Police Accountability Board Selects Dr. Lesli Myers-Small as New Executive Director

The Police Accountability Board (PAB), has selected Dr. Lesli Myers-Small to head the oversight agency.

Dr. Myers-Small comes to the PAB with more than 20 years of executive leadership experience, including expertise in community building, staff development, and policy analysis.

“The Board is thrilled to recommend the appointment of Dr. Lesli MyersSmall as the PAB’s new Executive Director,” said Larry Knox, Chair of the Board. “Dr. Myers-Small is passionate about her work and commitment to the Rochester community and is eager to continue making a positive impact in her new role with the Police Accountability Board. We are confident she will be officially appointed by City Council. She will build on the PAB’s commitment to greater transparency and accountability in our police department which Rochester voters have demanded since 2019.”

She began her new position on June 24 as Interim Executive Director pending her confirmation hearing by the Rochester City Council.

. Dr. Myers-Small’s extensive experience in various leadership positions, and her commitment to diversity and equity, were key factors in the Board’s decision to select her for the role. In addition to her experience, she holds a master’s degree in Urban Educational Administration and a Doctorate of Education in Executive Leadership from Saint John Fisher University and many other professional certifications and accolades.

CITY COUNCIL WANTS TO HEAR FROM YOU ON ‘GOOD CAUSE’ EVICTION

Each of the Rochester City Council District representatives – Vice President LaShay D. Harris (South), Michael A. Patterson (Northeast), Mary Lupien (East) and Bridget A. Monroe (Northwest) – will host a public hearing in the coming weeks regarding the Good Cause Eviction legislation currently before City Council.

No registration is required to attend any of these hearings specific relevant legislation currently being considered by Council.

The legislation, which was introduced by City Council in June, would adopt New York State’s Good Cause Eviction law, restricting evictions without good reason and similarly curtailing the denial of lease renewals.

The remaining and times for the public hearings are as follows (Please note the East District forum has changed from August 6 to August 14):

• Northeast District – Tuesday, August 13, 2024 from 6 to 8 p.m. at the Public Market (280 North Union Street);

• East District – Wednesday, August 14, 2024 from 6 to 8 p.m. at the Ryan R-Center (530 Webster Avenue);

ROCHESTER COUNCIL MEMBERS RESPOND TO MASS SHOOTING IN MAPLEWOOD PARK

The members of Rochester City Council, released the following statement in condemnation of the horrific shooting that occurred last Sunday at Maplewood Park.

“We mourn with the community as we learn more about this tragic incident. We extend our sincerest condolences to the victims and their families. This includes 25-year-old Ms. Tyasia Manning, a city employee working in our R-Centers at the time of her death, and 34-year-old Ms. Phylicia Council, who died of her injuries. There is no place in our community for this or any kind of violence."

Seven people were shot - two fatally - Sunday evening at Maplewood Park in Rochester. Two women died as a result of the shooting and five others suffered "relatively minor injuries," according to Rochester police. Multiple shots were fired around 6:20 p.m., at a large gathering within the park.

Hundreds of people, including children, were in the park when rounds were fired from multiple weapons shortly after 6 p.m. Sunday, Rochester police said at a news conference.

Before the violence, “people were in a celebratory mood, enjoying the warm weather, having a good time,” Mayor Malik Evans said. He recalled seeing a stroller and people’s shoes at the park in the aftermath.“Our people, our residents should be able to enjoy the summer in a park. Period. But all too often we have individuals in this community that are unmitigated cowards, that are OK with shooting women. And two of those women lost their life,” the mayor said.

Poloncarz, Baskin Announce Affordable Housing Awards

Erie County Executive Mark C. Poloncarz and Erie County

Legislature Chairwoman April N.M. Baskin recently announced the second round of affordable housing awards for multi-family housing projects that will be made possible through American Rescue Plan Act funding.

The five firms will use the funding to expand the diversity of affordable housing in Erie County. Poloncarz thanked Chairwoman Baskin “for her vision in supporting the passage of a resolution that will help alleviate the housing crunch.”

"I am most proud of the diverse group of developers chosen for this grant today" said Chairwoman. Baskin. "Each of the developers chosen are educated, knowledgeable, resourceful and have done the work to properly prepare an affordable housing project ....(to) help alleviate the housing burden many Erie County residents face."

The housing developments will be located in Buffalo on Delaware Avenue, Emslie Street, Laurel Street, Gibson Street and Hopkins Street .

During a special session on Tuesday, July 30 the Buffalo Common Council has approved amendments to the City of Buffalo's American Rescue Plan Act Spending Plan. The amendment includes the following key allocations:

1.Cultural Institution Support Program: $8.15 million will support various cultural institutions, including: African American Cultural Center; Colored Musicians Club; Tom Space Theatre; King Urban Life Center; Italian Cultural Center;5/14 Memorial; Sahlen Field; Buffalo and Erie County Naval & Military Park; Buffalo Urban League; Burchfield Penney Art Center; Explore & More Children's Museum; Buffalo Zoo; Shea's Performing Arts Center; Agustin "Pucho" Olivencia Community Center; Buffalo History Museum

2 City Arrears Forgiveness Program: $10.8 million will assist homeowners facing financial hardship due to COVID-19 by forgiving property tax, garbage user fee, and sewer rent arrears. This initiative particularly benefits low income, with credits automatically applied to their balances.

3. Community Center Renovation Program: $2 million will fund the creation of a financial empowerment center at 725 Humboldt Parkway; Roof construction at Peter Crotty Casino in Cazenovia Park.

4. Health Equity Initiatives: $250,000 will establish a new mammography center at Erie County Medical Center, targeting black and brown maternal health in East Buffalo.

5. Restorative Justice and Public Safety Fund: $100,000 will support community-based anti-violence programming provided by Stop the Violence, enhancing neighborhood safety through targeted interventions and mentoring services.

6. Community Food Security: $100,000 will support the African American Heritage Food Co-op in addressing food insecurity issues in the East Side made worse by the pandemic.

7. Frontline Arts Organization Sustainability Fund: $100,000 will support Uncrowned Queens in preserving the untold history of African American men and women in Western New York.

Small Business Assistance Program Funds Still Available for Most Districts Including University, Masten, and Lovejoy!

The Division of Urban Affairs, on behalf of the Mayor’s Office of Strategic Planning, has announced that the Buffalo Small Business Assistance Program (SBAP) distributed approximately $2.5 million in grants to 190 small businesses across the city.

This initiative, aimed at helping small and minority-owned businesses recover from the impacts of the COVID-19 pandemic, has provided crucial financial support, including to 104 minority-owned businesses.

The program, advocated for by the Buffalo Common Council, was launched under the American Rescue Plan Act Relief Program allocated $3,500,000 to be equally divided among the city's nine Council districts. In October 2023, the Council approved the contract between the City of Buffalo, Grow America, The Exchange at Beverly Gray, and the Buffalo Urban League.

The program offers one-time grants to eligible businesses with 50 or fewer full-time employees. Grant amounts range from $7,500 to $25,000, depending on the business's gross revenue and other factors. In addition to financial support, each eligible business is provided with the opportunity for customized technical assistance to enhance their resilience and growth.

Funding is still available for 8 of the 9 districts in the City of Buffalo. The Buffalo Common Council particularly encourages small business owners in the University, Masten, and Lovejoy districts to apply for the small business grants. The application process remains open.

The Small Business Assistance Program will continue to offer grants and technical assistance until August 31, 2024, or until all funds are allocated.

On July 2, 1964, the Civil Rights Act was signed into law. Considered the nation’s most important civil rights legislation since Reconstruction (1865-1877), it prohibits discrimination on the basis of race, color, religion, sex, sexual orientation, gender identity or national origin. It ended segregation in public places and banned employment discrimination.

First proposed by President John F. Kennedy, it survived strong opposition from southern members of Congress and was then signed into law by Kennedy’s successor, Lyndon B. Johnson. Following that law, US President Lyndon B. Johnson signed landmark civil rights bills including the 1965 Voting Rights Act and the 1968 Fair Housing Act.

Read To Succeed Seeks To Recruit 60 Additional Volunteer Tutor Mentors

Read to Succeed Buffalo (RTSB) is once again expanding its AARP Foundation Experience Corps Volunteer Program.

Since 2016 Read To Succeed has been recruiting and training older adult volunteers as literacy tutor/mentors for students, Pre-K – 3rd Grade, in the Buffalo Public Schools.

The only requirement to becoming a volunteer tutor/ mentor with Read to Succeed Buffalo is that you are 50 years of age or older and have a desire to share your experience and your love of reading with students who need it the most. Your time and talents can change a child’s life – the experience may even change your own!

Open Buffalo, Supporting Agencies Host 4th Annual Color Run!

OnJuly 13 Open Buffalo held their 4th annual Color Run at Johnnie B. Wiley Sports Pavilion. Participants showed up in their white t-shirts ready to take part in this fun colorful activity with food, music, and activities for all ages designed to uplift the community. The run is a unique experience that combines fitness, fun and vibrant colors and by the end everyone is covered in rainbow colors!

The worlds first COLOR 5km™ event, was founded in March 2011 as an event to promote healthiness and happiness by bringing the community together . Confident Girls founder Tiffany Lewis made the following remarks during the event:

Community Health Center of Buffalo, Inc. Celebrates National Health Center Week with a Free Family Event

The Community Health Center of Buffalo, Inc. and Osborne Association have partnered to host a National Health Center Week Celebration with a free community event on Wednesday, August 7, from noon to 4 p.m., at 34 Benwood Avenue . This family-friendly event will feature a variety of activities, including games, music, food, rock climbing wall, face painting, community resources, and vendors. Free school supplies will also be available while supplies last.

The 2024 National Health Center Week (NHCW), from August 4 to 10, is an annual celebration aimed at increasing awareness of the essential medical services provided by community health centers. This year’s theme, “Powering Communities Through Caring Connections.”

Community Health Centers provide vital primary and preventive health care services to communities in need. The week is a celebration of commitment to accessible and comprehensive healthcare for all. M. Kirkwood Brings Art to God City

Renowned local artist Iris M. Kirkwood showcased her extraordinary artwork in a one-day exhibition last month in the community room of the God City Senior Apartment Complex at 175 Pershing Ave.

God City Senior Apartments hosted this unique exhibit. Iris M. Kirkwood aims to break down the barriers often associated with visual art by bringing her art directly to the residents. Her goal was to foster a deeper connection and appreciation for the visual arts.

Gathering of Urban Forestry Leaders

Thirty-six urban forestry leaders gathered at the Roswell Park Community Outreach & Engagement Center last month where they shared accomplishments, challenges and opportunities. The event featured presentations from Casey Tree in Washington D.C and the National Arbor Day Foundation and the Alliance for Community Trees. Joseph Han, owner of The English Gardener, co-organizer of the event spoke about the urgency and enthusiasm for “ensuring our region’s trees are equitably distributed.” Kendric Warrick is a rising senior at Buffalo School of Visual and Performing Arts and a Buffalo Center for Arts & Technology youth artist. He oversaw the creation of a pop-up art installation about why urban trees matter on a foundation of Buffalo’s iconic Franklin Street Sycamore. Her organization recently spearheaded the planting of a Food Forest containing fruit and nut trees at JFK Park on Buffalo’s East Side.

Legendary Saxophonist NAJEE to Headline At Pine Grill Reunion August 11

The 35th Annual Pine Grill Jazz Reunion & Music Fest, presented by the African American Cultural Center (AACC), kicks off on Sunday, August 4, and then again on Sunday, August 11, from 2 - 9 p.m. at Martin Luther King Jr. Park .

Every year the Pine Grill Reunion brings people out by the thousands to celebrate jazz, culture and community where both the talented national and local artists perform.

This year the Reunion headliner that has everyone excited is the smooth jazz legend , saxophonist and flautist Najee, who will take the stage August 11 for the grand finale of this music filled festival .

A multi award winning musician, Najee is the recipient of the United States Presidential Lifetime Achievement Award, Honorary Doctorate in Humane Letters, Grammy and NAACP award-winning, Multi-Platinum selling artist.

When Najee was just a kid, he had the great fortune of meeting two iconic jazzmen: Sonny Rollins and Charles Mingus. The introductions, which left lasting impressions further led him down his musical path.

“When I was about 14, I was playing on a school instrument and everyone in the house was covering their ears and saying ‘stop, stop!’ My mom noticed that it was my thing and my release and so she bought me my first saxophone,” recalls Najee. "As I began to develop on my instrument, John Coltrane, Charlie Parker, Yusef Lateef, and Hubert Laws became influences.”

As Najee honed his skills he had the blessing of being mentored by iconic saxmen Jimmy Heath and Frank Foster and flutist Harold Jones. He has done amazing collaborations with people like George Duke for his tribute CD to Stevie Wonder's Songs in the Key of Life and has worked with Chaka Khan, Patti Labell, Prince, Herbie Hancock, Roy Ayers, Stanley Clark, and many other accomplished icons in music.

His Pine Grill debut was made possible by the African American Cultural Center and the New Executive Director Dr. Leah Angel Daniel, who is breathing new life into the center.

“The event is an annual big family reunion where we reconnect to see how we have built and sustained community over decades. We expect scores of attendees. This is the first of many positive steps the Center will continue to take as we push beyond the horizon,”said Leah.

Robinson Designs Pine Grill Reunion Branding

The artwork for this year's Pine Grill Jazz Reunion was designed by artist Stacey A. Robinson, who holds an MFA from the University at Buffalo. A SUNY Arthur A. Schomburg Fellow, Stacey graduated in 2015 and has participated in various collaborative art projects in Buffalo. He is a graphic novelist, curator, and DJ and currently serves as an Associate Professor of Graphic Design and Studio at the University of Illinois at Urbana-Champaign.

The University United Festival is thrilled to announce its full entertainment lineup for their 10th annual event, set to take place on Saturday, August 10 at the University at Buffalo, South Campus Rotary Field.

Even Ex-Slave Owners Got Paid

The Federal Government refused responsibility for exslaves’ medical care where President Andrew Johnson claimed that there was no precedent for establishing medical care in the South and such a move would violate “his constitutional authority as President of the United States!”

President Johnson denounced the Freedman’s Bureau as unnecessary and expensive arguing that the better option would be to reconstruct the South by awarding financial support and government authority to ex-slaveholders. He contended that with four million newly freed persons the burden to the federal government would be at least a costly twelve million dollars. Costly, yet this country gave eighteen Western European countries $13.3 billion to restore prosperity and rebuild after WWII or today, the sending of billions to aid in the genocide of our brown brothers and sisters. Where are the gifts, Mr. Horowitz?

Furthermore, per Johnson, providing physicians, medicine, and hospitals for the freed persons would only incite dependency. Unfortunately, he failed to see that this decision would hamper any efforts to create an infrastructure that would go far to prevent the spread of disease or to address the abject poverty and prolonged starvation that was pervasive in the South. This decision brought about the rapid deterioration of the newly freed persons who suffered hunger, and sickness including smallpox, and homelessness as they waited in vain hoping that Johnson would rebuild the South and they would assume their rightful place. There are no gifts in malnutrition, lack of healthcare, homelessness, senseless deaths, and disease Mr. Horowitz.

Perhaps life in the bows of human cargo vessels is the gift that Horowitz speaks about. This article can never do justice to the horrific atrocities of life in those bows but we can certainly look through the kaleidoscope in a snapshot of a small segment. Sowande M. Mustakeem, in her book Slavery at Sea, maintained that our female ancestors were the most vulnerable of any groups anywhere. Sadly, once taken on board they were stripped naked, robbing them of their dignity and leaving them vulnerable, terrified, and exposed to the “wanton rude lasciviousness of white savages.”

Sexual taunting and physical humiliation were common practices such that crew members commonly referred to the women’s quarters on some cargo vessels as “the whore hole!” Have we finally found the gifts, Mr. Horowitz?

Mustakeem maintains that captive female bodies were routinely sexualized throughout the Atlantic trade and this labeling both literally and figuratively symbolized the function that bonded women served in the minds of their transporters. She goes on to say, that looking beyond language barriers, consistent use of such descriptors vocalized the sexual roles expected of captive females through continued malicious mistreatment, a consciousness of powerlessness and defeat as sought by the sailors over our Black female ancestors. Dave Horowitz never heard of “our bodies ourselves.”

The brutal death of Sonya Massey in her Springfield, Illinois home by the police was another "George Floyd Moment "in America.

The release of police officers' bodycam footage of 36-year-old Sonya Massey being shot in the head by police while in her kitchen in Springfield Illinois, sparked international outrage that led to protests and rallies across the country this past Sunday.

In Buffalo a small group of demonstrators gathered in Niagara Square in solidarity with thousands of people nationwide who took part in a National Day of Mourning for Massey, a Black mother of two.

Local activist Cariol Horne, representative for the Black Lives Matter Grassroots Buffalo chapter, addressed the gathering where she focused on voter registration, support for a National Police Registry and the importance of getting a pistol permit. She also called for national support for Cariol’s Law and the duty (of good cops) to intervene to prevent police/civilian related tragedies.

In the wake of the Massey murder, Horne, a former police officer, began a nation-wide petition on Change.org for a National Police Registry to identify police officers who have been let go from police departments, with cause, to be put into a transparent database.

“We’ve marched and we’ve died and we’ve marched and still dying,” said Horne “Yesterday it was Sandra Bland, today it was Sonya Massey. Tomorrow it could be any one of us. That’s why I decided to come out and share information."

During the early morning of July 6, Massey called 911 to her home on Hoover Avenue in Springfield for a possible intruder. Two County sheriff’s deputies arrived.

She took a few minutes to open her front door before she let them inside. One of the officers asked for her identification . As she looked for her ID, the other officer, Sean Grayson asked her to turn off the stove where water was boiling.

As Massey picked up the pot of hot water to move it to the nearby sink, Grayson began to back away.

She asked, “Where are you going?”

“Away from the hot steaming water,” Grayson said with a chuckle.

“Away from my hot steaming water?” she asked. Then clearly sensing danger, she said “I rebuke you in the name of Jesus!”

Massey’s living room and kitchen were open, with an island separating the two rooms. There were no walls obstructing Grayson’s view.

Grayson immediately responded with f-bombs and swore to God: “I’ll fucking shoot you in your motherfucking face.”

“OK, I’m sorry,” Massey said as Grayson pulled out his service weapon while ordering her to drop the pot he gave her permission to move. She ducked to the floor with her hands up and was shot in the head.

Grayson’s partner radioed that shots were fired and verbalized his intent to get his medical kit to aid Massey’s wound and to try and stop the bleeding. “She done, she done…that’s a headshot,” Grayson told his partner. –“There’s nothing you can do, man.”

-FiredSean Grayson, 30, has been fired and is being held in jail without bail after a grand jury charged him on July 17 with first-degree murder, aggravated battery with a firearm, and official misconduct. The local police union has said it will not fight the firing.

Grayson was discharged from the Army due to “misconduct (serious offense),” He worked at six law enforcement agencies in Illinois since 2020. He was hired at all six departments after being charged with two DUI misdemeanor offenses.

Massey’s family has retained civil rights attorney Ben Crump.

Sonya’s death has resulted in calls for justice and police reform. Many are specifically calling for the passage of the George Floyd Justice in Policing Act. That law would seek to address the racial profiling and use of force that so often results in deadly police encounters for people of color.

The callous, inhumane racially charged assault on Massey was by all accounts, another “George Floyd Moment” in America. Floyd, a 46-year-old Black man , was murdered on the street in Minneapolis on May 25, 2020 for all the world to see, by a police officer’ who kept his knee on his for neck for nine minutes as Floyd lay handcuffed and lying face-down until he died.

Former Springfield Mayor Jim Langfelder said the fatal shooting of Sonya Massey set Springfield, Ill. back "100 years." That's a reference to the Springfield Race Riot of 1908 when a mob of about 5,000 White and European immigrants in Springfield, killed and wounded scores of African Americans, burned their homes and businesses to the ground and drove thousands of Blacks from the city. Springfield is the hometown of Abraham Lincoln.
