“I’ve Done Nothing Wrong”: Rochester Mayor Warren’s Press Statement In Wake of Husband’s Arrest

R

ochester Mayor Lovely Warren held a press conference Thursday to address her husband’s arrest, where she claimed her innocence and said the investigation was politically motivated. The mayor’s husband, 42-year-old Timothy Granison, was arrested following a search warrant execution last Wednesday night. Thursday he pleaded not guilty to two charges of criminal possession of a controlled substance, and one charge of criminal possession of a firearm. Rev. Lewis Steward of the United Christian Leadership Ministry, for example, said there were “insidious people” who seek to “devour and seek to end her campaign.” Mayor Warren’s statement follows. She did not take questions at the end of the press conference. “Good afternoon and thank you joining for me here . Let’s ask ourselves ‘why?’ Many emotions have gone through my head, starting with confusion, anger, betrayal, and hurt This past year I’ve faced in-

surmountable odds: I lost my mom, my mentor, my father figure, faced COVID-19, and civil unrest. It knocked me down, but not out. I’ve said that this is my Job year, having been baptized at the age of 13, and always relying on my faith to carry me through. I made the tough decisions and choices to beat every obstacle, at times faced with sickness and near death, but God brought me through That leaves me here today. “I woke up with my daughter in my arms. She looked up at me and said ‘mommy, this is not your fault. Don’t give up.’ I woke up to the fact that the man I have signed a separation agreement with — many years ago and both of us made a conscious decision in the interest of our child to co-parent together — is accused of committing a crime. I woke up to the fact that some people would do anything to try to break me. I woke up to the fact that the state board of elections would lie and send documents full of untruths. A document that did not follow the law, sent to the DA. A

Mayor Warren during press conferece regarding husbands arrest.

DA who was eager, and so angry at me for supporting her opponent that she would even make a deal with a convicted criminal to harm me. I woke up to the fact that the recording allegedly containing evidence relating to my situation , had mysteriously disappeared. Or stopped working. And we are supposed to trust them. I woke up to the fact that in my situation there are many inconsistencies . I woke up to the fact that

people will try anything to break me, but every step of the way, God has guided my path. He showed me the way to repair our police department. He showed me a way to fully fund the Police Accountability Board. He showed me that “greater is He, that is in me than he that is in the world.” He showed me how to overcome, and just when I began to see things a little bit clearer, he also showed me that things are not that different than the 1860s and the 1950s.

So let’s ask ourselves ‘why?’ I find the timing of yesterday’s events, three weeks before early voting starts, to be highly suspicious. There’s nothing implicating me in these charges announced today, because I’ve done nothing wrong. I haven’t spoken to Tim since his arrested, and I’m not standing here to defend him. Again, we had a separation agreement that was signed years ago, and we made a conscious decision to co-parent in the best interests of our daughter, to provide her the love and support she deserves. But we still need to ask ourselves ‘why? Why would they do this now? Because they saw, what you saw, that momentum was building in our favor in the mayoral race, and that I was going to be found innocent in my election law case, because I did nothing wrong. Let’s ask ourselves why at the exact time that the police were knocking at my door, the New York Times, all the way from Manhattan, were sending me an email asking me about this. Finally, we need to ask our-

selves, if this is not about politics, why is Tim’s next court date June 21 — the day before primary day. Now, that’s quite the coincidence. Now, when you figure out those answers to those questions, come find me, because I’ll be working.”

Coalition For Open Government Calls Upon Mayor Brown and Others to Debate Their Opponents Before the June 22 Primary Election

E

lection debates are an important part of our democratic process. Voters are provided very few opportunities where they can see and evaluate candidate responses to questions. The Mayors of several large cities across New York State have primary challengers. All too often incumbent candidates seeking re-election run unopposed, providing the voters without any choice. Getting on the ballot to run for public office in New York State is a process that is more difficult than it should be. Incumbent Mayors seeking re-election have tremendous advantages as far as getting on the ballot, fundraising and media attention. Mayoral debates have already occurred in New York City and Rochester. The upcoming primary election is less than a month away. The New York Coalition For Open Government calls upon Mayors Byron Brown, Ben Walsh and Kathy Sheehan to participate in more than one primary debate as an important public service, so that voters can make an informed decision when casting their ballot.

n response to Mayor Byron Brown’s unwillingness to participate in a debate prior to the June 22 primary election where he is seeking a fifth term as mayor, Buffalo Mayoral candidate India Walton issued the following statement: “Byron Brown’s refusal to participate in a public debate is nothing short of a disgrace. Numerous entities have attempted to organize a debate and our campaign has put out a formal request to his office, yet he still refuses to publicly discuss the challenges facing Buffalo residents. “Perhaps he doesn’t want to discuss the concerns of working people in Buffalo because he has done so WHAT IS THE MAYOR AFRAID OF? little to address those concerns over the last 15 years. Mayoral candidate India Walton (left) says We still have lead in our pipes and in our homes, we Brown refuses to participate in a debate. continue to pay out millions in taxpayer dollars to settle police misconduct cases, and our rents continue to climb. “It is difficult not to notice that in 2009, 2013, and 2017, Byron Brown participated in debates with his male opponents. Now that he is running against a woman, he will not participate in a debate. Buffalo has never had a woman mayor and currently has no women on the city council. Byron Brown’s refusal to debate is not only shameful but reeks of sexism.” Last week, Walton issued a challenge to Brown to participate in a debate. When asked about the letter, Brown’s campaign refused to acknowledge the request. Walton, endorsed by the New York Working Families Party, the national People’s Action Network, Run for Something, Elect Black Women PAC along with several other national and local organizations, will challenge Mayor Brown in the June 22 Democratic Primary." In other campaign developments, the Walton camp has announced that she has secured endorsements from 20 community leaders in her bid to become the 63rd, and first woman, Mayor of Buffalo. That list includes: Cariol Horne, retired Buffalo Police officer; Karima Amin, retired teacher, storyteller; Adam Bojak, attorney, housing justice advocate; Kartika Carr, organizer, small business owner, Khari’s Cafe; Donna Edwards, community leader; Baba Eng, restorative justice developer; Kathryn Franco, MSW, JD, chair of Buffalo Niagara Reinvestment Coalition; Veronica Golden, former Masten District Common Council candidate; De'Jon Hall, organizer, former Police Advisory Board member; Erin Heaney, environmental justice organizer; Estella Johnson, social worker; Nate McMurray, attorney, former NY27 candidate; Eve Shippens, BPS teacher and union leader; Denise and Tina Sweet, small business owners; Edreys and Alexa Wajed, community artists and small business owners; Eat Off Art; John Washington, organizer, political educator; Sherman Webb, social worker, youth advocate; and Rodney Wilkinson, firefighter, owner, Rodney’s Soul & Grill . "I am so grateful for the support of such a diverse group of leaders. Whether it’s through social work, our legal system, arts and culture, or otherwise, these folks are making a difference in our community every day, ” said Walton. “It speaks to how broad the desire for change truly is in Buffalo.” May 20, 1936-May 15,2021

Sheila Joan Nickson

Sheila Joan Nickson passed away peacefully of natural causes on May 15. She was 84 years young. Sheila was revered by community leaders, politicians, teachers and other professionals she helped and mentored throughout the city and the country from her years of educational and community service. Born and raised in Buffalo, she was a descendant of one of the city’s earliest Black families, residents since 1834. She was a graduate of Lafayette High school and earned a bachelor’s degree in chemistry from Buffalo State Teachers College. She also served as the college’s director of affirmative action and an assistant to the college president. Sheila retired in 1991 . Her accomplishments were far reaching and impressive and included founding the WNY Africa Relief Council in Senegal, West Africa. She served in the BUILD organization and was a founding member of the Black Leadership Forum. She was a sixth-generation member of St. Philip’s Episcopal Church where her relatives were founding members in the 1860s. Sheila had two sons, Stephan and Rodrick and two grandchildren, Alannah and Myles. She is also survived by her sister Ann Faith Harris and brothers Michael Phillip Harris and Shelbert Brian Harris. Also left to cherish her memory are numerous nieces and nephews and their spouses and children. There will be a celebration f life for her later this summer at a date to be determined. May her soul rest forever in the Eternal. Fields of Peace.

The Black Origin of Memorial Day,,, During the spring of 1865, African-Americans in Charleston, South Carolina — most of them former slaves — held a series of memorials and rituals to honor unnamed fallen Union soldiers and boldly celebrate the struggle against slavery. One of the largest such events took place on May first of that year but had been largely forgotten until David Blight, a history professor at Yale University, found records at a Harvard archive. In a New York Times article published in 2011, Blight described the scene. While it is difficult to pinpoint the precise birthplace of the holiday, it is fair to say that ceremonies like the following are largely erased from the American narrative of Memorial Day. During the final year of the war, the Confederates had converted the city’s Washington Race Course and Jockey Club into an outdoor prison. Union captives were kept in horrible conditions in the interior of the track; at least 257 died of disease and were hastily buried in a mass grave behind the grandstand. After the Confederate evacuation of Charleston Black workmen went to the site, reburied the Union dead properly, and built a high fence around the cemetery. They whitewashed the fence and built an archway over an entrance on which they inscribed the words, “Martyrs Continued Page 7

Just a few weeks ago over 50 people gathered for a prayer vigil to pray for his recovery. He was reportedly doing well last week before we delivered an update to our readers on his condition. Brother Neal organized the Most Valuable Parents who - according to their website - “ is a body of concerned Citizens (parent's) and organizations who stand in unity to make our city a better and safer place to live. We are concerned citizens who stand in solidarity to address issues that effect our city and communities.” At press time we did not have any further information. TAKING OFF POUNDS SENSIBLY: Tamara Quarles Shares Her

Journey to Being Healthy and Slim

Westminster, Enterprise Charters Sue to Remain Open Two lawsuits against Buffalo Board of Education seek to stop closures. The two schools have better test scores than 25 Buffalo public schools.

Westminster Community Charter School and Enterprise Charter School last week sued the Buffalo Board of Education in state Supreme Court seeking to keep the two schools open for their economically disadvantaged students. Educational disruption and trauma for children and families during the COVID-19 pandemic, especially economically disadvantaged students, is well documented. Because of this, the state’s 351 approved public charter schools are all slated to continue operating, except these two in Buffalo.

Tamara (L) before and (R) after

T

amara Quarles of Buffalo was named TOPS’ (Take Off Pounds Sensibly) New York State queen and international queen runner-up for losing 199.5 pounds last year. Following is the weight loss queen’s encouraging testimonial about her path to weight loss and health! “I defeated the biggest giant—obesity. Losing and maintaining weight has been the longest and hardest battle that I’ve had to endure and overcome in my life. My first visit to TOPS was very welcoming and inviting. I truly felt like I could succeed there. The Leader, Barbara Paprocki, took me under her wings from the very beginning, especially since I was the largest member. As she did with all members, I received weekly cards and incentives to continue to inspire me. She also encouraged me to participate in officer positions, which I did on and off while I was at that chapter. Barbara is now my heavenly angel and continually keeps me under her wings. “The word diet has never been in my vocabulary. I lost weight through preparing and cooking everything fresh, which was a challenge in itself. I ate my biggest meals early in the day, ate no heavy meals after 6 p.m. and drank lots of water. For exercise, I do line dancing, African & Urban ballroom dancing, tai chi and aqua exercises. After a long challenging battle of losing over 100 pounds, I was ready to start the first Black TOPS chapter in my community. The chapter has been going strong for 11 years now. It's truly been a long journey to my weight-loss victory. I reclaimed myself mentally, emotionally, physically and spiritually. It's a total balance. I'm so grateful to God that he continued to smile down on me during all the struggling years of life's ups and downs. Through it all, I never gave up on myself to persevere and achieve my goal. Life is wonderful in spite of it all.” Weekly meetings are the heart of TOPS support, whether held online or in-person. Visitors can attend their first TOPS meeting free of charge. Membership is affordable at $32 per year in the U.S., $48 per year in Canada, plus nominal chapter fees.

Despite others’ recognition of the impact of COVID-19, the BPS board nonetheless voted on March 31, 2021 to close both schools, which together have about 950 students in grades K-8. This decision also came too late in the year for these students and families to either apply to other charter schools, or to take part in virtual tours of criterion-based BPS schools, further limiting their choices for next year.

abilities to operate until the court can fully consider the matter. In papers filed last week on behalf of Westminster, its Board of Trustees argued: “The BPS action involves the arbitrary and unlawful decision of a public school district and its board to close a charter school during an ongoing pandemic.” Additionally, the BPS board, “used outdated and incorrect standards when reviewing Westminster’s charter renewal application” – standards that the BPS board was contractually obligated to apply. And even under the BPS board’s “own outdated and faulty standards, Westminster still qualified for short-term renewal of its charter, and did not qualify for ‘non-renewal.’ ”

Enterprise and Westminster have been nimble and responsive in their instructional approaches throughout COVID. It is unclear what opportunities for in-person instruction would be available to these 950 students come fall. Buffalo public schools are also grappling with a technology hack that seems to have thrown their operations and record-keeping in disarray. Ninety-eight percent of students at Enterprise, and 94 percent at Westminster are considered “economically disadvantaged,” according to state Department of Education data from 2019-20. Enterprise has 58 faculty and staff, and Westminster has 77. The two schools are seeking restraining orders to block their BPS board-ordered closings, effective June 30, 2021. John Morales Presents "Teena Marie: Love Songs & Funky Beats" Remixed With Loving Devotion by Matt Bauer, Entertaiment Writer “By her sound I couldn’t believe she was white. She seemed a divine example of reincarnation.” -Rick James speaking of Teena Marie.

I

t’s 1991 and I’m on my first crate digging mission at the local flea market, patiently thumbing through the endless copies of “Thriller” and “Hotel California,” when a somewhat familiar name popped out from an indigo cover---Teena Marie. “No, that can’t be the same Teena Marie from Rick’s “Fire and Desire,” I thought. It’s rare, but sometimes the buried treasure in a musty crate of non-descript Rick ames (lft) and Teena Marie records really can change your life. I had never seen a picture of Teena, but before needle touched wax on that “It Must Be Magic” album, I’d found a kindred spirit. The poem that graced the inner sleeve lamenting “n----- lover this and n----- lover that, Oh yes I’ve been called it all” echoed my own painful ostracization from certain family members and peers due to my abiding love and allegiance to African-American music and culture. The artist born Mary Christine Brockert aka “Vanilla Choc” was an avatar of music’s celestial power to cross cultures and heal. Yet she remains an incredibly unsung artist. Enter “Love Songs & Funky Beats” a double album full of brand new remixes by one of the most celebrated mix engineers and remixers of all time---John Morales---that reminds us how great Marie truly was while serving as an excellent introduction to the uninitiated. There’s not a weak cut among the 18 tracks on the expansive and lovingly curated set which kicks off with a fantastic “I Need Your Lovin,” which is extended to a glorious 9-plus minutes highlighting the string arrangement and endless groove. “Square Biz” and “Behind The Groove” are given a similarly epic treatment, the former manages the uncanny feat of being rhythmically hotter than the original while the latter is an hypnotic funk opus. “I’m a Sucker for Your Love” ( recorded live in Long Beach, CA and featuring originally on the second disc of 2001 deluxe edition of “Street Songs”) is a monster: the Stone City band hitting on all cylinders as Marie and Levi Ruffin take the crowd to funk heaven. The love songs are equally majestic. “Portuguese Love” is a sumptuous summertime treasure, “Aladdin’s Lamp” exudes a funkier aura than the original while “Love Just Wouldn’t Be Right” is a bouncy ray of soulful sweetness. Ultimately, the crown jewel of the slow songs is, of course, “Fire & Desire.” A masterwork that strips back the instrumentation that highlights both voices, it’s 11 minutes of pure rapture, and in this mix Rick and Teena have never sounded better. While rights issues prohibited Morales from venturing beyond Teena Marie’s Motown years, “Love Songs & Funky Beats” is a superb and substantial overview of a one of a kind artist in their prime.

Jalen Law Selected to Create Mural Inside NFTAMetro Portage Road Transportation Center Niagara Falls, NY — The Niagara Frontier Transportation Authority (NFTA-Metro) and the Niagara Falls National Heritage Area (NFNHA) have selected Jalen Law, a local, professional artist, to create a new mural inside the Portage Road Transportation Center. Based on his portfolio and prior engagement in the Niagara Falls community, Law was selected from a group of artists who reJaylen Law sponded to NFTA-Metro and NFNHA’s call for artists at the end of 2020. NFTA-Metro and NFNHA hosted a press conference Monday where Jalen began putting the mural onto the wall of the Transportation Center. Initially, the intent for the mural was to improve the appearance of the Center’s indoor waiting area, generating feelings of comfort, safety, and pride. But with Law onboard, the project has evolved to truly connect with the residents of Niagara Falls, empowering them to have their voices heard through an interactive element that allows the public to provide feedback. “I hope that this newest piece can ultimately be a vehicle for discussion,” he said. “Art has an amazing capability to spark conversations that can eventually lead to positive change. I’m intending to make a piece that is authentic, hon-

est, and can truly speak to all different types of people.” Ultimately, the mural will be a way for the community to express itself. Saladin Allah, project coordinator for the NF Murals project, has been working alongside Law in making sure the piece is meaningful and impactful for the city. “The NF Murals project has been all about portraying the city’s people and history and celebrating the vibrancy of our community,” said Allah. “This mural is going to continue that mission, and it’s great that it’s going in a location that is seen by so many people on a daily basis.” The location of the piece is strategic — the Portage Road Transportation Center sees over 2,000 boardings per week, to and from Buffalo and within Niagara Falls and Niagara County. Ally Spongr, project director of NFNHA, emphasized that this location is purposeful. “The Center is central to the community,” she said. “The piece will be incredibly visible and will be able to inspire countless visitors. That’s why we are also including a QR code on the piece. Viewers will be able to scan the code and visit a webpage where they can provide feedback to us that we can take into consideration for future projects.” NFTA-Metro is looking forward to the impact that the new artwork will have not only on the Portage Road Transportation Center, but on the transportation system in general. “This project is a great way to enhance our transit center to create an environment that the community will be proud to use while accessing our system,” said Tom George, NFTA’s director of public transportation. “The artwork will provide a friendlier, more inviting atmosphere, while also offering a glimpse into the rich history and unique characteristics of the surrounding neighborhoods, adding positivity to the daily experience of the many people who use the NFTA-Metro services.”

here’s still time to save John Walker and Darryl Boyd’s lives. They can still breathe. It was 45 years ago that Lady “Injustice’ knelt on their necks and the necks of their three friends, Darryn Gibson, Floyd Martin and Tyrone Woodruff. It was in 1976 and William Crawford, a White man, was murdered in the driveway of his Fillmore Avenue home across from the Golden Nugget. Five innocent 16-year-old Black boys (The Buffalo 5) were picked up and charged with the crime. And the nightmare began. They were separated. Tyrone Woodruff, frightened and scared, was forced into a false confession to lie on his friends and was set free. It was a lie he regrets to this day and has tried to recant that testimony a number of times with no success. John Walker, Darryl Boyd and Darryn Gibson ended up with court appointed lawyers who were either incompetent or did not care and who threw them to the wolves. “Our families were poor. We had an all White jury. There was no evidence. No blood. No weapon. No nothing,” John said In a previous Challenger interview. “Just a host of discrepancies.” Darryn was sentenced to 25 years to life and served 36 years. Darryl Boyd was given 20 to life and served a total of 26 years; and John Walker was given 17 to life and served 22 years. He completed 18 years on lifetime parole without any violations. But Walker never stopped fighting to prove he and his friends were innocent - both while in prison and after he was released. Darryl joined him in the quest when he came home. Tragically, Darryn Gibson died of a massive heart attack only a few months after he was released from prison. Floyd Martin was the only one whose family could afford to hire an attorney. They hired a brilliant young lawyer by the name of James McLeod, who later became a respected Buffalo City Court Judge. Floyd was found innocent. And the knee was lifted.

Fast forward to 2021. On June 3, after serving a combined 82 years in prison for a crime they did not commit; over four decades of fighting for their freedom and to have Indictment 41413 vacated, John Walker and Darryl Boyd, representing “The Buffalo5” - will finally get a chance to prove their innocence, in a court of law. Ironically retired justice McLeod, will be a key witness in the case. “There was never a question of their innocence,” McLeod said reflecting on what was clearly a miscarriage of justice. “Each trial was separate each had a different lawyer and the same result (with the exception of his client). “To be able to show finally the difference between a defendant found not guilty and three others convicted based on the same facts pertaining to the same homicide is not a normal situation,” he concluded. “In my opinion the chances are good they’re finally getting an opportunity to go before a judge with information that has not yet been presented.” John and Darryl are cautiously optimistic . They are fathers with sons - D’Anthony Boyd and John Walker III - and they want their names cleared. Neither wants their son to have to live with the legacy of being the son of a convicted murderer. “This is what we’ve been fighting for the longest,” said John. “I’ve always said

‘we just need one day in court’ and now we got that day in court! This is the first time a judge has said ok, bring what you got. It was always dismissed before we could even get in the courtroom. We never got a chance to walk into the courtroom to try to tell ya’ll we didn’t have anything to do with this murder!” John Walker has done an extraordinary job, with Darryn’s help, of evidence gathering and even identifying, who they believe, actually committed the crime. But he is deceased. “We just want our life back,” said Darryl. “We just want our freedom so we can live whatever lives God has for us because it should never have been taken from us.” “And it should be noted that it was intentional,” added John. “They purposely manufactured evidence to put us in the position we were in. Had they done any kind of detective work nothing could have placed us at the scene of that crime.” “We grew up in prison. We had no life. No freedom. And even now we’re still suffering.” They expressed sincere gratitude for all the support they have received over the years from the community. “This is an historic hearing,” continued John. “Our story has been consistent all these years. We’ve been saying from day one that we had nothing to do with that crime. Now we finally have a chance to prove it.” -A.B.

THERE’S NOTHING JUST ABOUT MENTHOL. MENTHOL IS NOT JUST A FLAVOR. It’s a manipulative way for Big Tobacco to target, attract and addict Black Americans. The cooling flavor makes menthol products easier to start and much harder to quit, and tobacco companies aggressively market them using elements of Black culture, putting more products on shelves in Black communities and making them cheaper. And for Black Americans, it’s not just an injustice – it’s killing us.

INDIANA HUNT-MARTIN POST OFFICE continued Retired U.S. Army Col. Edna W. Cummings, Six Triple Eight advocate and producer, said, “With the odds stacked against them, Ms. Hunt Martin and the Six Triple Eight were humble soldiers who far exceeded expectations. I am proud that our nation is taking steps to secure their legacy.” A press release stated, “Back then, she saw racism firsthand as she witnessed separate drinking fountains and segregated railroad cars. They endured sexism and racism while serving in the Six Triple Eight. Throughout her life, she made it clear that no amount of discrimination she faced would stop her from serving her country. Her bravery helped to pave the way for future generations of African American female soldiers.” Indiana Hunt-Martin graduated from Niagara Falls High School in 1940 and worked at the Carborundum Co. before joining the Women’s Army Corps on Sept. 15, 1944. She was honorably discharged from the U.S. Army on Nov. 10, 1945. After the war, Hunt-Martin worked in New York City for the State Department of Labor before being transferred to the Labor Department’s Niagara Falls office in 1949 and later the Buffalo office in 1964. She worked for the New York Labor Department for a total of 41 years, before her retirement in 1987. In 2014, just days before the 69-year anniversary of her honorable discharge, Higgins honored her work by presenting Pvt. Hunt-Martin with the Women’s Army Corps Service Medal, the European-African-Middle Eastern Campaign Medal, the World War II Victory Medal, and the Honorable Service Lapel Button for her service during World War II. Higgins is also an original cosponsor on H.R. 1012, the Six Triple Eight Congressional Gold Medal Act of 2021. The bill would honor the work of the 6888th by awarding those in the unit the Congressional Gold Medal. A trailblazer until her final days, Hunt-Martin was a grand marshal in the National Memorial Day parade in Washington, D.C., in 2019, 77 years after she first visited D.C. on her way to basic training at Fort Oglethorpe in Georgia. She is laid to rest at the historic Oakwood Cemetery in Niagara Falls. New Hope Baptist Church Pastor Herschel Chapman Jr. said, “We appreciate that the nation is honoring a female veteran from my congregation. Indiana Hunt-Martin was a longtime member, Christian, and faithful to the lord to the end.” Indiana Hunt-Martin was a member of the church for 50 years. The idea to rename the post office for Hunt-Martin was brought to Higgins by Korean War veteran Sandi Williams who serves as president and founder of United Veterans of Buffalo. The bill is supported by several other individuals and organizations, including the Bennett-Wells American Legion Auxiliary No. 1780, the Johnetta R. Cole AMVETS Post No. 24 and the Jesse Clipper American Legion Post 430. “I strongly support this measure to rename the Central Park post office after Indiana Hunt-Martin" remarked Mayor Byron Brown. "Not only will this honor her tremendous service to her country and bravery during WWII, it will also be a daily reminder to all those who use this post office, and this community, of the tremendous contributions African American women have made and continue to make to in every branch of the U.S. military.”

Candidate's Abuse Record, Cheektowaga Police Department's Racist Track Record Should be an Issue in Sheriff's Race

A

few days ago, I had the opportunity to watch the Erie County Sheriff's debate that was held at the Erie County Library and sponsored by Voice Buffalo. Although the debate went well, I was surprised to see that no one put the question of 'Why', to one of the candidates who was suspended from his job as a Cheektowaga officer after he punched a handcuffed, African American prisoner in the face! This candidate has already shown his respect for restrained detainees under his care as a Cheektowaga Police Officer. What will he do to allay these concerns as sheriff, when over 75% of the Erie County Holding Center residents are Black and Brown people. The Cheektowaga Police Dept has had a long, troubling relationship with young Black men from Buffalo. For years, they have been stopped by the town's police as soon as they hit the Cheektowaga Harlem Road/ Walden Avenue border. It is unknown if the Cheektowaga officer, who is a candidate for sheriff, participated in those illegal stops; however it seems that he did nothing to discourage the harrassment to our young and older Black men on the Eastside of Buffalo. What is even more disheartening is the fact that the Cheektowaga Police Department is refusing to release the personnel folder of the 2017 incident with Officer Gould and the arrested detainee. What are they trying to hide about this incident and how many more of these incidents are there in his yet to be disclosed records?

WESTMINSTER, ENTERPRISE continued from page 5

Most students – 550 at Westminster and 403 at Enterprise – will likely have to enroll in schools that are lower performing than either charter where they are now. The two schools have better test scores than 25 Buffalo public schools. The lawsuit also contends: •The BPS board acted secretly to make the closing decisions, rather than publicly as required. Enterprise’s suit says, “On March 31, 2021, the BPS Board held a virtual ‘special meeting’ at which it very quickly went into Executive Session In fact, Board President Sharon M. Belton-Cottman was unwilling to have a “candid conversation” in public about closing the schools. •Every indication was that the BPS Board planned to renew each school’s charter, and then reneged after that secret discussion; •The BPS board failed to obtain community input in the form of public hearings about Enterprise and Westminster as part of the schools’ charter-renewal applications as required by New York State law; •Throughout the renewal process, Belton-Cottman relayed that she was unaware that the BPS board was responsible for overseeing Westminster and Enterprise as their charter authorizer. The parents of Westminster and Enterprise are considering their own legal actions against the BPS board. INDIANA HUNT-MARTIN continued

Assembly Majority Leader Crystal Peoples Stokes added, “Indiana Hunt-Martin...served in the first African American female battalion and the only all-women battalion in WWII. When she returned home, Hunt-Martin continued to serve her community. She was a longtime member of the Erie County Women’s American Legion Post 1586 and was a longtime resident in the City of Buffalo. The renaming of the Central Park Buffalo post office is a humbling way to honor her legacy.”

LET’S CELEBRATE JUNETEENTH, TOGETHER! By Jennifer Earle-Jones, President, Juneteenth Festival of Buffalo, Inc. African American communities are preparing to celebrate Juneteenth in many ways. Social and print media are promoting events throughout the nation, but nobody celebrates Juneteenth like the people of Buffalo, NY! Juneteenth Festival, Inc., the community’s host of the 46th consecutive festival in Buffalo, is preparing to blanket the city with all that is Juneteenth and we want you too, safely. As the community anticipates next month’s events, we ask that others who are planning celebrations not use our logo, our name, Juneteenth Festival, Inc., and additional designations: Juneteenth Festival of Buffalo, Juneteenth of Buffalo Festival, and Juneteenth of Buffalo, verbally or on any written or media platforms attached to their events without our written permission. This permission is only obtained through our support and/or collaboration with others who share our mission and vision. We will not be held liable for any claims brought forth against any party or entity, as a result of any Juneteenth related activities unsanctioned by Juneteenth Festival, Inc. This is the first year that the City of Buffalo and New York State, under the leadership of Mayor Byron Brown and Governor Andrew Cuomo, will recognize June 19th, Juneteenth, as a holiday. It is a time to solemnly recognize the inhumanity of the enslavement of Africans and African Americans for centuries before, but to also celebrate the rich and glorious history of our survival; our culture; our traditions; our pride in our ethnicity; our faith and our freedom. We, as a people, have progressed in so many areas far beyond the fringes of our ancestors’ imaginations. The 2020-2021 “season” with regards to every element of our lives, has been unpredictable, to say the least, and influenced the JFI Board of Directors to again decide to present the Festival, virtually. We have not swayed from that decision and, as protocols and restrictions allow, we will sponsor, collaborate, and present events around WNY, during our traditional “Sankofa Days”, pre-festival weekend, in June 2021. In the spirit of Juneteenth, we encourage the community to recognize and celebrate Juneteenth however you desire. Whether by raising your Liberation flags; wearing tshirts; having yard parties/cookouts, tooting your horns, and singing and dancing, we want the world to inquire and learn about what is Juneteenth and why we continue to celebrate an event that happened 156 years ago! Please celebrate safely, and while you’re waiting for June, please watch our 2021 Juneteenth Festival of Buffalo trailer at: https://drive.google.com/u/0/open?id=1KVrUFnS yMz4JXOf3JGTL90Uoh2yNPCry Happy Juneteenth! 16 NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS (NOIRROF) May 27, 2021 New York State Homes & Community Renewal (HCR) 38-40 State Street Albany, New York 12207 (518) 486-3379 On or after June 4, 2021, New York State Homes & Community Renewal (HCR) will submit a request to the U. S. Department of Housing and Urban Development (HUD) for the release of $471,000 of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act (NAHA) of 1990, in accordance with section 288 (42 U.S.C. 12838), to authorize Broadway-Fillmore Neighborhood Housing Services, Inc. to undertake a program known as Broadway Fillmore HOME LPA 2021 for purposes of providing funds for rehabilitation to approximately 10 low-income homes on scattered sites within the City of Buffalo with an estimated total project cost of $511,000. The 2020 HOME LPA Program will use HOME funds from 2020 awards to fund a variety of activities through partnerships with counties, municipalities and non-profit communitybased housing organizations, which are referred to as Local Program Administrators (LPA). Each LPA works within a specific geographic area – usually a county or municipality. The Program provides funds to acquire, rehabilitate or construct housing or to provide assistance to low- and moderate-income homebuyers and renters. Funds must be distributed in accordance with needs and priorities identified in the State’s Consolidated Plan. The proposed activities that are the subject of this Notice are Categorically Excluded from National Environmental Policy Act requirements under HUD regulations at 24 CFR Part 58.35(a)(3)(i). The specific LPA Programs that are the subject of this Notice do not constitute every LPA Program that is proposed for inclusion within the 2020 New York State HOME LPA Program. A full listing of the 2020 HOME LPA Programs is available at http://www.nyshcr.org/ Funding/Awards/. This is the first tier of review in a 2-tiered process. The specific addresses of homes are not known at this time because the participating property owner identification process is ongoing. Therefore, under 24 CFR Part 58.15 (Tiering) and 24 CFR Part 58.32 (Project Aggregation), HCR will use a tiered approach and Tier 2 site specific reviews will be completed for those laws and authorities not addressed in the Tier 1 broad review for each address under this program when addresses become known. No physical work will begin on properties until all levels of environmental review are complete and found to be in compliance. Tier 1 review addresses specific environmental factors for which compliance has been documented, regardless of specific site locations. It prevents repeating the same compliance factors on a Tier 2 site-specific basis, once all participating homeowners are known. An Environmental Review Record (ERR) that documents the environmental determinations for this Program is available and may be obtained by emailing heather.spitzberg@nyshcr.org. Tier 2 Site Specific Review: The site specific reviews will cover all the laws and authorities not resolved in the broad Tier 1 review as discussed in the ERR that is available for public inspection. Mitigation Measures/Conditions/Permits (if any): Template Tier 2 forms are included in the ERR that is available for public inspection. The Templates include the mitigation measures, conditions and/or permits that will be complied with, if applicable, at each project site that is chosen. PUBLIC COMMENTS Any individual, group, or agency may submit written comments on the ERR to Heather Spitzberg, Esq., Environmental Analysis Unit, NYS Homes & Community Renewal, 3840 State Street, Albany, New York,

All comments received by June 3, 2021 will be considered by HCR prior to authorizing submission of a request for release of funds. ENVIRONMENTAL CERTIFICATION HCR certifies to HUD that Ms. Heather Spitzberg, Esq. in her capacity as Certifying Officer consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities, and allows the applicable LPA to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will consider objections to its release of funds and HCR’s certification received by June 21, 2021 or for a period of fifteen days following its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of HCR; (b) HCR has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR Part 58; (c) the grant recipient or other participants in the project have committed funds or incurred costs not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58) and shall be addressed to the following HUD office and sent via email. Pursuant to Section 11-7.0 of the Erie County Tax Act, the filing of such List of Delinquent Taxes constitutes and has the same force and effect and is deemed to have given the same notice of such foreclosure proceeding as the filing and recording in the Erie County Clerk’s Office of an individual Notice of Pendency of a Tax Foreclosure Action and of the filing in the County Court of a separate and individual Complaint by the County of Erie against the owners of the real property proceeded against and described in the List of Delinquent Taxes. NATURE OF PROCEEDING: This proceeding is brought against the real property only and is to foreclose the tax liens described in the List of Delinquent Taxes.
