po natin pong gamitin ‘to sa zero to four years old,” he told the President.
For children aged zero to four years, the vaccine coordinator said they are awaiting the issuance of emergency amendment abroad and the advice of local experts. Aside from immunizing minors, part of the government strategy is to inoculate three million unvaccinated senior citizens, as well as maximize the use of the 9 million doses of the single dose Janssen jab currently in the government inventory.
According to Galvez, the government targets to achieve vaccination milestones of immunizing 77 million by the end of March and 90 million by the end of June.
Looking forward, Galvez said they are working to hand over the responsibility from the national government to the local government units (LGUs) and the private sector in preparation for future vaccine commercialization.

OCD extends P139-million food, non-food relief goods to typhoon survivors

The government has provided a total of P139 million worth of food and non-food relief goods to the survivors of Typhoon Odette as of January 17, an official of the country’s civil defense agency reported on Monday. Office of Civil Defense (OCD) Assistant Secretary Hernando Caraig Jr. said the National Disaster Risk Reduction and Management Council (NDRRMC) logistics cluster led by OCD also delivered around 6.49 million kilograms of various relief items. Aside from relief goods, Caraig said the OCD has provided the survivors with safe drinking water.
“In terms of water, Mr. President, OCD provided 1.74 liters or 2.1 million water bottles and a donation from Lucio Tan Group and Chinese Chambers of Commerce of 1.9 million
liters of water,” he said, adding the OCD still has a reserve of 2.175 million liters to be distributed to the affected regional areas.
The remaining 2.1 million liters or equivalent to 4,350,000 bottles will be distributed in Mimaropa, Eastern and Central Visayas and Caraga, the regions needing clean drinking water.
Caraig said the OCD also facilitated door-todoor water deliveries that totaled 932 liters, which were directly delivered to 2,830 barangays.
He added that Central Visayas and Mimaropa were complemented with water filtration system to address waterrelated diseases, while Bohol received nine water filtration systems from various donors.
The OCD is also negotiating with a water bottling company for the procurement of additional bottled water, which will be provided to the affected regions. the OCD official said, has a pending delivery of 193 liters for Central Visayas and 213 liters for Caraga. Soccsksargen, on the other hand, has delivered 113 liters to Caraga, while Zamboanga Peninsula sent 935 liters.
President Duterte told the OCD official to fast track the delivery of clean drinking water to disaster areas, underscoring the importance of the commodity in the regions affected by natural calamities.
“I seem to be repeating it always, but para maremind lang ang lahat --- sunog, na-experience ko, I got this when I was mayor. ‘Pag magsama ako ‘yung sa first responders, ang unang hiningi ng tao tubig talaga, lalo na kung under stress, tubig ang hinahanap,” he said.
In terms of the agency’s shelter assistance, Caraig reported that it was agreed during the January 13 emergency meeting that the shelter cluster under the Department of Human Settlements and Urban Development (DHSUD) will submit proposal on shelter funding assistance for families based on damaged houses.
The National Housing Authority (NHA) and the Department of Social Welfare and Development (DSWD) will handle the coverage of shelter assistance.
Likewise, the Philippine Coconut Authority, in support to OCD’s shelter initiative, reported the deployment of chainsaws for use in shelter construction and other operations including the clearing of fallen trees.
Typhoon Odette has affected 2.3 million families or 8.1 million individuals. It also left 406 deaths, 1,265 injuries, and 65 missing persons.
The weather disturbance also damaged 1.3 million houses with an estimated value of P64 million. The damage to infrastructure and agriculture was at P18 billion and P11.7 billion, respectively. PND

A third edition of the national vaccination days is another strategy the Philippine government is looking at in case it misses its target to fully vaccinate 77 million people before April.

Nearly 7M aged 12-17 already fully vaccinated
The inoculation of minors aged 12 to 17 years is on track with nearly seven million already with complete doses against Covid-19.

55.2 million Filipinos now fully vaccinated
The Philippines has administered 118,944,887 doses of coronavirus disease (Covid-19) vaccines nationwide, with 55,195,486 Filipinos now fully vaccinated against the dreaded infection.
The latest data from the National Covid-19 vaccination dashboard released Monday also indicated 4,915,091 of the fully vaccinated have received booster or additional doses.
The country’s average vaccination rate significantly increased to 797,265 doses in the last seven days, compared to around 300,000 doses during the previous weeks.
Secretary Carlito Galvez Jr., the chief implementer of the National Task Force Against Covid-19, previously said the administration of primary doses remains a priority.
The unvaccinated sector is more prone to hospitalization, severe cases, and death, once infected with Covid-19, according to health authorities.
