PRESIDENT’S REPORT Another year has passed and what a year it was. Canberra United had a fantastic season in 2011/2012, winning the championship and winning a home grand final. This was then followed by Jitka Klimkova winning the Westfield W-League coach of the year and Canberra United players and the team won five other awards. We saw Cooma Tigers take out the loop Premier League grand final and Belconnen United won the League and Club Championship. In the women’s Premier League, Woden Valley won the grand final whilst Belconnen United made it another double, winning both the League and Club Championship. Off the park the game has continued to get stronger in terms of participation and profile. In addition, the financial position of Capital Football was consolidated with an operating surplus of $171K and cash in the bank of $833K which represents a good result and places football in a strong position to take advantage of opportunities in the future. We must, however, ensure we do not get complacent. We must continue to focus on the financial position and running the business efficiently, effectively and professionally. I would like to thank all the club volunteers and those who commit their time willingly to Capital Football events like the Kanga Cup, the Futsal National Championships, Canberra United games and other volunteers involved in football around the ACT. Without your help there would be no football and no opportunity for kids and adults to participate our beautiful game. Looking forward, the Board of Directors are planning to start a new men’s youth program using the funding from the A-League for Canberra that has generously been donated by the ALeague4Canberra bid organisers and membership holders to assist the development of men’s high performance football. This money will be used to kick off a program where a United Youth squad will have a regular calendar of games against national Youth League teams, with the ultimate aim of having a Canberra United team in the National Youth League Competition in the next three years. This is my first report as President and will also be my last as I have reached the end of my second four-year term. Under the constitution I am not eligible for re-election but I think this will be a good opportunity for other people to step up to take the game forward and build on the solid foundation that has been provided. I have been involved with the Board for almost 10 years and it has been a great time which has seen significant reform to the administration, structure and governance of football in the ACT and the rest of Australia. None of this could have happened without the support of our clubs, referees, ACT Futsal and other Board members - all of whom give up their time freely and only want what is best for the game. It would be remiss of me not to make special mention of the former President, Rachel Harrigan who was on the Board for nine years and was instrumental in many of the changes mentioned above - most notably the merging of Soccer Canberra and Women’s Soccer Canberra which was part of the formation of Capital Football. Rachel worked tirelessly for the benefit of the whole game and was the first female President of a Federation. Without her support, football would not be in the enviable position it is with a professional administration, sound financial management, a strong relationship with Government and Football Federation Australia. I also acknowledge the work of my fellow Directors who dedicate their time to the governance of the Association. Like me, Fethon Ileris has also come to the end of his term as a Director so I thank him as well for his commitment over the past eight years. There is still plenty of work to do to give football the future it deserves. I am grateful that I have been involved with Soccer Canberra and Capital Football over the last decade and for the friendships I have made and the great people I have been lucky enough to meet.

CHIEF EXECUTIVE OFFICER’S REPORT I am delighted to present this report for the November 2011 to October 2012 period which marked the first year of business under the new triennium strategic plan, We Are Football – the Game for Everyone. As I reflect on other reports that I have presented since 2004 I note that “change” has been a key element of our operational and governance activities. The past twelve months have been no exception with change occurring in several areas as we have continued to build on the previous period of financial stability, growth and development. Of key significance is the renewal of our strategic focus for the next three years and the implementation of a new management structure as a platform to underpin and enable the plan and its related strategies to be effective. The latest vision, goals and objectives reflect our ambition to carry on being a leader within the local sporting community and the broader football family, as well as the influence of increased leadership and direction from Football Federation Australia and by the ACT Government under the Active2020 plan for sport. Our goals and objectives are to: build on our capabilities to be more sustainable, have a broader reach to all levels of the sport, community and region, be better resourced to deliver our products and services, be better connected to the influencers and decision makers.

Strategic Priority 1 – Enhancing our Sport Objective – Build on our capabilities to be more sustainable In assessing our capabilities to enhance our sport and be more sustainable, a number of planning projects and reviews were undertaken in the areas of communication and engagement with stakeholders (resulting in a communications plan); governance arrangements under the standing advisory committees and Regional Representative Members with new SAC and RR appointed in August; facility and infrastructure development with a new Facility Plan ready for release in November; Technical and High Performance programs; Premier, Junior and Masters competitions; and the Company Project which was initiated as the Association embarked on a transition to a new Company Limited by Guarantee. These activities were carried out in the interests of continuous improvement to ensure leading practice governance models, structures and management processes and we have implemented the recommendations as outcomes from the relevant reports. In addition, the sound financial practices implemented by the Finance Audit and Risk Management subcommittee and Board, in concert with improved scrutiny by program managers, has ensured we are on track with our financial expectations for 2015.

Strategic Priority 2 – Growing our Business Objective – Broader reach, better resourced, better connected As part of our objective to reach all levels of our sport, the community and region, the communication survey resulted in an audit and restructure of our high use website and we started work on a new website to be launched in 2013. Capital Football staff also undertook Customer Service training and a Customer Service Charter was developed in response to the communication report. These initiatives were designed to provide more effective facilitation in the sharing of information and responding to stakeholder feedback. The management restructure also led to the introduction of a new Referee Development Manager, full-time Participation Officer, an improved Competition Department and a revised Business Manager position. With quality people filling these jobs, along with improved lines of authority, responsibility and reporting, we are better able to grow the bread and butter part of our business (Participation, Game Development and Competitions) in more effective ways.

Whilst we experienced growth in most areas of participation, any further growth is limited by the resources we have available to deliver our products and services. This particularly relates to the provision of suitable and sufficient facilities for playing and training for football as well as for futsal. The completion of the consultation process and development of a revised Facility Plan that identifies short, medium and long term projects will help the Association to continue working with the ACT Government on providing improved and new facilities for us over the next few years. We can expect to see new facilities being built in the Mawson and Gungahlin areas, a restoration of grounds that were taken off line due to the drought, new lighting at Downer fields, funding for a Futsal facility feasibility study and several other undertakings by the government to improve the resources available to football. Our relationships with Andrew Barr MLA as the Minister for Sport, with Football Federation Australia, with sponsors and other influencers in our community continue to improve. For instance, Directors from the Board and the CEO met with Andrew Barr on several occasions and he was a frequent attendee at Canberra United games and other events such as the Kanga Cup. These were important opportunities to more effectively position football with government and Sport and Recreation Services. At the national level, Capital Football is highly regarded by FFA with the Chair and the CEO attending several meetings, functions and events throughout the year where engagement with Mr. Lowy and other Directors, as well as with the CEO and other management staff, helped to ensure that we have due respect, support and recognition from the FFA. The attainment of 80% of our key performance outcomes under the FFA Charter Implementation Agreement, and our preparedness to be part of the new National Premier Leagues structure as per the National Competition Review are examples of how Capital Football demonstrates its partnership with the national body. We also continued to have good relationships with A-League clubs such as the Central Coast Mariners and Newcastle Jets who both enjoyed training and competition in Canberra in July. On a personal level, I was honoured when Mr. Lowy asked me to join the Local Organising Committee for the Asian Cup 2015 alongside influencers, decision makers and captains of industry. With Canberra due to host six games plus a quarter final, this is an important connection to one of the world’s largest sporting events as it will serve to embrace Asia through football and leave an enduring legacy for the game in Australia. Other successes throughout the year can be seen in the following ways: healthy financial position; competition for entry in Premier Leagues; growth in State League and Futsal competitions; increased numbers of international teams in the Kanga Cup; ongoing confidence in running the popular National Futsal Championships; effective and admired game development activities including Football Connect and schools programs; enhanced resources in referee programs; strengthening of our technical and talented player pathway activities; increased numbers of qualified coaches at all levels especially with FFA C licence; and the unprecedented success of Canberra United FC in the W-League. And once again, Capital Football achieved the key performance targets as expected by the ACT Government. Further details about each of these areas of business are noted elsewhere in the Report for your reference. As a result of the management restructure, two long time employees, Steven McIntyre and David Lee chose voluntary redundancies to embark on new careers in teaching and the APS respectively and I thank them both for their contribution to Capital Football. We also farewelled and said thank you to Adam Castle, Carol Hayes, Daniel Murphy and Royston Thomas whilst welcoming Sam Irvine, Kylie Bartlett, Cassie Behrens, Warren Grieve, Allyson Flynn and Greg Taylor to the team. I am proud and appreciative of the work undertaken by the staff who remain dedicated to and steadfast about continuous improvement in order to achieve the outcomes of the strategic vision for our sport. Our work could not be done without the support of volunteers at all levels so I thank all of you who make such an amazing contribution to football. In particular, I congratulate Geoff Ashurst who was inducted as a Life Member, Katrina Neuss as a new Hall of Fame inductee and I acknowledge Mike Swan and Gianni D’Addario who were presented with an Award of Distinction for their services to football. I am sincerely thankful for the professional and personal support provided over the past ten years by Rachel Harrigan who resigned for personal reasons as the Chair and President of Capital Football in August. Her resignation was a surprise to many but it was also understandable given the amount of time and energy she gave to this important voluntary job. I also extend my thanks to our business partners and sponsors (including the ACT Government), Directors, members of the Standing Advisory Committees, Regional Representatives, referees, coaches and players who all make important contributions to our sport. In delivering the We Are Football strategies, I believe we have collectively fulfilled the values and commitments to be supportive and inclusive, professional in all we do, transparent in our conduct and shown respect for all. CANBERRA UNITED REPORT The 2011/12 Westfield W-League season was simply amazing for Canberra United! The historic undefeated run to the grand final was due to a large number of factors that cannot be under-estimated. The retention of our core playing squad along with new Australian and International talent was vitally important to the club’s success as was the hard work of long-standing Canberra United and Capital Football staff. Equally so, the support from sponsors like the ACT Government (See Yourself in the Nation’s Capital), The Tradies Club, ActewAGL and the University of Canberra as well as our Business United partners was fundamental to delivering added benefits to the players, staff and fans. The financial bonus was securing the Rock Development Group sponsorship through its loop brand as the front of shirt sponsor whilst the “CU in Green” family, friends and other supporters also made this a special season. In some aspects our W-League participation stayed the same, however, the key difference this season was the appointment of Jitka Klimkova as head coach. Klimkova brought a winning philosophy and a focus on building a stronger football culture within the club environment. Her professionalism, planning skills, technical knowledge, communication style, commitment to her job and sense of humour were harmonised by her friendly rapport with the players and their parents, her staff and the media as well as many others. Klimkova was offered the coaching role after a chance meeting I had with her at the FIFA World Cup in Germany 2011. She became the highest qualified coach and the first international coach to take charge of a W-League club. She further became the W-League coach of the year after leading the team through to the championship Final without losing a game. Along the way, she helped Canberra United win five other FFA Awards with Michelle Heyman securing the Golden Boot, Lydia Williams won the Goal-Keeper of the Year and Sally Shipard won the Player’s Player as well as the Julie Dolan Medal award. And as a testament to Klimkova’s values and character, Canberra United also won the Fair Play Award. Canberra United continued to set high standards in many ways. For example, our crowd numbers and the entertainment fans provided at games were second to none. The achievements on the field were outstanding and the work that players and club staff do off the field for community engagements and media work is exemplary. The playing roster included the core group from season three along with Christine Walters who returned after recovering from injuries and young local players, Georgia Yeoman-Dale and Sally Rojahn. Other new faces included the teenage dynamo, Hayley Raso from Queensland as well as Aroon Clansey from New Zealand and her Kiwi team mate, Emma Kete who joined late in the season. The most significant and versatile new signing, however, was Taryn Hemmings from the Boston Breakers in the USA who gave consistently high quality performances in every game. Many of the support staff have been with the club since season one and they continued to provide excellent service to the players and to each other. Maria Worner, as manager, gave me great assistance with away game logistics, uniform purchases, distribution and branding, as well as player negotiations and consultations. The medical staff led by Dr Wilson Lo and Performance Edge Physiotherapists Julian Russell Jones and Katrina Staniforth kept the players in great shape through their expertise. There was another bonus when local physio student, Ben Paggett offered to help at training and on match days and players had the services of massage therapist Steve Reynolds whenever they needed extra recovery. Paul Jones maintained his record in coaching Williams to an outstanding season whilst Jason Lancsar from Coerver Coaching became the first skills specialist coach in the W-League. There’s no doubt his work contributed to the improved ball skills of every player. And through another chance meeting with a local up-and-coming coach, Nikola Damjanovski who speaks fluent Czech, we were fortunate to offer him to Klimkova as her assistant.

Once again our job in providing the best quality service to the players and team staff was enhanced by the dedication of Capital Football staff. I am particularly grateful to Adam Castle as football operations manager, Russ Gibbs who was in charge of media, communications and publications (most notably the season media guide, match day programs and Year Book that no other clubs produce) and Angelo Maralit who looked after memberships and volunteers. I also very much appreciated the support from Mel Luksa, Pat McCann, Sigourney Dunk, John Perrett, Steven McIntyre and number one leprechaun Alasdair Grocock. My appreciation to those who contribute so much to Canberra United would not be complete without a huge thank you to the scores of volunteers who willingly helped on match days. On a personal level, I acknowledge Sharon Perkins and Fran Sankey who assisted me with VIP and sponsor activities. It’s a privilege to work with the sponsors that our club has and I acknowledge once again the strong support we have from all our sponsors. I also thank Radford College for access to training facilities as well as to Suzy Brown at Belconnen Soccer Club for the cooperation with using McKellar Stadium and to Marko Vrkic of Canberra FC for the use of Deakin Stadium. And finally, I thank the Canberra United management committee, led by Senator Kate Lundy and the Board of Capital Football, chaired by Rachel Harrigan, for its continued investment in this important part of the high performance pathway for our sport. Ten years ago, Canberra hosted its first women’s national league final when Canberra Eclipse beat Sydney Sapphires 1-0 in the 2001/02 Women’s National Soccer League and Caitlin Munoz secured the golden boot with nine goals for the season. In season 2011/12, Canberra United eclipsed all expectations including picking up six of eight W-League Awards and Heyman won the golden boot with 15 goals. So many players excelled and the quality and development of players across every position was clearly evident. Last year I said that “with season three now done and dusted, we can look ahead to season four with optimism and confidence in knowing that whatever challenges are presented to us, we have a strong united team of experienced players, staff and administrators that will lead the club to achieve greater success.” I can proudly say we have an even more united team and a terrific culture within our community that will lead to better things. Thank you once again to everyone, especially Jitka Klimkova, who has helped make this such an outstanding and enjoyable season for everyone concerned.

KANGA CUP REPORT The 22nd annual Kanga Cup was held from 8th- 13th July 2012. With 226 teams participating, the Kanga Cup continues to grow from strength to strength. The event also continues to hold the true values of football, camaraderie, sportsmanship and pure fun. Games were played at Hawker Football Centre, O’Connor, Kaleen, Mawson, Dickson, Harrison and University of Canberra. Grand Finals were played at the AIS, McKellar Stadium and Hawker. Teams from all states and territories, as well as teams from New Zealand, Korea, Malaysia, Indonesia, and Chile participated this year. The event continues to receive support from International delegates and 2012 was the first time in the tournaments history that South America has been represented. The Kanga Cup further established its credentials as the Number 1 Football Festival of the Southern Hemisphere with the event seeing over 3600 players take part in more than 670 games in five action packed days of football across 25 separate divisions from U10-U18 male and female culminating with Grand Finals on Friday 13th July. Amongst the activities was a HUGE opening ceremony, movie night, disco, coach’s seminar, as well as A-league team Newcastle Jets v ACT Rockets. Amongst the 226 teams were eight international teams including our friends from SinGok PS of Korea who were joined by fellow Korean’s PoCheolDong PS. A special thanks to Monaro Panthers and Gungahlin United for hosting the two Korean teams. Other international teams Estrella Solitaria from Chile competed in the U18 Male Cup and finished pool play with two wins and two losses. Imran Soccer Academy lost in the U14 Male Plate Grand Final but was able to run away with the U12 Male Plate title. Our friends from across the Tasman, Three Kings remained undefeated in the U11 Female Cup, taking home the Champions title. In addition to the players who enjoy the football, fun and friendship of the week we cannot forget the dedicated team of referees who officiate in the cold conditions during the week and the indomitable team of support staff including local clubs who set the grounds daily. Without the contribution of these people, the Kanga Cup would simply not happen. The 2012 Kanga Cup attracted 152 official referees (109 in 2011), 60 of which travelled from around Australia and New Zealand, showing a 39% increase from 2011. Along with the players and referees there were also 45 volunteers who were vital in the successful management of the event, including many new volunteers who we hope will return to next year’s event. There were a number of key staff that put an enormous amount of hours into this event and without them would not have been the success that it was. A special mention to the Tournament Staff for a job well done: Tournament Director: Adam Castle, Kanga Cup Organising Committee Chair: John Logue, Competition Manager: John Perrett, Team Administrator: Greame Groves, Referee Technical Director: David Kurthi, Referee Administrator: David Rowell. A special mention goes to Adam Castle for his hard work and dedication in the role of Events Manager over the past two years. Adam has pushed the sport to new heights in professionalism in regards to event organization and long-term continuity. ActewAGL JUNIOR LEAGUE REPORT Capital Football would firstly like to acknowledge the continued sponsorship from ActewAGL as the naming rights sponsor for the 2012 Junior League. ActewAGL continues to provide support to the local community through its sponsorship and Capital Football hopes to maintain a progressive and mutually beneficial relationship. In 2012 player participation numbers decreased by 5.7% from 11870 in 2011 to 11185 in 2012. Male participation dropped from 8211 in 2011 to 7991 in 2012. Female participation also dropped from 3659 in 2011 to 3194 in 2012. The Junior League introduced a new Girls U17 age group with 322 females participating and withdrew Girls U14, U16 and U18 divisions to boost numbers in other age groups. Capital Football also welcomed Burgmann Anglican School as a new Club in the Junior League. Capital Football also managed ACT School Sports Football throughout the season holding four gala days for Year 7/8 and Year 9/10 Gala days in August with the Grand Final in September. The under-12 Gala Day was held in May. Capital Football thanks all the schools that were involved in the Gala Days and looks forward to next years’ competition being played in the same good sportsmanship. We would further like to thank the Junior Standing Advisory Committee for their knowledge and advice on management of the competition throughout the season. COMPETITIONS REPORT Following on from the Capital Football Management restructure I am pleased to furnish the first Competition Manager’s report. Thank you to loop for their sponsorship of the Federation Cups and the Men’s Premier League. We also acknowledge the past sponsorship of Derbystar (ball supplier for the Premier League competitions) and Tigerturf (PL Club championship). We can confirm that we have entered into a new ball sponsorship deal for the Premier League competitions with TSA supplying Nike balls in 2013. We increased player registrations in the Men’s competitions with a new participation record of 2931 up 4.6% and eclipsing the previous best in 2009. Congratulations to Cooma Tigers who won the loop Men’s Premier League Grand Final with a closely fought match with League Champions Belconnen United. Cooma had direct passage to the Grand Final winning their semi-final against League Champions Belconnen United. Cooma had direct passage to the Grand Final winning their semi-final against Belconnen forcing United to play Canberra FC in the Preliminary Final. It took a sensational strike from Stephen Dominici in the final minutes to secure the Grand Final win. Belconnen United also won the Tigerturf PL club champions trophy which they secured by a narrow margin from Canberra FC. The 2012 Women’s PL Grand Final was a rematch of the 2011 Grand Final but with a different result. Belconnen went in as favourite but were overwhelmed by a focused Woden Valley and gave retiring coach Ed Hollis the Premiers trophy. Belconnen United were League and Club Champions with ACTAS winning the Federation Cup. We also congratulate the League and Grand Final Champions in all Divisions and also the major award winners – Men’s Premier League Coach of the Year, Steve Forshaw (Belconnen United); Men’s Premier League Player of the Year, Dustin Wells (Belconnen United) for the third year in a row (Dustin was pushed all the way this year by Stephen Dominici from Cooma); Women’s Premier League Coach of the Year Linda Uhlmann (ANU WFC); Women’s Premier League Player of the Year Samantha Wood (Canberra FC). For the first time there was a four way tie in both the Men’s & Women’s Golden Boot: Men’s - Dustin Wells, Steven Dominici (Cooma), Alex Oloriegbe (Cooma) and Mark Shields (Tuggeranong), Women’s – Jennifer Bisset (Canberra FC), Erin Clout (Canberra FC), Ashleigh Palombi (Woden Valley) and Caitlin Munoz (Belconnen United). The first Premier League triennial review has taken place involving the Women’s Premier League at the same time. The Men’s PL review process incorporated all of the recommendations from FFA’s National Competition Review whilst FFA continues to review the Women’s competitions for a suitable outcome in the following years. Capital Football welcomes back Belconnen United, Canberra City, Canberra FC, Canberra Olympic, Cooma Tigers, Monaro Panthers, Tuggeranong United and Woden Valley in the Men’s PL. We also welcome back ANU WFC, Belconnen United, Canberra FC, Canberra Olympic, Tuggeranong United, Woden Valley & Weston Creek to the Women’s PL and congratulate Monaro Panthers who have been accepted into the Women’s PL for the first time and replace Gungahlin United. I extend my sincere thanks to the Men’s Standing Advisory Committee & Women’s Standing Advisory Committee for their help during the year. In particular a big thanks to George Lemon departing chair of the MSAC. George has been a great resource and leader over a long period particularly in recent years as Capita Football transitioned into its current form and we wish him all the best as a South Region Representative. STATE LEAGUE REPORT 2012 saw 3033 players participate in the Men’s and Women’s State League and Masters competitions. The Men’s State League and Masters consisted of 15 divisions with 139 teams and a total of 2240 participants while the Women’s State League and Masters had a total of 5 divisions with 47 teams and 793 players. A big congratulations to White Eagles who successfully defended their Men’s Division One League Champion title for the fourth consecutive year and the Premiership for the second consecutive year. A bumpy season which saw eight teams go down to seven, White Eagles were able to adjust to the change in the season schedule to comfortably take out the League Championship by 16 points. They were pushed in the finals though by Queanbeyan City with the game decided on a penalty shoot-out after a thrilling 1-1 score at the end of ninety minutes. The Women’s State League 1 competition was hard fought and one to remember with ANU WFC narrowly taking out the League Champions title ahead of the highly regarded O’Connor Knights. Only one point separated first and second between these two teams. O’Connor has had a stellar record in the Women’s State League competition which has seen them as League Champions in 2010 and 2011. Goal difference separated third and fourth, with both Belconnen and Monaro only 5 points away from top position. In an enthralling semi-final match, fourth placed Monaro pinched the semi-final spot against ANU WFC. Unfortunately Monaro were outplayed by a more experienced O’Connor outfit in a 5-1 goal feast of a grand finale. With so many spirited and high-level games being played throughout the season, it is a testament to all the players, coaches, clubs and the football family to see so many people of diverse backgrounds and ages participating in the world’s game in Canberra. A sincere thank you to the Men’s and Women’s Standing Advisory Committees who continue to work effectively with Capital Football and the football community to ensure a fair and enjoyable competition at all levels. Last but not least a huge thank you to all the players, coaches, team managers, parents, officials, volunteers and supporters. FUTSAL REPORT Once again Futsal had an excellent year overall. The sport continues to grow and 2012 saw a record number of senior teams in Capital Football competitions. Boomerangs FS also performed admirably in the NSW Premier League, and continued to give the elite ACT players the chance to compete at a higher level. The ACT Futsal Premier League enjoyed another memorable season and the 2012 Futsal National Championships saw the ACT reach seven finals, with the Youth Women crowned national champions. And series three of the Hummel F-League was hosted in Canberra, at the AIS. In 2012 all futsal players were registered on MyFootballClub for the first time. This meant that registration records are more accurate as players who registered in multiple teams were no longer counted more than once. It does mean, though, that player numbers can’t be directly compared to previous years as the methods of recording were different. In senior competitions, team numbers were up in both the summer 2011/12 (up 18 teams to 207) and winter 2012 seasons (up 3 teams to 99). New competitions were offered for men’s and mixed teams on Friday nights at the ANU with 15 teams taking part in the first season. This all had a flow on effect financially with income from participation fees exceeding expectations. Coupled with lower than predicted expenditure in key areas such as court hire and referee fees, Futsal finished the year with a healthy budget surplus. Junior registrations, which encompass North Canberra Futsal and South Canberra Futsal, had a mixed year. NCF saw little change in registrations (1429 players in 2012, 1437 players in 2011) which is likely due to the fact that they have reached capacity at their existing venues. SCF though recorded a significant drop in registrations—down from 753 in 2011 to 576 in 2012. SCF are unsure of why this drop in numbers occurred. The Futsal Premier League was again held at the end of 2011, with eight teams in both the men’s and women’s competition. The Canberra City Prawns defeated Boomerangs FS 5-4 in a pulsating men’s final in front of around 150 spectators. Boomerangs FS fell just short of making it three FPL titles in a row, going down to Woden Valley FC 3-2 on penalties after a 0-0 stalemate in the women’s final. 2012 also saw the introduction of the Futsal Junior Premier League, with U12 boys and U12 girls divisions on offer. The competitions gave talented players the chance to hone their skills against the best other players in the ACT on a weekly basis. Majura-Gungahlin United took out the boys competition with victory over Boomerangs FS in the final, while Woden Valley were victorious over Belconnen United in the girls competition. Boomerangs FS were promoted to the NSW Futsal Premier League in 2012 following their outstanding results in 2011. The club entered teams in the nine divisions, and once again performed admirably in the face of very strong opposition. This experience will no doubt greatly benefit the players, especially the younger ones, in years to come. A special mention goes to Daniel Fulton, who won the golden boot in the Open Men’s category. Boomerangs FS also entered the Hummel F-League for the second season. 2012 saw the league expanded to eight teams, including three from NSW and four from VIC. The competition consisted of five “series” of three rounds each, played over a weekend. The Boomerangs had an excellent season and even threatened to stage a major shock by winning the league after climbing to second on the ladder with a six game winning streak but eventually had to settle for fourth place overall. Round three of the F-League was held in Canberra at the AIS Training Hall, with Capital Football assisting Football NSW in running the weekend. Looking ahead, futsal continues to take important steps forward. At the end of 2012, the Junior Premier League was expanded to include an U14 boys and girls division. Nomination numbers are healthy and feedback from clubs has been extremely positive. The men’s FPL also saw 10 teams nominated showing that the strength and depth of the sport. In addition, weekly highlight packages of the Men’s and Women’s FPL will be filmed and made available through the Capital Football website, increasing the exposure of both the leagues and the sport in Canberra. Nominations for the summer 2012/13 competitions have continued to increase and with new senior competitions there appears to be no end to the growth of futsal. In particular, there has been massive growth in nominations for the Friday night competitions which were introduced in 2011/12. In just two seasons these have gone from non-existent to three very healthy divisions – Men’s Division 5, Mixed Social Division 2 and Women’s Division 3. More than 30 teams nominated into these competitions for the 2012/13 season. Capital Football continued to improve the support and training offered to referees and coaches in futsal. The first AFC Futsal Level 1 coaching course to be held in Australia was conducted in Canberra early in the year, with three local coaches attending. CF also ran the new Futsal Licence course, helping to further up-skill local coaches. With the appointment of Capital Football’s new Referee Development Manager, the support and training offered to futsal referees has also improved, with structures being formalized and the Junior Academy being strengthened. The successful delivery of all futsal related programs would not be possible without the continued support of many individuals and clubs. Many thanks go to the Futsal Standing Advisory Committee, the committees and administration teams of South Canberra Futsal, North Canberra Futsal and Boomerangs FS clubs for their leadership and immeasurable assistance in delivering Futsal to the Canberra Community. 32

TECHNICAL REPORT— Warren Grieve Throughout the year there were staff changes in the Technical Department with the main one seeing Royston Thomas depart and Warren Grieve take on the role of Technical Director. Warren arrived with a wealth of experience in a similar role with Football West as Royston left to take on a job with Swansea City in the English Premier League. Daniel Murphy also left during the year with his position being filled by Angelo Maralit. PLAYER DEVELOPMENT Capital Football provides a holistic approach to providing players and coaches the opportunity to excel through elite coaching and coach education programs. With the continued efforts of the Technical Team we have had another successful year. The introduction of the Building Blocks has seen a major shift in quality of players which has also ensured player retention in all of our High Performance programs. Our main focus within the Technical Department remains tailored towards the building blocks and specifically the Skill Acquisition Phase, Game Training Phase, and Performance Phase.

SKILL ACQUISITION PHASE Since the introduction of the Skill Acquisition Program, and the quality foundations that were set, the program has continued to go from strength to strength. The main emphasis of this phase is on the functional game skills with all sessions specifically designed and implemented by our head Skill Acquisition Trainer, Marcial Munoz. Through Marcial and the shared commitment of the Technical team, our program now caters for players in both male and female elite player pathways. The environment is set so that players are challenged in the best versus best environment allowing players to continue their development with all year round training. Over the last nine months our Skill Acquisition teams have attended six regional gala days and four teams participated in the 2012 Kanga Cup. Our main focus is on technical development, so these opportunities provide players and coaches the chance to see the functional game skills put into practice within the game environment.

Through the hard work delivered in the Skill Acquisition Phase we are seeing more and more players in both the Male and Female Pathways moving through into our State teams, and further more being identified at the next level by the National selectors. ACT ACADEMY OF SPORT (ACTAS) With the continued support from Football Federation Australia, Capital Football and the ACT Government we are fortunate to have the ACTAS program. ACTAS is a huge part of our player pathway and provides both male and female athletes opportunities to gain a full scholarship, supporting them as individuals both on and off the field. Throughout the 2011/12 season players have been exposed to not only an International tour but both teams have competed in local competition which has allowed players to be challenged in a fulltime training and playing environment. Ray Junna, Head Coach for the female program, was named as the Head Coach for the Combined Institute challenge team which included players from Northern Territory, Tasmania and the ACT. Not only did the team perform admirably throughout the week but five players from the ACT were selected to attend a National Camp at the Australian Institute of Sport. The Identified players were Catherine Brown, Sally Rojahn, Georgia Yeoman-Dale and Grace Field. GAME TRAINING / PERFORMANCE STRUCTURE

ROCKETS REPRESENTATIVES In 2012 Capital Football hosted both Newcastle Jets and the Central Coast Mariners in high profile friendly matches. These prestigious fixtures provided players within our Premier League to be identified and put on show in front of the two Hyundai A-league teams. Newcastle Jets sent a strong outfit during Kanga Cup week. Robbie Graham, Head Coach for the Rockets selected 18 players to represent our ACT team and the players were put through their paces against the impressive Jets team playing for Hyundai A-League contracts. In our second fixture, the best youth players within the ACT had the opportunity to pull on the Rockets Jersey and demonstrate the huge amount of local talent there is within the Premier League. Again the Central Coast Mariners provided a very good test, but it was Robbie Graham’s boys who stole the show with a fantastic team performance. These types of fixtures are extremely important for our most talented players as they give them the chance to be put on show in front of the talented Hyundai A-league teams with the potential to be scouted for the National Youth League and above. COACH EDUCATION Deakin Stadium provided the venue for the Capital Football State Coaching Conference in 2011 with Special Presenters including Alistair Edwards (FFA Assistant Technical Director) and Kelly Cross (FFA National Coach Education Manager) delivering both practical and theory sessions throughout the weekend. The conference attracted over 70 coaches from Canberra and interstate and is recognised within the National Football Development Plan as an area of priority. Effective coach education is vital in maximising the enjoyment of players as well as their overall technical development. The objective of the Conference was to provide further education and development opportunities for coaches in the ACT and capital region. Coaches operating at all levels of the game attended the event and chose practical sessions and lectures that were relevant to their needs and those of their players. Sessions topics included : • The National Curriculum • Football Conditioning • FFA's Vision on Coach Education • Skill Acquisition Program • Optus Small-Sided Football

Capital Football delivered a second regional C-licence in November 2011. Topics included Building up, Playing out, Combination Play, Defending, Session planning and the 1-4-3-3. Each of the candidates was required to complete a number of on course and take home assessment tasks including two practical coaching assessments on themes related to the FFA National Football Curriculum. Capital Football is pleased to announce that 20 candidates completed and passed the second Regional AFC/FFA C Licence in the ACT. FUTSAL NATIONAL CHAMPIONSHIPS Once again Futsal continues to demonstrate why it is an integral part of the Technical Department and provides many players the chance to hone their skills and demonstrate them at the highest level in the small sided format. The 33 rd National Futsal Championships took place in January 2012 in Canberra. This was the 24th time that the event has been staged in the Nation’s Capital and over 120 teams took part. ACT was left with nine finalists in the seventeen age-groups and whilst only one team came away with the overall victory Capital Football is extremely proud of the achievements of all teams. The youth women not only ended up as proud winners, but were also able to boast having the Most Valuable Player in Gill Raymond whilst Bronwyn Studman was awarded the Golden Boot. Not to be out done the Open Men also had the Most Valuable Player in goalkeeper Kieran Stroh and a share of the Golden Boot award through the prolific Lukas Cole. In 2012 Capital Football continued to expand its Game Development operations based on the key priority areas outlined in the FFA 2011-2014 National Game Development Strategy and the 2012-2015 Capital Football Triennium Strategic Plan. With the welcome addition of Neil Orr to the new position of Participation Manager the department targeted delivery of programming and support in the key priority areas by focusing on Community Coach Education, Schools Programming, School Holiday Clinics, Disability Football and Multicultural Football. Across the course of the year Game Development delivered or participated in over 350 football events reaching more than 10,000 participants in schools, clubs and the wider community. Of note Capital Football Game Development received commendation as a finalist in the ACT Chief Minister’s Inclusion Awards (December 2011) which acknowledged the outstanding achievements of business, organisations and individuals who have clearly demonstrated their commitment to encourage, welcome and support people with a disability in their workplace, business and community. Capital Football also received national recognition with the Australian Sports Commission covering the Football-Connect All Ability program as a feature story in March and as a case study at a participation workshop for SSO’s in June at the Australian Institute of Sport. Game Development also received an additional $15,000 in grant funding to support the “Tap into Water” schools participation program, the “All-Ability Participation Project” and the “United in Football Multicultural football Promotion.”

SCHOOL DEVELOPMENT PROGRAMS Capital Football delivered three distinct school development programs in 2012. The school visit program was once again supported by the ACT government with the Tap into Water message designed to encourage school children to choose water as their drink of choice during exercise. Development Officers spent ten weeks in each participating school reinforcing the “Tap into Water message and delivering age appropriate, games based, fun football exercises to students in years K-6. The FFA 5-a-side gala day program continued to grow with twelve events held in FYE 12 including successful regional events in Goulburn, Cooma, and Bungendore highlighting our continued role in delivering football opportunities to regional areas. We also continued to support the ACTSport game leader program with resources and development staff dedicated to twelve separate days of leadership training of year 5/6 students from participating primary schools around the ACT.

SCHOOL HOLIDAY DEVELOPMENT PROGRAMS The Football Fun school clinic program continued to grow and expand in 2012 with the Super Clinics Program and the Canberra United Summer Soccer School and Canberra United Spring Training clinic added to the established program of eighteen Football Fun community clinics. The Super Clinics were established to cater to the needs of the serious 13-18 year old footballer with specific theme related courses while the community football fun clinics continued to take place on neighborhood ovals and in regional areas and focus on fun football exercises for boys and girls ages 6-12. Clinics were especially warmly received in regional areas of Bungendore, Cooma and Jindabyne (Football at the Snow). The Canberra United clinics gave young players the unique opportunity to be mentored directly by Canberra United players and staff while Capital Football also managed two mini clinics for the Westfield Matildas with 261 children participating over two sessions during the mid year Matildas training camp.

ALL ABILITY DEVELOPMENT PROGRAMS (Football-Connect) The Football-Connect program entered its second full year with successful winter and summer (Futsal Fives) seasons engaging forty five players from a wide variety of backgrounds and with a broad range of abilities over twenty weeks. Development staff delivered the FFA 5-a-side program to the Woden School in a successful promotion of Football-Connect while the Kaleen High learning support unit (LSU) once again participated in weekly football activities throughout Term 3. International People With a Disability day (IPWD) in December was celebrated with a small sided games demonstration in Queanbeyan as part of the Queanbeyan disability expo. And over 200 students participated in football activities at the Lords Taverners disability multisport day. On the representative front, the FFA Futsal Nationals campaign ended with defeat to Football NSW in the AIS Arena Grand Final but was a spectacular demonstration of the rapid progress of players identified on our paradisability performance pathway. The Kanga Cup also featured an Athletes With a Disability division for the first time with Capital Football (Football-Connect) participating in both the youth demonstration games and the senior division.

MULTICULTURAL FOOTBALL DEVELOPMENT PROGRAMS Following the continued efforts of the FFA and the A-League to welcome new Australians to the football family, Capital Football invested considerable time into developing a multicultural engagement strategy. This involved forming and maintaining relationships with local agencies and community groups to remove barriers to participation for new arrivals and educate and inform community groups about football in Canberra. Collaborative partnerships with Companion House, The Australian Red Cross, Football United, Street Soccer ACT and PCYC (Futsal) were vital in the success of a number of initiatives.

These initiatives included the Annual Companion House Refugee Week Tournament, Sierra Leone Independence Day match, Harmony Day games in association with Street Soccer ACT and the Social Inclusion week Football Expo. Twenty multicultural scholarships to the Capital Football-Football Fun community clinics were also awarded for the first time allowing children of new arrivals to participate and make new friends through football. Capital Football also teamed up with Sport and Recreation Services and a number of other state sporting organisations to present a Multisport gala day and celebrate NAIDOC week with 350 children of indigenous background at Boomunulla Oval in July.

REFEREES’ REPORT Capital Football enhanced its commitment to refereeing during 2011-12 with the creation of the full time Referee Development Manager position, the formation of a new Technical Committee under the leadership of the State Coach, Clive MacKillop from May 2012 and the election of a new Referee Standing Advisory Committee (RSAC). Following the election of the RSAC Richard Naumovski was appointed as Chair and Pat Caggiano was appointed Deputy Chair. Capital Football Referees would like to thank David Ockerby for his tireless work as Chair of the RSAC over the past three years and David Oner, Stephen Boyd and John Jenkins for their commitment and service on the committee. This year we had 190 new referees complete one of the four Laws of the Game and Level 4 referee courses and 10 referees completed the Futsal Level 3 course. The retention rate of referees increased by 2% to 60.7% in 2011/12 resulting in the highest number of referees in seven years. There are now 510 registered referees (97 females and 413 males). The increase in membership resulted in improved coverage of matches with referees appointed to 96% of Premier League matches and 64% of State League matches. The Technical Committee continued to focus on the development of referees with 25 referees upgrading their accreditation, an increase on the previous year. Nine members upgraded their assessor qualification which will help to ensure the continued ongoing coaching of junior referees. A total of four seminars—one for senior football referees, two for junior football referees and one for Futsal referees, and seven education evenings—three for junior football referees, three for senior football referees and one for Futsal referees were organised by the Technical Committee, and were well attended. These sessions also served as reaccreditation sessions for members. ACHIEVEMENTS For the fifth year running, Richard Naumovski was awarded both the Men’s Referee of the Year and Men’s Premier League Grand Final Referee while Owen Goldrick refereed the Men’s Federation Cup final. Pat Caggiano was awarded the Women’s Referee of the Year, Women’s Federation Cup Final Referee, and the Nick Szego Award for Referee’s Referee. In Futsal the Men’s Premier League final was refereed by Richard Brown and Bill Simeonovic. The Women’s Premier League final was refereed by Sam Nixon and Georgia Ghirardello. James Geoffrey Ashurst was awarded life membership to Capital Football for his significant contribution to refereeing over the past 15 years. ACT Sport and Recreation awarded David Kurthi a Thanks Award for his excellent volunteer contributions for his tireless service as a referee, member of the Capital Football Referee Technical Committee and Kanga Cup Referee Technical Director. Congratulations to all on a great year.

DEVELOPMENT The ongoing commitment to referee development continued in 2012 with both the Capital Football Referees Academy and the inaugural Capital Football Futsal Referees Academy being conducted by David Kurthi and James Nikolaidis. The Academies were a resounding success ensuring quality refereeing on the Junior Premier Leagues, combined with mentoring and education sessions. In addition Capital Football Referees were represented at the following National Youth Championships: U13 girls – Georgia Ghirardello U14 girls – Georgia Ghirardello, Nida Mollison, Nia Southwell U13 boys – Daniel Ruiz U14 boys – Sam Nixon ELITE Chris Colley (Futsal), Allyson Flynn (Assistant Referee), and Ben Williams (Referee) were appointed as FIFA officials for 2012. Furthermore Ben Williams represented Australia at the London 2012 Olympics and was selected onto the short list for the 2014 FIFA World Cup. Allyson Flynn was also selected for the Olympics but unfortunately had to withdraw due to an injury. At the national level Ben Williams was appointed as a referee to the Hyundai A League and Allyson Flynn and Owen Goldrick were appointed as assistant referees. In the W League, Allyson Flynn and Nia Southwell were appointed as assistant referees. Sam Nixon, Greg Taylor, and Luke Withell were all appointed to the National Youth League. Three Canberra officials were selected to the National Talent Pool, Owen Goldrick, Greg Taylor and Luke Withell while Chris Bulloch was selected to the Development List. Five Capital Football Referees Chris Colley, James Nikolaidis, Marc Taylor, Sam Nixon and Georgia Ghirardello officiated at the Futsal National Championships in Canberra from the 9th-12th January .
