PRESIDENT’S REPORT At the time of the 2012 Annual General Meeting, held in March 2013, Peter Maybury was the President of Capital Football. The position capped an eight year term as a Director on the Board for Peter. Fethon Ileris also completed his tenure as a Director and Kim Chapman was unsuccessful with his nomination for a new term. On behalf of Capital Football I would like to extend my thanks to Peter, Fethon and Kim for their significant contribution. The financial viability, integrity and professionalism of Capital Football is reflective of their efforts. I was elected to the Board with Fran Sankey in 2013 and joined James Selby, Eddie Senatore, Ivan Slavich and Kate Inman as Directors. James Selby was appointed Chair and served in this position until an employment opportunity in Melbourne precipitated his resignation in June 2013. This was particularly unfortunate as I was very much looking forward to working with James whose passion, commitment and vision for our organisation was inspiring. I don’t think we have seen the last of James and I very much look forward to working with him again in the future. Following James’ resignation, I was appointed as Chair with Fran Sankey accepting the role of Deputy Chair. Fran also Chaired our Finance and Risk Management (FARM) sub committee. Following the initiative set by James, the Directors ratified a revised Board Charter that reflects governance standards established by the Australian Sports Commission. I commend the Charter as a template for all clubs to consider for their own purposes. It clearly defines the responsibilities and functions of the Board and seeks to establish principles that inform accountable and ethical decision making. The Charter is complemented by a statement of the vision and mission of the Board in realising the challenges presented in responding to the 2012-2015 Strategic Plan, We Are Football – the Game for Everyone. The Vision Statement seeks success through effective governance achieved by growing football’s position and profile through successful working relationships with stakeholders; innovative thinking; the performance of our clubs, teams, coaches, players and referees; and supporting a dynamic management team to deliver effective programs. Our management team is headed by the Chief Executive, Heather Reid and a group of very committed and competent individuals who manage the diverse and challenging aspects of Capital Football’s business. Heather and her team deserve our thanks and respect for their ongoing efforts. In seeking to provide football programs to meet the needs of our region, the Board has committed to provide effective governance, strategic direction and sound corporate and financial management. To achieve our outcomes we have pledged to: 1. 2. 3. 4. 5. 6. 7.

Support the FFA National Football Curriculum. Support the effective administration and management of clubs and football programs. Support the effective development of players, coaches and referees at all levels. Support and conduct events as well as manage programs that complement core business activities. Support clubs to provide a safe environment. Support the provision of quality facilities. Provide effective communication.

Moving forward we need to ensure constructive dialogue occurs in order to realise our strategic objectives. In this context we need to acknowledge the positives in what we do and recognise areas where we need to continually improve. These are ongoing challenges that we can achieve with mutual respect, commitment and willingness to grow. The collaborative and co-operative dialogue that informs the deliberations of the Board reflects more than favourably on the competency of my colleagues with whom it has been a pleasure to engage during the course of the year. I thank them for their camaraderie and contribution. Football would not exist without the contribution and passion of many people and organisations. To all involved in our sport in whatever capacity, I extend my thanks for your ongoing efforts and support. As a Board we look forward to working with you to be the best we can be.

CHIEF EXECUTIVE OFFICER’S REPORT I am delighted to present my tenth report for the ACT Football Federation Incorporated as we reflect on a year of stability in certain areas of our business and further development in others under the 2012-2015 strategic plan: We Are Football – the Game for Everyone. Our goals and objectives are to: 

Strategic Priority 1 – Enhancing our Sport Objective – Build on our capabilities to be more sustainable Continuous improvement endures as a key focus for the Board and management alike. With this in mind, the revised management structure that was implemented in late 2012 to address our future competition, game development, technical and commercial business activities provided a sound platform to instigate strategies that aligned with expectations from our football community as well as directives from Football Federation Australia and performance outcomes set by the ACT Government. The recommendations arising from the Company Project regarding a transition from an incorporated associated to a company limited by guarantee were accepted by Members at the 2012 Annual General Meeting (held in March 2013) resulting in amendments to the model constitution that had been adopted almost ten years earlier in 2004. The resultant governance structure and principles are based on best practice as recommended by the Australian Sports Commission and entailed a review of the composition and manner in which the Board operates. Key changes to the Constitution included three year terms instead of four year terms for Directors, and an election process for two Directors each year rather than three Directors every two years with the ability for Directors to be re-appointed up to a maximum of three terms. This revised staggered rotation system is designed to improve the effectiveness of the Board, retain corporate memory and facilitate greater success of the organisation. It is expected that a move away from operating under the Association Incorporation Act to operating as a company under the Corporations Act will lead to a more robust business platform with greater clarity of corporate governance obligations. Redefining the roles and responsibilities of Standing Advisory Committees was also achieved in 2013 with changes to the committee names reflecting new responsibilities as per the management and governance restructure. In this regard, I thank the committees and particularly the Members who provided valuable strategic advice and support to management. In assessing our capabilities to enhance our sport and be more sustainable, the competitions department was restructured to correspond with our new strategies and a growing maturity of league services. The promotion of a Competition Manager with responsibility for women’s and men’s premier leagues as well as a first-point-of-call for disciplinary matters provided stronger leadership and support for premier clubs. A new State League Administrator job was also instigated to cater for men’s and women’s community league competitions with seamless progression from the former management delineation of the respective leagues. With the support of the Community League Standing Advisory Committee, a review of the men’s State League format and structure was commenced with the aim of implementing recommendations in 2014. Staff also started work on specific operational plans to underpin the broader strategic goals of the organisation. Player registration numbers were healthy across most competitions with sustained growth in our Futsal competitions, however, several clubs are at capacity and further growth is only limited by lack of suitable facilities for training and competition. With that in mind, the new Facility Plan was released in November 2012 and we continued to work closely with the ACT Government on facility provision, management and development of additional venues. We can look forward to the opening of a new enclosed premier venue in Gungahlin as well as upgraded facilities elsewhere including a new field and match quality lights at Woden Park, and several other lighting upgrades and facility improvements across Canberra and Queanbeyan. A key objective in the Facility Plan relates to the development of a dedicated Futsal facility and funding was granted by the ACT Government to facilitate a feasibility study. It is expected the Futsal Facility Feasibility report will be available in early 2014 when discussions will continue with the Government on additional funding and input to redevelop or build a 10

Strategic Priority 2 – Growing our Business Objective – Broader reach, better resourced, better connected Additional resources were given to the Game Development and Referee departments which resulted in more courses and an increase in the number of coaches and referees as well as additional community football related programs. As one of five Member Federations in the new FFA National Premier Leagues, Capital Football continued to roll out important and necessary additions to advance the player pathway, youth development and coach education within our premier leagues. We congratulate Canberra FC on being the first team to represent Canberra in the NPL finals series and look forward to the enhancement of this national alliance. We can also look forward to the introduction of the highly anticipated FFA Cup competition that will connect grass-roots clubs with premier and national league clubs across Australia from 2014. This competition will extend football’s reach and provide another point of difference for our code. The growth and success of the Kanga Cup and the Futsal National Championships continued to provide Capital Football with a wide reach into areas outside Canberra and the region. These key tournaments are important for participation, relationship building and commercial reasons. In addition, the broad range of programs conducted by our Game Development and Technical staff are admirable in terms of the extensive audiences they impact and the benefits they deliver to a wide range of participants from community to advanced levels. Whilst Canberra United may not have enjoyed the same level of success as they did in Season 4, it remained a flagship club within the Westfield W-League and set high expectations for all involved. The financial position of Capital Football remained healthy with cash in the bank of $981K, however, our anticipated operating surplus of $244K was not realised. With unexpected poor budget performance in high performance programs, Hawker Football Centre and Junior League along with unsuccessful grant applications for school development programs and provision of additional resourcing for referees, the profit from ordinary activities amounted to $80K. Despite this our strategic target of $1 million in reserves for future acquisitions and facility development by 2015 is on track and measures to run the business more efficiently have been improved. Professional development and training for management continued throughout the year with an update of the Performance Efficiency Program as well as workshop sessions on financial management and budgeting procedures. In this regard, the work of the Finance Audit and Risk Management committee and the guidance provided to program managers by Fran Sankey, Sam Ceravolo and Ben Mair is to be commended. I thank them for their fiduciary diligence and invaluable contributions. Our dealings and meetings with Andrew Barr MLA as the Minister for Sport and Tourism as well as our relations with other MLA, sponsors and supporters remained very positive. At the national level, Capital Football is well regarded by Football Federation Australia with the Chair and the CEO attending several meetings, functions and events throughout the year. Our compliance with national strategies and attention to program development highlights Capital Football’s strong relationship with the national body. On the management front, it is pleasing to note there were few changes or departures over the year. I thank all staff and extend my appreciation for the work everyone contributes in order to achieve the outcomes of the strategic and operational plans. I also recognise the contributions of countless volunteers and congratulate new Life Members, David Dillon and Rachel Harrigan as well as Hall of Fame inductee John Herd – all very worthy recipients. The 2012 AGM in 2013 marked the end of Director terms for Peter Maybury and Fethon Ileris as well as the last term for Kim Chapman. All three had been on the Board for an extensive period and I acknowledge them for their dedicated involvement. As closing notes, I extend my thanks to our business partners and sponsors, members of the Standing Advisory Committees, Regional Representatives, referees, coaches, volunteers and players who all give invaluable assistance to our sport. And I acknowledge the relatively short but important contribution by James Selby as Chair of the Board early in the year and to the other Directors, in particular the current Chair of the Board, Mark O’Neill for their encouragement and conscientious governance. In delivering the We Are Football strategic plan we continue to fulfil the values and commitments of a supportive, inclusive, professional and transparent organisation.

CANBERRA UNITED REPORT Maintaining the unprecedented success of Canberra United’s run in season four of the Westfield W-League was always going to involve a lot of challenges and pressures. We welcomed the return of the award winning head coach Jitka Klimkova who noted very early on in our “back to back” campaign that we would attack season six as we did in the previous year but things would be different. We lost some players and signed some new ones. Western Sydney Wanderers joined the league and there were two extra rounds plus the finals (14 weeks total). Canberra United also attracted new sponsors, new Green Members in addition to the White Members, and we got our own ‘CUinGreen’ bus for local and short interstate trips. Knowing that Ellyse Perry, Tarryn Hemmings, Aroon Clansey and Canberra United’s Player of the Year, Lydia Williams wouldn’t be back for various reasons we quickly secured the impressive German International Ariane Hingst and two prospective senior national team goal-keepers in Mackenzie Arnold and Trudy Burke with Arnold and Burke coming to Canberra in early September to train with GK Coach, Paul Jones. It was also important to retain the core of the last season’s squad so eleven players were guaranteed an Agreement and three others were made once Klimkova arrived in Canberra. With more than 30 Canberra and inter-state players showing interest at trials for the remaining few places, it was our pleasure to sign three local rising stars in Grace Field (returning after a year off), Catherine Brown and Samantha Wood. Unfortunately, we never really saw the best of last season’s W-League player of the year, Sally Shipard, in this campaign due to her knee injuries. It’s fair to say that we missed her game changing abilities. With Shipard and Sykes sustaining long term injuries, we brought in two impressive US national under 23 players. Nikki Washington and Kristin Mewis certainly had an impact and between them scored five goals in six matches. The quality of our squad across the field was evident – particularly with 13 different players scoring goals, and we turned in another good defensive effort. Making sure that we had a quality team of coaches and support staff to lead us through the challenges of 2012/13 was another important element to our season. Over the winter months I had fulfilled the requirements set by Klimkova for her return and amongst those, Canberra United and the coaching staff had a new training base at the AIS. The significance of a having a home for the club and reducing the gypsy element to our training environment was not lost on the staff as well as players so for that we are grateful to the AIS for their cooperation and support. We welcomed Martin Pacholek as assistant coach when Nik Damjanovski indicated he would not be available to assist this season. Martin proved to be an excellent assistant coach and a true friend and gentleman. I’ll never forgot how he encouraged me to keep going on our pre-season 1400m mountain climb as well how he provided motivation at other times during the season. We are proud of the commitment and continuity of staff that Canberra United has enjoyed since season one. I say a big thank you to team manager , Maria Worner; the medical staff of Wilson Lo, Julian Russell Jones and Katrina Staniforth; our other coaches, Paul Jones, Michelle Arousseau, Andy Ravanello and Jason Lancsar; and to all rounder (fitness trainer, assistant manager and physio, Benny Pagett for his willingness and desire to be part of the green family. There is also a dedicated group of people within Capital Football who also make my job easier and give so much to Canberra United. I thank in particular Alasdair Grocock, Sigourney Dunk, Mel Luksa, Cassie Behrens, Angelo Maralit and Russ Gibbs for loving what they do above and beyond expectations. In addition to these great contributors we have a fantastic group of volunteers, many of whom have been with us since day one. I thank you all sincerely with special mention to Fran Sankey and Sharon Perkins for your personal assistance – every one of you help to make our match days very special. I also acknowledge the invaluable support of our loyal sponsors such as the ACT Government, loop (Rock Development Group), The Tradies Club, ActewAGL, the University of Canberra and Hummel. We welcomed the Australian Federal Police as a supporter with an emphasis on increasing the diversity of recruits into the AFP.

Our Business United partners are also important with RSM Bird Cameron, Performance Edge Physiotherapy and Capital Trophies and Sportswear being joined by new partners, Goodman Law and Coca-Cola. In addition, I extend our appreciation to our media partners – the Canberra Times, WIN television, ABC TV and Radio, and community radio 2XX, for the terrific coverage they give our club. The support that Canberra United receives from the Belconnen Soccer Club, the Belconnen United Football Club and Canberra FC is also very much appreciated. We are proud of the ‘firsts’ that Canberra United has achieved and one of those last season was marked by our participation in the inaugural World Club Championship in Japan. Whilst this put added pressure on our W-League campaign with rescheduled fixtures and players not being available for certain games, the experience and benefit of that tournament will resonate with all players and staff for a long time. I am grateful to the Japan Football Association for taking the initiative with this event and look forward to supporting another W-League club in the IWCC later this year. On a less happy note, another ‘first’ this season was our failure for the first time, and as the current Champion, to reach the semi finals. Given the much improved quality of the league, with an additional club and extremely talented international players in all teams, plus at the time of printing there’s only been three clubs that have won the five W-League championship it shouldn’t be that surprising. The closeness of the final points table with any one of six clubs being able to make the semi-finals and the jostling for the top four spots right up to the last round of the regular season was a real reflection on how much the league has matured in a short period of time. It also highlights how important it will be to have a full home and away league from next season. Only until then will we have a truly fair and equal playing field – and this is something I will continue to press FFA to achieve. As we reflect on games that ended up draws when they could have been wins, as well as those gut-wrenching last-minute losses to Sydney FC and Melbourne Victory, we should also think of all the positives and be satisfied with a good and historic season. We maintained our high standards in every respect both on and off the field and we continued to attract great crowds to our home games. We recognized Captain Ellie Brush for playing in her 50th Canberra United Westfield W-League game and we look forward to several others joining her in that illustrious group next October. We developed more local talent for the future and we travelled around Canberra in our new bus. Whilst we didn’t get to the top of the mountain as far as the League was concerned, as I noted last year, we can continue to look forward with optimism and confidence in knowing that whatever challenges are presented to us, we have a strong united team of experienced players, staff, administrators, Members and supporters who will help the club to achieve greater success. There were other successes in season five as Canberra United won six of the FFA Westfield W-league awards including coach and player of the year, Julie Dolan Medal winner and fair play, and United also won two ACT Sport Star Awards for the club and the coach categories. These achievements will be treasured for a long time. Thank you and well done to all players and staff for another amazing journey with the green family. KANGA CUP REPORT The 23rd Kanga Cup was held from 7th – 12th July 2013. With 248 teams participating, the tournament continues to grow from strength to strength and it also continues to hold the original values of football, camaraderie, sportsmanship and pure fun. Games were played at Hawker Football Centre, Kaleen, Mawson, Dickson, Harrison and the University of Canberra with Grand Finals matches at the AIS, University of Canberra and Hawker. The 2013 Kanga Cup was a special year as it coincided with the Centenary of Canberra where we marked 100 years since the naming of Canberra and home of the Australian story. The Centenary offered an opportunity to explore Canberra through its natural seasonal calendar–revealing a lively and active 21st century city ideally fulfilling its important role as the nation’s capital. All Australian States and the ACT were well represented once again with three teams from South Australia, five from Tasmania and two from Western Australia alongside the large representation from Victoria, NSW and the ACT. We also welcomed teams from New Zealand, China, South Korea and the Philippines in the week-long event. Our loyal friends SinGok from Korea returned to compete and we extended a warm welcome the Beijing Middle School No. 54 from our sister city of Beijing. The Carranz FC from the Philippines and a trio of New Zealand teams completed the overseas line-up. The Kanga Cup further established its credentials as the Number 1 Football Festival of the Southern Hemisphere with the event seeing over 3800 players take part in more than 700 games in five action packed days of football across 25 separate divisions from U10-U18 male and female divisions culminating in Grand Finals on Friday 12th July. Amongst the activities was a HUGE opening ceremony, movie night, disco, coach’s seminar, as well as National Youth League game between Newcastle Jets and Youth United from Canberra with some fantastic football on display. In addition to the players who enjoyed the football, fun and friendship we cannot forget the dedicated team of referees who officiated in the cold conditions at times during the week with over 150 official referees, 60 of which travelled from around Australia and New Zealand. We also thank the indomitable team of volunteers and support staff including local clubs who set the grounds daily. Without these invaluable contributions the Kanga Cup would simply not happen. Along with the players and referees there were 30 volunteers who were vital in the successful management of the event, including many new volunteers who we hope will return to next year’s event. There were a number of key staff that put an enormous amount of hours and contributed to the success of the tournament. ActewAGL JUNIOR LEAGUE REPORT Capital Football would firstly like to recognise the continued support from ActewAGL as the naming rights sponsor for the 2013 Junior League. ActewAGL continues to provide support to the local community through its sponsorship and Capital Football hopes to maintain a progressive and mutually beneficial relationship. ActewAGL introduced a monthly Junior League Play of the Day award to recognise persons in the junior committee for their tireless volunteer efforts. The recipients of these awards were Toni Dodd (Belwest), Penny Moses (Canberra FC) and Richard Peil (Capital Country JFC). Capital Football hopes that this award can continue to recognise the tireless efforts of volunteers in the community. In 2013 the participation numbers decreased slightly by 6.01% from 11185 in 2012 to 10512 in 2013. This season Capital Football introduced the Junior Premier League which impacted on the number of male junior participants in the community junior league. Junior League male participation dropped from 7991 in 2012 to 7348 in 2013. Junior female participation remained relatively stable although a slight decrease was recorded from 3194 in 2012 to 3164 in 2013. Capital Football welcomed two new clubs into the Junior League community with Capital Country JFC and Palerang United joining. Both clubs extend Capital Footballâ&#x20AC;&#x2122;s reach into the surrounding south-east regions. The Junior League and Game Development departments also managed ACT School Sports Football throughout the season holding eight gala days for Under 12s, Year 7/8 and Year 9/10 with the Grand Final held in September. We thank all the schools that were involved in the Gala Days and look forward to next yearâ&#x20AC;&#x2122;s competition being played in the same good spirit and fair play. We thank the Junior Standing Advisory Committee for their knowledge and advice on management of the competition throughout the season. And we would also like to thank coaches, managers, volunteers and club committees who helped make the ActewAGL Junior League season such a success. 2014 looks to be another flourishing year of football and Capital Football looks forward to seeing you again.

COMPETITIONS REPORT Congratulations to Canberra Olympic (pictured below) who won the inaugural Capital Football National Premier League Grand Final with a closely fought match against League Champions Canberra FC. Canberra FC had direct passage to the Grand Final winning their semi-final whilst Canberra Olympic finished third and won their way through to the Grand Final with wins over Woden Valley and Belconnen United. The Grand Final had a sensational finish with Olympic veteran Robbie Schroeder coming on as a substitute to score twice in extra time to claim the trophy. Tuggeranong United won the revamped Men’s Federation Cup where teams from the State League & Masters competitions were invited to participate for the first time. League Champions Canberra FC participated in the first National Premier League Finals series and were pitted against eventual winner Sydney United 58 FC in an elimination final fixture in Sydney. Canberra FC performed admirably losing 2-1 in a very tight match. Capital Football looks forward to hosting the FNSW National Premier League champion in 2014 against our NPL champion. The Women’s Premier League Grand Final pitted League Champions Belconnen United against WPL new comers Monaro Panthers who were looking for their second trophy after winning the Federation Cup. Belconnen went in as favorite and there was a feeling of déjà vu with the NPL Grand Final when Belconnen United’s Michelle Heyman scored twice in extra time giving them a two nil win. Belconnen United also won the men’s & women’s Tiger Turf PL club champions trophy. We also congratulate other major award winners – National Premier League Coach of the Year, Dean Ugrinic (Woden Valley); Men’s Premier League Player of the Year, Robbie Cattanach (Cooma); Women’s Premier League Coach of the Year Antoni Jagarinec (Belconnen); Women’s Premier League Player of the Year Caitlin Munoz (Canberra Olympic); Men’s Golden Boot, Derek Oelmann; Women’s Golden Boot, Ashleigh Palombi (Woden Valley FC) and Michelle Heyman (Belconnen United). Capital Football thanks Tiger Turf for their ongoing sponsorship for the Premier League Club Champions and TSA for supplying Nike balls for the Premier League competitions. STATE LEAGUE REPORT 2013 was a phenomenal year for community football with 3,192 players in 186 teams competing in 18 divisions. All the men’s and women’s competitions saw growth in player numbers with an increase of 159 players from 2012, 44 for the men and a staggering 115 for the women respectively. The introduction of the men’s Capital League saw 12 teams in two pools battle it out for the inaugural title. White Eagles were hot favourites with their impressive record over the previous seasons. An undefeated season (12 wins, 3 draws) saw the Eagles sitting in top position of their pool but it was League Champions from the opposite pool, Narrabundah FC (who were also undefeated with 9 wins and 5 draws) who took the spoils in the Grand Final. Queanbeyan City was the surprise opponent in the final after giving White Eagles their first loss in over two seasons with a 3-2 win in the semi-final. The Women’s Division 1 competition saw fourth placed Belwest Foxes triumph in an enthralling, hard fought match against third placed O’Connor Knights. Both semi-finals went into penalty shoot outs after finishing 1-1 after extra time. With such high quality matches being played in the lead up to the final, the Grand Final was guaranteed to be an exciting encounter. 2013 has seen a substantial growth in female players participating in state league competitions and we look forward to a bright future with the introduction of the Women’s Capital League and more avenues for female players to progress from the Junior League to State League. Every year we see the Men’s and Women’s State League and Masters competitions growing in leaps and bounds, in numbers and quality of competition. This would not be so without the tireless efforts of the clubs and their wonderful volunteers. The progress of community football would not be where it is without your work, support, passion and determination. A sincere thank you to the Community Standing Advisory Committee and Capital Football Board, who continue to work effectively with management and the football community to ensure fair and enjoyable competition at all levels. FUTSAL REPORT Futsal has continued to show its growth and popularity during the 2013 financial year. The local Capital Football social competitions have been increasing in player and team numbers for all summer and winter competitions. The Futsal Premier Leagues have seen a strong and competitive season across the ages in both juniors and seniors. 2013 also saw a milestone in women’s futsal with the national Hummel F-League introducing a women’s competition, and the ACT representation through Boomerangs FS. The men’s Boomerangs FS sides performed admirably in the NSW Futsal Premier League. Capital Football hosted another successful FFA National Futsal Championships with the ACT squads competing in four grand final matches, taking out both the Open Men’s and Women’s titles. 11 female players from the ACT were also named in the All Star teams for the Youth and Open categories. The social senior competitions have increased in team numbers with the summer 2012/13 season having 195 teams (increase of 16 teams), and the winter 2013 season having 106 teams (increase of 7 teams). Player participation numbers reached close to 2,300 registrations for all social competitions across the year. Junior registration numbers, which encompass North Canberra Futsal and South Canberra Futsal, saw a decline in player participation numbers for the 2012/13 season. NCF had a total of 1380 registrations (1009 male, 371 female) which was a decrease of 49 registrations. SCF, had a 30% decrease in player registrations with numbers dropping to 427, compared to 576 in the previous year. The 2012 Futsal Senior and Junior Premier Leagues ran from September through to December and had 20 and 21 teams participating respectively. The men’s league was won by Canberra City Prawns for the second consecutive year, giving them a 100% record for the season. They defeated Canberra Olympic Supercats. The women’s league saw another back to back win for Woden Valley FC defeating Weston Creek El Diva. The FJPL introduced new age categories in 2012 with the U14 boys and girls competitions. The Boomerangs FS had another busy year, with the club entering teams in all nine divisions of the NSW Futsal premier League. Daniel Fulton was named Player of the Year for the Open Men’s competition. Boomerangs FS were supported by Capital Football in both men’s and women’s divisions of the NSW Hummel F-League. The women made a great impression on the league finishing 2nd and they went on to defeat the Melbourne Heart in the semi-final then advanced into the grand final where they were outclassed by the Sydney Scorpions 6-0. The men’s side finished in a respectable 4th place after losing a nail-biting semi-final match against the Vic Vipers 4-3, who then went on to win the Championship. In 2013 Capital Football hosted a number of futsal specific courses for coaches and referees. A Futsal Certificate and two Futsal License coaching courses were held with a total of 12 and 27 participants respectively. The referee coverage for futsal competitions was once again at a high level. There was 100% coverage at all venues with the majority of matches each week having two appointed referees. In 2013, Capital Football established a steering committee to progress the development in the Futsal Facilities Feasibility project. A consultant group, Coffey, was engaged to develop a business case for presentation to the ACT Government. The project will endeavor to seek funding for a designated futsal facility in Canberra so as to house the ongoing growth of the sport. The future of futsal is looking promising with nominations for the 2013/14 competitions exceeding capacity and the Premier League competitions having new clubs in the competition. We also saw the Untouchables Futsal Club becoming the second senior futsal only club affiliated with Capital Football, further illustrating the expansion of the sport.

TECHNICAL REPORT Overview 2012-13 was a major transition period in the technical department with numerous developments in all phases related to the FFA national curriculum Building Blocks. With the introduction of the National Premier Leagues (NPL) in 2013, the Capital Football Technical Department strived to work closely with all clubs, providing an understanding of the Three Pillar Structure so that everyone involved understood what part they played in developing and providing opportunities for our most talented players within the ACT and surrounding regions.

Game Training Program 2013 As illustrated in the Integrated Player Pathway and Building Blocks, the GTP provides the next four years in player development. Again the Technical Department saw much needed improvements into what should be delivered in each of those four years from 14-17. For the first time, the ACTAS (NTC) Men’s competed in the ACT NPL 18’s competition. ACTAS (NTC) Women continued to play in the Junior League 16 Boys competition. There was an introduction of the Senior NTC program into the ACT NPL 20’s competition, which now allows Capital Football to work with players for the full four years of the Game Training Phase. An introduction of the Emerging United 15’s for the very best players in the U14’s and U15’s age groups was a training squad throughout 2013. Performance Phase Program 2013 2013 saw the launch of the Youth United, funded by the A-League For Canberra Bid. The program brought in players throughout the NPL competitions in a training environment to play against FFA National Youth League squads. The very best players between the ages of 16 and 20 were given the opportunity to be showcased in front of A-League clubs. COACH EDUCATION National Premier Leagues The introduction of the NPL in 2013 saw the landscape of football in the ACT make significant changes. The FFA now sees the NPL as an opportunity to close the gap between the Hyundai A-League and local federation football. Year one of the NPL has seen the clubs challenged to ensure that they fulfil their licence agreement both on and off the field. This includes fully accredited coaches at every level from U12’s through to first grade and a stand alone Technical Director to assist in delivering the FFA’s two strategic spearheads, Coach Education and Youth Development. It is therefore paramount that Capital Football support the NPL clubs in the setup and delivery within their own clubs. Technical Workshops During 2013, four Technical Workshops were delivered specifically targeting each of the phases in the Building Blocks. All NPL clubs were invited to attend providing them with necessary information, which could be utilised and put into practice within their club environment. Coaching Conference With the State Federations assuming the responsibility to run their own Regional Coaching Conferences annually, Capital Football hosted their own conference at the University of Canberra. With over 100 coaches in attendance, they saw presentations delivered, both theory and practical, by FFA National Technical Director Han Berger and Head of Coach Education Rob Sherman. All presentations related specifically to the Building Blocks for selection, planning and delivery. GAME DEVELOPMENT REPORT The beginning of 2013 saw Pat McCann resign his position as Game Development Manager to take up the role of Head Coach at ACTAS. In 2012 Pat was shortlisted for the ‘Australian of the Year’ local hero awards which was recognition indeed for the fantastic contribution he made in developing and implementing football initiatives within the ACT and across the Region in his five years at the helm of Game Development. Capital Football made the following appointments on a three month interim basis prior to confirming both posts full time: Neil Orr as Game Development Manager & Merryn Brown as the new Participation Officer. Despite the staffing changes, the challenge for the Game Development team was to expand on the key priorities outlined in the FFA 2011-2014 National Game Development Strategy and the 2012– 2015 Capital Football Strategic Plan. Capital Football Futsal Coaches

In 2013 Community Coach Education, Schools Programming, School Holiday Clinics, Disability Football and Multicultural Football featured strongly in our deliverance. All of these programs are outlined in the strategic planning and remain very much a part of our core business. In addition to the core programs Capital Football receive many request to run activities or facilitate events. The following displays the diverse nature of the programs Game Development provide: Football activities at the Governor Generals Open Day with over two hundred children participating in football activities and games Assisted the Dioceses Schools in their representative selections. Facilitated primary and secondary schools semi-finals and final competitions. Delivered a ‘deadly soccer’ clinic for twenty two Koori Kids at the Belconnen Centre. COMMUNITY COACHING The FFA Community Course portfolio again featured strongly with twenty nine courses being delivered across the twelve month period resulting in an increase of accredited coaches across the Capital by four hundred and twenty three. Grassroots courses again proved popular with local clubs a number of which utilized their own accredited Presenter to deliver a course for their next intake of volunteers. Woden Valley Soccer Club received a special visit from Kean Marshall (FFA Head of Community Football) who delivered the three hour practical course to thirty one ‘budding’ coaches at Mawson. Grassroots courses were also conducted for Student Teachers at University of Canberra and students of Holy Christian Trinity High School and Melba College. When viewing the ‘Total Participation by Year’ in diagram 1 the total number of course participants is closely matched. However 2013 saw a reduction in Grassroot attendees and a significant rise in participants attending other courses. The benefits of this are an increase in better informed coaches resulting in a better experience for young footballers across the ACT and region.

COACHING SEMINAR In July, Capital Football Technical and Game Development staff delivered a Coaching Seminar at Hawker Football Centre which was open to ACT and Kanga Cup coaches. Over sixty coaches were in attendance to observe ‘model session’ components delivered by Warren Grieve (Technical Director), Pat McCann (ACTAS Head Coach) and Neil Orr (Game Development Manager). The evening concluded with a question and answer session. SCHOOL DEVELOPMENT PROGRAMS Tap into Water Capital Football presence continued in the schools with the ‘Tap into Water’ program proving extremely popular with Primary School staff and students. The football curriculum for classes ranging from K to yr6 enable the children to participate in age appropriate fun and challenging skills and games. This partly funded ACT Government sponsored program (continued despite a reduction in funding for 2011/12 to $10,000 and a funding review being implemented delaying the 2012/13 rounds) was established to encourage children to choose water as their drink of choice during exercise and understand and recognize the benefits of tap water when exercising. Participants and Teachers were tasked after each session to research ‘homework’ the benefits of tap water when participating in physical activities. Eighteen primary schools participated in the program over the past twelve months. With Game Development staff and Development Officers delivering nine weeks of football activities to each school. FFA 5-a-side Eleven FFA 5-a-side gala days went ahead during the course of the year. This games-only program was again coordinated in one of two popular formats: the multi-school format which saw cluster schools competing against each other at a central-venue and the single-school format which saw class teams formed and compete against each other. The skills challenges during the breaks often appeared as eagerly contested as the games themselves as the students loudly cheer for their teammates. Goulburn once again were the recipients of a regional visit along with Numarella with seven of the region’s small schools converging on the small NSW school fields to participate in a fun day. School Holiday Development Programs The School Holiday Programs continue to be developed and thirteen ‘Football Fun’ clinics were delivered over the course of the year. This popular program continues to evolve and in addition to the courses taking place in the neighborhood ovals, regional courses were delivered in Cooma, Bungendore and for the second year running ‘Football in the Snow’ at Jindabyne - however, again there was no snow! A Canberra United clinic in January resulted in thirty five participants being coached by a number of the Canberra United players and later in the year a Canberra United clinic for youth girl footballers (12yrs-16yrs) was introduced allowing the participants to be directly mentored and coached by the Canberra United players. In addition a Super Clinic attracted twenty seven talented youth players (13yrs-18yrs) who enjoyed participating in the themed training sessions.

ALL ABILITY DEVELOPMENT PROGRAMS (Football-Connect) Football-Connect offers successful winter (All Ability League) and summer (Futsal Fives) programs providing its continually increasing participation base with the opportunity to play football for more than 22 weeks a year. 2013 was another busy year for both of these programs. The FFA National Futsal Championships unfortunately saw our ACT Athletes With a Disability (AWD) team defeated in the semi-final by Queensland who went on to win the tournament – a great effort from our team! The third season of the Football-Connect All Ability League was partnered by five local football clubs Belnorth, Belsouth, Belwest, Majura and Tuggeranong. It was fantastic having representatives from each club present players with their team strip at the season launch, which coincided with the start of disability football month. The opportunity to represent and play for a local football club throughout the season meant a lot to the players and their parents/guardians, and it didn’t take long for club pride and rivalry to kick in. Players also got the chance to play at a local club thanks to Belnorth who hosted Football-Connect for two rounds. The Football-Connect team would like to thank Belnorth, Belsouth, Belwest, Majura and Tuggeranong for partnering our football league and welcoming our players to your clubs. We hope that these partnerships continue and develop further in 2014. In the Kanga Cup AWD division Football-Connect joined with Special Olympics to field two ACT teams. An ACT/NSW all-stars 11 v 11 match also took place at Hawker Football Centre in lieu of finals. As well as running football and futsal programs Football-Connect entered two teams into the winter and summer futsal competitions. Inclusion in these competitions gave our Futsal National players and new senior players the chance to play futsal all year round and substantially develop as individual players and as teams. Thank you to the mentor players who played alongside our AWD players in the futsal competitions during the year. Throughout the year Game Development staff also attended and ran football activities for over 250 students/participants at the Lord Tavener’s Disability Multi-Sport day, the Sport and Recreation Disability Participation Day and the I-Day Expo. An FFA 5-a-side gala day was held for the Woden School as well as weekly football sessions for Kaleen High Learning Support Unit (LSU) students throughout term three. A Futsal training session and games were set up for students with hearing impairments to experience the indoor game at the Belconnen Basketball Centre. Futsal Fives grew from a six to an eight week program. Players attended sessions where they participated in training activities and pick-up games. The sessions also acted as trials as well as training sessions for the 2014 National Futsal Championships. The selection and announcement of players in our ACT AWD Open Team capped off a successful year for Football-Connect. Across the course of the year Game Development delivered or participated in over 350 football events reaching over 10,000 participants in schools, clubs and the wider community.

MULTICULTURAL FOOTBALL DEVELOPMENT PROGRAMS At a Social Inclusion Week gathering at Reid Oval in 2012, Capital Football mooted the idea of a football competition to run under the banner of multicultural football. The event at Reid Oval enabled each of the collaborative partners, Companion House, The Australian Red Cross, Football United, Street Soccer ACT to play and present on the football provisions that were in place for new arrivals to the ACT. Capital Footballâ&#x20AC;&#x2122;s proposal for a weekly social tournament was well received and a format was discussed. In 2013 the Soccer Unites Community Cup (Suncup) was formed. Hawker Football Centre was the venue with Capital Football facilitating the event which ran during February and March. The format allowed eight teams / communities (Capital Football being one) to participate in one match a week over seven weeks with week eight being the finals night. Hawker Football Centre was the venue for the weekly matches and amid a vibrant atmosphere the matches were played out in terrific spirit. The final saw a talented Blue Nile lift the inaugural Suncup Trophy. Over one hundred players had participated in the eight week event with everyone looking ahead to Suncup Season 2 in 2014. Initiatives and annual events included the 9th (Annual) Refugee Tournament, Harmony Day games in association with Street Soccer ACT and the Social Inclusion Week Football Expo. This year saw twenty five multicultural scholarships awarded to enable new arrivals to attend the Football Fun community clinics allowing children of new arrivals to participate and make new friends through football. Capital Football also teamed up with Sports and Recreation Services and a number of state sporting organisations to present a multisport gala day and celebrate NAIDOC week with over 450 children (from 12 schools) of indigenous background at Boomunulla Oval in July.

Hawker Football Centre Report The Hawker Football Centre continued to fulfil evening and weekend bookings in 2013. The business model will be reviewed to more accurately represent the pattern of use by the football community. The Capital Football High Performance Unit increased its level of use primarily through the increased number of programs, however, other venues with natural surface will be used for high performance squads in 2014. Hawker Football Centre is a key venue for various clubs and game development programs such as Football Connect. In addition, it is a popular venue for community groups such as the Korean Soccer Association of the ACT that runs the Ambassadors Cup. Operational costs were reduced by only running a canteen at large events and offering this service to clubs to manage where possible. Cost savings were also found by not utilising a regular venue manager. Capital Football will continue to review facility maintenance and upgrade initiatives such as lighting and fencing that are likely to be required at Hawker in the next few years. The revised booking schedule for 2014 is available on the Capital Football website.

REFEREES’ REPORT With additional resources being committed to referee development over the past few years, Capital Football has seen a number of changes occur within its refereeing ranks. This year saw a restructuring of the Referee Technical Committee (RTC) in accordance with the recommendations from the National Referee Technical Committee. Chris Blain was appointed as the Chair, taking over from Clive Mackillop who previously held the role of Referee’s State Coach. Capital Football would like to thank Clive Mackillop for long distinguished service as the State Coach. A significant initiative implemented by Capital Football this year was the RESPECT program which was introduced to encourage greater levels of respect for and between all participants of the game. The RESPECT program resulted in a 24% reduction in the number of incident reports relating to inappropriate behaviour of coaches and spectators and the number of players sent off for using offensive, insulting or abusive language and/or gestures, across all levels of football. This year also saw the introduction of the Instructing Referee Course targeted at 13-15 years olds who wish to referee small sided games. These courses were very well supported with 99 people participating in the training. In addition to the Instructing Referee course, 68 people completed the Level 4 Referee course. Coverage of matches continued to improve in 2012/13 with referees appointed to 99% of all Premier League matches and 73% of State League matches. This improvement was due to a combination of factors including the introduction of an online appointments system. The outcome was encouraging given a slight decrease in the number of referees in 2012/13 with a total of 471 referees (381 male, 90 female). Throughout the year the RTC increased their attention to the off field education of referees by conducting monthly education sessions for referees and covered topics such as communication, dealing with dissent and foul recognition, with the aim of improving knowledge and consistency of decision-making. Furthermore, 19 referees and 9 assessors completed upgrading of their qualifications. The Referee Standing Advisory Committee (RSAC) continued to be chaired by Richard Naumovski with Pat Caggiano in the role of Deputy Chair. Other members were are Chris Conti, Alex McConachie, David Ockerby and Daniel Rajic. The RSAC put in significant work to boost referee numbers and increase retention by improving the support given to members. ACHIEVEMENTS For the sixth successive season Richard Naumovski refereed the National Premier League Capital Football Grand Final and was awarded Men’s Referee of the Year, while Luke Withell was the referee of the Men’s Federation Cup Final. Delfina Dimoski refereed both the Women’s Federation Cup Final and the Women’s Premier League Grand Final and was awarded Women’s Referee of the Year. In Futsal, James Nikolaidis, Danny Parker and Richard Brown refereed the Men’s Premier League Grand Final while the Women’s Premier League Grand Final was refereed by David Ockerby, Richard Brown and James Nikolaidis. Congratulations to all involved for their great season. DEVELOPMENT 2013 saw the transition pathway for junior referees to progress to senior football expanded in conjunction with the introduction of the Junior Premier League. The newly formed Cadet Referee Program, sponsored by The Smile Lounge, gave junior referees the opportunity to referee in the Junior Premier League and receive elite level coaching. The Referee’s Academy also continued by providing young referees with the opportunity to referee in the NPL18 competition and receive elite level coaching and mentoring from more experienced members. In addition, Capital Football Referees were represented at the following national youth tournaments: Institute Challenge: Nia Southwell and Luke Withell National Schools Championships: Delfina Dimoski and Luke Withell U13 Boys – Adam Powers and U14 Boys – Sam Clark ELITE Capital Football’s FIFA officials, Allyson Flynn (Assistant Referee) and Ben Williams (Referee), retained their positions on the FIFA and AFC Elite Panels. Ben Williams was busy with the FIFA World Cup candidate’s program and was selected to referee at the FIFA Under-20 World Cup in Turkey. Allyson and Ben were rewarded by AFC for their efforts winning AFC Female Assistant Referee of the Year and AFC Male Referee of the Year respectively and we congratulate them both. 42

In what has been a very good year for Capital Footballâ&#x20AC;&#x2122;s elite referees, 2013 has seen the highest number of Capital Football officials selected to national competitions. Luke Withell was also the recipient of the National Officiating Scholarship by the Australian Sports Commission in 2013. In other national news, Ben Williams maintained his credentials as a Hyundai A-League referee; Allyson Flynn and Owen Goldrick maintained their assistant referee honours while Greg Taylor gained selection as an assistant referee for the first time. Allyson Flynn and Nia Southwell were reselected as assistant referees and Delfina Dimoski was a new addition to the assistant referee panel for Westfield W-League fixtures. In National Youth League, Sam Clark, Matthew Cropper, Sam Nixon, Adam Powers and Luke Withell were selected for appointments, while Georgia Ghirardello, Julian Nichols, James Nikolaidis and Sam Nixon were appointed to Futsal League and national championship fixtures. STATEMENT OF SIGNIFICANT ACCOUNTING POLICIES This financial report is a general purpose financial report that has been prepared in accordance with Accounting Standards, Australian Accounting Interpretations and the Associations Incorporation Act (ACT) 1991. The financial report covers the ACT Football Federation Incorporated (“the Federation”) as an individual entity. The Federation is an association incorporated in the Australian Capital Territory under the Associations Incorporation Act (ACT) 1991. The following is a summary of the material accounting policies adopted by the Federation in the preparation of the financial report. The accounting policies have been consistently applied, unless otherwise stated. Basis of Preparation The accounting policies set out below have been consistently applied to all years presented. Reporting Basis and Conventions The financial report has been prepared on an accruals basis and is based on historical costs modified by the revaluation of selected non-current assets, financial assets and financial liabilities for which the fair value basis of accounting has been applied. Accounting Policies (a) Income Tax The Federation is exempt from income tax pursuant to Section 50-45 of the Income Tax Assessment Act 1997. (b) Inventories Inventories consist of Football) equipment and promotional materials which are measured at the lower of cost and net realisable value. (c)

Cash and Cash Equivalents Cash and cash equivalents include cash on hand, deposits held at-call with banks, other short-term highly liquid investments with original maturities of three months or less, and bank overdrafts.

Property, Plant and Equipment Each class of property, plant and equipment are carried at cost or fair value less, where applicable, any accumulated depreciation and impairment losses. Plant and equipment are measured on the cost basis less depreciation and impairment losses. The carrying amount of plant and equipment is reviewed annually by directors to ensure it is not in excess of the recoverable amount from those assets. The recoverable amount is assessed on the basis of the expected net cash flows that will be received from the assets employment and subsequent disposal. The expected net cash flows have been discounted to present values in determining recoverable amounts. Subsequent costs are included in the asset’s carrying amount or recognised as a separate asset, as appropriate, only when it is probable that future economic benefits associated with the item will flow to the association and the cost of the item can be measured reliably. All other repairs and maintenance are charged to the income statement during the financial period in which they are incurred.

Leases Lease payments for operating leases, where substantially all the risks and benefits remain with the lessor, are charged as expenses in the periods in which they are incurred.

Financial Instruments Recognition Financial instruments are initially measured at fair value on trade date, which includes transaction costs, when the related contractual rights or obligations exist. Subsequent to initial recognition these instruments are measure as set out below. Loans and Receivables Loans and receivables are non-derivative financial assets with fixed or determinable payments that are not quoted in an active market and are subsequently measured at amortised cost using the effective interest rate method. Trade receivables are generally due on 30 day terms. A provision for impairment is recognised where there is evidence that an individual trade receivable is impaired. Financial liabilities Non-derivative financial liabilities are recognised at amortised cost, comprising original debt less principal payments and amortisation. Trade payables are generally due on 30 day terms.

Employee Benefits Provision is made for the Federationâ&#x20AC;&#x2122;s liability for employee benefits arising from services rendered by employees to balance date. Employee benefits that are expected to be settled within one year have been measured at the amounts expected to be paid when the liability is settled, plus related on-costs. Employee benefits payable later than one year have been measured at the present value of the estimated future cash outflows to be made for those benefits. Contributions are made by the Federation to a defined contribution employee superannuation fund and are charged as expenses when incurred.

Revenue Revenue from the sale of goods is recognised upon the delivery of goods to customers. Interest revenue is recognised on a proportional basis taking into account the interest rates applicable to the financial assets. Grants are recognised at fair value where there is reasonable assurance that the grant will be received and all conditions will be met. Grants relating to expense items are recognised as income over the periods necessary to match the grant to the costs they are compensating. :

Revenue (Cont) Revenue from the provision of membership subscriptions is recognised on a straight line basis over the financial year. All revenue is stated net of the amount of goods and services tax (GST).

Goods and Services Tax (GST) Revenues, expenses and assets are recognised net of the amount of GST, except where the amount of GST incurred is not recoverable from the Australian Tax Office. In these circumstances the GST is recognised as part of the cost of acquisition of the asset or as part of an item of the expense. Receivables and payables in the balance sheet are shown inclusive of GST. Cash flows are presented in the cash flow statement on a gross basis, except for the GST component of investing and financing activities, which are disclosed as operating cash flows.

Comparative Figures When required by Accounting Standards, comparative figures have been adjusted to conform to changes in presentation for the current financial year.

Critical Accounting Estimates and Judgments The Directors evaluate estimates and judgments incorporated into the financial report based on historical knowledge and best available current information. Estimates assume a reasonable expectation of future events and are based on current trends and economic data, obtained both externally and within the Federation. Key Estimates â&#x20AC;&#x201D; Impairment The Federation assesses impairment at each reporting date by evaluating conditions specific to the entity that may lead to impairment of assets. Where an impairment trigger exists, the recoverable amount of the asset is determined. Value-in-use calculations performed in assessing recoverable amounts incorporate a number of key estimates. Key Judgements â&#x20AC;&#x201D; Provision for doubtful debts The Federation believes that $12,417 of the full amount of all debt is not recoverable; therefore the Federation made a provision for doubtful debts of receivables as at 31 October 2013 equivalent to this amount.

An overdraft facility of $59,000 was available to the Federation at reporting date, and of this nil is being used currently. There is a registered mortgage over Unit 1, the Australian Football Federation House Phipps Close Deakin ACT is held by the bank. There were no non-cash financing or investing activities during the period.

FINANCIAL INSTRUMENTS

(a)

Financial Risk Management The Federationâ&#x20AC;&#x2122;s financial instruments consist mainly of deposits with banks, accounts receivable and payable. The Federation does not have any derivative instruments at 31 October 2013. Financial Risks The main risks the Federation is exposed to through its financial instruments are liquidity risk and credit risk. Liquidity risk The Federation manages liquidity risk by monitoring forecast cash flows and ensuring that adequate unutilised borrowing facilities are maintained. Credit risk The maximum exposure to credit risk, excluding the value of any collateral or other security, at balance sheet date to recognised financial assets, is the carrying amount, net of any provisions for impairment of those assets, as disclosed in the balance sheet and notes to the financial statements.
