Office of Special Events Accepting Applications The City of Rochester Office of Special Events is accepting applications now through May 1 deadline. Festivals, races /walks, parades, concerts, film shoots, fireworks displays, rallies, demonstrations, and block parties (all block parties are required to end by dusk), etc require a special Event Permit. May 1 is the final day to submit an application for a festival or major event for Summer 2021. Block parties are not included in this deadline. Jurors in the Daniel Prude Case Voted Overwhelmingly in Favor of Police A grand jury voted overwhelmingly not to charge three officers with criminally negligent homicide in the death of Daniel Prude. Mr. Prude became part of a fraught national conversation around racism and brutality in policing after body camera video of his confrontation with the police was released in September. In the video, released months after his death after city officials tried to conceal it, Mr. Prude is seen naked, wearing a hood officers put over his head and handcuffed, lying facedown on the street. Fifteen jurors voted not to indict the officers; five disagreed. Don Thompson, a lawyer for Joe Prude, Daniel’s brother, said the minutes, and the jury’s decision not to indict any officers, showed the excessive leeway the police are given when using force in the course of their job.

The Michigan Street African American Heritage Corridor has announced their newest board member, Buffalo City Court Judge James A.W. McLeod. Judge McLeod, the great nephew of educator Mary McLeod Bethune, began his legal career by becoming the second African American attorney in Buffalo history to be hired as an associate attorney with a major law firm. Having worked as a defense attorney involved in major cases, he was selected by Supreme Court Justice Samuel L. Green to become the first African American -outside of New York City -to serve as a Confidential Law Clerk. Judge McLeod's community affiliations are numerous. A proud member of Omega Psi Phi Fraternity, Judge McLeod is the recipient of the Humboldt Ferry Branch Y.M.C.A. Volunteer of the Year Award, and the prestigious Buffalo Branch N.A.A.C.P. Medgar Evers Award. He recently accepted an Openness to Change award from Leadership Buffalo.

“As a former police officer, a mother, and a sister to Black men, that video was hard to watch,” said Kimberly Beaty. Beaty is the former Deputy Commissioner of the Buffalo Police Department and a long-time champion of community policing. She is also a contender for Erie County Sheriff. “Justice for people of color has been a long time coming and I hope this verdict delivers the accountability we need to begin healing.” Kimberly Beaty

This case was followed particularly closely in Erie County because of long-term abuse at the county holding center. “It was also hard to watch as a life-long resident of Erie County because 32 people have died from abuse, neglect, and mistreatment in our county holding center. I am running for Erie County Sheriff because we all deserve police who believe that dignity, respect, and fairness are at the heart of law enforcement, not at odds with it.” Beaty facilitates the Law Enforcement and Diversity Training program on “What to do when stopped by the Police” and has worked with United Neighborhoods and the University of Buffalo on the “Strategies to Reduce Racial Profiling: Buffalo New York Study Circles Project” funded by the Department of Justice COPS Office.

Ida B. Wells Barnett, Anti- Lynching Crusader Ida B. Wells-Barnett, the fiery journalist, lecturer and civil rights militant was born on July 16, 1,862 in Holly Springs, Mississippi. She was owner of The Memphis Free Speech and Headlight and later, of the Free Speech. Wells-Barnett is best known for her tireless crusade against lynching and her fearless efforts to expose violence against Blacks. Catapulted emotionally into the cause, her life was profoundly changed on March 9, 1892, when three friends (and successful businessmen) were lynched in Tennessee. This incident stemmed from their opening a grocery store too close to their White competitors. After she spoke out against this outrage in print, her newspaper office was destroyed, and her life was threatened. But Wells-Barnett never stopped fighting for justice. She continued to write for several Black newspapers utilizing her news sources and her first-hand investigative information to show that lynching was more often used as a way to instill fear in and exert power over all Blacks. Pfizer CEO said people will “likely” need a booster dose of a Covid-19 vaccine within 12 months of getting fully vaccinated. His comments were made public last Thursday but were taped April 1.Bourla said it’s possible people will need to get vaccinated against the coronavirus annually. The comment comes after Johnson & Johnson CEO Alex Gorsky told CNBC in February that people may need to get vaccinated against Covid-19 annually, just like seasonal flu shots. Researchers still don’t know how long protection against the virus lasts once someone has been fully vaccinated.

D’Youville Expands COVID-19 Testing Options for Public The D’Youville School of Pharmacy, which has offered COVID-19 rapid antigen tests since February, is now offering three different types of testing to the public at a convenient campus location. Testing is available from 8 a.m. to 5 p.m., Monday thru Friday, in the lobby of the D’Youville Academic Center, 242 Fargo Ave., Buffalo. No insurance or prescription is necessary, but individuals must register for a particular test and time at go.dyc.edu/rapid-test. About 90% of people who die from colorectal cancer are over the age of 50, but people under the age of 50 who are diagnosed with the disease are more likely to have advanced cases by the time the cancer is discovered. Black men are one and a half times more likely to be diagnosed with prostate cancer and are more than twice as likely to die from the disease. It’s also the most-diagnosed cancer in Hispanic men. For prostate cancer, the National Comprehensive Cancer Network recommends early screening tests for Black men, or any men with a father or brother who had prostate cancer, especially if they were under the age of 60 at the time of diagnosis. Heard, a native of Detroit Michigan and General Motors Global Supply Chain Executive. Nina embraced the love of community. Her list of volunteer activities range from serving as a board member for Every Person Influences Children(EPIC) and the American Cancer Society of WNY, to the Northland Workforce Training Center and a volunteer with the Willie Hutch Jones Educational & Sports Program. At one point she even served as National Pre-Teen Choir Director for Church of God, Inc. in Nashville, TN . Together Terrance and Nina quietly created Friends for a Better Buffalo in 2015 with a vision to create an organization that serves to

throughout Western New York. Friends For A Better Buffalo, a 501(c)(3) not for profit, consists of a group of Western New Yorkers who take pride in their region and work together to establish and promote positive community events. Last year the organization introduced and hosted their signature event, Excellence in Education Awards Buffalo with the goal of elevating the work of outstanding Buffalo teachers, principals, and support staff. Due to the COVID pandemic, 2020 was a challenging year to host such an event, however it motivated the founders and committee to quickly pivot and reimagine the in-person event to create an engaging virtual awards experience that was televised on WBBZ TV. “It was important to move forward. The work and contributions of many of our Buffalo educators are often unknown and unrecognized,” stated Terrance “It was a privilege to recognize the 2020 Excellence In Education Award finalists’ commitment to Buffalo and Western New York and to celebrate them for being an unyielding force for our students and the community,” added Nina. Leading up to the this year’s awards event the committee has highlighted educators and finalists on social media

Women need regular screenings, Too Roswell Park also offers mammograms, a routine screening for breast cancer that women are encouraged to get regularly starting at age 40. While Black women are not diagnosed with breast cancer as frequently as white women, Black women are more likely to die from it when it is found, making mammograms and regular breast screenings even more important. Women also should be screened for cervical cancer starting at age 21, with regular Pap tests every three years between the ages of 21-29. Women between the ages of 30-65 should have regular Pap tests and HPV tests every five years. If a woman has been diagnosed with cervical pre-cancer, she should continue to be screened after the age of 65. Dr. Patrick Freeman to Keynote Afro-American Hisorical Association's Annual Family History Program

atrick Freeman will keynote the annual Afro-American Historical Association of the Niagara Frontier, Inc. Family History Program on Thursday, May 6, at 7 p.m. He will speak about his father, the late James J. Freeman MD PhD, the first Black to graduate from the University of Buffalo with that distinction in 1974. Access the virtual program on Webex. Patrick Freeman is the feature writer for the Buffalo Criterion Newspaper. From 1994 to 2008 he hosted the talk show, The Message where he interviewed some of the most famous Black authors and celebrities of the last century. He is the recipient of numerous awards s and honors.He is a Life member of Omega Psi Phi Fraternity, Inc. In 2006 Patrick was elevated to the 33rd and last degree of Masonry by the United Supreme Council Northern Jurisdiction. He

is an ordained Minister in the Universal Life Church and has spoken at numerous churches and programs throughout the country. Patrick is also the founder of Artesian Development LLC specializing in residential development and rehabs with over 20 rehabs completed and is now building new housing in South Fulton, Georgia. He became the owner of the Minor Football League Franchise Chargers MFL. He was recently awarded a Doctorate of Humane letters from Global Ovei Dei University, and was appointed Assistant Dean of Business Development. The Minor Football League in 2021 appointed Patrick as the Senior Vice President of Business Development. His first book, The Art of the Interview Book 1, which is about some of his most noteworthy interviews done on 1080 AM WUFO Radio, was recently published.

UnderstandingThe Blessed Month of Ramadan

he Blessed Month of Ramadan began on the evening of April 13th and will continue for a period of 29 to 30 days depending on the sighting of the new moon. Ramadan is on a lunar calendar which means that it moves up every year for approximately 11 days. It is a month of fasting for over 1 billion Muslims around the world. Ramadan is one of the five basic pillars of faith required in the religion of Al-Islam. The other pillars are The belief in The One G-d Allah (Allah is the name of the Supreme Being that is referred to in scripture by other names, Yahweh, Jehovah, Elohim, etc). Offering 5 daily prayers (before sunrise, mid-day, mid-afternoon, after sunset, and before retiring at night), Giving charity (recommended to give 2.5% of your accumulated wealth after reasonable expenses) and to make the Pilgrimage to Mecca at least once in a lifetime if you can afford to do so. Each day Muslims fast from sunrise to sunset, abstaining from any food, drink, or intimate relations with their spouse. Muslims are also to be on their best behavior, refraining from arguments, foul language, intoxicants, any negative behaviors that can essentially break the spirit of fasting even if you did not eat or drink anything. Women who are pregnant or on their cycles are not to fast. Anyone with long-term or pre-existing medical conditions that would be compromised by fasting is not to fast. Provisions are made where one can make up the fast days later or if unable to fast, they can feed a poor person(s) for each day that they miss. Fasting is for G-d (Allah) who is the only One who truly knows whether you are honoring your fast. Prophet Muhammad said, (peace and blessings be upon him) “Allah says, fasting is for Me and I shall reward you for it.” The word Ramadan means burning. As in burning off sins and impurities that have stained the soul and character of a person

over the previous year. Prophet Muhammad also stated that “Whoever intends and successfully completes the fast of Ramadan, will have all of their sins from the previous year forgiven by Allah.” Ramadan is a time for yourself to spend with your Lord. To reflect, relax and rejuvenate your spirit to worship and serve. Ramadan is also a time to be mindful of the hurt of those who do not have homes or the wherewithal to provide for themselves or their families. This is a natural pattern in human life to “want for your brothers and sisters, what you want for yourself.” Blessings for performing good deeds during this month are multiplied 70-700 times more than any other time throughout the year. Restraining from food, drink, and undesirable behavior makes a person more mental discipline and less prone to unhealthy behavior. Muslims are to take a small meal at predawn to help get one through the day. When it is time to eat at sunset, there is no need to overeat as it would cause discomfort. One should eat a meal comparable to what a poor person would eat to stay mindful of the needy. The body has a regulatory mechanism that adjusts your hunger appetites to the times of day that you consistently eat. Although a person is eating and drinking less during Ramadan, the body metabolism slows down during Ramadan and balances the food intake to make it sufficient for a person to stay healthy. The Qur’an states, “O you who believes, fasting is prescribed for you as it was prescribed for those who came before you, that you may learn self-restraint (obedience and devotion to G-d). To strengthen one’s intellect and knowledge of scripture, Muslims also read a portion of the Qur’an each day of the fast to complete all 114 chapters by the end of the month. Muslims also offer additional special prayers at night where the daily reading of the Qur’an is recited. At the end of Ramadan, Muslims celebrate by having Continued Page 10

Mural Unveiling and Artists Recognition For People Inc. Jefferson Avenue Apartments

he WNY Arts Collective in collaboration with People Inc., hosted a mural unveiling and artists recognition for People Inc. Jefferson Avenue Apartments Tuesday morning at 1140 and 1166 Jefferson Avenue at the corner of Southampton Street. This creative community collaboration is an important reflection of the People Inc., agency's value for inclusion and represents the rich history of Jefferson Avenue through artwork from several local artists who were commissioned to help beautify the neighborhood. Input from the community determined the themes of the illustrations.

In addition to the upgrades in the historic building, is the introduction of a second structure with a contrasting design reflecting a sleek and modern aesthetic. The second structure welcomes much needed accessibility features like an elevator and enhanced restrooms within the new atrium. Punctuated by a (second-story, glass enclosed) connecting bridge, the new structure’s greenroom, conference area and educational spaces will more fully address the needs of the organization for the next generation. The genius of Stieglitz and Snyder Architecture saw the integration of landscaping and public art to create a more complete street (from a pedestrian vantage point) and “secret alley” which is a nod to the Club’s days as a speakeasy. The CMC Board of Directors will be selecting a Construction Management firm in the coming days and welcomes the minority business community to take part in this construction project.

Buffalo Homeowner's Front Yard is a Teaching Moment

resident in the Elmwood Village at 617 Ashland has taken it upon herself to turn her front yard into a teaching moment for all to see: hand written signs with the names of over 30 unarmed African Americans killed by police across the country. In the wake of the Chauvin trial - despite the fact it ended in a guilty verdict of murder in the killing of George Floyd , this brave citizen’s yard is a reminder that Floyd’s death is just one in a long history of police killings of innocent Black people. In the early morning of February 4, 1999, Amadou Diallo an unarmed 23-year-old Guinean immigrant was approached by 4 NYC plainclothes police. Amadou pulled out his wallet ... The police fired 41 shots with semiautomatic pistols, fatally hitting Diallo 19 times. Eyewitness said police continued to shoot even though Diallo was already down. The officers were acquitted of all charges.

Applied Technologies Senior Divine Mills Wins “Land A Job” Competition

harter School for Applied Te c h n o l o g i e s (CSAT) Senior Divine Mills was selected as winner of the school’s annual Land a Job Competition and has been hired for a parttime customer service position at Wegmans. CSAT has partnered with Wegmans for the Divine Mills past few years on the competition which is designed to provide real-life experience in obtaining a job. Students had to complete an application and participate in interviews both in person and via Zoom. Divine will graduate from the Charter School for Applied Technologies High School in June 2021. He has been accepted into the University at Buffalo, Buffalo State College and SUNY Erie and plans to attend school for engineering this fall. He hopes to continue his employment at Wegmans while attending college. He resides in Buffalo. Recognized as one of the premier charter schools in the area, CSAT serves 2,357 students grades K-12 and boasts a graduation rate of 95 percent and above since its inception. Its motto is “Every Day is Career Day,” and its mission is to prepare students to attain family-sustaining careers by integrating career exploration and a lifelong learning culture. The Elementary School, located on Kenmore Avenue in Tonawanda, serves students in grades K-5. Other schools include the Middle School, which serves grades 6-8 from its building on Shoshone Street (the former Holy Angels Academy) in Buffalo, and the High School, serving grades 9-12 from its building on Kenmore Avenue.

JUSTICE FOR GEORGE FLOYD…BUT THE STRUGGLE CONTINUES… Passage of the George Floyd Justice in Policing Act Would be a Good Start

he police officer who killed George Floyd in plain sight has been found guilty of murder. It was a rare, but welcome outcome as the nation held its collective breath Tuesday afternoon, as a Minneapolis jury convicted Derek Chauvin of all three charges against him related to the May 2020 death of Floyd, including one charge each of second-degree unintentional murder, third-degree murder and second-degree manslaughter. Allies and activists expressed bittersweet relief at the decision, with groups gathering in major cities across the country to hear the news.. Floyd’s nephew, Brandon Williams, called the verdict a "pivotal moment for America." President Joe Biden said it showed that "no one should be above the law.” It will be another eight weeks until Chauvin is sentenced, and since the judge revoked his bail after the verdict, he will await sentencing in jail. Three other officers are also awaiting trial in relation to Floyd’s death, and will be tried together in August. But this nation, as we all know, still has a long way to go. One of the things that came up repeatedly from news commentators and civil rights advocates Tuesday after the verict, was the need to pass the George Floyd Justice Policing Act HR7120. The George Floyd Justice in Policing Act has been described as the first-ever bold, comprehensive approach to hold police accountable, end racial profiling, change the culture of law enforcement, empower our communities, and build trust between law enforcement and our communities by addressing systemic racism and bias to help save lives. The bill cleared the House in the heat of the Black Lives Matter protests last summer but it died in the Senate. Now President Biden is pushing the bill again in the wake of the Chauvin verdict. If Congress cannot pass this legislation, states may try to take it on themselves. Texas already considered it and met stiff opposition from police. And where states cannot pass such laws, cities might. New York City has started down that path. Now with Biden behind the bill, and in the backwash of the Chauvin verdict, it is once again high profile. The bill requires all law enforcement to undergo training “on racial, religious, and discriminatory profiling for all law enforcement.” It also: •Bans chokeholds and carotid holds at the federal level and conditions law enforcement funding for state and local governments banning chokeholds. •Requires that deadly force be used only as a last resort and requires officers to employ deescalation techniques first. •Changes the standard to evaluate whether law enforcement use of force was justified from whether the force was “reasonable” to whether the force was “necessary.” •Bans no-knock warrants in drug cases at the federal level and conditions law enforcement funding for state and local governments banning no-knock warrants at the local and state level. •The legislation, backed by Rep. Karen Bass (D-Calif.) and Sen. Cory Booker (D-N.J.), also would limit local police departments’ access to military-grade equipment that protestors say increases tensions during demonstrations. •The George Floyd Justice in Policing Act also would require “federal uniformed police officers to wear body cameras and requires state and local law enforcement to use existing federal funds to ensure the use of police body cameras.” Marked federal police vehicles would be required to have dashboard cameras. •One of the most controversial parts of the law “enables individuals to recover damages in civil court when law enforcement officers violate their constitutional rights by eliminating qualified immunity for law enforcement.” •And the bill “creates a nationwide police misconduct registry to prevent problematic officers who are fired or leave one agency, from moving to another jurisdiction without any accountability.” The White House says this is President Biden’s top police reform priority. If You Don’t Control the Narrative, At Least Understand It...

n recent days, weeks, months and it seems like years, in the aftermath of trump, it appears that we have been numb to even the most innocent request from anyone who could be perceived as a victim. As soon as they begin to try to explain themselves we are taught to turn off and tune out. They have even come up with a negative dispersion of the idea of people in crisis or under trauma, calling it “Victimology,” so it can be dismissed as an overreaction to the reality of oppression and exploitation that has historical precedents in America and throughout the world. I Baba mean just think about it. The idea that victims should have no feelings, no ENG understanding or no real sensibility when it comes to the natural, human responses to trauma or any kind of brutalization of any aspect of their being, whether it be physical, psychological or spiritual is itself non sensical and unacceptable. Now, it is the narrative that is the all in all, and if you are not controlling it you don’t have a chance at being seen and/or much less heard. If you are perceived as a victim your request, your plea for understanding is automatically turned into a demand that is seen as threatening to not only the status quo but to the person who stands between you and the system or the person or the institution responsible for abusing you. So, be careful how you say it or even feel it cause, somebody is watching and if you’re seen and your voice is heard then you are perceived as the threat that they knew would arise, from all the years of exploitation and oppression that has pushed humanity to the brink and all of a sudden, conveniently you will surely be the target. What brought all of this to the forefront again is that about a week ago, I saw a middle aged White woman and a young White child dancing with glee and abandon around a garbage can fire that had been lit to burn the mask that had been distributed to stop more deaths from occurring as a result of this horrendous murderous pandemic of Covid 19. As I watched in disbelief and a growing fear that the abandon displayed had more to do with something more nefarious than even the Covid situation, I thought of where I had seen those kinds of looks before in the eyes of White women, White children and especiallyWhite men. Then I remembered: “The Red Summer”-, that chapter of American history that everyone tries to forget, where you can see the photos of The Black Woman, Mary Turner, as she was hung from a tree in the state of Georgia, along with three other Black people that were hung that day. As they hung, a White man, disemboweled Mary Turner, cutting her belly open and tore an unborn child from her womb, which he then began to stomp into the ground. Seeing that image stuck in my mind and when I saw the look on the face of the Floridian Congressman Matt Gaetz - as he badgered the Reverend Al Sharpton who had gone to testify before Congress on the issue of racism in police departments throughout America - I saw that same display of disrespect, disregard and devaluing on the Congressman’s face. What made this reminder so devasting to my mind, to my psyche, is that in the photo of “The Red Summer” you can see the faces of the people gathered, shown in the photo as grouped in families and they had spread their blankets on the ground and at the “picnic tables” where they continued eating and enjoying themselves; women and children yelling and smiling and laughing with glee and abandon at the death and destruction of Black life. So, it is no wonder, now in 2021, in this same America, that a White female police officer could have her cold, silver metal, loaded, weighted Glock millimeter in her hand waving it through the bodies as the other police officer struggled in an assault on Daunte Wright, as she looked for a clear shot to his chest and still yell taser, taser, as she fired that fatal shot, comfortable that her real, yellow, plastic taser was securely in her belt on her left side and that her fellow officers would back her up as she falsely exclaimed: “Oh, shit, I just shot him.” I wish I could have seen the actual look on her face right at that moment cause I believe it would have resembled the same look that those kinds of White people have displayed when destroying Black life throughout American history. The same look that Derek Chauvin displayed as people, Black and White pleaded with him to take his knee off of the neck of Brother George Floyd. Yes, my people, ‘False Narratives,’,Fake Equivalencies and other horrific expressions of the fake,false and absolutely horrific notion of White Supremacy! Please pay attention, my people and it’s alright if you really, really don’t understand all of this. They intentionally make it difficult to understand and keep up with it. But there are those among us who do know and understand, so just ask....

lthough the Buffalo Bills did not win the Super Bowl, the journey there was an all-timer! I believe that we are all in agreement that the Bills are good, not great. But, now is the time that we can change some of that. Let’s see how our Buffalo Bills did with the free agency period that is currently underway while the real game-changers are already off the board. Let's talk about the players that the Bills signed and re-signed. Welcome Back •Levi Wallace (CB)- If you follow me or Overdue Bills, you know there isn’t much love for Mr. Wallace over here. I was all good with moving on and trying someone new because we already know Levi's capabilities. Sean McDermott and Brandon Beane (they will be referred to as “McBeane” from this point on) decided that they are better off with the Devil they know, versus the Devil they don’t know. I can’t blame them for resigning him. He gives you a baseline that you can win with, but don’t be surprised if you see a CB come off the board in the first 3 rounds of the draft as competition. •Isaiah McKenzie (WR)Even though I wanted McBeane to go after Curtis Samuels, I do not have an issue with this signing. Mckenzie is a player that I love. He doesn’t get a ton of catches or targets, but when he goes into motion our offense is dangerous The “smart” people know the value of being in shotgun and spreading the field out, sending someone in motion, and running play-action/runpass options (RPO). When Mckenzie is on the field, the

Bills utilize all of these and normally yield positive results. I look forward to seeing #19 dart across the field on Sundays for at least one Michael more year. DANIELS •Matt Milano (LB)- This was the biggest signing for the Buffalo Bills financially, and Matt will make the biggest impact on the field. During our pre-free agency show on Overdue Bills, I stated that I wouldn’t pay Milano top 10 LB money. Well, McBeane must have heard me because they made him the 11th highest-paid LB in the NFL (only $375,000 separates him from 10). He knows the system, and when healthy, is the best LB on the team. Yes, better and more valuable than #49. I expect him to be the cornerstone of this defense for at least the next 4 years. •Daryl Williams (OT)- If you’re like me, you probably got accustomed to McBeane going to the scrap-heap to find cheap linemen to plug and play. But at some point, you want to find someone and make that long-term commitment. Daryl Williams came, balled out, and was rewarded for it. What she uncovered was that lynchings were not for acts of sexual violence, but for attempting to register to vote, for being too successful, for failure to demure acceptably to whites, or for being in the wrong place at the wrong time. In addition, she showed that lynchings were not the act of out-of-control whites horrified over a grievous act. Rather, lynchings were often planned several days in advance and had police support. Not only were men lynched, but women and children were, too. Wells-Barnett's work uncovered the thin veneer which was used to justify lynching. Her published reports of lynching and her constant agitating helped to bring an international awareness to this inhumane practice. The purpose of Lynch Law in Georgia, as were other reports written by Ida B. Wells-Barnett, was "to give the public the facts, in the belief that there is still a sense of justice in the American people, and that it will yet assert itself in condemnation of outlawry and in defense of oppressed and persecuted humanity." She died on March 25, 1931 at the age of 68 in Chicago, Illinois.
