Over the past year, our community has been experiencing inspiring momentum, which positions us for growth and redevelopment. This momentum, powered by partnerships that are shaping shared solutions, inspires us to do even more. One critical challenge we face is the state of urban education. Unleashing the potential of our future workforce is key to successful long-term economic revitalization. Addressing this and other challenges facing our region requires collaborative and integrated approaches. In 2012, the Community Foundation, in partnership with The John R. Oishei Foundation and many other partners, worked tirelessly to strengthen Buffalo’s public education system with the launch of Say Yes Buffalo. Partners include elected officials, business leaders, union leaders, philanthropic leaders, parents, school district officials,

community leaders and faith leaders. Say Yes is one of several initiatives we will be highlighting in the following pages. Through partnerships that share a vision for a vibrant and inclusive region with opportunity for all, we are indeed creating change. Partnerships Reaching Across Generations The Community Foundation is grateful for the opportunity to serve clients who care about making Western New York a better region for all. In 1919, George F. Rand Sr. asked Edward H. Letchworth to visit Cleveland and learn about its community foundation with an eye toward creating one for Buffalo. After the trip and sudden passing of Mr. Rand, Mr. Letchworth drew up papers to establish The Buffalo Foundation. The Mr. and Mrs. George F. Rand Fund became the Foundation’s first endowment and was created by the Rands’ children in their parents’ memory to support the changing needs of the community over time.

Hooper Family Foundation His mother instilled in him a strong conscience and a passion for giving, and now Stanley Hooper is doing the same with his children and grandchildren through the Hooper Family Foundation.
“ It’s a part of my life to give back.” –Stanley Hooper
Making decisions about where their charitable dollars are best utilized and choosing the right partners is a responsibility that Stanley and his family take very seriously. When the WNY Chapter of the Alzheimer’s Association approached the family about making a memory care grant to honor Stanley’s beloved wife, Lois, the family turned to the Community Foundation for philanthropic consulting.
The two foundations had been building a relationship, and the Hooper family was relieved to be able to rely on the Community Foundation’s expertise in managing signicant grants. “We’ve done major projects before, and at the end of them we’ve often felt that we could have maximized our monies and partnerships better, and that’s why we turned to the Community Foundation for this specic project,” said Linda Ward, Stanley’s daughter. “We know we can trust the Community Foundation to ensure the money is being used exactly as we intended.” The result? A unique one-stop memory loss facility: the Lois Hooper Center for Memory Care. The Center is able to diagnose memory loss patients, treat them every step of the way and offer caregiver assistance through advice and guidance for all families affected by memory problems and dementia.

Arlene & Ruth Mathews Fund “I was a sales clerk earning 33 cents an hour before I became a teacher and that was absolutely fantastic! I thought ‘what am I going to buy next?’ But instead, I put my money in the bank to save for the future,” reminisced Ruth Mathews. It’s just that mentality that guided Buffalo teachers Ruth and Arlene Mathews to save money over the decades. These sisters recognized that same type of commitment to long-term planning at the Community Foundation.

Library Foundation of Buffalo & Erie County Many of us relied on a public library at one point in our lives for help with a school assignment, to do research or get a copy of the latest best-seller. But where does the library turn when it needs information about maximizing its own long-term nancial investments?

In 2006, the Library Foundation of Buffalo & Erie County approached the Community Foundation for help when considering the best way to protect and grow its endowment funds. The solution needed to be cost-effective as the funds needed to stay exible, and there needed to be condence in the investment performance and stewardship of the funds left by its donors to support specic programs at the library. The Library Foundation quickly realized the Community Foundation was the perfect partner to meet all its needs.
“Logic says, you’re better off to be part of a larger group than a smaller group,” said Library Foundation Board President Victor Rice. “We also wanted to look at this partnership with the Community Foundation from a long-term perspective and not just a quick x.” “By sharing the responsibility of investing our donors’ money, we are able to concentrate on what we’re good at and that’s making our libraries a central location for information, education, culture and entertainment for the residents of Erie County,” said Library Director Mary Jean Jakubowski. Both foundations agree that to thrive in the future, you must rely on strong partnerships.

United Way of Buffalo & Erie County For nearly 100 years, United Way and the Community Foundation have been aligned by the same cause: helping people in our community. The organizations have been working together to understand the needs of the community and address those needs. In 1964, United Way became the rst organization to have an endowment fund at the Community Foundation, formalizing the relationship the two organizations share.

The John R. Oishei Foundation also relies on the Community Foundation to execute its college scholarship program. Over the years, the Oishei college scholarship program has awarded 760 students more than $2.3 million through the Community Foundation. “It’s our vision that as we give these deserving students an opportunity to attend college, they will, in turn, become active community contributors,” said Blythe Merrill, Vice President of The John R. Oishei Foundation. By leveraging our shared knowledge and limited resources, we are enhancing our impact and solving problems much more so than we could do on our own.

It’s an elementary equation with long-term economic results for our entire community. In 2012, individuals, foundations and community-based organizations as well as elected officials, union officials, business leaders, educators, parents, district officials, civic leaders and faith leaders, joined forces to make education a priority for long-term economic growth in our region. With the backing of a successful national model, the Community Foundation and The John R. Oishei Foundation provided the leadership to build the civic infrastructure for Say Yes Buffalo. While the capstone to Say Yes Buffalo is a universal scholarship program, the scholarships are just one component of the change needed to remove barriers to education for our students. The Say Yes Buffalo partnership is addressing the financial, academic, health, and social/emotional barriers to educational achievement. The community has been a critical part of the partnership since day one and has stepped up to support Say Yes Buffalo by committing more than $18 million to make the scholarships possible. This is an inspiring example of how we are coming together to engage in co-creating positive change. Partners in Equity Cultures of Giving Legacy Initiative An FBI forensic science agent, a President and CEO of a major health care company and a Tony awardwinning actor and playwright were all part of a unique partnership to get local students thinking, “I can do it too” as part of the Cultures of Giving Legacy Initiative (CGLI) “Success Looks Like Me” program. In its second year, this pay-it-forward initiative is the result of a dedicated council of multicultural and multiethnic community leaders who strive to create positive change in the lives of low-income youth of color by providing them with access to people, places and experiences that help them achieve positive life goals. This year more than 700 youth benefited from the “Success Looks Like Me” initiative through programs featuring the following guest speakers:

interview and a question-and-answer session, where he discussed his experiences overcoming challenges with over 200 Buffalo Public School students. Although BAVPA hosted the event, other public schools were able to participate through live video streaming and a live Twitter feed with question-and-answer capabilities. Success Looks Like Me is only made possible through our generous donors who recognize the need to support positive change in the lives of low-income youth of color. The Cultures of Giving Legacy Initiative is also growing national partnerships and, in 2012, the W.K. Partners in the Environment Western New York Environmental Alliance An alliance by definition is a relationship based on affinity in interests, nature or qualities. The Community Foundation likes to define alliance as a web of partnerships committed to a common goal—and that’s exactly what the Western New York Environmental Alliance (WNYEA) is. It is a blossoming group of over 80 environmental organizations in Western New York all working together to advocate for our region’s environment. The WNYEA has developed and approved a Shared Action Agenda for 2013, which will guide its efforts The Community Foundation was honored by the Environmental Protection Agency with an Environmental Quality Award for achievements in protecting public health and the environment. U.S. Senator Kirsten Gillibrand nominated the Community Foundation for this honor.

One of the most popular features available to the public on GrowWNY.org is an interactive Go Outside Map that showcases our region’s natural assets. Visitors can choose an activity and an area they want to explore and the interactive map will list all the options for them to enjoy their favorite outdoor activities. In 2012, GrowWNY created a printed Go Outside Map in partnership with Wegmans. Buffalo Mayor Byron Brown and Niagara Falls Mayor Paul Dyster attended the launch of the map on the Buffalo waterfront in July. The free maps are available at Western New York Wegmans and dozens of other local businesses and organizations.

Partners in Healthy Housing Green & Healthy Homes Initiative One year ago, 78-year-old Florine was living in a 90-year-old home in the City of Buffalo surrounded by chipped and peeling paint and old windows that leaked cold air in the winter and filled her home with lead dust. Florine, a mother, foster mother and grandmother, was living with other members of her family, including two with asthma. Florine began looking for help and found the Community Foundation’s Green & Healthy Homes Initiative. The Green & Healthy Homes Initiative brings together more than a dozen active partners including: the City of Buffalo; the Erie County Department of Health; New York State Energy Research & Development Authority (NYSERDA); Belmont Housing Resources for WNY; and the U.S. Department of Housing and Urban Development; to work side-by-side with homeowners to address critical changes that will make their homes healthier and more energy efficient. By bringing public and private partners to the table that hadn’t traditionally worked together, the Green & Healthy Homes Initiative is able to solve serious issues facing Buffalo homeowners residing in low-income neighborhoods. It’s a coordinated partnership that meets regularly to share resources and ensure that work is done efficiently and more effectively to change the complicated and often frustrating process for homeowners. This initiative goes beyond just fixing the structure of a home. It prevents serious illness by improving a home’s healthy environment. Children exposed to lead dust are at a higher risk for learning disabilities. Moldy walls can trigger asthma, leading to more hospital visits, missed school for students and missed work for parents. Poor insulation in a home also means higher heating costs that stretch family budgets to a breaking point.

Partners in the Arts Fund for the Arts Supporting cultural and arts organizations in Western New York has never been more important. With growing interest nationally and internationally in our vibrant cultural gems, it is key that we strengthen and support these valuable assets. Fund for the Arts brings together arts funders to strengthen collaborative support for the arts and cultural sector. The Fund for the Arts team is made up of representatives from family, private and corporate foundations that help assess the needs of the arts community with invaluable input from those directly impacted and involved. All the funders are already contributors to individual arts organizations, but they also recognize the power of partnerships when it comes to maximizing their giving, so they come together to fund sector-wide initiatives. Fund for the Arts supports collaborative partnerships between cultural groups, artists and organizations, such as the Arts Service Initiative of Western New York (ASI). ASI focuses on capacity building, collaboration and advocacy efforts for the region’s cultural sector. In 2012, ASI awarded more than 40 grants, including: Tony-nominated actor Stephen McKinley Henderson working with Buffalo students to prepare them for a national competition, performances by the Buffalo Gay Men’s Chorus and Orchard Park Chorale; a Native American dance and beadwork exhibit; a photo project that highlights our refugee community; and concerts in multiple urban, suburban and rural municipalities. Since 2005, more than $2 million has been directed to arts needs in the community through Fund for the Arts.

The Legacy Society Managing the charitable legacies of generous individuals is central to the work of the Community Foundation for Greater Buffalo. The Community Foundation Legacy Society was created in 1999 to acknowledge those individuals who have committed to supporting our community in the future through a planned gift. According to their specific directions, the Community Foundation will support the organizations, issues and communities these individuals care about, in their names, forever. Making arrangements for your charitable legacy is a simple process and we are here to help. A passion for their community and a love of music inspired Thelma and Milfred Beck to leave their life savings to support both forever. The couple knew that they would have the opportunity to continue giving back to Niagara County, despite not having heirs, by designating the Niagara Area Foundation at the Community Foundation to be the recipient of their significant savings. Whether it be music or another need in the community, the couple was confident that they could trust the Niagara Area Foundation to use the money where it was needed most in the community.

Our Approach to Charitable Investments The Community Foundation’s Investment Committee has oversight for more than $250 million in charitable assets. Members of the committee are specifically recruited because of their knowledge of investments. They receive advice from our independent investment consultant specializing in large endowment funds—Colonial Consulting, Inc.—throughout the year. Together they work to allocate the charitable assets left to the Community Foundation’s care into a highly diversified mix of global equities, fixed income and alternative investment strategies that include more than 27 different investment management organizations pursuing strategies within 13 different asset classes. Within each asset class, the Community Foundation seeks to utilize world-class investment managers who are able to outperform appropriate target market benchmarks over long periods.

Financial Highlights Investment Overview Over the long term, the investments of the Community Foundation continue to consistently outperform our benchmarks, adding 8.4% per year over the last ten years. This growth ranks the Community Foundation’s performance in the top 25% of foundations and endowments nationwide and provides significant value to charitable assets at the Community Foundation. The strong long-term investment results are the product of the Foundation’s decision to maintain a strategy that is driven by long-term objectives, while utilizing the size of its asset pool and a thorough due diligence process to access exceptionally capable investment management firms.

In 1956, a widow left $800,000 through her estate to the Community Foundation to set up a fund to honor her son who died tragically as a young man. Now, this fund grants about $100,000 every year to the most pressing needs of the community. To date, the fund’s balance has grown to $2.4 million and has granted $3.4 million to the community.

Niagara Area Foundation You’ve probably heard the old African proverb “It takes a village to raise a child.” Well switch out the word “village” for “county” and that is what motivates and inspires the Niagara Area Foundation on one of its initiatives. A geographic affiliate of the Community Foundation for Greater Buffalo, the Niagara Area Foundation recognized the critical need in Niagara County for high-quality early education and, thus, the Niagara County Early Child Care Quality Improvement Project (QIP) was born. When the Niagara Area Foundation set out to address this issue in 2010, research showed that one in five children under the age of five were living in poverty in Niagara County. Many did not have access to education before kindergarten because the daycare system focused on babysitting rather than on educational programming. To begin addressing these concerns, the Niagara Area Foundation partnered with Niagara University to develop the QIP program and curriculum and the United Way of Greater Niagara to help implement the reforms. The key funding partners, Peter and Elizabeth C. Tower Foundation and the Grigg-Lewis Foundation, financially supported the efforts. Together this team has made great strides toward early childhood education enrichment. To date, QIP has provided training and support to 20 centers and more than 50 staff at those sites have earned certificates of completion. Ten additional centers are currently going through the training. Early childhood education is just one of the initiatives that the Niagara Area Foundation supports to improve the value of life in Niagara County. Wyoming Foundation On a crisp fall day in Wyoming County, hundreds gathered for a historic needs forum hosted by the Wyoming Foundation, a geographic affiliate of the Community Foundation. It is believed to be the first of its kind in the county where residents were invited to discuss not only the health needs of the community, but also the needs of the arts and culture, education and business sectors. The event brought together more than 100 partners. After presentations on the 2012 Wyoming County health needs assessment and the other county needs mentioned above, residents participated in a process to prioritize the most important issues facing the county. Residents engaged in lively discussions with Wyoming Foundation donors, county leaders, both business and elected, along with representatives of nonprofit organizations. A final question was asked at the end of the day: “Based on what you heard today, if you had $1 billion, which issue would you focus on and why?” The answers were instrumental in charting a future course of giving and programming for the Wyoming Foundation. The focus in 2013 and beyond will be on building an education-to-jobs pipeline and marketing the county’s arts and culture highlights.
