Del Lago Resort & Casino Job Fair in City Hall Yields Successful Results for Rochester Residents Mayor Lovely A. Warren and Jeff Babinski, executive vice president and general manager at del Lago Resort & Casino, announced recently that nearly 115 people were offered jobs, joined dealer school or were invited to follow up with interested departments as a result of the del Lago Resort & Casino/ Vanpool Job Fair that was held at City Hall. “We are thrilled that the Job Fair was such a success and we are looking forward to launching our new Vanpool Program, which will help our citizens find good-paying jobs beyond the limits of public transportation,” said Mayor Warren. “I want to thank del Lago for bringing its recruiters to City Hall and helping us bring this opportunity to our citizens. Falcons & Patriots make it to The Super Bowl

es it’s nice to have some new blood coming to Super Bowl 51! The Atlanta Falcons will make their second franchise appearance ever (keep in mind the Buffalo Bills made it to four straight Super Bowls) in Super Bowl 51 after a serious beat down of the Green Bay Packers. The Falcons will be led by an outstanding offense featuring QB Matt Ryan throwing the ball to receivers Julio Jones, Mohamed Sanu, and Taylor Gabriel just name a few of their offensive weapons. One of the biggest off season moves made by the Falcons was picking up former Cleveland Brown all-pro center Alex Mack. The Falcons realized they needed to solidify their offensive line with a proven veteran player. The Bills could have cut Center Eric Wood and replaced him a year ago with Ryan Gory, who is playing much better at that position. What would a Super Bowl team be without a former Buffalo Bill playing a significant role on their team? This year is no different with offensive lineman Andy Levritre. Andy is another ex-Bills player who should not have been let go after playing out his first four years in league as one of our better guards on the team. But like so many ex-Bill players, the front office decided not to lock him up to a long term contract in his third year GEORGE instead of waiting until the final year of his contract. The Buffalo Bills RADNEY have a front office nightmare of not signing quality players in their third year instead of waiting to the final year of their rookie contract without giving the player a good offer. The Bills make the kind of financial offers to players that other teams can easily beat, making it quite easy for a player to leave for another team. Our front office needs to be more progressive with contracts and get more aggressive on signing our best young players. Tom Brady and New England Patriots are no strangers to Super Bowl games and make a record 9th appearance on Sunday, February 5th. This is shaping up to be a good match up. AREA BRIEFS Services Set for Granddaughter of Radford Services for the granddaughter of community activist Sam Radford, 14-year-old Aniyah Lewis, will be held on Saturday, Jan. 28 at True Bethel Baptist Church on E. Ferry starting with a 10 a.m. wake followed by the funeral at 11 a.m. Brian K. Lewis Funeral Home is in charge of arrangements. Aniyah was one of four teens involved in a horrific car accident last week on Kensington Avenue near Grider when a car driven by 17year-old Zaire Abernathy crashed into a tree and split in half. Zaire was killed on impact. Two other 14 year old girls were also seriously injured.

Legislator Barbara Miller Williams to recognize Eva Doyle As Erie County Legislature’s Citizen of the Month Congratulations to Mrs. Eva M. Doyle on being recognized by Legislator Barbara Miller-Williams as Erie County Legislature's Citizen of the month for January 2017. A New Sheriff Coming to Town? Bernard “Bernie” Tolbert confirmed last week that he has a strong interest in running for the office of Erie County Sheriff. The Buffalo native would be challenging Republican incumbent Timothy B. Howard for that seat later this year. He said he has the background and experience in security work and law enforcement to make a good candidate. Tolbert , a former special agent in charge of the FBI's Buffalo office and 2013 Democratic candidate for mayor, has indicated that he expects to make an official announcement soon. Bernard Tolbert

Mayor Brown Unveils Phase Two Of The Buffalo Opportunity Agenda Anounces City is Seeking Operator for Beverly Gray Business Exchange Center

Last week Mayor Byron W. Brown announced the next phase of building a city of opportunity for all residents by launching the Buffalo Opportunity Agenda. This next phase focuses on improving conditions for minority and women owned business enterprises (MBE/WBE) and minorities and female workers. The Opportunity Agenda will also include several executive orders that bolster equity in contracting and hiring opportunities in New York State’s second largest city, as well as the formation of the City of Buffalo Contract Compliance Committee and the release of a request for proposals (RFP) for an operator of the Beverly Gray Business Exchange Center. “A healthy and diverse business sector and ensuring employment opportunities for all City residents is critically important to continuing Buffalo’s economic renaissance,” said Mayor Brown, noting that a part of his Opportunity Agenda establishes a “First Source” hiring policy for major economic development and Public Works projects and encourages selection of professional services firms that have demonstrated efforts to partner with Minority and Women Business Enterprises and diversity in hiring. “The changes included in this plan reflect my ongoing commitment to advancing diversity, inclusion and equity in our City.” Other policy changes include: •The incorporation of additional scoring into City RFP/RFQ processes for Professional Services, giving points to firms and businesses that have demonstrated MBE/WBE pro-

grams and policies and the presence of minorities and women in their workforce. •The development of City Human resources program to continue the practice of City job advertising in all communities and, where possible, in various languages, to ensure a diverse applicant pool and a diverse City workforce that mirrors the city’s population. •Encouraging the participation and reducing the stigma of individuals returning to the area from incarceration by officially utilizing the term “Returning Citizen’, instead of “Ex-Offender” or “Ex-Convict”. The Mayor has also renamed the ReEntry program at the Buffalo Employment & Training Center, the R.I.S.E. – ReIntegration Services for Employment program to reflect this change. •Lastly, the Mayor has created the City of Buffalo Contract Compliance Committee to monitor the progress of these policy changes. An­cient deities like Ptah, Re and Set were elevated to high status. The adoration of Amen was restored and his priests reinstated. Major wars were fought with the Libyans, Hittites and their allies. Wondrous temples from Nubia to the Egyp­ tian Delta were carved out of the naked cliffs. Splendid tombs in the hills of western Waset and Abydos were constructed, renovated and beautified. Buffalo Citizens to Call for Transparency & Civilian Oversight in Policing At a time when public distrust of law enforcement is often underscored by viral video clips capturing alarming confrontations, concerned citizens of Buffalo are taking action to establish effective civilian oversight of the Buffalo Police Department. Buffalo has a Commission on Citizens’ Rights and Community Relations that’s supposed to keep an eye on the police and let the public review cases of potential police misconduct or brutality. An analysis by Buffalo’s Justice & Opportunity Coalition, however, finds that the Commission currently lacks real independence and isn’t functioning to its potential. On Tuesday, members of the Justice & Opportunity Coalition and other concerned citizens converged at a meeting of the Common Council’s Police Oversight Committee to demand transparency, truly independent civilian oversight, and community power in Buffalo. “Nationally, people are organizing every day to create commissions like the one we have here, and are facing huge obstacles,” said James Lopez of VOICE-Buffalo and the Justice & Opportunity Coalition. “To see that Buffalo already has one, and it is not being utilized at all, is truly a missed opportunity. It shows the rest of the country how seriously we take policing issues.” “What we are asking is very simple,” said Geary Lofton, a resident of Buffalo’s Masten District. “We are asking that the city follow through with their responsibilities that are listed in the city charter.”

appy New Year, Family! We trust that the last month was good for you. Ours was filled with family, friendship, fun and a focus on the life-affirming principles of a productive Kwanzaa celebration. The principles: Unity, Self-determination, Collective Work and Responsibility, Cooperative Economics, Purpose, Creativity, and Faith were emphasized as principles to be honored all yearlong. I took the time to reflect upon the topics that were highlighted during 2016 at our monthly meetings and I was both saddened and encouraged. The Restorative Justice Developer, our Program Director, BaBa Eng, is still hard at work, sharing information about Restorative Justice Practices. 2016 saw two more “peace hubs” being established and the total number of individuals being trained in restorative practices reaching 70 trainees who are capable of facilitating peace circles and peace conferences. Topics that we have highlighted in the past were emphasized again. Positive movement in these areas has been slow as many in the general public fail to view them as critical issues until an issue “hits home”: solitary confinement, juvenile justice, recidivism, and mental health during incarceration KARIMA and reentry. Needless to say, we have work to do as prisoners and formerly incarcerated people tend to be marginalized and stereotyped. During 2016, AMIN we featured eleven guest speakers who helped us to reach a better understanding of the ways in which the criminal justice system functions, too often ignoring the importance of valuing an individual’s humanity. Prisoners are people, too. As I am typing this, I am remembering those guest speakers who volunteered their time and energy to talk to us about their prison experience. They also shared what they have encountered since their release. Some of our guest speakers have never been to prison. These were young people working hard to help others avoid the traps that sometimes lead to incarceration. Among our speakers, we also hosted two clergy people, a teacher, and a former councilman who all talked about crime-generative factors (such as drugs, high unemployment, and poor health care) that have led to crime in this community. Our next monthly meeting will be held on Monday, January 30, 2017 at the Pratt-Willert Community Center, 422 Pratt Street in Buffalo, from 7:00 to 9:00pm. We will have a guest speaker who has been with us in the past. Alfonso “Fonz” Carter, a native of Niagara Falls, NY, has a gift when it comes to connecting with the youth and the streets through music. As a hip-hop artist, he shares the stories of his life, talking about his youth, his drug selling days, and the 2004 arrest that resulted when the FBI and the Amherst police, working together, brought his street journey to a halt. He also talks about finding his true identity during his incarceration. “Fonz” is an entrepreneur with a clothing line that features his distinctive label and post-incarceration attitude, “Brand New Life.” Hear about the twists and turns that led him to a brand new life and be inspired. Community Meeting Will Highlight NBLCA of Buffalo’s Observation of National Black HIV/AIDS Awareness Day February 7

NYS Health Alert on the Rise of HIV and Sexually Transmitted Diseases in Erie County Topic of Urgent Discussion

T

he National Black Leadership Commission on AIDS (NBLACA) of Buffalo will observe National Black HIV/AIDS Awareness Day on Tuesday, February 7 at 5:30 p.m. at Lincoln Memorial United Methodist Church, 641 Masten Avenue with a community meeting and panel discussion on the troubling rise in HIV and sexually transmitted diseases in Erie County. According to the New York State Department of Health, new diagnoses of Human Immunodeficiency Virus (HIV) infection in residents of Erie County increased nearly 20% in 2015 . The number of reported new diagnoses in 2016 are on pace to match 2015. Additionally, Erie County has an 89% increase I syphilis cases; a 49% increase in Gonorrhea cases and 864 diagnoses of Chlamydia cases in zip code 14215 alone! The panel, moderated by Rev. Kinzer M. Pointer, will include LaVonne Ansari, PhD., CEO, Community Health Center of Buffalo, Inc.; Assunta R. ed Methodist church; and Dr. Raul Vazquez, MD, FAAFP, Founder and CEO of Greater Buffalo United Accountable Healthcare Network (GBUAHN). -What the Data Shows The Department of Health’s advisory cited the following: *Men accounted for 76% of new HIV diagnoses in 2015-16 with 68% of male cases documented to occur among men who have sex with men (MSM). Eleven percent of cases have documented injection drug use, including 13% of female cases. *Among female cases, 10% were newly diagnosed while pregnant. Half of the newly diagnosed cases are non-Hispanic Black, a third are non-Hispanic White, and 15% are Hispanic. Notably, 18% of females and 29% of males diagnosed in 2015-16 were under the age of 25 at the time of diagnosis. While the number of new HIV diagnoses has risen, persons may be diagnosed years after their infection, so new diagnoses do not necessarily mean that transmissions are increased or that transmissions are occurring from one individual. *Additionally, the number of early syphilis and gonorrhea

While the number of cases in New York State, excluding New York City, increased during the same time period, it was not at the magnitude seen in Erie County (27%, and 32%, respectively). *In 2015, Erie County ranked second for syphilis and chlamydia case rates per 100,000 residents of all counties in New York State (excluding NYC) and third for gonorrhea. * Rates of HIV and STD co-infection were high, with 14% of the 2015-16 Erie County HIV cases having a diagnosis of chlamydia, gonorrhea, or syphilis of any stage. Also, 33% of Erie County HIV cases have a known history of STD infections. This is of concern because of the strong connection between untreated STDs and HIV transmission. Rev. Flo Rida On Stage at New del Lago Resort and Casino Rapper Flo Rida will perfom at del-Lago Resort and Casino, Feb. 11, one of Upstate New York’s newest casinos okayed by Albany late last year. The Las Vegas style del Lago is scheduled to open February 1. Del Lago sits right off Thruway Exit 41, half way between Syracuse and Rochester in Seneca County. Secret and Unequal! Don’t Believe the Lie!

S

o, the Buffalo News has decided to take the six School Board member majority to task, as does Board member Larry Quinn, for supposedly holding a “secret meeting” with our attorney. But, where was the Editorial Board of the News in 2014 when the then Board majority, comprised of Larry Quinn, Carl Paladino, Patti Pearce, James Sampson and Jay McCarthy, hired Donald Ogilvie as Superintendent, without the involvement or the knowledge of the four minority members? Mr. Ogilvie’s appointment as Superintendent was already à fait accompli when he was brought to the first meeting of the new Board and voted in by the 5 member majority over the objections of the minority members. Not only did this appointment result from secret meetings of that Board majority, BARBARA Mr. Ogilvie and a Board attorney but this NEVERGOLD unethical and illegal maneuver was never called out or condemned by the News. So much for the Editor’s irate observations and sham watchdog reporting when it comes to the ethical or legal actions of this current Board majority. Secret meetings and decision making was a hallmark of the old Board. Yet, even when pointed out, those Board members were not singled out, admonished for not playing fair or for “insulting the voters” as the News does in their January 23rd. editorial. Contrary to this editorial or the comments of the oppositional Board members; the meeting was neither secret nor illegal. In fact, Mr. Paladino knew about the meeting because one of his Board cohorts, who attended the meeting, breached confidentiality to inform him. There was no attempt to hide the fact that a meeting was taking place; it was held in the Board room, during the day, with the knowledge of staff. Members met with their attorney to receive legal advice in the matter of the petition to request Mr. Paladino’s removal from the Board. Following their reporter’s re-search, the News’ article (January 22) had to admit that the members were following legal protocol in the conduct of this meeting: “When The News contacted Freeman, he said that elected boards are allowed to meet privately to seek legal advice without publishing notice of the meeting to the public.” (January 22, 2017) In spite of the facts to the contrary, a day later the News resorts to name-calling to bolster their claims of wrong-doing by the six Board members calling us “chickenhearts” and “cowards”. Talk about being disingenuous! The Buffalo News has never been supportive of the minority/Minority members of the Board. This editorial is another in a series of editorials that have been thinly veiled attacks on our accomplishments, our competence, and our commitment to the children. Chickenhearts! Who even uses that word anymore? Cowards?! HARDLY! We are six working class women, taking on men of means and choosing to seize and maintain the “moral high ground”. Our wealth and our strength come from the support of thousands of men, women and children of all ages, races and backgrounds and national origins, who are standing with us, against intolerance, against racism, against misogyny, against homophobia, against xenophobia and against the distorted and biased editorials of news organizations masquerading as “fair and balanced” publications. We call ourselves, “Upstanders”, and will continue to confront bullying whether from individuals or mega organizations attempting to shape public opinion. These comments are my opinion and not made in my capacity as the Buffalo Board of Education President.

The (Buffalo) Billion Dollar Question... Another look at the planned inclusion of the East Side of Buffalo in Phase II of the Buffalo Billions Project : Is it enough to improve our neighborhood commercial strips?

R

ecently, it has been brought to our attention that the East Side of Buffalo has been included in the Buffalo Billion Phase 11 funding plan before the state legislature. If approved $60 million dollars will be invested for several East Buffalo initiatives that are being considered for this 2017 budget year. That’s the good part. The bad part is there are several other high priced initiatives in this so called money pot that Buffalo’s Eastside must compete with. These East Buffalo initiatives include funding for capital improvements to the Central Terminal and Dr. Martin Luther King Park; a homesteading program to encourage people to buy existing homes and, finally, investing in unnamed commercial corridors. The truth is that when you are talking about fixing up aging infrastructure, redeveloping a park and fixing up commercial corridors like Jefferson, E. Delavan and Broadway, it is going to take more than $60 million dollars for the business districts, let alone lumping these projects together in this too small pot with other initiatives and not increasing the funding allocations to pay for them. The total additional funding request by Gov. Andrew Cuomo to the state legisGRANT lators for the upcoming budget is $500 million dollars. That’s is a lot of money. However to put the Eastside, which has not benefitted from the other two billion dollar allocations (Buffalo Public Schools in 2003 and SolarCity and the Medical Corridors in 2015), in a package with several other projects is mind is boggling, especially when the other requests include, for example, the conversion of the Scajaquada Expressway to a low speed parkway ($30 million); extending the Metro Rail to DL&W Terminal ( $20 million) ; funding a study (mind you, a study) to see where to put a new train station in Buffalo ($25 million); support for the 43 North project ($40 million) and improvement to Darwin Martin House & Graycliff Estate a($10 million).The rest of the remaining $325 million dollar seem to be slated for cities, town and villages outside of Buffalo. There have been rumors and signals that the request for this additional money, that will clearly allow Buffalo two and one half bites of the ‘billion dollar apple’, may have a difficult time being supported by those politicians in Albany who feel that the city has gotten more than its fair share. That may be true but try convincing those struggling owners of businesses in the inner city that are barely making enough money to keep the lights and gas on, let alone fixing up city code violations, repairing cracked sidewalks and paying city and county tax bills. Ask them and they will tell you that the ‘already approved, allocated and spent’ last billion dollars we received to improve the lives and businesses of residents and our commercial strips did not even register in communities east of Main St. Over the past year and a half, we have lost three restaurants, a cricket store, a barber shop and several other stores on or near Jefferson Avenue. GiGi’s Restaurant burned in a fire over a year ago. It is still closed. Another restaurant opened and was closed in less than six months. There is very little ‘foot traffic’ on Jefferson Ave. between East Ferry and East BETTY

Utica that does not have to do with the Merriweather Library, the Apollo Media Communication Center, the Challenger Community News, Jim Bell Cleaners, the health clinic or the human resource initiatives located in the GROUP Ministries Building. When I came to Buffalo in 1970 Jefferson Ave. had seen better days but it still offered a variety of goods, entertainment and commercial services to the community. There were shoe stores, clothing stores, bakery, and several well filled taverns and eateries. Many of the businesses left over the succeeding several decades and the street and other streets like it suffered due to CDBG and other ‘poor people’s’ money being spent elsewhere to build condos on the waterfront or downtown; subsidize rich landlords by awarding them outright redevelopment grants; or property or sales tax incentives or using scarce anti poverty resources to increase the city landlord’s status. And yet, year after year, these long suffering business owners on Jefferson Ave. and similar Eastside commercial corridors wait patiently for the city leaders to develop a conscience and do the right thing by them. I hope they are not holding their breath . When I was a young child in Tennessee, my mother had a saying; “A closed mouth does not get fed.” With sixteen children in the family, I learned to open my mouth and yell long and loudly. I would be guilty of remiss if I did not counsel the business owners to do the same thing if they want the city, county and state leaders to take care of the multi generational indifference or neglect what is blatantly obvious to the community. As an Erie County Legislator, we are charged with approving the CDBG monies that are allocated to the county to collect and later disburse to the towns and villages in Erie County according to federal guidelines. All cities in the county such as Buffalo, Tonawanda and Lackawanna get their CDBG monies directly to their city’s treasury. That is why roads, bridges and streets in Buffalo cannot be repaired with the county’s money and must be fixed with the CDBG package and other funds the city gets from the state or the federal government. It is incumbent upon all residents of the eastside who are not happy with the way the area looks or who feel that the eastside commercial strips and infrastructure have been neglected, to contact their elected representatives and let them know how they feel. Tell them that a $60 million dollars funding pot that includes multiple project is not nearly enough to improve the conditions of our neighborhood commercial strips and individual storefronts. The New York Lottery has announced a top prize winning ticket for the January 19 TAKE 5 drawing was sold at Mandella Market at 272 East Ferry Street at Jefferson. The winning ticket is worth $31,444.50. In addition to the $31,444.50 top prize for the January 19 TAKE 5 drawing, which was won by matching five out of five numbers, 229 players each purchased winning tickets worth $411.50 by matching four out of five numbers for the drawing. In total, there were 85,678 TAKE 5 winners for the - January 19 drawing. The winning numbers for the January 19 TAKE 5 drawing were 13-14-19-23-35. The Lottery encourages everyone who bought a New York Lottery draw game ticket, to check their tickets again, as they could be holding a winner. Tickets expire one year after the game’s drawing.
