KING JR. COMMISSION PRESENTED THE FILM JULY ’64 ON THE 60TH ANNIVERSARY OF THE UPRISING IN ROCHESTER
The Greater Rochester Martin Luther King Jr. Commission in collaboration with the Juneteenth Planning Committee hosted a public screening of the 2-time Emmy nominated film, July ’64 directed by Rochester’s own Carvin Eison at the Memorial AME Zion church on Wednesday.
This event commemorated the 60th anniversary of the July 1964 uprising in Rochester, where for three days starting on July 24 and ending on July 26 a riot started on Nassau St. and Joseph Avenue and spread all the way to the 3rd ward in Rochester.
The evening began with an introduction and a call to action by the film’s director, Carvin Eison followed by a screening of the 50 minute film inside of the church’s sanctuary. About the film:

July ’64 tells the story of a historic three-day race riot that erupted in two African American neighborhoods in Rochester, New York. Where Does Kamala Harris Stand on Key Issues Affecting Black Voters?
An examination of her track record, chances for success, and other big questions.

The Democratic Party’s likely presidential nominee, Vice President Kamala Harris, came out swinging in her first speech since President Joe Biden’s dramatic exit from the race.
“I took on perpetrators of all kinds,” she said at her campaign headquarters on Monday, after making a big entrance to Beyoncé’s song “Freedom.” “Predators who abused women. Fraudsters who ripped off consumers. Cheaters who broke the rules for their own gain. So hear me when I say: I know [former President] Donald Trump’s type.”
Just hours later, Harris picked up enough Democratic delegate support to become her party’s nominee. The Democratic National Committee plans to hold a virtual roll call to officially select its new standard-bearer ahead of the party convention, which is scheduled to run Aug. 19-22 in Chicago.
There will be many developments before then, as the Democratic Party navigates uncharted waters. Read on for the answers to your biggest questions. How does the race move forward?
The DNC on Monday debuted a new virtual process for picking someone to replace Biden at the top of the ticket.
While Harris is favored to become the party’s nominee, the process, expected to be completed by Aug. 7, is open to any candidate who receives 300 electronic signatures from convention delegates; no more than 50 can be from a single state.
“We are committed to an open and fair nominating process,” Jaime Harrison, the chair of the DNC, said on Monday.
Above all, Democratic officials want to avoid an open convention, where potential nominees jockey to gather support from individual delegates. This dynamic can lead to disarray, dividing a party at a time when it ought to be coalescing around a nominee.
The last time the Democratic Party had an open convention was in 1968. Seven months before the election, President Lyndon B. Johnson announced that he wasn’t going to seek reelection. His second-in-command, Vice President Hubert Humphrey, eventually replaced him, but he lost to Richard Nixon.
Many high-profile Democratic leaders — from U.S. Reps. Jim Clyburn of South Carolina and Lucy McBath of Georgia to former President Bill Clinton — have already followed Biden’s lead and endorsed Harris.
Even a pro-Nikki Haley PAC has thrown its weight behind Harris.
“I think that the officials and leaders who have come out in support of Harris early on are saying, ‘We’re going to stop overlooking Black women,’” Kimberly Peeler-Allen, a visiting practitioner at the Center for American Women and Politics where she advises on election analysis, told Capital B.
“That’s a tremendous statement — not just for the vice president but for all Black women who are running for office and, in Shirley Chisholm’s words, fighting for their seat at the table,” she added.
A virtual gathering of some 44,000 participants — largely Black women — raised more than $1.5 million for the Harris campaign on Monday. A similar gathering of Black men on Tuesday raised more than $1 million. What is her track record in key policy areas?
Reproductive justice: Harris is best known for her position on abortion rights. She kicked off a “Fight for Reproductive Freedoms” tour at the start of the year, traveling across the country to be the White House’s voice emphasizing the importance of protecting the right to abortion.
“I think it is clear. If Donald Trump were to win in November, he will continue to sell out working families, he will continue to attack reproductive freedom, and he will continue to undermine our democracy,” Harris said at a campaign stop in North Carolina this month. “The question we face is: What kind of country do we want to live in? Do we want to live in a country of freedom, compassion, and rule of law, or a country of chaos, fear, and hate?”

Black Women in the Fight to End Enslavement
For over half a century before slavery was formally abolished, generations of Black abolitionists /freedom fighters worked tirelessly to expose the inhumanity of slavery. Black women like Maria W. Stewart, Sojourner Truth, and Frances Ellen Watkins Harper were indispensable writers, speakers, educators, and organizers who played a pivotal role in shaping the abolitionist movement.
In 1832, Maria W. Stewart became the first known American woman of any race to deliver a speech to a public audience; she later became the first Black American woman to publish a political manifesto. Her teachings on Black oppression and women's rights inspired activists who were central to the abolitionist movement, including Sojourner Truth and Frances Ellen Watkins Harper.
After escaping enslavement with her young daughter, Sojourner Truth won a landmark lawsuit to· regain custody of her son, who had been sold away from her. Following that historic victory, Ms. Truth was invited to speak at the 1851 Women's Rights Convention, where she delivered one of the most influential abolitionist speeches in history,

t is not an exaggeration to say that the issue of maternal health is at a crisis level. It is totally unacceptable that Black women are nearly three times more likely to have disastrous birth outcomes for both the mother and the child in our county.
A new study shows U.S. maternal mortality rates are increasing, and health care providers and advocacy groups are racing to build better care for new parents
The Buffalo Center for Health Equity is partnering with HighMark to do something about this and we need your help. The women and children in our community need you and/ others from local organization to join us this Saturday, July 27 for our conference: Pursuit of Black Maternal Health Excellence.
The conference will take place Saturday, July 27 from 9:00 a.m. – 1 p.m. at Canisius University- Science Hall, 1901 Main St., for a morning dedicated to celebrating and empowering Black mothers. This event aims to provide a platform for sharing innovative models that work to end black maternal health disparities, knowledge, and resources to support black maternal health and well-being.

Omegas Make Bike Presentation to Local Disabled Student
Acommunity presentation was held on Saturday, July 20 at 1p.m. to provide a free custom bike to Joseph Kimble, a local 8-year-old with a disability, enabling him to ride shoulder to shoulder with his twin brother.
The event was held in front of Greater Work Christian Fellowship , 210 Southampton St. under the leadership of Bro. Larry Donelson, Senior Pastor.
The Omega Psi Phi Fraternity, Inc., 2ND District and the Buffalo Chapter: Phi Omega gathered with distinguished guests: Bro. Amir Shareef, 39 Second District Representative, Bro. Dwayne White, Second District, Social Action Chairman, the family of Joseph Kimble, Mr. Timothy S. Banks, Licensed Physical Therapists, Community Health Center of Buffalo, and Colored Girls Bike 2.
Since 2017, Omega Psi Phi Fraternity, Inc., 2nd District, and The IMAGE Center of MD (VME Program Services) have presented free, custom bikes to boys ages 8-15) with disabilities in eight cities reaching from New York to South Carolina.
For many children with disabilities, a bike from a retail store lacks the features children with cognitive and physical disabilities require. Also, specialty bikes (used in special needs schools) can be costly to a family budget. As a result, many disabled children miss out on riding bikes at home during their formative years. This partnership bridges that gap and gives disabled children a chance to be part of the action, too. Each child is pre-measured by a volunteer engineer to determine proper sizing and safety features. An occupational or physical therapist supplies key medical information that is incorporated into the bike’s design. Each child (or parent) selects their bike color with a helmet for safety.

It's Pine Grill Reunion Time!

Ina rearview mirror, The Pine Grill was Was what? A local legendary jazz hotspot located on Jefferson Avenue near Ferry Street. In the 1950s and 1960s, it showcased jazz legends, and its notable acts played on the traveling Chitlin’ Circuit, which stopped in New York, Albany, Syracuse, Rochester, Pittsburgh, and Cleveland. Some greats, including Jimmy Smith, Bill Doggett, Jack McDuff, Jimmy McGriff, and the Count Basie Orchestra, graced its stage.
“Buffalo was a main stop on the circuit, and I was able to see all of the Who’s Who in jazz at Pine Grill,” said radio legend and jazz enthusiast Guy Cameron during a Buffalo History Channel interview with Doug Ruffin. “The club was the epitome of jazz in Buffalo; it was where people wanted to play, and many musicians honed their skills there. Its legacy remains in our memories.”
The jazz club's positive vibe and favorable impressions with its patrons and community continue to resonate.
The 35th Annual Pine Grill Jazz Reunion & Music Fest, presented by the African American Cultural Center (AACC). The event will be held on Sunday, August 4, and Sunday, August 11, from 2 to 9 p.m. at Martin Luther King Jr. Park in Buffalo. Brian Simpson and Nils (August 4) and Najee (August 11) arethe headliners.
The festival celebrates jazz, culture, and community, featuring talented national and local artists and performers.

The CMC has been holding their event in Lafayette Square while renovations to the Club remain underway with a hopeful re-grand opening by next year. So instead of being posi-
tioned on Broadway and Michigan in the Heritage Corridor right in front of the Club, just head two blocks up the hill on Broadway towards the front of the Downtown Library to Lafayette Square. That’s been their temporary home for the festival over the past 3 years.
The festival presents both award winning national artists as well as rising stars who hail from Buffalo to share their love of music to a diverse audience. Linda Appleby the CMC Board Secretary says it will be an “invigorating, and captivating musical journey of jazz excellence” coming to the CMC Queen City Jazz fest stage.
"I am thrilled to be working once again with the 20th Annual Queen City Jazz Festival," said Appleby. "This is a very special milestone as we celebrate 20 years of giving back to the Buffalo community by having them experience top notch musicians both locally and nationally."
Along with the headlining acts, this will be CMC's first year highlighting the extraordinary talents of drummer and vocalist David Jonathan and the Inner City Bedlum which features some of Buffalo’s finest musicians, not to mention David’s all original and socially conscious music and lyrics. Dave Horowitz (author of 10 Reasons Why Reparations for Blacks is a Bad Idea and Racist) maintains that Blacks Owe America a Debt and he asks, where is the acknowledgment from Blacks and its leaders for these gifts? This article will explore some of these gifts as we are confident that this country has intentionally defaulted on its restitution payment by issuing a rubber check!
In July 2003 seated President George W. Bush while in Senegal and on Goree Island issued the following statement of apology -
“At this place, liberty and life were stolen and sold. Human beings were delivered and sorted, weighed and branded with the marks and commercial enterprises and loaded as cargo on a voyage without return…One of the largest migrations of history was also one of the greatest crimes of history.”
Please note, that the forced capture; and transport of millions of Africans for enslavement as chattel property in perpetuity is not migration but the greedy quest for the expansion of the enslavers’ bottom line and we must rebuke that fallacy. Donald Spivey, Fire From the Soul, maintains that “people of African Descent were the fodder and prize of a European dream of wealth. Profit was the catalyst and racism the building blocks for the inhumane wrenching of millions of blacks from their families and African homeland to a life of forced labor and degradation in the new world.”
On the contrary Mr. Bush, 250 years of forced free stolen labor, the brutalities and atrocities of 400 years of pernicious history is a crime against humanity not one of the greatest crimes of history. We can all think of crimes that go down in the history books but nothing for 400 years and current-day vestiges.
Bush went on to say, “Those who entered a society indifferent to their anguish and made prosperous by their unpaid labor.” “For 250 years the captives endured an assault on their culture and their dignity…Christian men and women became blind to the clearest commands of their faith and added hypocrisy to injustice. A republic founded on equality for all became a prison for millions…Enslaved Africans heard the ringing promises of the Declaration of Independence and asked the self-evident question, “Then why not me?”
He closed his remarks with “My nation’s journey toward justice has not been easy and it is not over. The racial bigotry fed by slavery did not end with slavery or with segregation, and many of the issues that still troubled America have roots in the bitter experiences of other times. However long the journey, our destination is set: liberty and justice for all. What a compelling speech was made on African soil to our African brothers and sisters but never on American soil to the diaspora, to those who paid the ultimate price. Where in this speech on the continent are the gifts that Horowitz speaks of? We have all heard that we are not where we should be but look at how far we have come without any commitment for change.
In 1998, the seated President, Bill Clinton traveled to Senegal and visited Goree Island where he also “regretted” the U.S. support for oppressive dictators during the Cold War, tolerance of apartheid in South Africa, and Rwanda, during his administration, inaction during the 1994 Rwandan genocide. Before this event, President Clinton traveled to Uganda where he delivered the following: “Going back to the time before we were even a nation, European Americans received the fruits of the slave trade. We were wrong in that as well, although I must say, if you look at the remarkable delegation we have here (in Uganda) from Congress, from our cabinet and administration, and the citizens of America, you can see there are many distinguished African Americans who are in that delegation who are making America a better place.” Bill Clinton, the “quasi Black” president opposed reparations because it was too divisive!
Perhaps this is the gift that Horowitz is speaking of but I wonder why American Presidents from both parties traveled to one of the most painful historical memorial sites to express their remorse over the human trafficking of our ancestors but would refuse to deliver a similar message in this country to its citizens! Where are our gifts? Perhaps we have not put adequate faith in our government.

Trump nominated three of the U.S. Supreme Court justices who overturned Roe v. Wade in 2022. He and his allies have tried to distance themselves from their anti-abortion stances, which have cost them at the ballot box.
Previous Capital B reporting has underscored that restrictions on the right to abortion would disproportionately affect Black women, who receive a third of all abortions in the U.S. and are three times as likely as white women to die from pregnancy-related issues.
But Harris has been an exponent of reproductive justice for years, pushing to make Black maternal health a national priority.
In 2021, she hosted the first federal Maternal Health Day of Action at the White House, where she issued a call to improve health outcomes for parents and infants.
And when she was a senator, she co-sponsored legislation that would have banned specific restrictions on a state level, such as requiring doctors to perform certain tests or obtain hospital admitting privileges to provide an abortion.
Criminal justice reform: Harris’ track record on criminal justice reform is a little bit more mixed.
Following the mass shootings in Uvalde, Texas, and Buffalo, New York, in 2022, the BidenHarris administration signed into law the Bipartisan Safer Communities Act. It was the most significant piece of gun control legislation in three decades, partially closing the “boyfriend loophole” and allowing the U.S. Department of Justice to more aggressively target arms trafficking. When it comes to the issue of police accountability, however, Harris is more vulnerable to attacks from the left. The administration has yet to sign the George Floyd Justice in Policing Act, which continues to flounder in the U.S. Senate, where Democrats have only a wafer-thin majority. The administration has run into a similar problem on the voting rights front.
Harris’ career as a “top cop” — she was the attorney general of California and the district attorney of San Francisco before she joined the U.S. Senate in 2017 — also continues to loom over her. Her critics question her bona fides as a “progressive prosecutor,” insisting that her work in California fueled the mass incarceration of low-income people of color. But her supporters say that she was “a very progressive D.A.” for her time, pointing to her creation of a reentry program called “Back on Track” that was ahead of the curve.
Now that Biden has bowed out of the race, Harris has the opportunity to clarify where she stands on criminal justice reform in a way that wasn’t possible before.
The economy: Harris has been in lockstep with Biden on issues related to the economy Just this month, for instance, the administration called on Congress to pass legislation that would help renters by forcing landlords to cap rent increases at 5%. Additionally, the legislation would sustainably repurpose public land for housing. Given that Black Americans are more likely than their white counterparts to be renters, the legislation would have an outsized impact on Black communities.
Harris also has championed student debt relief, which disproportionately helps Black borrowers. In fact, she was the face of the administration when it decided in 2022 to cancel all remaining student loan debt for those who had attended Corinthian Colleges.
She may inherit some of Biden’s messaging challenges with getting the word out on the administration’s successes with wiping out student loan debt, growing the economy, and creating jobs. U.S. Rep. Ayanna Pressley of Massachusetts, who was among the first Democratic leaders to rally behind Harris after Biden decided to step aside, summarized what she believes are the vice president’s strengths in an interview with MSNBC on Sunday.
“She has been the most effective voice when it comes to abortion justice … health care justice, student debt cancellation, the racial wealth gap,” Pressley said. “I am confident that Kamala Harris can unite this party and build the coalition necessary for us to win in November.”
Can she really triumph?
In a word: yes.
“If we’re able to get past the sound bites and get into her vision for this country — she’s been very vocal about abortion, maternal mortality, and gun control — and observe her energy for this race, people will see that Harris is viable,” Peeler-Allen said.
What the vice president offers is an opportunity for voters to radically change the narrative about what leadership can look like.
“We’ve never seen a Black woman candidate who could have access to an almost $100 million campaign war chest and who already has a nationwide, state-based operation on the ground and ready to go,” Peeler-Allen added. “This is a chance to see what she can do with a level playing field, with the resources that White men running for office have traditionally enjoyed.”
Harris will undoubtedly face fresh salvos of racism and sexism as the election enters this new phase. But those attacks shouldn’t diminish the significance of this political moment, of the possibility of the country having its first Black woman president.
“Many people are excited about what’s happening right now,” Peeler-Allen said. “We can’t say, ‘Well, this has never happened, so it’s not going to happen.’ We have to say, ‘This has never happened — but somebody has to be first.’”
Crucially, Harris appears to be generating a level of voter enthusiasm that was conspicuously absent when the race was a rematch between Biden and Trump.
That excitement could be vital for boosting Black voter turnout, particularly in swing states. Theodore R. Johnson, a senior adviser at New America, a public policy think tank, told Capital B that one of the biggest questions when Biden was at the top of the Democratic Party ticket was this: Who will show up on Election Day?
“When Black folks weren’t excited about Biden or didn’t feel confident that he could win, they were more likely in that situation to stay home rather than vote for Trump,” Johnson said. “And in a lower-turnout election, if Trump gets 12% of the Black vote and does better than expected in places such as Detroit, Milwaukee, Atlanta, and Philadelphia, he can win.”
But with Harris as the favorite to become her party’s nominee, everything has changed.

‘Bout time for the Black Woman to enter the house that we built.
Naysayers, like the so-called Black financial wizards, are “naysaying” the election of Kamala Harris to The Presidency of these can be United States.
But I say it’s about time that America shows its conscience and consciousness in terms of the stakes that we are facing in this election: a threat to the very foundation that freedom has stood on for all this time. Elections guarantee us the right to use our vote at the ballot box to express both our wishes and our demands from the people that we elect to serve us. That is what this moment in time means for Black people, for Brown people, for White people and all people in between who see themselves as having finally arrived at a place that they can call home.
That’s right, let us be very clear: America is Our Home, from the moment that we, Black People, were forcibly brought to these shores, to this very moment where all of our struggling, all of our fighting and all of our tears now get to clean the lens of a future that all Americans can be proud of. A future where we all understand the nature of an existential threat and what it takes to neutralize it, like in disassembling a time bomb that has been ticking for far too long. Where we neutralize it by working together in hardship and in comfort, in struggle and strife, in hard knocks and come upends. Where we get out and vote. Where we do what we did during the stark injustice of chattel slavery, when Black folks and White folks and everybody along the way, joined in to do their part in dismantling the enslavement and creating a future that we all have a part in. A future where we know that “hard work does pay off” and “sticking to it” does win in the end. A future where we fight like Mike to knock out the threat once and for all, where justice convicts him again and either puts him in jail or makes him and his cronies leave this country and go to the Russia or the North Korea that he has been praising for all these years. Now is the time My People. I am talking to the People who love Our Common Creator, people who love each other even when we don’t like how we’re doing. I mean the common people who can see through the lies and staged events and in the end sit at the same table together and feast on the dreams and promises that we all agree have been deferred for far too long. So, let us strap up, again. Let us wrap our hands and our feet as we follow the North star of Truth to Freedom. Please My People, let everyone know that their fight is ours, as we fight to elect our Sister to the House that we not only built, but which sits on the design of a Black man who looked into the future and saw this day.
Yes, I am talking to My People and to everybody else who needs to listen, Joe has set the tone. Now, we must follow through and vote for a Woman who, if you really do a fact check, has been representing us for the last four years, anyway.

At 26, Frances Ellen Watkins Harper became the first woman to teach at Union Seminary, a school for free Black Americans in Ohio. She spent nearly a decade traveling the country to deliver lectures and her short stories and poetry on abolition and suffrage garnered national recognition. Black women abolitionists not only helped shift public opinion on slavery, but also laid the groundwork for future generations of Black women activists and leaders in the struggle for justice and equality in America.

JOIN THE FIGHT TO RESTORE HUMBOLDT PARKWAY East Side Parkways Coalition Acknowledgement and Support for Justice
With all its heart and soul, East Side Parkways recognizes the relentless, heroic efforts of the Restore Our Community Coalition (ROCC) to bring the Restoration of Humboldt Parkway project to this point. Without these efforts, we would not be able to have this conversation now.
Unfortunately, over the past year, NYSDOT has capriciously accelerated into a take-it-or-leave-it “Build Alternative” – a Tunnel that would require 20 feet of additional digging, covered by a replica parkway that stops 2,000-feet short of connecting to the planned restoration of Humboldt Parkway between Agassiz Circle and Delavan.
The NYSDOT Design has two disastrous consequences: 1) The tunnel will cement in place that Delaware Park and Martin Luther King Park (MLK Park) will never be connected by a parkway because extension of a prospective Tunnel would run into the buried Scajaquada Creek; and, 2) Concentrated exhaust plumes will be blown out the tunnel portal ends toward dozens of schools, youth facilities, parks, museums and churches.
As a result of NYSDOT’s plan, both of ROCC’s initial goals of restoring Humboldt Parkway and improving the health of local residents would be made worse by the $1.2 billion investment.
We propose to stand behind and support ROCC and all the local stakeholder groups, to fight for ROCC’s original goals of ending exhaust-related diseases in local neighborhoods and fully restoring the beautiful Humboldt Parkway so it once again connects Delaware and MLK Parks. This long-overdue parkway connection should be made now, with the currently allocated funding.
There is a strategy that can work for everyone in our community: One Parkway Now!

To Black Men Who Support Trump In Spite Of Project 2025!
The financially struggling Black men who are talking about voting for Donald Trump for president need to read the Heritage Foundation and the Republicans' 900 page handbook, Project 2025.
Gentlemen, before you pull the lever to vote for a multiple convicted felon because you believe he is "Just Like You," please read what the Project 2025 'manifesto' will take from our families and our communities:
1.Most government jobs will be privatized and given to cronies of the Republican Administration. The Civil Service Administration will be abolished. All civil service employees will be eliminated.
2.Social Security retirement program will be compromised or privatized.
3.SSI, Medicaid, WIC, Section 8, TANF and other federal government assistance for poor people, will be abolished, defunded or decreased.
4.The federal, Public Education Department will be eliminated and each state will determine the funding as it relates to providing vouchers for all schools, including private, charter, military or religious schools. Remember: the right to a public education is not a given. Remember, it was advanced and supported after the abolition of slavery. They did not mind that slaves were not able to read but they wanted to make sure that the formerly enslaved population could read well enough to support himself and his family.
5.Grants to curb gun violence, reduce homelessness, increase job training opportunities, improving the quality of education for our children and improve the health and well-being of poor people will be eliminated.
6.Books that documented and recorded the history and contributions of Black Americans and other minority cultural groups will be deemed offensive or incorrect, and will be pulled out of our schools and libraries and destroyed or burned.
7.Nonpartisan government agencies such as the FBI, CIA, HUD, and other alphabet named federal entities would be "republicanized" and people would be hired or fired based on the staff's political affiliations.
8.Project 2025 will get rid of federal health programs, abolish pills to assist in family planning and concentrate more power in the Executive Branch of government.
9. Public unions will not be allowed on private construction projects.
10. Even though Donald Trump denied knowing anything about Project 2025, it is well known that over 140 of former President Trump's previous administration worked on crafting parts of this document that was being revised even though it has been around for years.
Black men, please remember the Saying: "Please don't cut off your nose in order to spite your face." President Clinton, Joe Biden and other politicians, many of them African Americans, encouraged and supported the move to mass incarceration of our young men and they were wrong. However, some of those previously jailed men are saying they are going with Trump in spite of the fact that he paid for a full page newspaper ad calling for the death penalty and execution of five innocent young Black men in New York City, who are known as the Central Park 5.
I personally don't benefit from any of the programs listed, except Social Security, but I know a lot of people on FB and in this country who cannot make it without many of the assistance programs posted above. Please share this information with your block club, neighbors and family members. We must do whatever we can to save our community and our way of life.
The United States of America has a unique opportunity to elect an intelligent and qualified woman as President Of The United States. That candidate is our current Vice-President, Kamala Harris. It would be a shame for our Black men to hold their votes from her or to vote for a candidate who is a 34 times, convicted felon and who has aligned with racists and people who are bent on destroying our democracy.

Get Ready! NYS Set To Pour Millions Of Dollars Into The WNY To Fund Social Care Contributed By Community Health Center Of Buffalo, Inc.
On January 9, 2024, NYS announced that it would select thirteen entities to lead Social Care Networks (SCN) throughout NYS. The entities would be selected through a Request for Proposals process.
The Western Region SCN lead will be responsible for Erie, Niagara, Chautauqua, and Cattaraugus Counties and will receive $36 million to be used for the 8/1/2024 to 3/31/2027 contract term.
The main goal of the SCN will be to reduce health disparities and improve health equity!
What is a health disparity?
Health disparities are preventable differences in the burden of disease, injury, violence, and/or opportunities to achieve optimal health that are experienced by socially disadvantaged populations.
What is health equity?
Health equity is the state in which everyone has a fair and just opportunity to attain their highest level of health. Achieving this requires ongoing societal efforts to:
•Address historical and contemporary injustices;
•Overcome economic, social, and other obstacles to health and health care; and
•Eliminate preventable health disparities.
What is a SCN?
A collaborative network of community stakeholders, healthcare providers, social services organizations, community groups, managed care organizations, government agencies, schools, hospitals, etc., working together to address the comprehensive needs of individuals and communities.

Who is eligible for SCN services?
Those individuals who have traditional Medicaid, Medicaid through a private insurance company, as well as those who have Medicare as their primary insurance and Medicaid as a secondary insurance.

•Pregnant persons, up to 12 months postpartum (or postdelivery)
•Children aged 0-6
•Children under 18 with a chronic condition (e.g., asthma)

What are CBOs?
A community-based organization is a public or private organization that is representative of a community or
significant segments of a community, in which it provides any number of services to.
What does this all mean for me?
NYS intends for most of the $36 million funding to go directly to CBOs servicing the targeted communities. For example, the funding will be used for staffing, technology, training, capacity building and community engagement just to name a few ticket items.
Whether you are an existing CBO, looking to start a CBO and/ or are in need of social care services and meet the eligibility criteria of the program, this funding is meant to directly improve your quality of life and address the systemic challenges, social injustices and economic barriers that continue to stand in the way!
