Mayor Warren Names Deputy Chief La’Ron Singletary as Permanent RPD Chief after National Search (Tuesday, April 9, 2019) -- Mayor Lovely A. Warren announced today that, after conducting a national search, she has selected Rochester Police Department Deputy Chief La’Ron Singletary to be the permanent chief of the Rochester Police Department. “La’Ron Singletary was born and raised in Rochester and has advanced through the ranks of the Rochester Police Department to distinguish himself among his peers at an international level,” said Mayor Warren. “I have no doubt he will be an outstanding chief of police. As our most recent crime statistics have demonstrated, community engagement saves lives. La’Ron’s expertise in this arena will be critically important as we continue our efforts to strengthen the partnerships between the community and the RPD.” “I’d like to thank Mayor Lovely Warren for selecting me and having the confidence in me to lead the men and women of the Rochester Police Department as the next Chief of Police,” said Deputy Chief Singletary. “Having been born and raised in the City of Rochester, being a graduate from the Rochester City School District, and having the familiarity with many in the community allows me the opportunity to hit the ground running. I will work hard to serve the men and women of the Rochester Police Department and the citizens of the City of Rochester to ensure we continue to provide a level of service that strengthens relationships, while continuing to focus on crime reduction.” Deputy Chief Singletary was selected from among more than 20 candidates who responded to a national search for the permanent chief. His appointment will be effective upon confirmation of the Rochester City Council. He would replace Interim Chief Mark Simmons, who has been in that role since September upon the retirement of former chief Michael Ciminelli. Simmons is expected to return to his former position as Deputy Chief of Administration.

On Sunday April 8, Memorial A.M.E. Zion Church, the oldest African-American church in Rochester and Monroe County, celebrated the opening of the Instructional Technology Lab, a new public access computer lab and learning center aimed at helping local residents gain critical technology skills, crucial to compete successfully in today’s highly digital world. Located adjacent to the church, the eight-seat computer lab will provide community members access to a technology curriculum to help bridge the digital divide that limits the upward mobility of people in low-income communities. “So many members of our community do not have the computer skills necessary to be considered for basic office jobs,” said Rev. Derrill A. Blue. Memorial A.M.E. Zion Church will partner with civic and community leaders in the 14608, 14611 and 14620 zip codes to identify, evaluate and help scale technology curriculum to meet the specific needs of residents. Beginning computer users will benefit from classes that teach basic skills, while more advanced attendees will learn to master specific programs, such as Excel, Word and PowerPoint, and other more advanced proficiencies.“We encourage all community members to stop by and talk to us about upcoming classes.” A computer lab manager will offer weekly programs and mentoring sessions from 4 to 6 p.m. on Mondays and Tuesdays. When not reserved for programs and workshops, the lab will be available for use by local residents and community groups in need of technology resources.

Tina Sanders and the No More Tears Group wants to send a special thanks to all the groups, families and individuals who were present as well as those who were unable to attend (but supported) the organization’s second year of Walking Against Violence. This year was mainly focused on the efforts of Dr. Martin Luther King Jr. who was killed on April 4th many years ago and all the struggles he experienced to get the community together. Hats off to all of the anti-violence groups such as the Buffalo FATHERS Group, Buffalo United Front, Stop the Violence Coalition, Mad Dads, Back to Basics, MVP, BILA, WAVE, Teens In Progress, Betty J. uffalo is in the grip of a gun violence epidemic. And like cities across the country, Black, Brown and Beige communities are being disproportionately impacted. We applaud the local organizations and groups which have formed to try to stem the tide - and wherever possible - eliminate gun violence. Just last week Tina Sanders and the No More Tears Group led a “United Against Violence Community Walk.” Among those who participated were the Buffalo FATHERS Group, Buffalo United Front, Stop the Violence Coalition, Mad Dads, Back to Basics, MVP, BILA, WAVE, Teens In Progress, Betty J. Grant and more. Our communities deserve the right to live free like any other community; free from stray bullets and young victims laying in the streets or innocents dying in their homes as a result of the madness (Condolences to the family of the latest victim, 12 year old Badraldeen “Badr” Mohamad Elwaseem who was killed April 6 by a stray bullet while sitting in his living room watching tv). While we understand and agree that more opportunities, building social capital, education, reducing housing and job disparities etc. (and not stricter policing) , may be helpful; equally, if not more important, is that we take a deeper look at the root causes of why our young men feel they have to pick up a gun and kill somebody to settle an issue. The most critical challenge we face as a community is saving our children and securing their future. To quote an African proverb: “Our children are our future. Our life after death.” Noted Pan-Afrikan lecturer Dr. Umar Johnson, a Doctor of Clinical Psychology and Certified School Psychologist who is considered an expert on the education and mental health of Afrikan and Afrikan-American children, spoke with The Challenger prior to his April 6th speech at St. Luke AME Zion church last Saturday. Following are excerpts from that interview during which he addressed the issue of gun violence among young Black men. “A lot of this violence is the rage against the reality under which our young people live and Black people in general,” began Dr. Umar. “Oppression creates violence by the oppressed against other oppressed people." “We are socialized to be conditioned to never even think about inflicting violence on our oppressor – it never even crosses our mind….we know who the source is but we’re socialized to let it out on each other because the only people we can hurt and get away with are other Black people…you’re not going to get away with hurting anyone else.” “The stress of oppression,” he continued, “ creates pain, and that negative energy is generated from carrying around all that pain: the pain of unemployment, pain of fatherlessness, pain of poverty, pain of hunger, pain of sex abuse etc. - all that negative energy is constantly looking for an expression. Energy cannot be destroyed it can only be transformed . That degree of negative energy inside of one’s body is extremely toxic and dangerous…so anyone who’s filled with pain is looking to release it at all times." “We also feel that by putting someone else in pain we’re going to feel better…it's not true but it's human nature to think that…..but that does not work in the spiritual world – the psychological world. That pain will still be there after you’ve hurt someone because you haven’t addressed the source of that pain which takes us to mental illness in the Black Community.

Black People Who Acquired Wealth During Era of Enslavement PART 2

*Samuel Wilcox was a highly successful Black businessman in Cincinnati. He went into business as a grocer in 1850, establishing a high-end grocery store of a scale never seen before in America. He sold only premium-quality goods, such as hams, dried fruit, sugar, and soaps. His customer base was largely affluent, upper crust members of society. He started business with $25,000 and made $100,000 to $140,000 in annual sales, which equates to around $4.2 million in today’s money. *James Forten an accomplished, Philadelphia-born, free Black man, was born September 2, 1766, and joined the Continental Navy at age 15. He survived capture by the British when they seized the Royal Louis, a vessel on which he was a crewman. After that ordeal, he undertook an apprenticeship as a sailmaker. He invented a sailmaking device that brought him great fortune. By the 1830s, his estimated worth was $100,000, which equates to roughly $2.5 million in today’s money. Forten became a leader in the Black community and advocated for the abolishment of slavery. He refused to do business with slave trade vessels, and he invested his money into antislavery initiatives. He also helped to enlist 2,500 Black volunteers to defend Philadelphia during the War of 1812.

Lori Lightfoot Becomes the 1st Black Woman and 1st Openly Gay Person Elected to Lead the City of Chicago In a historic election that saw two Black women competing to become mayor of the nation’s third-largest city, voters in Chicago last week chose Lori Lightfoot to become the first Black woman and the first openly gay person to lead the city as its mayor. Lightfoot, a former federal prosecutor and relative political newcomer, trounced her opponent, Toni Preckwinkle, president of the Cook County Board of Commissioners and chair of the county’s Democratic Party, by a margin of nearly 50 percentage points, the Washington Post reports. Lightfoot ran on a campaign of reform and said she would focus on bringing investments to the predominantly Black South and West sides of the city, reports the Associated Press. “We can and we will break this city’s endless cycle of corruption,” Lightfoot said during her victory speech, the Post reports. “And never again, never ever, allow politicians to profit from elected positions.” After a campaign marked with sharp barbs on both sides, Preckwinkle said she called Lightfoot Tuesday night to congratulate her. “While I may be disappointed I’m not disheartened. For one thing, this is clearly a historic night,” Preckwinkle told a crowd gathered in her South Side neighborhood, the Post reports. “Not long ago two African American women vying for this position would have been unthinkable. And while it may be true that we took two very different paths to get here, tonight is about the path forward.” Lightfoot will take the oath of office May 20.

Reparations have fast become a major platform for Democrats seeking the 2020 presidential nomination. Former Texas Rep. Beto O’Rourke joined that movement at the recent National Action Network convention when he said he’d support legislation for a slavery reparations commission if he were to win the White House next year. Senators Kamala Harris (DCalif.), Elizabeth Warren (DMass.), Bernie Sanders (D-Vt.), Cory Booker (D-NJ) and former Housing and Urban Development Secretary Julian Castro have also raised the topic of reparations in this early phase of their presidential campaigns. “Not only do I support it, but I have legislation that actually does it,” Booker said earlier this month during a Town Hall. “In fact, I’ve got the only legislation, I think, in the entire Congress that Columbia University says would virtually eliminate the racial wealth gap in our country,” Booker said of his so-called “Baby Bonds” proposal. Slavery and the Atlantic slave trade are among the most heinous crimes against humanity committed in the modern era, yet not one-time has the slave society in the Americas has paid reparations to former slaves or their descendants, notes historian, author and history professor Dr. Ana Lucia Araujo, who authored the groundbreaking 2017 book, “Reparations for Slavery and the Slave Trade: A Transnational and Comparative History.”

Los Angeles Gangs Reportedly Host Largest Peace Rally Since L.A Riots in Honor of Nipsey Hussle In the wake of the tragic loss of Ermias “Nipsey Hussle” Asghedom, rival Los Angeles gangs from Watts, Compton, Inglewood, and Los Angeles met last Thursday and Friday afternoon to honor the slain rapper with a call for peace in the streets. Together they marched from a local Crenshaw grocery store to Hussle’s Marathon clothing store where the rapper died March 31st. Authorities believe the shooting took place following a personal dispute between Hussle, and his alleged killer Eric Holder.The community march is meant to be the start of a larger effort for prolonged peace. TMZ reports there have not been this many gangs united for peace since 1992 — the same year the Los Angeles riots were sparked by police brutality against Rodney King.

The Racist Roots of Gynecology: Is the Black Woman’s Womb Safe?

Crystal Peoples-Stokes Presents Kidney Health Screening

The Office of New York State Assembly Majority Leader Crystal D. Peoples-Stokes will present a free community kidney health screening with the Kidney Foundation of WNY. The screening will take place at the Pratt-Willert Community Center on Saturday, April 13 from 10 a.m. - 4 p.m. “We’re grateful to Crystal Peoples-Stokes for raising awareness of kidney health and making this screening possible,” said Barbara Breckenridge, Director of Patient Services at the Kidney Foundation of WNY. “So many people in our community have kidney problems and don’t even know it.” The Centers for Disease Control estimate that one in seven American adults has kidney disease. A person can lose up to 90 percent of kidney function before noticing symptoms, and many people in the early stages of kidney disease are unaware. “Screenings like these can help people protect their kidney health,” said Breckenridge. Diabetes and high blood pressure are the leading causes of kidney disease. Other risk factors include heart disease, obesity, lupus, a family history of kidney disease, and high cholesterol. The National Institutes of Health report that African Americans, Hispanics, and American Indians are at high risk for developing kidney failure. The screening will include blood pressure and body mass index measurement and urine and blood glucose testing. Peoples-Stokes’ office has reached out to community partners to assist with the screening event. Supporters include Black Nurses Rock, UBMD, GBUAHN, Community Health Center of Buffalo. Wellness Tips •Drink half your body weight in ounces of water everyday. Drink between meals, and finish your fluids 2 hours before bed. •Check food labels for the word “hydrogenated” and eliminate all hydrogenated oils. Dressings, mayo, “butter spreads”, baked goods, cereals, pre-prepared, fried foods, and most restaurant foods usually have these. •Use coconut oil, ghee (clarified butter) for sautéing. Avoid heating olive oil and other oils – use them to flavor food after cooking. Choose oils high in monounsaturates and low in polyunsaturates. Avoid corn, canola and soy oils.

s Women’s History month has come to a close, I think it’s fitting to tell the story of 12 enslaved Black women; relatively unknown, but most deserving of our acknowledgement, honor, and deepest love. The truth is, nothing “Black” has been safe in America, not even the Black woman’s womb. J. Marion Sims is heralded as the Father of Modern Gynecology and has even been praised by his contemporaries as a humanitarian. Sims invented the speculum, which is still used today for dilation and gynecological examinations. He also developed the surgical technique to repair vesicovaginal fistula. Vesicovaginal fistula is a severe complication resulting from childbirth that causes frequent urination and constant pain. J. Marion Sims perfected the procedure, and many White women were relieved of their suffering due to Sim’s medical breakthrough. -How did he accomplish this?By experimenting on enslaved Black women. Harriet Washington, author of Medical Apartheid: The Dark History of Medical Experimentation on Black Americans from Colonial Times to the Present explains, “Sims is revered as a women’s benefactor, although he conducted years of nightmarishly painful and degrading experiments, without anesthesia or consent, on a group of slave women”. The reason anesthesia was not used was due to the mainstream belief that Black people did not feel pain like White people. Sims experimented on 12 enslaved Black women. We know the names of Kathleen three of those women; Lucy, Betsey and Anarcha. 18 -year old Lucy was the RICHARDSON first woman he experimented on. She had just given birth a few months prior and could not control her bladder. Brynn Holland explains, “Lucy endured an hour-long surgery, screaming and crying out in pain, as nearly a dozen other doctors watched.” The women were completely naked, positioned on their knees, bending on their elbows as their heads rested in their hands. Sims experimented on 17-year old Anarcha 30 times over a period of 4 years before he finally perfected the fistula surgeries. The torture, humiliation, and the physical, emotional, and spiritual trauma these women experienced is unfathomable. Today, women in the U.S die during or after pregnancy more than almost anywhere in the world, but Black women are three to four times more likely than White women to die from complications during pregnancy or childbirth. Black women have a higher incidence of developing fibroids. Black women have a greater chance of developing PCOS. Black women have higher rates of hysterectomies than White women. The Black woman’s womb is not safe in the hands of western modern medicine. It wasn’t in 1845 and it isn’t today. We must ask ourselves if the US healthcare system is a safe place for us to heal. The field of gynecology is rooted in racism. There is a documented history of Black woman being deemed worthless and being subject to subhuman treatment. There is a documented history of experimentation and torture. There is a history of sterilization. There is a history of devaluation. We must become our own healers. We must love, respect and trust ourselves enough to take complete control over our health and the health of our wombs. Given the right conditions, the body is able to heal itself. We have the power to create the conditions where our bodies can heal and experience complete wellness. We have the power to experience womb healing and wellness. We do not have to relive history again. As we heal ourselves, we heal our ancestors. As we heal, we heal Anarcha, Lucy, Betsey and the other nameless, faceless Black women whose wombs were not safe. As we heal, we heal our daughters, granddaughters and future generations of Black women. SEVEN FAITHFUL MARY’S On Saturday, April 13 at 5:30 p.m., seven phenomenal local African American women will tell the story of what happened on Golgotha Hill, located just outside of Jerusalem, when Yeshua the “Messiah” was murdered. The play, Seven Faithful Mary’s (the apostrophe is intentional), will be presented by Lincoln Memorial United Methodist Church, Spiritual Arts and Culture Ministry at 641 Masten Ave., located between Northland Ave. and Main Street, near Canisius College. Seven women named Mary were present to witness the tortured ending of the life of the historical figure known as Jesus today. HIS, Aramaic birth name was Yeshua a derivative of Yehoshua. What happened that day is told through the stream of consciousness of each woman separately. In that sense it is not a group event. It is an individual accounting of what happened to the Messiah and why they came to be faithful believers and followers. When all the men, but John left Him, the seven women stayed. On stage at Lincoln, the following sisters will portray the seven Mary’s: Marcia Noel Callendar (Mother Mary); Isabella Travis (Mary Magdalene); Robin Cott (Mary of Bethany); Rita Hubbard Robinson (Mary of Cleophas); Vonetta T. Rhodes-Osi (The Other Mary); Akua Kamau Harris (Mary Mother of John Mark); Venecia “Goodne$$” Green; (Mary Salome); Dyanne Johnson (Narrator) and music and choir arrangements director Janet Barnes. The 2019 scholarship program will provide the opportunity for individuals to receive funds that will go towards college and/or advanced training programs. “The Buffalo Urban League scholarships are an investment in the education of graduates from our community so that they are prepared to be economically self-sufficient through employment and/or as entrepreneurs. The deadline to file petitions to run for the Buffalo Board of Education was Tuesday, April 9 In order to run for a district office you had to file 500 signatures. This member filed almost 1,000 signatures nearly double the requirement. To run for the citywide at-large Board of Education position you needed to file 1,000 signatures. The district members have a three year term of office July 2019 – June 30, 2022. There have been a number of debates for the Board of Education candidates. On April 18 the Metropolitan Buffalo Alliance of Black School Educators will have a debate at 6 p.m. at the Merriweather Library. The big issue this year is equity and diversity. The push to focus resources on increasing diversity in the hiring and development of teachers is a priority in our beloved Buffalo schools. I firmly believe that children's exposure to diversity in staffing, administration and teaching leads to a respect for the multicultural world we live in. As Central District Board Member I have also focused my energy on creating Vocational and Technical Training so that all children graduate with a skill, job ready, college ready or employable. This is the new Education Bargain’s promise. Adult Education and the CCI program are a key to 100% of our children's pathways to the future. The work continues with the Buffalo Board of Education, and Governor Cuomo’s new Education Equity Formula, which will direct state funding equitably to the neediest schools with Special Education students and English Language Learners so all schools are excellent and fully staffed so children in every school are able to get a good quality public education that they deserve. In the coming weeks the School Board candidates will have to raise monies for literature, signs and mailings. We all need the communities support. “All Black people have a mental illness because of what we’ve been thru….the intergenerational Maafa (Black Holocaust of enslavement) – that pain of our ancestors is still with us…the pain of previous generations is still with us and then the pain that our own personal individual life experiences have brought is still with us…we keep all of that – so you have all of this pain from centuries…because you see we’ve never had a period of healing… Black people have been through the worst trauma in human history and never had a period of healing afterwards…We went straight from enslavement to Reconstruction…Jim Crow…Civil Rights…Black Power…Post Civil Rights… Bill Clinton etc. “ “It’s been 155 years since the end of formal slavery, legally sanctioned slavery …and we’re starting to see now, in my opinion, the AFTERSHOCK . All this that we see now in my opinion, is the delayed onset of post traumatic slavery disease.’” In mental illness the manifestation of a disorder is a delayed onset. “I believe what you see today 155 years after the end of slavery is the delayed onset of our post traumatic slavery disease.” As a people, he said, many of us are “ totally dysfunctional,” he continued, but we cannot tell because the two major symptoms of mental illness he explained is one, the inability to perceive ones reality appropriately/accurately and two, denial. In order to address the Black on Black violence there are a number of things we have to deal with, including what he called “economic castration” and poverty. The economic castration of the Black male is the reason why the gun is so attractive he stated. "So if you are a man and the definition of manhood is power…the ability to control circumstances and situations… and you’re looking for any way to exercise power to give yourself a sense of manhood, an attractive yet tragic way to compensate for powerlessness may be to take a life of another person…to be able to pick up a gun which gives you the power to end another human beings life. “That’s why the Black on Black homicide…the fractricide the self-inflcted extermination is so appealing to oppressed Black males, “ continued Dr. Umar The surge – that “high,” he said in the moment may make you feel powerful but like a sugar rush, “It’s a false high.” “That’s exactly what gun violence does to the psychology of the Black male – in the moment you took that life you feel powerful….I am a man….it takes you all the way up till you end up in jail, or even if you don’t get caught the reality that you just hurt another Black man in the same situation you’re in drops you down into a deeper depression than you were in already.” So what can we do as a community? When it comes to Black men and fratricide said Dr. Umar, “The message is clear. America isn't going to do anything to reverse the tide of Black on Black genocide because America created it …With that being said, the Black community –which is a $2 trillion community, is going to have to create economic opportunities for our men ourselves…we have the economics …the money to be able to do that… Black people have to redirect their spending habits and that’s the problem, because oppressed people, people with low self-esteem mostly spend their money to make themselves feel better about who they are,.. so many Black people’s spending habits are a symptom of our post traumatic slavery disease. So until we recreate our economic priorities we won’t be able to save the Black male.” Additionally, we have to deal with the mental illness, he said and made it clear that he was not suggesting going to psychologists and psychiatrists for pills, warning “the same people who created your problems cannot solve them.” For starters he said we need to create among ourselves safe spaces that are confidential where Black people can talk because we have so few places we can go to let out the pain. “ We need to share. The mental illness is significant…there's nothing you can do without

addressing the pain. “So economics is one aspect, emotions is another aspect and thirdly, we have to fight back against the machine because White supremacy is constantly coming up with new strategies and new techniques to improve upon its marginalization of Black men and Black women for that matter …we have so many different groups of people in trouble” he said, referring specifically to our children pointing out the high rate of incarceration among Black women and the large numbers of homeless teens and black youth who have never been shown any love…and all they have is nothing but hurt. “The pain is so strong, that even the band aids are being Dr. Umar torn off and if the Black community doesn’t start creating our own solutions ourselves, our children will turn on us, they will purge us," he concluded, because they would have lost all respect for us. Dr. Umar Johnson is a Doctor of Clinical Psychology and Certified School Psychologist who is considered an expert on the education and mental health of Afrikan and Afrikan-American children. He is author of the book "Psycho-Academic Holocaust: The Special Education and ADHD Wars Against Black Boys." He is currently working on building his new school, The Frederick Douglass & Marcus Garvey (FDMG) International Leadership Academy, America's first residential academy for Black boys founded upon the principles of Pan-Afrikanism and International Economics. Your mother, sister, niece, cousin makes a valuable contribution to your family and community and so a voice should be represented in local government that has had similar experiences as she has. If that’s not convincing enough please note these six additional reasons to vote in the June 25th primary election: 1. The Conversation Changes: Women issues are discussed and legislation is passed regarding childcare, domestic violence, women's health, etc. 2. We Hear You: Numerous studies have found that female state and local officials... are more responsive to constituents, more approachable, more trusted, and more committed to community relations than their male colleagues" -from the book Political Women and American Democracy 3. 19th Amendment: Women gained the right to vote after it passed Congress on June 4, 1919, and was ratified on August 18, 1920. 4. For the Culture: Young, Black girls need to see examples of women in a variety of occupations and leadership roles so they can aspire to dream bigger! 5. Pathways: Rosa sat so Martin could walk so Barack could run.... In the same manner, the reality of a future female President is less likely to happen when voters don't even see a local female politician. 6. Qualified: Women perform just as good as men when they get in office even though they're less likely to run. Keep My Job at Northland, or Resign to Run for Office? By Duncan Kirwood That was the choice I was given several weeks ago. Northland is made up of lots of great partnerships, so even though I spent all of my work time at Northland, I technically worked for the Buffalo Urban League. The model allows for all of the students at Northland to seamlessly access the wrap around supports of each of the partner agencies. In any case, I was informed that the National Urban League has a policy that employees and volunteers cannot be candidates for public office. So I had a choice to make, and after speaking and praying with my wife, we decided that we would run for Erie County Legislature and resign from my position at Northland. The issues that we face here in Erie County are just too important, and I believe I can make a difference here in our community. I’m not going to lie, it was a hard decision. I am a husband and father and provider. So I had some fear about leaping out there, but thankfully the first thing my wife said was “we are going to have to walk by faith, because this is your purpose”. Erie County is one of the least diverse government agencies in all of NY state. We need more diversity in every department of Erie County’s government from social services to the holding center. We need more minority and women owned businesses doing business with Erie County. We need more access to children services, and senior services. The County needs to lead the effort to protect our neighborhoods from gentrification and displacement not serve as the catalyst of it. 80% of people who go to the Erie County Holding Center end up back in within a year, we need programs and support to help people get their life back on track. We need to bring back the child care subsidy for mothers in job training or educational programs. We have a massive lead poising issue in our community and it’s the County’s job to fix it. We have so much work to do, I am laying it all on the line to try to create change. This is bigger than politics. Please continue to support the great work going on at Northland, and at the Urban League I have nothing but great things to say about the staff at both agencies and their incredible leadership.

Construction Firm to be Sentenced For Faking Use of Minority Subcontractor Nichter Construction, a Lancaster construction company, admitted to submitting fake documents that claimed it hired a minority-owned subcontractor for work on a state funded project. According to the Erie County District Attorney’s office, Nichter filed documents with the state falsely claiming it subcontracted with McClendon Asphalt Paving of Niagara Falls for work at the Buffalo Psyschiatric Center. The contract was approximately $350,000 and McClendon, who performed no work at all, was supposed to be paid afee for the use of its identity as a minority firm. The owner of the minority firm was sentenced to a conditional discharge in the scam. Nichter is scheduled to appear in court April 30 where it faces a maximum fine of $10,000.
