IAPS, is an international organization involving academics and practitioners from the disciplines of environment and behavior. The organization includes environmental psychology, architecture, geography, urban design, sociology, interior architecture, landscape architecture, anthropology, environment and urban planning. This formation encourages the interaction and exchange between individuals and the socio-physical environment that includes both the built and natural areas around them. *The IAPS-CS Working Network is a scientific organization independent from ‘place’ and ‘institutions’ within the scope of IAPS “International Association for People-Environment Studies”. The network aims to identify the problems caused by the interactions between culture and space, establish the relationship between theory and practice, and search for solutions in an interdisciplinary framework. As well as in theoretical and applied studies, it aims to address these issues in the process of architectural education. The Network objectives to establish a relationship between theory and practice and the establishment of a communication network between researchers, also organizes international and national scientific meetings and publishing. http://www.iaps-association.org http://www.iaps-culturespace.com iapscultureandspacenetwork@gmail.com 2

The 4th IAPS-Culture & Space Network – Culture and Space Meeting invites young designers, thinkers who generate ideas on the city, academics, undergraduate and graduate students to analyze and interpret the multi-layered and patterned structure of the ‘Palimpsest’ city of Istanbul that continues to undergo rapid changes and transformations for the purpose of supporting formal architectural education by means of informal activities. Participants who are to join and experience this scientific research process in literary, interactive and experimental manners are expected to investigate the city of Istanbul in terms of its ‘articulatability’. As a “palimpsest” city, Istanbul, which is in a constant interaction with a complex system of interconnected networks, is being transferred to the future with additional new layers that metamorphose in each second and are articulated and reticulated with the old in an adjoining, superposed and intertwined way. Cities that shape themselves every day in different ways gather the traces of the past, the present, and the future. With its multi-layered structure, Istanbul is home to produce, discuss, consume and reconstruct several propositions from the past to the present day. Here, it becomes crucial to investigate the concepts of ‘palimpsest city’, ‘palimpsest identity’ and ‘palimpsest in architecture’. The concept of palimpsest allows multi-dimensional readings when used as a metaphor in this context for places and cities (Turgut, 2018) where it is possible to read the superposed traces of the past, present and the future. The investigation and discussion of the concept of ‘urban articulation’ in every aspect within the context of Istanbul form the focus of the 4th IAPS-CS Network, Culture & Space Meeting. At this point, the relationship between urban articulation and ‘randomness, spontaneity and articulatability’ is essential. istanbul as an endless “urban articulation” place

Fahrelnissa Zeid, “My Hell” (1951), (Raad bin Zeid / Istanbul Museum of Modern Art)

In the urban context, articulatability denotes the capability of being gathered, articulated and transformed. The concept of articulation which is considered an analogy in urban research is derived from articular of French origin and it means “to connect one piece with another”, “the act of being articulated into something”, and “the connection/relationship between two parts” . This particular concept is usually borrowed in art and architecture in related to the relationship, position or disposition of the masses at various scales. Fahrelnissa Zeid’s “My Hell”, which demonstrates her mental reservoir and the articulation of the various figurative forms influenced by the Middle East and Europe, stands out to be one of the best examples for the concept of articulation.

6

istanbul as an endless “urban articulation” place

Although articulation conceptually means the perfect and harmonious formation and regulation of a chain by the articulation of the parts belonging to a whole or set, this relationship is debated on a ground consisting of many more conflicts when it is discussed in the context of urban studies. The existing physical, social, political, economic and environmental dynamics of a city, the actors who perform or stimulate the articulation, and the time factor brings about the possibility of adding a new piece to the city. Any possibility also bears the potential of a new separation, disorder, transformation, and conflict. When questioning how the intervention is to have an impact on the city and how it is to form a relationship with the existing situation, it should be kept in mind that the city is not only a physical built environment but also a living entity of social and cultural value. Any direct, indirect, voluntary and involuntary interventions render Istanbul a field of study for the concept of “urban” articulation. Scrutinized within the framework of an urban reality, all parts of Istanbul which are sometimes intertwined, articulated or separated, and its natural tendency of allowing new combinations and formations makes the city the focus of an endless design practice. As a kind of multiplicity environment, the city is multiplied and articulated in an endless spiral loop. A city with such multi-layered and multidimensional structure also becomes an important field of study for the acquisition of collective urban and spatial experiences and productions. At this point, while the theme examines the new lifestyles and the transforming mental processes which the urban-related situations that suddenly and coincidently or deliberately and systematically emerge, consume and produce within the process, it brings ‘the endlessly articulable state of Istanbul’ up for discussion through different concepts. In this regard, it is important to examine Istanbul as a harmonious or incompatible combination of large and small pieces, just like Fahrelnissa Zeid’s masterpiece.

An article competition is to be held as a part of IAPS-CS Network activities. Participants are expected to work on the main theme “ISTANBUL AS AN ENDLESS PLACE OF URBAN ARTICULATION’’ with a focus on the keywords such as articulatability, randomness, and spontaneity. Istanbul still continues to be a city, which; • • •

at times faces ‘random’ interventions, in others ‘preplanned’ ones, consequently, transforms at times ‘spontaneous’, in others ‘compulsory’ ways, and where social and spatial patterns that emerge naturally or artificially in urban space at times increase and spread by ‘articulation’, in others act ‘rigid’, introvert or decrease.

In this context, Istanbul, which gets ‘articulated’ as a result of every interference with the impact of social, economic, political and technological dynamics, does not represent only a morphological transformation; it also requires the specification of a social process which entirely transforms each and every local, urban, immigrant and ‘new urban’ individual’s way of living. Eventually, articles and proposals within the framework of the competition are expected to bring about a comprehensive discussion about urban articulations, intervention forms, all urban articulation processes and their physical and social dimensions.

The 4th IAPS-CS Network Culture and Space Design Workshop aims, under the main theme of “Istanbul as Endless Urban Place of Articulation“ to introduce an urban inquiry articulated on discourse, action, construction, and revelation within the context of Istanbul’s layered structure. Accordingly, it attempts to generate a new mental construction process through the following questions: • •

• • • •

What kind of a whole or part does it produce to take the city at the center of the mind, in the cycle of construction, destruction and reconstruction? What kind of alternative life scenarios can the endless layers of changing and transforming Istanbul develop through this temporal intersection points? What is the possible alternative suggestion, manifesto, and dialogue opportunities about Istanbul? What does an articulated city say? What is the language of today’s architecture? How could it be read? What does architecture construct today? And how? How does architecture relate itself to the unpredictable state of the city? How does the city react? How does the architecture intervene? What does the place say? How does the society read it? Which are the “new” concepts an index to be formed on the new ways of living in Istanbul as an endless urban articulation place would contain?

4th IAPS-CS Culture and Space Design Workshop invites architecture,

design and fine arts undergraduate students on January 17-20, 2019 to discuss and produce suggestions, manifestos and dialogues on the boundaries and possibilities of urban articulations through various seminars, movie screenings and different workshop activities.

- This workshop will be in Turkish.

- This workshop will be in Turkish.

- This workshop will be in Turkish.

urban encounters Instructors: Demet Mutman, Bastian Lange, Ayşenur Tuğçe Öztürk Cities are overwhelmed with its multi-dimensional identities, historical patterns, traditions and a social culture in between the global capitalist economy and traditional values. The city of Istanbul in such a framework continuously drifts among its multiple layers of physical, social, economic, cultural and political dimensions. Its multidimensional characteristics exposes an intertwined, articulated and manipulated relations among its citizens, its visitors and their mutual long and/or short-term encounters, daily practices, urban lives, shares, fragmentations and collectivities. In addition to all and everchanging everyday complexities, global flows of forced or willed population shifts creates a new form of a barrier in everyday lives of the new and former citizens. In such vast urban land of encounters and confrontations new formations and experiences of daily social and spatial interactions and practices leads towards a formation of multiple fragments of the city or multiplicities of encounters. Urban encounters highlight different forms of actions, challenges, interactions, tangibility and overlapping, forced or smooth adaptations, collectivities or individualizations, complexities and resolutions. The question is after all, how to develop a new of reading and understanding over the city and its citizens. How to excavate and expose the potentials of the everchanging urban pattern? And do these multiplicities nourish the city and its citizens? Is it possible to develop a new form of language? All in all, within a transforming urban and social pattern, can an urban encounter intervene into the practices of everyday life? Can it define a ‘new’, an alternative form of interaction? This workshop aims to challenge the limits and potentials of urban encounters of the everyday life experiences, as potential spaces of confrontation, resolution, collaboration and co-creation. In this manner the city of Istanbul’s, multi-faceted population, traditions, values, shares and commons as well as the contradictory experiences and limitations will be coded, de-coded and deconstructed through observations, interviews, visualizations and other forms of data collections in order to form an alternative for a space of interaction and encounter. - This workshop will be in Turkish and English.

- This workshop will be in Turkish.

- This workshop will be in Turkish.

Participants of the competition, which is to be held within the frame of the main theme “Istanbul as an Endless Place of Urban Articulation’’, are expected to question and interpret the rapidly changing and transforming multilayered and patterned structure of the palimpsest city of Istanbul, and to produce scenarios of re-articulated and manipulated ways of living. To reveal this kind of a scenario, it is necessary to read the ongoing transformation of dynamics of design, architecture, planning, place, and society, as well as to express the states in which this cycle, as a construction, destruction and reconstruction practice, starts to define not only a physical but also a social restructuring process. Thinking about the articulatable condition of the city requires considering both the triggering factors of the transformation, and the ones that emerge randomly even though they do not have a role in the cycle, and what the urban and social flow contains together. At this point, while design and architecture constantly intervene in the multilayered and multidimensional structure of the city, they also reveal a new language. Does each discourse create its own language or contain an analogy on the whole? When the place and the city are at the core of the mind, what kind of a language does archıtecture talk? How does the language of the designer transform? What does architecture tell the city, and how does it describe it? As a response to this investigation, how does the city dweller’s perception of the physical space get constructed, transformed or erased? In other words, how does the society read the city, and how does it depict the urban space and place? The intellectual production on the design and the language of the place also points to an entity of a social dimension about the language of the architecture and architectural discourse. The state of containing every analogy and conflict on the society, politics and the multidimensional layers of the place and its context enables the city to reach a multiple languages and images, rather than lacking in istanbul as an endless “urban articulation” place

variety. The city looks like a giant organism which is always fluid, inconstant and transforming, with its various layers. Movements, turns and breaks of each layer, together with any intervention of any size it contains, and random or planned and focused or unfocused acts and facts keep the city in a perpetual articulation. Therefore, the main expectation of the competition is to bring up to discussion how the behaviors, habits, genders, culture, vision of aesthetics, daily life practices and life scenarios of the dwellers in İstanbul interact with the requirements of time as well as what it brings along itself, and how they transform the city and the city life. In this context, participants are expected to question Istanbul within the context of articulated and manipulated urban scenarios along with the notions of random/planned, spontaneity/compulsory, articulatable/rigid. They are expected to analyze the city that goes through dynamic transformation and its dwellers and to discuss and the changing urban ways of living according to the daily life practices, urban spaces that contain these ways of living and their translations in İstanbul. Depending on the scenario to be developed by the participants under the main theme ‘Istanbul as Endless Place of Urban Articulation’, the city can be considered with a holistic view but also it can be considered with a part of the city on a smaller scale. One of the main purposes of the competition is to create foresight about how the multidimensional and multilayered structure of the city as an organism exposed to various manipulations will form in future, under the influence of the dynamics that affect it continuously or non-continuously.
