Mayor Warren Launches Office of Neighborhood Safety to Coordinate Community Violence Reduction Efforts
M
ayor Lovely A. Warren and City Council Vice President Willie Lightfoot announced that the City has built the framework for an Office of Neighborhood Safety to coordinate the missions of civilian violence reduction organizations to give the community a greater role public safety with a unified Mayor Warren and City Council Vice President Willie Lightfoot strategy. “This new City office will put the job of neighborhood safety and violence reduction where it belongs, in the hands of the community,” said Mayor Warren. “The Office of Neighborhood Safety gives us the tool we need to place the citizens of Rochester at the forefront of our mission to cultivate safer and more vibrant neighborhoods, which is a critical component of the Equity and Recovery Agenda and our efforts to create more jobs and better educational opportunities.” “Violence in Rochester is a public health crisis that requires a community response that is both comprehensive and focused,” said Vice President Lightfoot, who is also chair of the Council’s Public Safety, Recreation and Human Services Committee. " The framework released Tuesday would create an Office of Neighborhood Safety (ONS) in the Department of Recreation and Human Services. The mission of the Office is to foster a “whole city approach to reducing violence” by serving as central hub to coordinate the development of a communitywide Violence Reduction Strategy that would guide public and private sector investments in social programs, including those administered Pathways to Peace; the ROC Against Gun Violence Coalition; and the Youth Advocate Program. With a goal to include the ONS in the City’s forthcoming 2021-22 budget, Mayor Warren unveiled an action plan to hire an ONS Coordinator in May and in July convene a Violence Prevention Summit of community organizations to develop a violence reduction strategies. A Request for Proposals will be issued in January seeking proposals from community organizations. The Violence Prevention Summit would reconvene in July 2022 to assess the effectiveness of the strategy and offer improvements. The ONS would also oversee the Mayor’s Peacemaker Fellowship, which would identify city residents with a high likelihood of becoming victims of gun violence and enroll them as Fellows in a rigorous personal development program that includes mentorships, peer-to-peer learning to achieve education, career and other life goals. The proposals to create the ONS and establish the Peacemaker Fellowship are among the initiatives included in Mayor Warren’s Equity and Recovery Agenda (ERA), a comprehensive strategy unveiled in January to propel *Saturdays Public Market Rochester’s post-pandemic 6 a.m. - 3 p.m. Saturday recovery by recognizing and *Thursdays International Market reversing effects of historic 7 a.m. - 1 p.m. and Sundays racism and institutional inequality.

Buffalo Bills 2021 NFL Draft Review Buffalo Bills general Manager Brandon Beane had an uneventful draft due to the fact that it was a “needs draft” instead of “going for the best player available draft. “It was quite obvious that Beane had to start making up for the poor decision of letting Shaq Lawson and Jordan Philips go the previous year. The Bills defense has not been the same without them. How much longer will Mario Addison be on the team? One of Beane’s worse moves was to bring in Addison - a 32-year-old over the hill edge rusher. This move forced the Bills into using first two rounds of NFL draft picking defensive ends. Gregory Rousseau out of Miami is very raw and needs to be coached up. "This is a young scholar with a future as bright as the sun and we’re all suffering because she’s gone missing." Although he and other members of the family expressed gratitude for the support they have received thus far, a recurring sentiment was simply that the pace of the investigation was too slow, and as Bro. Khalil expressed “ they're not doing enough.” He said at the time the family’s feeling was that there should have been more of a joint effort among government and city officials. The media event was arranged by activist and Erie County sheriff’s candidate Myles Carter for the family who traveled here from New York City to find their beloved daughter, sister and niece. She was last seen leaving Saniyya Dennis her dorm room in Bishop Hall around 10:30 p.m. on April 24. She has not been seen or heard from since. A $10,000 reward has been posted for Saniyya’s safe return. “We are not happy with the response time and what’s going on with this particular matter,” expressed Saniyya’s father Calvin Alan Byrd. “I’m putting up the reward with my own money. Anybody that has a tip, any tip that connects, we’re here in Buffalo to find answers…” Saniyya’s older sister, Keyora Dennis, who urged the public to come forth with any information they may have, spoke about her younger sibling’s accomplishments: a high achieving honor student who never missed class; who worked two jobs and never missed work; enjoyed close family ties especially with her mother; recently selected out of over 200 students to be a work study student for Project Flight; a Mechanical Engineering major who wanted to pursue a career as an astronaut.; a loving sister, daughter, friend and aunt. “Saniyya being missing this long is very uncharacteristic. It’s just something she would not do. My family is deeply saddened. 36th Anniversary of the MOVE Massacre - An Act of Domestic Terrorism On the May 13, 1985 Frank Powell, a Philadelphia police officer who was chief of the city’s bomb disposal squad, was handed an army-style green satchel containing a bomb made of C-4 plastic explosives. He boarded a state police helicopter, and took up his position. At 5:27 PM as the helicopter rose he carried out his orders. Flying over a largely African American residential neighborhood of west Philadelphia, he lined up his sights, lit the 45-second fuse with a military igniter. His target was the roof of 6221 Osage Avenue, a row house which at the time had 13 American citizens inside. They were all members of Move, a group which combined the Black liberation struggle with back-to-nature environmentalism. Each Move member took the last name Africa to signal their commitment to race equality as well as to each other as a family. By the following morning 61 homes had been razed to ashes, leaving 250 Philadelphians destitute and homeless. It led to one of the great, largely forgotten, outrages of modern America. Only two of the 13 residents of the Move house got out alive. It was one of the rare times Continued Page 11

Dr. Vazquez Steps up His Game to Help Overcome Vaccine Hesitancy Dr. Raul Vazquez is putting a lot on the line these days in his quest to help overcome vaccine hesitancy and increase the rates. The visionary doctor recently announced that he was planning to raffle off a Tesla as a serious incentive for folks to complete their Covid-19 vaccine. It’s aimed at young people as well as their parents getting vaccinated. When individuals return for their 2nd shot, they will receive a raffle ticket and a chance to win the car. He calls it “behavioral economics.” It may be only one car, he explains, but it will get folks motivated. Dr. Vazques and his Urban Family Practice is partnering with Buffalo Public Schools to set up its mobile unit at area schools. East Community high will be the first location. Eligibility for young people to receive the Pfizer and Moderna vaccines is expected to happen by the end of the month. The program is slated to coincide with the expansion. Don’t worry. The Amazing Viola Hill Turns 103! Her Motto: “Keep Learning, Keep Moving, and Keep Doing" !

appy Mother’s Day to Viola Hill, the Challenger’s “Queen Mother,” who turned 103 on April 26. Her secret to longevity? “The Good Lord! I tried to be helpful and never abused myself (i.e. smoking, drinking). I was busy all the time! I had to work hard and I got a lot of exercise,” she told The Challenger during an interview on her 100th birthday in 2018 Born in Rock Hill South Carolina on April 26, 1918, she came to Buffalo in 1922 as a little girl. -A Full LifeViola Hill spent her adult life as a community volunteer for the benefit of others. Beginning in 1945 she participated in the March of Dimes for the eradication of the dreaded disease Polio, and the Red Leather Community Church, which later became the United Way Organization. When World War II broke out she worked briefly at Curtis Wright where she worked on the C-46 air craft. Her career was cut short by an illness she contracted there. “I moved into the Willert Park six months after they put them up on January 4, 1940…and I was the last person to move out,” she recalled. Mrs. Hill has volunteered in many other community endeavors including the WELL Baby Clinic of the Willet Park Community Center, Youth Board Member at the Michigan Avenue YMCA, School 47 PTA, the Buffalo Urban League, and the Hi-Y Youth at the Michigan Avenue YMCA. She was a dedicated volunteer for many years for Deputy Speaker Arthur O. Eve as well as for The Challenger, which he co-founded. In the political arena she campaigned door to door as well as served as an election inspector. At one point she was the sole person who was contacted for constituent problems as well as state prison problems in Eve’s office. She worked with the popular lawmaker on the Buffalo Challenger from its inception, assisting him since 1963 with the delivery of papers to its readers every
week well into her forties. Her Willert Park apartment was a virtual Challenger archive! She said she stayed with Eve and the paper all those years because “he cared about the people…and I was a community person from the beginning – even as a teenager– I was always concerned about things in Buffalo.” When the CAO Program was initiated here, it was mandated to operate by neighborhood organizations. A field worker approached Mrs. Hill to start a tenant council in the Willert Park Housing community. Mrs. Hill was instrumental in getting that established. Her volunteer work included numerous associations too many to mention. Mrs. Hill, a widow, is the mother of four children. She was denied her high school education during the Depression era of the 1930's but later resumed her education completing high school

in her late 40’s and earning a Bachelor of Arts Degree in Sociology from State University of New York at Buffalo in her early 50’s. She is a member of the Buffalo Association of Black Social Workers. Mrs. Hill attributes her character and responsibility towards others to the Christian home and church and her community that molded her . Viola Hill has enjoyed a zestful life because she kept an open mind has remained receptive to all of life around her. Her Motto : "Keep learning, keep moving, and keep doing." At 103 years young she still lives by those words! Happy Birthday, Happy Mother's Day and much love to the

Tens of thousands of activists joined National Action Network’s virtual convention recently, while NAN chapter leaders and a select group of panelists gathered at the Sheraton Hotel in New York City for the four-day convening. The NAN Buffalo chapter was represented by Ina Ferguson, Rashied McDuffie & Janique Curry. This year’s convention marks the 30th anniversary of the civil rights organization founded in 1991 by the Reverend Al Sharpton. President Joe Biden appeared on the opening day of the convention, delivering remarks that cautioned against “backsliding” into the Jim Crow era, with voting rights being disenfranchised for African Americans. Biden praised NAN for always being “an essential voice” in the fight for social justice. “Upholding and advancing the security and prosperity of health and well-being, dignity, possibilities of all Black Americans,” Biden told the NAN attendees in his prerecorded message. “It’s at a time when the pandemic and the economic crisis continue to devastate Black communities, at a time when the cry for justice for a hundred years in the making is ringing out across our nation.” More than a dozen cabinet officials joined the commander-in-chief. Other panels and plenary sessions focused on media coverage of communities of color, rebuilding amidst the COVID-19 pandemic and the role of the Black intellectual in the 21st Century.
After a year long postponement of the walk due to the pandemic, Kelly Diane Galloway founder of Project Mona’s House and The FreeTHEM Center along with a select group of her closeknit and purpose driven friends all born and raised in Buffalo NY, finally set forth on one of the most monumental awareness acts in America to end human trafficking.

n Saturday May 1 City Officials, and the Mayor along with family friends and supporters gathered for a rally to send off The FreeTHEM Walkers for the first ever initiative of its kind now nationally known as The FreeTHEM WALK The walk is founder Kelly Diane Galloway’s mission to put an end modern-day slavery and raise world wide awareness about the crime of human trafficking. Her goal is to raise $1million to continue the much needed expansion of the FreeTHEM Center space for at risk women and children in WNY, as well as for Project Mona's House, making it the largest restorative home for victims in the country located here in the City of Buffalo! During last Saturday's rally Galloway said she is answering a divine call to fulfill a need. She currently has over 72 women in Project Mona’s independent living program and countless women and children accessing TheFreeTHEM center for counseling. “Human trafficking is modern day slavery… it’s the second largest crime on the planet. We have to care about it! It doesn’t just happen overseas it happens right in our own back yards!" she said. The rally speakers included comments of support from Mayor Byron Brown, Council President Darius Pridgen, Assemblywoman Crystal Peoples Stokes and others as well as powerful uplifting prayers and song to send them on a successful journey. The group embarked on

their 902 mile journey on foot May 3 from Lynchburg, Virginia and for the next 52 days they will be walking 30 miles per day. They will follow the trail of the Underground Railroad that freedom seekers of the past like Harriett Tubman, Henry Box Brown and others traveled to freedom. From their starting point where the Civil War ended in Appomattox Virginia, they plan to make significant stops at noted landmarks along the journey including a special location for Galloway, The Fauquier History Museum at the Jail & the Plains in Warrenton. That was the last place she has been able to trace her family and former enslaved
persons to. The group is set to arrive in Buffalo on June 19 in our African American Heritage Corridor during this years Annual Juneteenth event, marking the milestone of their completed walk to FreeTHEM in conjunction with the annual celebration of the end of enslavement. Indiana Law Designates Churches and Religious Organizations "Essential Services" Indiana Gov. Eric Holcomb signed a bill into law lrecently that calls churches and religious organizations "essential services" and limits how the state can restrict them during an emergency. Holcomb, a Republican, signed the bill less than a month after it passed the state Senate, 36-10, and the state House, 74-20. "Religious organizations provide essential services that are necessary for the health and welfare of the public during a disaster emergency," the bill's text says. The state and its "political subdivision" may not impose restrictions on churches and religious organizations that are "more restrictive than the restrictions imposed on other businesses and organizations that provide essential services to the public." The law also includes a section allowing individuals to sue the state if they believe their religious liberty rights have been violated. Alliance Defending Freedom, a legal organization that specializes in religious liberty cases, applauded the new law. "Houses of worship and religious organizations provide soul-sustaining operations that are essential to our society and protected by the First Amendment," said Greg Chafuen, ADF legal counsel. "While public officials have the authority and responsibility to protect public health and safety, the Supreme Court has made clear that the First Amendment 'cannot be put away and forgotten' even in a pandemic. This means that the government can't treat churches worse than shopping centers, restaurants, or gyms without violating the Constitution."

Remembering Jazz Icon, EULIS CATHEY (1953-2021)
E
ulis Cathey’s career began as a jazz announcer on his college campus radio station. After graduation, he joined WDTN-TV in Dayton, OH as Writer/Producer of On-Air Promotion, writing, producing, and scheduling all of the station’s on air promotion efforts. But the pull of, and immersion in, jazz was too strong, and he shifted his professional focus. In 1980, he moved to WEBR Radio in Buffalo, NY as the overnight host of “Jazz In The Nighttime." In 1987, he began his career in the record industry joining the Urban Promotion staff of Island Records in New York. On April 29, four BPS high school scholars were virtually inducted into the New York State My Brother’s Keeper (MBK) Fellows at the My Brother’s Keeper 2021 Symposium. The MBK Fellows inductees were welcomed into the program by New York State Education Chancellor Lester W. Young, Commissioner Betty A. Rosa, and Assistant Commissioner Anael Alston. These Fellows will represent Buffalo at various statewide events and workshops as they are developed as youth leaders in the upcoming school year. The MBK Fellows, program is led by Associate Superintendent Dr. Fatima Morrell through the Office of Culturally and Linguistically Responsive Initiatives. The program is built to empower young men of color to realize their full potential. Participation in the program includes, but is not limited to, supporting scholars with their educational goals and future aspirations; providing network opportunities with exceptional men in our community and across New York State; expanding their understanding of current event issues; and enhancing their leadership skills. Scholars are also connected to a mentor, provided by Say Yes and complete a community service project, as well as participating in paid internship opportunities in governmental, legislative, and educational agencies. We are truly proud of these young men for representing Buffalo Public Schools and demonstrating their speaking and leadership skills to over 500 symposium participants.

Judge Knocks Joel Moore Off the Ballot: Attorney Plans to Appeal Popular attorney and city court judge candidate Joel Moore has been removed from the ballot in the upcoming race for City Court Judge by a State Supreme Court Justice. Even though he turned in more than enough designating petitions to qualify, his petitions were challenged and there was a problem involving a few persons signing his petitions for someone else. Moore ‘s attorney pointed out that the judge didn’t say anyone acted fraudulently, and has submitted an appeal to get Mr. Moore back on the ballot.

Dear Editor, I have been going to the downtown DMV for several months now trying to get my Georgia driver’s license changed to a New York State license with no success. I have submitted all the documents and items that were requested - a letter with my current address, my birth certificate, marriage license, unemployment letter and card, Well Care card and a copy of my Georgia’s drivers license. At one point I was told they had everything they needed. They have all my information but I still don’t’ have my license. I. have even been disrespected and I feel like I’m getting the run around. Oakland Program Distributes $500 to Families of Color NNPA NEWSWIRE — Oakland, Calif., Mayor Libby Schaaf announced that the city would begin a guaranteed income project that would provide $500 per month to Black and Indigenous families.The assistance, which targets lowincome families of color in the 426,000-population city, will last 18 months. he idea of two very different voices, from two distinctly different political camps, pushing the same basic message should be an obvious questionable coincidence. ls it a coincidence or is it a Con-Incidence? Just think about it for a moment. The entire world is now acknowledging that America was birthed in the quintessential 'Original Sin.' The sin meaning the enslavement of African people. Period. That was its first wrong, its first evil and that happened in America as it happened nowhere else on the planet. Nowhere on earth were people stripped of their humanity and made into "Chattel" in the way that it was done in America. The way it was done, with years of negative propaganda, in movies, in commercials, in schools, on BaBa billboards and even in churches. The daily narrative that people commuENG nicated and spread throughout the world, the false idea of Black inferiority and White superiority was common. In branding of goods and services the negative images of Black people portrayed in the most demeaning and even animalistic ways were the images of the day. Remember the film "Birth of a Nation" and all the other non-sensical and even crazy portrayal of Black people that were rampant in American culture? Look at Professor Asa Hilliard's video: "The Defamation of Black People." Also, remember that the defamation of Black people was codified into law by by the Supreme Court of the United States in the infamous Dred Scott decision where the Chief Judge said that the Blacks had no rights that White folks were bound to respect, and then in Plessey vs. Ferguson and on and on throughout the years of Jim Crow. Now, in 2021, to have the President of the United States, in an address to Our Nation and the whole world, say that America is a racist country, then right after that falsehood was pushed at us, they send out the Top Negro in the Country, beloved by Donald Trump and the rest of ultra conservative Republicans and out of their minds, insecure and hateful White folks: Tim Scott, who says on National television, as a "Black man," even prostituting the image of his mother, "I know America is not a racist country." It was like a one-two punch to the gut of every truth telling, truth seeking and truth upholding Black and White person in the world. Tim Scott even went so far as to actually say, despite all the obvious evidence to the contrary, that the recent laws restricting the right to vote in Georgia were actually helpful to Black folks. Yes, he really said that! When you think about it, knowing as we do, that the only thing that puts a muzzle on the racist inclinations of President Joe Biden, is our Vice President Kamala Harris, remembering that it was Joe Biden who was at the forefront of the mass incarceration of Black and Brown men characterizing us as predators. So, when you factor all of that into this equation, it is not farfetched to think that maybe President Joe Biden slipped away from the oversight of Vice President Harris and made a deal with the Republicans in the form of Tim Scott to choreograph the falsehood that America is not a racist country; despite the evidence of America's history of race riots, lynchings, current events like January 6th and the fact that over 70 million people in this country of ours voted for a man who spouted a racist diatribe from the White House for four years, are realities that we must never forget. It is like what con men do when they send in one person to open you up to the rip off, and then they send in the second con man and act like they don't know one another and arc not together and yet together they proceed to pull the proverbial wool over your eyes, as they strip you of all of your valuables. Just think about that and how it played out on the same night, actually on the same channel and know for a fact that the valuables at stake right now are the highest they have ever been, which is the actual future of Back People in America and the world. My people, now is the time when we have to come together and really be on the same page with our words and our actions. Words do count and actions really do matter so listen carefully to everything that is said and talk about it in groups of real friends and rea1 people that you know. Have those discussions that ain't nobody else talking about 'cause they think it don't matter. All of this matters, everything matters and everyone matters. All of our voices and all of our analysis belong on the table and just believe that we can work it out. We really have some among us who are capable of understanding our history and our present condition in ways that help us strategize and work that will serve our collective interest as Black people, that when joined with the rest of the world's humanity, makes for a future where all of us can breathe and yes, all of us matter Equally and with Equity!

ell, I didn’t see that coming. Even with having the 30th pick, this draft was as exciting as any other since 2018. One reason for the excitement was social media chatter. The armchair General Managers, especially myself, were complimenting and criticizing the selections. Obviously, we didn’t have any major needs, so criticizing anything will come across as nit-picky, but nitpicking is what I do best. Let’s get into what I liked about the draft. Likes

The selection of Gregory Rousseau surprised me. I know I stated in my pre-draft article that 4 needs of the Buffalo Bills were RB, TE, DE, and CB. Thus, from a need’s standpoint, Rousseau made sense. The draft is about the present and the future, and this pick represents both. Last year Frazier started sending extra rushers to generate pressure because we couldn’t get there with 4. I’m hoping that Rousseau helps alleviate this issue. But he is also security for the future. Jerry Hughes and Mario Addison are in the last year of their contract, and we don't want AJ Epenesa and Darryl Johnson to be our only Defensive Ends under contract. Another thing I loved is how we addressed the offensive line. Josh Allen is the most important asset that the Buffalo Bills have. Therefore, we better make sure that we protect that asset as best as we can. Getting Spencer Brown, at 6’8 and 311lbs, Tommy Doyle, at 6’8 and 320lbs, and Jack Anderson at 6’5 and 315lbs, is an impressive way to accomplish this. I love offense, so drafting a WR will always make me ecstatic. Especially Marquez Stevenson who is a 6’0, 190 lbs speedster. With Andre Roberts playing for the Houston Texans, I foresee Stevenson taking over that role as a return specialist, and eventually developing into a speedy slot receiver for Josh Allen. Dislikes Not a lot to dislike about this draft, but 2 picks had me scratching my head. The Bills not only got a DE in the 1st round, but they also drafted one in the 2nd round. I explained why I was ok with the first one, and while I understand the need for another, at some point we need to put Epenesa on the field to see what happens. Beane is treating him like a bust and sunk cost. I did not have Buffalo selecting a first-round pick, but I had them trading back into the 2nd round (Beane said they had a deal, but Rousseau was there). But, if I had to pick a position, I would’ve guessed CB. They haven’t addressed it in any meaningful way since the selection of Tre White in 2017, and he was pick #27. At #30, I knew it was possible to get a good player. Instead, we waited for round 6 to draft a CB. I know Beane said a lot may change from now until training camp; I personally dislike hoping for a team to release a starting cornerback. I would’ve preferred taking fate into our own hands. But hey, Rachad Wildgoose (the best name in the draft) may surprise us. In closing, I believe that McBeane did an outstanding job. They addressed the needs of now and in the future. We all watched Patrick Mahomes light us up in the AFC championship game, and then 2 weeks later, run for his life versus the Buccaneers. Apparently, McBeane watched that game as well, because they are attempting to emulate that. Sending 4 and dropping 7 is one way to beat Patrick Mahomes. Another way is by scoring points, and drafting O-linemen and a speedy WR will help with that. After looking over the draft, I believe McBeane did an amazing job. Pre-draft, there is always a philosophical debate about drafting for need versus drafting the best player available. With Buffalo not having any major needs, drafting the best player available made all the sense in the world. I believe it will be more beneficial in the long run. I look forward to training camp and hopefully will be able to see these draft picks in person to get a better idea who will make the team. There should be pre- season games to watch and we all will be better able to gage these players.

Starting at 7 p.m., Fighting for Our Vote 2.0 continues a conversation that began on February 23 and will again be moderated by Buffalo City Court Judge Lenora Foote-Beavers, former chair of the Diversity Committee of the Women’s Bar Association of Western New York. Returning panelists BJ Stasio, president of SANYS, and L. Nathan Hare, former president and CEO of the Community Action Organization of Western New York, will be joined by Jeremy Zellner and Ralph Mohr, Erie County Board of Elections Commissioners; and Barbara Gunderson, the League’s Voter Services Chair. Questions for discussion include how citizens get to vote, what happens to ballots once they are cast, how voting can be made accessible to all, and myths and facts about voting. This program is co-sponsored by NAACP and SANYS. The Effect of Covid-19 on Schools will take place from 6:30 to 8:30 p.m. From the challenges of remote learning to the lack of sports, activities and socialization, this program will explore the impact of the pandemic by tapping into the experience of people who are experiencing it right now. Finding a good financing professional may be challenging. I recommend shopping around to find not only a good personality fit but also a broker who has the right knowledge to support your financing needs. Interviewing brokers can also help you find the right blend of personality, professionalism, responsive communication and trust. Consider not only rates and on-time closings but also how well the broker communicates and connects with you. If you're struggling to choose between a bank or a mort-
gage broker, think about whether you're willing to put in the time to find the loan you need. And if not, are you willing to pay for someone else to do the legwork?
