Holley Mountain Airpark:

It Just Evolved

H

aving spent ten years in an aluminum tube crisscrossing North America, I find it very enjoyable to hit the road and drive through the heartland of America. The people, the farms, the accents, the shifting topography, and even the smells in the air offer an experience that the sterile environment of an airline cockpit just can’t deliver. Don’t get me wrong; I love to sit at the controls of any airplane and watch the world pass beneath my feet. But there is a part of my soul that can be found within the passages of Kerouac’s On The Road, and as I recently discovered, at Holley Mountain Airpark. At the close of summer 2012, I pleasantly found myself in a caravan of cars making my family’s annual trip to Lake Norfork in northern Arkansas. Our normal ritual consists of a 6am stop at the Shoney’s in Rolla, Missouri to partake in an all-u-can eat breakfast buffet. The Shoney’s feast represents the last stop before we complete our 800-mile journey from Wisconsin. With bellies full of bacon and coffee, we diverge from the original Route 66 and make our way to Highway 101 for the final stretch leading us into Mountain Home. With any luck, we’ll be on the water by 10 am for a week of swimming, skiing, cliff diving, laughter, and extreme relaxation. This year, however, my journey would take me 90 miles further into the heart of Arkansas. Leaving the rest of my family on the boat, I departed on a daytrip to Clinton, Arkansas to meet up with brothers, Jim and Bill Collom at Holley Mountain Airpark (2A2). My journey to Clinton was the most scenic of my entire trip and Holley Mountain Airpark did not disappoint. I passed through the forested community gates shortly after 8 am and was welcomed by Jim and Bill like I was a long time friend. My three

hour trek, yet scenic, could stand toe-to-toe with Maui’s infamous Road To Hana as far as twists and turns. Jim and Bill were gracious enough to give me a moment to let my inner ear settle down. (Nothing better than showing up to an interview with a green complexion.) With my composure regained, Jim began his story of how Holley Mountain Airpark “just evolved.” Jim began his career in aviation in 1976 when he acquired his A&P license. Three years later, he added AI to his credentials. Through 1986, he spent most of his time doing sheet metal repairs on aircraft referred to him by insurance companies. It was a steady stream of business but with production of single engine piston aircraft coming to a close that same year, Jim sensed a need to secure a source for parts. Looking for a source, Jim began salvaging aircraft for needed parts. His efforts, he quickly realized, would help solidify a new business model that evolved around selling those parts to other maintenance shops and aircraft owners. This new business model would soon become the dominant revenue stream and eventually lead him to the property where Holley Mountain Airpark now sits. Jim and wife JoAnn’s business was based in Atlanta, Texas until 1985. But in the dawn of the early 90s after moving to Clinton, Arkansas in 1986, Jim & JoAnn were invited to a nearby private airstrip to purchase some tools from the widow of a TWA pilot, Ruby Garrett. While acquiring the tools, they noticed a “For Sale” sign for some land off of Holley Mountain Road. Ironically, what really gained their attention was the adjacent land that was NOT for sale. Through a quick introduction and several conversations, Jim and his wife JoAnn were able to acquire the first 120 acres of what would become Holley Mountain Airpark in 1991. Jim had a high school dream of having an airplane at his home and JoAnn wanted a house out in the country. “That dream was coming true.” By 1992/1993, Jim and JoAnne completed the construction of the 2850-foot grass runway. The site was improved with help from friends in Sherwood, Arkansas. The configuration of the runway was extremely scientific as Jim pointed out. It involved marking the thicket every 100 yards by dropping bags of flour from an airplane. These bags of flour would explode on impact and provided

perfect visual queues for the trailblazers making the initial cut through the woods. Concurrent with the construction of the grass runway, Jim and JoAnn were able to acquire additional acreage. The Tidwell and the Humphrey families owned the surrounding acreage. Jim was in good graces with both families but the relationship between the other two leaned more towards the Hatfields and McCoys. The Colloms had the opportunity to purchase 80 acres from the Humphreys but Jim feared it may hurt his relationship with the Tidwell family. In the most honorable fashion, Jim asked Mr. Tidwell, “If we bought Humphry’s land would you think bad about me?” Mr. Tidwell responded, “Lord No son, if you bought that land and got that old bastard off my neck I’d give you an option on [my] 240 acres to the south. With a laugh and chuckle, Jim said again, “It just evolved.” For the next five years, Jim and JoAnn kept their eye focused on the aircraft salvage business. But in 1998, they realized it was time to extend and pave the length of the runway. The upgraded runway simply extended and paved the existing grass strip as far as possible. At 4,795 feet, the length is suitable for nearly every kind of general aviation and corporate aircraft. The project was completed in July of 1999.

Also in 1999, JoAnn agreed that they could sell off eight lots around the runway. These lots were quickly sold and it was decided to offer additional lots for sale. Today, there exist 86 lots within five phases. All but 26 are sold. The reason for the explosive growth is Holley Mountain’s access to water. Early on, wells were planned to be the source of water for each home. The first homes were successful in finding pristine water with flow rates of 10-20 gallons per minute. But as the development grew to the East on the mountain top, some wells were reaching depths of 700+ feet and were not supplying adequate volume (3 gallons per minute!) This was not acceptable and another solution had to be found. Because of the location and elevation of Holley Mountain Airpark (HMA), it was discovered by the local water utility that their site was the perfect setting for a water tower and crossover line to help supply another community beyond the ridge. Jim and JoAnn readily agreed to participate in a proposed joint venture. In return for their investment, Quarter 2 2014 Aviators Hot Line Properties

Again, Jim said, “It just evolved.” Jim, and brother Bill, are extremely active in volunteer firefighting efforts. So much so that HMA actually has its own volunteer department. They are well-organized and equipped and achieved ISO Class 1 certification. The department was the first to do so in Arkansas and the fifth volunteer department in the country to receive this certification. As a result, the cost of homeowner’s insurance is greatly reduced and the residents of HMA realize a greater level of safety. Their department serves the airpark plus the surrounding 35 square miles of land providing firefighting and rescue services to the general public. Another slogan for the airpark is “Your Good Neighbor”, Jim said. During the entire interview and tour with Jim, he kept coming back to the phrase, “It just evolved.” In the beginning, there was no master plan. Jim further stated, “The timing of the property, the water tower, everything fell into place and was meant to be.”

Properties Developing HMA was not without its growing pains. “Sometimes you are glad for what you’ve done and sometimes you think you’re an idiot for starting.” His brother Bill, who acts as the HMA office manager echoed this sentiment when he chimed in saying sometimes we were “too dumb to know it or know better” when taking on the shear size of the project. But most of the time, Jim pointed out again, “It just evolved” and in some cases “A lot of things happened a hell of a lot quicker than we anticipated.” Most importantly, Jim was quick to say “What makes this airpark are the people.” This is a profound statement considering that the location of the airpark is in one of the most beautiful settings one could imagine. From the runway, one has an unrestricted viewpoint of 20-25 miles where you can see all the surrounding topography, forests, and wildlife of the Ozark Mountains. The people who have chosen Holley Mountain Airpark as their home come from all over the United States and beyond. Executives from Minnesota, business owners from Australia, mortgage brokers from Texas, engineer and nurse from Kansas, businessmen from the Cayman Islands, minister and his wife (an Air Force C-130 flight instructor) from Little Rock, and even people from Clinton, Arkansas call Holley Mountain home. In such turbulent economic times around the country, the Collom’s pride themselves in being able to provide a place where the community spirit is still thriving and well.
