Colonial-themed restaurant, museum opens Feb. 12 Early American history and good food and drink will come together this month as the Green Dragon Tavern & Museum makes its long-awaited debut on Feb. 12, combining the flavor of the Colonial era with a modern twist. Modeled after the historic Green Dragon Tavern in Boston — where Paul Revere was said to have heard the plans for the invasion of Lexington and Concorde that led to his historic ride — the local incarnation at 6115 Paseo del Norte has a 115-seat restaurant, a 115-seat tavern, a museum and state-of-the-art meeting space with catering facilities as well as a coffee and gift shop. Interest in the new business has been strong for months as the new building took shape. John Lek, general manager and senior vice president of Green Dragon Tavern, Inc. said it’s thrilling to be so close to the unveiling. “We’ve had tremendous amount of support and enthusiasm about what we’re bringing,” Lek said. “It’s thrilling to have something tangible that we can share with Carlsbad and the greater North County area. It’s now up to us to provide phenomenal food and service and a historical experience.” Lek said the new business is one-of-a-kind, noting that there is no other venue that sets out combine history and a dining experience the way the Green Dragon does. One thing Lek makes clear is that the Green Dragon Tavern & Museum is approaching both its theme and its food and service seriously. “We’re walking a fine line, trying to embrace the theme of being a historic venue without going overboard and being gimmicky,” Lek said. “Our goal is to provide history through osmosis, to be a venue that people would like to come back to repeatedly

for the food and the ambiance.” Ultimately, he added, the mix of modern and colonial is not as stark as it sounds. Lek said the business will strive to be always progressing and transforming itself to meet the needs of the community. The museum will evolve based on what the community needs. Lek said local teachers have been contacted and the Green Dragon is working on a curriculum based

on educational standards that will allow students to learn when they visit on trips. The AAA has honored two Carlsbad Chamber member resorts by including them in its prestigious Diamond Ratings. The Park Hyatt Aviara Resort received the AAA Five Diamond award, while the Hilton Carlsbad Oceanfront Resort & Spa was chosen for the Four Diamond award. Each year AAA reviews more than 29,000 hotels including resorts, historic inns, B&Bs and more. Just 0.4 percent make the AAA Five Diamond list. Only 5.3 percent of the more than 29,000 hotels Approved by AAA make the Four Diamond list. In addition, both of the Park Hyatt’s fine dining restaurants, Vivace and Argyle Steakhouse, were honored with AAA Four Diamond ratings for 2014. This is Argyle Steakhouse’s second year on the Four Diamond list. Continuing a 78-year tradition, AAA’s professionally trained inspectors use published guidelines to conduct unannounced hotel and restaurant evaluations, assigning Approved establishments a rating of One to Five AAA Diamonds. Properties identified by AAA as potential candidates for the Five Diamond Rating undergo multiple evaluations and a final decision by a panel of experts.

Desal plant on track for 2016 opening Poseidon celebrates the one-year mark of construction BY JOSÉ A. LOPEZ Editor | Carlsbad Business Journal

Poseidon Water marked the one-year anniversary of construction of the Carlsbad Desalination Project with a news conference in which officials announced that the project is 25 percent complete, on budget and on track to open in 2016. When finished, the plant will be the largest seawater desalination plant in the western hemisphere, providing 50 million gallons of water a day, about 7 percent of the region’s water demand. As cranes swiveled in the background — placing large blue racks which will hold the filters that will to turn seawater into drinking water through reverse osmosis — officials remarked at the swift pace of construction, especially in contrast to the nearly 12-year planning and permitting process, delayed by lawsuits and other setbacks. “It’s a pleasure to be here today, to mark what we’ve done in the last 12 months, which is far more than was done in the last 12 years, which was as long as this project sat on the shelves,” said Thomas V. Wornham, chairman of the San Diego Water authority. The $1 billion project, housed on land at the Encina Power Station owned by NRG Energy Inc., will help the county diversify its portfolio of water sources, and will make up about a third of the water generated in San Diego County (other locally-created water sources include recycling and ground water and local water sources). Carlos Riva, CEO of Poseidon Water, pointed out that the water generated by the project will be “drought-proof,” providing drinking water that could serve up to 112,000 households in the county.

The Carlsbad Desalination Project will require running 132,000 linear feet of pipe underground, which is the equivalent length of 14 Golden Gate bridges. The pipeline will use 11,000 tons of steel pipe segments, which is roughly the same weight as 88 blue whales. So far, nearly two miles of pipeline has already been installed. The construction project is a joint venture by J.F. Shea Construction, Inc. and Kiewit Infrastructure West. IDE Technologies, Ltd. is engineering the desalination process and the related equipment and handle plant operations. Carlsbad Mayor Matt Hall said the construction has brought nearly $350 million to the local economy and created 2,500 construction-related jobs. “This has got to be one of the … premier projects throughout this whole country,” Hall said. “As the mayor of Carlsbad, I’m really glad to have it here… I cant wait for 2016 when we’re here to actually cut the ribbon and see this project completed.”

What do thousands of downtowns in the U.S. and around the world have in common? From Napa to New Haven, from Boulder to Buffalo, downtowns and commercial districts have discovered the benefits of having a strong private-sector leadership organization funded by a Property-based Business Improvement District (PBID). Over the past two years, we’ve acted as advocates for the Village by implementing pilot projects, writing grants, creating new programs and events and facilitating new investment in the Village. The Village needs an “advocate” long after we’re gone to continue to attract new investment, to promote the downtown, to increase retail sales, and to create a thriving commercial district for its nearby residents. That is the role PBIDs play in downtowns around the world.

SO - WHAT EXACTLY IS A PBID?

A PBID is a private sector initiative to manage and improve the environment of a business district. The services provided are financed by a self-imposed and self-governed assessment on real property.

ARE THESE THINGS LEGAL?

PBIDs were enabled in California by state legislation in 1994. Since then, more than 80 PBIDs have been established in the state. There are more than 1,000 PBIDs in the U.S. alone, and more than half of them are in cities with less

than 100,000 people. The median annual budget of PBIDs in the U.S. is $342,000, according to the International Downtown Association.

WHAT DO THEY DO?

It depends on the needs of the downtown, but a PBID’s services can include public safety, maintenance and cleaning, economic development, marketing, special events and more.

WHY DO THEY WORK?

PBIDs work because they provide enhanced services above existing city services that are tailored to the specific needs of the downtown. The district is governed by a non-profit board of property owners who pay the assessment, and it unifies the private sector into a strong downtown leadership organization with improved political clout.

HOW DO YOU FORM A PBID?

A downtown consultant, such as Urban Place, is usually involved to help guide the somewhat-lengthy into the future. A PBID is the best mechanism by which to accomplish this, and Urban Place has established or renewed over 50 PBIDs across the country. Over the past year, we’ve met with property owners and held public workshops

Initial steps include determining the downtown’s needs and educating stakeholders, and developing the “management plan,” which is the business plan for the district (more on this in the next paragraph). This is the phase we’re in at the time this article is published. Next, we’ll need to develop consensus around the management plan, and then complete both a petition campaign and a ballot process. If those are successful, City Council would hold public hearings to establish the district, and then contract with the non-profit management organization with a board of property owners.

WHAT’S IN A MANAGEMENT PLAN?

WHAT IS THE TERM?

It depends, but the maximum initial term for a PBID is five years. The PBID automatically sunsets at the end of the term. If, towards the end of the term, property owners are happy with the programs and wish to continue it, a petition campaign and ballot process must be completed again in order to renew the PBID. In most downtowns, PBIDs have renewed at the end of their terms.

WHAT ARE THE BOUNDARIES?

Generally, the commercial core of the Village. If the district passes, all properties within the district are required to pay the assessment whether they voted for it or not.

WHAT MIGHT THE PROGRAMS BE FOR CARLSBAD?

Initial meetings with stakeholders have focused on business and economic development, marketing and communication, public space improvement, and advocacy.

WHAT IS THE BUDGET?

This is still to be determined, but the programs and services identified have an annual cost in the mid-$300,000 range.

HOW WOULD PROPERTIES BE ASSESSED?

For PBIDs in California, a property’s value is not an allowed method for assessment. Instead, a property must be assessed on some characteristic of the property, such as streetfront footage, building square footage, or lot square footage. The current recommendation for the Village is a 50-50 split of building and lot square footage.

CONCLUSION

Success in a downtown over the long-term requires the participation of three parties: business owners, property owners, and the public sector. Merchants and cities are usually involved in most downtowns – it’s the property owners, however, that often don’t have a seat at the table. But because they have a longterm vested interest in, and a vision for, their neighborhoods, their involvement is critical. Renewed interest in the Village and a changing economy have led to more than $42 million in private investment committed in the Village over the next two years! The Village must continue to attract new investment, new businesses, and new residents in order to become the economically viable, vibrant, and active heart of Carlsbad. Blogging helps a business get discovered and drives traffic to a website. After publishing a blog on a particular subject, it should be posted on the company’s social media platforms such as Facebook, Twitter, LinkedIn, Google+ and all the rest. This type of “social media” limelight raises the marketing bar. Think of these social media channels as an extra way to attract potential clientele. Blogging content should not contain sale pitches. Instead, implement helpful and interesting content to the reader. Don’t get overzealous with links back to your site – use a few links at most.

When adding blogs, not only will potential clients notice, but Google will, too. After each blog post is published, it automatically indexes another page onto a company’s website. Yes, this is a good thing. This indexing alerts search engines, including the Google powerhouse, that your site is producing content and not dormant. Let’s say someone types in their search engine, “Best cosmetic dentist in Carlsbad.” The goal is to have the dentist’s blog post appear as an organic search result; and, this blog post can remain in the search engine ranks for several months, and even years.

ESTABLISHING A NICHE Blogging helps businesses verify their niche and demonstrates that they are authority on a subject matter. In example, if a skin care company publishes educationalbased content on anti-aging skin care tips, this will draw in readers. Before publishing content, make certain it is meaningful, helpful and impactful.

When a blog generates traffic to a company’s website, this is “prime time” for visitors to transform into clients. It’s an opportunity to offer something compelling for a visitor to become a lead.
