Last year I reported on the Board Charter as a document that establishes principles to inform and focus the deliberations of the Board. I also mentioned our vision to provide effective governance through successful working relationships with stakeholders; innovative thinking; the performance of clubs, teams, coaches, players and referees; and supporting a dynamic management team. The Board remains committed to these principles as well as a level of engagement that promotes constructive dialogue. I again extend my thanks to CEO Heather Reid, her management team and all associated with football for their administration of the diverse and challenging aspects of the business of Capital Football. The Finance and Risk Management Committee of the Board, under the leadership of Fran Sankey, has again done an outstanding job in providing advice and overseeing our financial management resulting in a $184K surplus. We have a healthy relationship with the ACT Government and will continue to point out that the allocation of government resources is disproportionate to the volume of participation in football when compared to other sports. We continue to lobby government to ensure this imbalance is addressed. In addition, we are exploring ways to jointly develop facilities to create sustainable infrastructure to make football self-sufficient. This will involve consultation with the local football community as well as government in neighbouring NSW to identify needs and opportunities to make the best use of our available resources. Our relationship with FFA continues to be robust and with the other Member Federations we are exploring options to ensure the interests of community football are identified and addressed. Whilst we are proud of the success of the A League and the Socceroos, our sport is still a `bottom up’ funded model. We look forward to FFA providing more funds for grassroots football as costs of participation remain the subject of ongoing dialogue. The release of a `Whole of Football Plan’ by FFA in 2015 will provide an opportunity to influence the strategic direction of FFA and commensurately the strategic direction of Capital Football. The Board engaged a process to review our Premier League competitions. We are committed to working with clubs to ensure sustainable leagues and we look forward to the opportunities the NPL structure presents as we work together to manage growth opportunities. We congratulate Gungahlin United FC and Woden Weston FC on their inclusion in the NPL and WPL. I also acknowledge the significant contribution of the Canberra City Football Club. Whilst unsuccessful in their bid to remain in the NPL, the club can be proud of its participation in the former National Soccer League, the NPL, women’s and community football. The Canberra City name and brand represents a significant part of Canberra’s football history and we look forward to working with the club to ensure they remain a part of Canberra’s football future. The FFA Cup was a huge success in 2014. The contribution of Tuggeranong United FC on and off the pitch was admirable and again showcased the competence of football in our city. Futsal was a priority with the completion of the feasibility study into the viability of a purpose built futsal facility. The report has been a focus in our ongoing dialogue with government about facilities for our sport. The decision to enter Capital FC teams in the F-League is intended to provide more opportunities and compliment the involvement of Boomerangs FS in this league. The Boomerangs have been progressive in Futsal and created the environment for competing at the highest level. As coach of the men’s and women’s Capital FC teams, Eddie Senatore is to be congratulated for his commitment and skill. The Board continues to engage in dialogue with futsal stakeholders to develop a co-ordinated approach to competition management as well as player, coach and referee development. The challenge is to build on what these clubs have achieved to ensure we retain sustainable competitions and pathway structures. We have been instrumental in the establishment of a National Futsal Working Group. This national focus will seek to address issues which have frustrated the development of futsal generally. Moving forward, an A League team for Canberra continues to be an aspiration which we continue to embrace and explore. You can be assured that the highest levels within FFA know of our desires, however, there are three fundamentals that we, as a united football community, need to consider to ensure that any participation in the A League is realisable and sustainable. These are the need to: 1. Be truly united in our commitment to an A League team as the pinnacle of an integrated development pathway that ensures a genuine opportunity for our players to participate at the highest levels. 2. Identify and reflect on how best to use available resources; and 3. Ensure that any venture is inextricably linked to every element of the football community. The sustainability of any A League venture must complement and contribute to football in the Capital Region without detracting from the need to ensure that football of all types at all levels, is not compromised. This will involve genuine consideration and commitment from every stakeholder. A high priority is our need for a Canberra National Youth League team. Our involvement in an NYL licence could mirror the success of Canberra United in the W League that we manage as a Capital Football program with the authority and delegation of FFA. We will continue to press this issue very hard and I am hopeful we can realise this aspiration in the near future. Sport in general is dealing with an ever-increasing number of incidents where online discussions and the posting of content on social media have caused distress to individuals or groups of people. Can I please invite you all to promote and communicate appropriate standards in any conversation or canvassing of issues related to football and particularly to Capital Football and its employees. In closing, I note the upcoming Asian Cup which will see Canberra host seven matches. Capital Football has made a significant contribution to the preparations for the tournament with our CEO Heather Reid a member of the Local Organising Committee over the past three years. I am looking forward to the games and also to another W-League season with Canberra United again setting the pace. I extend my appreciation and admiration to my fellow Directors and Members. Our sport does not happen without the many people who volunteer their time and expertise to football in all its forms. My thanks to all for your ongoing effort and support.

I am pleased to present my eleventh annual report for the ACT Football Federation Incorporated. 2014 was another year of progress and achievement marked by good governance, enhanced policy and procedures, improved financial position, stable management and effective implementation of new programs under the 2012-2015 strategic plan: We Are Football – the Game for Everyone. In addressing our progress, the report is focused on our two strategic priorities. Strategic Priority 1 – Enhancing our Sport Objective – Build on our capabilities to be more sustainable Following the first year of our involvement in the FFA National Premier Leagues (NPL) structure and the imposition of further expectations by FFA on NPL clubs, the sustainability of some clubs in the NPL appeared in doubt. As such, the Board resolved that the existing licences would cease and clubs were invited to apply for new licences from 2015. A NPL Licence Review committee was formed with Director Mike Shanahan as chair and other representatives from advisory committees. Competition Manager, Chris Doyle provided management assistance whilst Simms Sports Consultancy provided independent secretariat support. After a rigorous process involving several stages of interviews, applications and provision of evidence to substantiate being able to adhere to the NPL licence criteria, the Board of Directors agreed to offer licences to eight clubs for the men’s NPL and seven clubs for the women’s PL. It was disappointing that Canberra City was unable to demonstrate that it had the capacity to sustain an NPL licence in the absence of any linked junior or youth program. We acknowledge and thank Geoff Perry and his family, as well as the players and coaching staff, for their contribution to Canberra City during their time in the premier league. At the State League level, the Community Standing Advisory Committee and State League Administrator, Mel Luksa conducted a major review of the men’s State League competitions. The outcomes led to improvements in alignment of divisions and growth in participation with over 3200 male players across 20 divisions. In addition, the women’s Capital League was introduced with female State League player registrations also increasing. Overall, registration numbers are on track to reach our strategic goal of 20,000 in 2015. Further progress was made in the referee’s department with the Referees Standing Advisory Committee, led by Richard Naumovski, completing a comprehensive strategic plan on referees and refereeing. The plan builds on the FFA Refereeing Strategic Plan 2012-2015 and plays an integral role in managing referees and achieving specific goals over the next five years. This valuable resource will be used extensively as a development framework by the RSAC, the Referees Technical Committee and the Referee Development Manager. As part of our aim to ensure improved competition opportunities for Futsal players, we initiated the Capital FC program with the men’s and women’s teams competing in the Football NSW Hummel F-League. Valuable sponsorship was obtained from TAXA for uniforms and financial assistance with players demonstrating a commitment to the Futsal development pathway which added to the impressive work being done by Boomerangs FS. Capital Football has also taken a leading role at the national level with key representatives including President, Mark O’Neill and Futsal Administrator, Jes Wheeler contributing to the FFA National Working Party on Futsal to deliver a nationwide strategy for Futsal. Progress was made in governance with the Office of Regulatory Services approving our application to transition to a company limited by guarantee under the Corporations Act 2001 and it is expected this process will be finalised in 2015. The Board of Directors continued to focus on strategic and policy matters including the completion of a new Corporate Governance Charter and Standard Operating Procedures as well as updating the Delegations Register. In addition, an annual agenda of business priorities for each meeting was drafted and work commenced on a new Risk Management Strategy that will incorporate governance, operational and event activities. The Directors also considered matters relating to a capital expenditure and infrastructure strategy that will form part of the consultation for the next strategic plan from 2015. Appointments were made in August for the Standing Advisory Committees and Regional Representative positions through to 2016. The committees and representatives play very important roles in providing strategic and policy advice to management and the Board. As such, I’d like to note our appreciation for the contributions by George Lemon, Stephanie Isaacson, Charlie Rajak and John Brooks who chose not to continue as Members. Player registrations continued to rise with the most notable achievements in junior participation (11%) and the men’s league. Futsal participation remains steady with growth limited by lack of facilities. A Futsal Facility Feasibility study was completed and presented to Government with the report now forming part of a broader government review of indoor facilities. We welcomed the opening of the Gungahlin Enclosed ground and worked closely with the ACT Government on the redevelopment of Woden Park as a premier football venue (set for opening in 2015). In addition, we continued to work with the Government on the provision of synthetic fields and lighting at Melrose High School. And as a legacy of the 2015 Asian Cup, Deakin Stadium and McKellar Park will have improved lighting and other infrastructure. 10

Strategic Priority 2 – Growing our Business Objective – Broader reach, better resourced, better connected Our Game Development staff continued to deliver valuable and necessary programs to schools, community and multicultural groups, as well as to people with a disability (through Football Connect). For example, over 4000 children participated in our school programs; 389 people attended grass roots coaching courses; and an additional 44 participants attended the C-Licence coaching course giving us a solid base for all PS4 NPL clubs to have a B licence coach. Our Junior League Administrator also worked with Development Officers to run primary, secondary and college football competitions on behalf of School Sport ACT while our Futsal Administrator ran school and college Futsal competitions. Staff also worked with FFA to roll out the rebranded Mini Roos program and we received FFA funding for a Women and Girls Development Officer to promote playing, coaching and refereeing opportunities to girls and women across Canberra and the region. 2014 saw the alignment of all Member Federation knock-out competitions with the national structure of the Westfield FFA Cup. With our Federation Cup being repositioned as ‘Westfield FFA Cup preliminary rounds’ it was great to see Tuggeranong United defeat South Hobart in a thrilling match and earn a place in the final round of 32 against Melbourne Victory at Viking Park. Congratulations to everyone involved in this game and to Belconnen United for winning the 2014 Federation Cup trophy. As we continue to align our men’s leagues with others nationwide, we can look forward to more opportunities for our PS4 NPL clubs. Similarly, the involvement of Cooma Tigers in the 2014 PS4 NPL Finals Series was also a valuable experience with the Finals Series being another incentive for men’s football teams to strive for. The Subway Kanga Cup was a great success with a record number of 275 teams (up from 248 last year). I commend our Event Manager, Cassie Reid and her dedicated workforce for running an outstanding tournament. No doubt the 25th anniversary of the Kanga Cup in 2015, on the back of the FIFA World Cup 2014 and the Asian Cup 2015, will see even more teams participating. Continued support for Canberra United as a program of Capital Football ensured the club maintained its competitive edge in the Westfield W-League. Under new head coach, Elisabeth Migchelsen, United finished season 6 as Premiers (for the second time) and with a September start for season 7 more success is expected come finals time in December for our flagship women’s team. Our financial position continued to strengthen with advice provided by the Finance, Audit and Risk Management (FARM) committee. Another strategic goal was achieved with more than $1m in cash reserves (to be used for infrastructure development. Further, we exceeded expectations with an operating surplus of almost $184K compared to the $80K surplus last year. Improvements in the bottom line were mainly due to better adherence to budgets and more rigorous reporting to the FARM committee and Board. Increased registrations in the Kanga Cup and Junior League ,and more funding from FFA also contributed to higher income while expenditure was closely monitored. My appreciation goes to the FARM committee members - Fran Sankey, Sam Ceravolo and Ben Mair, as well as to Kylie Bartlett and Sam Irvine for their diligence in raising the standards of our program and financial management. Capital Football maintained good relationships with government and opposition representatives. Our regular meetings with the new Minister for Sport, Shane Rattenbury MLA and key bureaucrats were informative and productive. At the national level, we continued to participate in robust dialogue with the FFA - especially in relation to national competitions and our intention to get a National Youth League licence. The healthy discussion by more than 60 people who attended the FFA’s Whole of Football Plan workshop further highlighted our interest in and support for strong and effective leadership from the national body. Stability was the key in management with few changes in personnel over the year. I extend my appreciation to all staff for the work that everyone contributes towards our operational goals. We welcomed Chris Doyle as a new face in the Competition department and we thanked Allyson Flynn for her role in establishing the new Referee Development Manager job. I also acknowledge the support afforded to me and other staff by the Board of Directors. In particular, I thank Mark O’Neill as Chair and Frank Sankey as Deputy Chair, for their due diligence, strategic governance, policy Development and personal support. Congratulations are also due to our newest Life Member, Ron Watkins and Hall of Fame inductee George Lemon – both of whom have influenced football in many worthwhile ways over several decades. Finally, I thank our wonderful sponsors and everyone else who makes a valuable contribution to our sport - your time and dedicated service to football is greatly appreciated. In implementing the final year of the We Are Football strategic plan, I am confident that we have fulfilled many of our objectives and we can look forward to a renewed strategic focus that aligns with the FFA Whole of Football Plan and Active 2020. And as the Asian Cup hits our backyard in January 2015, we can anticipate more success by continuing to foster diversity, inclusion, respect and participation in all areas of football.

Canberra United’s performance in Season 6 (2013/14) of the Westfield W-League enhanced our reputation as a leading club despite a number of significant changes in staff and player signings. From the appointment of a new international coach through to the signing of an impressive team roster, finishing the league as Premiers and hosting the major semi-final against Brisbane Roar, United continued to set high standards for other clubs to emulate. With Jitka Klimkova moving to New Zealand to coach their under 17 team for a world cup, and Paul Jones resigning as goal-keeper coach, the club recruited several new coaching staff. Acting on leads from notable technical directors around the world, I was fortunate to meet with Elisabeth Migchelson while I was on leave in Holland to discuss a possible Head Coach appointment. A lot transpired over the following months with her eventual appointment and work with Canberra United taking United to another level of football conditioning, training, match play preparation and professionalism. For that I am sincerely grateful and commend Lizz on an outstanding season. Finding an assistant coach was more straightforward with a few candidates in mind. Rae Dower provided the most appropriate support to Lizz and the best fit for the team. Rae is one of the highest qualified coaches in Australia and she has a strong pedigree of playing and coaching. She gave up a senior job in Queensland to join Canberra United for five months and the ‘good cop, bad cop’ duo worked extremely well together throughout the season. As a reward for all of us, particularly the underpinning generation of young players, Rae was also appointed head coach of the ACT Academy of Sport program in 2014. Aroon Clansey accepted the initial task as goal-keeper coach and then both Tim Davies (from Coerver Coaching) and Anthony Giannasca joined the staff. All three got the best out of our keepers and we enjoyed seeing the solid performances of both Lydia Williams and Trudy Burke. We welcomed back Maria Worner as Manager and the medical crew of Julian Russell Jones, Ben Paggett and Dr Wilson Lo as dedicated long serving staff members. David Boxshall provided technical skill training through Coerver Coaching and another dimension was added when Jocelyn Mara joined the club as a sports scientist undertaking cutting edge research on player movement and physical conditioning. The combined knowledge and experience of all personnel provided invaluable support to management and the players. For the playing roster, it was important to keep the core of our squad as well as further develop local young talent. Securing Lydia Williams’ signature after her year overseas as well as acquiring some quality international players was a priority given that Mackenzie Arnold, Caitlin Cooper, Ariane Hingst, Hayley Raso, Christine Walters and Samantha Wood left the club for various reasons. The Canberra players (Catherine Brown, Grace Field, Sally Rojahn and Georgia Yeoman-Dale) in the Australian under 20 squad grew in confidence and ability under the new coaches as did another Young Matilda, Meg McLaughlin who made a notable debut. On a recommendation from Klimkova, USA under 23 player Stephanie Ochs signed with United followed by another American, Kendall Fletcher who had previously played in the W-League. The final foreign player to sign was the highly experienced USA midfielder Lori Lindsey who brought greater maturity and game knowledge to the team. Holly Houston from Brisbane was offered a place to round out a strong roster of 19 leaving one spot the late signing of former Canberra United player, Rebecca Kiting who returned from the USA after completing University studies.

The final Canberra United squad boasted eight players who had played 50 or more games for the club and their achievements were acknowledged with special plaques. Our congratulations to Ellie Brush, Jenni Bisset, Ashley Sykes, Nicole Sykes, Caitlin Munoz, Grace Gill and Lydia Williams. In addition, Michelle Heyman notched up more than 50 W-League appearances having started with Central Coast Mariners in season one. I am forever grateful to the dedicated Capital Football staff members who continue to make the Canberra United program so rewarding each season. In particular, I thank Cassie Behrens, Sam Irvine, Russ Gibbs, Alasdair Grocock, Sigourney Dunk and Kylie Bartlett for doing what they do above and beyond expectations. We are also proud of the fantastic group of volunteers and United Members who support us in many different ways. Visiting teams and fans comment on the impressive match day experience they have at McKellar and this is largely due to the organisation and work of staff and volunteers. Thank you all very much with a special mention to our VIP hosts and caterers Fran Sankey and Sharon Perkins.

Canberra United continued to receive vital financial support from the ACT Government and other sponsors. Their assistance in sustaining our club cannot be underestimated. We thank them as well as loop (Rock Development Group) as our key sponsor, The Tradies Club, ActewAGL, the University of Canberra and Hummel. Our Business United partners are also important with RSM Bird Cameron, Performance Edge Physiotherapy, Capital Trophies and Sportswear, Goodman Law and Coca-Cola continuing their involvement. In addition, we had several individual player sponsorships with a number of players benefiting from the new opportunity. The role of the media in promoting the W-League and Canberra United is also important so I thank our valued media partners - the Canberra Times, WIN television, ABC TV and Radio, and community radio 2XX for the terrific coverage. The support provided by the Belconnen Soccer Club and Belconnen United Football Club at McKellar Park is also very much appreciated.

The quality and competitiveness of the Westfield W-League continued to improve. In particular, the progress of Adelaide United was great to see and there were many surprise results. Canberra United’s start was strong, however, two breaks in the season saw us lose a couple of games before scoring 17 goals in five wins within 22 days to secure the Premiership and the major semi-final at home. Whilst we may not have been at our best for that last game against Brisbane Roar, played in front of more than 1100 fans on a wet windy Saturday, the overall season performance was close to the most impressive we’ve seen. Some of the Canberra United records in 2013/14 included:         

67 caps for Ellie Brush – a record appearance 28 goals scored – the most ever recorded in a season 8 goals conceded – the least conceded and a W-League record 8 players (including Heyman) – with more than 50 W-League games 6 clean sheets kept by Lydia Williams – a club record 5 wins in succession – equals the 2011/12 club record 5 players - who made their club debut 2 - the number of Premierships won by Canberra United 0 - the amount of games Canberra United drew this season.

As in previous years, we can continue to look forward with optimism and confidence in knowing that whatever challenges are presented to us, United has a strong team of players, staff, administrators, volunteers, Members and supporters who help the club achieve great things. Thank you and well done to everyone for another inspiring journey with the green family.

The 24th Kanga Cup was held from 6 to 11 July 2014 with 275 teams participating. The popular tournament continues to grow from strength to strength whilst maintaining the true values of football, camaraderie, sportsmanship and pure fun. Games were played at Southwell Park, Wanniassa, Kaleen, Dickson, O’Connor and Harrison. Grand Finals were all played at Southwell Park in Lyneham which was the Hub for 2014. The Kanga Cup further established its credentials as the number one Football Festival of the Southern Hemisphere with over 4200 players taking part in more than 900 games in five action packed days across 26 separate male and female divisions from U9-U18 culminating with Grand Finals on Friday 11 July. Amongst the activities was a HUGE opening ceremony, movie night, coaches seminar and greater range of activities at the Hub. There was a new design of the iconic Kanga Cup logo which allowed re-engagement with participants and other audiences to increase the tournament’s reach and influence. The more contemporary logo provided a refreshed approach to marketing with the brand recognising the importance of promoting professionalism, unity, fun and friendship through a new website and an improved communications strategy that put new life into the popular event. The 2014 tournament was also held during the 2014 FIFA World Cup giving the competition a vibrant buzz and an atmosphere like no other. All Australian states and territories were well represented once again with one team from Northern Territory, one from Western Australia, four from Queensland, three teams from South Australia, twenty-nine from Victoria, and the largest contingent from NSW with one hundred and twentyeight teams. The ACT was represented by one hundred and four teams. Long-standing and well-known international visitors SinGok PS from Korea Republic were back for another week of high quality football and they were joined by teams from New Zealand as Coastal Spirit made their annual return. The Spirit was joined by fellow Kiwi’s, Ferrymead Bays from Christchurch as well as Karori Kaizen from Wellington - both making their Kanga Cup debut. In addition to the players who enjoyed the football, fun and friendship during the week we cannot forget the dedicated team of referees who officiated in the cold all day during the week with over 140 officials, 40 of whom travelled from around Australia and New Zealand. In addition, we thank the indomitable team of volunteers and support staff including local clubs who set up the grounds daily. Without their contributions, the Kanga Cup would simply not happen. There were also 30 volunteers who were vital in the successful running of the event - including many new volunteers who we hope will return to the 25th Kanga Cup next year. There were a number of key staff who put an enormous amount of hours into this event and added to the success of the overall tournament. A special mention to the Tournament Staff for a job well done: Organising Committee Chair: John Logue, Tournament Director: Cassie Reid (nee Behrens), Competition Manager: Jesamine Wheeler , Team Administrator: Lucas Gould , Referee Technical Director: Steve Forshaw and Referee Administrator: David Rowell. Capital Football and Kanga Cup also recognises its event sponsors and supporters: the ACT Government; That’s Cool Catering; Vivid Print; Sports in Focus; Sports Centre; Dendy Cinema; and our accommodation partners (University of Canberra, Sundown Village Motel, Canberra Carotel Motel, Breakfree Capital Tower, Best Western Tall Trees Canberra, Canberra Short Term and Holiday Apartments, AIS, Abode Gungahlin, Abode Tuggeranong and Abode Woden, Pavilion on Northbourne, Aria Hotel Canberra, Clifton Suites on Northbourne, Belconnen Premier Inn, Canberra City YHA, Pinnacle Apartments, The Brassey Hotel, Rex Hotel Canberra and Hyatt Hotel Canberra. See you all for the 25th celebration party in 2015.

Capital Football would like to recognise the continued support from ActewAGL as the naming rights sponsor for the 2014 Junior League. ActewAGL continues to provide support to the local community through its sponsorship and we hope to maintain a progressive and mutually beneficial relationship. Last year ActewAGL introduced a monthly Junior League Play of the Day award which was continued in 2014 to recognise persons in the junior community for their tireless volunteer efforts. Capital Football would like to again congratulate the recipients of these awards: Aaron Martin (Belsouth JSC), Richard Jalland (Weston-Molonglo FC) and Peter Docherty (Majura FC). Capital Football hopes that these awards can continue to recognise the untiring efforts of volunteers in the community. Participation numbers within the Junior League in 2014 increased by 10.96% - from 10,512 in 2013 to 11,655 in 2014. This season saw the introduction of the newly branded MiniRoos (formerly known as Optus Small Sided Football). The MiniRoos programs were well received by the football community with an increase in participation of 7.67% in the U5 to U9 divisions and another increase of 1.36% U10 – U11 age groups. Capital Football also ran ACT School Sports Football programs throughout the season holding eight gala days for Under 12s as well as Years 7/8 and Years 9/10 Gala Days with the Grand Finals held in September. We thank all schools who participated and look forward to next year’s competitions being played in the same manner of excellent sportsmanship. We thank the Junior Standing Advisory Committee for their knowledge, time and advice on management of the junior league competition throughout the season. A special thank you is extended to Gordon Carmichael for his consultation regarding the Junior League draws. Capital Football would also like to thank all coaches, managers, volunteers, club committees and parents who helped make the 2014 ActewAGL Junior League season another efficacious one. As 2015 shapes to be another prosperous year of football we can all look forward to seeing you in the new year.

ACT FOOTBALL FEDERATION INCORPORATED

Congratulations to Belconnen United who held their nerve in a penalty shoot-out to win the 2014 NPL Capital Football grand final after the match went into extra time locked at 1-1. Canberra FC scored twice in the second period and looked certain to win until Belconnen hit back for a final score of 3-3 in stoppage time. The Blue Devils came through the shoot-out test to win 3-2 on penalties to secure the trophy. In the women’s Premier League, Belconnen United defeated the ACT Academy of Sport, 3-0 in a spirited encounter. The final score was an accurate reflection of the strength of Belconnen throughout the season as the club also secured the League Championship titles in all three women’s premier league divisions. Overall it was an outstanding year for the club as they also took out the men’s and women’s Club Championships as well as the women’s Federation Cup and both NPL and WPL Coach of the Year awards. Congratulations also to Cooma Tigers who won their maiden NPL Championship and broke a 63 year drought for the title after losing the first two matches of the NPL season followed by an unbeaten run in their next thirteen fixtures. As League Champions they represented Capital Football in the NPL Finals series against Bonnyrigg White Eagles who demonstrated their class and highlighted the difference between the ACT and NSW Leagues. As part of the transition from the men’s Federation Cup to the Westfield FFA Cup Preliminary Rounds, Belconnen United won their first Federation Cup since 1998 with a 3-2 win over Canberra FC. The Blue Devils were in command until a stirring second half comeback by the 17-times winners led to a rousing finale as Belconnen grimly held on. With Football Federation Australia rolling out the new FFA Cup format and schedule across Australia, the 2013 Federation Cup winners, Tuggeranong United represented Capital Football in the inaugural contest against Tasmanian Champions South Hobart. The 5-4 win on penalties to Tuggeranong, following the 1-1 score-line after extra-time, sent Tuggeranong through to the Round of 16. In a highly anticipated live draw on Fox Sports, the local club was drawn to play A-League club Melbourne Victory at home on 16th September at Viking Park. With a crowd of 5,150, Melbourne were too strong for the NPL outfit and secured an FFA Cup quarter final with a 6-0 win. With operational support from Capital Football and FFA, the Tuggeranong volunteers delivered a wonderful night. Special mention to Jon Thiele, Craig Toole and Anthony Corder whose work was instrumental in planning the event and galvanizing the community to deliver this event. I would also like to congratulate the following 2014 Premier League Award winners: NPL Player of the Year – Robbie Cattanach (Cooma FC) WPL Player of the Year – Caitlin Munoz ( BUFC) NPL Coach of the Year – Dean Ugrinic (BUFC) WPL Coach of the Year - Antoni Jagarenic (BUFC) NPL Golden Boot – Stephen Domenici (Cooma FC) WPL Golden Boot – Meg McLaughin (MPFC) Mens and Womens Club Champions—Belconnen United This is the first of what I hope will be many annual report contributions from me. It has been a rewarding but eye opening first season being involved in Football administration. There have been a lot of highlights, however, an area that I would like to see improve is how everyone interacts with one another. I thank the Premier League Standing Advisory Committee members for their help as well as the CEO, Heather Reid and the Board of Directors for their support. I am grateful for the welcome provided by the competitions staff in my new role and thank Russ Gibbs whose comprehensive match reports form the basis of this contribution. Finally, thank you to all Premier League clubs for their support and assistance. There is no doubt we have wonderful, passionate and committed club delegates—without you it’s difficult to administer any competition.

ACT FOOTBALL FEDERATION INCORPORATED

After the 2013 restructure of competition management functions, 2014 was an astounding year for the new community football division within Capital Football. The introduction of a Women’s Capital League, two extra Men’s State League divisions and an additional men’s masters division resulted in a total of 3,200 registered players across 189 teams in over 20 divisions. Following the start of the men’s Capital League in 2013, the men’s Capital League Reserves division was added this year along with a new Men’s State League structure that saw the addition of a new division kicking off at 11am on Saturdays. This was an enormous task undertaken with the advice and support of the Community Standing Advisory Committee, in conjunction with the cooperation of the clubs, that led to the establishment of a sound structure as the foundation of the men’s State League for many years to come. The Women’s State League welcomed the inaugural Capital League competition as a bridge between the State Leagues and Premier League divisions. The former Premier League Reserve division was combined with State League Division 1 to make an exciting and competitive competition. The aim is to see the women’s competitions grow and become stronger. With more opportunities for female players to advance from the junior league to open age leagues, the future looks bright for women’s football. With a new structure in place for the men’s State League and Masters, and the potential shown in the women’s State League and Masters, football in the ACT is looking better than ever. Community football would not be in such a healthy position without the tireless efforts of the clubs and their volunteers. Capital Football aims to work directly with clubs to build and grow community football and your feedback, support, passion and determination are not unnoticed. On behalf of Capital Football, we would like to sincerely thank you for your contribution and commitment.

Many thanks also to the Community Standing Advisory Committee and the Capital Football Board of Directors for your time, effort and continual support. Your dedication and enthusiasm for community football is commendable and your commitment and work is very much appreciated. Finally, an enormous thank you to all the players, coaches and team officials. Football in Canberra would not be where it is without your continual support, feedback and commitment. We look forward to making community football in Canberra an enjoyable and competitive experience for all.

ACT FOOTBALL FEDERATION INCORPORATED

29

The popularity of Futsal continued in 2014. The Capital Football social competitions have been steady in both player and team participant numbers for the summer and winter competitions compared to the previous financial year as our capacity to deliver more competitions has reached its limited due to a lack of facilities. The Capital Football Futsal Premier Leagues presented strong and competitive games across the ages in both juniors and seniors. 2014 also saw a milestone with the national capital having two representative clubs (Boomerangs FS and Capital FC) competing in the men’s and women’s national Football NSW Hummel F-League. Capital Football continued to host the FFA National Futsal Championships in January, however, the FFA provided Football NSW with the tender for the next three championships to Football NSW. The ACT squads competed in six grand finals, taking out the Athletes With a Disability Mixed division, Under 16 Boys and Open Men’s titles. Three ACT players won Golden Boot awards - Robbie Cattanach, Erin Clout and Ashleigh Palombi, while Robbie Cattanach and Ashleigh Palombi received the Tournament MVP awards. Team numbers in the senior competitions have been steady across both summer and winter seasons in comparison to the previous year where there was exponential growth. The summer 2013/14 season had a slight increase with 199 teams (increased by four), and the winter 2014 season decreased by nine with 97 teams in total. Overall, player registrations reached close to 2,150 registrations for all social competitions across the year which was a slight decrease from the previous year due to the winter team nominations dropping. Junior registration numbers encompassing the administration of North Canberra Futsal (NCF) and South Canberra Futsal (SCF) competitions saw an increase in junior registrations for 2013/14. NCF had a total of 1465 individual registrations, whilst SCF had a small increase as well with a total of 492 player registrations. The 2013/14 Senior and Junior Premier Futsal Leagues were conducted by Capital Football from September through to December with 17 and 18 teams participating respectively. The eligibility to participate in these leagues was tightened in the senior FPL which saw fewer teams but more competitive leagues. Results in the men’s league were a repeat of the previous season with the Canberra City Prawns defeating Canberra Olympic to take out the title for the third consecutive year and another 100% record for the season. The women’s league had a new champion with Boomerangs FS El Diva defeating Belconnen United FC. The Junior FPL continued to grow with a new age group introduced for Under 16 Boys and Girls, however, there were insufficient teams for these competitions to be viable. 2014 also marked the affiliation of a second specific Futsal club in Untouchables FC. The club entered 16 teams in the social competitions as well as their first induction in the senior Futsal Premier League. The Boomerangs FS had another busy year, with their previous success gaining the club entry into all nine divisions of the NSW Futsal premier League. Two of the teams (12 Boys and Open Men) advanced into the final series, with two individual players topping the competition goal scorers (Zac Barbastano and Thomas Zeitlhofer). Boomerangs FS were joined by Capital FC as the ACT representative club teams entering both a men’s and women’s team into the Football NSW Hummel F-League for the 2014 winter. The Capital FC teams, with sponsorship from TAXA, were respectable competitors with a new group of male and female players making their first appearances in the F-League. Boomerangs FS continued to showcase their talents as the pinnacle futsal club. The men’s side lost their semi-final loss to Dural Warriors who went on to take the championship. The women beat South Brisbane (5-2) in their semi final but could not steal the final victory from Sydney Scorpions who were the team to beat throughout the season. Boomerangs FS Men – 4th place, 7-6 record Boomerangs FS Women – 2nd place, 6-4 record

Capital FC Men – 7th place, 1-11 record Capital FC Women – 6th place, 2-8 record

Capital Football also continued to host futsal specific courses for coaches and referees. The Futsal Certificate and Futsal License coaching courses had 33 and 6 participants respectively. The referee coverage for futsal competitions once again had a high percentage with most social competition games having two appointed Referees. A push for new futsal referees saw the largest numbers in the Level 3 referee course and two additional courses at the end of the winter season had 61 participants. 30

ACT FOOTBALL FEDERATION INCORPORATED

The future of Futsal locally and nationally is very promising. Nominations for our 2014/15 summer season are again at capacity with record numbers in the Futsal Junior Premier League. Football Federation Australia has also initiated a Futsal National Working Group (NWG) to aid in the development and growth of Futsal across the nation. The NWG was first raised by Capital Football in January 2014 and was endorsed at the national futsal workshop held in Sydney in May of 2014. Mark O’Neill, Sam Irvine and myself are involved in committees under the NWG framework.

ACT FOOTBALL FEDERATION INCORPORATED

OVERVIEW A fundamental transformation and an FFA national approach to becoming the “World Leader in the World Game” led to a more rigorous foundation for technical development under the Updated National Curriculum. Capital Football continues to plays an integral part in achieving the benchmarks of the FFA strategies under Youth Development and Coach Education. Although not yet complete for males, our integrated player pathway provides players with opportunities to move through the three pillar structure and be challenged at each level. In the absence of an A-League or Youth League club in Canberra it is Capital Football’s responsibility to deliver the high performance programs in the ‘best of the best’ pillar. With the long term approach, we all ultimately have a part to play in producing more players who go on to represent Australia at the highest level. As we apply the Updated Curriculum, the building blocks and the three pillar structure, we recognise that education at all levels for coaches, players and parents has become paramount. We need to continue to build the environment that enables players to reach their potential. If every player is different, we need to understand how to cater for individuals. If we use the building blocks as the base, we need to understand what to deliver in year one of the Skill Acquisition Phase versus year eight of the Game Training Phase. If we have eight years to develop players, then we need to know what tools we have, collectively, to achieve success in the Performance Phase.

Our integrated player pathway caters for players in the top three building blocks. In the Skill Acquisition Phase, all Capital Football coaches are developing the players as individuals with the focus on the four functional game skills - first touch, striking the ball, running with the ball and 1v1 in both attack and defence. When players move into the Game Training Phase we want to develop the player to be able to apply the functional game skills within the team setting. Given four years in the Skill Acquisition Phase and four years in the Game Training Phase (eight years of overall development) players will be better equipped to apply themselves in the Performance Phase where the environment is focused more on competition and results. ACT FOOTBALL FEDERATION INCORPORATED

33

Football Federation Australia’s Three Pillar Structure above clearly depicts where responsibilities for player development lies. There will of course always be players who by-pass a pillar, or who step out of one and return to another along their personal football journey. However, with this structure in place and a more collaborative approach to the long term vision more opportunities for players will present themselves. CAPITAL FOOTBALL HIGH PERFORMANCE AND DEVELOPMENT POGRAMS Through the guidance of the FFA Technical Department, the Capital Football High Performance Program now provides both the training and playing environments as expected by FFA. This allows coaches to work with players 11 months of the year and all Capital Football teams play in appropriate local Leagues. Given that our football season only lasts for five months, interstate or overseas trips are organised to provide additional games. Six out of 14 Capital Football squads also compete at either the FFA National Youth Championships or the Institute Challenge. These tournaments act as one form of talent identification for national teams with the very best players from around the country representing their State or Territory. Teams and coaches are assessed on their ability to play as per the national curriculum with match results being less of a priority. UNDER-13 GIRLS Coached by Matthew Moore the under-13’s girls played in the boys NPL 12’s. Although this level was a tough challenge initially, the girls competed extremely well which aided their preparation for the National Youth Championships in July. Additional tournaments included the Proctor Park Challenge and the Festival of Football in Wodonga. NTC ACT ACADEMY OF SPORT WOMEN This year saw the appointment of Rae Dower (currently going through her Pro Diploma) as Head Coach and Aroon Clansey as Assistant Coach. Under their tutelage and overall coaching experience, the program progressed to go to another level with ten new scholarship athletes and six returning athletes. The ACTAS NTC Women’s squad competed in the Women’s Premier League which provided an opportunity to best prepare the players for the FFA Institute Challenge that took place in July. The squad also played in the mini NTC tournament at Parklea competing against NNSW 1-0, VIC 1-0 and NSW Metro 0-2. During the Institute Challenge the team played extremely well finishing in second place on the points table - winning 4 games, drawing 3 and losing one to the eventual winners, South Australia. NTC ACT ACADEMY OF SPORT MEN Under the Head Coach, Pat McCann and assistant coach, Bernie To, the NTC ACTAS training environment encompasses a ten and a half month program from February to December. There is a six week break at the end of the program and three mini breaks following periods of heavy training or higher than normal match volumes. Athletes participated in 166 training sessions comprising 232.5 hours of coach-directed football training and 52 hours of Basic Movement/Core Training plus injury prevention/pre-habilitation work with ACTAS S&C Staff. Scholarship players were also assigned technical activities as “homework” that they logged separately. The weekly workload generally consisted of three 90 minute sessions. ACTAS played 55 matches ranging from full ninety-minute competitive games to abridged tournament fixtures of shorter duration including 16 matches in the local NPL 18s competition. In total this exposure amounted to 72 playing hours over the season. SENIOR NTC MEN The Senior NTC is now into its second year off the back of the 2012 Institute Challenge. Through the guidance provided by the FFA it was important to keep this playing group in the NPL under 201 for the purposes of continued player development. The squad included players who were predominantly born in 1996, 1997, AND 1998 (15, 16, 17 years old) and they played against players who were sometimes three or four years older. They delivered a proactive brand of football under the game training phase of the curriculum based on effective possession and they achieved great success with many players being offered trials with national youth league clubs. As one result, Jordan Tsekenis signed with Sydney FC. SQUAD PLAYERS – Adrian MACOR, Alex MOSCARITOLO, Grant BARLOW, Jorand TSEKENIS, Nik MATKOVIC, Osman FOFANAH, Ridwan HANNAN, Ross COSTANZO, Sam BROWN, Tom MILICEVIC, Vuk VUCIC, Sam SMITH, Tom KRLEC, Thomas ADAMSON, Oiver CORBITT, Antoni TIMOTHEOU, Patrick O’ROURKE and Marc TOKICH.

YOUTH UNITED MEN In its second year (with support from the ALeague4Canberra funding) the Youth United men’s training program provided extra opportunities for the most talented under 20 male players in the ACT to showcase their talents against National Youth League opposition. Four games were played in 2014 —twice against Western Sydney Wanderers plus Sydney FC and Newcastle Jets. Seven players had the opportunity to trial for A League clubs with two signing National Youth League contracts. The players who had trials were: Sam BROWN (Sydney FC), Vuk VUCIC (Western Sydney Wanderers), Antoni TIMOTHEOU (Western Sydney Wanderers), Ross COSTANZO (Western Sydney Wanderers), Tom MILICEVIC (Western Sydney Wanderers) NYL Contracts were given to: George TIMOTHEOU (Sydney FC) and Jordan TSEKENIS (Sydney FC) COACH EDUCATION Another part of the FFA strategic spearhead, Coach Education, is paramount to ensuring coaches have access to continued learning post advanced coaching courses. In 2014 Capital football delivered six Technical Workshops and one Coaching conference hosted by Raymond Verheijen. The workshops and the Conference provided coaches with extra opportunities to learn how the updated curriculum is being delivered Nationwide. Throughout the last twelve months we have delivered a wide range of courses across all coaching levels. These courses included the Technical Director and Presidents Workshop (19th May), Technical Workshop—Tactical Training (2nd June), Technical Workshop—Skill Training (28th July), Technical Workshop—The Problem-Solving Approach to Tactical Learning (11th August), Technical Workshop—The Problem-Solving Approach to Skill Learning (25th August), Technical Workshop—The Match as a Teaching Medium (22nd September), Capital Football State Coaching Conference (11th October).

‘To grow and retain participation in football by ensuring that the sport is inclusive, accessible and enjoyable for all’ Game Development Manager: Neil Orr Participation Officer: Merryn Brown Women’s and Girl’s Development Officer: Aroon Clansey In 2014, the Game Development staff continued to deliver key aspects outlined in the FFA 2011-2014 National Game Development Strategy and the 2012–2015 Capital Football Triennium Strategic Plan as Community Football continued to evolve across the ACT and region. In June, Capital Football welcomed Aroon Clansey to the team as the Women and Girls Development Officer. This new appointment was supported by FFA and the FIFA Goals Project as football aims to increase female participation across all areas of our sport. We also saw an overhaul of the community coaching courses and small-sided football for under 6 to under 11 adopted the new MiniRoos brand. National Game Development Strategy – Key Priority Areas: Recruitment and Retention Football for Women and Girls Disability Football Multicultural Football Schools Football Grassroots Coaching and Refereeing Non Traditional Football (Futsal, Five-a-side) COMMUNITY COACHING and EDUCATION The beginning of 2014 saw the community coach education courses renamed and revamped by FFA to better represent and align with the National Football Curriculum. Capital Football conducted 23 community coaching courses in and around the ACT during the year.

This year, we also saw local clubs and schools show a greater appreciation and understanding of the importance of having qualified coaches and players in the grassroots football space. A total of 204 coaches attended grassroots courses at Dickson, Weston Molonglo, Belconnen, Woden, Jindabyne, Merici College and the AIS. A number of these courses were run by local club accredited presenters for their next intake of volunteer coaches. It was great to see Gungahlin United showing initiative and hosting a Skill Training Certificate at Harrison playing fields to ensure their coaches had the opportunity to qualify at the appropriate level.

MULTICULTURAL FOOTBALL Season 2 of the Soccer Unites Community Cup (Suncup) kicked off at Hawker Football Centre in February with 11 teams (131 players) participating. With the number of teams having increased by three from Season One, the program schedule was extended into April for 10 weeks of competition. The format followed season 1 with weekly fixtures leading up to the finals night when teams played off for their respective places. The final was contested between Africa United and the inaugural winners Blue Nile. Africa United were in their first year of the competition and demonstrated power, skill and a good structure about their play whilst Blue Nile continued with their individual skills and effective combination play. In the end Africa United lifted the 2014 Suncup Trophy in an absorbing final. Raon FC (Korea) and Afghan Heroes (Afghanistan) competed for the first time and both teams brought their own style of play and value to the competition. Australian Red Cross (pictured on the next page) entered a second team in the competition as they sought to provide a football event for new arrivals. This popular ‘social first, competition second’ program is not only intended to provide a positive sporting experience for the participants but also to educate individuals and groups on the processes involved when competing in organised football events in the ACT. The tasks of setting up the fields, match scheduling, finalising the competition rules and regulations plus providing referees are just some of the things involved in ensuring the games go ahead on time as scheduled. The six teams competing in the ‘decade of competition’ event were South Sudan, Karen, Liberia, Hazara, China and Sierra Leone. SCHOOL HOLIDAY CLINICS Capital Football ran a number of successful holiday clinics throughout 2014. To help promote Canberra’s W-league team, Canberra United and major football events such as the FIFA World Cup and AFC Asian Cup, we branded the clinics and formatted them to provide players with a quality and enjoyable holiday football experience. The first clinic held was a Canberra United Clinic in January leading into the W-League finals. This was followed by preseason clinics in April, World Cup clinics in July and Asian Cup clinics in September and October. In addition, Capital Football development staff also ran Super Clinics for youth players throughout the July and October holidays. The youth clinics are specifically for female and male players playing in the NPL/WPL or first division teams with a heavy focus on technical skills and decision making within a game setting. SCHOOL FOOTBALL PROGRAMS Capital Football offered three diverse football programs to schools in 2014. Due to funding cuts and ACT Health deciding to go in a different direction with the Tap into Water message, the school Tap into Water program stopped at the end of 2013. The program was rebranded as ‘We are a Healthy Football School’ and continued to be delivered in primary and secondary schools across Canberra. The ‘We are a Healthy Football School’ program was backed by the ACT Government and successfully piloted by Nugunnawal, Charnwood-Dunlop and Palmerston Primary schools.

Our gala days are very popular with students, teachers and parents as they provide kids with the opportunity to play football in a fun, safe and pressure free environment. Many lunch time school tournaments are born from these gala days. Capital Football staff regularly attended additional school programs throughout 2014 including ACTSport’s Lord Tavener’s day, Goulburn’s SPACExpo and the Floriade festival. ALL ABILITY FOOTBALL—FOOTBALL-CONNECT The year started with a bang for Football-Connect as the ACT Athletes with a Disability (AWD) National Futsal Championships team crowned Champions after winning the final 2-1 against NSW Thunder. The FootballConnect All Ability League entered its fourth season which went on to be the best and most successful season to date. Football-Connect had over 40 players registered and an average turnout of 30 players per round. The teams in the Football-Connect All Ability League were once again represented by Belnorth, Belsouth, Belwest Foxes, Majura and Tuggeranong United Clubs who all continued their partnerships with the program. After the four week preseason games teams were announced at the season launch. It was clear from round one that this was going to be a competitive and tightly contested season. Every team had the opportunity to play at their club’s home grounds as games were split between Hawker Playing Field and partner club home grounds. The season wrapped up with each team attending their club’s presentation day to round off how far the league has progressed since its inaugural season in 2011.

The NSW team came to Canberra once again to play against Football-Connect in the Kanga Cup AWD Division. This year we lifted the bar for the players and played 11 v 11 game formats. All participating players adjusted to the change and field size while spectators were treated to some very entertaining and competitive football. The Football-Connect program continues to enter two teams into the regular winter and summer futsal competitions which provides our senior representative players with regular match practice. The rewards from participating in these competitions are clear when watching how far the player’s skill and fitness levels, as well as team cohesion, has come since the first year. A big thank you to the team mentors who assist with coaching and sometimes playing alongside our players throughout the year. The Football-Connect Futsal Fives kicked off in late October with a number of new players registering for the program which ran for seven weeks. Players made sure they showcased the terrific skills and team work they developed and learnt. The Futsal Fives once again acted as the selection trials for our senior players looking to secure a place in the ACT AWD Futsal Nationals team. The announcement of the AWD team wrapped up yet another successful year of FootballConnect.

Capital Football has seen the completion by the Referee Standing Advisory Committee of the Strategic Plan for Referees and Refereeing which aims to improve the quality and coverage of refereeing in the Capital Football region. The plan complements and supports Football Federation Australia’s new strategic direction for referees. Locally, the Referee Technical Committee (RTC), Chaired by Chris Blain, is responsible for monitoring the implementation by management of a number of the objectives and through collective efforts the quality of referees continues to improve. New appointments were made to the Standing Advisory Committee in July when we welcomed Geoff Ashurst to the committee. Richard Naumovski was re-elected as chair of the RSAC with Pat Caggiano in the role of Deputy Chair. The other committee members are Chris Conti, Alex McConachie, David Ockerby. Unfortunately, Daniel Rajic stood down for personal reasons and I thank him for his contributions. The RSAC continues to support the members and the retention of referees. Allyson Flynn resigned as Referee Development Manager in December 2013 to increase her involvement as a FIFA Assistant Referee and physiotherapist work. As her replacement, I would like to thank and acknowledge the Allyson’s contributions and look forward to continuing and enhancing her work as we implement the retention and respect programs. Allyson has maintained her involvement as a valued member of the RTC. We continue to offer Instructing Referee courses for those interested in refereeing small-sided games. These courses were very well supported and we will keep delivering the course to our Game Leaders. Over 50% of the Instructing referees re-registered with 25 progressing to the entry level. Capital Football also held Level 4 entry courses with 81 people qualifying and 98 Instructor Referees commenced refereeing Mini Roos. We also welcomed seven new Assessors and Instructors. In addition, Capital Football held two Futsal level three courses and 55 referees have been added to the Futsal ranks. Throughout the year the RTC maintained their attention on the off field training of referees by conducting monthly education sessions and delivering FFA topics and specific local topics with the aim of improving referee’s understanding of the application of the Laws of the Game. This year, nine referees, two assessors and four instructors completed their upgrading courses. Coverage of matches continued to exceed targets with referees appointed to 97.2% of all Premier League matches and 72% of State League matches. Whilst the figures are pleasing we remain focused on improvement and will continue to review our recruitment and retention policy with increased assistance from clubs. Referee numbers increased by 4.7% to 506 referees (390 male, 116 female). With 116 female referees registered it represents the highest percentage of females registered as Capital Football Referees. 29.7% of membership is female - a 6.1% increase on 2013 and a 4.4% increase on the previous highest percentage in 2011 when we had 103 female referees, or 25.4% of total membership. The Canberra referees team achieved a “three peat” by soundly winning the annual Canwarra Cup football fixture against the Illawarra referees and we look forward to continuing the dominance in 2015.

ACHIEVEMENTS For the seventh successive season Richard Naumovski refereed the National Premier League Capital Football Grand Final and was awarded Men’s Referee of the Year. Richard subsequently decided to retire from active refereeing to devote his time between his family and a coaching/mentoring position with our junior referees. The referee members wish Richard all the best in his new endeavours and our junior members look forward to receiving tuition from him. Matt Cropper was the referee of the Men’s Federation Cup Final while Delfina Dimoski refereed both the Women’s Federation Cup Final and the Women’s Premier League Grand Final for a second year in a row. Nia Southwell was awarded Women’s Referee of the Year. In Futsal, James Nikolaidis, Sam Nixon and Richard Brown refereed the Men’s Premier League Grand Final. The Women’s Premier League Grand Final was refereed by David Ockerby, Anderson Souza and Georgia Ghirardello. Congratulations to all involved for their great contributions in 2014. 44

Capital Football ended the 2014 financial year in another strong financial position with a healthy surplus of just over $183,000. This was higher than what was initially budgeted for with the result stemming from increased participation numbers in the Kanga Cup, Futsal competitions and improved levels of sponsorships as well as Football Federation Australia subsidies in game development and NPL programs. The continued efforts by Capital Football program management staff is to be commended in administering realistic budgets and preparing monthly finance reports which are monitored and reviewed regularly by the Finance, Audit and Risk Management (FARM) Committee as well as the Board of Directors. The strong financial position ensured Capital Football delivered against Strategic Priority 2 – Growing the Business with accumulated cash exceeding $1.38 million at the end of 2014. As we enter a new strategic planning period 2015-2018, the Board will be considering options for the future acquisition and/or capital investment expenditure for facilities using the cash reserves wisely. This would include the resurfacing of the artificial pitch at the Hawker Football Centre as well as continuing to work with the ACT Government on specific facilities for Futsal. I thank my fellow FARM members, Sam Ceravolo and Ben Mair for their due diligence and guidance with financial matters and advice to management.
