Remembering the Rochester 1964 Uprising In the early evening of Friday July 24, 1964, in Rochester, N.Y. the Rochester Police Department attempted to arrest a 19 year-old Black male at a street block party and dance. The police response to the call included a K-9 Corps dog. Accusations of police brutality against African-Americans spread quickly, and an angry crowd formed on Joseph Avenue and became violent. The riot broke out in two of Rochester's predominantly African-American wards, near the location of the intersection of Nassau Street and Joseph Avenue, as well as downtown. Peace was restored after three days, but only after Governor Nelson Rockefeller called out the New York National Guard, the first such use of the Guard in a northern city. By the time the disturbance was over, four were dead (three in a helicopter crash) and 350 injured. Almost a thousand people were arrested and 204 stores were either looted or damaged. Although the riot was initially blamed on “outside agitators,” almost all the rioters arrested were from the local area, with only 14 people arrested tripling of the AfricanAmerican population in the previous 10 years. At that time, most African-Americans held low-pay and low-skill jobs and lived in substandard housing. Rochester was the last city in the State of New York to implement a public housing program. One of the first housing projects built after the riots was the Chatham Gardens Apartments, which opened in 1965. The riot was the first of a wave of deadly riots across the United States (all focusing around the same common theme of police brutality and disenfranchisement towards AfricanAmericans), which lasted until 1969. BLACK FACTS *Asa Dunbar is said to be the first African- American settler, who cleared land for his farm in Irondequoit (near presentday Winton Road North) in 1795. *Austin Steward, a runaway slave who came to Rochester in 1816 and opened his own meat market on what is now West Main Street.
Local distributors of True Products, a Black-owned startup manufacturing and distribution company that specializes in household cleaning supplies, is commemorating Black History Month by collaborating with a Black-owned store in Rochester to generate buzz about opportunities to become local distributors and how collective work and responsibility could impact Black economics in the city. The Clean Group of Rochester has established a special partnership with Nathaniel Square Convenience Store, a Black business at the intersection of Alexander Street and South Ave. During the month of February, the store is featuring True Laundry Detergent as its product of the month to encourage Black entrepreneurship and to be intentional about community members supporting Black businesses beyond Black History Month.

Brown to Run for Fifth Term as Mayor Mayor Byron Brown has announced that he will seek an unprecedented fifth term as mayor in this year’s election. The Democratic Party is set to endorse his candidacy this week. Should Brown be re-elected, he will break the fourterm record held he shares with the late Mayor James Griffin. India Walton, the former nurse and executive director of the Fruit Belt Community Land Trust who earlier this year announced her candidacy, said despite the Democratic party’s endorsement of Brown, that she is in the race “for the long haul” to challenge in the upcoming June Primary.

Erie County Police Reform And Reinvention Collaborative Task Force Completes Draft Plan Community Input and Public Comments Must be Received by March 1,2021. The Erie County Police Reform and Reinvention Collaborative Task Force, has announced the completion of a preliminary Report and Recommendations ready for public review and input. Community input and public comments will be taken into consideration through March 1, 2021 to be used in development of the Task Force’s final plan, which must be adopted as a local law no later than April 1, 2021. The Task Force has been reviewing the Erie County Sheriff’s Office’s Police Services Division since September 2020. The Heritage Corridor Commission has announced the launch of a communitydriven strategic planning process which will guide the redevelopment and future of the Corridor. As part of the East Side Corridor Economic Development Fund and East Side Avenues initiative, a Strategic Action Plan will be developed through a 12-month community-building process, to guide the Corridor in creating a strong, unified tourism destination that promotes key cultural and historic assets including the Michigan Street Baptist Church, the Nash House Museum, the Colored Musicians Club, and WUFO Radio and Black Radio History Collective. A series of virtual public input meetings will be held in April and May of 2021 and will provide the opportunity for community members to inform the planning process \55

-COVID UPDATE•The Feb. 20 New York Times reports that people who have had Covid should get just 1 dose according to two new studies. •Cuba may soon have a vaccine of its own. Until then, Cuba limited the spread of the virus early on, leaning on its tight control of the population and an efficient system for delivering health care. Anyone diagnosed with the virus was immediately hospitalized and put on a cocktail of Cuban and generic drugs. Cuba reported just 12,225 confirmed coronavirus cases and 146 deaths in 2020, among the lowest rates in the Western Hemisphere.

2021 NICYO BLACK TIE FOR BLACK HISTORY SALUTES 'THE DIFFERENCE MAKERS!' “A lot of people became heroes during this pandemic” reflected NICYO Black Tie For Black History founder and promoter Marnetta Malcolm .“I’ve seen some very brave people who were out here just helping where they could regardless of the circumstances.” This year’s honorees, she suggested, in many ways represent those countless heroes among us; making it a special privilege, says Marnetta, to be able to acknowledge them. “These are people who went above and beyond the call. I want to send a shout out to all the workers, cashiers, bus drivers…all the essential workers and front-line people. I appreciate them more than I can say." The NICYO Black Tie for Black History event 2021 is tagged the Virtual COVID Edition. Marnetta, being the creative spirit that she is, sees that as a plus. “This year ‘s theme will be ‘Dining With the Difference Makers.’ We’re actually going to have conversations over dinner. We’ll be talking to the honorees about what motivated them during COVID, and give them the opportunity to tell their own individual stories - and each story is unique. During the COVID pandemic Mia coordinated and conducted multiple Citywide PPE, Masks, Food Distribution and Giveaways for thousands of families in need; she also participated in Voter Registration Drives, and disseminated Census education and registration information. She was recently appointed as Board member of the Women's Health Broadcast Network, and the Vice-President of the Courtland Avenue Block Club. Mia has received honors from the Most Valuable Parent organization (MVP) where she is the Deputy Director. Mia is currently working on a 10Step Empowerment program for young women. Hollise S. White, MSN, RN-PHN is a master’s prepared Registered Nurse with the Erie County Department of Health. For the past year, Hollise has stepped into various roles during the global pandemic. One role in particular was being the nursing site manager for COVID-19 PCR testing throughout Erie County. Hollise’s nursing career began in 1999 as she worked as a CNA for various nursing homes. She most recently completed her MSN in Nursing Management and Quality Leadership from D’Youville College in May of 2020. During her time at D’Youville College she was inducted into the Sigma Theta Tau International Honor Society of Nursing. Hollise has worked in the PACU, a family health clinic, the rehabilitation unit, and a Med-Surg step down trauma/orthopedic unit at a local hospital. Currently, Hollise is working as a Public Health Nurse and rotates from clinical operations to administering COVID-19 vaccines to qualified individuals. Continued Page 11

Maria Berlie Saxon She Embraced The Joy Of Life…
Maria Berlie Saxon embraced the joy of life, living it to the fullest and living it unfettered by the worries of the world. Her spirit brightened the days of the people she knew and who loved her.
A native of Buffalo, Maria was the precious daughter born on March 23, 1951 to the late Richard Mario Saxon Sr. and Naomi Smith Saxon. The loving Saxon home was filled with the youthful presence of not only Maria and her brothers, but also that of their cousins who were raised alongside them. The Saxons’ home on Adams Street was a warm and welcoming haven.
Lloyd James Hargrave: For The Children

loyd James Hargrave was born on August 31, 1939 in Buffalo, New York. He transitioned on Thursday, February 18. The family will receive friends Friday, Feb. 26 from 5-8p.m. and Sat. Feb. 27 11 am - 12 noon at Bethesda World Harvest International Church,1365 Main St., where a celeblration of life will be held at 12 noon Saturday. Lloyd was tenth in the birth order of Annie and Ashley Hargrave's eleven children. He was educated in the Buffalo Public School System. After his graduation from Bennett High School, Lloyd attended Howard University. Lloyd married the late Patricia Slaughter Hargrave. There were four children born to this union. Lloyd retired from the city of Buffalo's Parks Department where he served for thirty-five years. He is known for being accomplished in the area of education. When his children became school aged Lloyd took a very personal interest in the Buffalo School System and served in a number of capacities from President of the Parent Teachers Association of Hamlin Park School, Number 74 to serving as National Training Consultant for school districts and organizations around the country. He was also a dedicated member of the District Parent Coordinating Council, As an education advocate, Lloyd gave a good portion of his adult life to ensuring that not only our children had a quality education but all children, no matter race, color or creed. Lloyd was the loving father of Lloyd Jr., Angela Gilbert, Lisa (Andre) Scott and the late Jyneen L. Hargrave; grandfather of 13; great grandfather of seven; cherished brother of Joyce Hargrave Shelton, Florence Hargrave Curtis and Joseph Hargrave.

.S. Magistrate Judge Hugh B. Scott, a trailblazer and pioneer who considered himself a role model and mentor to minority youth in Buffalo, has transitioned. Judge Scott, who spent more than 30 years on the bench, was the first Black federal judge to serve the Western District of New York. A native of Buffalo’s east side, he moved to Amherst at an early age with his family, Scott was one of just three African Americans to graduate from Sweet Home High School in 1967. He was among a small number of African American graduates from Niagara University where he met his wife Trudy of over 34 years. His career as a Judge began in 1984, when he was elected to a ten year term on the Buffalo City Court bench. In 1994, he was reelected and began his second term. He was appointed to be the first African-American to the Federal bench in the Western District of New York. For twenty-six plus years , Magistrate Judge Scott had been a Lecturer of Trial Technique at the University at Buffalo Law School. He served on numerous prestigious Boards and received countless awards for his community service including the Lifetime Achievement Award from the Rochester Black Bar Association; One Hundred Black Men of Buffalo Community Service Award; the Buffalo Law School Law Review Distinguished Service Award;and ; the AfroAmerican Historical Association William Wells Brown Award among many other notable accolades. Judge Scott and his wife Trudy have two adult sons, Hugh Jr. and Everett. Judge Scott was 71.
William E. (Bill) Peoples Entrepreneur Who Promoted Unity in the Community
W
illiam Edward “Bill” Peoples, Jr. was a long standing entrepreneur who understood the importance of unity - not only as a successful businessman but as a conscientious member of the community. Born, August 5, 1940 ,the son of William Edward and Oralee Peoples, he was raised in Buffalo, graduated from Lafayette High School, and attended UB’s Milliard Fillmore College. He departed this life on Thursday, February 18. Home going services will be held on Saturday, February 27 at the Pratt Willert Center, 422 Pratt Street. Viewing will be held from 10 a.m. to 11:30 a.m. Funeral services will follow immediately and will end at 1 p. m. Bill launched the Umoja (Unity) Inc. organization in 2000 at the former Kensington Place. Umoja’s first public event was a Town Hall meeting. Umoja grew to host four nation building events a year: The Blessed Gathering, A Celebration of Womanhood; The State of the Black Family; The Person of the Year Honors; and The Convening of the Elders. “The overall purpose of Umoja and the events it created and hosts, is to raise our consciousness as a people,” Bill, told the Challenger in an interview several years ago. Peoples saw dialogue and the sharing of information, knowledge and possible solutions as especially significant in today’s world. Bill leaves to cherish his memory his eight children: Stephanie Henry, Nile Peoples, Basil Peoples, Jalaal Peoples, Dionne Hawkins, Kahlil Peoples, Armand Peoples and Najee Peoples; his beloved partner of 33 years, Cynthia Cruz; 12 grandchildren, four great grandchildren; family; and a community of grateful friends and partners in unity.
He was preceded in death by his parents and two sisters, Samella Peoples and Rosalie Covial.
Maria’s spiritual formation began in her childhood years at Friendship Missionary Baptist Church where the Saxon family were members and where Maria was baptized by the late Reverend Edward D. McNeely. She remained a member there until her passing. Maria was a student of Buffalo Public Schools and a graduate of Girls’ Vocational High School. She continued her education at Erie Community College where she earned an Associate’s Degree in Business Administration and also studied at the State University of New York at Buffalo (UB). After later completing certification as a Certified Nursing Assistant (CNA), she became employed with Delaware Heights Healthcare Center and also provided Private Duty care to individuals. Helping others through sharing was Maria’s expression of love, but her heart unquestionably belonged to her greatest accomplishment and her pride and joy - her only child, her son, Darrell M. Saxon II. Maria didn’t hesitate to make known how proud she was of him. Maria’s carefree and fun-loving demeanor made her a joy to be around. She loved music, dancing and just having a good time. When it came to cooking, her specialty was her barbecued ribs and potato salad. Be it summer or winter, it was always time for the grill to come out and for Maria to prepare those scrumptious bones. Maria also was blessed with a mathematical mind and enjoyed games of chance. On February 11, 2021, after a lengthy illness, Maria Berlie Saxon transitioned to eternity. In addition to her parents, she was preceded in passing by her brother, Darrell M. Saxon. Her footprints of love are forever impressed on the hearts of her son, Darrell M. (Karen E.) Saxon II ; grandchildren, Nathalie V., Christnell J., and Karrengton E. Williams; brother, Ernest L. Johnson; aunts, Mrs. Eloise Smith and Mrs. Laura M. Smith; a host of cousins and other beloved family members; godmother, Sally S. Chapman and special friend, Agnes Veasley. The family received friends Sunday, February 21, 2021 at Friendship Baptist Church, 402 Clinton Street, and Monday, February 22, 2021. Funeral Services followed at 12 Noon. Interment: Buffalo Cemetery. Rev. Edward Jackson, Jr., Officiated. In efforts to adhere to Covid-19 protocols, masks were mandatory and social distancing was required.

The Black Doll Exhibit: A Showcase of Black Beauty Nationally and Locally Opens Thursday February 25 ! For the second year in a row, Erie County Legislator April N.M. Baskin and local collector, Lisa Jacobs Watson are teaming up to present The Black Doll Exhibit that will be featured at the downtown central library. The exhibit, which opens Thursday February 25, focuses on Black and Latina beauty using stunning collectible dolls as the muse to help promote representation, diversity and inclusion in todays youth. Although the goal is to target girls ages 5 – 12 years of age, Baskin is hopeful to attract families, doll collectors, neighborhood residents and people from all walks of life to celebrate Black History Month. This year there will also be an entire doll case dedicated to Afro-Latina beauty. “Partnering with our public library has made this event even more accessible to the public. We want to emphasize the importance of play and also of representation; young Black girls grow up to be strong Black women, and they need to know their true potential. I hope seeing these dolls and coloring images of our local leaders inspires the greatness that lies within them,” said Baskin. Creative Manager Lisa Jacobs Watson, who has built a doll collection since the 90’s has roughly 100 dolls that will be on display. “I grew up loving dolls. Even as I outgrew them, I continued to admire their panache. Tying my dolls to Black History Month is an awesome way to show the younger generation to take pride in who you are, while playing and pretending,” said Watson. Last year’s event, held at the Leroy R.Coles Jr. library branch on Delavan, was centered around embracing beauty and attracted roughly 150 people. “This year will be a reminder to embrace the power already within ourselves. Our mission is to present an extraordinary display of dolls that bring together our past, present and future,” added Baskin. The Black Doll Exhibit is a free event and can be viewed at the Central Library during regular open hours from February 25 through March 13. Baskin Receives Unanimous Endorsement for Reelection Erie County Legislature Chair April N. M. Malcolm X Family Says Letter Shows NYPD And FBI Conspired In His Murder
Ex-undercover officer claims in posthumous letter he was pressured to lure activist’s security men into committing crimes.
A
lmost 56 years since the day Malcolm X was assassinated in New York City, lawyers and family members of the late civil rights and Black nationalist leader released new evidence they say shows the NYPD and FBI conspired in his murder. It comes in the form of a deathbed letter attributed to a former undercover NYPD officer who claimed he was pressured by supervisors to lure two of Malcolm X’s security men into committing crimes, a few days before the assassination on 21 February 1965. The arrests kept the two men from managing door security at the Audubon Ballroom in Washington Heights on the day of the shooting, according to the letter. The letter, written by Raymond Wood, was authorized for posthumous release by a cousin. It was read on this past Saturday at a press conference attended by three of X’s daughters and members of Wood’s family. No details about the circumstances and timing of Wood’s death were provided. “Under the direction of my handlers,” the letter states, “I was told to encourage leaders and members of the civil rights groups to commit felonious acts.” Last year, the assassination was the subject of a six-part Netflix documentary, Who Killed Malcolm X?, which revisited longstanding questions over whether two of three men convicted in the shooting were innocent. In 2011, an NYPD detective involved wrote: “The investigation was botched.” The documentary prompted the Manhattan district attorney, Cyrus Vance Jr, to review convictions in the case. Following Saturday’s news conference, Vance’s office said the review was “active and ongoing”. In a separate statement, the NYPD said it had “provided all available records relevant to that case” to Vance and “remains committed to assist with that review in any way”. The FBI did not comment. Malcolm X was shot seconds after stepping to a lectern to speak. Days earlier, he told an interviewer he believed members of the Nation of Islam were seeking to kill him. He was being surveilled by the FBI at the time. His home in Queens was firebombed the week before he was killed. One of his daughters, Ilyasah Shabazz, told the press conference on Saturday she had lived with decades of uncertainty. “Any evidence that provides greater insight into the truth behind that terrible tragedy should be thoroughly investigated,” she said. -The Gardian

She completed the Executive MBA Program at UB and is currently the Call Center Director for New York State Contact Tracing Initiative. In this position she currently leads a team in the thousands of virtual staff and growing who are dedicated to the combating COVID-19. “I want to thank those supporters, who despite the pandemic, made this event possible," said Marnetta. COVID Vaccine: "Moving The Needle" For Black and Brown Health Dear Editor: There is much being said about the need to deliver COVID vaccines to communities of color. There has always been a significant need to understand the “HOW” with more than tangible resources and real trust. Simultaneously, this isn’t easy and requires a unique sense of knowledge with the community relationships. The idea of the “Golden Rule” should be how we begin every day. Diversity, equity, and inclusion are the buzz words that we seem to spend an enormous amount of time talking about. I’d rather demonstrate that opportunity. I’ve had the pleasure recently to be directly involved in the new Community POP UP Vaccine opportunity. My experience as a Vaccine Team Volunteer supports The Community Health Center of Buffalo and Erie County Medical Center. The experience has allowed me to share this uplifting work. We are impacting the lives of so many in the Black and Brown community. Delivering vaccines in multiple ways truly impacts the lives of those most often least likely to receive services on their terms. This eam is literally “moving the needle” to help people who otherwise may not get vaccinated. That said, this is lifesaving work and all at the community level. Many conversations have focused on the barriers to the vaccine, i.e., the lack of supply, uncertainty of the impact of the new variants, anticipated hesitancy, and the like. This is so much bigger than the barriers we face. YES, they are real and concerning, and YES, we can and must do better. This vaccine distribution is new and as a pandemic of worldwide proportions, with significant challenges. Let’s take time, however, to think of the vaccinations that have taken place in our upstate regions and right here in our neighborhoods. It’s a great accomplishment to have educated and potentially saved the lives of many. We have just begun to wage the war on this virus beast with so many more to come. The ground level workers are focused, willing, ready, and dedicated to support “all those” that need vaccinations. Let’s celebrate the great work we have accomplished and are yet to accomplish!
