For Teens, A Roth IRA Can Be a Great Headstart
Teenagers with part-time or seasonal jobs earn some spending money while gaining valuable work experience. They also have the chance to contribute to a Roth IRA — a tax-advantaged account that can be used to save for retirement or other financial goals. Minors can contribute to a Roth IRA provided they have earned income and a parent (or other adult) opens a custodial account in the child's name. Contributions to a Roth IRA are made on an after-tax basis, which means they can be withdrawn at any time, for any reason, free of taxes and penalties. Earnings grow tax-free, although nonqualified withdrawals of earnings are generally taxed as ordinary income and may incur a 10% early-withdrawal penalty, unless an exception applies.
A withdrawal of earnings is considered qualified if the account is held for at least five years and the distribution is made after age 59½. However, there are two penalty exceptions that may be of special interest to young savers. Penalty-free early withdrawals can be used to pay for qualified higher-education expenses or to purchase a first home, up to a $10,000 lifetime limit. (Ordinary income taxes will apply.)
Flexible College Fund
A Roth IRA may have some advantages over savings accounts and dedicated college savings plans.
Colleges determine need-based financial aid based on the "expected family contribution" (EFC) calculated in the Free Application for Federal Student Aid (FAFSA). Most assets belonging to parents and the student count toward the EFC, but retirement accounts, including a Roth IRA, do not. Thus, savings in a Roth IRA should not affect the amount of aid your student receives. (Withdrawals from a Roth IRA and other retirement plans do count toward income for financial aid purposes.)
Financial Head Start
Opening a Roth IRA for a child offers the opportunity to teach fundamental financial concepts, such as different types of investments, the importance of saving for the future, and the power of compounding over time. You might encourage your children to set aside a certain percentage of their paychecks, or offer to match their contributions, as an incentive. In 2023, the Roth IRA contribution limit for those under age 50 is the lesser of $6,500 or 100% of earned income. In other words, if a teenager earns $1,500 this year, his or her annual contribution limit would be $1,500. Parents and other individuals may also contribute directly to a teen's Roth IRA, subject to the same limits.

Cecil College’s Nursing program achieves national re-accreditation
NORTH EAST, Md: Cecil College’s registered nursing program received the official re-accreditation letter from the Accreditation Commission for Education in Nursing (ACEN) in late May. This re-accreditation certifies that the Nursing program consistently meets or exceeds the standards set forth by the Commission.
ACEN supports nursing education, nursing practice, and the public through accreditation. Accreditation is a peer-review, self-regulatory process by which non-governmental associations recognize educational institutions or programs that have been found to meet or exceed standards and criteria for academic quality.
Cecil College President Dr. Mary Way Bolt added, “Congratulations to Cecil College’s registered nursing program for receiving reaccreditation. This achievement highlights the program’s commitment to excellence in nursing education and its dedication to maintaining high student and faculty standards. We are steadfast in our mission to fully prepare nurses to meet the challenges of today’s healthcare environment.”
The registered nursing program is at the heart of Cecil College’s Health, Human, and Business Sciences Department, which includes nursing, physical therapist assistant, emergency medical technician, medical administrative assistant, medical assistant, medicine aide, nursing assistant/GNA, paramedic, phlebotomist, and physician MONEY MATTERS Column sponsored in partnership with Cecil County Credit Union & The Kelly Group
professional coder. These programs are operated through the Academic Programs division.
“The caliber of our program is a direct reflection of the expertise and dedication of our faculty. Their unwavering commitment and longevity at the College empower them to discern and address any challenges impacting program quality. With a profound understanding of the curriculum and a collective drive for excellence, they collaborate tirelessly to refine procedures, methods, and course content, ensuring an unparalleled educational experience for our students,” said Dr. Nancy Norman-Marzella, Dean of Health, Human and Business Sciences.
This accreditation provides a high level of assurance to students that they are prepared to sit for the National Council Licensure Examination for Registered Nurses (RN), required to be able to practice as an RN.
Additionally, the nursing program’s faculty maintain competitive expertise in their field by working in clinical settings. They also keep apprised of current trends by engaging in professional development. To ensure the program keeps pace with nursing education and practice standards, the nursing faculty meets monthly to review procedures, methods, and documentation, and a full day of review is held each semester.
In September 2023, the Cecil College Nursing Department hosted a site visit for representatives of ACEN to review the associate de-
gree nursing program and make recommendations to reaccreditation. Individuals and organizations affiliated with the program were invited to meet the ACEN site visit team and share comments about the program in person.
The Board of Commissioners awarded the reaccreditation in March, and it is valid through the fall of 2031. The College was notified of the decision in May. While accreditation is voluntary, nursing programs value accreditation to help assure that a high level of program standards and outcomes are achieved and maintained for their graduates and the communities in which they practice. Programs that are accredited may be eligible for additional state or federal funding resources to support their program.
The re-accreditation letter from ACEN Chief Executive Officer Kathy Chappell, Ph.D., RN, FNAP, FAAN, states: “The Board of Commissioners granted Continuing Accreditation to the associate nursing program and scheduled the next evaluation visit for Fall 2031. … Congratulations on this outstanding achievement! We look forward to continued success for your nursing program.”
The accreditation letter commended Cecil College for its “commitment to continuous quality improvement in Nursing education,” as demonstrated by its participation in programmatic accreditation.

Andrew Barbin wins Maryland Amateur Championship
ROCKVILLE - Austin Barbin, 23 year old Elkton native representing Chesapeake Bay Golf Club, was crowned the 103rd Maryland Amateur champion on Sunday following a dominant 7&6 victory over Lakewood Country Club’s Jake Roth. Barbin was dominant through the tournament, shooting a 3-under par 67 in the stroke play competition to claim the #4 seed in the match play bracket at Manor Country Club in Rockville, Maryland. Barbin’s first match was a 6&4 rout over Travis Russell of TPC Potomac, and then concluded Friday’s matches with a 7&5 wire-to-wire beatdown of Argyle’s Ryan McCarthy. The Saturday matches gave Austin a much better test, playing against the recently graduated Iowa superstar Benton Weinberg who took Austin to the final hole in a wild match that featured a combined 10 birdies and 2 eagles.
Austin would then face defending champion Kevin Grady of Rolling Road Golf Club in the semi-finals, in which Austin would take over and win holes 12, 13, 14, and 15 to claim a 5&3 victory over the incumbent and setting up the final 36-hole match against Jake Roth for the title.
Barbin and Roth would trade holes early on, with Austin taking a 1 up advantage
after the first 9 holes. Austin would drive the 390-yard 10th hole and make a birdie to go 2 up, and then would win 13 and 16 but drop the 14th to take a 3 hole lead going into the second 18. Austin would drop the opening hole of the second round, but flipped into gear and would go onto win holes 2, 3, 4, 6, 9, 10, and sink an 8-footer for birdie on 12 to close out the match 7 up with 6 holes left. Austin’s triumph on Sunday was a return to glory for the recent Liberty University graduate, as his last win of this scale was in 2019 in which he won the Philadelphia, Maryland, and Delaware Junior Amateurs as well as the Philadelphia PGA Junior, Delaware High School State Championship, Christman Cup, and the AJGA’s Imperial Headwear Classic. Barbin, who had a historic junior career, found himself runner-up on multiple occasions from the 2020 Delaware Amateur to the 2023 Patterson Cup to several NCAA D1 events in which he finished on the podium but not on top. This dominant performance by the 8-time Chesapeake Bay GC Club Champion signaled a return to form and Barbin looks to carry this momentum to the Philadelphia Amateur this week and then the 124th US Amateur at Hazeltine in August before turning pro.
Cecil County had three other golfers in the Maryland Amateur, all representing Chesapeake Bay Golf Club. Evan Barbin, Austin’s younger brother and a rising junior who plays for Liberty University’s golf team, recent North East HS graduate and 3-time Maryland High School state champion and Wilmington University commit Noah Wallace, and recent La Salle graduate Nikita Romanov all qualified for the Maryland Amateur but finished just shy of making the cut for the match play bracket. All four golfers have a loaded summer schedule and will be must watches!
Also in other recent Cecil County golf news, Chesapeake Bay Golf Club Assistant Golf Professional Zachary Barbin (Austin’s older brother), won the 38th Burlington Classic for his second career professional win. Zach Barbin’s 7-under finish bested a loaded field of 100 professionals including round 1 leader Braden Shattuck who was low club professional at this year’s PGA Championship. Zach Barbin is now second place in Player-of-the-Year points and first place in scoring average for the Philadelphia PGA Section season.
