ROCHESTER COVID-19 UPDATE

There have been 68 total cases of COVID-19 in Rochester to date and Of the 68 confirmed cases, 11 people are hospitalized, 6 of the 11 patients are in ICU (as of March 22). However that number is believed by officials to be much higher and many of those persons infected could be in their 20s and 30s.There are 740,000 people in Monroe County. At a press conference last week the county public health commissioner admitted that the official numbers were not truly representative of what is going on. Testing has reportedly picked up.

Beautifully Made! The Beautifully Made Mother and Daughter Tea Time event brought together an intimate group of 32 mother daughters in the Rochester area. The personal growth sessions included relationship building, communication and coping mechanisms. The young women, age 10-14 years old, were engaged and the mothers were receptive. Although not mandatory, tea party attire was encouraged. Congratulations ladies! You are definitely Beautifully Made.

Project SSAFE: Servicing the Needs of Young Adults Children Awaiting Parents (CAP) is a nearly 50-year-old organization that has advocated for, and matched children in foster care with a forever family, successfully assisting over 8,000 families since 1972. Now in 2020, Executive Director Lauri McKnight and her team continue to work diligently to help youth overcome the long wait in foster care and find that permanent family. CAP became a licensed adoption agency in 2017, named after Hon. Judge Donald J. Corbett who helped make it possible for the agency to assist families through the entire adoption process. The agency now accepts youth from any state to be placed with local families. In the past year, CAP has provided permanent homes for more than a dozen children, and more are currently in process. CAP is currently seeking to become licensed for foster care and is developing new services for the Rochester community. In our local region—as is happening throughout the country—a large number of young adults are aging out of the foster care system at age 18-21 without a family support system or permanent resources. They are rapidly becoming homeless, unemployed, incarcerated, and more. In response to this difficult situation, CAP is preparing to launch a pilot program called SSAFE — Social Support for Advancing Future Endeavors—which connects referred or self-referred youth who age out of foster care without any support with a caring volunteer mentor. CAP is recruiting in the faith-based community for such efforts. Project SSAFE will also assist with servicing the needs of young adults. CAP is planning to host an informational meeting in April for interested SSAFE volunteers or community members. Kiva Rochester Expands Loan Access to Support Small Businesses During COVID-19 Outbreak Mayor Lovely A. Warren has announced that the Kiva Rochester crowdfunding program is expanding access to interest-free loans to help local small businesses weather the economic downturn triggered by the COVID-19 outbreak. In an effort to expand access to emergency working capital, Kiva Rochester has made the following changes: • Larger loans: The maximum loan amount has increased to $15,000 from $10,000; • Expanded eligibility: Some financial requirements have been waived to give more entrepreneurs access to Kiva loans; • Grace period: New borrowers do not have to begin repaying their loans for six months. Kiva provides crowdfunded business loans of $1,000 to $15,000 at 0 percent interest and no fees. The Kiva Rochester team helps Rochester entrepreneurs navigate the application process with Kiva Microfunds, an international nonprofit stationed in San Francisco. There is no minimum credit score, cash flows, collaterals or years in business required to access a Kiva Rochester loan.

With a Confirmed Outbreak at the Erie County Holding Center, Legislator Johnson Asks District Attorney to Consider Proactive Release of Non-Violent Detainees

The Coronaviruswill be the topic of discussion on "The Truth and Nothing But The Truth" talk show hosted by Samuel A. Herbert. The show will air on Saturday, March 28 from 1:302 p.m. on WUFO Power 96.5. Tune in every last Saturday of the month.

Erie County Legislator Howard Johnson has submitted a letter to Erie County District Attorney John Flynn asking him to consider recommending the release of non-dangerous prisoners from custody without a bail application being filed by their legal counsel in order to help stop the spread of COVID-19 and help reduce risk for all residents of our community. It was recently reported that the District Attorney’s Office is allowing defendants who are being held pretrial to submit a bail application. These applications are reviewed by the District Attorney’s Office on a case by case basis. If the applications are approved, the detainees are released. If the application is denied by the DA, detainees can ask that a judge hears Leg. Johnson their case. “I applaud the District Attorney for taking these steps,” said Erie County Legislator Howard Johnson. “At the same time, I am urging you to consider further protective measures to help reduce the risk to detainees, who have not been convicted of any crime, and staff alike in the Sheriff’s Jail Management Division. I do not make this suggestion lightly; as a crime victim myself, I know all too well the fears and concerns that crime victims have about their perpetrators. However due to the serious risks and nature of COVID-19, it seems reasonable that additional proactive steps can be taken for non-dangerous detainees.” Media reports have indicated that two Deputy Officers in the Erie County Sheriff’s Office, Division of Jail Management have tested positive for COVID-19 and 13-14 deputies at the Holding Center were directed to remain at home because they had close contact with that deputy. Meanwhile, two inmates who were in contact with the deputy have been placed in a unit with eight other inmates who either have reported Covid-19 symptoms or need to be monitored and visits to inmates from out-siders have been halted. In a related development, responding to the COVID-19 crisis, the Eighth Judicial District has adjourned or postponed all criminal court matters and traffic cases for 45 days for all courts in Western New York.

(MBAWNY) Mr. Gibson is an attorney at Lippes Mathias Wexler Friedman LLP. DR. WESLEY HICKS JR. Dr. Wesley Hicks Jr. has been named a Weill Cornell Distinguished Alumnus. Dr. Hicks, chair of the Department of Head & Neck/Plastic & Reconstructive Surgery at Roswell Park Comprehensive Cancer Center, was recognized for his contributions to patient care. He is only the third alumnus to receive this award from Weill Cornell. Dr. Hicks has been on the staff at Roswell Park since 1991, serving as chair of his department since 2011. TERRY ALFORD. Terry Alford has been hired as Executive Director of the Michigan Street African American Heritage Corridor Commission. He will be responsible for leading the effort to create a unified master plan that will maximize the opportunity of this unique destination that includes the Michigan Street Baptist Church, the Nash House Museum, the Colored Musicians Club and WUFO’s Black History Collective among other important assets. A professional search firm was used to fill the newly created position.

The number of positive COVID-19 cases in Erie County to date now totals 96. Most, if not all, of the cases confirmed in the county in the last few days were transmitted by community spread and not by those who traveled out of the area, said Erie County Health Commissioner Dr. Gale Burstein, who pointed out that many of the cases involve individuals in their 20s, 30s and 40s.

Local Lawmakers Call on Trump to Activate Defense Production Act Congressman Brian Higgins (NY-26), New York State Assembly Majority Leader Crystal Peoples-Stokes, and New York State Senator Tim Kennedy are asking President Trump to immediately begin national coordination of emergency supply production, authorized under the Defense Production Act. New York State is home to 50% of the total confirmed COVID-19 cases in the United States. Trump signed the Defense Production Act Executive Order on March 18, 2020, but has yet to actually direct companies to produce emergency supplies. The President’s order also, allows for the U.S. Department of Health and Human Services to implement voluntary agreements with private industry, but did not specify the authority to provide financial incentives to companies producing the supplies. Higgins, Peoples-Stokes and Kennedy say the federal government must act now to deliver critical resources to Western New York and communities across the country. They have been in touch with local hospitals and emergency responders in urgent need of help.

Police Officers Test Positive For Coronavirus It has been reported that two Buffalo police officers in the Ferry-Fillmore District have tested positive for COVID- 19 .A third officer from that district is also showing symptoms and has been tested, but the results are not yet reported. The three officers are younger and all males. The officers who have the novel coronavirus are now off duty.

Remembering Dr. King Martin Luther King, Jr. was assassinated in Memphis, Tennessee, on April 4, 1968, an event that sent shock waves reverberating around the world. A Baptist minister and founder of the Southern Christian Leadership Conference (SCLC), King had led the civil rights movement since the mid1950s, using a combination of impassioned speeches and nonviolent protests to fight segregation and achieve significant civil rights advances for African Americans. Spring: A Time for Caring for Your Liver

n the spring equinox occurring March 2021 day and night are equal in length. Spring is a time of new beginnings, fertility, conceiving ideas, and laying the groundwork for things to come. The health of the liver is reflected in our eyes and nails. Blurred vision, bloodshot eyes, yellow sclera, ridged, soft or brittle nails each communicate the livers condition. The flavor associated with the liver is sour – a little sour food improves liver function while too much can damage. Trump Pushes Malaria Medications, Despite Caution From Doctors President Trump continued to push two traditional malaria medications, chloroquine and hydroxychloroquine, in combination with a common antibiotic, azithromycin, as a treatment for Covid-19, the disease caused by the coronavirus, despite caution by the government’s top doctors. Dr. Anthony Fauci, director of the National Institute of Allergy and Infectious Diseases, who has appeared frequently at the president’s side at coronavirus briefings, was not present for Mr. Trump’s latest briefing. Mr. Trump has been frustrated in recent days by some of Mr. Fauci’s public commentary contradicting his remarks. Mr. Trump said that 10,000 units of chloroquine would be distributed in New York City. Dr. Fauci and others have said that its effectiveness remains highly uncertain. In fact, Banner Health, a hospital system in Arizona, reported on Monday that a man died and his wife was in stable condition after the couple self-medicated with a formulation of chloroquine phosphate that is used to clean fish tanks.But Mr. Trump’s enthusiasm is undimmed. “It would be a gift from God,” Mr. Trump said. “It’s something we have to try.” (NYT)

REMEMBERING DR. KING continued from page 3 ed, designated April 7, 1968, as a national day of mourning. The following day, King's widow, Coretta Scott King, went to Memphis and led the striking sanitation workers in a peaceful march. On April 8, a funeral for King was held at the Ebenezer Baptist Church in Atlanta. Among those in attendance was former first lady Jacqueline Kennedy and Vice President Hubert Humphrey. Tens of thousands of mourners lined the streets of Atlanta to watch King's casket being carried by two mules to Morehouse College, King's alma mater, for a public memorial service. A week later, the Memphis sanitation strike ended when the city council agreed to boost the workers' wages and improve working conditions. James Earl Ray, a 40-year-old convicted robber and prison escapee, was identified as King's killer. However the family is unanimous on one key point: They do not believe James Earl Ray killed Martin Luther King. For the King family and others in the civil rights movement, the FBI’s obsession with King in the years leading up to his slaying in Memphis that April day — pervasive surveillance, a malicious disinformation campaign and open denunciations by FBI director J. Edgar Hoover — laid the groundwork for their belief that he was the target of a plot. Until her own death in 2006, Coretta Scott King, who endured the FBI’s campaign to discredit her husband, was open in her belief that a conspiracy led to the assassination. Her family filed a civil suit in 1999 to force more information into the public eye, and a Memphis jury ruled that the local, state and federal governments were liable for King’s death. A Staggering Number Of Republicans Think The Media Is Exaggerating COVID-19 CNN reports that more than 3 in 4 Republicans believe the media has exaggerated the risk posed by the coronavirus, with more than half of them (53%) suggesting that the press has “greatly” exaggerated the dangers posed by the virus. That’s according to a new Pew Research Center national poll despite some projections that suggest hundreds of thousands of people could die before a vaccine is developed .

About 40 young people had been gathering for ten weeks at the Gloria J. Parks Community Center on Main Street to share with each other their original rap, rhythms, songs, and dance. The work was leading to a third annual Can You Hear Me Now? showcase performance on March 24 . at the Burchfield Penney Arts Center auditorium. But because of the Coronovarius health crisis, that never happened. Gloria Parks Community Center Associate Director Michael A. Tritto Jr. said the they hope to record a video at Burchfield Penney with the students and distribute it. Their creativity, despite the perfomance’s cancellation, is alive, well and relevant. Can You Hear Me Now? is an open mic program that meets Tuesday evenings and Saturday afternoons to empower young performers to transition from performing covers of commercial songs to developing original poetry, rap, and movement. These young people come from public and charter schools around Buffalo. Although there are a few small venues that have opened in recent years that occasionally accommodate youth under 21 for open mics, there are very few spaces where

The program was developed by the owner of Leadline LLC, Solomon Dixon, an award-winning local spoken word artist, hip hop dancer, and teacher, and Da’Von McCune, rap artist and owner of D Real McCoy Entertainment. Together with Ashley Watson, a Marriage and Family Counselor, and owner of # Real Talk, a social emotional curriculum for youth, and Michael Tritto, the Associate Director at Gloria J. Parks Community Center, this adult team creates a safe space for youth to enjoy each other’s company, while challenging themselves to express what really matters to them. But this is not a therapeutic retreat. This is an artistic laboratory

and youth café wrapped into one. The teens overcome the cold weather and long mass transit commutes from school to the community center, because presenting their truth and their talent is heady stuff. The youth are keyed up with enthusiasm having completed auditions to make the showcase. The performers who make the cut will be paid from the proceeds for the performance, to get a taste of being treated as professionals. The artistic team challenges these young people to hone their skills in public relations to learn how to produce their own public performance. This event is produced by the University District Community Development Association (UDCDA), a nonprofit agency offering youth, senior citizen, and adult programs at the Gloria J. Parks Community Center, 3242 Main Street and community and housing development services at 995 Kensington Avenue. This program is funded by generous grants from the Erie County Youth Bureau and the First Niagara Foundation. Burchfield Penney Arts Center was a co-sponsor of the showcase event . Universal African Black Cross Nurses COVID-19 Report

W

hat can you do? If you are returning from a long distance trip, specifically from out of country, or if you are concerned that you may be at risk from Covid-19, the Black Cross recommends these procedures. Maintain proper hygiene like hand washing, covering coughs etc. Take your temperature with a thermometer two times a day, (morning and night). Try to record your readings in a temperature log. Monitor changes, temperatures of 100.4°F/38°C or higher mean at the very least, you have a fever. Watch for excessive coughing, shortness of breath or difficulty breathing. There has been much misinformation about symptoms and treatments circulating on social media. Due to the fact that COVID-19 attacks your respiratory system it has been misdiagnosed as an upper-respiratory infection, when in fact it is not. So, holding your breath for 10 seconds will not indicate whether or not you have the virus, it may trigger excessive coughing or shortness of breath, which are red flags and should be added to your log. Misinformation will do no more than further the spread of this disease. Please be mindful to not dismiss this as "just like the flu." it is different in many ways. Some of the biggest differences are in transmission, severity, hospitalization times, infection rates and death rates. Let's take a look at some numbers. In transmission, for example COVID-19 patients infect 2-2.5 additional people, the Flu infects 1.3 people. Severity of symptoms vary, around 80% of those infected will have mild to moderate symptoms or none at all. However, with asymptomatic transmission, you can still spread the disease even though you fall into the 80% of people who do not experience any symptoms. The recommended COVID-19 quarantine time is 14 days with the average hospital stay of 11 days. Recovery time for influenza is 5-6 days. Each Flu season around 8.3% of the population are infected, the projection for COVID-19 is 80%. Lastly, the death rate. Worldwide, around 300,000 to 650,000 people die from flu each year. That is a rate of 1 person per thousand infected (.1%). COVID-19 is currently estimated to kill at least 10 people per thousand infected (1%). Let us not just hope they are wrong, but let us work to keep from proving them right. Another and much more ominous effect of this misinformation is the in-community hysteria. People wanting to be rebellious with no reasoning or forethought behind their words and actions in a time when everyone is trying to remain calm. Those among us who are not preparing people but are scaring people are not improving our situation. If we cannot plan for ourselves, believe someone else will be planning for us. Out of Sight/Out of Mind: We Must Not Forget About Our Incarcerated Brothers and Sisters During the COVID-19 Crisis

F

or almost 15 years as the founder and director of PRISONERS ARE PEOPLE TOO, I have tried to make it clear that prisoners are human beings just like you and me. Our organization’s motto says, “To deny their humanity, is to deny your own.” As simple as that sounds, I have found myself arguing with people who see themselves separate from the more than two million people in this country whose lived experience is behind prison walls. Covid-19 has made it clear that we are all in the midst of this pandemic together. The title of this article describes how most people have dealt with the presence of prisoners who live in the jails and prisons in our communities. I have read at least 10 news items in the last two weeks which have highlighted the coronavirus and its impact or possible impact on prisons and prisoners. This is something for all of us to consider. First, what are the conditions in prison and how likely are prisoners to be in a position to carry out the recommendations of the CDC (Center for Disease Control)? These facilities are not the most sanitary. Prisons are not hospitals. Prisoners sometimes have to deal with broken sinks, lack of soap, overcrowding and some staff members who are not shy about displaying their racial bias. Mass incarceration means that there are many people going in and coming out of these places of confinement every day. Prisoners, staff, and visitors could easily take the virus in or bring it out to the larger community.

Second, it has been suggested that prisons and jails should consider downsizing. Reducing the population inside means that social distancing is possible. This has worked with some prisons and jails around the country and outside of this country that have released some prisoners who do not pose a public safety concern, some convicted of minor crimes, some low risk elderly, and some being held who have not yet been convicted. Also, there are some with serious health conditions who deserve compassionate release. Once released, these people need food, clothing, and shelter. Some need immediate medical and mental care. If this prisoner has no family, who in society takes care of the issues that come with a prisoner’s release? This leads us to the third consideration. There is no more inside and outside. We are all people... human beings connected. The prisoner may be out of sight, but he can’t be out of mind. Ultimately, his well-being depends on you. Whether it’s your tax dollars or your moral convictions or your vote. This pandemic has put the national election on the back burner for the time being. This distraction has taken us away from what happens next, in terms of who will lead this country. Criminal justice reform should be on the front burner. When thinking of the most vulnerable in our society, prisoners should be on that list. The monthly meetings for PRISONERS ARE PEOLE TOO have been suspended until further notice. COVID -19 Is Not Just A Health Emergency By Margaret Kimberley

T

he COVID-19 corona virus is a newly discovered disease which killed thousands of people in China, its country of origin. Like every other communicable disease in history it has spread all over the world and is officially a pandemic. Questions about treatment and prevention are valid but media attention has allowed other crises to be covered up. This collusion helps the aggressors and thieves around the world act without fear of repercussion. Donald Trump is continuing the ignoble American tradition of helping foreign proxies who face some difficulty when their plots go awry. In this case the United States and the United Kingdom both sent more troops to Yemen in recent days. They did so to help the failing Saudi Arabian intervention there. The war on Yemen has been a disaster for that country’s people as they face bombing and starvation. But the fragility of the Saudi kingdom is on full display and the U.S. is helping a partner in crime stay afloat. Once again Congress abrogated its responsibility and gave a president a free pass to escalate a foreign crisis. Nancy Pelosi, Trump’s putative opposition, has said nothing about this latest effort to assist an ally in an act of aggression. None of the remaining Democratic presidential candidates has said anything either. The public haven’t responded because the corporate media doesn’t tell them that these troop deployments ever take place. Of course the big news story is the continuing spread of COVID-19, the ineffectual government response to the medical emergency, and the need for Americans to save themselves by stripping supermarkets bare of food and other essentials. The COVID-19 news story is legitimate, but using it to avoid covering Trump’s dangerous escalations certainly is not. Nor is it a reason to hide the financial crisis that has been brewing for some time. The Federal Reserve recently threw Wall Street a $1.5 trillion life line which only kicked the can down the road. The can has been kicked ever since the Great Recession of 2008. Every bubble has burst but the shell game goes on and good money is thrown after bad. Of course any discussion of bailing out the people is belittled and dismissed. The banks who created the crisis get more and more public funds. The economy was already on the brink. If the market does well it is because corporations are buying back their own stock. News of jobs growth is meaningless because low wages are the rule rather than the exception. Like foreign policy this repo market has flown under the radar and most people have no idea that the outlook is so grim. Not only are U.S. troops in Yemen, but Trump is escalating a crisis of his own making in Iraq. The Iraqi parliament unanimously voted for the U.S. to leave after Trump ordered the assassination of Iranian general Qassem Soleimani in Baghdad. The American response was the diplomatic equivalent of a middle finger. Secretary of State Pompeo told the Iraqis that the U.S. is a “force for good” and has no intention of leaving. Instead of de-escalating the U.S. placed missile batteries in Iraq and continues saber rattling against Iran. The fantasy of reContinued Page 15

The plan of financing includes the issuance of $46,531,300 aggregate principal amount of bonds of the County and any bond anticipation notes issued in anticipation of the sale of such bonds to finance a portion of said appropriation, the levy and collection of taxes on all the taxable real property in the County to pay the principal of and interest on said

bonds and notes, and the expenditure of $19,338,980 in State and Federal aid expected to be received in the respective amounts set forth in column E of the attached schedule and $10,834,503 in other local resources expected to be received in the respective amounts set forth in column F of the attached schedule towards the cost of the applicable objects or purposes or the redemption of any bonds and notes issued therefor or to be budgeted as an offset to the taxes for the repayment of the principal of and interest on said bonds and notes. Section 2.Bonds of the County in the respective principal amounts set forth in column D of the attached schedule are hereby authorized to be issued pursuant to the provisions of the Local Finance Law, constituting Chapter 33-a of the Consolidated Laws of the State of New York (herein called the “Law”) to finance said appropriation. Section 3. The respective periods of probable usefulness for said specific objects or purposes, classes of objects or purposes and combinations of objects or purposes for which said $46,531,300 bonds herein authorized are to be issued, within the limitations of §11.00 a. of the Law, is set forth in column G of the attached schedule. Section 4.The County intends to finance, and the Comptroller of the County is hereby authorized to advance such amounts as are necessary to pay the costs of the respective specific objects or purposes, classes of objects or purposes and combinations of objects or purposes described in Section 1 hereof, prior to the issuance of the bonds or bond anticipation notes herein authorized, out of any available funds of the County on an interim basis, which respective amounts are reasonably expected to be reimbursed with the proceeds of debt to be incurred by the County pursuant to this Resolution, in the respective maximum amounts of bonds herein authorized. This Resolution is a declaration of official intent adopted pursuant to the requirements of Treasury Regulation Section 1.150-2. Section 5.Subject to the provisions of this Resolution and of the Law, and pursuant to the provisions of §21.00 relative to the issuance of bonds having substantially level or declining annual debt service, §30.00 relative to the authorization of the issuance of bond anticipation notes or the renewals thereof, and of §§50.00, 56.00 to 60.00 and 168.00 of said Law, the powers and duties of the County Legislature relative to authorizing the issuance of any notes in anticipation of the sale of the respective amounts of bonds herein authorized, or the renewals thereof, relative to providing for substantially level or declining annual debt service, relative to prescribing the terms, form and contents and as to the sale and issuance of the respective amounts of bonds herein authorized, and of any notes is-

sued in anticipation of the sale of said bonds or the renewals of said notes, and relative to executing agreements for credit enhancement, are hereby delegated to the Comptroller of the County, as the chief fiscal officer of the County. Section 6. Each of the bonds authorized by this Resolution and any bond anticipation notes issued in anticipation of the sale thereof shall contain the recital of validity prescribed by §52.00 of said Local Finance Law and said bonds and any notes issued in anticipation of said bonds shall be general obligations of the County of Erie, payable as to both principal and interest by general tax upon all the taxable real property within the County. The faith and credit of the County are hereby irrevocably pledged to the punctual payment of the principal of and interest on said bonds and any notes issued in anticipation of the sale of said bonds or the renewals of said notes, and provision shall be made annually in the budgets of the County by appropriation for (a) the amortization and redemption of the notes and bonds to mature in such year and (b) the payment of interest to be due and payable in such year. Section 7.The validity of the bonds authorized by this Resolution and of any notes issued in anticipation of the sale of said bonds, may be contested only if: (a) such obligations are authorized for an object or purpose for which the County is not authorized to expend money, or (b) the provisions of law which should be complied with at the date of the publication of this Resolution are not substantially complied with, and an action, suit or proceeding contesting such validity, is commenced within twenty days after the date of such publication, or (c) such obligations are authorized in violation of the provisions of the Constitution. COVID-19 MORE THAN JUST A HEALTH CRISIS continued from page 11 gime change against Iran is ever present and any resistance to the U.S. presence in Iraq is blamed on Iran, the true target of all U.S. plotting. But the potential disaster is also off limits in corporate media and on the presidential campaign trail. The same people who tell us that Trump is a liar and an idiot give him a free hand to start what could become a disastrous hot war. They have also failed to ask good questions about the handling of the medical crisis. Thousands of symptomatic people go untested in a supposedly “advanced” country. There is no discussion about the nature of the American economy which makes its people so vulnerable in emergencies. While we are still told that “socialism doesn’t work” China and Cuba send medical teams all over the world. Meanwhile the implications of closing schools and businesses is not discussed. Will millions of people be out of work after their employers learn to do business without them? Will the charter school lobby force children into remote learning classrooms? The same question can be asked of colleges and universities. Will distance learning become the default position of institutions which rely on poorly paid adjuncts? COVID-19 is not just a health emergency. It has exposed the causes of inequality and suffering in this country. Foreign policy is shunted to the side and the threats to peace created by the U.S. go unexamined. Such is life in the failed American state. Preservation Buffalo Launching Historic Home Loan Fund Program This spring Preservation Buffalo Niagara will launch our Historic Home Loan Fund Program, generously funded by the 1772 Foundation and the Estate of Paul Maine. “The protection and restoration of our region's historic homes and neighborhoods are an important part of Preservation Buffalo Niagara’s mission.” explains Jessie Fisher, Executive Director of Preservation Buffalo Niagara. “The expenses related to such restoration sometimes discourages lower income homeowners from taking care of home restoration projects promptly, which can cause further expense or loss of historic fabric, and may also discourage neighborhoods from seeking local historic district status over concerns regarding regulations. This program will assist low income homeowners with historic properties to ensure that all of our neighborhoods are able to access the benefits of historic preservation.” Major funding for this program was provided by the 1772 Foundation, a foundation that supports revolving loan funds across the country. Homeowners of historic houses within the City of Buffalo are invited to apply for up to $10000 in loan funding at 3% interest for exterior restoration projects such as porch, roof, siding and window repairs, code compliance issues, accessibility modifications, and repairs to any other exterior character defining features. This funding is intended specifically for homeowners who intend to remain in their homes for at least five years who make up to 112% of the Area Income Limits for Low Income Families as defined by New York State Affordable Housing Corporation. Further, the home must be owner-occupied, within a local historic district or individually landmarked, and with work to be performed consistent with the Secretary of the Interior’s Standards for Rehabilitation. PBN staff will assist homeowners in getting an appropriate scope of work and hiring contractors.
