Mayor Warren, Chief Herriott-Sullivan Announce Gun Violence Reduction Efforts
Mayor Lovely A. Warren and Interim Police Chief Cynthia Herriott-Sullivan today announced a gun violence reduction effort, including increased patrols in violence hotspots, expanded dispute resolution intervention and an enhanced partnership to track the source of illegal guns. The plan is in effect immediately. “The level of violence on our streets is unacceptable,” said Mayor Warren. “Today, our city is taking action. We will expand police patrols in our most violent areas and our increase our efforts to end disputes before they escalate. We will also give extra attention to ways that illegal guns are entering our community and ramp up our efforts to close those pipelines down. And, we will provide resources for our teens and young adults to give them more opportunities and help them build positive relationships to prevent disputes before they start.” The anti-violence effort will expand the staffing of the Pathways-to-Peace program to provide an additional 120 hours of weekly outreach and increases the program’s hours until 3 a.m., Thursdays through Saturdays. Beginning this weekend, the Roxie Sinkler R-Center, 75 Grover St., will be open from 7 p.m. to midnight, providing programming including basketball, e-sports/gaming and other activities aimed at preventing disputes among teens and young adults. The Avenue D R-Center, 200 Ave. D, will soon expand its hours and provide similar services to residents on the eastside. Mask Distribution to Local Businesses In addition to announcing the Gun Violence Reduction effort, Mayor Warren announced today that the staff of the City’s Neighborhood and Business Development Department began distributing 137,000 masks to nearly 1,400 businesses.
t’s clearly apparent that Bills guard Jon Feliciano is the heart and soul of the offensive line. Feliciano moved over to Center position once Mitch Morse left the game with another concussion. He’s had at least five concussions and probably will be lost for some time to come. Bills QB Josh Allen was 11 for 18 with 154 yards and one interception which was good enough against the undermanned Patriots but will be a serious problem in coming weeks against tougher opponents. Josh still has not elevated his game against top echelon competition. The Bills running game is starting to improve with Zack Moss and Devin Singletary each going over 80 plus yards, the first time for a Bills running back duo since 2016. The Bills rushed for 190 yards their best output for the season. The weather is turning wintery and the Bills must take pressure off Allan with a strong running game. Dr. Ross-Jones Dr. Marvel Ross-Jones Crystal Rodriguez Esq. has spent the last 25 years of her career at Bryant & Stratton College, where she is currently serving as the director of the downtown Buffalo campus. Her educational career extends to her work as the superintendent of Sunday Schools for the 45 churches that comprise the New York Western Second Ecclesiastical Jurisdiction of the Churches of God In Christ. Dr. Ross-Jones has served on a number of boards, including the Girl Scouts of Western New York. A 2019 Black Achiever awardee, she was the recipient of the Faith-Based Community Years of Service Award and the Alpha Phi Alpha Fraternity 2014 Community Builders Award. Ms. Rodriguez currently serves as the chief of staff & chief diversity officer for SUNY Buffalo State College. On this Veterans Day, Nov.11, we share some of the names African American veterans who fought in various wars and upon their return to the U.S., were murdered in the fight for democracy and human rights. As the Equal Justice Institute notes in the Introduction to their report on these atrocities,: Between the end of Reconstruction and the years following World War II, thousands of Black veterans were accosted, assaulted, and attacked, and many were lynched. Black veterans died at the hands of mobs and persons acting under the color of official authority; many survived near-lynching's; and countless others suffered severe assaults and social humiliation. Documenting these atrocities is vital to understanding the hypocrisy of our country’s professed ideals of freedom and democracy while tolerating ongoing violence against people of color within our own borders. The Liver: The Seat of Life
T
he heart has become the focus when it comes to our overall health, and while the heart is vitally important, there is one organ that is often forgotten and ignored: the liver. It is believed that the liver is derived from the Anglo-Saxon word “to live.”And rightfully so because there is no life without the liver. In Traditional Chinese Medicine, the liver is believed to house the soul and is the origin of many of our most turbulent emotions like anger, frustration, and bitterness. It is a walking community that was perfect for the kind of one-stop comprehensive adult and pediatric medical, dental, counselling and culturally sensitive health care that this federally qualified health center could offer; providing unparalled service in a neighborhood few would have found ideal. When Covid-19 hit, they set up mobile testing and have held testing outreach events throughout the community. The Center celebrated their 5th year of service delivery in July of this year and according to Facilities Director Malik Campbell, “the only thing missing was a sign.” On February 29, 2020, the Community Health Center of Niagara held a Black History Gala to help raise money towards the purchase of a sign. While the event was a great success, more money was needed to purchase one that would allow the center to actually speak to the community. Local restauranteur and hotel extraordinaire Russell Salvatore made a commitment to fill that gap, and being a man of his word - he kept it... “We came to Niagara Falls on a mission to build healthy communities one patient at a time and we knew we could not do it alone," Dr. LaVonne Ansari, CEO of the Community Health Center of Buffalo, Inc. The gospel community is in mourning after learning of the death of Bishop Rance L. Allen, who passed away Saturday, Oct. 31. He was 71 years old. “While recovering from a medical procedure in Sylvania, Ohio, Bishop Rance Allen passed away around 3 AM this morning,” Bishop Allen’s wife of 49 years, Ellen Allen, and his manager said in a joint statement posted to The Rance Allen Group on Facebook. The highly celebrated singer and minister was best known for his gospel hit “Something About the Name Jesus.” In 1969, Allen founded The Rance Allen Group with his brothers Tom and Steve.

ike clock work every Friday, Hugh Macy Favor , always with a smile, would come to the Challenger’s 1303 Filmore Avenue office and drop off his weekly “Jazz Favorites” column and photos. His parting word was always “swing!” He also hosted the weekly Jazz Favorites Hour on WBFO-FM for decades where he interviewed the likes of; Hillary Clinton, George Duke, Najee, the Marcelis Family, Grover Washington, Lonnie Smith and many notable Buffalonians. When the Hall of Famer, jazz band leader, radio host and columnist wasn’t “swinging” he was a teacher and manger with the IRS. On October 8 our beloved “jazz man” made his transition at 90 years young after a period of declining health . Hugh Macy Favor, Sr. was born on January 22, 1930 in Pittsburgh, Pennsylvania. Both his parents attended HBCU’s Morehouse and Spelman) . Macy held BS in Business Administration (Accounting) and a Master’s of Science Degree in Urban Affairs at the University at Buffalo. CARIOL’S LAW IS THE NEW LAW OF THE LAND! But There’s Still Work to be Done Says Heroine
H
istory was made last Wednesday October 28 when the first ever real police reform that holds police officers accountable called Cariol’s Law, was officially signed and passed first in the City of Buffalo. “My team and I thank the community for the feverish efforts and continued support of this very, very long journey in passing Cariol’s Law, stated former Buffalo police officer Cariol Holloman-Horne. “We would like to thank the Common Council for their leadership on this very important law. We also would like to give a nod to Mayor Byron Brown who made the pertinent decision to have his legacy placed on the right side of history by signing Cariol’s Law.” The law, which was written by Ms. Horne in 2016 and coauthored. by Terry Watson of the Pennsylvania Strategy for Justice, is named after Cariol who was fired from her police officer job some 14 years ago for stopping a fellow officer from choking a Black man, Neal Mack on Walden Avenue. The law was updated last year she said, after the death of George Floyd. Among other things, Cariol’s Law requires officers to intercede when another officer is using excessive force, protects whistleblower cops and provide protections for officers who intervene or report other officers. Cariol, the mother of five, lost her job and her police pension after almost 20 years of service. “With Cariol’s Law, officers will no longer be able to stand by and watch or participate in police brutality, officers who intervene will be protected and our community can begin to rebuild the trust that has been stolen from us by the hands of those who make the oath to serve and protect,’ she stated. "I feel incredibly vindicated as my law pioneered reform and is now etched into history. In all, not only do I deserve my pension in its totality, I deserve to be made whole!” Her current attorneys recently filed a new lawsuit to restore her pension. bring new evidence, it argues that key witness statements do not dispute the story Horne has been telling from the start: that she intervened to protect Mack. “Both accounts converge on a description of a violent arrest, involving a chokehold, during which Ms. Horne intervened with reasonable acts calculated to prevent a death by chokehold," the lawsuit reads. "While the accounts differ on the extent of force Ms. Horne used to remove Mr. Kwiatkowski ... all accounts include his use of a chokehold and another officer’s intervention.” The lawsuit also notes that the charges against Mack, the suspect, were later dropped, and that Kwiatkowski, who resigned from the force in 2011, was later convicted in an unrelated federal civil rights case in which he slammed the heads of four Black teens into a squad car. “I never gave up,” Horne told the Chicago Tribune. “So long as the police are killing people, I had reason to speak up.” She and her team now plan to take Cariol’s law around the country in hopes of getting the bill passed in every city. “I feel like there's still work to be done, but (getting the bill signed) is a step in the right direction,” she told the Challenger. “ If I can do it other people can do it. The Justice Department decided more than a year ago to effectively shut down its civil-rights investigation into the high-profile killing of Tamir Rice, a 12-year-old Black boy carrying a pellet gun who was shot to death by a Cleveland police officer in 2014 according to a New York Times report. Tamir’s mother, Samaria Rice, was reportedly devastated….The federal investigation was her last hope for justice. Accountability was so important to her and her family,” said a former federal prosecutor who is representing the Rice family.
140 Migrants Die Off Senegalese Coast
At least 140 Africans drowned after a vessel sank off the Senegalese coast, the UN migration agency recently confirmed. It is the deadliest shipwreck this year. The vessel set sail on Oct. 24 for Spain’s Canary Islands from the coastal town of Mbour. A few hours into the journey, the boat caught fire and capsized off the coast of Senegal near Saint-Louis. This latest tragedy follows four shipwrecks recorded in the Central Mediterranean the previous week and another in the English Channel. Africans denied European visas risk the perilous journey by sea, in hopes of earning enough money to support their families. back home.

Editor’s Note: At Press time we did not know the final results of the 2020 presidential election. But the bottom line is, regardless of who occupies the White House, the struggle for freedom, justice and equality must be intensified and elevated, as Malcom taught, from the level of civil rights to the level of human rights. We have a lot of work to do and some serious issues to resolve. We could start by embracing the amazing faith that "got us over"; fearlesly adopting the noble and visionary doctrine of “do for self” as exposed by the likes of the Hon. Marcus Garvey and the Hon Elijah Muhammad; supporting and maintaining our communities, businesses and institutions; building a future for ourselves and the generations to come. And somehow, most importantly, love and respect one another and our own Black lives, so that we can effectively push back against those who do not believe our lives matter. No more buck dancing. No more shucking and jiving. No more politricks. It's wake up time! Let’s go! (The following message of hope is excerpted from an essay "Election 2020: Hope Is A Journey, Not A Destination " by Leah Daughtry which appeared in the on-line edition of the Nov. 2 Essence.)
A
fter the election is over, our work continues: raising our voices, pressing for just policies, and holding our elected officials accountable is the next—and ongoing—phase of our work. Our journey toward equality and freedom has been long and will surely continue into the future. And as exhausting as that reality may be, it is perhaps to be expected. After all, the eradication of racism, sexism, and classism requires radical change in both hearts and institutional structures. One we can legislate; the other we cannot. Changing policy and institutions, as complex and complicated as that might be, is in many ways simpler and more easily accomplished that changing the hearts and minds of people. There is no sure way, no one antidote to erasing the fear, the anger, and the desperation that drives and nurtures racist and sexist attitudes. This is the harder work. And yet, despite the towering challenges, we press on. Not because we see victory, but because we believe victory is possible. This is called hope. This is the hope that drives us, that fuels us, that inspires us, and that encourages us.
To start businesses when we know loans are hard to come by. To write books when we do not have a publisher. To love and raise our children even though we know they will face towering obstacles. To vote when we know this system does not always work for us. To build though we are not always sure about our allies or our coalitions. To run the race even though we cannot see the finish line. To get out of bed. To keep going. To keep moving. To keep living. We still believe. We still hope. And this hope springs
not out of possibility, but out of certainty. Not because we can see the good end, but because we believe that this good end exists. This goes against the grain. We like finish lines, bright yellow tape, balloons, and victory laps. We like crossing things off our task sheet and declaring our todo list done. But freedom does not work like that. As Mrs. Coretta Scott King taught us: “Struggle is a never-ending process. Freedom is never really won. You earn it and win it in every generation.”

Metcalf coming in with a strong running game to beat the Bills 31 – 21. NFL MVP candidate Russell Wilson is a winner and always finds a way to keep his team in the game. The Bills offense must control the ball in order to stay in the game with running backs moving the chains. Josh Allen is long overdue to step up in a big game and make a difference in the Bills winning a game against a legitimate Super Bowl contender; Allen must show he’s worthy of a contract extension in these last eight games. Dear Editor" I decided to early vote at Erie County Board of Elections Nov 1 but didn’t expect to be a witness to biased behavior from a poll worker. Upon entering the Building I was greeted by a friendly poll worker who was informative on the process. One person was asking “do I need my voter card,?” The worker stated “all you have to do is give them your name, you don’t need ID just give your name and they will take you through the steps when you check in to sign and get your ballot” When I reached the third floor there was a table directly infront of the elevators where an older White male was checking in voters, there was seemingly no movement beyond the mouth of the white male poll worker telling a young Black woman that since she forgot her registration card at home she would have to wait and vote on Nov. 3 election day. That same poll worker quickly moved on to the next person in line and asked a young Back man for his ID then asked him to verify what his name was while looking at his license then just a barrage of questions. I was waved to go to a second check-in table in the rear of the office where it was much more civil quiet and organized. When I got to the table a young Black male poll worker greeted me asked me for my name, punched it in, turned the screen towards me so I could verify the info, handed me a stylus to sign and shortly after that my ballot printed and I went to a booth to vote. It was seamless calm friendly and serious, unlike the rodeo clown show going on at the elevator. When I reached the elevator to leave , the same loud older white male poll worker was checking in a young white woman holding her license but not interrogating . Instead instead he was complimenting her good looks. In the elevator on the way down to the lobby there were three other Black voters who were all complaining about the older white poll worker and his random questions One woman said she just went to the other table because he was being impossible. I wondered if he had been doing this everyday to early voters. Voter suppression, even in its most subtle form, is real. I think poll workers need to be vetted and the rules to early voting check-in be posted for visitors so there is no misunderstanding . If other poll workers hear or see someone misconducting themselves, be it improper questioning, biased behavior or even favoritism it should be addressed and they should be reprimanded - however mild - attempts to discourage and suppress voters was a shocking dissapointment. -Concerned Registered Voter

In Rem Auction Postponement Due To COVID- 9 The Erie County Department of Real Property Tax Services (“the Department”) has announced the postponement of the county’s 2020 In Rem auction due to COVID-19 restrictions on gatherings. Initially delayed until December 10 due to the pandemic, the Department is now postponing the event until 2021 due to pandemic restrictions that limit attendance at indoor events to fifty people or fewer. The annual foreclosure auction is usually in the fall, on properties that have delinquent taxes overdue for more than two years. Following the delay of the current In Rem proceeding due to COVID-19 earlier this year the Department has worked to extend relief to tax delinquent property owners in foreclosure and facing financial disruption as a direct result of the pandemic.
