Malaysia to the World Edition Salam 1 Malaysia and a very Happy New Year 2013 to all our members, readers and followers of the Institute of Landscape Architects Malaysia (ILAM).

Yet another year has concluded and we have grown from strength to strength; ILAM has made great inroads onto the world stage and we have repositioned ourselves amongst the top professional landscape associations in the region.

The good news starts with the IFLA Asia Pacific Council Meeting in Shanghai where our past president, Dato’ LAr. Ismail Ngah was elected as IFLA Vice President for the next 2 years, followed by LAr. Dr Nor Atiah Ismail, who was elected as chair for the IFLA Asia Pacific Cultural Landscape Committee.

On 3-5 December 2012, Malaysia played host to the IFLA APR Cultural Landscape Symposium in the heart of a Malay traditional village in Sungai Besar, Selangor. Delegates from 10 Asia Pacific countries, including delegates from Ukraine, gathered at Haji Dorani Homestay for a 3 day discussion and sharing of cultural landscape experiences. The symposium also exposed the delegates to a myriad of cultural activities.

For the upcoming IFLA Asia Pacific Congress, (28-30 April 2014), in Kuching, Sarawak, ILAM has been making preparations for the past year and we are gearing up to ensure the conference will be a memorable one. Delegates from over 15 countries and more will be joining the congress and experiencing the best Sarawak has to offer. We hope you will join us next year in Kuching, Sarawak.

Leading into the future, we set our sights upon becoming the trusted and desirable professional organisation for all landscape architects in Malaysia. To prove our point, ILAM is currently preparing our bid document as hosts for the IFLA2020 World Congress. This major event, which could be held in Kuala Lumpur, would be in conjunction with the

IFLA Asia Pacific Cultural Landscape Symposium 2012

ILAM, in collaboration with IFLA Asia Pacific region countries, jointly organised the 3rd IFLA Asia Pacific 2012 Regional Cultural Landscape Symposium, from 3-5 December, 2012. Surrounded by a vast paddy field and the tranquil “kampung” landscape of Sungai Haji Dorani, Sungai Besar, Selangor, this was the first time such an event was organised, outside the comfort of a conference hall, and deep in the heart of a malay village.

The delegates not only benefited from the paper presented but also treated with a great homestay experience surrounded by vast paddy fields.

An International Cultural Meeting Point Themed “Heritage Landscape & Tourism Planning for Asia Pacific Region”, the symposium was attended by more than 70 delegates from 10 countries, namely, Thailand, Hong Kong, India, Singapore, Japan, Korea, Indonesia, Ukraine, Iran and Malaysia.

Real life, Real Experience The success of the symposium has set a milestone for the IFLA Cultural Landscape Symposium cycle. Bringing the delegates to an authentic setting, surrounded by stunning natural landscape, ensured they were not only inspired by the papers presented but by a real life experience within Asia’s vital yet vulnerable cultural landscape.

Learn & Inspire Besides 4 keynote speeches, 15 papers were presented. In addition, delegates were exposed to village lifestyle by staying with foster parents in village houses and tasted a myriad of local delicacies such desserts and tropical fruits. Traditional activities such as dancing, kite making, batik painting, bahulu making were among the items featured on the programme.

Acting as the highlight of the symposium, and as a conclusion to the symposium at Haji Dorani Homestay, a traditional wedding ceremony was hosted by the villagers. During the ceremony, the delegates had a chance to bless the happy couple, and leave with a blessing for their work during the conference.

Footprints of Human Civilisations: The need for a Tourism Master Plan for Sustainable Cultural Landscape

Prof Kim highlighted digital technologies, such as GIS, in cultural landscape studies to understand how cultural landscape relates spatially to its natural and human environment. Such technologies provide us with the advantages to view, analyse, integrate, and visualize data in many ways that reveal relationships, patterns, and trends. It helps us to make better decisions when considering heritage landscape planning.

Different cultures have left different impressions upon the surface of the Earth. These footprints of human civilizations, these so-called cultural landscapes, are time capsules which tell many stories of their respective places. The sustainability, in terms of the management of these historically important areas, is an important way of viewing the usefulness of these ancient regions. Making them beneficial, both economically and socially for the local inhabitants, as well as educationally interesting for tourists and visitors, is essential. In order to ensure the sustainability of the tourism industry based on cultural landscapes, a comprehensive master plan is required.

The Controversies in the Natural Parks Development for Tourism Purposes in Thailand Ariya Aruninta Thailand

The bloom of tourism in Thailand increases economic prosperity yet, at the same time, deteriorates the ecological value of the destinations and creates controversies among diverse stake-holders. Ariya tried to understand the tourism development of national parks in Thailand and introduced the fundamental tools of cultural landscape management and sustainable practices in order to reach long-term solutions and best utilisation of Tourism Resources.

Experiencing the Tourism Potential of Rural Cultural Landscape of Kampong Sayong, Perak.

Nor Atiah Ismail, Mohd Yazid Mohd Yunos, Nurul Aqilah Abd Aziz Malaysia

This paper focused on the characteristics of cultural responsive landscape, formed by vernacular, traditional and natural landscape elements in Kampong Sayong, Perak. The natural setting of a Malay residential area, incorporating a friendly community, strengthens the intrinsic and extrinsic cultural values that can be of great advantage for the tourism industry in Malaysia. The findings of this research have proven that the characteristics of a Malay village are responsive and closely associated with daily life activities and the religious and cultural values of the community members.

Emerging Chengdu & Western China: From Panda Country to Centre for International Education Anthony K.C. Ip Hong Kong SAR

This paper provides a detailed context in regards to the development of Chengdu and its immediate environs. The process of ‘development by negotiation’ in China is examined, while the impact of development on cultural heritage, landscape and sustainability is discussed and the findings summarised for further reference.

Natural Resources Based Landscape Planning for a Heritage Tourist Destination: Tarangampadi, India Sandip Patil India

Dr Sandip presented an example of a natural resource based landscape development proposal in Tarangampadi, India. Once a colonial Danish port and trading town, it possesses an invaluable architectural & cultural heritage. Unfortunately, large parts of the town were washed away during the 2004 Tsunami, including many public monuments. The Faculty of Landscape Studies at CEPT University was invited to study the regional landscape and cultural heritage of the town, in order to propose a comprehensive regional landscape plan. The plan included not only sustainable use of natural resources and preservation of landscape character, but also addressed various social, economic & tourism issues.

The practice of local community planning based on the cultural landscape: Case study of the Cultural Landscape of Sakitsu and Imatomi in Amakusa City Tanaka Naoto Japan

Tanaka san highlighted the research carried out by the residents and municipalities, alongside the research group, about the practice of local community planning. In the ‘Cultural Landscape of Sakitsu and Imatomi, Amakusa City’, it was found that fishery and farming settlements are combined, in one designated area. The scope of this study is to help a typical Japanese fishery settlement, where an aging society and depopulation are eminent problems, to improve its local power (social capital) in order to be able to practice alternative tourism.

Cultural landscapes, which represent rich and diverse snapshots of local values and heritage, are to be found in every part of the populated world. Although often much changed from their natural state, such landscapes are important to the conservation of nature and biodiversity; many of the ecosystems within them have evolved, and continue to survive, because of human intervention.

Ramzi concluded that man should conserve and preserve natural resources, such as locally occurring rivers or streams, for the use of present and future generations, which leads to conformity with the concept of sustainable development.

Site Restoration and Garden Design in the Java Region

Titien Suryanti and Ina Krisantia Indonesia The paper examines the Javanese culture as a case study, and asks how the culture and traditions of the Javanese people influence their way of life, which they maintain today, including how they take care of their landscape. For instance, Taman Sari is a place where both spiritual and physical pleasures were fulfilled. This heritage palace is an asset within Indonesia’s historical gardens, therefore this paper focused on restoration and garden design in the javanese region – what should be restored, so an important part of Indonesian history can be remembered.

Cultural & Historical Landscape in Singapore Maria Boey Yuet Mei Singapore

The British left a legacy for Singapore in its culture, town planning and gardens.

The city was then densely populated with mixed developments. When Singapore became independent in 1965, former Prime Minster, Lee Kuan Yew, incorporated the vision of “A Garden City” for Singapore. With a competent team of leaders, through 47 years of progress, Singapore was transformed from a country with no resources to a global, livable and sustainable citystate. Author, Maria, traced the past developments of town planning and its green movement towards creating “A City in the Garden”.

Port Dickson-Continuum of Ways

The historical railway line reborn as ‘ways” of connecting town’s communities, history and nature.

By understanding the value of the railway line to Port Dickson, the design intends to celebrate Port Dickson railway line in an innovative way; to recover its full potential and give it back to the town. The “way” will eventually enchance mobility and social connection.

Regaining cultural identity, creating a greener environment and generating economic vitality for the town.

Livable Linear Railway Track Port Dickson, Negeri Sembilan

This project explores the potential benefits of historical railway tracks for public use in the town of Port Dickson. The aims are to regenerate as well as to preserve the 121 year old historical railway track by transforming the area into a livable linear park.

The design approach is promoting the public’s mobility throughout the park by reutilizing the old track. Thus, landscape architectural elements are designed to be responsive with the existing character and cultural identity to encourage spatial legibility. The plant species proposed are based on their tolerance to salt spray and strong wind such as Casuarina equisetifolia and Terminalia catappa.

The eco-plan is proposed to highlight and promote an ecologically sustainable development (ESD) such as a proper design for water recycling, green energy and material recycling.

A meeting, attended by the elected ILAM chapter leaders, ILAM council members and CPD Committee members, was conducted at the ILAM office to discuss the incoming ILAM 2013 CPD calendar. In 2013, each chapter will organize one main event in their respective region which will be open to participation by all ILAM members.

Chapters are also free to organize small events such as talks, seminars or courtesy calls to their respective city councils and state governments.

Theme Congress Theme: A “Greener” Tomorrow

As we progress into the future our forefathers dreamed for us, more and more forest and natural resources, such as rivers, streams and oceans have been the victims of our haste. As landscape architects, we have always been seen as the “Stewards of the Land”. We fight and we strive to save and preserve every last patch of green we can find on this planet we all call home.

However, in today’s context, to merely preserve every patch is not enough, as more and more global events, such as climate change, urban heat, and natural disasters occur. This in turn relates to the destruction and mismanagement of our natural resources and the environment at large.

The theme A “Greener” Tomorrow means more than just plants and nature; it encompasses the methodology and finding of best practice in handling the environment and improving living conditions. We plan to look at sustainable, economic, value added benefits for communities in totality and at causing less environmental impact and providing more energy efficient management strategies. IFLA2014 Milestones 1st Site Visit to Kuching, Sarawak Date: 6-7 September 2012 Venue: Kuching, Sarawak As part of the planning for the IFLA2014 Asia Pacific Congress, ILAM conducted a site visit to inspect the various potential venues for the organisation of said congress. Several Malaysian cities set the benchmark for others by winning the 2012 International Award for Livable Communities by UNEP. Putrajaya won the Silver Award for the Whole City under 75,001 – 150,000 population category. Meanwhile, the city also grabbed the 1st runner up award for Natural Section Category for the Putrajaya Lake and Wetlands, and the Bronze Award in Community Gardens of Putrajaya and Healthy Parks, Healthy People.

The ILAM – Singapore technical study trip was organised to provide an idea exchange and learning opportunity between Malaysia and Singapore. The visit was attended by 43 ILAM members from Kuala Lumpur and 10 members from ILAM Southern Chapter. During the visit, ILAM and SILA agreed to hold more collaborative activities and visits to build a stronger relationship between the two associations.

For the first time, the IFLA Asia Pacific Cultural Landscape Symposium was hosted by Malaysia and the Institute of Landscape Architects Malaysia (ILAM), in collaboration with local universities and government agencies in a small scale symposium in the heart of a Malay Traditional Village at Haji Doraini Homestay, Sungai Besar, Sabak Bernam district, Selangor. 17 Bid for IFLA2020 World Congress in Kuala Lumpur

ILAM New KAIAL Professional Examination Approach

ILAM, with the support of Malaysia Convention & Exhibition Bureau (MYCEB) will be heading to Auckland, New Zealand on 8 April 2013, to attend the IFLA World Council Meeting. There, ILAM will bid to be the host for the IFLA2020 World Congress in Kuala Lumpur.

Currently, ILAM is preparing the bid document and have conducted several meetings with the Malaysia Convention & Exhibition Bureau (MYCEB) leading up to this event.

1. Starting in 2013, ILAM’s Professional Exam will be conducted for 2 days with an additional 30 minutes for module C. 2. Day 1 (Module A and D), Day 2 (Module B and C).

3. Results for each module (Pass or Fail) will be notified to the candidate via mail.

4. Every candidate for the professional exam will be assigned an examination ID number.

5. Candidates who pass all exam modules and requirements will be awarded ILAM Corporate Membership : • Pass all the modules in one exam.

• Pass all the modules through cumulative exams within 2 years however module A and C are compulsory to pass in one exam. (ie Compulsory to pass module A+C in one exam yet can re-sit module B and D, or B or D within 2 years, starting from the year the candidate passed module A and C.)

Workshop on Landscape Architect Act 29-30 August 2012 Premiere Hotel, Klang

A workshop on the Landscape Architect Act was organised by the National Landscape Department to fine tune the contents and the LA Act. Among landscape architects representing ILAM who attended were LAr. Mohd Fadrillah Mohd Taib and LAr. Noriah Mat.

ILAM President, LAr. Mohd Fadrillah Mohd Taib and Asst. Hons. Secretary LAr. Charles Teo paid a courtesy visit to the Italian Embassy, upon the invitation of the newly appointed Ambassador. During the visit, the Italian Embassy made a presentation about the city of Torino, which is the one of the candidates for the IFLA World Congress in 2016 and worked to gain ILAM’s supporting vote for Torino’s bid in Cape Town, South Africa.

UPM Landscape Architecture Alumni Club Launched

9 September 2012 Faculty of Design & Architecture, Universiti Putra Malaysia The landscape architecture graduate students from the Faculty of Design & Architecture, Universiti Putra Malaysia, have launched their Alumni Club with the homecoming of the students to mark the 10 years since the establishment of the faculty.

Meanwhile, on the 23 February 2013, the club will host another tea party at the faculty to celebrate the official registration of the club under The Registry of Societies of Malaysia (ROS). Alumni members are welcome.

Access Audit Workshop in the Built Environment 11-12 September 2012 International Islamic University Malaysia (IIUM)

A two day workshop on Access Audit and Universal Design Guidelines in the Built Environment was conducted in the International Islamic University Malaysia (IIUM), facilitated by Datuk Prof. Ar. Dr. Asiah Abdul Rahim and Prof Emeritus LAr. Dr. Ismawi Zen. This workshop aimed to critically audit the compliance of landscape design in line with universal design requirements and guidelines.

Approximately 50 participants attended the workshop, which at the same time acted as a hands-on experience, as venues around the campus grounds were audited to see if different types of access points for disabled students and visitors were in place and proving useful.

Technical Workshop on Landscape Character Assessment Using GIS

18-19 September 2012 Advanced Landscape Technology Lab, FRSB, UPM A hands-on technical workshop for landscape architects to use ICT tools (Arch Info and Arch GIS) for landscape character assessment was conducted with approximately 25 landscape architects from government and private agencies attending the workshop.

The workshop was facilitated by Dr. Mohd Johari Mohd Yusof (UPM), Assoc Prof Annuar Mohd Nor (UiTM), Assoc Prof LAr Dr Osman Mohd Tahir (UPM) and En Emran Mohd Taram (UPM).

ILAM, with a team of 10 Landscape Architects, made a courtesy call to the General Secretary of Ministry of Housing & Local Governments office, in line with the new appointment of YBhg. Datuk Arpah Binti Abdul Razak.

Among agenda items discussed during the meeting were the Landscape Architect Act, general practice of landscape architecture in Malaysia and the matter of the liberalisation of the service sector in Malaysia.

Green Ranger Malaysia Programme

19 September 2012 Pulau Banding, Gerik, Perak Green Ranger Malaysia, GRM is an initiative by the Pulau Banding Foundation and Yayasan Emkay to educate the younger generation about the importance of caring for Mother Earth. The movement takes an enjoyable approach with the introduction of experiential learning activities.

The recent launch of GRM, held at the Belum Rainforest Resort, Gerik, Perak, was attended by officials from the Education Ministry, Scouts Malaysia and more than 100 students and teachers. ILAM members also in attendance included President, LAr. Mohd Fadrillah Mohd Taib and IFLA Vice President, Dato’ LAr. Ismail Ngah.

Malaysia Landscape Architecture Education Accreditation Standard Workshop 6-7 November 2012 The MINES Wellness Hotel

The aim of the workshop was to finalise the Accreditation Standard Procedure for Landscape Architecture Program in Malaysia.

It was attended, among others, by representatives from IFLA, namely Prof Dr. Tong Mahn Ahn (Korea) and Assoc Prof Dr. Ariya Aruninta (Thailand). The Malaysia Qualification Agency (MQA), National Landscape Department (JLN), Institution of Higher Learning, Institute landscape Architect Malaysia (ILAM) and Practitioners.

The workshop was facilitated by Assoc Prof LAr Dr Osman Mohd Tahir, Assoc Prof LAr Abu Hassan Wahab and LAr Abdul Aziz Othman.

The workshop was conducted to review the procedure of handling KAIAL and the Professional Practice examination. About 15 landscape architects, involved directly with the professional practice course and examination, attended the workshop.

At the end of the workshop, the participants’ conclusion wasto introduce a new approach for the professional examination process.

Pulau Banding Foundation-ILAM Research Initiatives 8 November 2012 Pulau Banding Foundation Office

ILAM, lead by LAr. Dr. Suhardi bin Maulan, conducted a meeting with the Pulau Banding Foundation (PBF) on the research to be conducted by local universities which offer landscape architecture degrees or masters programmes. The research programme is part of the MOU between ILAM and PBF. A number of topics were presented and therefore PBF will seek the board’s approval before the “seed money” for research can be granted to the projects.

The 5th edition of the annual Malaysia Landscape Architecture Awards has gained an encouraging support with the increase of 100% in terms of entry submission, compared to the previous year. This year, the jury spent 3 days to judge over 100 entries for the latest submission. Among the new categories introduced are Landscape Innovation Awards, Student Design Awards and Research Awards.

Site visits were also conducted, to selected projects, on the 21 January 2013, to further inspect the quality of each project. Earlier, a briefing was conducted on 14 December 2012

by ILAM to all MLAA participants, prior to their submission.

With the awarding of UNESCO World Heritage City status in 2008 and the growing awareness about cultural heritage issues, ILAM, with the collaboration of ILAM Northern Chapter, invite you to walk down the historical lanes and explore the story of the streets and charm of George Town, Penang. The emphasis will be on reviewing historical building conservation, urban streetscape transformation and how George Town tells the story of the streets with various art projects such as “Marking George Town”.

Hosted by Jinzhou city, China, it is known as the “Olympic Games” for the world horticultural exposition of horticulture, flowers, economy, science and technology. So far, it has been held by more than 30 countries around the world. The International Federation of Landscape Architects (IFLA) will participate in 20 designer gardens by the Landscape Architects around the world in a 7 square kilometre exposition ground. The study trip will also explore the historical sites of Jinzhou and Beijing, China.
